Melbourne-based property developer ALTA Property has this week achieved planning approval for the adaptive re-use of a former commercial tower into a $200 million, 169-apartment project at 10 Queens Road, one of the last developable sites along the Albert Park Lake-fronting boulevard.&nbsp;

Set within one of Melbourne’s most sought-after precincts and designed by <a href="https://www.apartments.com.au/architects/fraser-partners-0">Fraser and Partners</a>, the illustrious building will offer unparalleled views across Albert Park Lake, Port Phillip Bay and Melbourne CBD.&nbsp;

Architecturally, the building will feature a curved, geometric façade that celebrates and elevates the existing structure, with warm, muted tones which were selected to extend the materiality of the existing building rather than contrast it.&nbsp;

Interiors will bring together three metre high ceilings with waffle concrete in some spaces, natural timber, granite and Australian materials, culminating in crafted, generous and considered spaces that are defined by authenticity.&nbsp;

The adaptive re-use means that the Queens Road project will be a sustainability led, high-quality finished product, with a 62% saving in carbon emissions by re-using the existing structure rather than knocking it down and rebuilding.&nbsp;

A rare new apartment development has been proposed on the fringe of St Ives Village.

Developer Newquest Property has lodged plans for a low-rise apartment project designed by well-regarded architecture firm Warren &amp; Mahoney, which is best known for its work in the multi-residential sector in Melbourne.

The building, proposed for a 1,916 sqm site on <a href="https://www.apartments.com.au/new-apartments/st-ives-residences-3-5-memorial-avenue-nsw-2075">Memorial Avenue</a> opposite St Ives Village Green, has been designed to blend into the surrounding natural environment.

Of the 33 apartments proposed, 21 will be three-bedroom residences. The remaining mix includes nine two-bedroom apartments, one one-bedroom apartment and two four-bedroom residences. The development will be supported by 62 car parking spaces and 33 secure bicycle spaces.

The proposal would replace two single-storey brick buildings currently on the site.

St Ives remains a relatively untapped market for new apartment development. North Shore developer WINIM has a number of projects in the area, while INCA is nearing completion of Ellis Residences.

More recently, Traders In Purple has lodged plans for one of the denser projects proposed in the suburb, a 75-apartment development on a 5,900 sqm site on Cowan Road.

Despite a classically miserable March day, Sydney recorded its strongest preliminary auction clearance rate of the year to date on Saturday, according to Domain, at above 82 percent. 
Even if the final clearance rate is revised down a bit, it's clearly a very high result on higher listings, with some big results in the inner suburbs. 
Two of the last four weekends have seen phenomenally high median auction prices, with this weekend's $1,355,000 a little below the record $1,420,000 set four weeks ago but 14 percent higher than a year ago.
On a rolling monthly basis auction prices hit their highest ever level on Saturday.
The Sydney market had clearly lost momentum in the face of macroprudential measures implemented in 2015, but was reinvigorated by two interest rate cuts in May and August 2016.
Melbournites returned from the break with a 78 per cent preliminary clearance rate according to Domain.

Hobart also recorded outsized gains, while Brisbane, Canberra, and Adelaide each recorded moderate increases.

A key driver appears to be a lack of new stock being brought to market, with upgraders perhaps discouraged by prohibitive transaction costs in the form of stamp duty. 
Sydney listings were down by 6.6 percent in January from a month earlier to just 21,633 (remember that Sydney is Australia's most populous capital city, and this number is much lower than in Melbourne, and even Brisbane and Perth).

New home sales staging a recovery: Pete Wargent

Vacancy rates declined in January, after December's seasonal spike, according to SQM Research.
All of the capital cities recorded a drop in January, not unusually for the time of year.

Nationally the vacancy rate of 2.4 percent was the same as one year previously.
The tightest market was Hobart at 0.7 percent, the Tasmanian capital recording strong gains in median asking rents, while the highest vacancy rate was in Perth at 4.8 percent. 
Although the figures aren't seasonally adjusted, below I've smoothed them on a 4mMA basis to give some kind of feel for the trend.

Perth and Darwin have continued to record declining rents, while SQM noted that inner city apartments in Brisbane have seen declines of 2.5 to 5 per cent in asking rents, something I can confirm from having witnessed it first-hand. 
To date the Sydney and Melbourne apartment markets appear to be holding up better, with the reported vacancy rate in Melbourne actually lower than a year ago, and median asking rents higher in both of the most populous capital cities.  
After some truly diabolical declines in dwelling prices ranging anywhere from 50 to 90 per cent in some cases, SQM notes that the bust in some mining towns may now finally be bottoming out.  
Vacancy rates are down in a range of resources towns from a year previously.

<div>With a record construction boom and rising Sydney dwelling prices, it shouldn't be a surprise that stamp duty and transfers paid rose to record highs in FY2016.</div>

<div>In fact, the NSW state budget surged into a massive $4.7 billion surplus in 2015-16.</div>
<div> </div>
<div>This result was miles ahead of forecasts and left the state government with net debt of less than zero.</div>
<div> Yes, the state government moved into a cash positive position for the first time ever.  </div>
<div> </div>
<div>To complete the virtuous circle, billions of these funds need to be rolled into urgently required infrastructure projects, not least to plug the hole in the economy that will be left by declining housing construction from 2018 forth. </div>

<div>Plenty more where this came from in 2017 as apartment completions hit the market (recall too that the 2016 NSW Budget introduced a 4 per cent surcharge purchaser duty on the acquisition of residential real estate by foreign persons from June 21, 2016.).</div>

<div>It's important to recognise that the record windfall represents a surge in pre-sold apartments as much as any recent increase in market liquidity, as stock on market levels to date remain relatively low.</div>

<div>The number of transactions jumped to above 25,000 in November 2016, and total receipts seared to an unprecedented $1.78 billion in the month.</div>
<div> </div>
<div>Just to put that number in context, the prior year equivalent figure had been only $729 million, and the previous record for any individual month was just $1.2 billion.</div>
<div> </div>
<div>The November number was so much higher than the prior year that it seemingly defies logic, although there had been a change in purchase duties for non-residents, and then there was the $16 billion Ausgrid sale.</div>
<div> </div>
<div>In January 2017 there were 17,473 transactions, a slightly lower figure than in the prior year.</div>

NSW stamp duty boom continues in 2017: Pete Wargent

I’ve often referred to Canberra as the Goldilocks of the Australian real estate market: not too cold, not too hot, just right.
The national capital seldom booms, nor does it ever seem to crash. It’s so even and steady in its performance, it’s downright boring.
It’s underpinned by a steady economy, high average incomes, low unemployment and the Territory Government’s close control of residential land supply, designed to keep land prices (and government revenue) high.
So it’s no great surprise that the Canberra market is cantering along quite nicely. It hasn’t replicated the boom in Sydney, three hours up the road, but sales activity picked up as 2016 progressed and the number of ascendant markets rose significantly.
Most of the pick-up has been in the housing sector, with apartment sales generally declining compared to 2015. The strong house sales activity has resulted in solid price growth, with some sources recording 10% annual price growth, while others suggest 5-6%.
Overall, compared to 2015, sales activity was a little down in 2016, but only marginally so. Sales in 2016 were higher than in 2012, 2013 and 2014, notably for houses. The December Quarter is always the highest for Canberra sales, and this was true also in 2016.
In terms of total residential sales, volumes have been gradually rising since 2012, when most quarters were a little below 2,000 sales. In 2016, all four quarters delivered well over 2,000 home sales, including 2,400 sales in the December Quarter.
The apartment market peaked with around 1,000 sales per quarter in 2014-15 and volumes have been gradually decreasing since then, with about 850 sales in each of the September and December Quarters of 2016. Previous oversupply in this market has now been largely absorbed (Canberra now has the lowest vacancy rate among the capital cities, except for Hobart) and we can expect unit sales to rise again in 2017.
Meanwhile, the house sales market has gathered strength and the December 2016 Quarter was the biggest for house sales in the past five years, except for December 2015. The number of suburbs with growing sales activity has increased significantly and is the highest since we began our quarterly surveys three years ago.
Overall, the standout characteristic of Canberra is the steadiness of its performance.
Another predictable factor in the ACT market is the predominance of the northern part of the city in terms of markets with upward momentum.
While there are now growth suburbs across the Canberra metropolitan area, the strongest precincts once again are the Belconnen and Gungahlin districts.
Canberra has 19 suburbs classified as Rising Steadily markets and 11 of those are in the Belconnen (six) and Gungahlin (five) districts in the north of the metropolitan area.
These districts also have a large number of suburbs characterised by their consistent sales levels.
Suburbs with rising markets in the Belconnen District include Flynn, Bruce, Macgregor, Kaleen, Holt and Evatt, along with Amaroo, Bonner, Gungahlin, Ngunnawal and Palmerston in the Gungahlin District.
In Holt, house sales have risen from 20 to 30 to 33 to 40 in consecutive quarters, while Macgregor is up from 33 to 37 to 46 to 51. Both are suburbs with median house prices around $450,000 and attract buyers for their relative affordability (Canberra’s median house price is around $650,000).
There are growth markets elsewhere as well, including in the Tuggeranong and Woden Valley districts, as well as in some of the inner-city areas.
But the most typical Canberra suburbs are the ones with steady sales levels. In Dunlop in the Belconnen District, sales in consecutive quarters have been 35, 39, 37, 36, 34, 38, 40, 41, 40, 38 and 36 over the past three years. That kind of steadiness is what Canberra real estate is really about.

Canberra market cantering along nicely

Like most people, Australians are past sick and tired of their elected politicians, simply because they do very little and collectively can’t solve problems – in fact, they now make them worse. 
Speaking at the 2017 Committee for Economic Development of Australia summit Henry was scathing. “Australia had become so paralysed by political inaction that it had gone from an optimistic nation which pioneered world’s best policy and nurtured world’s best institutions to a place that nobody looked to anymore to see how it should be done.”
“Have you heard a political leader addressing that question? Do you think anybody has a clue? At the very least, we are going to have to find radical new approaches for infrastructure planning, funding and construction.”
“Based on current estimates, Australia needs to build a city for two million people every two years or a city the size of Melbourne or Sydney every decade yet the only plan seems to be stuffing more people into Sydney and Melbourne.”
 
He went on to say that four priorities could be met by adopting, as a minimum, eight reform proposals. These are:
<ul class="ul1">
<li class="li1">Apolitical infrastructure planning and pricing, including the widespread use of road user charging;</li>
<li class="li1">A much lower company tax rate, or some other mechanism that reduces substantially the cost to Australian businesses of equity capital sourced from abroad, achieved much more quickly than is presently under consideration by our Parliament;</li>
<li class="li1">The removal of stamp duties on residential property;</li>
<li class="li1">Symmetrical tax treatment of interest and capital gains;</li>
<li class="li1">An overhaul of state-based royalties;</li>
<li class="li1">Market-based price signals to guide climate change mitigation and long term investment in the energy sector;</li>
<li class="li1">A broader base and higher rate of GST;</li>
<li class="li1">A substantial adjustment to roles and responsibilities between the Commonwealth and the states.</li>
</ul>
Stamp duty on residential property was supposed to be removed when the GST came in on July 1, 2000. How can you justify a duty that has increased by over 800 per cent over since 2000, when it was agreed that it would be removed? It is a no brainer that the GST has to be increased although this time around stamp duty has to be abolished.
This week, the NSW Premier Gladys Berejiklian announced that the tunnel from Manly Vale to the Warringah Freeway was still going to happen although she could not say when? We all know that this won’t be happening given the Liberal Party has now been promising this tunnel since 2002. So, thousands and thousands of new apartments are approved and the NSW government does nothing for transport infrastructure. Then, of course, the NSW government announced late last year the Ingleside development with 3,400 new homes – this is just ludicrous.
No politician responded to the announcement from a new global report which found Sydney the tenth most expensive city in the world for residential tenants. How are young Australians supposed to be getting into our property markets when they are forced to pay some of the highest rents on the planet, then factor in stamp duty plus add another 10 per cent to their previous 10 per cent deposit to qualify for a bank loan? Superannuation is not the answer that is just a dumb solution. Malcolm Turnbull needs to be talking to Ken Henry and urgently implementing his solutions.

To fix Australia’s housing affordability listen to Ken Henry

Gold Coast City has been unchallenged for some time as the No.1 municipality in Australia for growth real estate markets, but that’s no longer the case.
The Sunshine Coast has overtaken Gold Coast City as the area with the most upwardly mobile markets.
The Gold Coast housing market remains strong, but the latest Hotspotting research for The Price Predictor Index finds that the number of suburbs with growing sales activity has decreased, while the Sunshine Coast precinct is rising.
The Sunshine Coast now ranks as the leading municipality in the nation in terms of the number of suburbs with growing sales activity (previous market leaders in the major cities, such as the Whitehorse LGA in Melbourne, have faded markedly in 2016).
The region has achieved national prominence on the back of major spending on infrastructure and urban renewal ventures – projects under way or in planning total well above $20 billion.
They’re headed by the $2.3 billion Sunshine Coast University Hospital, which is the centrepiece of a $5 billion health precinct that’s evolving rapidly in the Kawana area.
And there’s a lot more happening. Over $1 billion is being spent on the Bruce Highway, around $400 million on the airport and several billion over time on the new Maroochydore CBD, where preliminary works are now under way. The Sunshine Coast University continues to expand.
A $2 billion light rail project is proposed but is unlikely to be delivered any time soon.
Real estate development includes several master-planned communities and apartment developments, as well as a $400 million expansion of the region’s biggest shopping centre, Sunshine Plaza. Youi Insurance is building its national headquarters on the Sunshine Coast. 
Nambour, one of the inland towns of the Sunshine Coast Region, is typical of the growth markets - with sales up from around 65 per quarter 18 months ago to above 100 per quarter in 2016.
The Sunshine Coast hasn’t always been a hotspot contender – in the past it has been included in my No Go Zones report because of a weak economy (over-reliant on tourism) and bouts of over-supply, leading to price decline. But the broadening the local economy through infrastructure spending and evolution of the medical precinct has been the critical game-changer.
The Gold Coast has been the hottest market among the municipalities of Australia for the past 18 months, but the trend suggests it’s winding down – it surged throughout 2015 and the early part of 2016, but the number of growth suburbs has dropped from 25 six months ago to 20 three months ago to 14 now.
Nevertheless, six of our National Top 30 Growth Star suburbs are in Gold Coast City and the bulk of them are inland housing markets – including Ashmore, Carrara, Nerang and Upper Coomera.
The Gold Coast may surge again, given the high level of spending on infrastructure, some of it associated with the 2018 Commonwealth Games.
I continue to urge caution about the Gold Coast high-rise apartment markets because of the alarming history of boom-bust scenarios, poor capital growth record and looming prospect of oversupply.
Anyone thinking of getting into the Surfers Paradise high-rise market should keep in mind that the median apartment price today is lower than it was a decade ago, such is the ongoing impact of regular doses of over-building.
Other Gold Coast high-rise suburbs have similar track records.

Caution for Gold Coast high rise property investment: Terry Ryder

The expiry of Tasmania's first home buyer incentives for purchasers of established dwellings in 2014 saw first home buyer demand decline, according to QBE’s latest housing report.
First home buyer demand in the state has since bottomed out and is now in a recovery phase, the report said.
Loans to first home buyers increased by an annual 6% in 2015/16 and the rising trend has been accelerating, with loans to first home buyers in June quarter 2016 being 24% higher than the same period a year earlier.
It is likely that some of this demand stems from increased interstate migration. In contrast, purchase activity by upgraders and downsizers has been easing, with loans to non–first home buyers having fallen by 4% in 2015/16.
Demand from investors has also been decreasing, with the total value of loans to investors having fallen by an annual 13% in 2015/16. As with the other states, tightened lending policy by the banks is containing investor demand, although the decline in 2015/16 has been lower than the national decline.
Rental growth has been largely flat and vacancy rates are close to balance at just under 3% through 2015/16.
House prices in Hobart were flat in 2014/15, but picked up in 2015/16, with the median house price increasing by 5.2%. Tasmania’s net interstate migration outflow has been steadily declining since peaking in 2011/12, and interstate migration is on track to record a net inflow in 2015/16.
Part of the driver of this recovery is likely to be increased “tree changers” downsizing from the more expensive mainland capitals, while there are also likely to be many returnees from the mining states who contributed to the higher net interstate migration outflows of recent years.
House price growth has been unevenly spread across the Local Government Areas of Hobart. Median house price growth has been particularly strong in Hobart (10.1%), Clarence (8.4%) and Kingborough (6.9%). Glenorchy (1.1%) and Brighton (2.8%) saw more moderate house price growth while Sorell (–3.3%) experienced a decline in its median house price. The overall Greater Hobart median grew 5.2% over 2015/16.

The Tasmanian economy has been weak in recent years. A high Australian dollar and slow population growth have added to general economic weakness. However, improved household spending, non–residential building activity and improving exports suggest a stronger economic recovery.
The weakening Australian dollar should support growth in tourism while the agricultural and mining industries should also benefit. The state unemployment rate fell from 7.8% at March 2014 to 6.6% at March 2016. Greater Hobart has a lower unemployment rate than the rest of the state, having fallen from 6.7% to 6.1% over the same period.
Greater Hobart has also been the main destination for migrants from overseas, interstate and the rest of Tasmania, with its population rising by 0.8% in 2014/15 while the population of the rest of Tasmania was flat.
On the supply side, completions at the state level have continued to rise while underlying demand has been slow. This has seen Tasmania’s dwelling surplus climb from 4,800 dwellings to an estimated 5,300 dwellings at June 2016. Given the disparity between population growth, it is likely that the oversupply is greater in regional Tasmania.
Reflecting lower income levels and fewer drivers of employment, Hobart has the lowest median house price compared to the other state capitals. Its relative affordability compared to other capital cities is a significant driver of demand as interstate migrants seek a more affordable market.
The current low interest rate environment is expected to improve affordability and spur purchaser demand, the QBE report said. Poor affordability in Melbourne and Sydney is expected to fuel further migration to Tasmanian cities, a trend already evident with the net interstate inflow forecast to increase further to 1,000 persons in 2016/17 and 2017/18.

Overall, the gradual recovery in the local economy and interstate migration is expected to underpin price growth, while the presence of an excess dwelling stock at the state level will likely limit price growth to more moderate levels. Hobart’s median house price is forecast to rise from $377,900 at June 2016 to $425,000 by June 2019, reflecting growth of around 4% per annum or a cumulative 12.5%.
With a significantly smaller unit market, and thus a smaller sample of sales volumes to measure the median, movement in the median unit price in Hobart can be much more volatile from quarter to quarter. Overall, however, median unit prices have been in a gradual decline since its peak median price of $420,000 in June 2011.
With falling investor demand, the unit market could experience the greatest impact as investor purchasers have traditionally been more prevalent buying units.
This softness is expected to continue to dampen demand, limiting median unit price growth to a forecast 1%–2% per annum through to 2018/19. This is forecast by QBE to push the median unit price to $315,000 at June 2019; a cumulative growth of 4.5% over the forecast period.

Hobart first home buyers in recovery stage: QBE Housing Outlook

<div>Strewth, you know things haven't been hunky dory for housing markets in your region when the central bank starts profiling financial stability risks in its bi-annual Review. </div>

<div>Housing loan arrears continue to deteriorate in the mining regions of Western Australia and Queensland.</div>
<div> </div>
<div>I have actually heard much about this already from various sources - in some small mining towns the situation is beyond chronic - but now it's starting to feed through to the official data.</div>
<div> </div>
<div>Interestingly, nationally applications for property possession are still declining as a share of the total dwelling stock. </div>
<div> </div>
<div>But clearly this is not the case in mining hotspots. </div>
<div> </div>
<div>High vacancy rates, falling rents, and falling prices are hammering property investors in mining regions, reported the Reserve  Bank of Australia (RBA).</div>
<div> </div>
<div>Illiquidity</div>
<div> </div>
<div>Banks have reported that in some regions even with big price discounts properties can't be sold.</div>
<div> </div>
<div>The only minor consolation or "cushion" for households in aggregate is that in some of the worst-affected regions mining companies own a high proportion of the dwelling stock, so personal administrations, while rising in mining regions, nationally remain close to 15-year lows.</div>
