Vitale breaks Byron Bay records with EADE sales flurry 

<p>When buying an apartment, most people compare the big-ticket items first. Floorplans. Kitchens. Balcony size. Natural light. The view.</p>

<p>But there's one everyday consideration that often doesn't come up until after moving in: how parcels are delivered.</p>

<p>As online shopping has become part of everyday life, parcel deliveries have shifted from an occasional event to a regular occurrence. Australians spent a record $82.6 billion shopping online in 2025, with almost one in every four retail dollars now spent digitally.</p>

<p>For apartment residents, that can present a challenge.</p>

<p>If nobody is home to accept a delivery, parcels may be redirected to a nearby Post Office, left in a building lobby or common area, or require building management to step in. In higher-density buildings, where dozens or even hundreds of residents may receive deliveries each day, parcel management has become an increasingly important part of everyday living.</p>

<p>That can create a range of frustrations. A missed delivery often means making time to collect a parcel elsewhere, while packages left unattended in foyers or mail areas can create clutter and increase the risk of theft. What seems like a minor inconvenience can quickly become a recurring issue for residents who shop online regularly.</p>

<p>It's one of those details that rarely features in a display suite but can have a noticeable impact once residents move in.</p>

<p>As a result, buyers are beginning to look beyond traditional apartment features and consider how a building supports day-to-day convenience, including whether there are secure options for receiving deliveries.</p>

<p>Australia Post's Parcel Lockers provide one solution.</p>

By providing a secure collection point, Parcel Lockers help reduce missed deliveries and avoid parcels being left unattended in common areas.</p>

<p>For developers, parcel infrastructure is becoming another way to improve the resident experience. Rather than relying on concierge staff or leaving parcels in communal spaces, secure collection points help streamline deliveries while preserving the presentation and functionality of shared areas.</p>

<p>For buyers, it's a reminder that the best apartment features aren't always the most obvious.</p>

<p>A generous floorplan or quality finishes might help narrow the shortlist, but the conveniences that simplify everyday life, whether that's EV charging, secure bike storage or reliable parcel delivery, often become the features residents appreciate most once they're living there.</p>


The apartment feature many buyers don't think about, until their first missed delivery

<p><a href="https://www.apartments.com.au/developers/hg-developments">HG Developments</a> is doubling down on Maud Street in Newstead, filing plans for a new apartment tower just a few doors down from its under-construction Aire Newstead development.</p>

<p>Recently submitted to Brisbane City Council, the proposal is for an 18-storey building designed by bureau^proberts, which has drawn heavily on Brisbane's subtropical design principles while referencing the suburb's industrial heritage.</p>

<p>A total of 64 apartments are planned for the amalgamated 1,518 sqm site at <a href="https://www.apartments.com.au/new-apartments/17-21-maud-street-newstead-qld-4006">17–21 Maud Street</a>, a short walk from the Brisbane River and Newstead Riverwalk.</p>

<p>The proposal comprises 64 two, three and four-bedroom apartments across 18 residential levels, positioning it alongside a growing number of taller residential projects transforming Newstead's northern precinct. The tower incorporates extensive subtropical landscaping, with cascading planter boxes, deep planting at street level and a landscaped rooftop recreation area.</p>

<p>Bureau Proberts has prioritised passive environmental design throughout the project, with generous balconies, recessed glazing and operable façades helping reduce solar heat gain while maximising natural ventilation. River views become available from the upper levels, while the building has been orientated to capture prevailing breezes from both the Brisbane River and the west.</p>

<p>The architects say landscape is intended to be integral to the building rather than an applied element.</p>

<p>"Vertical greenery, cascading planter boxes and elevated gardens are woven throughout the architecture, softening the built form and strengthening the connection between residents and the subtropical environment."</p>

<p>"Through the integration of landscape, high-quality materials and passive design principles, the development delivers a refined residential address that celebrates Newstead's heritage character while contributing positively to Brisbane's evolving subtropical identity."</p>

<p>Newstead has remained one of Brisbane's most active apartment markets in recent years, with a number of developers continuing to back the inner-city suburb.</p>

<p>HG Developments is currently delivering the 40-apartment Aire Newstead at 25 Maud Street. Fortis recently launched the 65-apartment <a href="https://www.apartments.com.au/new-apartments/crest-walker-newstead-12-kyabra-street-newstead-qld-4006">Crest &amp; Walker</a> on Kyabra Street, while builder-developer BPG and Don O'Rorke's Consolidated Properties are both expected to launch their respective Newstead projects before the end of the year.</p>

<p>Walk past a new apartment development promoting its sustainability credentials and it's easy to picture rooftop gardens, mature trees, landscaped courtyards and residents surrounded by nature.</p>

<p>But in many cases, that's not actually what those sustainability ratings guarantee.</p>

<p>Australia's leading environmental rating tools have played a significant role in improving the energy efficiency and environmental performance of buildings. Yet despite their focus on reducing emissions, many don't require developers to include trees, biodiversity or meaningful green space.</p>

<p>In other words, a building can achieve one of the country's highest sustainability ratings while containing little more than concrete, glass and hard landscaping.</p>

<p>That disconnect has led to the emergence of a new movement across Australia's property industry: nature-based cities.</p>

<p>The concept goes beyond designing buildings that consume less energy. Instead, it encourages developers to treat nature as essential infrastructure, integrating biodiversity, tree canopy, living landscapes and green spaces into projects from the earliest stages of planning.</p>

<p>Research has consistently linked access to nature with better physical and mental health, cooler neighbourhoods, improved biodiversity, stronger climate resilience and more connected communities. As Australia's cities continue to become denser, advocates say those outcomes should be considered just as important as energy efficiency.</p>

<p>Nature Based Cities (NBC) was established in 2022 to help accelerate that shift.</p>

<p>Founded by Hamton Executive Chairman Paul Hameister OAM, the not-for-profit was created after research highlighted a significant gap in Australia's sustainability framework. While existing environmental rating tools rewarded energy performance and emissions reductions, they placed little emphasis on the inclusion of living landscapes.</p>

<p>"We've always wanted to do more, and we know other developers who want to do more, but the ESD rating tools just aren't there," Hameister says.</p>

<p>"In Australia, you can have a five-green-star rated building that's concrete and glass with not a blade of grass.</p>

<p>"The focus is on reducing emissions, which is laudable, but there hasn't been enough attention paid to protecting and re-establishing nature. We need both for the health of the environment and for communities."</p>

<p>Since its launch, NBC has developed independent design guidelines and accreditation frameworks that encourage developers to prioritise ecology, biodiversity, tree canopy, walkability and living landscapes alongside traditional sustainability measures. The organisation first focused on medium and high-density residential developments before recently expanding into precinct-scale communities and masterplanned neighbourhoods.</p>

<p>Jan Talacko, founder of sustainability consultancy Ark Resources and a member of the Nature Based Cities Advisory Council, says the initiative addresses an area that has largely been overlooked by the property industry.</p>

<p>"Throughout my 25 years of working collaboratively with all stakeholders in the property sector, I've always favoured a pragmatic approach to sustainable design which encourages initiatives that not only meet environmental expectations but also improve amenity," Talacko says.</p>

<p>"Whilst we are making steady progress in relation to energy and carbon emissions from buildings, there has been much less emphasis on encouraging biodiversity and tackling the urban heat island effect.</p>

<p>"The Nature Based Cities initiative responds to a gap in the suite of tools currently used by the property development sector, which don't provide sufficient incentive, or recognition, for the integration of landscaping and greenery."</p>

<p>For apartment buyers, the shift is also changing the questions worth asking.</p>

<p>Rather than assuming a sustainable building will naturally include abundant green space, buyers are increasingly being encouraged to look beyond environmental ratings and ask what nature is actually being delivered. How much tree canopy will the development create? Has biodiversity been considered? Are landscaped spaces designed for people as well as appearance?</p>

<p>As Australia's cities continue to grow upwards and outwards, the next generation of sustainability may not simply be measured by lower emissions, but by how successfully developments bring nature back into everyday urban life.</p>


What does it really mean for a building to be 'green'?

<p>Prominent New Zealand apartment and hotel operator, <a href="/developers/safari-group">Safari Group</a>, is offering up a prime investment opportunity for Australians to purchase off the plan in one of the world’s most popular ski destinations.</p>

<p>They recently took to market Mountain Oak Queenstown Apartments, in the growing precinct of Remarkables Park in Frankton, near the airport and at the foot of The Remarkables - the mountain range the locals like to call “The Remarks”.&nbsp;</p>

<p>Sydney investors have shown interest in the one, two and three-bedroom apartments that secure high-season occupancy six months over the year, primarily over summer and winter months.</p>

<p>It’s a show where the player has a suitcase that contains an amount of money. They choose cases to eliminate them in the hope to end up with the highest amount which is $200k at the end. Along the way contestants can choose to take the bank deal offered or take a risk and continue to play. They may end up with $200k or with a much smaller sum.</p>
<p>I used to love the show and I’m always yelling ‘take the deal!’ as I vigorously rub the tips of my fingers together (this may sound weird if you haven’t seen the show).  My pleads directed at the TV get louder as the odds get slimmer.  I realised from playing this game even though I’m a property developer, I don’t like to take too much of a risk if it means losing money.</p>
<p>This threw me a bit as I always thought of myself as a risk taker.  Then I worked out that I do like risk, but only <em>calculated risk</em>.</p>
<p>Calculated risk is defined as:  “A risk associated with a certain course of action which has been given full consideration prior to making the decision to pursue that action. This is usually done when the potential gain is greater than any potential harm that might occur.” investorwords.com</p>
<p>The bit I like in this definition is ‘...when the potential gain is greater than any potential harm...’ ah, so that’s why I like risk, it’s what I do everyday; assess the potential gains in a property deal.  Also my job as property development project manager is to ‘give full consideration’ to a development and inform our clients before they ‘pursue action’.</p>
<p>In a way, the show was a bit like property developing.  If you hit the jackpot, there is good money to be made.  Making the decision on what case to chose could be somewhat like choosing a development site. </p>
<p>If you chose the wrong site, you can uncover a $50,000 problem and eliminate a lot of your profit.  If you chose the right site, you may create $200,000. </p>
<p>Property developing is about spotting potential and taking calculated risks. That’s why I love it.</p>

Spotting property development potential and taking calculated risks: Jo Chivers

<p>At the end of 2014, the Australian Prudential Regulation Authority (APRA) wrote to mortgage lenders reinforcing what they saw as sound mortgage lending practices. </p>
<p>The key points from that letter were that serviceability policy limits should be based on mortgage rates at least 2 percent above the product loan rate with a minimum floor assessment of 7 percent. </p>
<p>The second point was that APRA was going to impose a speed limit on investment credit growth to lenders of 10 percent per annum. It is important to note investment credit refers to total outstanding mortgages not new lending.</p>
<p>The impact of these policies was likely to be that as interest rates fell, more buyers weren’t encouraged into the market because mortgages were being granted based on the ability to repay a mortgage at 7 percent interest which was well above standard rates at that time.  The other impact was that the 10% cap on investor housing credit growth would slow demand from the investment segment as there was less new lending to go around.</p>
<p>While the serviceability limits mean that new first time buyers are unlikely to come into the market as interest rates fall, it does nothing to discourage current owners from buying investment properties or upgrading homes.  Given that the vast majority of home loans are on a variable rate, interest rate cuts have an almost immediate impact on household budgets. </p>
<p>While the serviceability limits won’t result in marginal purchasers entering the market, as interest rates have come down it appears that home owners that weren’t previously considering buying an investment property or upgrading have come out of the woodwork and decided to purchase.</p>

<p>It is somewhat difficult to gauge exactly how effective the serviceability changes have been, but the 10% cap on investor housing credit led to a significant decline in growth in lending to that market segment.  Shortly following the implementation of the investor lending cap we also saw lenders place an interest rate premium on investment mortgages.  This muddied the waters somewhat because a lot of mortgages which were previously designated as investment mortgages were reclassified as owner occupier mortgages. </p>
<p>Nevertheless, annual investor housing credit growth peaked at 10.8 percent in May 2015 according to Reserve Bank data and the latest data shows that it has slowed to growth of 4.8% over the year to July 2016.  Investor housing credit growth has slowed dramatically since its recent peak following these curbs and over the past year has increased at its slowest annual pace since November 2009.</p>

<p>Housing finance data which tracks new lending, has showed a bounce in new lending to investors over the three months to July 2016.  Over that period, the monthly value of investment lending has increased by 9.2 percent from $10.8 billion in April 2016 to $11.8 billion in July 2016, new lending to investors is at its highest level since August 2015.  With investor housing credit growth well below 10 percent per annum, it is clear that lenders have scope to now offer more lending to the investment segment and clearly there are investors grabbing that opportunity.  </p>
<p>But why is this the case when you have a record supply of new housing under construction, record low rental yields and a historically weak rental market? We are about to delve into some possible reasons why, for some investors, housing investment still makes sense however, investors looking to purchase residential properties should be aware of the potential risks on the horizon.</p>
<p><strong>Capital growth</strong></p>

<p>Since the current growth phase commenced in June 2012, combined capital city home values have increased by 39.9%.  As the above chart shows, the growth has been very uneven with Sydney and Melbourne leading the way in terms of value growth and rises relatively moderate elsewhere.  After such a long growth phase, the question must be asked as to how much longer the growth can continue for in Sydney and Melbourne, particularly considering the affordably obstacles that are becoming more pronounced and the diminishing yield profile caused by the fact that dwelling values are rising at a much faster pace than rents.</p>
<p><strong>Housing supply</strong></p>

<p>The supply of new housing under construction is at a record-high with an historic high level of units under construction.  The 2011 national Census showed that units were much more likely to be occupied by renters than houses.  At that time, and across homes occupied on Census night, 21.8 percent of houses and 57.8% of units were occupied by renters. </p>
<p>Of course housing choices are likely to have shifted somewhat since that time but the fact is likely to remain that units are much more likely to end up as rental accommodation than houses are.  As a result a large proportion of these units recently built and under construction will end up as rental accommodation.  In many cities we are also already seeing a significant difference in the rate of growth for houses as opposed to units.</p>

<p>Rental markets are showing the weakest growth conditions on record, in fact, capital city rental rates are -0.5 percent lower over the past year.  In the two cities where the highest level of investment activity is occurring, Sydney and Melbourne, rents are unchanged in Sydney and 2.4 percent higher in Melbourne.  For units specifically, rental rates are 0.7 percent higher over the year across the combined capital cities with rental rates 1.8 percent higher for Sydney units and 1.3 percent higher for Melbourne units.</p>
<p>There is a large supply of housing stock that is going to be added to the market over the coming year(s) in these cities and others.  Most of the supply is in the form of units, which as shown are more likely to be rental properties.  Subsequently it seems as if landlords are set to find it more difficult to keep renters and may have to reduce rents in order to keep their properties tenanted over the coming years.  Higher vacancy rates may be felt by those landlords who own units that are in need of repair or refurbishment as tenants look for higher quality or new rental accommodation that may be more comfortable at a similar rental rate.</p>
<p><strong>Rental returns</strong></p>

<p>Rental yields are expressed as gross figures so the net returns are likely to be much lower than the headline figure.  The gross rental yield has been forced lower over recent years due to little rental growth (and falls in some areas) coupled with comparatively high levels of home value growth. As a result, at the end of August 2016 the combined capital cities gross rental yield was recorded at an historic low 3.3 percent with figures of 3.0 percent in Sydney and 2.9 percent in Melbourne.  </p>
<p>A couple of things to note about the yield figures; firstly they assume that a property is occupied for 100 percent of the year and secondly they are based off current values, most investors would not borrow 100 percent of the loan value for an investment property.  Given these two points, lower than 100 percent occupancy would reduce the yield however, borrowing less than 100% of the property’s value would increase the yield.</p>
<p>As pointed out earlier, units are much more likely than houses to be used for rental accommodation and there is a record pipeline of unit stock under construction.  Gross rental yields for units specifically are higher than those for houses and recorded at 4.1 percent for combined capital city units, 3.9 percent in Sydney and 4.0% in Melbourne.  Each of these figures are at historic lows and have trended lower over recent years.  Nevertheless, when you factor in a level of equity used to purchase investment properties the returns are still far superior to most other asset classes.</p>
<p><strong>Total returns</strong></p>

<p>When you factor in rental returns and capital growth, the total returns from residential property remain attractive.  Over the past year, total gross returns across the combined capital cities have been recorded at 10.7% with each capital city other than Perth and Darwin recording total returns in excess of 7.0% over the past year. Since home values ended their most recent declines in May 2012, combined capital city total returns have been recorded at 62.7% and no capital city has recorded returns of less than 25% over the period</p>
<p><strong>Other asset classes</strong></p>
<p>A major reason why investors remain attracted to residential property is due to the fact that with low interest rates and low economic growth internationally, returns have reduced.  Based on the most recent end of month data, 10 year Australian Government bonds were yielding 1.88 percent, 1 year term deposit rates were 2.65 percent and total returns from the ASX 200 were 9.3 percent.  The safe investment classes of bonds and term deposits are providing extremely low returns.  At the same time total returns from equities have been much stronger however, equities are a more volatile asset class than housing.</p>
<p>While the housing market has provided relatively strong investment returns over recent years and may continue to provide comparatively strong returns over the coming years, there are certainly some headwinds that investors need to be aware of.  Keep in mind too that the purchase cost of a residential property is significantly greater than investing in other asset classes.  The additions to housing supply underway and the weakening rental market should provide a level of caution for investors. </p>
<p>Given the cost of housing and the looming challenges we would expect that although there is likely to be some further uplift in investment demand it is unlikely to result in growth in investor credit to head back towards the 10%pa speed limit.  Investors will also need to be much more selective around which properties they choose given achieving strong returns are seemingly going to be more difficult to achieve over the coming years given the looming headwinds described within.</p>

Investors re-entering the housing market but should do so with caution: Cameron Kusher

<div>If there's a subject that I get more emails about than anything else it's the supply of new apartments in Sydney.</div>

<div>When prices take off you should generally expect a supply response as more projects become viable, until eventually the new supply kills the up-cycle.</div>

<div>And after a period of under-building you only need a working pair of eyes to see that this is taking place in Sydney.</div>

<div>But instead of drawing conclusions based on emotions or pre-determined 'crashnik' conclusions, let's take a look at what the actual numbers say to see whether we can draw some more specific inferences. </div>
<div><strong><span style="text-decoration: underline;"> </span></strong></div>
<div><strong><span style="text-decoration: underline;">Approvals boom</span></strong></div>
<div> </div>
<div>The first thing to note is how far approvals are tilted towards the multi-unit sector in Sydney today, partly as a result of the constrained supply of land close to the city and the Pacific Ocean.</div>
<br>There were some 55,458 approvals over the year to May 2016 - almost double the level of three years ago - and almost exactly two-thirds of these were multi-units at 66 per cent.<br><br><a href="/images/2016/09/22/A2.jpg" target="_blank">Click to enlarge</a>

<img src="/images/2016/09/22/A2.jpg" alt=""><br><br><div>When looking at the individual LGAs the most striking point of note is just how many approvals there have been in western areas such as Camden, Blacktown, Parramatta, and Liverpool, as well as in the increasingly populated Hills District.</div>

<div>Incidentally, the Sydney LGA actually covers an enormous area and more than thirty inner ring suburbs, so it's generally expected that there would be the highest number of approvals in that LGA.</div>

<div>It's also noticeable how remarkably few approvals there have been in some of the blue chip LGAs such as Mosman, Hunters Hill, Manly, and Woollahra. </div>
<div><strong><span style="text-decoration: underline;"> </span></strong></div>
<div><strong><span style="text-decoration: underline;">Completions lag</span></strong></div>
<br><div>If the impact of the supply response has been muted to date, then the next chart explains why. </div>
<div> </div>
<div>Despite a 21 per cent year on year increase in annual approvals, annual net dwelling completions have increased by only 3 per cent to 30,901 in the year to May 2016 (with a slightly lower 62 per cent of these being multi-unit dwellings).</div>
<div> </div>
<div>While this is an improvement in completions of about one third over the past three years, it needs to be acknowledged that the Greater Sydney population growth is now tracking at abou<span>t <span>~</span>85,00</span>0 per annum (while the cyclical low for completions in 2009 was cataclysmically bad, and the lowest nadir since 1953).</div>
<div> </div>

<br><div>This implies that as I have concluded here previously the ratio of dwelling completions to population growth in Sydney was still tracking at below its long run average at least until 31 May 2016.</div>

<div>And although population growth in Sydney is higher today than it was in the past, there have been 10 years since 1950 where more net dwelling completions were notched up than there were over the past year. </div>
<div class="separator"> </div>
<div class="separator">A prime reason for the supply response being slower than through preceding market cycles is that multi-unit projects on brownfield sites requiring land remediation take a great deal longer to complete than turnkey detached housing developments on greenfield land. </div>
<div class="separator"> </div>
<div class="separator">The number of net dwelling completions remains almost comically low in the blue chip LGAs of the eastern suburbs and lower north shore - with NIMBYism clearly alive and well - but supply is starting to hit its straps in some of the aforementioned higher-density LGAs.</div>

<div>The widening gap between approvals and completions means that there are more dwellings under construction in Sydney than has ever been the case before in any Australian city. </div>

<div>In particular, there is a concentration risk in play with so many of the dwellings under construction being high-rise apartments. </div>
<div> </div>
<div>Take a look at the figures for Parramatta, for example, where there have been 8,646 multi-unit approvals since July 2012 but only 4,946 net dwelling completions. </div>
<div> </div>
<div>That's one heck of a potential supply pipeline, with more units due to come online in adjoining LGAs as well. </div>

<br><strong><span style="text-decoration: underline;">The wrap</span></strong><br><br><div>These data lag by a few months, and they show that despite having had relatively little impact to date Sydney's supply response is poised like a coiled spring. </div>

<div>Up until the end of May 2016 net dwelling completions had barely increased from the prior year in tracking at around 30,000.<br><br>However, there is a record number of dwellings in the under construction phase, so this will be one data series to watch closely. </div>

Sydney apartment completions lag: Pete Wargent

<p><span>Perth represents both danger and opportunity for property investors at present. </span></p>
<p><span>The city, which led the nation on price and rental growth in 2012 and early 2013, is three years into a cyclical downturn, exacerbated by the wind-down in the resources investment boom.</span></p>
<p><span>Sales activity has been falling steadily since 2013 and the decline has gathered pace since the start of 2016. Some Perth suburbs have sales volumes at a fraction of their former levels, indicating further price decline is likely. </span></p>
<p><span>This situation has been further impacted by vacancies well above 3% in many areas, as workers have left the city in the wake of the resources downturn and the ripple effect that has had on business in Perth (creating CBD office vacancies above 20 percent).</span></p>
<p><span>The situation also represents opportunity for counter-cyclical investors to buy well while price are down and competition is weak. Perth historically has been a population growth leader and one of the strongest capital cities for long-term capital growth. Perth property markets will recover and now is a good time to be looking for bargains.</span></p>
<p><span>Investors, however, should continue to avoid the inner-city apartment markets which have very high vacancies and an oversupply situation that is likely to get worse before it gets better. Housing markets will recover before apartment markets do.</span></p>
<p><span>Hotspotting’s latest research on sales activity demonstrates that the downward trend in the Perth market has deepened recently. Growth markets have vanished and there are now multiple suburbs classified as “danger” markets, with more likely to be added to the warning list if current sales patterns continue in coming quarters. </span></p>
<p><span>Perth’s decline has been happening since the peak in early 2013 and the downturn has worsened since the beginning of 2016.</span></p>
<p><span>The number of dwelling sales in the WA market was above 16,000 per quarter in early 2013. Sales dropped below 15,000 per quarter in 2014 and below 13,000 in 2015. The market has dropped further in 2016, with around 8,300 sales in the March Quarter and fewer than 7,000 in the June Quarter. Sales rates are now well under half those of two years ago.</span></p>
<p><span>The suburb of Mt Pleasant in the Melville LGA has the kind of sales trend that sellers don’t want: sales totaling 62, 50, 42, 25 and 15 in the past five quarters. </span></p>
<p><span>The suburb of Nollamara in the Stirling LGA has dropped from well above 100 per quarter to 55 in the March Quarter and 35 in the June Quarter. In nearby Yokine, the sales pattern has been 103, 95, 75, 74, 79, 51 and 38 (with vacancies at 5.3% in that postcode).</span></p>
<p><span>In Fremantle, the sales pattern since early 2014 has been 85, 61, 66, 60, 59, 47, 49, 45, 27 and 25. In Rivervale in the Belmont LGA, the sales pattern has been 101, 84, 100, 69, 78, 55, 81, 71, 74, 32 and 24. With a vacancy rate around 8%, the immediate future looks bleak.</span></p>
<p><span>The malaise has spread to all market sectors. Upmarket Mosman Park’s quarterly sales record is 74, 72, 76, 62, 51, 62, 47, 41, 30 and 25. In downmarket Gosnells, quarterly sales since early 2014 have been 153, 158, 134, 123, 103, 118, 109, 82, 75 and 53, so current sales are a third of the peak levels.</span></p>
<p><span>So what should investors do? Avoid Perth altogether? Wait until they read about recovery? Or become counter-cyclical buyers?</span></p>
<p>Most investors are herd animals who never take advantage of down markets. They jump into markets when they read there’s a boom under way, as so many did in Sydney over the past few years.</p>
<p><span>The really smart investors, and there were some, saw what was coming, bought before 2013 and got full benefit from the capital growth that followed.</span> </p>
<p><span>The switched-on ones who think and act counter-cyclically will see opportunities to buy bargains in Perth. Prices are down right across the metropolitan area so there’s no shortage of good opportunities, as well as a lack of competition from other punters.</span></p>
<p><span>High vacancy rates would deter many, because of difficulties finding tenants at acceptable rentals, but not everywhere has 5-6 percent vacancy rates.</span> </p>
<p><span>Investors just need to believe Perth has a future. And obviously it does, although it may not feel much like it at present. WA has been a nation-leading growth economy many times and will be so again in the future. Perth has led on population growth and property price escalation, and has had two notable up-cycles in the past 10-12 years. It will recover.</span></p>

Perth represents both danger and opportunity for property investors: Terry Ryder

<p>The ABS reported that Building Approvals remained resolutely strong in August 2016, with some 20,788 private sector dwellings approved, driven yet by another rebound in attached dwellings.</p>
<p>The trend in detached house approvals has declined by about 5 percent since peaking in April 2015, while attached dwellings have just kept on trucking. </p>

<div>The approvals figures have elicited quite a lot of excitement, although the completions delivered to date have been far less arousing.</div>

<div>The Housing Monitor reported that Sydney saw a total of 30,191 houses and apartments completed during 2015/16, which was the strongest result since 1999/2000 (which if anything just underscores how long it has been since Sydney constructed a decent number of dwellings). </div>
<div> </div>
<div>This sounds quite impressive until you compare it to the hugely strong population growth of the Greater Sydney region over the same time period. </div>
<div> </div>
<div>Unsurprisingly, the impact on price growth was precisely zip, with dwelling prices rising by about 10 per cent. </div>
<div> </div>
<div>However, the key characteristic of this construction cycle is the lag - and apartment completions will increase further in 2016/17. In fact, a lot further. </div>
<div> </div>
<div>The figures clearly continue to show that the delivery of this glut of high-rise projects is the most at-risk sector of the market.</div>

<p>Investors continue to under-rate and overlook regional Australia despite the appeal of what’s on offer for those who select well and invest intelligently.</p>
<p>There’s a strong inclination to cling to the capital cities, perhaps unsurprising when research sources publish comparisons with a single growth figure to describe the eight capital cities (inflated by Sydney’s growth figure, also inflated) and a single number to describe the vastness that is regional Australia.</p>
<p>The lone figure for regional Australia is always lower, dragged down by all those cities and towns undermined by the decline in the resources sector or drought or some other periodic affliction.</p>
<p>But the best of regional Australia provides one of real estate’s win-win-win situations: lower prices, better yields and strong prospects for capital gains.</p>
<p>Many of the regional centres with the best appeal are places most investors would never consider – or have even heard of.</p>
<p>Armidale in regional New South Wales is a good case study. It features in the new 2017 edition of the <em>National Top 5 Cheapies With Prospects: Regional Edition</em> for multiple reasons. A diverse economy sustained by education, tourism and agriculture is a big factor, as is the support of Deputy Prime Minister Barnaby Joyce, the local Member.</p>
<p>The city’s prospects are being boosted by upgrades to the airport and hospital, the possibility of a major solar farm, touted as being the largest solar farm in New South Wales, and a wind farm development.</p>
<p>There is also the plan for a government department currently based in Canberra being relocated to the township.</p>
<p>Located on the New England Highway inland from Coffs Harbour and with regular train services and daily flights to Sydney, Armidale has good connectivity for both freight and passengers.</p>
<p>In addition to its rural roots, Armidale is a significant education centre. The New England University College began life as a College of the University of Sydney in 1938 - the first Australian university established outside a state capital city. The University of New England now has campuses at Armidale, Lismore and Orange, catering for 22,000 students.</p>
<p>The prominence of the education sector has created a wider range of jobs and business opportunities than normally would be found in a regional location.</p>
<p>Tourism and hospitality play a vital role in the local economy, contributing $92 million in sales in 2015, when 181,000 visitor-nights were recorded by Tourism Research Australia. Canyoning, mountain biking, bird watching, trout fishing and other outdoor adventures attract visitors. There are also spectacular waterfalls, gorges, world-heritage national parks, cool-climate vineyards, music festivals and art exhibitions.<span style="font-size: 12.16px;"> </span></p>
<p>Armidale has not lost its agricultural roots; rural land is used largely for sheep and cattle grazing, with some fruit-growing and viticulture. Sheep and cattle are sold each week at the Armidale Saleyards and around 1.8 million beasts are slaughtered each year. The sheep, beef cattle and grain farming industries employ about 10% of the population.</p>
<p>The region is serviced by the Armidale Hospital - a public hospital which is currently undergoing an upgrade.</p>
<p>The Metz Solar Farm, declared a “state significant project” because of its size, reportedly would be the largest solar development in NSW. Proprietor Infinergy has negotiated a 30-year lease for the land – a 950ha selection. This project would generate 150 construction jobs.</p>
<p>Other infrastructure improvements which will give Armidale a boost include upgrades of the airport. The present airport terminal will double in size.<span style="font-size: 12.16px;"> </span></p>
<p>In a move driven by the Deputy Prime Minister Joyce, 200 public servants could be relocating to Armidale. Staff from the Australian Pesticides and Veterinary Medicines Authority have been told to prepare to relocate under the Federal Government’s “jobs and growth” strategy.<span style="font-size: 12.16px;"> </span></p>
<p>The Armidale median house price is $360,000 following a 6 percent rise in the past 12 months. It’s quite a busy market with over 400 house sales in the past 12 months.<span style="font-size: 12.16px;"> </span></p>
<p>Long-term growth, i.e. the average annual growth in median house prices over the past 10 years, is 5 percent per year for both houses and units.</p>
<p>Investors can expect solid rents to deliver yields in the 5 percent to 5.5 percent range on houses and around 6 percent on units.</p>

Armidale investments being overlooked

<p class="BodyCopy">The Brisbane property market, in terms of public perceptions, is a victim of the way research companies and media choose to portray price growth.</p>
<p class="BodyCopy">It’s a stronger market than the published numbers suggest. Sales activity is generally buoyant and there are suburban precincts with growth markets right across the Brisbane metropolitan area.</p>
<p class="BodyCopy">But the various research firms publish a single figure to describe house price growth across an entire metropolitan area - and that’s what media reports. In the past year, the single figure published for Brisbane suggests only moderate growth, much lower than Sydney or Melbourne. It’s caused some talking-head pontificators to declare that “there’s nothing happening in the Brisbane market”.</p>
<p class="BodyCopy">But individual parts of the Brisbane metropolitan area have performed better than the reported research suggests. Over the past 2-3 years, various precincts have recorded double-digit annual growth in median prices - but the growth has not been felt across the board, so the overall Brisbane growth figures have been quite small.</p>
<p class="BodyCopy">Hotspotting analysis of sales activity shows that the Brisbane metro area is one of the most active capital city markets in Australia and I expect good price growth in specific areas in 2017.</p>
<p class="BodyCopy">Brisbane has greater buoyancy in its markets than do Sydney and Melbourne, where sales activity fell markedly in 2016. But media continues to report distorted figures for price growth and auction clearance rates in the bigger cities, especially for Sydney, creating a misleading impression.</p>
<p class="BodyCopy">The notion that Sydney house prices are still growing at an annual rate of almost 20 percent is ludicrous but various media outlets keep stating it as fact, because one popular source says it’s so. Domain chief economist Andrew Wilson, on the hand, says comparing all Sydney sales in 2016 with all sales in 2015 gives an annual growth rate of just 4.4 percent, while the latest figure from the ABS is 3.3 percent and the Real Estate Institute of Australia says 3.4 percent.</p>
<p class="BodyCopy">Meanwhile, Brisbane chugs along, largely under the radar of national media – but not property investors who are smart enough to do their own research. A recent national survey found that Brisbane is the No.1 choice for property investors who plan to buy in 2017. Cheaper prices and much higher rental yields, compared to the two biggest cities, are strong attractions for nationally-focused investors.</p>
<p class="BodyCopy">Having just completed my latest analysis of sales data, I can confirm that the leading precinct for market activity is the Moreton Bay Region in Brisbane’s far north, where affordability, infrastructure and proximity to jobs nodes are key factors.</p>
<p class="BodyCopy">The Redcliffe Peninsula, which is part of the Moreton Bay Region LGA, has received particular impetus from the completion of the Moreton Bay Rail Link, a long-awaited piece of transport infrastructure. Some of the Peninsula suburbs have recorded double-digit growth in their median house prices in the past 12 months.</p>
<p class="BodyCopy">But while the Moreton Bay LGA leads, there is growth to be found in almost every segment of the Brisbane market. Some of the middle-market precincts both northside and southside, which appeared to have faded somewhat in 2016, have revitalised and there are numerous areas with growth momentum.</p>
<p class="BodyCopy">Logan City, the mirror image of Moreton Bay in the south of the Greater Brisbane Area, has been a market leader in the past two years. It appears to have faded a little but still has growth precincts and will continue to attract home-buyers and investors because of its cheap housing, excellent transport links and generally strong infrastructure.</p>
<p class="BodyCopy">Ipswich City, the south-western precinct with similar qualities to Logan City, is also rising and many suburbs are now delivering good price growth.</p>
<p class="BodyCopy">Redland Bay, which encompasses the bayside suburbs in Brisbane’s far east, is also now producing rising sales activity. It attracts buyers because of its affordable bayside lifestyle. It is increasingly emerging as an area of economic development and has good proximity to the Port of Brisbane and to Brisbane Airport, where there are major employment nodes.</p>
<p class="BodyCopy">Investors should continue to avoid the inner-city apartment markets. The CBD and near-city suburbs all have vacancy rates in the 5-7% range and these will increase as new high-rise projects are completed. Median apartment prices and median rentals are falling.</p>
<p class="BodyCopy">The latest Market Monitor from the REIQ shows that median apartment prices fell in all the inner-city markets last year including the CBD (down 4 percent), South Brisbane (down 7 percent), Fortitude Valley (down 5 percent), West End (down 5 percent) and Woolloongabba (down 7 percent).</p>
<p>There are also suburban precincts, particularly in the middle-ring areas, with above-average vacancies too, thanks to over-building of small-to-medium developments of units and townhouses.</p>
<p>But those cautions aside, the Brisbane metro area is a place of busy markets where growth will be found by investors in 2017. It presents as a good hunting ground for those disillusioned by the high prices in Sydney and parts of Melbourne.</p>

Brisbane property market stronger than numbers suggest: Terry Ryder

<p>Within the outer eastern suburbs of Melbourne, typical options for first time buyers under $500,000 would tend to be restricted to apartments and single storey units constructed in the 1960s and 1970s, according to HTW’s <em>Month in Review: March 2017</em>. </p>
<p>However, the valuation firm says options exist further east in suburbs such as Wandin North and Seville.</p>
<p>HTW says a common strategy is to purchase a small two bedroom unit and rent one of the bedrooms to cover the mortgage costs.</p>
<p>Developments within the suburbs of Croydon, Ringwood, Wantirna and Ferntree Gully, where the average resale price of one bedroom apartments is between $310,000 and $375,000, are also affordable option for first time buyers, the report says.</p>
<p>“It would be wise for first time home buyers to do their sums before purchasing an apartment due to the fact that body corporate fees can often be a significant additional monthly outlay in addition to the mortgage payments.</p>
<p>“Older units within the outer eastern suburbs are also a good option as the body corporate fees tend to be lower and the accommodation tends to be larger than the newer apartments with a better scope to renovate or change the property.</p>
<p>“Low rise apartments within Ringwood are a property type that first home buyers should consider.”</p>
<p>Eastland shopping centre, transport links and ongoing development are key drawcards for the area, HTW says.</p>
<p>A three bedroom house at <a href="https://www.realestate.com.au/sold/property-house-vic-wandin+north-124560762" target="_blank">1-5 Wanda Avenue</a>, Wandin North (above) was recently sold for $680,000.</p>
<p>Similarly a three bedroom house at <a href="https://www.realestate.com.au/sold/property-house-vic-wandin+north-124314650" target="_blank">15 Sirocco Court</a>, Wandin North (below) was sold for $600,000.</p>

Wandin North and Seville options for first home buyers in Melbourne's east: HTW

<p>NSW Premier Gladys Berejiklian’s promise to tackle home ownership affordability is a welcome sign to first time buyers being pushed out of the market, according to HTW’s <em>Month in Review: March 2017</em>. </p>
<p>The valuation firm says with just over 186,000 loans approved in NSW in 2016, the first home buyer formed a small market segment with almost 16,500 loans approved or less than 9 percent of the total mortgage pool.</p>
<p>First home owner grants have reduced as data from the Office of State Revenue shows that 9,391 grants worth $138 million were handed out in 2015/16 as opposed to the 32,574 grants worth $266 million paid in 2010/11, the report states.</p>
<p>“Sydney is widely considered the most expensive city within Australia and one of the most expensive to rent when compared with other states and territory capitals, making for a tough path to home ownership,” HTW says.</p>
<p>“Furthermore, it appears that NSW is the equal lowest for first home owner grants when compared to other states:</p>
<ul>
<li>QLD – $20,000 for new builds valued up to $750,000</li>
<li>SA – $15,000 for new builds only, valued up to $750,000</li>
<li>WA – $15,000 for new builds, valued up to either $750,000 or $1,000,000 (depending on the location).</li>
<li>VIC – $10,000 for new builds only, valued up to $750,000</li>
<li>NSW – $10,000 for new builds only, valued up to $750,000</li>
</ul>
<p>“Typical first home buyers may consider purchasing off-the-plan as it allows them to save money while the property is under construction which can typically take between two to three years.</p>
<p>“This has been a strategy adopted by many in the Sydney market hoping to achieve capital appreciation during the course of construction and ‘lock in’ a lower purchase price compared to the ‘on completion’ or settlement price.”</p>

Sydney first home buyers turning to off-the-plan: HTW

<p>It was only a matter of time before some property punters would cash in simply because property data is now pointing to a significant price correction.</p>
<p>The latest Reserve Bank of Australia (RBA) data has inflation adjusted wage growth sitting most uncomfortably around zero which spells disaster for households carrying excessively large mortgages. Time to cool the heels-cash in, and lock oneself into a lease for twenty-four months or so and watch what happens as there are some worrying signs out there, although some areas will see minimal change and others massive.</p>
<p>The RBA also announced this week that it was concerned how the financial system would handle a significant price correction in the apartment investment sector. Between now and June 30 there are a staggering 15,000 apartments settling so we are approximately 90 days away from knowing if the investment apartment sector is about to collapse.</p>
<p>With the clear majority of these sales to Chinese investors we will soon find out if they can raise the funds to settle without the assistance of the major banks who have walked away from overseas investors.</p>
<p>Li Ming, a co-director of Aussiehome, recently announced that “the off-the-plan apartment markets is now the worst I have seen in the last 10 years.” He then went on to say that almost 80 percent of Chinese buyers can’t settle on the Australian apartments they have purchased and now would prefer to walk away. In the clear majority of cases, these properties are now worth considerably less than when they were an artist’s impression on a glossy brochure.</p>
<p>Property is a confidence game so when we start reading negativity we also start seeing an immediate response in consumer sentiment. This would almost certainly explain why the RBA is now sounding clear warnings directed at the investment apartment markets. This usually only happens when their internal research is discovering anomalies in the markets so immediately they start sounding the fog-horns.</p>
<p>I well remember remarking back in December 2008 when Wayne “The World’s Best Treasurer” Swan strangely increased the off-the-plan ratio from 50 percent to 100 percent that this would not have a happy ending. Who knows I may well be wrong although I still stand by my predictions where nearly nine years on we are now starting to see the result.</p>
<p>This also coincides with Sydney house prices presently posting the highest annual growth in 14 years. We all know (well most anyway) that for property markets to change direction you need a trigger. Should Li Ming be correct about the apartment investment market this will have a significant impact on this newly created apartment investment market right across the eastern seaboard.</p>
<p>If this does happen our governments and banks need to play this intelligently by riding the storm out by becoming landlords. In the past, they have panicked (especially the banks) by engaging in massive sell offs which cause more problems. What should be happening now is the intelligent preparation of worst case scenarios where lenders should be looking at first home buyers to create lease and buy back packages.</p>
<p>Having said that the first problem with housing affordability is the rental markets despite governments going down the wrong track of building more homes. If rents are flat and even decreasing as was the case 15 years ago, then the pressure on tenants is removed as it then becomes cheaper to rent over owning. What we forget are the many solid arguments back then that clearly showed renting was a smarter option than buying – how quickly we forget.</p>
<p>Obviously with so many brand-new apartments set to hit the rental markets rents will fall – just imagine what would happen if the NSW government forced the 200,000 plus permanently vacant Sydney apartments onto the market?</p>
<p>The Victorian government has acted on this with the introduction of the Vacant Residential Property Tax (VRPT) which will address the permanently vacant properties across inner and middle suburbs of Melbourne. The VRPT will be levied at 1 percent, multiplied by the capital improved value of the taxable property. A property worth $650,000 would then be charged a VRPT of $6,500 which in my opinion is too low because the clear majority are wealthy which is why they are not interested in renting the property out in the first place.</p>
<p>The VRPT should be between 3 and 5 percent although the Victorian government knows only too well that a 1 percent VRPT won’t have a significant impact on overseas buyers which is why they introduced it.</p>
<p>On the flip side, the NSW government is looking to further increase stamp duty for foreign buyers which would be an absolute disaster – just ask the Canadian government who did precisely this and then managed to collapse their investment markets by upwards of 30 percent.</p>
<p>I don’t worry too much about the property markets, I worry more about how our elected politicians will respond to these challenges. Generation Rent should be watching these markets very closely.</p>
