A new 25-storey apartment tower proposed for Mercer Street would push Geelong’s western gateway skyline higher, with Morphy Birrell Property Group lodging plans for a project directly beside one of the city’s most significant heritage streetscapes.

The <a href="https://www.apartments.com.au/architects/fk-australia">FK</a>-designed development at <a href="https://www.apartments.com.au/new-apartments/65-67-mercer-street-geelong-vic-3220">65-67 Mercer Street</a> has now been referred to Victoria’s Planning Minister. The site sits opposite the Geelong rail corridor and immediately south of the heritage-listed St Peter and Paul’s Catholic Church and Ashby Hall precinct.

Rather than compete with the neighbouring ecclesiastical buildings, the proposal adopts a sculpted podium intended to reference the materiality and scale of the heritage context. Planning documents note the design draws cues from the “dark stone brick” church and surrounding masonry buildings, while the tower above transitions into a softer, curved form oriented toward Corio Bay and the Geelong waterfront.

The development forms “Stage 5” of Morphy Birrell Property Group’s broader Mercer Street precinct strategy, following the completion of the 21-storey Miramar tower on Cavendish Street and several additional approved redevelopment stages nearby. Planning consultants Ratio said the proposal “represents an exemplary development outcome” aligned with the strategic ambitions for Central Geelong’s continued urban renewal.

The mixed-use project would replace an existing low-rise commercial building and surface parking area on the 3,320 sqm corner site. FK’s urban context report describes the proposal as a residential development comprising apartments, resident amenities, commercial space, and integrated landscaping positioned to maximise bay views and northern sunlight access.

Renders show a deeply articulated tower with curved balconies stepping above a lower masonry podium that frames a landscaped forecourt facing Mercer Street. The design intentionally preserves sightlines toward the adjacent church buildings, with the podium scaled to reinforce the heritage edge before the tower recedes upward.

The planning report highlights the site’s strategic location within 400 metres of key Geelong destinations including Cunningham Pier, the Geelong Station precinct, Deakin University, and the convention centre. Bus services run directly along Mercer Street, while the Corio Bay foreshore sits around 100 metres north of the site.

The proposal arrives amid accelerating redevelopment across central Geelong, where planning policy continues to encourage higher-density housing close to transport infrastructure and the waterfront. Mercer Street in particular has emerged as a focal point for taller apartment development due to its proximity to Geelong Station, the bay, and major civic infrastructure.

Development giant&nbsp;<a href="https://www.apartments.com.au/developers/hamton">Hamton</a> and joint venture partner Hostplus have revealed the next residential stage of their $3 billion Moonee Valley Park masterplan, lodging plans for 512 more apartments within the precinct on surplus racecourse land at 110 Wilson Street, Moonee Ponds.

The proposed development, dubbed&nbsp;<a href="https://www.apartments.com.au/new-apartments/trackside-house-110-wilson-street-moonee-ponds-vic-3039">Trackside Gardens</a>&nbsp;in the planning application, follows the <a href="https://www.apartments.com.au/news/vic/first-look-exclusive-hamton-and-hostplus-reveal-sixth-stage-of-moonee-valley-park-masterplan">recent unveiling of the sixth-stage Cox Place Precinct</a> and continues the long-running transformation of the Moonee Valley Racecourse into one of Melbourne’s largest urban renewal projects.

Positioned on the north-eastern edge of the racecourse adjacent to CityLink, Trackside Gardens will comprise three residential buildings rising between 61.8 metres and 86.4 metres within a heavily landscaped precinct shaped by Hamton’s Nature Based Cities framework.

The project forms part of the broader Moonee Valley Park redevelopment being delivered by Hamton, Hostplus and the Moonee Valley Racing Club, which is reshaping the 40-hectare racecourse site into a mixed-use neighbourhood with housing, retail, commercial space, hotels, parkland and community infrastructure.

Trackside Gardens sits separately to the recently proposed Cox Place Precinct, a five-building stage comprising around 1,100 residences, two build-to-rent buildings, two build-to-sell towers, retail, office space, and a hotel overlooking the racetrack. Together, the projects continue to accelerate housing delivery across the precinct.

“The architectural vision for the proposed development centres around buildings in a botanical park setting that champions the important role of nature,” the planning submission states.

“The proposal incorporates principles of biophilic design, with landscape and environmentally sustainable development influencing the ultimate design response of the buildings and prioritising the ground plane to ensure a high amenity for both occupants and visitors.”&nbsp;

Trackside Gardens will deliver 512 apartments across the three buildings, alongside 518 basement car spaces and 523 bicycle spaces. Around 20 per cent affordable housing is proposed across the broader North East Precinct, equating to around 158 dwellings.&nbsp;

The affordable housing component will be concentrated within the Wilson East building, while the remaining apartments are expected to be delivered as build-to-sell residences.

Trackside Gardens has been designed around Hamton’s Nature Based Cities initiative, founded by Executive Chair Paul Hameister OAM in partnership with the University of Melbourne, Urbis, Ark Resources and Tract. The initiative promotes integrating higher-density urban development with significant biodiversity, tree canopy and landscape outcomes.

A comprehensive landscape strategy would introduce deep soil planting, vertical greening, communal gardens, and new pedestrian links throughout the site.

Planning documents state the development is targeting a 5 Star Green Star Buildings rating, a 7.5-star average NatHERS rating, and “Exemplary” Nature Based Cities certification.&nbsp;

The proposal joins an expanding pipeline of approved and proposed buildings within Moonee Valley Park, including the recently launched Eveline apartments and the approved Grandstand North and South towers.

Hamton has increasingly focused on precinct-scale, nature-led communities across Melbourne’s middle-ring suburbs, with projects spanning Hawthorn, Kew, and Moonee Ponds.

The townhouse in Surry Hills comprises two bedrooms, one bathroom and comes with parking. BrickX will offer the initial ‘Brick’ at $95 to investors. 
The pre-order phase will be open from May 19 with settlement scheduled for May 30.
BrickX buys properties and divides them into 10,000 units or “Bricks”. Investors may then earn capital returns and monthly net rental income in proportion to the number of Bricks owned. 
The platform allows members to choose when to invest and when to exit their investments by offering their ‘Bricks’ for sale on the platform. 
“We are expecting the Bricks to be reserved quickly,” BrickX said in a release.

Surry Hills units have had an historical capital growth rate of 10.42% per annum over the last 5 years, and has a strong rental market. It is particularly popular with young professionals.
Unit prices in Surry Hills have increased 54% in the last 5 years, according to CoreLogic data.

BrickX to offer Surry Hills townhouse for investors at $95 a 'brick'

Investment activity in Adelaide has reached new high as vacancy falls in suburban markets, according to Colliers International’s latest Metro Office report.
“There is strong demand for office assets from investors, with a record $103.87 million ($5 million+) worth of office transactions recorded in 2016," it said.
This was the highest level of investment in metro markets on record.
The largest sale was the GP plus Clinic, 16 Playford Blvd, Elizabeth, which sold for $42 million in November 2016.
This building had a 13.8 year lease term remaining and sold on a yield of 5.8 percent to Australian AREIT.
"Prime quality assets with long lease terms are in high demand across all office markets which has resulted in a tightening in yields for the suburban markets,” the report stated.

Colliers says that the Adelaide office market is still offering investors higher returns than some other office markets and this is driving demand.
“It is the lack of stock being offered to the market which is likely to restrict sales volumes going into 2017. New supply in the Fringe market remains limited, with most of the supply which has been added over the last 12 months being stock which has been withdrawn, refurbished and then offered back to the market."
The most recent refurbishment completed was 8 Greenhill Road, Wayville which was completed in late 2016, the report said.
This has contributed to an increase in vacancy to 11.3 percent as at January, says Colliers.
“Also contributing to the increase in vacancy is the move of Grant Thornton into the Adelaide CBD market, which resulted in -1,260 sqm of net absorption in the last six months.
This brought total annual net absorption for the fringe market to -8,126 sqm as at January 2017.
Rents in the fringe eased over the last 12 months, with Grade A effective rents falling by 4.8 percent.
This was mainly due to an easing of the top end of rents in the fringe market.
Incentives have however remained stable with a wide range of 15 to 25 percent.
There are two buildings currently under refurbishment and due to be completed in the third quarter of 2017.
These are 127-128 Greenhill Road and 100 Greenhill Road, which will add 2,742 sqm to the Fringe market and is likely to result in an increase in vacancy in the second half of 2017, said the report.

The fringe market has seen 8,433 sqm of withdrawals over the last two years, but most of these buildings have been refurbished rather than redeveloped.
“There has been a change in the parking restrictions along Greenhill Road, with clearways in place until 10 am and then from 3 pm. This restricts client parking and is likely to restrict demand in the future.
"Several of the buildings in the fringe market do not have disability access and therefore the first and above levels can be more difficult to lease."
When most of these buildings were built in the 1980s, there was one space allocated per 25 sqm, however, now the ratios demanded are more likely to be one space to 12 to 15 sqm, the report said.
This area has also been rezoned to allow for higher building heights and mixed use including residential.
Colliers expects that over the next five years the fringe market will see more withdrawals.
“Over the next five years we expect the Fringe market to see more withdrawals which will see new developments with a change of use. With vacancy forecast to increase for 12.7 percent over the next 12 months it is likely that rental growth in the fringe market will be limited over the next 12 months."
Incentives are expected to remain stable within the current range of 15 to 25 percent, it said.
The suburban market has seen vacancy tighten to 6.5 percent.
This is down from 7.7 percent in September 2016.
All markets saw a fall in vacancy, with the east seeing vacancy fall to 4.8 percent and the south to 1.8 percent.
New supply in the suburban market remains restrained.
The only major construction is the Port Centre at Port Adelaide.
This 3,238 sqm building is currently under construction and is due to complete in 2018.
This building is fully committed to Australian Customs on completion, said the report.

There are several smaller projects in the pipeline, but most are seeking pre-commitment prior to construction commencing.
Colliers says that the suburban market is very much needs based and therefore tends to have lower vacancy as there is limited speculative development in this market.
“Rental growth in the suburban market has remained stable over the last 12 months with a rental range of $265 to $335 per sqm net. Incentives have also remained stable, within a range of 15 to 25 percent."
With vacancy falling it is more likely that incentives may begin to fall which will lead to growth in net effective rents, said the report.
An example would be 1284 South Road, Tonsley (above) which has been leased.

Adelaide office investment at new high: Colliers

Prime Minister Malcolm Turnbull’s 2015 National Innovation and Science Agenda was a call to arms for Australia’s research and industry sectors to collaborate and drive our economy.
One and a half years on, you’d be excused for thinking a few pages of notes were missing from Budget 2017. Specifically no comment was made about the vision of where our great “ideas boom” was taking us - setting the scene to unite industry and researchers alike.
For manufacturing there was a glimmer of hope in the announcement of A$100 million to boost innovation, skills and employment in advanced manufacturing.
It addresses people, know-how, process and partnerships. If connected into a strategic plan there could be benefits for businesses as the manufacturing sector redeploys into new activity.
However, it does appear narrowly focused on the here and now for closed and closing automotive manufacturers.
In the absence of linkage with the National Innovation and Science Agenda, the pending 2030 Roadmap from Innovation and Science Australia, and comment on the research and development tax incentive review, the A$100 million may be an expensive band-aid.
Capital upgrades
The funding announcement refers to A$47.5 million for a new Advanced Manufacturing Growth Fund to support South Australian and Victorian manufacturers for capital upgrades to “make their businesses more competitive through innovative processes and equipment”.
My experience of project work with manufacturing companies is that capital cost of equipment (capital expenditure, or “CapEx”) has never been a roadblock to growth and success.
When the business case stacks up, CapEx is easily justified. The business case is built upon having the right people and know-how in the business.
In isolation the drive to purchase new equipment presents no value to business, and may even lead to stranded assets. But coupled with people and know-how, opportunities may come.
It’s important to recognise that right now, existing manufacturers are looking at how to utilise and/or redeploy their existing assets. In particular the automotive parts manufacturers are seeking new opportunities that match with existing equipment.
An example is a company that I am working with, Precision Components in South Australia. They are redeploying their large metal presses previously used in car component manufacturing to create components for capturing solar energy at HeliostatSA. It’s a project that has contributed to export capability for HeliostatSA.
Redeployment is the focus for many businesses today, not new equipment.
Small scale research projects
The funding announcement refers to A$4 million to support small scale and pilot research projects in advanced manufacturing, administered through the Advanced Manufacturing Growth Centre.
This seems like a good move.
Boosting innovation requires broadening the base of businesses looking to grow, and collaboration with university research programs is one way to achieve this. Small grants build confidence in collaborative partnerships, and help to clarify what the innovation is and its future return on investment.
For example, the government’s Innovation Connections scheme has had success in seeding innovation and collaboration.
A recent recipient of an Innovation Connections grant, company Sentek Pty Ltd, is utilising this scheme to fund new product development, and to underpin justification for future and larger investment. I am collaborating with Sentek on this project.
Cooperative Research Centre (CRC) Projects
The funding announcement refers to A$20 million under the Cooperative Research Centre – Projects initiative for larger scale advanced manufacturing research projects.
This funding should be warmly received.
The CRC program links researchers and industry, with the aim of delivering economic value to the industry partner and the sector more broadly. This scheme funds the real costs of research, develops skills in people, and incentivises transitioning knowledge out of the university.
The newly formed CRC Projects scheme is in its infancy, with industry firmly in the driving seat for administering the projects.
From the first two rounds of funding under the CRC Projects, a total of 28 projects have been funded. Each project has seen a co-investment from industry, universities, other research institutes, and the federal government.
Crunching the numbers for the funded projects shows, on average, the government invested A$2.04 million per project. This indicates that the new A$20 million of funding could support around an additional ten projects. This will stimulate activity and add value to our advanced manufacturing sector.
Innovation Labs
The funding announcement refers to A$10 million to establish Innovation Labs in South Australia and Victoria to serve industry.
It’s difficult to know what this means in reality.
Perhaps the purpose is to provide facilities for early stage innovation to be tested at minimal expense, and reduce the risk of the business making significant investment in infrastructure.
Perhaps it will allow researchers or companies to shore up concepts before seeking investment and raising capital. Maybe existing facilities will seek financial support to expand their remit across a diverse advanced manufacturing sector.
A topical example relates to additive manufacturing – generally known as 3D printing. Businesses producing 3D-printed products need a testing ground to conduct certification and accreditation of products prior to sale. The Innovation Labs could fill this void, and complete the link between laboratory research and commercial product.
Engineering excellence
The funding announcement refers to A$5 million investment in engineering student research at universities, technology institutions and in industry to maintain the flow of highly trained engineers to the automotive design and engineering sector.
At the heart of innovation are people.
Engineers represent one discipline that contributes to the pipeline of innovation. An investment to see the continual training of excellent engineers may address the loss of traditional career pathways.
Perhaps the funds will aid in restructuring of engineering education towards emerging opportunities in the health and medical, agriculture, renewable energy and other sectors.
As more details come to light in the coming weeks and months, the Turnbull government’s vision for Australia’s manufacturing future may become clearer.
But the sense from the manufacturers themselves is that they will just get on and do it anyway.

A glimmer of support for innovation and advanced manufacturing

Subway has bought an office-warehouse space in Melbourne’s outer-east for $625,000 to set up its eastern seaboard training facility.
The sandwich restaurant chain joins other food and beverage businesses, trade services like Jim’s Mowing, a bike manufacturer and a spice maker among the other owner-occupiers in the new Industria Knoxfield strata commercial estate.
The deal pushes the project to more than 50 per cent sold. With only three units available, stage two is almost sold out, pushing stage three to launch ahead of schedule.
Located at 1464 Ferntree Gully Road, Industria Knoxfield is being developed by Wilmac Properties and Folkestone and will deliver 88 office warehouse units and a café when completed. 
Subway’s training facility is a 278 sqm office-warehouse unit. 
The deal was secured by Colliers International’s Andrew Chrapot and Jonathan Mercuri in conjunction with Crabtrees Real Estate’s Chris McKenzie, Luke Pitcher and Megan Miles.

Chrapot said a surge in demand from local owner-occupiers and investors had fuelled demand ahead of July 1, when the stamp duty legislation will cease for off-market sales.
“Since the changes to off-the-plan stamp duty savings have been announced, which will be enacted at the start of the new financial year, there has been a splurge in transactions,” he said. “Buyers are trying to make the most of the savings in the time left and this has led to unprecedented sales.”
Chrapot said the remaining units were attracting keen interest and strong sale prices. 
“Units from 97 sqm to 312 sqm have achieved full asking prices, ranging from $249,000 to $775,000 respectively, amid strong demand from local private investors, owner-occupiers and self-managed super fund buyers,” he said.
The affordable pricing and the prime location, just minutes from EastLink, the Monash Freeway and Burwood Highway, had proven enticing factors to buyers, added Mercuri.
Stage one of the development is sold out, with settlement and occupancy taking place later this month. Stage two is 85 per cent sold and stage three is 45 per cent sold. Onsite café Half Half, by the operators of Mount Waverley’s Poacher &amp; Hound, is due to open in July, they said.

Subway secures 278 sqm at Industria Knoxfield

Malaysian developer UEM Sunrise says it is seeing strong demand for strata offices at its Aurora Melbourne Central development, which it attributes to a combination of low supply in the CBD and record low rates.
At Aurora Melbourne Central, the total sales are now more than 75 percent, reaching record rates of $10,350/sqm, the company said.
Citing Colliers International data, it said prior to Aurora, the latest strata office projects have sold for roughly $8,000/sqm at 580 Collins Street and $7,500/sqm at 838 Collins Street.
Aurora Melbourne Central is a 92-storey skyscraper comprising residential, serviced apartments, retail and offices. 
Colliers’ head of Office Sales, Chris Ling, said the location, quality of the project and its direct connection to Melbourne Central station and shops is driving a premium.
“Additionally, the extremely low supply of strata office in the CBD and fringe area is driving demand from both local investors and offshore investors – many of whom have typically been focused on retail, but have been priced out with yield compression and are looking to office spaces instead,” said Ling.
Investors make up about 50% of sales with overseas buyers mostly from Hong Kong, Malaysia and Singapore.
“Adding to that, many owner occupiers are relocating to the CBD as the amenities and access for clients and staff is far more superior, and it’s this group where we’ve seen substantial demand from,” he said.
Also, existing tenants are capitalising on the record low interest environment and looking to purchase their own office as a more viable option, taking advantage of lease expiries to enter the property market.
The owner-occupier buyers so far include a cosmetics group, an education provider, and a property developer for their office space.
The company said it has sold 100% of the residential units and more than 75% of the strata offices to date.
CEO of UEM Sunrise Anwar Syahrin Abdul Ajib said Aurora was popular with owner occupiers it was the “perfect location for commercial office spaces,” because of the direct connectivity to the train station. 
“Having sold 100% of the residential units with record momentum, we are very pleased with the successful sale of over 75% of the strata offices to date.”

UEM Sunrise says strong strata office sales at its Melbourne CBD development

A tenanted corporate office building with development potential at Burleigh Heads on the Gold Coast has changed hands for $2.9 million.
The fully leased property at 21 Gardenia Grove, Burleigh Heads, was sold to a private investor. 
The property returns a net rental income of about $240,000 per annum and a yield of about 8.2 per cent.
Ray White Commercial ’s Greg Watson brokered the deal on behalf of a private self-managed superannuation fund.
Watson said there was redevelopment upside subject to council approval as Burleigh was become a popular hub for startup businesses. 
“This was a tremendous opportunity for an astute investor with good tenants including award winning surfboard supply company Boardcave and Grace Loves Lace in place and the property also has immense upside potential,” he said.
The building is situated on a 1736 sqm corner block and offers a net lettable area of 1,061 sqm.
It is located just off the Gold Coast Highway and is close to cafes and public transport.

Fully leased office building in Gold Coast’s Burleigh sells for $2.9 million

A former motel site in the inner western Sydney suburb of Haberfield is to be auctioned off on May 31 by Ray White Commercial.
The site at 169-173 Parramatta Road has an approval in place for an aged care facility and can be reused or redevelop, subject to council approval.
It has land area of 2,000 sqm with about 30 m of frontage to Parramatta Rd and the building offers a total area of about 2,400 sqm over three levels.
The listing agent is Ray White Commercial’s Tim Morrison.
“This landmark site is strategically located approximately 6.5km from the Sydney CBD with easy access to surrounding arterials including Victoria Road and The City West Link,” he said.

Former motel site in Sydney’s Haberfield up for auction

The Muswellbrook Shire Council has exchanged contracts to buy the Muswellbrook Marketplace in the Upper Hunter Region for $34.25 million through Savills.
The Council decided on the purchase to connect the marketplace with Muswellbrook’s Main Street – a community priority of the Town Centre Masterplan.
The single-level mall at 72-78 Brook Street is the single largest landholding in the regional city’s CBD and was put on the market through an expressions of interest campaign earlier this year. 
The mall comprises 12,838 sqm of building area on 1.65 hectares.
The Centre includes a Woolworths Supermarket, Big W DDS, three mini majors and 28 specialty stores, and offers an estimated fully leased net annual income of $2.99 million, according to selling agents Steven Lerche and Andrew Palmer of Savills.
The asset is expected to return around 6.7% of its capital value per annum. The major sub-regional shopping centre is anchored by Woolworths Supermarket and Big W.
Buyer’s agent Damien Holliday of Prosper Group acted on behalf of the Council.
The acquisition of Marketplace aligns Council’s primary strategic objectives of the Muswellbrook Town Centre Strategy and the Future Fund, according to a media release.
The council plans to do a staged renovation of the building and will engage with the tenants towards that end.
“The marketing campaign generated interest from both local and interstate groups who have been looking for centres with value add opportunity,” said Lerche.

Muswellbrook council buys Muswellbrook Marketplace for over $34 million through Savills

The seasonally adjusted number of home loans ticked down moderately by 0.5 percent to 54,468 in March 2017.
However the average loan size increased solidly, so combined with a modest 0.8 percent increase in investment lending to $13 billion total housing finance increased by 0.9 percent to $32 billion in the month. 
Headlines variously and confusingly described the result as stronger, growing, dropping, and on the slide.
But at the national level at least, the trend has been pretty flat.

APRA only announced its latest round of curbs on interest-only lending at the end of the month of March, so the true impacts thereof will only be seen in the coming months.
However, the figures do suggest that lenders were already applying the brakes to investor loans to some extent before the regulatory announcement.
The average loan size for first homebuyers increased from $308,900 in February to $316,300 in March.
Meanwhile the average loan size for non-first homebuyers lifted from $360,600 to $375,800 in the month, though remaining some way below the record highs of 2015.

The figures for new dwelling purchases by owner-occupiers were partly revised for 2012 and 2013, giving the below chart an altogether different feel than it had previously.
Some upbeat news for the housing market is that the number of new dwelling purchases by owner-occupiers has surged to the highest level since June 2007.

First homebuyers flounder
The number of first homebuyer loans jumped by 20.5 percent to 7,946 in March from 6,596 in February, although this was largely a seasonal move.
The annual number of first homebuyers has trended steadily down since 2014, when the market had stabilised after the first homebuyer stimulus was withdrawn.

Many prospective first homebuyers in Sydney have opted to buy investment properties instead in the face of such a challenging market, and this is reflected in the decline in activity in New South Wales.

The annual number of first homebuyers in Western Australia has also declined by 28 percent since October 2013 despite falling prices in the state's capital city, although there was perhaps the first hint of a bounce in March. 
The wrap
Overall this was a pretty solid result for housing finance in March, but since the figures pre-date APRA's latest round of curbs it will be more important to follow what plays out in the coming months. 
Developers will be somewhat heartened to see the number of owner-occupier commitments to buy new dwellings rising close to their highest ever level in recent months.
