Heritage-led design anchors Far East Consortium’s 640 Bourke St, Melbourne

<a href="https://www.apartments.com.au/developers/mayd-group">MAYD Group</a> has set a new residential price record in Queensland with the $30 million sale of the penthouse at its <a href="https://www.apartments.com.au/new-apartments/one-burleigh-88-the-esplanade-burleigh-heads-qld-4220">ONE Burleigh</a> development in Burleigh Heads.

The sale equates to around $37,500 per sqm.

The two-level, 800 sqm penthouse, featuring five bedrooms, five bathrooms, five car spaces, and a private infinity pool overlooking the Pacific Ocean, was acquired by a Gold Coast-based entrepreneur, highlighting continued demand for ultra-premium beachfront product.

Selling agent Freddie Tehle of PRD Burleigh Heads said the result reflects tightening supply of high-quality, large-format apartments in Burleigh.

“There’s very limited opportunity to secure this level of scale and absolute beachfront position in <a href="https://www.apartments.com.au/developments/burleigh-heads-qld-4220">Burleigh Heads</a>,” Tehle said.

MAYD Group sets Queensland record with $30 million penthouse sale at ONE Burleigh in Burleigh Heads

Apartment developers in the Gold Coast are finding new, creative ways to differentiate themselves from competing projects, as new supply starts to flow through up and down the Coast.

Developer BIG Projects brought in the renowned Sydney-based design studio YSG Studio to craft the interiors for The Frederick, BIG Projects' new Mermaid Beach project and YSG Studio's first move into the multi-residential development space.

It was a strategic move for BIG Projects to bring in a Sydney eye to the development.

“Our role is to give our design partners the space and freedom to explore,” says Matt Barrett, Director of BIG Projects.

“We wanted YSG Studio to capture the essence of Nobby’s, to design a building that embraces life, light and connection, while creating a genuine sense of place.”

There are only 39 apartments in The Frederick, including a striking beach house, just 100 metres from the booming Nobby Beach precinct.&nbsp;

Architecture for the project was led by Plus Studio, with landscape design by LDG Landscape Architecture.

SRQ Projects Director Nick Clydsdale, who is handling sales at The Frederick, says the majority of enquiry is coming from South East QLD and Victorian buyers who have been actively searching between Broadbeach and Mermaid Beach for some time.

"They’ve reviewed a number of projects, however this one has stood out for its unique detailing and compelling design,"&nbsp;Clydsdale says.

Site demolition is slated for this month, with construction commencing soon after. BIG Projects is targeting a late 2027 completion.

Melbourne-based property developer ALTA Property has this week achieved planning approval for the adaptive re-use of a former commercial tower into a $200 million, 169-apartment project at 10 Queens Road, one of the last developable sites along the Albert Park Lake-fronting boulevard.&nbsp;

Set within one of Melbourne’s most sought-after precincts and designed by <a href="https://www.apartments.com.au/architects/fraser-partners-0">Fraser and Partners</a>, the illustrious building will offer unparalleled views across Albert Park Lake, Port Phillip Bay and Melbourne CBD.&nbsp;

Interiors will bring together three metre high ceilings with waffle concrete in some spaces, natural timber, granite and Australian materials, culminating in crafted, generous and considered spaces that are defined by authenticity.&nbsp;

The adaptive re-use means that the Queens Road project will be a sustainability led, high-quality finished product, with a 62% saving in carbon emissions by re-using the existing structure rather than knocking it down and rebuilding.&nbsp;

In all Australia’s capital cities, average share-house rents in the inner suburbs (where <a href="https://theconversation.com/rapid-growth-is-widening-melbournes-social-and-economic-divide-117244" target="_blank">jobs are concentrated</a>) leave people without enough money for food and other basics, new research shows.
This research, for a forthcoming report by the authors, proves there is a rental housing crisis for people on Newstart (and other low-income earners) everywhere in Australia.
The analysis was based on Real Estate Institute of Australia (REIA) <a href="https://reia.asn.au/product-category/individual-data-purchase/" target="_blank">data</a>, using common indicators such as housing affordability and stress. Housing stress for people on low incomes is <a href="https://www.ahuri.edu.au/policy/ahuri-briefs/3040-indicator#targetText=The%20'30'%20in%20the%2030,to%20be%20in%20housing%20stress." target="_blank">defined</a> as when rent costs more than 30% of their income.
For example, the dataset for Victoria (the third-most-expensive rental market and broadly representative of the nation) shows rent for a share house in Melbourne averages 70% of income for a single person receiving <a href="https://www.humanservices.gov.au/individuals/services/centrelink/newstart-allowance/how-much-you-can-get" target="_blank">Newstart</a> (A$277.50 per week) and <a href="https://www.humanservices.gov.au/individuals/services/centrelink/rent-assistance" target="_blank">Commonwealth Rent Assistance</a> (A$45.74 per week). This leaves people with A$98 a week to live on. That’s less than half the <a href="http://unsworks.unsw.edu.au/fapi/datastream/unsworks:46141/binaaacbcf3-915f-40bc-a70f-2052746ab643?view=true" target="_blank">A$216 a week</a> that experts calculate is a healthy base level of income for a single unemployed person.
After paying rent, people on Newstart have just A$14 a day to cover food, utilities and the costs of job seeking such as mobile phone plans and travel cards (<a href="https://www.ptv.vic.gov.au/tickets/fares/metropolitan-fares/" target="_blank">A$4.40 a day in Melbourne</a>).

While it was assumed rent for people on low incomes eats up much of their benefits, this analysis shows just how bad the situation has become in all capital cities. It is worst in Sydney. As the chart below shows, median weekly rent in Sydney is A$550, which when split between two renters amounts to A$275 each. This leaves a renter on Newstart with the princely sum of just A$48.24 a week – A$6.89 a day – to live on.

What about living in cheaper areas?
Another worrying aspect of the data is it suggests high rents are compelling people on Newstart payments to relocate from inner cities to the outer suburbs and satellite towns with worse labour markets and higher transport costs. And even in these towns, the data paint a bleak picture.
In Victorian regional cities like Bendigo and Ballarat the rent for sharers exceeds the commonly accepted 30% benchmark for housing stress. Here they would be paying A$130 a week – almost half their Newstart payments. With Rent Assistance, that would leave them with A$192 – still A$24 less than the healthy benchmark.
There are only two regions in all of Australia where single unemployed people would have any hope of meeting rents. These are northern Tasmania and outer Hobart, where the <a href="https://www.rdatasmania.org.au/news/tasmania-ranks-high-in-youth-unemployment-hotspots/" target="_blank">youth unemployment rate is 16%</a>. You can add about another <a href="http://bilbo.economicoutlook.net/blog/?p=22954" target="_blank">10 points to the unemployment rate</a> to get a real sense of the challenges of getting jobs in these places.

So what is affordable for people on Newstart? For single people receiving Newstart and <a href="https://www.humanservices.gov.au/individuals/services/centrelink/rent-assistance" target="_blank">Rent Assistance</a>, share-house rents would have to be A$87.
While the table below shows A$97, that would be the affordable rent if maximum Rent Assistance were paid. But it does not actually kick in until <a href="https://www.humanservices.gov.au/individuals/services/centrelink/rent-assistance/eligibility-payment-rates/how-much-you-can-get" target="_blank">weekly rent exceeds A$61</a>. So low-rent places do not attract as much of a subsidy from Rent Assistance as higher-rent properties.
This points to the need for Rent Assistance to kick in at a lower income point. It also needs to be increased to avoid housing stress.

The federal government’s response to this kind of evidence always relies on an argument that Newstart is intended as a <a href="https://www.financeminister.gov.au/transcript/2019/07/22/abc-radio-%E2%80%93-am" target="_blank">“transitional” payment</a>. The unemployed are told they should “<a href="https://www.theguardian.com/australia-news/2019/jul/29/unfunded-empathy-scott-morrison-pushes-back-on-growing-calls-to-lift-newstart-rate" target="_blank">get a job</a>”.
But it is very clear this is not as easy as it sounds. That is because there are increasing numbers of people on Newstart <a href="https://www.theage.com.au/politics/federal/200-000-australians-with-a-disability-struggling-to-get-by-on-newstart-report-20190916-p52rt6" target="_blank">with disabilities</a> and <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2018-09-25/mature-workers-on-newstart/10195296" target="_blank">over 55 years old</a> – the majority of <a href="https://theconversation.com/are-most-people-on-the-newstart-unemployment-benefit-for-a-short-or-long-time-120826" target="_blank">long-term unemployed</a> are now mature-age job seekers.
There are also <a href="https://theconversation.com/these-job-snob-claims-dont-match-the-evidence-121429" target="_blank">far more applicants than job vacancies</a>. It’s worse in regional areas where there are fewer jobs to begin with.
Many welfare agencies are preparing submissions to a <a href="https://www.aph.gov.au/Parliamentary_Business/Committees/Senate/Community_Affairs/Newstartrelatedpayments" target="_blank">Senate inquiry</a> into Newstart and related payments in time for the September 30 deadline. These submissions are expected to contain even more compelling analysis showing it is impossible to survive on Newstart.
The Australian Council of Social Service (<a href="https://www.acoss.org.au/about-us/" target="_blank">ACOSS</a>) and several other agencies are demanding that <a href="https://raisetherate.org.au/" target="_blank">Newstart be raised by at least A$75 a week</a>. Even this badly needed increase will not fully alleviate housing stress, which is the <a href="https://www.acoss.org.au/housing-homelessness/" target="_blank">main cause of homelessness among low-income people</a>.

City share-house rents eat up most of Newstart, leaving less than $100 a week to live on

Perth’s industrial market continues to improve with record low yields and an annual vacancy fall of almost 5%, according to Knight Frank’s latest research report. 
The found however that there is still inconsistency across locations, product styles and end-users making some market sectors tough going.
The latest Perth Industrial Market Overview shows vacancy has reduced 4.7% year on year for 2018/19, but while the news is good for suburbs like Canning Vale, Bibra Lake and Wangara, established eastern precincts like Kewdale and Welshpool are no longer enjoying the same success due to their older stock.  
Modern developments constructed by private investors in estates like Canning Vale and Bibra Lake are now mostly full and placing upwards pressure on rents for other new facilities brought to the market.  
According to Knight Frank Industrial Sales &amp; Leasing Director, Geoff Thomson, other areas showing improvement in rental rates are those with recent infill subdivisions, where the delivery of new lots led to speculatively constructed buildings.

He said this activity had been seen mainly in core industrial precincts, but was also having a flow on effect across other sections the market. 
“The resurgent resource sector in WA is undoubtedly leading the recovery in the industrial property market, but at this stage it is still very resource focussed,” Mr Thomson said.  
“The demand for workshops with crane capacity and hardstand continues in the eastern and southern precincts. 
“While there has been an increase in both sales and leasing activity over the last 12 months, it is very much focussed on new stock, particularly in the Wangara/Gangara, Bassendean and Canning Vale areas. 
“Speculative developments in these areas have predominantly leased in the short term and have outperformed the more established areas who are offering older style facilities.”

Mr Thomson said investment demand from both local and east coast based investors had driven yields to record lows, but a lack of suitable investment opportunities meant there was relatively little sales activity.  
Knight Frank Research Analyst Nicholas Locke said vacancy data as at July 2019 revealed total available space of approximately 622,000 sqm in buildings larger than 2000 square metres. - an impressive quarterly decline of 2.9%.  
However he highlighted the volatility in the market that had seen alternating quarterly increases and decreases leading to an overall, but unsteady improvement.

Perth industrial market continues to improve with record low yields: Knight Frank

Office investment activity in Newcastle has been fairly subdued over the past 12 months, according to the latest report from valuation firm Herron Todd White.
The property valuation firm said the outlier was the headline grabbing sale of 18 Honeysuckle Drive, Newcastle (pictured) to IOOF Investment Management Ltd for a reported sum of $52.2 million of course, A record for office property in the city.
Colliers International describes the property as, “an A Grade, seven-level commercial building completed in 2017 that provides investors with a top tier asset featuring outstanding investment credentials."
"The 6,524 square metre building is 100% leased to a diverse list of corporate and Government tenants. Plus it is well-positioned in the prominent Honeysuckle harbour front precinct of the Newcastle CBD."
The property was designed to meet a 4.5-star NABERS energy rating and was awarded a 5-Star Green Star rating.
The sale reflects an approximate yield of 6.2% and reflects the continuance of low yields for well positioned and occupied investment stock in the current market.
A-grade vacancy remains at historic lows and with major office developments around the Wickham transport interchange being built fully or majority pre-committed, this vacancy rate will remain low for some time, the report concluded.

Newcastle office market remains subdued: HTW Commercial

Sales transactions in the Wollongong office sector have slowed over the past 12 months mirroring the trend of the broader commercial real estate market across regional New South Wales, according to the latest report from valuation firm Herron Todd White.
The firm's report found, the slowdown is coming at the end of a very buoyant three years where record sales prices were achieved resulting in yield compression across the board.
This is exemplified by the sale of 90 Crown Street, Wollongong in late 2018 for $50.38 million showing an initial passing yield of 7.75% on a WALE of 3.5 years.
Report authors stated, "the slowdown in investment sales over the past year is attributed to several factors including the Banking Royal Commission, state and federal elections, volatility in the global markets, downturn in the housing market and just the normal market cycle."
"There is optimism that recent interest rate cuts will spur activity with most participants keenly watching to see if this will result in further yield compression in the sector or if there will be a more permanent reassessment of risk despite lower borrowing costs."
"During this period of low and reducing interest rates, owner-occupiers have remained relatively active in the sub-$1.5 million price category, however the limited availability of such properties particularly in the Wollongong CBD has seen owneroccupiers look further afield to the region’s other major centres including Corrimal, Fairy Meadow, Dapto and Shellharbour."
"Gross face rents in the Wollongong CBD generally sit in the order of $400 to $450 per square metre for A-grade and $350 to $395 per square metre for better quality B-grade stock in the CBD," the authors concluded.

Wollongong office market slows after three buoyant years: HTW Commercial

For a number of years, the performance of the Brisbane office market has been underwhelming, to say the least, and has lagged behind the broader Brisbane commercial markets, according to property valuation firm Herron Todd White.
The valuation firm found, stubbornly high vacancy rates due to constant supply additions and patchy conditions across key industries resulting in an ongoing competitive leasing market and limited rental growth have been key factors as to why the office market has been sluggish virtually since the GFC.
Brisbane is however currently undergoing a major transformation with a number of significant infrastructure projects that have either recently been completed or are currently under construction.
These projects, coupled with the low interest rate environment, are having a positive impact on the CBD and fringe CBD leasing markets and are seeing increasing appetite from investors, both on a private and an institutional level.
Recent vacancy statistics released by the Property Council of Australia (PCA) have indicated that the overall Brisbane CBD vacancy rate compressed further in July 2019 to 11.9%, which is its lowest rate since January 2013. Furthermore, the overall Brisbane fringe CBD market also reduced to 13.8%, its lowest since January 2017.
Vacancies for prime grade CBD accommodation are now below 9% and more tellingly, there is no sub-lease space now available in these properties.
A-grade vacancies in fringe areas have also dropped markedly from 16.7% to 12.7% over the past six months.
The report stated, "given the improving leasing markets, it is likely we will see gross face rents stabilise for prime and A-grade office accommodation in the CBD and fringe CBD."
It also noted, stronger performing precincts such as King Street and Ann Street (Fortitude Valley), Gas Works precinct (Newstead), South Brisbane and the Golden Triangle (Brisbane CBD) are likely to see rental growth over the remainder of the year for modern quality developments.
The HTW valuers said, "we may also (finally!) see incentives start to fall. The positive vibe coming out of Brisbane is now starting to translate into a number of strong investment transactions and the opportunity and appetite for re-positioning underperforming commercial office assets is on the rise."
"The market generally has been active over the past 12 months and selling agents are reporting that demand is also increasing for underperforming, older style office assets that can be re-positioned and re-let."
"The near-term outlook for the Brisbane office market appears positive and it is possible that further yield compression may occur should interest rates decline further."
"Furthermore, the yield spread between Brisbane and its southern counterparts (Sydney and Melbourne) is still significant and the coming infrastructure projects are likely to increase Brisbane’s attraction as an investment destination," they concluded.

Brisbane office market sees growing investor appetite: HTW Commercial

The Coffs Harbour office market has remained relatively stable during 2019, according to the latest report from property valuation firm Herron Todd White.
The report found, the market for leasing appears to have remained stable with supply and demand issues broadly balanced which has resulted in rents remaining stable.
Good quality office space is leased at $350 to $400 per square metre per annum.
Specialist medical tends to command a premium above this with examples of $400 to $500 per square metre occurring.
Secondary office accommodation tends to be more difficult to lease with rentals in the vicinity of $200 to $300 per square metre depending on size, quality and location.
The report authors stated, "the direction of yields tends to be stable with ultimately the strength of the tenant and lease term driving the yield."
"The traditional variation between retail and office markets (one per cent to 1.5 per cent in favour of retail) is no longer as evident as it once was."
"The retail sector is currently experiencing higher vacancy and the longer lease-up periods are impacting value and saleability."
"The office market appears the more stable at this time and into the future the yield trend between office and retail maybe reversed," they concluded.
