Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

The developer, which focuses on bringing apartments to some of Perth's most premium inner-city and riverside suburbs, has launched <a href="https://www.apartments.com.au/new-apartments/mos-lane-mosman-park-46-manning-street-mosman-park-wa-6012">Mos Lane</a>, 68 luxury apartments and townhouses in the heart of <a href="https://www.apartments.com.au/developments/mosman-park-wa-6012">Mosman Park</a>.

House price growth in the Albany Urban Area in West Australia grew 5.3% over the year, with the new median house price at $389,750, according to new figures from the REIWA.
Albany was named best performing regional centre for property over FY14/FY15, with 456 house sales, 42 unit sales and 200 land sales over the last year.
The Busselton Urban Area was second with a 3.4% growth over the financial year, with the local suburb Abbey recording a median house price of $625,000, up 15.7% over the year. 
REIWA’s Branch Chairman for Albany, Barry Panizza, said the lift in median price over the last year really only brings us back to where we were five years ago, because the market has been weak for that long. 
"However, it’s encouraging to think that we might now be returning to a better position of forward growth and it gives buyers and sellers a bit more confidence," Mr Panizza said.
“Turnover, however, was down 10 per cent on last year which could be attributed to fewer properties on the market and this also helped with price growth.
“I also think there may have been some renewed interest in Albany following the hugely attended ANZAC commemorations over the last 12 months. Thousands of people from all over Australia got to see and experience Albany last October and again in April this year, and it wouldn’t surprise me if that resulted in a few people relocating here or acquiring an investment holiday home for the future,” he said.  
Bayonet Head prices are up 8.8% with a median of $397,000, Mount Melville up 5% to $380,000 and Spencer Park, up 4.9% to $350,000. 
Karratha dropped 32.3% to a median price of $440,000.

Western Australia's top ranked suburbs for house price growth: REIWA

Perth's median house price fell 3.6% in the June quarter, the largest median house price fall since the September 2013 quarter.
David Airey, president of the REIWA said the median price units and apartments also fell and the soft market he had forewarned for 2015 had arrived.
“The metropolitan median house price dropped from $550,000 to $530,000, and units, apartments, villas and townhouses saw their median price drop from $440,000 to $420,000," Mr Airey said. 
“It was a similar story in the regions with the median house price dropping by $10,000 to $380,000 and the median apartment price in the country dipping by around $4,500 to $325,000.
Mr Airey said there is a market correction underway in WA and many sellers are having to discount to find a buyer, however some of this fall can be attributed to the composition of sales, with a greater turnover of more affordable properties pulling the median downwards.
“Across the metropolitan area, almost 60% of sellers reduced their asking price to seal the deal, and where that happened a discount of around 6% was the average reduction," MR Airey said.
“There were 10,200 sales in the June quarter, down by 900 in the previous quarter, but more significantly, down 21.5% in turnover from the same time last year."
At the end of the quarter rental property vacancy increased 23% from the March quarter to 8,128 properties - 40% more than the corresponding period in 2014.
Metropolitan median rent dropped $10 to $420 per week, with overall median rent falling by $55 over the last two years.
The Office of State Revenue took 4,820 First Home Owners Grant applications, down 21% from the same period last year.

The Perth property market has recovered from the post-mining slump to grow above historical trends with a current capital growth rate of between 5% to 7%.
Middle-range priced property of between $300,000 and $450,00 is 'well represented' in both property volume and value, with supply and demand stable, according to a new report.
The Herron Todd White June Month in Review found property sales of over $500,000 is now strong up to and into the mid $600,000 price bracket.
The report noted current investment in the lower socio-economic residential market of Esperance as sound and returning the best investment figures due to correspondingly high rentals relative to capital outlay.
Sales between $180,000 and $220,00 in Esperance have increased compared to last year.

Perth property prices rose 16% in the two years to June 2014 however has now declined by 3% to an estimated median house price of $580,000 in June 2015, according to a new report which found demand continuing to fall.
The BIS Shrapnel Residential Property Prospects 2015-2018 report found Perth property demand across first home buyers and investors beginning to weaken.
BIS Shrapnel senior manager and study author, Angie Zigomanis, said even net migration inflows are declining rapidly to the state.
“Consequently, vacancy rates have risen and rents have fallen, which in turn has resulted in the price decline in 2014/15,"Mr Zigomanis said.
 “Perth’s median house price is forecast to continue to fall over 2015/16 and 2016/17, and stabilise in 2017/18, when mining investment is expected to bottom out. The corresponding decline in new residential construction is expected to see the market also move back toward balance around this time. 
“Net overseas migration inflows are also slowing rapidly, having declined from 53,000 in 2011/12 to 19,000 in calendar 2014, while Western Australia will record its first annual net interstate migration outflow in 12 years in 2014/15.
Mr Zigomanis forecasts Perth’s median house price to be 3% lower by June 2018 compared to June 2015 levels, representing a decline in real terms of 10%. A similar decline is forecast for Perth’s median unit price.

Little Real Estate expands to Perth

First home buyers in Western Australia have been told the $3,000 grant for established homes is still in place for a while yet and hasn’t been abolished.
The State Budget announced that the $3,000 First Home Owners Grant (FHOG), would be axed from established homes.
But REIWA says this won’t happen until the legislation passes through the parliament.
Mr Airey said the Government has indicated it will be in the second half of this year.
“Eligible first home buyers who purchase an established home prior to the legislation receiving Royal Ascent will be able to receive the grant even if settlement is after this date.
“This means that potential first home buyers who are keen to buy an established home and enter the market over the next few weeks will still be able to access the grant for a while longer, and they should talk to their selling agent about this,” Mr Airey said.
Mr Airey said it was also very important to note that the stamp duty exemption for first home buyers will remain in place regardless of other changes.
“Despite the changes to the FHOG, entry-level buyers still do not have to pay any stamp duty for homes up to $430,000. This helps greatly with affordability and saves many first home buyers around $14,000,” Mr Airey said.  
Mr Airey also reminded first home buyers about the Department of Commerce’s Home Buyers Assistance Account (HBAA).
“Many first home buyers on modest <a name="_GoBack" href=""></a>and fixed incomes may find they are eligible for the HBAA. This means if they buy an established home through a licensed real estate agent they can receive up to $2,000 to help with incidental expenses.
“This can include such things as a building inspection, termite inspection, the settlement agent’s fee and mortgage insurance,” Mr Airey said.

Central metropolitan Perth rentals down 10%: CoreLogic RP Data

It was a 50/50 split in Perth's affluent Peppermint Grove in the December quarter, according to the latest CoreLogic RP Data Pain and Gain report.
The research firm only recorded two home sales in the local government region in the final quarter, with one loss and one profit-making sale.
The vendors of <a href="https://www.realestate.com.au/property-apartment-wa-peppermint+grove-117769579" target="_blank">5/22 Stirling Street</a> (pictured below) in Peppermint Grove lost out on their November sale. The unit sold for $380,000, $15,000 less than their December 2011 purchase price of $395,000.

The property's price reached its peak in 2009, when it traded for $415,000. Since 2007, the unit has been used as a rental property. In September 2007, it was advertised to rent at $320 per week, but in late 2008 its advertised rental rate descended to $300 per week. It's now rented out for $380 per week, with it selling in November at a 5.2% yield.
While CoreLogic RP Data only recorded two sales  in Peppermint Grove for the December quarter, a search through listings reveals more, including the sale of <a href="https://www.realestate.com.au/property-house-wa-peppermint+grove-117961647" target="_blank">46R Irvine Street</a> (pictured below), which sold in November. The home sold for $2.5 million, with the vendors paying $1.68 million in 2005.

While Peppermint Grove's low sales volumes gave it the highest proportion of loss-making sales for the quarter, as recorded by CoreLogic, other regions had many more happy vendors. In the south-eastern region of Canning, which includes Cannington, Parkwood, Queens Park, Shelley and Wilson, only 1.4% of home resales made a loss.
