ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Brisbane house prices are to remain flat or record modest price rises for 2013 and 2014, according to the latest SQM Research report.
In SQM’s September 2012 Housing Boom and Bust report, Brisbane was predicted to rise 3% to 7% for 2013 - this has now been revised to 2% to 5% capital growth for houses and 3% to 6% for units.
The report says the latest interest rate cut by the Reserve Bank of Australia is likely to affect dwelling prices in Brisbane and may see prices rise towards 6% over the year and toward 2014.
Managing director of SQM and property analyst Louis Christopher says Brisbane housing prices are no longer falling but there is unlikely to be a property boom.
“We see no emerging property boom because there is simply too much real estate on offer for buyers right now and local economic conditions do not provide any stimulus for such a rapid rally.
“Nevertheless a modest to moderate rise in dwelling prices makes for a more sustainable and enduring recovery which is what is going to be the most likely outcome for the local market,” says Christopher.
The Brisbane CBD is forecasted to be the top performer over the next two years, with a forecasted 4% to 8% increase in dwelling prices.
East Brisbane is forecasted to experience similar growth and inner Brisbane is forecasted to experience a 2% to 6% growth in prices.
Meanwhile, West Brisbane is forecasted to record an insignificant increase of 0% to 4% due to a current abundance of supply.
The median house price for Brisbane is currently $681,000.

The Bank of Queensland has cut its standard variable home loan rate by 0.25% to 6.26% per annum, effective May 24.
“Regional banks have not benefited from easing funding costs to anywhere near the same extent as the major banks due to a range of factors, particularly different wholesale funding mixes,” says chief executive Stuart Grimshaw.
“At BOQ we rely heavily on the retail market for funding and competition for consumer deposits remains.

Bank of Queensland cuts standard variable home loan rate by 0.25%

Quest Serviced Apartments will target the growing number of extended-stay business travellers in Queensland, with five new properties across the state to open in the next 12 months.
Quest plans to build more than 1,300 apartments in Rockhampton, Mackay, Townsville, Woolloongabba and Upper Mount Gravatt for business travellers – boosting their room supply by more than 90%.
The announcement comes as Quest opened their newest property at Breakfast Creek (pictured below).

On completion of these projects, Quest aims to have a total of 2,365 rooms in NSW hosting around 200,000 travellers annually.

Quest Serviced Apartments to target business travellers in QLD  with five new properties

The Gold Coast property market is expected to begin its recovery from  about 2015 in line with a seven year recovery cycle, according to Prodap Report author Bill Morris.
Morris expects a recovery in both house and unit prices as demand starts to exceed the supply of new housing stock and as significantly discounted liquidation unit stock is finally absorbed with the added boost of preparations for the 2018 Commonwealth Games boosting employment.
The lastest Prodap Report finds that the established housing market on the Gold Coast recovered strongly over the first three months of the year, but apartment prices continue to fall and are approaching their lowest average prices in a decade.
According to the report, the average Gold Coast house price rose from $515,941 to $554,263 (7.4%) in the March 2013 quarter, matching average prices in Brisbane ($550,000), despite a 27% drop in the volume of house sales. The average price was recorded from a sample of 589 sales.
The increase reversed a 4.5% fall over 2012 and an 8.4% fall over 2011 and 2012 combined.

“This house price movement is significant because it is the first evidence of a new uplift since the GFC related crash in 2008,” says Morris.
Morris says there is a regular cycle in the Gold Coast housing market of seven years between upturns, and the last upturn occurred in 2006-07.
“The seven-year cycle is a structural market phenomenon which occurs in most unregulated property markets in Western countries, but at different times depending on local factors,” he says.
Morris also expects preparations ahead of hosting the Commonwealth Games in 2018 will “massively boost employment opportunities on the Gold Coast, creating upward pressures on rents and therefore residential values”.
“This combined with record low interest rates that are likely to reduce even further, creates a number of catalysts, to drive a lift in residential activity and prices,” he says.
In contrast the unit market fell by 3% in the March quarter, based on 895 settlements following falls of 11.3% of the past two years.
The average unit price of $419,724 is the lowest since June 2003.
Morris says this reflects significant discounting of liquidation stock, particularly in central Surfers Paradise high rise apartments.
“In other words, all the price growth which occurred between 2003 and 2007 has been nullified by the Global Financial Crisis,” says Morris.

The rise in house prices is good news for the Gold Coast as a whole, where houses make up 60% of the local government area dwelling stock.
But in Surfers Paradise, apartments account for three quarters of all housing stock and the market has been in decline since about June 2008 coinciding with a big dip in sales volumes.
The most <a target="_blank" href="https://www.propertyobserver.com.au/developments/heavily-discounted-hilton-surfers-paradise-the-only-notable-gold-coast-high-rise-seller-in-november-quarter-midwood/2012121958540/Page-2">recent Midwood Report on the Queensland market</a> recorded only 19 high-rise apartment sales over the November quarter, a 70% plunge from sales figure a year ago with 705 high-rise apartments available for purchase on the Gold Coast, which at current sales rates would take close to a decade to clear.
“Oracle and Soul are only recently in receivership and the liquidators have yet to mount a solid marketing campaign and price list,” said Morris in the November quarter Midwood report.
"Apartments in Oracle, Soul and Hilton are being sold at 30% discounts," he said in an update to Property Observer.
Morris expects a price boom in the Gold Coast occurring in 2015 at the same time as sales of vacant land and house and land packages exceeding the release of new lots and house and land packages.
Prodap anticipates that in 2015/16, 3,000 residential lots and 1,500 townhouses and packaged housing will be released onto the market, more or less matched by demand.
Prodap anticipates townhouse and duplex sales exceeding supply of new stock over the course of 2013.

A Property Observer review of the Australian Tax Office's taxation statistics report has revealed the ten Queensland postcodes with the highest mean income.

Limevale tops lowest earning postcodes in Queensland with list dominated by inland rural towns

Leading Sydney estate agent John McGrath says Brisbane buyers are increasingly swayed by the proximity of cafe culture to potential properties.
He says the desire for the cafe lifestyle is one the strongest trends attracting buyers.
“While affordability will always be a factor in our property decisions, lifestyle is the fundamental key in our marketplace today,” McGrath wrote on Switzer.
He says cafe culture is an affordable alternative to beach culture traditionally sought after by buyers.
He quotes statistics which says over-65s are leading the trend towards spending more time in cafes. They have doubled the visits they make to cafes since 2008. Next is the under-25s who have increased their visits by a third.
“Given the strength of this trend, it’s no wonder that properties within walking distance of the local café village are increasingly on buyers’ ‘must have’ lists.,” McGrath wrote.

The historic Queensland town of Grandchester, with barely a population of 500, has been identified as an investment hotspot with property prices set to double in 10 years, according to RP Data.

Located 80 kilometres west of Brisbane in the Lockyer Valley region, the town leads the Queensland list with a compounding growth rate of 7.7% over the past five years. 
The rural village boasts several heritage-listed sites such as the Grandchester Steam Timber Mill, one of the last known surviving (and still functioning) steam-powered sawmills in Australia and the Grandchester Railway Station, featuring the first narrow gauge mainline railway in the world. 
Originally known as Bigge’s Camp, the tiny township gained prominence after becoming the temporary terminus of Queensland’s first railway line from Ipswich in 1865. 
Grandchester was eventually renamed by Governor Bowen and now has the oldest railway station in Queensland as listed by the National Trust. 
Despite opportunities for good returns in property investment and country living, the town has experienced a significant drop in population since 2006, previously recorded at 735.
The 2011 ABS report recorded that 43.6% of homes are fully owned, 42.4% have mortgages and 9.1% of homes are rented. 
Currently available on the market are several properties including a freshly renovated three-bedroom, one-bathroom property situated on <a href="https://www.realestate.com.au/property-acreage+semi+rural-qld-grandchester-113416255">1776 square metre block</a>, with a new water tank with an asking price of $262,000.

Grandchester, the town that leads Queensland with a compounding growth rate of 7.7% over the past five years

The collapse of Gold Coast mortgage fund manager and property developer LM Investment Management (LMIM) has reached as far as Malta, with the country’s financial markets watchdog launching an investigation into the sale of securities to local investors.
The Malta’s financial services regulator (MFSA) is currently examining complaints from investors of alleged miss-selling by the company, it told online journal, <a href="https://www.international-adviser.com/home" target="_blank">International Adviser</a>.
The regulator will also examine how LMIM securities were sold in Malta.
LMIM collapsed in March leaving small investors and overseas investors facing cumulative exposures totalling around $740 million.
Investments in LMIM’s various mortgage funds were sold to overseas investors via financial intermediaries.
LM said it sold investments in its funds to 73 countries including Canada, the UK, South Africa and Israel.
Maltese press reports say 631 Maltese investors have invested more than €14 million (A$17.6 million) in two Australian property-linked funds administered by LMIM.
Most of the $350 million raised for the flagship LM Managed Performance Fund (LMPF) was raised from overseas investors.
KordaMentha and its affiliate firm Calibre Capital were recently appointed joint trustees of the LMPF following a Supreme Court of Queensland appointment.
The principal asset of the fund is an <a target="_blank" href="https://www.propertyobserver.com.au/developments/irregularities-suspected-in-lmim-s-maddison-estate-mortgage-fund-reports/2013040160117">investment in Maddison Estate</a>, a large proposed residential development on the Gold Coast which has recently been the subject of debate about its value.
