<a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> has lodged plans for a $750 million, three-tower mixed-use precinct that would complete the long-running redevelopment of Carlton's former Carlton United Breweries site.

The proposal at <a href="https://www.apartments.com.au/new-apartments/185-195-queensberry-street-carlton-vic-3053">46-78 Bouverie Street and 185-195 Queensberry Street</a> spans a 6,468 sqm site, the last remaining undeveloped parcels within the former brewery's 2007 masterplan.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the development will comprise two purpose-built student accommodation towers and a third build-to-sell apartment tower above a shared commercial podium and basement.

Across the three towers, SP Setia is proposing 606 build-to-sell apartments and 1,499 student accommodation units containing 2,009 beds.

The apartments will sit in the tallest tower, which will rise nearly 200m and 55 storeys. It will become&nbsp;one of the more substantial new build-to-sell apartment projects at the northern edge of Melbourne's CBD.

The apartment mix is weighted toward smaller inner-city product, with 188 studios, 206 one-bedroom apartments, 192 two-bedroom apartments and 20 three-bedroom apartments

Part of the precinct will be a large-scale&nbsp;3,684 sqm supermarket and a further 2,198 sqm of speciality retail, creating close to 5,900 sqm of new commercial space within the precinct.

But one of the biggest components of the proposal is what sits between the buildings.

Around 4,650 sqm, or roughly 72 per cent of the site, will be publicly accessible open space, incorporating plazas, pedestrian connections, landscaped laneways and retail spill-out areas.

The ground plane is intended to finally complete pedestrian connections envisaged when the CUB masterplan was first approved nearly two decades ago, stitching together Victoria Street, Queensberry Street, Bouverie Street and Swanston Street through the former brewery precinct.

Urbis said the development would "complete the CUB precinct", with the public realm providing important north-south and east-west connections through what is currently the final undeveloped portion of the masterplanned site.

SP Setia is also exploring a new linear park within the Bouverie Street road reserve, with the concept to be developed further with the City of Melbourne through the planning process.

The proposal is being pursued through the Victorian Government's Development Facilitation Program under Clause 53.23 for significant residential development with affordable housing.

The planning report acknowledges the proposed heights exceed those contemplated under the original Comprehensive Development Plan and masterplan, but argues the built-form context has changed considerably over the past two decades.

Urbis said the three towers would instead create a stepped transition between Carlton and the Hoddle Grid, rising progressively from the 94.1-metre Tower One along the Queensberry Street edge to the 199.44-metre Tower Three closer to the established CBD-scale buildings to the south.

SP Setia plans to deliver the development across three stages.

Stage One would deliver the basement, podium and retail areas for the entire precinct alongside the first student tower. Tower Two would follow in Stage Two, before the 606-apartment Tower Three is delivered as the final stage.

If approved and delivered, the project would close out a redevelopment process that has been underway since the former brewery masterplan was approved in 2007, adding more than 2,600 student beds and apartments to a precinct already home to Swanston Central, the Barak Building, RMIT Design Hub and several large student accommodation developments.

SP Setia plans three-tower finale for Carlton’s former CUB precinct

Melbourne developer Lowe Living is seeking to add to its growing bayside apartment pipeline, filing plans for a boutique eight-residence development in tightly held Middle Park.

Lowe Living, which has built much of its development portfolio across Melbourne's affluent bayside and south-east suburbs, is behind the plans for the 730 sqm site at <a href="https://www.apartments.com.au/new-apartments/123-125-erskine-street-middle-park-vic-3206">123-125 Erskine Street</a>, just off Armstrong Street and within the Armstrong Street Neighbourhood Activity Centre.

The developer is seeking approval for a five-storey residential building above two basement levels, with just eight large-format apartments and 18 car spaces.

“This is a deliberately very different proposition for us,"&nbsp;Tim Lowe, Co-Founder of Lowe Living, said.

"Eight residences is exceptionally boutique, but that's precisely what this site calls for.

“There is a strong community in Middle Park and the surrounding suburbs who have spent decades building a life here. They no longer want the maintenance of a large period home, but they aren't prepared to compromise on space, quality or location. We think there is a real opportunity to capture that hyper local market. A site like this rarely comes to market.”

The low-density proposal has been designed by Cera Stribley and is being progressed through the Victorian Government's Great Design Fast Track pathway, having already secured eligibility from the Minister for Planning.

The Office of the Victorian Government Architect supported its eligibility after finding the proposal demonstrated consistency with the program's seven design principles, while the project's financial feasibility has also been independently confirmed by Invest Victoria.

The project is targeting the downsizer market, with the planning documents describing the homes as larger-format residences and noting the two penthouses could otherwise have been configured as four separate apartments.

The site has dual frontage to Erskine Street and Canterbury Place and currently comprises a collection of commercial buildings used as offices, including a former heritage bakehouse, a former stable, a later gabled addition and a central courtyard.

It sits within the Commercial 1 Zone and the Armstrong Street Commercial Precinct heritage overlay, with the existing property classified as a contributory heritage place.

Heritage has subsequently played a significant role in Cera Stribley's design.

The front section of the former bakehouse facing Erskine Street will be retained, including its return walls, street-facing hipped roof and chimneys, while the Erskine Street façade and part of the western return wall of the former stable will also be incorporated into the new development.

Levels four and five will be set back five metres from the retained stable façade, while bricks removed through demolition are proposed to be salvaged and reused within the new building where possible.

Rather than presenting as a single five-storey building to Erskine Street, Cera Stribley has broken the development into a series of distinct forms.

A three-storey infill element will sit between the retained bakehouse and stable façades, with the upper levels recessed behind the heritage fabric. Canterbury Place will similarly feature two three-storey podium forms, separated by a central pedestrian accessway, before the upper two levels step back from the street.

A pedestrian through-link will run through the centre of the project between Erskine Street and Canterbury Place, creating entrances from both sides of the site and introducing landscaping and communal areas through the ground plane.

Landscape architect Acre has designed planting across the ground level, private terraces and upper levels, including a feature canopy tree at level three and integrated planting and arbours across the level four terraces. Five existing Erskine Street trees are proposed to be retained.

Sustainability is also a significant component of the Great Design Fast Track application. The apartments are targeting an average eight-star NatHERS rating, with no residence below 6.5 stars, while the project has achieved a 75 per cent BESS score. Seven of the eight apartments are designed for cross-ventilation, with the remaining residence using mechanically assisted natural ventilation.

The plans also incorporate an 8kWp rooftop solar system, a 5,000-litre rainwater tank and infrastructure allowing future electric vehicle charging for every residence.

Lowe has a strong portfolio across Melbourne's blue-chip suburbs. The development would replace the site's existing collection of low-scale residential and commercial buildings with a single consolidated building, introducing significantly greater housing density to this part of Centre Road.

A retail tenancy is proposed at ground level to activate the Centre Road frontage, accompanied by transparent street interfaces and landscaping intended to create a more pedestrian-focused edge to the development.

Biophilic and passive design principles extend through the residential levels, with planting, daylight, natural ventilation and views towards landscaped areas forming part of the amenity strategy.

Parking would be concentrated away from the public realm, with 145 car spaces proposed from the rear laneway rather than dominating the Centre Road frontage.

The proposal follows an extensive pre-application process with the City of Monash. Three formal meetings were held between the project team and Council from December 2025 to March 2026, with the scheme evolving through several concept iterations before the current design was lodged.

The project arrives as Clayton prepares for substantial change around its established activity centre and the wider Suburban Rail Loop precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

Queensland’s status among the economic growth leaders of Australia has slipped in recent years, but its standing in the eyes of property investors remains undiminished.
Western Australia and the Northern Territory lead the country on economic growth, with Queensland a distant third.
The ACT has thenation's lowest unemployment followed by WA, while Queensland, with the exception for the struggle state Tasmania, now has the worst .
WA is way out in front on population growth, with ACT second alongside Queensland, with the Northern Territory and Victoria challenging.
But property investors are oblivious or simply don’t care. Queensland has long held a reputation as the place to buy and nothing so far has shaken that conviction.
Overall, Western Australia is the national leader these days based on economic indicators – and Perth is the leader for price and rental growth - but more investors are buying in Queensland than in WA, according to the loan figures from the Australian Bureau of Statistics.
In the 2013 financial year, Queensland was the star of my hotspotting business.
The Top 10 Queensland Hotspots report outsold all our other state/territory reports by a considerable margin. The next most popular state, WA, attracted only half as many customers as Queensland did.
Our Queensland report sold more than NSW, Victoria and South Australia combined.  
When it comes to individual location reports, Queensland again topped the poll. The top five locations for Hotspotting buyers throughout the 2013 financial year were all in Queensland: Gladstone, Surat Basin, Mackay, Townsville and Emerald.  
Nine of our 12 most popular locations were Queensland regional centres.  
And, no, it’s not because we are based in Queensland. Only 20% of our report buyers were Queensland-based in the financial year 2013. We get most of our buyers from NSW and Victoria.  
So why is Queensland so popular?  
I think, in part, it’s because Queensland has an enduring reputation as a centre of growth. It has a track record for rising population and economic prosperity going back decades and investors are taking the long-term view that this will remain so.  
It’s also because Queensland is the most decentralized state or territory in Australia. All other states/territories have the bulk of their populations in their capital cities.  
Queensland is different. The state has stronger, prosperous regional areas than anywhere else in the nation and many of those places have well-established records for growth.
While Brisbane and tourism icons like the Gold Coast, the Whitsundays and Cairns have struggled in recent years, regional centres like Toowoomba, Emerald, Mackay, Gladstone, Roma and the towns of the Western Downs region have all delivered good price growth.  
Queensland offers unique or near-unique features to investors.
Nowhere else in Australia has a Gold Coast (probably not a bad thing, because the Gold Coast is a poor performer on capital growth, with houses and units on average still worth less than five years ago).
Nowhere else in Australia has a Gladstone, the nation’s leading industrial city.
Few other states have a Toowoomba, an inland city with 140,000 residents, a diverse economy and a boom resources province (the Surat Basin) on its doorstep.
Few other states have a Mount Isa, a remote mining town which is also a regional centre of 20,000-plus residents.
Few other states have a Townsville, a regional city with the population, economic diversity and strength of a capital city.  
And, with the exception of WA, no other state has the resources sector oomph of Queensland – a factor that will continue long-term, despite current weakness in the coal sector.  
For these and other reasons, Queensland lures property investors like no other part of Australia.

Queensland lures property investors like no other state: Terry Ryder

A luxury&nbsp;Gold Coast penthouse &ndash; the pinnacle of the lavish Axis building at cosmopolitan Main Beach &ndash; could top $9 million at its first ever sale.

It&rsquo;s owned by Gerard Willemsen, the head of the Willensen Development Corporation which completed construction on the 30-storey building back in 2005.

The&nbsp;<a href="https://www.propertyobserver.com.au/https://www.thehomepage.com.au/property/residential/26-breaker-street-main-beach/829152" target="_blank">six bedroom abode at 26 Breaker Street</a> is one of only 34 apartments in the block. It is spread over four levels with enviable ocean, broadwater and hinterland views.

To determine a realistic selling price, Alex Caraco, of agents Tyson Coldwell Banker at Main Beach, compared it to a two-level penthouse of 1100 square metres in Lennie Avenue, Main Beach, which sold 18 months ago for $8.8 million.

&lsquo;&rsquo;Based on that price, and in a better market, the figure is about right,&rsquo;&rsquo; he told Property Observer. &lsquo;&rsquo;We are selling twice the amount (of properties) we sold last year and prices are up by about 5%.

&lsquo;&rsquo;And we believe this property is better.&rsquo;&rsquo;

It&rsquo;s not hard to see why: the 1085 square metre penthouse also has six bathrooms and three kitchens on various levels, an executive office plus two other studies and stunning views from every room.

Relax by the covered pool on the top level - perfect for indoor and outdoor entertaining. There&rsquo;s also a fitness area, barbecue area and Zen garden.&nbsp;

You can have positive cashflow and good capital growth – but many investors think you have to choose one or the other.
It’s a frequently asked question: should I go for growth properties or for positive cashflow? The question assumes the two things are mutually exclusive.
They’re not. Both can be achieved in the one property, if you know where to buy.
Earlier this week I did a webinar with Melbourne mortgage broker and author Jane Slack-Smith to address this subject.
We discussed ways to achieve positive cashflow investments (without resorting to high-risk locations like mining towns).
The current climate presents great opportunities for investors to achieve this because interest rates are so low and rents are strong in many locations.
Australia has many solid regional centres where rental yields above 6% are common and capital growth prospects are strong.
This week’s webinar focused on opportunities in four of those locations: Albury-Wodonga at the NSW-Victoria border, Bendigo in Victoria, Rockhampton in Queensland and Palmerston in the Northern Territory.
In each case, there are ample opportunities to find properties that pay for themselves with the investors needing a deposit of less than 20% - in some cases, less than 10%.
Each of those locations has multiple growth drivers and plenty of capital gains potential. There are many others across Australia with similar credentials.
The suburb of Berserker (not sure how it got the crazy name) in Rockhampton has achieved growth in its median house price averaging 12% a year over the past decade. Most investors would be delighted with that kind of growth, which suggests property doubling in value every six years.
But the median rental yield for houses is above 6.5%. Vacancies are low and rents are strong. The suburb has two major shopping centres, plenty of schools and lots of Queenslander-style houses with character. But the median house price is under $250,000.
Rockhampton is a substantial regional city. It’s not only “the beef capital of Australia”, but the administration centre for central Queensland. It has the economic diversity I always seek in potential hotspots and it’s on the cusp of a new growth phase.
A big rise in the number of dwelling sales is usually a forerunner to price growth. Rockhampton recorded a jump in sales volumes late in 2012 and then, in the March 2013 Quarter, recorded the highest median price growth in Queensland, according to data from the Real Estate Institute of Queensland.
Rockhampton has had major flooding in the recent past and buyers need to check that factor. Agent Jason Rayner of Harcourts says upper Berserker is flood-free but lower down buyers need to be a little cautious.
There are hundreds of possibilities like this across Australia where investors can achieve the trifecta of affordable prices, positive cashflow and great growth potential.

The rise and fall of markets across Queensland are graphically depicted by the latest rental data from the state’s Residential Tenancies Authority.
The decline in markets like Gladstone and Mackay is confirmed by the figures (based on new rental bonds lodged in the June Quarter), while the rise of others like the Sunshine Coast and Rockhampton is equally evident
There has been moderate growth in Brisbane City, with the median weekly rent for three-bedroom houses up from $400 a year ago to $410 now and the median rent for two-bedroom units up from $385 to $390.
There has been rental growth in some of the outer reaches of the Brisbane metropolitan area, with the median rent for Redcliffe rising from $325 to $340, while Redland City has increased from $365 to $380 and Ipswich City has moved from $280 to $290.
But the most pronounced movements have been seen in the regions. Toowoomba, the major regional city for the Surat Basin region where coal seam gas is driving economic growth, has recorded a rise from $280 to $300 a week for three-bedroom houses.
The towns in the heart of the Surat Basin CSG country have had much bigger increases: Chinchilla has risen from $365 to $450, Miles from $350 to $500 and Wandoan has jumped from $220 two years ago to $600.
Mount Isa, a mining town that’s still strong because its resources sector is not based on coal, has seen median rents for three-bedroom houses move from $500 two years ago, to $540 in 2012 and to $580 today.
Some of the tourism-based coastal markets which have struggled for several years, but are now mounting comebacks, have recorded solid rental increases for houses.
They include the Sunshine Coast (up from $270 to $380), Cairns (up from $320 to $330) and Hervey Bay (up from $270 to $280). All three have also had increases in median rents for two-bedroom units.
But central Queensland locations with a strong reliance on the resources sector have seen significant falls in rental levels, as further evidence that those markets are declining.
Gladstone and Mackay, both impacted by over-building which has pushed up vacancies, have had consequent drops in rental levels. The Gladstone median for houses is down from $520 to $480, while Mackay has dropped from $460 to $440.
But the worst affected is Emerald, where cutbacks in the Bowen Basin coal industry have hurt. It has recorded a sharp decline from $650 to $400 in 12 months. Emerald will recover when one or two of the mega projects planned for the nearby Galilee Basin start construction
The relative strengths and weaknesses of the Gold Coasts are also reflected in the rental data. The median rent for three-bedroom houses has risen steadily since 2011 from $400 to $405 to $420 today, but there has been no growth for two-bedroom units.
Some sectors of the Gold Coast unit market – in the north and the west – have recorded decreases in median weekly rents.

There are attractive investment options for Brisbane property investors with a $500,000 budget including “dodgy” but well-tenanted apartments close to the CBD, say valuers Herron Todd White.
“Second-hand units have a lot going for them,” says the valuation firm as part of its July market report on investment options below the half million dollar mark.
“Large floor areas, renovation potential and well established locations with good amenities are common for these properties.
“If you’re OK with staying at the cheaper end of things, you can most certainly pick up something dodgy within five kilometres of the CBD that will never be without a resident.
“It might be pre-1975, but the fundamentals will be good.
“Try any near city, walkable suburb that has a café strip and a lot of appeal.
“It’s even better if the tenant base is obvious – universities, hospitals and nearby places of employment.
"Shop around, be ready to jump and you will be sitting pretty.”
For investors looking for something a bit more modern, HTW says the “1980s have been back in fashion for some time now”.
“A two-bedroom, one-bathroom unit circa the era of bubble skirts and shoulder pads will be a goer.
“Try areas such as Stafford, Nundah and Kedron.
An example of an older style apartment well below $500,000 is <a href="https://www.realestate.com.au/property-unit-qld-nundah-113869551">this two-bedroom unit on Little Jenner Street in Nundah</a>, about 8 kilometres north east of the CBD, asking $329,000 and being sold by Renee Rennie of Go Gecko - Inner North.
"This renovated corner location North facing apartment on Little Jenner Street is a leisurely stroll to the cafes, restaurants and all that Nundah Village has to offer," says the listing.
Herron Todd White highlights the importance of the new Eastern Busway to Coorparoo of which two stages have been completed, to the overall appeal of these markets.
“We do bang on about the busway here but it is further evidence of how these locations are being very well serviced," says HTW.
“If you’re looking south, then Greenslopes or Coorparoo should have something.
“For $30,000 to $40,000, you can turn drab into fab and have the tenants begging to be let in.
“The sale price for one of these is anywhere from $300,000 to $400,000. The good thing is this – rental yield is now around 5% to 5.5% gross.
“The second best thing is that these returns feel sustainable. We wouldn’t expect to see much fall below 4.5% because all of these locations provide plenty of infrastructural support."

Investors may have “missed the boat” on some sub-$500,000 property investment opportunities on the Sunshine Coast as some confidence returns to the market and values firm “slightly” reports valuation firm Herron Todd White.
However, there are still opportunities for investors to snap up investments below or around the half a million mark near the coast, close to amenities with ocean views.
“We have seen some confidence returning, and there are some areas where the [$500,000] boat may have been missed, but not by much,” says the valuation firm in its July report examining cheaper investment opportunities at the start of the new financial year.
“The Kawana stretch and some inner Caloundra, Maroochydore and Noosa areas have seen some of the rot stop with a slight firming in values being experienced on the back of this returned confidence.
“Houses were beginning at the circa $400,000 price point, but with stock around this level drying up the price point appears to be around the $450,000,” says Herron Todd White.
Searches across real estate listings websites indicate options close to the water under $500,000 are limited.
Potential investment options below half a million could include this recently renovated <a target="_blank" href="https://www.reiq.com/House/for-sale/noosa-heads/2487865.aspx">three-bedroom house at Noosa Heads listed for $400,000</a> through Dowling &amp; Neylan Real Estate.
Coastal options are more plentiful in the unit market which has seen an “increase in popularity over recent times in these inner areas”, according to Herron Todd White.
“This has been largely for more permanent living style home units appealing to the buyer that wants to be able to lock and leave.
“They typically offer three-bedroom, two-bathrooms and two-car accommodation and are of a good size providing a viable alternative to a block of land and house.
“An example of this is the Cotton Tree area of Maroochydore, close to river, beach and cafe’s with prices in the circa $500,000.”
Current listings in Cotton Tree include this two-bedroom, <a target="_blank" href="https://www.realestate.com.au/property-apartment-qld-maroochydore-112200679">two-bathroom unit on Sixth Avenue, Maroochydore</a> which is listed for $479,000 through Ned Byrne &amp; Don Greeff from Cotton Tree Real Estate – Maroochydore. The apartment has ocean views and is just 100 metres from the beach.
Moving inland from the coast, Herron Todd White says there are opportunities throughout the hinterland.
“The options tend to be for older properties (10 to 20 yrs old) close to the various hinterland towns.
“The big positive for these properties is that the purchase prices still tend to be below what it costs to develop/replace the property.”
“This, you would have to think, should hold you in good stead in the future as the strengthening market moves out to these areas.
Herron Todd White says less activity in the quieter winter months and the looming federal election, when people usually put their major decisions on hold could possibly put pressure on some vendors.

Sunshine Coast investors looking for opportunities away from the beach should consider railway towns in the hinterland with good amenities and a community feel, say valuers Herron Todd White.
The firm's investment picks are the hinterland towns of Beerwah and Landsbourgh to the south, Palmwoods and Woombye to the centre and Eumundi, Cooroy and Pomona to the north.
“As we move further from the coast, more emphasis is placed on being closer to amenities,” says HTW.
“We also see that there is a growing desire for a sense of community.
Price points are circa $350,000 and generally owner-occupiers are the most active, it says.

You don’t have to be a millionaire to own property in Queensland's most prestigious suburbs.

Affordable properties can be found across the state, even in the most expensive and prestigious suburbs, according to a study by the Real Estate Institute of Queensland (REIQ).
“Hidden treasures can still be found, even in our most expensive suburbs, if you are prepared to look – and potentially wait – for them,” REIQ CEO Anton Kardash says.
Brisbane's Hamilton had a seven-bedroom Eblin Drive house (pictured below) sold at $6.5 million in February, but elsewhere in the prestige suburb there was a $405,000 sale.

The suburb's median house price sits at $1.46 million, according to the REIQ, showing there are opportunities for a variety of buyers in the area.
Hidden gems have also been upturned in popular tourist destination Surfers Paradise where, despite a five-bedroom house (pictured below) selling for $6.35 million in March, a more modest three-bedroom house sold for $454,000 in December.

The sale of the mansion was a far cry from a three-bedroom house (pictured below) on Chelsea Crescent, which sold for just $360,000 in September.

Mr Kardash says while these cheaper properties may not be as luxurious as their more expensive counterparts; they represent a smart way to break into QLDs most prestigious markets.
“Of course the old adage of buying the worst house in the best street, or the best suburb, still applies but buying in these prestigious locations will help to underpin capital growth,” he says.
The lowest price recorded in the report was a low $162,000 for a house in Augustine Heights in October.
