Local developer Harridan is seeking to turn its Woolloongabba apartment project into the first stage of a broader transformation of Burke Street, using a new 16-storey mixed-use building to establish a greener pedestrian connection toward the rapidly evolving Boggo Road transport and knowledge precinct.

The South East Queensland developer has filed plans for 154 apartments on the <a href="https://www.apartments.com.au/new-apartments/4-burke-street-woolloongabba-qld-4102">southern side of Burke Street</a>, where its proposal has been designed alongside a wider vision by LatStudios for the street.

That vision positions the southern side of Burke Street for buildings of 15 storeys and above, while envisaging lower-rise development of up to five storeys on the northern side to transition into Woolloongabba's existing character housing. It also proposes wider pedestrian verges, deep planting, new street trees and upgrades to the pedestrian approach to Boggo Road Station.

The Harridan development itself has been designed by Brisbane-based Arqus Design and will comprise 154 apartments across 16 storeys. The mix is weighted heavily toward two-bedroom apartments, with 121 proposed alongside 10 one-bedroom and 23 three-bedroom residences. There will typically be around 14 units per floor.

A lower-ground car park and three podium levels will accommodate 156 resident parking spaces, along with visitor and commercial parking. There will also be 154 resident bicycle spaces and 40 visitor bicycle parks.

Harridan is a family-owned developer and part of the Holmwood Highgate Group, with more than three decades of development activity across South East Queensland. Its portfolio spans residential, commercial and industrial property, with current residential projects including Riverbank on Byron in Bulimba, Esperance Residences in Carina and The Precinct at Kinross Road in Thornlands.

Wooloongabba has been popular for apartment developers, particularly since the announcement of the 2032 Summer Olympics games in Brisbane.

While there have been a lot of development applications, it has failed to materialize into real supply.&nbsp;

Sarazin has been the major player in the area. They are under construction at Murcia Residences, on the fringe of East Brisbane and Woolloongabba. Lewis Land Head of Development Michael Long said the inclusion of a berth with every Sky Home had become increasingly valuable as marina access across the Gold Coast tightened.

“Marina berths are becoming increasingly difficult to secure across the Gold Coast, so including one with every Sky Home makes this a genuinely rare offering,” Long said.

“The private 70-berth marina will accommodate boats up to 12 metres in length and is positioned just 2.5 kilometres from the Broadwater, placing the open ocean only 15 minutes away.

The display opening comes as construction completes on The Waterline, with the first residents expected to move in from mid-October.

Residents of The Waterline will have access to a private pool, along with Harbour Shores' wider collection of amenity including a lagoon pool, social clubhouse, tennis court, gym, yoga facilities and sauna.

Lewis Land partnered with Studio Collective to furnish the completed display, with the interiors designed to demonstrate how the residences could function as permanent homes rather than simply as show apartments.

Studio Collective Director Melissa Park said the surrounding waterways informed the interiors, but in a more restrained way than a traditional coastal scheme.

“We drew inspiration from the canals and coastal surrounds, but our approach was to interpret that subtly through layered materials and a grounded palette of earthy tones, rather than literal coastal references,” Park said.

“We introduced hero moments of green and teal to reference the surrounding waterways, while mirrored elements help reflect natural light.

“The result is a residence that feels elevated yet comfortable, somewhere buyers can genuinely imagine themselves living, entertaining and unwinding.”

Sky Homes are priced from $3.65 million.

Lewis Land is also offering private marina berths with The Residences, its limited collection of three and four-bedroom villas positioned directly along the Harbour Shores waterfront boardwalk.

St Vincent de Paul Society Housing Australia has filed plans for a major mixed-use housing precinct on the southern edge of the North Sydney CBD, adding another significant proposal to a pocket around North Sydn​ey Station that is quickly becoming one of the LGA's busiest development zones.

The State Significant Development Application covers a 5,990 sqm site at <a href="https://www.apartments.com.au/new-apartments/1-19-mackenzie-street-lavender-bay-nsw-2060">1-19 MacKenzie Street and 211 Blues Point Road in Lavender Bay</a>, immediately south of Nor​th Sydney Station and between the commercial core and the lower-rise Lavender Bay Heritage Conservation Area.

Designed by Wardle, the proposal would deliver a new residential tower comprising 88 build-to-sell apartments and 19 affordable apartments, alongside a separate co-living building with 57 rooms and a building manager's studio.

It would also see the significant restoration and upgrade of St Francis Xavier Catholic Church, the adaptive reuse of the former school building, new parish facilities, retail, a new public square and around 1,000 sqm of publicly accessible open space.

The project is seeking a concurrent rezoning of the site to R4 High Density Residential and an increase in the maximum building height to allow a tower reaching RL120, or up to 20 storeys. The proposal was progressed through the NSW Government's Housing Delivery Authority pathway.

The build-to-sell component will be weighted toward larger apartments, with just six one-bedroom apartments compared with 31 two-beds, 43 three-beds and eight four-bedroom residences.

The 19 affordable apartments will comprise two studios, 15 one-bedroom apartments and two two-bedroom apartments, taking the total apartment component to 107 residences before the 58 co-living rooms are included.

Wardle's design for the Vinnies site has sought to negotiate that emerging high-rise context while retaining the lower-scale character of MacKenzie Street and the adjoining heritage conservation area.

The main building adopts a three-storey podium and tower arrangement, with the podium aligned to the ridgeline and front setback of St Francis Xavier Church.&nbsp;Wardle has designed the podium with colonnades, seating, recessed entries and active ground-floor frontages, with sandstone-toned precast concrete and face brick referencing the materiality of the existing church.

The tower then steps back eight metres to the south and six metres to the north before rising in a sculpted form comprising four interlocking quadrants. Wardle has also introduced rounded forms and chamfered corners to reduce the tower's perceived bulk and improve view sharing with neighbouring development sites.

Resident facilities and outdoor areas are planned at the separation between the podium and tower at Level 3, oriented toward Sydney Harbour and the CBD skyline.

The tower itself will feature a glass reinforced concrete facade, with recessed balconies and deep reveals used both to provide shading and privacy and frame views toward the harbour and city. The lower levels take a different architectural approach, using brick and sandstone-toned finishes intended to establish a stronger relationship with St Francis Xavier Church. The Church itself will be conserved and upgraded for its continued use, while the former school building will be adaptively reused as part of the co-living component.

The proposal adds to an increasingly concentrated pipeline of residential development around Blue Street, MacKenzie Street and Lavender Bay.

Just west of the site, Central Element lodged plans earlier this year for one of the most significant residential developments proposed in Lavender Bay in recent years.

Central Element's SJB-designed scheme at 64-66 Lavender Street and 3-7 Middlemiss Street would deliver 163 apartments across two towers rising 23 and 32 storeys, replacing five existing apartment buildings containing 32 homes. The project also forms part of the Housing Delivery Authority pathway.

Immediately around North Sy​dney Station, another two significant proposals have emerged at 5 and 15 Blue Street.

Zurich Australian Insurance Properties is seeking to adaptively reuse its longstanding commercial building at 5 Blue Street, directly above North Sydney Station, rather than demolishing the structure.

Its SSDA proposes converting the building into a 14-storey mixed-use development with 62 apartments and 86 co-living rooms, together with ground-floor retail and a major refurbishment of Blue Street Plaza. The application is currently at the Response to Submissions stage.

First look: Vinnies files for 20-storey Lavender Bay apartment tower as North Sydney housing pocket heats up

When the opportunity arose for South Australian developer Palumbo to return to Kent Town, where it had previously delivered East Park Apartments and the East 
Rundle Apartments, it wasn't one the longstanding developer-builder was going to pass up.

The decision was quickly vindicated, with more than 30 apartments sold within the first month of launching <a href="https://www.apartments.com.au/new-apartments/royal-apartments-kent-town-2-8-north-terrace-kent-town-sa-5067">Royal Apartments</a> to the market.

The 206-apartment development, which will bring significant new supply to Adelaide's tightly held eastern city fringe, also gives <a href="https://www.apartments.com.au/developers/palumbo">Palumbo</a> the opportunity to bring new life to one of Kent Town's most recognisable watering holes.

Royal Apartments incorporates the historic Royal Hotel, a venue Palumbo Managing Director Daniel Palumbo said has a longstanding connection with the local community.

The wider development will comprise two residential towers alongside the restored hotel, sitting on North Terrace opposite the Adelaide Park Lands.

For Palumbo, the project also marks a return to familiar territory.

The developer completed East Park Apartments next door more than a decade ago and jumped at the opportunity to develop in Kent Town again when the Royal Hotel site became available.

"The opportunity emerged, and we moved to secure the site," Palumbo said.

"We were approached by the previous landowner, who said they had extensive commitments in Sydney and weren't in a position to deliver the project.

"We took over the site and within six months recut the design scheme to be more in keeping with the type of development we want to bring to Adelaide.

"Now we're on the market and those changes have really resonated with local buyers."

That has translated into a strong start to sales, with 33 apartments transacting in the project's first 35 days.

Palumbo said the early purchaser profile had been consistent with the group's traditional focus on owner-occupiers rather than investor-led apartment stock.

"Local owner-occupiers have always been our market," he said.

"There are always some investors, but we've never developed what would be called traditional development stock. Owner-occupiers are very much our market."

The buyer mix has been diverse so far, with downsizers and younger professionals both accounting for a significant portion of early sales.

South Australia's current stamp duty settings, which allow&nbsp;eligible homeowners in South Australia aged 60 savings of up to $103,830 on stamp duty when they downsize to a new property valued at up to $2 million,&nbsp;have helped encourage downsizer activity, while younger buyers in their late 20s and early 30s have been attracted to the opportunity to live immediately outside the CBD while still being able to walk into the city.

"If this location was in New York and you were sitting on Central Park, you'd be talking about a $60 million apartments."

Royal Apartments will offer a broad mix of residences, ranging from one-bedroom apartments through to four-bedroom sub-penthouses and penthouses.

Current listings include one-bedroom apartments from $680,000, while larger three and four-bedroom residences are priced around $2.5 million.

Residents will have access to a swimming pool, gym, barbecue and recreation areas, residents' lounge and dining space, and a communal deck.

Palumbo is acting as developer, architect and builder on Royal Apartments, continuing the vertically integrated model it has used across its South Australian portfolio.

The group was also behind the $150 million Sofitel Adelaide, the 251-room five-star hotel and residential tower which opened in 2021.

Palumbo said Royal's launch had come at an interesting time for the broader Adelaide apartment market.

Buyer confidence had initially been impacted by uncertainty surrounding the Federal Budget and broader economic conditions, but Palumbo believes sentiment is beginning to improve against a backdrop of significant investment flowing into South Australia.

He pointed to increased activity across defence and resources, including Olympic Dam, as potential long-term drivers of the state's economy and housing market.

"Money is starting to flow into Adeliade, significant amounts as Adelaide bucks the trend of the rest of the country.," Palumbo said.

"There's a lot of activity in the economy over the next decade. I think more investment will come into this market."

Early works on Royal Apartments are expected to commence this year, with major construction activity and cranes anticipated on site from early next year.

Go-to builder-developer <a href="https://www.apartments.com.au/developers/graya">GRAYA</a> is continuing to bulk out its already impressive and diverse apartment portfolio across South East Queensland. Their latest milestone is securing development approval for Silk, its boutique riverfront apartment development in St Lucia.

The approval clears&nbsp;the way for the team to begin construction planning for the 22-residence project.

GRAYA Co-founder and Chief Executive Officer Rob Gray said the project had been shaped around local homeowners wanting to remain in St Lucia without maintaining a traditional family home.

"St Lucia is one of those suburbs people do not want to leave," Gray said.

"They know the river, the trees, UQ, the golf course, Toowong and Indooroopilly, and that familiarity is hard to replace.

"True riverfront opportunities here are exceptionally scarce. What we have designed at Silk is a way to stay in the suburb people love, with the scale and privacy of a private home and far less to maintain.

"This is not typical apartment product. It is a proper home on the river, and that is exactly what this market has been missing."

The approval comes as new apartment development continues to increase across the St Lucia and neighbouring Toowong corridor, although direct riverfront sites remain considerably more tightly held.

GRAYA Co-founder and Managing Director Andrew Gray said securing the approval had removed a significant element of development risk from Silk.

"Genuine riverfront sites of this quality in St Lucia are not something that comes up regularly," Gray said.

"The approval removes a substantial layer of execution risk, and the location underwrites demand in a way very few inner-city sites can.

"The fundamentals here are as strong as anything we have assessed in Brisbane."

Silk will see GRAYA return to a stretch of the Brisbane River where it already has recent construction experience. The vertically integrated group recently completed ARC in neighbouring Toowong as builder for developer Spyre, delivering the riverfront project on a constrained site.

GRAYA will take a different role at Silk, controlling the project from design and development through construction and aftercare under its vertically integrated model.

The development will include a gym and resident leisure areas at ground level, integrated with the river's edge.

Silk joins a growing pipeline for GRAYA across Brisbane and the Gold Coast, which includes Enclave, The Gallery, Coral and Ripple.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Off-the-plan property explained: What is stamp duty?

The build-up to a new national licensing regime for mortgage brokers has contributed to an exodus of one in five practitioners as ASIC starts to crack the whip.
 
From July 1, 2011 all mortgage brokers must either hold an Australian credit licence, be a licensed credit representative or cease trading.
Brokers who operate without a licence or that do not comply with responsible lending obligations (in place for a year now) aimed at ensuring consumers are not recommended unsuitable mortgages risk heavy fines of up to $220,000 ($1.1 million for corporations) and up to five years’ imprisonment.
To date 6,800 licences have been issued by ASIC, the industry watchdog. Phil Naylor, CEO of the Mortgage and Finance Association of Australia, the peak industry body, says the vast majority of these were issued to mortgage brokers.
No toothless tiger
ASIC has already shown it means business, issuing its first credit infringement notice on June 28, just days before the new regime is set in stone.
The offender was an unnamed Sydney-based mortgage broker, who was hit with a penalty of $27,500 because the company continued to advertise it provided credit services on its website in contravention of consumer protection legislation.
In issuing the notice, ASIC chairman Greg Medcraft made it quite clear that while the decision to issue such notices was not be taken lightly the watchdog will be no toothless tiger: “The issuing of an infringement notice should send a clear message to traders that we are prepared to take action for the alleged breach,” Medcraft says. “Mortgage brokers are the gatekeepers between consumers and lenders, and they have an obligation to act in accordance with the law.” 
Others to have felt ASIC’s wrath include mortgage broker Moshe Yair Mordechai, formerly of Glenwood, NSW, who was permanently banned by ASIC on June 10 from engaging in credit activities and financial services as a result of a history of serious fraud offences. ASIC also cancelled the credit licence issued to Mordechai’s Australian Lending and Finance Corporation on the grounds that the application was false or misleading.
Industry exodus
 
Rather than face ASIC scrutiny and a tougher operating environment, many have decided on a career change instead.
 
The Mortgage and Finance Association of Australia is losing about 200 to 250 members per month. Its current membership sits at 12,000.
This exodus comes on top of a 20% drop in member numbers over the last three years as a result of commission cuts and major bank dominance of lending in the wake of the GFC.
Former mortgage broker Corinne Coombs saw the writing on the wall in 2007. 
The effects of the GFC had just started to hit Australian shores, and Coombs says she was frustrated by the major banks, which were dragging out processing times on broker-introduced home loans and threatening to cut their commissions. 
“It really affected my health, as I was stressed to the max,” she says. 
After six years in the industry, she quit. 
The credit crunch led to an almost complete withdrawal of the non-bank sector, a sector previously reliant on brokers for distributing its mortgage products. 
This gap was readily filled by the major banks. 
Former Competition and Consumer commissioner Stephen King noted at the time that the previous 18 months reversed a 20-year trend in banking competition. 
With a near-complete stranglehold on the mortgage market, banks cut broker commissions by about 35% in 2008, blaming higher wholesale borrowing rates for their decision to decrease payments. 
In many cases, the cuts were accompanied by the introduction of “quality metrics” – a complicated payment system that rewarded brokers for cross-selling and achieving higher conversion rates. 
In short, brokers were suddenly required to do more work for less money. 
At the time, the MFAA issued a statement bemoaning the commission changes. 
“Time and time again, members have said to me, ‘Why are mortgage brokers, which are for the most part small businesses, being singled out for 35% remuneration reductions in order to boost bank profit margins?’,” says MFAA chief executive Phil Naylor. 
Although high property prices in Australia’s major cities mean some brokers have the potential to earn six-figure salaries, the majority sit well below that. According to PayScale, the average mortgage broker brings home $64,000. 
Cuts to commissions have been compounded by lender clawbacks. 
Clawbacks were initially introduced by banks as a method to deter customer churn – but the government’s recent decision to ban exit fees has prompted an even greater number of players, particularly in the non-bank sector, to introduce clawback measures. 
Clawbacks essentially mean brokers who receive a commission for placing a loan with a lender could have to forfeit part or all of that commission should the borrower refinance within two years. 
Home Loan Experts director Otto Dargan calls the situation with commission cuts and clawbacks “madness”. 
“Brokers’ profit margins are very slim considering we now do online lodgment, need to meet conversion and quality requirements and comply with new regulations. If we don't focus on profitability then we will not be around in the future. I strongly believe that the banks need to increase commissions for brokers to ensure that the good brokers stay in the industry. There has already been a significant loss of talent from the broker market and the retail banking market to other industries.”
Loan minimum volume requirements are another area of angst for brokers. Commonwealth Bank, for example, informed brokers they must submit a minimum of four home loan applications with a minimum of three home loans settled within a six-month period. Brokers who failed to meet the criteria would be required to attend a reaccreditation workshop for a fee of $500. 
Effect on consumers 
So what do the changes to the mortgage broking industry mean for consumers? Borrowers can also expect to experience a flow-on effect from the commission cuts. 
Many brokers are looking at diversifying their service in an effort to boost their bottom line. As result, consumers can expect to be offered insurance, credit cards or personal loans when making a loan enquiry. 
According to 1st Street principal Jeremy Fisher, “brokers are looking for a more holistic service offering and are now looking to include the cross-sell more than before. Personally I am not looking to cross-sell to make up for commission cuts, but more so to ensure I am offering my clients the complete service proposition to ensure a long-term relationship with the client.” 
Vow Financial’s Brown believes less than 5% of brokers are currently offering a diversified service, but expects we’ll see that increase to 20% over the next 12 months. 
Another possible outcome for borrowers could be the introduction of a “fee for service”. The fee for service issue has become a hot topic in broker circles as many look to charge clients a consultation fee in addition to receiving a commission from lenders. 
According to Busby, “there is a place for fee for service when you are going beyond a standard transaction. This could be for service, structure, planning or advice that you will not be paid for your service and time.” 
Some brokers have already successfully introduced a fee, but whether consumers as a whole are ready to pay for a service that was formerly free remains to be seen.

Since 2009, Cubbie Station has been controlled by NAB and Suncorp.
Attempts by Jones Lang LaSalle and the Royal Bank of Scotland to sell the irrigation plant last year were unsuccessful, the AFR reports.

Banks are tightening up their balance sheets by reducing their exposure to off-shore wholesale funding sources, Guy Debelle, the RBA’s assistant governor of financial markets, has told investors in Sydney.
Speaking at a conference on banking risk, Debelle says the reduced reliance on off-shore wholesale funding comes at the same time as banks are repaying their foreign liabilities.
According to Debelle, the asset quality of a bank is the primary determinant of its financial strength.
“While the funding structure of a financial institution warrants close scrutiny, an investor in that institution should pay the greatest scrutiny to the asset side of the balance sheet,” Debelle says.
Besides noting a significant drop in the share of short-term wholesale funding and a corresponding rise in long-term wholesale funding, Debelle says a “noteworthy development” that has escaped attention is that “banks have raised less of this wholesale funding from offshore than has matured over the three of the past four quarters”.
“That is, in net terms, the banks have been repaying their foreign liabilities,” he says.
In May, rating agency Moody’s downgraded the credit ratings of Australia's big four bank to Aa2 due to concerns about their reliance on wholesale funding.
In the past Australia’s big banks have turned to offshore wholesale lenders to fund 40% of their lending books.
However, they are expected to reduce their offshore borrowings by up to a third over the next two years from about $US150 billion annually to around $US100 billion, according to a report in SMH. Debelle says Australian banks' use of offshore funding sources was particularly visible through 2009 but is now a much smaller share of the global market “given they are raising relatively less and banks in the rest of the world are raising relatively more”.
“This is likely to remain the case for the foreseeable future,” he says.

Offshore Asian investors as well as the local wine industry are eyeing up the collapsed Pettavel and Strathmore vineyards being sold by Knight Frank agents Michael Hede and Leigh Morris on behalf of receivers.
Hede expects a price of between $5 million and $6 million for the historic Pettavel Vineyard and between $2 million and $3 million for the Strathmore Vineyard, both about 70 kilometres from Melbourne.
The vineyards, up for sale by expression of interest by July 13, are available for purchase in one line or separately.
Hede and Morris were appointed by receivers PricewaterhouseCoopers three weeks ago to sell the vineyards, which continue to trade.

Hede sold a 40.5-hectare winery in the Macedon ranges for $1.8 million.
The owners of Pettavel, Mike and Sandi Fitzpatrick, listed the vineyard up for sale in October 2009.
The better price expectations for Pettavel are due to its state-of the art winery facility, which has refrigeration tanks capable of storing 1.5 million litres wine, its cool-climate location and a well-known label.
Pettavel has been producing wines for the Asian market for last five years.
Strathmore’s selling points are its river frontage and the installation of a desalination plant that allows either saline or bore water to be used for irrigation.
Chinese investors have already snapped up red wine vineyards in South Australia and Victoria, with real-estate firm Gaetjens Langley setting up an office Guangzhou to cater for the demand from China.
In April Gaetjens sold a small wine business with vineyard, residence, cellar door and brand in the Barossa Valley for between $2.5 million and $3 million to a Chinese buyer, the AFR reported.
Acton Real Estate also reports fielding inquiries from at least one Chinese delegation a week in Western Australia's Margaret River region.
The expressions of interest come as the Cheviot Kirribilly Vineyard Property Group, which owns 923 hectares of vineyards, reveals it has run out of cash to fund the business and plans to sell six of its vineyards by the end of the year.
An oversupply of grapes is the chief reason for the current challenges facing the viticulture industry.
The 2011 crop of 1.6 million tonnes exceeded market estimates.
