A long-stalled Campbelltown development site is back in play, with new plans for 139 apartments set to supersede a mixed-use scheme approved almost a decade ago but never built.

The new proposal for 28 Cordeaux Street would deliver 116 market and 23 affordable apartments in a part 14-storey building, bringing a substantial new project into a Campbelltown market where new apartment supply remains limited.

Plans have been filed over the 3,092 sqm corner site at Moore-Oxley Street, around 600 metres from Campbelltown Railway Station and the city-centre retail core.

The site already carries a mixed-use residential approval dating to 2016. Doroch Architects has now been engaged on a larger replacement scheme, which is progressing as a State Significant Development Application following a Housing Delivery Authority determination in August 2025.

The apartment mix comprises 39 one-bedroom, 72 two-bedroom and 28 three-bedroom residences. Two-bedroom apartments make up just over half of the project, while three-bedroom homes account for 20 per cent.

Of the 139 apartments, 23 will be delivered as affordable housing under the in-fill affordable housing provisions of the Housing SEPP. The affordable component represents 15 per cent of the residential gross floor area and will be managed by a registered Community Housing Provider.

Doroch has sought to break the scale of the building into two distinct elements, with a masonry podium of around four storeys establishing the street edge before the residential tower steps back above.

The corner position has shaped that approach. Cordeaux Street faces toward the commercial and civic centre, while Moore-Oxley Street leads into the lower-scale residential neighbourhood to the south, and the design verification report describes the site as "bridging the commercial core to the north and established residential areas to the south."

The podium will be expressed predominantly in face brick, while the upper levels shift to brushed and grooved concrete cladding with darker metal detailing. Recessed sections, deep balcony edges and landscaping break down the upper form, with an approximately 11.8-metre setback to the northern boundary addressing the adjoining St Peters Anglican School.

Queensland builder-developer MAYD has revealed the first look at its major North Kirra beachfront development, lodging amended plans that reduce the number of apartments and increase the proportion of larger residences.

The project is planned across a substantial 4,742 sqm amalgamated site spanning seven lots at <a href="https://www.apartments.com.au/new-apartments/2-6-pacific-parade-bilinga-qld-4225">2-6 Pacific Parade</a> and 27-33 Golden Four Drive in Bilin​ga, directly opposite Nor​th Kirra Beach.

<a href="https://www.apartments.com.au/developers/mayd-group">MAYD</a> secured the site for $32.5 million in 2025, in what was one of the Gold Coast's largest property transactions of the year.

The development will be delivered across two stages, with the first stage carrying an estimated gross realisation value of around $360 million.

The latest amendments seek to reduce the overall apartment count and shift the project further toward the owner-occupier market, with larger residences designed for buyers wanting considerably more space than traditionally offered in a beachfront apartment.

The residential mix will include townhomes, oversized two-bedroom apartments, substantial three-bedroom residences and four-bedroom homes.

MAYD has appointed Cera Stribley to lead the architecture and interiors, with the Melbourne-based design practice drawing on the beachfront setting through a series of ocean-facing terraces and heavily landscaped balconies.

Strong horizontal forms and curved balconies will define the exterior, with subtropical landscaping integrated throughout the building to soften the built form and increase the connection between the residences and the beachfront.

The project will also include an extensive collection of resident wellness and lifestyle facilities, continuing the broader shift across the Gold Coast's luxury apartment market toward larger homes supported by resort-style amenity.

MAYD Founder Todd Mould said North Kirra was increasingly appealing to buyers attracted to the more established, lower-density character of the southern Gold Coast.

"North Kirra presents one of the most compelling luxury residential opportunities currently emerging in Australia, combining absolute beachfront with the character and authenticity that buyers are increasingly seeking, and the same sense of tight-knit community that defined Burleigh and Currumbin perhaps 10 or 15 years ago," Mould said.

"With Gold Coast Airport on its doorstep, it also offers a level of accessibility that broadens its appeal across almost every market demographic."

The project comes as the southern Gold Coast continues to attract an increasing share of high-end apartment development and buyer activity.

Kirra in particular has emerged as one of the region's more tightly held beachfront markets, with its relatively low-density character, established surf and hospitality scene and proximity to Gold Coast Airport differentiating it from the higher-density markets further north.

Mould said those characteristics had informed the approach MAYD and Cera Stribley had taken to the project.

"We've worked closely with Cera Stribley to create a vision that is deeply connected to its surroundings," he said.

"Inspired by the coastline itself, the architecture has been shaped around space, privacy and resort-style living, creating a collection of homes that reflects the next generation of luxury on the southern Gold Coast."

MOTIV Managing Director Carly Cottam, who has been appointed to market the project, said buyer attention had continued to move south along the Gold Coast.

"Purchasers who may once have defaulted to Broadbeach, Main Beach or Surfers Paradise are increasingly recognising the value of a genuine beachfront location that offers lower density, strong amenity and a more established sense of community," Cottam said.

"Kirra has a powerful combination of growing demand and genuine scarcity. Beachfront supply is inherently constrained, the area remains relatively low density, and buyers are increasingly placing a premium on locations that feel established, uncrowded and authentic rather than heavily developed."

Cottam said the proximity to Gold Coast Airport was also proving increasingly important for interstate and second-home buyers.

"Being minutes from Gold Coast Airport makes it particularly compelling for interstate buyers, frequent travellers and second-home purchasers who can access an authentic coastal lifestyle almost immediately after stepping off a flight."

The acquisition takes MAYD's active development portfolio to more than $500 million, with the North Kirra project representing one of its largest undertakings to date.

Castle Hill, the longtime hub of the Hills District, has been one of the major beneficiaries of Sydney's Metro expansion, with improved connectivity helping drive continued population growth, development and buyer demand across the Hills District.

But despite that growth, the suburb has seen relatively few major new apartment projects brought to market over the past 18 months.

Nova Rêve also represents a significant step up from the family's first apartment development, Grand Rêve, which was delivered nearby on Garthowen Crescent.

Nova Rêve takes that approach to a precinct scale, combining the residential component with hospitality, retail and substantial public and resident landscaping.

Reve Group Managing Director Sam Kassis said the project reflected the family's three decades of building in the Hills, which has evolved from trophy homes on quarter-acre blocks to larger-scale apartment development.

"Grand Rêve was our first apartment project here and it showed us what this pocket of Castle Hill could be. Nova Rêve is the refinement of that idea: not just apartments, but a place the whole suburb can use," Kassis said.

A key part of that approach is the hotel, which has been designed to operate as an amenity for the wider Castle Hill community rather than solely hotel guests.

It will include restaurants, cafes, skybars and all-day dining, alongside conference and event facilities catering to business functions, community groups and private events.

At ground level, more than 1,600 sqm of shops and cafes will open onto the surrounding streets and landscaped areas.

Almost an acre of gardens designed by Land and Form Studios will run through the precinct, incorporating pathways, seating, barbecue areas and children's play spaces.

Reve Group's Romio Georges said creating an active ground plane had been central to the planning of Nova Rêve.

"There are gardens with pathways, barbecues, seating and play areas, shops and cafes opening onto the street, and a hotel with restaurants and a skybar that anyone in Castle Hill can walk into," Georges said.

The project's elevated position on one of Sydney's highest ridgelines will also provide apartments with outlooks toward the Sydney skyline, surrounding parkland and the Blue Mountains.

More than 80 per cent of the apartments will occupy corner positions, with Turner responsible for both the architecture and interiors.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

It was bought for $6.8 million from Mina Levy in April 2010, and has since undergone more than a cosmetic restoration. The family say it took four months.

Dentist aims for $7 million-plus after more than cosmetic Toorak renovation: Title Tattle

Businessman Russell Small has decided to slice off an 825-square-metre building block from his record-seeking $20 million Brighton residence offering, Kinane.

Kinane was listed last August with $20 million hopes.
The agents are billing the 92 Esplanade block of land as having "spectacular bay and beach views situated between two of Brighton's most prestigious homes".

Record-seeking Brighton offering Kinane to lose half its tennis court as 825-square-metre block shaved off for separate sale

An Organisation for Economic Co-operation and Development senior official has warned that Australia was vulnerable to "worrying" falls in house prices.
The economist Adrian Blundell-Wignall said Australia was so interconnected to the global economy that it would not escape any continued international fallout.
“The world is so globalised and interconnected that if it goes down, things will get much worse for Australia,” Dr Blundell-Wignall said on a visit to Australia, as reported by the Australian Financial Review this morning.
“The biggest problem for Australia that worries me personally is house prices.”
“The first time unemployment starts to rise, house prices are going to be falling.”
His comments comes as the ABS unemployment rate rose slightly to 5.2% in June, and capital city house prices have fallen by an average of about 3.7% over the past year.
Blundell-Wignall used the example of his brother who had recently bought a small apartment in Perth for $340,000.
“In a country like France, in a very nice city, you can buy something three of four times better than that [for the same price],” he said.
Blundell-Wignall, who once headed the research department at Reserve Bank of Australia, warned in pre-gfc 2007 that there was a giant rolling bubble of excess liquidity moving from market to market, inflating asset prices that would burst with devastating consequences.
In 2009 he suggested the global financial crisis was far from over and that the world faced a serious risk of another credit crunch and a double-dip recession.

'The first time unemployment starts to rise, Australian house prices are going to be falling': OECD official

Tony Morris, the ex-principal of GP Noble, has been acquitted in the UK trial over fraud allegations.
Morris was extradited from Sydney last April to face charges of defrauding the fund.
He left behind his wife, Vanessa, in their $7.45 million Palm Beach clifftop property they named Aman.
There was a <a target="_blank" href="https://www.propertyobserver.com.au/new-south-wales/mrs-morris-stops-palm-beach-clifftop-sale-of-ex-gp-noble-boss-tony-morris-former-australian-home/2012051154666">recent rejected application to the Australian Federal Magistrates Court by Morris’s bankruptcy trustee Andrew Wily to sell it</a> – for reputedly about $4.6 million.
But Magistrate Rolf Driver ruled against Wily’s application, which required Vanessa’s refused consent to any sale of the northern beaches clifftop house.
It had been passed in on a $5 million vendor bid at its March Raine &amp; Horne auction and is understood to be set for spring listing through LJ Hooker Palm Beach.
The <a target="_blank" href="https://www.ftadviser.com/2012/07/12/pensions/group-pensions/pair-cleared-in-m-gp-noble-pension-fraud-trial-s85hfGKdCJg84S62jWMDxN/article-0?refresh=true">Financial Times reports</a> after a two month trial at Southwark Crown Court, Morris was cleared of conspiracy to defraud and theft by a jury of seven men and five women.
His financial adviser Peter Malmstrom was also cleared of laundering nearly £7 million from the GP Noble Trustees Limited pension fund.
But it can now be revealed that the GP Noble manager Graham Pitcher was convicted of conspiracy to defraud and jailed for eight years after a trial last year for transferring £52 million into two offshore bonds.
Quentin Russell, a company adviser, was also convicted of fraud and forgery offenses in another related trial and was sentenced to 15 months in prison on January.
The<a target="_blank" href="https://www.sfo.gov.uk/press-room/latest-press-releases/press-releases-2012/gp-noble-trustees-pension-fraud-trials.aspx"> two related cases</a>, which ended last year, weren’t public until yesterday because of UK reporting restrictions.
The two men’s trial went for about 11 weeks.
Morris was charged with stealing £30 million from GP Noble and its pension funds between July and August 2007, and £22 million from GP Noble and BDC Trustees Ltd. in April 2008. The SFO alleged at trial that the money was spent on luxuries including a £150,000 Aston Martin sports car.

The Supreme Court has given the Public Trustee permission to sell the apartment through Josephine Johnston-Rowell of Johnston Dixon Quality Property. The apartment in the Pietra complex cost $5.65 million in 2010. The two-storey Moray Street apartment comes with three bedrooms, five bathrooms and pontoon on the Brisbane River. Morehu-Barlow is accused of embezzling more than $16 million from Queensland Health.

The three-level O'Connell Street property was owned by Jones  between 1989 and 2003, when it was sold for $2.9 million to the current vendors, the Bowden family. Jones  secured his place on O'Connell Street, Newtown , in 1989. It was Jones's then managing agent Harry M. Miller – himself a residential warehouse  pioneer –who suggested the warehouse  way to Jones. Title Tattle seems to recollect that the world boxing champion Danny Green used part of the 650 square metre premises to train for his fights. The space is spread over three levels with 270-degree views taking in St Stephen's tower, among the oldest churches in Sydney. It has a loft penthouse with cathedral ceilings and a sheltered rooftop entertaining terrace. Downstairs there are self-contained apartments, an office and commercial space, and secure parking for five cars. There's approval for its conversion into a six-unit apartment complex. It was listed in April last year with $3.5 million-plus hopes.

It’s in the Kingsclere building, the landmark 1912 Edwardian-style residential block, which was among the first Sydney apartments to have servant quarters, now mostly removed to sit within the four-bedroom, 25-square apartments. Located on the corner of Macleay Street and Greenknowe Avenue, the penthouse is being marketed through Richardson &amp; Wrench agent Jason Boon and Geoff Cox. Hannan bought it in early 2011 for $3.45 million from Paul Uren, of Goldman Sachs JBWere, and his wife, Jennifer, who initially expected $4 million plus.

It was sold separately after its sale in one line by the Albert family, who’d bought it in 1925 for £35,000. Kingsclere was the first residential block built along Macleay Street, as before 1912 most high-rise residential development, such as Wyoming, and the now demolished Strathkyle and Craignish, had been built along Macquarie Street. Manar, the nearby Macleay Street development, followed Kingsclere in 1919, then Byron Hall in 1929.

The Coral Crescent cottage had been tipped to fetch more than $1 million. It last traded at $603,500 in 2001. It dates back to the ownership in the late 1920s by the pioneer Robert Payne. Title Tattle recalls it was owned by the late television celebrity Jeanne Little at one point and featured on Burke’s Backyard. During Barry and Jeanne Little’s ownership it had more of a Balinese bungalow feel, as Barry had done the interiors. They sold for $380,000 in 1997, having bought it in 1982 for $100,000 from the Nelson family, who'd bought it from estate agent Richard Stanton and accountant Nigel Sutherland for $34,000 three years earlier. The house first traded at £1,050 in 1950.

It’s within their three home construction collaboration which saw architect Michael Larionoff and Jack Merlo Landscaping undertake the design. The three-level house features a striking façade of cor-ten weather resistant steel. Inside there’s heated terrazzo floors, grey iron-bark floorboards, Hiperfloor polished concrete and basalt floors, and bespoke joinery. There are four bedrooms, four bathrooms along with a study.
The Marshall White agents Walter Dodich and James Tostevin of Marshall White have the listing. The Raven Street house utilises "Green Heat" hydronic heating. Title Tattle recalls it was formerly an ivy-covered Victorian house, the oldest on the block which once had Yarra River frontage. Not sure how long the building syndicate have had the property but it was flipped within a year of selling at $1.66 million for $1,875,000 in 2007 when on an 1055-square-metre allotment. The latest offering is set over a 390 sq m holding.

The terrace has been extensively rebuilt since Kimber bought it for $605,000 in late 2007. Kimber was always referred to as an A-list Sydney interior designer when Melissa Penfold wrote for the Sydney Morning Herald.

It was bought from Pearl and Sonnie Lishut, who’d barely posted the listing on the web before its purchase. The last time Hiscock was in the property news was when he’d paid $715,000 in 2003 for a 1954 Toorak house designed by Sir Roy Grounds. Hiscock has since secured Sir Roy's original plans from the State Library of Victoria and teamed up with Grounds' former assistant, architect Don Fulton, to recreate parts of the interior that had been compromised over the years.

The couple are moving to a house with in-law accommodation. It’s been listed through Kay &amp; Burton agents Scott Patterson and Judy Balloch.

<img src="/images/stories/flagtitletat.jpg" style="margin: 5px; float: left;">The week's surprise big sale was at Southport, Queensland where the riverfront home (pictured above) of the thrice-bankrupted property marketing spruiker Dudley Quinlivan fetched $9.5 million at Ray White auction. It’s the second-highest paid on the Gold Coast for three years – and just weeks after former motor vehicle dealer <a target="_blank" href="https://www.propertyobserver.com.au/queensland/sanctuary-cove-mansion-sale-sets-new-reputed-%2412-million-record/2012053054896">John Zupp paid $12.7 million for a Sanctuary Cove home</a>. The five-bedroom Quinlivan mansion comes with a cinema, games room, internal lift, large wine cellar, seven-car basement parking and even a panic room. The 3,366-square-metre Winchester Street property was auctioned for Westpac Bank by receivers through Michael Willems in conjunction with Ray White Prestige Gold Coast agent Robert Graham. There were 18 people registered to bid at the auction with five bidders, according to the Gold Coast Bulletin report. The two-level house was owned through Sandtrend Pty Ltd, an entity controlled by Quinlivan's wife Jo. The Quinlivans left the house several weeks ago. The block cost $2.35 million in 2000. 
Quinlivan was most recently bankrupted in September 2011 after failing to pay a $49 million debt to the struggling mortgage fund Equititrust, also based on the Gold Coast. The money had been lent to build a housing development at Ipswich, west of Brisbane. Quinlivan shot to national attention when accused in Queensland Parliament as being involved in the late 1990s property marketeering scam where fly-in, fly-out interstaters were lured into paying out of line prices for Queensland properties. Property consumer advocate Neil Jenman has described Dudley Quinlivan as one of Australia's most infamous real estate characters. “During the 1990s and early 2000s, Quinlivan was deeply involved in the notorious Queensland two-tier marketing rackets,” Jenman’s website notes. Last August  <a href="https://www.propertyobserver.com.au/queensland/former-property-spruiker-s-five-year-directorship-ban-upheld/2011082351264">Quinlivan was unsuccessful in applying to the High Court of Australia</a> to lower his five-year company directorship disqualification.

A four-metre vault sliding door reveals the bedroom, which comes complete with a stone-finished bathroom and its own spa.
The listing invites potential buyers to party like a rock star and live like a capitalist.
One corner of the main room has been set up as a music space with club-style lighting and a rack of guitars, amplifiers, mixers and oddly some exercise equipment.
Agent Jeremy Fernandez from Peter Markovic Fitzroy says the property will either sell to a bachelor playboy or a creative musician.
The neighbouring property sold for $1,494,000 last year, and Fernandez says pre-campaign he’s received interest from $1.1 million to $1.2 million.
The property belongs to a local musician who composes jingles. He bought the unit eight years ago when it was just a shell. He used to own the iconic bead store on Smith Street.
The complex of former department store factory and warehouse buildings was built in 1895 by notable architect William Pitt.
The buildings were originally responsible for the production and delivery of goods to Australia’s first chain of department stores, Foy and Gibson.
In 1906 it was described as the largest factory complex in the southern hemisphere, employing 2,000 people.
The complex was considered technologically advanced in its day. Foy and Gibson were early adopters of steam and electric power, with the factories using "many thousands of pounds of the cleverest automatic power-driven machinery,” according to heritage documents.
The pad goes to auction on August 28.

Fourteen recently completed luxury lakeside villas in Queenstown are expected to sell quickly over the weekend.
Nearly all the newly released Kawarau Village Apartments offer views across Lake Wakatipu, towards the slopes of Coronet Peak, or the snow-capped Remarkables mountain range.

They are available to purchase from Saturday (July 14) with prices starting from NZ$535,000 (A$416,000) rising  to NZ$955,000 ($743,000) depending on configuration of apartment and location within complex.
The apartments are located on a north-facing, sheltered, lakeside site next to the five-star Hilton Queenstown Hotel and the Kawarau Hotel at 98 Peninsula Road, Kelvin Heights.
They are being marketed by to Ray White Queenstown agent Cameron Reed, who says that since the release of the apartments earlier this month enquiry levels have been “fantastic”.
Reed says enquiries have come from local buyers and national and international "out-of-towners"  as well as from the investor market.
“Interest has already been expressed in eight of the 14 apartments in the first release,” he says.
“From July 14 we will be giving out purchase options and sale and purchase agreements, and from there people can decide if they’d like to carry through with the sale.
“It’s a very simple process and there’s no obligation from the purchaser, but from July 14 it's ‘open slather’ on who gets in first," says Reed.
A second stage project called the Reserve Central collection will be released to the market once the first 14 have sold.

Remarkable views from $416,000 in new Queenstown, NZ, development

The Southport, Queensland riverfront home of the thrice-bankrupted property marketing spruiker Dudley Quinlivan sold for $9.5 million at Ray White auction last night.
It’s the second-highest paid on the Gold Coast for three years – and just weeks after former motor vehicle dealer <a target="_blank" href="https://www.propertyobserver.com.au/queensland/sanctuary-cove-mansion-sale-sets-new-reputed-%2412-million-record/2012053054896">John Zupp paid $12.7 million for a Sanctuary Cove home</a>.
The five-bedroom Quinlivan mansion comes with a cinema, games room, internal lift, large wine cellar, seven-car basement parking and even a panic room.
The 3,366-square-metre Winchester Street property was auctioned for Westpac Bank by receivers through Michael Willems in conjunction with Ray White Prestige Gold Coast agent Robert Graham.
There were 18 people registered to bid at the auction with five bidders, according to the Gold Coast Bulletin report.
The two-level house was owned through Sandtrend Pty Ltd, an entity controlled by Quinlivan's wife Jo.
The Quinlivans left the house several weeks ago. The block cost $2.35 million in 2000.
Quinlivan was most recently bankrupted in September 2011 after failing to pay a $49 million debt to the struggling mortgage fund Equititrust, also based on the Gold Coast.
The money had been lent to build a housing development at Ipswich, west of Brisbane.
Quinlivan shot to national attention when accused in Queensland Parliament as being involved in the late 1990s property marketeering scam where fly-in, fly-out interstaters were lured into paying out of line prices for Queensland properties.
Property consumer advocate Neil Jenman has described Dudley Quinlivan as one of Australia's most infamous real estate characters.
“During the 1990s and early 2000s, Quinlivan was deeply involved in the notorious Queensland two-tier marketing rackets,” Jenman’s website notes.
Last August  <a href="https://www.propertyobserver.com.au/queensland/former-property-spruiker-s-five-year-directorship-ban-upheld/2011082351264">Quinlivan was unsuccessful in applying to the High Court of Australia</a> to lower his five-year company directorship disqualification.

Thrice-bankrupted property spruiker Dudley Quinlivan’s Southport mansion abode sells for $9.5 million

The rock musician-turned-entrepreneur Tim Freedman has won legal proceedings seeking to thwart his near-beachfront Broken Head, Byron Bay retreat operating as a wedding reception venue.

His neighbours lost their case in the Land &amp; Environment Court, having hoped for an order for Freedman to cease use of the <a href="https://moorephotography.com.au/?p=1031">property as a place of assembly</a>. The judgement was given last month.

Freedman, the singer with ARIA-winning band The Whitlams, paid $2.8 million in 2009 for the 1.1-hectare holding in the upmarket bushland Pavilions Estate at Broken Head.

His property, Barefoot at Broken Head, is a sprawling luxury house next to Broken Head Beach.

With its rainforest setting and a modern Balinese feel, the beachfront location is a one-minute walk over a private path through the sand dunes to the sand.

Barefoot at Broken Head is marketed as having approval for just 14 weddings a year.

The whole house costs between $1,400 and $2,200 per day, with weekly rates from $7,500 to $15,000, accommodating up to 12 people.

Tucked away adjoining a beachfront bushland reserve, it&#39;s one of seven in the Pavilions development by Mathew Macpherson and three partners. It comes complete with interconnected pavilions, one each dedicated to living, dining, entertaining and sleeping.

The neighbours&rsquo; complaints mostly relate to excessive noise, litter, traffic, access and parking problems, but Freedman&rsquo;s lawyer, Wroth Wall, argued the property was zoned T2, for tourist use, and that weddings and other functions fell within that category.

The neighbours who lodged the proceedings were Richard Ridge and Terrence and Helen O&#39;Reilly.

After the council received several complaints in relation to weddings occurring at the Pavilions development, it served a noise abatement direction on Freedman in late 2010 and then an order to cease use of the property as a place of assembly.

As Property Observer noted last <a href="https://www.propertyobserver.com.au/new-south-wales/little-cloud-hovers-over-tim-freedman-s-byron-bay-wedding-venue-plans/2011062950645" target="_blank">June Freedman had lodged a development application to use his premises as a place of assembly on nominated conditions</a>.

It was approved in March this year by the council.

With weddings booked six to 12 months in advance, Whitlam envisaged all possibly affected neighbours could be apprised of the schedule if they sought to avoid the weekends with the noisy guests. No live amplified music or DJs are permitted under the approved conditions. All functions must cease at 9 pm.
