Iwan Sunito's vision for a landmark mixed-use precinct in Sydney's Inner West has taken a major step forward, with approval granted for the $1.9 billion Five Dock development first unveiled earlier this year.

The approved scheme by <a href="https://www.apartments.com.au/developers/one-global-capital">One Global Capital</a> will deliver an 80,500 sqm mixed-use precinct comprising 840 apartments, integrated hotel accommodation, commercial and retail space, alongside publicly accessible open space designed to create a new destination for the growing suburb.

"This is a significant milestone for One Global Capital and for the future of housing delivery in Sydney," Sunito said.

"The Housing Delivery Authority was established to identify major housing projects capable of delivering meaningful supply more efficiently, and we are delighted that Spencer Street has been recognised as one of those projects.”

He said the declaration reflected the rapid progress achieved since acquiring control of the site.

"In less than seven months we have progressed from taking control of the site to securing entry into one of the NSW Government's most important planning pathways. It reflects the experience of our team, the strength of our consultant group led by Urbis, and our long-term commitment to delivering transformational projects that contribute to Sydney's future."

When the project was revealed earlier this year, Sunito described the opportunity as one of the strongest development sites he had worked on.

"I probably hadn't appreciated the uniqueness of the site until more recently when putting together the concept plans," Sunito said.

"The proximity to the water, and the golf course opposite, is unlike any other part of Parramatta Road. We have a unique position and view corridors over the water that makes this one of the best sites I've worked on."

The development has evolved since its initial announcement, with the approved plans increasing the residential component from the originally proposed 750 apartments to 840 homes while retaining the project's focus on creating an integrated neighbourhood rather than a standalone residential development.

The precinct will combine apartments with hotel accommodation, commercial workplaces, retail offerings and public spaces, creating a mixed-use environment intended to serve both residents and the broader Five Dock community. The proposal also continues the collaboration between One Global Capital and internationally recognised architect <a href="https://www.apartments.com.au/architects/koichi-takada-architects">Koichi Takada</a>, whose previous work with Sunito includes Infinity, Arc and Skye North Sydney.

Takada previously said the design was driven by a philosophy of integrating nature into the built environment.

"The concept for this development is born from our design approach to naturalising architecture," Takada said.

"The public realm benefits from biophilic design that integrates generous landscaping, and the development is optimised for natural daylight, airflow and water views to foster wellbeing, sustainability and spaces that foster community interaction."

Sunito has consistently described the project as a "city within a city", with a strong emphasis on creating a destination that extends beyond housing.

"We want to create a development that's not only to be seen, but to be experienced by the whole local community," he said.

The approval comes as Five Dock continues its transformation ahead of the opening of the Sydney Metro West line, with the new Five Dock station set to significantly improve connections between the Inner West, Parramatta and the Sydney CBD.&nbsp;

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Off-the-plan property explained: What is stamp duty?

Eastern Suburbs developer Orosi is taking on its largest project to date, filing plans for a new shoptop development in the gateway to Rose Bay.

It was last year that <a href="/developers/orosi">Orosi</a>, led by Founder and Managing Director Hamid Samavi, secured the vast 3,000 sqm site, a two year-long amalgamation of several lots over The Avenue, Old South Head Road and William Street. Now they've submitted plans to the Waverley Council for a mixed-use development that will be the biggest development Rose Bay has seen in years.

Samavi told Urban the vision is to create an iconic landmark that serves as a welcoming gateway to <a href="/developments/rose-bay-nsw-2029">Rose Bay</a>.

"<a href="/new-apartments/orosi-rose-bay-1-the-avenue-rose-bay">OROSI Rose Bay</a> will set a new benchmark for architecture and sustainability in The Eastern Suburbs, featuring state-of-the-art facilities and curated retail spaces, including a Kosher café, an organic restaurant, and Sydney’s most iconic wellness centre," Samavi said.

The integrated developer, who serves as both the architect and builder of its projects, designed the building to offer 50 apartments spanning across a structure that ranges from four to five levels.

There will be 34 two-bedroom apartments and 16 three-bed apartments.

"The apartments are on the larger side, so they will suit a wide range of demographics, not just downsizers."

The building,&nbsp;across the road from the Royal Sydney Golf Club, will be divided into two adjacent, inter-connected buildings to reduce its overall bulk, setting back the development from The Avenue and William Street boundaries.

OROSI Rose Bay will replace a mix of commercial and residential properties from the mid to late 20th century.

Urbis said the demolition of all structures within the subject site would provide the opportunity for a cohesive, contemporary new development that complements the surrounding streetscape.

"The proposal would revitalise the site with new opportunity for residential, commercial and retail spaces, and reactivate the Old South Head Road street frontage with a cafe, restaurant, and a modest commercial space," Urbis noted in their submission.

"The proposed new mixed-use development has been designed to be complementary to the existing character of the surrounding streetscape, including its height, built envelope, inclusion of greenery and landscaping, utilisation of the existing slope, colour palette and finishes."

Orosi's push for a bakery-style cafe stems from the site's long history of having a bakery presence, dating back over a century.

Samavi said the bakery currently operating from the development site is the only kosher bakery in Sydney.

"We wanted to respect the context of the site and keep the same kosher bakery which has become an important part of Rose Bay," Samavi added.

Orosi's largest development to date was in Bellevue Hill where they created a 25-apartment development on Bellevue Road. Their most recent completion was of Orosi South Cronulla, a collection of 18 luxury apartments, while currently they're developing a boutique building of just 11 apartments in Randwick.

"To us, luxury is not just about natural marble and exquisite finishes,"&nbsp;Samavi said.

"We put a great deal of effort into sustainability, achieved through the passive design of the building to minimise energy consumption. This includes provisions such as double-glazed windows, UV-protected glass, proper insulation for the walls, and airtight joints for windows and walls, among other features.

"Additionally, each unit is equipped with a heat exchanger to ensure proper cross-ventilation at all times, thereby preventing any mould formation within the units. Thermal comfort and air quality is a priority for us, impacting residents as significantly as the quality of the finishes."

First look exclusive: Orosi plan Rose Bay shoptop on key gateway site

Neutrla Bay village is set for a new shoptop housing development with the approval of a mixed-use building on the corner of two of the village's most active streets.

<a href="/builders/eastview">Eastview</a> has received approval for the $24 million mixed-use residential and commercial development at 165 Military Road, on a prime 762 sqm site on the corner of Military and Wycombe Road.

The project, designed by <a href="/architects/ae-design-partnership">AE Design Partnership</a>&nbsp;and Embece, is a six-storey building with 21 apartments across levels two to five.

The unit mix will consist of 11 two-bedroom apartments, four two-bedroom apartments with additional study spaces, four three-bedroom apartments, and two three-bedroom penthouses.

The ground floor will include two retail tenancies making up a total retail area of 384 sqm.

The development also provides three levels of basement parking for 25 car spaces, four motorbike spaces, and bicycle spaces located within the resident storage area.

The strategic location at the intersection of Wycombe Road and Military Road places the development within a 400-metre walking distance of key local amenities, including&nbsp;<a href="/developments/neutral-bay-nsw-2089">Neutral Bay</a>&nbsp;Public School and Redlands Seniors School.&nbsp;

Eastview receives approval for $24 million mixed-use development in Neutral Bay

UDIA NSW has welcomed a State Budget that puts planning and delivering new homes at its centre.

The Budget acknowledges challenging economic factors including higher interest rates and construction costs, have negatively impacted the feasibility of new residential projects, contributing to a decline in the number of dwelling approvals over the past year to their lowest level in a decade.&nbsp;

“This budget has a number of positive initiatives to tackle the housing crisis however more needs to be done to get keys in doors earlier,” said Stuart Ayres, CEO of UDIA NSW.&nbsp; 
&nbsp; 
The budget confirms $555 million to speed up the planning system and deliver the enabling infrastructure required to build new homes. It also includes funding through the Building Homes for NSW Program for 21,000 market and affordable new homes and 8,400 social homes. &nbsp;This includes $450m toward constructing affordable apartments for key workers. 
&nbsp; 
UDIA NSW welcomes the renewed focus on Western Sydney and the Aerotropolis with over $5b allocated towards critical road projects needed to unlock housing and employment lands. However, more work is required to encourage private sector investment in enabling infrastructure.

“The budget highlights how challenging an economic environment it is for developers and future homeowners," Ayres added.

"More could be done now on works in kind, development contributions and coordination of infrastructure to unlock developable land."

NSW is in the midst of a housing crisis and this budget takes critical steps toward solving the crisis. &nbsp;However UDIA NSW recognises many of the interventions will take years to deliver homes, and more can be done sooner to address this significant social and economic challenge.

UDIA NSW welcomes Budget focus on building more homes

Sydney's unit market is showing continued growth in 2024.

It was the third consecutive month that growth in the value of units, which incorporates both apartments and townhouses, outstripped growth in houses,&nbsp;CoreLogic’s Home Value Index found.

Units posted gains of 0.7 per cent, higher than the 0.5 per cent growth in houses.

Sydney's median unit value is now $848,000, having started 2024 at $834,000.

Sydney's overall housing market is now approaching record levels again, now matching the previous record high set in January 2022. After reaching this peak, dwelling values in Sydney dropped by 12.4 per cent, finding their lowest point a year later.&nbsp;

Since then, the market has experienced a 14.1 per cent rise through the current cycle. This places Sydney at the forefront of recovery among Australian capital cities.&nbsp;

<h2>What happened in Sydney’s off the plan apartment market in May</h2>

While new projects launching to the market were scant, planning took centre stage in May, with a series of major development applications and approvals across some of Sydney's best postcodes.

The biggest news came from Circular Quay where&nbsp;<a href="/developers/jdh-capital">JDH Capital</a>, the developer who is redeveloping the iconic Sirius building in The Rocks, laid plans for their latest luxury project.

They've finalised their $183 million plans to demolish the Sir Stamford Hotel on Macquarie Street and replace it with a striking 15-level glass tower with commercial, retail, and luxury apartments.

Heading to the east and, after four years of back and forth, Sydney’s landmark&nbsp;<a href="/developments/coogee-nsw-2034">Coogee</a> Bay Hotel is set to be redeveloped.

The iconic watering hole on the corner of Arden Street and Coogee Bay Road, fronting the beach, has been approved to have the current building refurbished, while an extension will see a shop-top housing development with 58 apartments, 11 retail premises, and an internal laneway from Coogee Bay Road.

The Sydney Eastern City Planning Panel granted a Deferred Commencement Consent, consent that will become operational once there has been a resolution of a noise management plan with Randwick City Council.&nbsp;

They've been given the go-ahead to develop the&nbsp;$435 million, 32-level mixed-use tower in the heart of Rhodes designed by Fender Katsilidis.

&nbsp;Builder developer <a href="/builders/aland">ALAND</a> will also bring much-needed housing to Western Sydney, including potential affordable apartments for key workers.

Cumberland City Council has given ALAND approval to begin work on Amber, the second stage of <a href="/buildings/amber-the-gladstone-village-stage-2-228-pitt-st-merrylands">The Gladstone Village</a>, a major component of its $800 million mixed-use development in <a href="/developments/merrylands-nsw-2160">Merrylands</a>.

Negotiations are ongoing to designate the entire 21-storey tower, consisting of 236 apartments, for affordable housing under the federal government's Housing Australia Future Fund (HAFF). If successful, these units will be offered at lower rental rates for essential workers, easing the housing crisis and supporting the local economy.

The go-to developer in&nbsp;<a href="/developments/wollongong-nsw-2500">Wollongong</a>&nbsp;has revealed Easterly, directly opposite WIN Stadium at 13 Crown Street, a short walk from the beach.

Easterly comprises 21 luxury two and three-bedroom apartments and three penthouses, all designed in collaboration with&nbsp;<a href="/architects/turner-studio">Turner Architects</a>.

The premium-grade retail space will showcase local talent, including top chefs, designers, and artisans while bringing some of Australia’s leading brands to the Byron Bay township.

JD Property Group Managing Director and third-generation local, Jason Dunn, said the precinct aims to spotlight what makes Byron Bay uniquely special.

It was Sydney's most iconic beach however that grabbed the biggest headlines in the off the plan apartment space in May.

Longstanding and respected Newcastle builder developer, GWH, is giving buyers more bang for their buck compared to any other apartment project in Newcastle.

The <a href="/developers/gwh">iCIRT-rated developer</a> is offering floorplans some 20 per cent larger than others on the local market at their under-construction tower ONE Apartments, located in the heart of the <a href="/developments/newcastle-west-nsw-2302">Newcastle West</a> on National Park Street, on the doorstep of Marketown and the Newcastle Interchange.

The 22 and 19-level buildings designed by&nbsp;<a href="/architects/marchese-partners">Marchese Partners</a>, connected by a four-level podium that will home commercial space, will comprise 193 one, two and three-bedroom apartments.

Over 50 per cent of the apartments have already been snapped up, with construction well on track for a late 2025 completion. Nearly all of the one-bedroom apartments are accounted for.

ONE Apartments to offer Newcastle's largest new apartments

No single developer has contributed to the apartment market in Bondi Junction more than local developer Stargate Property Group.

Having completed five towers in the Eastern Suburbs shopping hub and currently developing their sixth, Stargate, led by Igal and Elia Leis, has filed for its seventh.

They're staying on Oxford Street, where they're currently developing The Centennial Collection and have completed several other buildings. They've submitted $80 million plans for <a href="https://www.apartments.com.au/new-apartments/signature-362-384-oxford-street-bondi-junction-nsw-2022">Signature</a>, two towers at 362-384 Oxford Street, an amalgamated site on the corner of Oxford and Newland Street.

Stargate secured three of the shops for $8.75 million in 2016 and was set to submit a development application for a smaller project before the opportunity arose to secure the three adjoining shops in 2021. They paid $15 million to expand their holding to 1,553 sqm which suited a larger tower.

They are having to keep three of the shopfronts, as they have heritage significance. Architecture firm SJB, who has also designed The Centennial Collection, has incorporated the shopfronts into the designs for the street level. The other three shops have been demolished and will be replaced with a striking curved entry to the building, as well as more retail spaces.

The development application is State Significant, so it goes through the NSW Planning Panel.

The new 15-level project will have 111 apartments, a mix of 48 one-bed, 52 two-bed, and 11 three-bedroom apartments. The building will be split into two sections, connected by an internal bridge. There will be a communal rooftop with resident amenity, as well as commercial spaces on the first two levels.

The builder-developer has already cleared the site, aside from the heritage shops, and has started excavating for the six levels of basement that will have parking for 119 vehicles. They're approaching bottoming out the basement just 400 metres away at The Centennial Collection which is on track for completion late next year.

The Department of Planning, Housing and Infrastructure (DPHI) has gazetted an amendment to the <a href="/developments/woollahra-nsw-2025">Woollahra</a> Local Environmental Plan (LEP) 2014, allowing the planning proposal at 136-148 New South Head Road, <a href="/developments/edgecliff-nsw-2027">Edgecliff</a> to proceed with increased density.

The amendment raises the height limit from 14 metres to 46 metres at the 1,748 sqm mixed-use site located three kilometres from the CBD and&nbsp;opposite the Edgecliff Centre and Edgecliff Station.

<a href="/architects/group-gsa">GroupGSA</a> delivered the planning proposal for the development dubbed One Darling Point, which is currently for sale through CBRE and Colliers. International development company,&nbsp;<a href="/developers/anka-property-group">Anka Property Group</a>,&nbsp;directed by Andrew and Vera Boyarsky, are the vendors.

GroupGSA urban design principal Jenna Keyes said the site’s significant location, situated directly across from Edgecliff Station and bus interchange, will contribute to the NSW Government’s aspiration for Sydney to be a 30-minute city.&nbsp;

“Appropriate development of this site presents an opportunity to maximise the benefits of active and efficient transport for more residents and support the newly released housing targets from the NSW Government,” Keyes said.&nbsp;

The New South Head Road corridor provides essential access to transport and services and a significant catchment area including <a href="/developments/darling-point-nsw-2027">Darling Point</a> Peninsula, <a href="/developments/paddington-nsw-2021">Paddington</a>, <a href="/developments/double-bay-nsw-2028">Double Bay</a> and <a href="/developments/rushcutters-bay-nsw-2011">Rushcutters Bay</a>.&nbsp;

Keyes said the rezoning will support future renewal objectives set out in the Greater Sydney Region Plan, including providing an appropriate location for additional housing, fostering growth to meet the community's needs for goods and services, and enhancing the area's roles in recreation, culture, arts, and community hubs.

GroupGSA developed a concept design for the site to align with the client’s and Woollahra Council’s vision of delivering the highest standard of architectural and urban design within the rejuvenated urban corridor and revitalised core.

GroupGSA Architecture principal Alister Eden said the site, positioned at the prominent intersection of New South Head and Darling Point Roads, presented “an opportunity to create a gateway building and new focal point” in the transformation of Edgecliff.

“The design is a direct nod to the retained art deco former bank building, and adjacent buildings of a similar architectural style,” Eden said. “The concept was conceived to work in harmony with the existing urban condition, while also delivering a contemporary response to this changing environment.&nbsp;

“An activated public interface on the ground plane is designed to enhance the pedestrian experience of the centre, within what is currently a very vehicle-centric environment. This will improve the social and economic conditions of Edgecliff as a whole, aligning with the future development that is anticipated across adjacent sites.”

In July 2022, Woollahra Council refused the proposal, prompting Anka to call for a rezoning review. Following the success of that outcome, the NSW Department of Planning announced a gateway determination in March of this year.

Council backflipped on its decision by supporting the plans in February 2024, following public submissions which saw 63 per cent of residents in favour of the high-rise development.

New Edgecliff gateway development expected after height limit triples

Popular watering hole the Northbridge Hotel, and the adjoining commercial precinct Northbridge Village, are set to make way for a new mixed-use retail and apartment building.

SJD, who is well known in Sydney's east for developing the luxury apartment project 1788, has filed plans with Willoughby Council for a new $45 million development comprising 24 apartments above street-level retail at 57-69 Strathallen Avenue, just off Sailors Bay Road and not far from Northbridge Plaza.

Bates Smart has designed the five-level building which has a mix of just three and four-bedroom apartments. Two EV charging bays will feature in the two-level basement that will cater for 51 cars for both residential and retail use.

There's been little in the way of off the plan activity in Northbridge in recent years. There had previously been plans for Escarp, across the road at 46 Strathallen Avenue, however they failed to eventuate.

The only recent project to launch locally was with WINIM, who in October last year launched&nbsp;Flō, just seven townhomes and five apartments opposite Northbridge Shore Playing Fields and just a few hundred metres down the road from Northbridge Plaza and the popular Warners Park.
