For most new apartment buildings, the Owners Corporation starts life with little more than a bank account and the first quarterly strata levies.

The building underwent an 18-month remediation program, during which around $4 million of that bond was spent bringing the building up to the standard it should have been in from the outset.

In a twist few would have predicted, what began as a significant concern for purchasers has left the building with something almost unheard of in the apartment market: a multi-million-dollar financial reserve from day one.

While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Lendlease has secured $2 billion in apartment sales across its two luxury towers at One Sydney Harbour in the Barangaroo harbourside precinct.

Ben Christie, head of residential at Lendlease, advised 90 per cent of the buyers were Australian.

The buyers have been mostly from Sydney, with a mix of downsizers, singles and families.

Lendlease says prices in the Residences Two, a 68-level tower, start with one-bedroom apartment at $2 million plus.

Two bedrooms are priced from $3.5 million.

The three bedrooms start at $5 million and upwards of $12 million with the best Opera House and Sydney Harbour Bridges views.

The Australian Financial Review reported Residences One, was now 85 per cent sold.

Five reasons why Mirvac's Pavilions should be on a buyer's shortlist

Expat buying at the top end of the market are leading the way of the changing market.

That&#39;s the view of Colliers Residential director Peter Kerras, who says across Australian media you could say we have a strong fascination with the Australian housing market &ndash; however it doesn&rsquo;t seem to be the case when he speaks to expats.

&quot;A lot of expats who are living in Hong Kong, Singapore, Shanghai, and London to a lesser degree, have no issue with apartment living, because they&#39;ve been doing it for a number of years,&quot; Kerras says, adding that it&#39;s around 80 per cent of expats now buying at the top level.

Kerras, who has been selling apartments across Sydney for over three decades, says for some time we have seen overseas purchaser numbers reduce.

&quot;Previously across our projects we saw a lot of offshore buyers with many based in China,&quot; Kerras says.

&quot;Currently however we are seeing more expats wanting to return to Australia and are actively buying off-the-plan&rdquo;, Kerras noted.

The current strength has been seen far and wide across Sydney&#39;s main prestige areas, from the&nbsp;Upper&nbsp;North&nbsp;Shore to the likes of Vaucluse and Double Bay in the east.

There&#39;s only one apartment remaining in the boutique block designed by PBD Architects.

Kerras says developments now have to cater for a different need.

&quot;Larger developments with more investor focused apartments were the norm for a time, however now the pendulum has swung the other way and we are seeing the downsizers buying larger units or amalgamating apartments.&quot;

Kerras noted the further driver of the downsizer demographic, who are now getting a lot more for their houses as Sydney house prices continue to reach record highs.

&quot;There aren&#39;t too many options for a house-sized apartment at that top end&quot;, Kerras said. He&#39;s been seeing more amalgamations of apartment in yet to be complete developments.

Kerras recently sold two amalgamated apartments in The Bond in Bond Junction to an Australian expat doctor living in Hong Kong.

The Koichi Takada-designed development by Capital Corporation will have 80 apartments and a rooftop cinema by its mid-2023 completion.

The expat had initially been seeking a house in Vaucluse, however the additional cost&nbsp;of land tax in the premium harbourside suburb and a weaker rental yield led the buyer to secure two apartments in The Bond.

There&#39;s also been&nbsp;amalgamations at Northview, a boutique project in St&nbsp;Leonards&nbsp;located in Chandos Street&nbsp;which has nearly sold out.

There were only two one bedders, which were bought together and amalgamated to make a 170 sqm apartment. There was another amalgamation, which saw the total number of apartments downgraded from 12 to 10, well before construction even started.

Prices started from $2.25 million and went up to $3.45 million, selling at around $20,000 per sqm.

Kerras says investors are very different from what they used to be.

&quot;The yield of a property was the number one criteria for investors, however that has now completely changed.

&quot;In the prestige area, it&#39;s more about&nbsp;a quality product, from a quality developer with longevity that they can pass on to their&nbsp;children.&quot;

&quot;They&nbsp;are&nbsp;happy to get a yield of around&nbsp;2&nbsp;to 2.25 per cent a year return and put&nbsp;approximately&nbsp;30 to 40 per cent&nbsp;deposit&nbsp;down on the apartment as a safer place to&nbsp;spend&nbsp;their money,&nbsp;as banks in some countries are charging you to keep&nbsp;money in the bank.&quot;

The sale has set a new suburb record for the northern beaches suburb. 
 
The 230sqm property, located at 50&ndash;52 Golf Avenue Mona Vale, is in IPM&rsquo;s luxury Iluka development.

It is three bedrooms, three bathrooms with 190 sqm internal space and 40 sqm external.

It is a full-floor residence offering views over Mona Vale Beach and Golf Club on its Q3, 2022 scheduled completion.

&ldquo;We are experiencing strong interest from both the existing local buyers who are doubling down on the suburb after selling the family home, as well as a growing contingent of buyers from Sydney and Melbourne who are looking to relocate and enjoy a more relaxed coastal lifestyle,&rdquo; he said.

There were just the three bidders at the Cooley auction room for the former Energy Australia substation site.

Two bidders completed over the course of the last $1 million for the offering at 3-5 The Avenue, Rose Bay.

It sold to the opening bidder who offered $5.4 million for the decommissioned substation set within moments of village shops, cafes, Harris Farm Markets and Parisis Food Hall.

Two apartments in developer Garry Rothwell’s Winten Group were sold last week.

The first sale was when the pharmaceutical entreprenuer David Duchen sold his three bedroom Potts Point sub-penthouse for $7.05 million at 22/22 Wylde Street following the death of his wife, Brenda Duchen last year.

Duchen’s adjoining three bedroom investment apartment then sold for about $4 million, used by nursing care staff having previously been a $1800 a week rental.

The two apartments were developed by Garry Rothwell’s Winten Group costing $2.65 million in 2001 and then the second for $2.75 million in 2009.

Their son Steve Duchen purchased the nearby Omnia penthouse and a studio two years ago for $15.7 million.

It is an eight-storey, 40-apartment seniors living development currently being built at 2 Greenwich Rd.&nbsp;

The project is being developed by the Alceon Group in partnership with NGS Super, which was established in 1988 as an industry super fund for people who work in education and community-focused organisations. Alceon is headed by Trevor Loewensohn and Phil Green.

Mirvac secured the weekend sellout of its new land release in Sydney&#39;s rural far south west.

The initial 28 lots at The Village Menangle near Campbelltown, were the first new land release by Mirvac for five years.

Set 56 kilometres from the CBD, the sales sat between $444,900 and $505,900.

The lots were sold on Saturday after buyers registered online last week.

The registrations were capped at 125 but went well beyond that, Toby Long, general manager residential development for Mirvac in NSW told The Australian Financial Review.

Noting the area was still mostly rural Long suggested it&rsquo;s &ldquo;almost like we were selling a feeling rather than property&rdquo;.

Mirvac has worked with Wollondilly Council to develop The Village design guidelines to help builders create homes that sit comfortably within the Heritage Conservation Area.

The NSW Government has prompted Macarthur as the major destination for retail, tertiary education and health services, with expansion of Macarthur Square, Campbelltown Hospital, Campbelltown Private Hospital, the University of Western Sydney and Campbelltown TAFE.

The Langston Tower&nbsp;will be flanked with two further towers, the 24 level The Central, as well as a 19-level tower yet to be named. The trio of towers will home 462 apartments which are expected to be completed by the end of 2021.

The Langston, located 100 metres from Epping Station, will also home a 2,750 sqm public plaza which adjoins a 2,100 sqm mixed-use retail precinct which will include a supermarker, cafes, restaurants and a number of retail tenances.

Cbus Property CEO Adrian Pozzo said the topping out, attended by Hutchinson Builders chairman Scott Hutchinson&nbsp;and City of Parramatta Lord Mayor Bob Dywer, marks an important step in the revitalization of the Epping Town Centre.

The event included the placement of a ceremonial magnolia tree atop Langston Tower to mark the occasion.

The Sydney developer Deicorp have topped out Highline, the first stage of their&nbsp;Greater Western Sydney project Westmead Rise.

Highline,&nbsp;inspired by&nbsp;New York&#39;s famous 1.45-mile-long elevated linear park The High Line, has been designed by the multi-award winning architects Turner Studio.

There will be 556 studio, one, two and three bedrooms across the five buildings. Residents are expected to move in by August.

There&#39;s been a strong uptake so far from staff from the local Westmead hospital, as well as those keen on the new transport infrastructure in construction neatby.

First home buyers have also shown interest, trying to get the foot on the ladder.&nbsp;

Deicorp&rsquo;s founder and managing director Fouad Deiri said Highline is&nbsp;the best-connected project ever built by Deicorp.

&ldquo;To be on the doorstep of the new Light Rail, the existing Westmead Train Station and the new Metro Station will ensure this project is hugely popular,&quot; Deiri said.

&quot;Combine this convenience with being right in the heart of the biggest medical, health and education precinct in Australia,&nbsp;and Highline will be sought after for years to come.&rdquo;

Turner Studio said Highline&nbsp;looks at providing a mix of architectural styles to the precinct allowing for a varied street scape.

&quot;The design of each building maximise views and outlook, to either the adjacent Lot 1 heritage building and associated lawns, the reserve between Lots 4 &amp; 5, and the substantial district views towards Parramatta CBD to the east and the Blue Mountains to the west,&quot; Turner Studio advise on their website.

The one bedroom apartments are priced from $545,000, two bedders from $690,000 and three bedroom apartments from $1,035,000.

Each will have kitchen featuring stone benchtops and will be kitted out with Smeg appliances.

Most apartments will have a study or a multi-purpose room.

Highline will feature resort-style&nbsp;facilities including a pool with sundecks and cabanas, barbecue and dining area and a function room.

The masterplanned Westmead Rise community will have 10 residential buildings when completed with over 900 apartments.&nbsp;
