For most new apartment buildings, the Owners Corporation starts life with little more than a bank account and the first quarterly strata levies.

When the development, originally known as Skyview and built by disgraced developer Top Place, came under scrutiny by then NSW Building Commissioner David Chandler, an $11 million remediation bond was negotiated to ensure any building defects could be fully rectified.

The building underwent an 18-month remediation program, during which around $4 million of that bond was spent bringing the building up to the standard it should have been in from the outset.

After extensive inspections, all active rectification orders have been lifted. What's more, around $7.2 million remains secured for the Owners Corporation for the next 15 years.

In a twist few would have predicted, what began as a significant concern for purchasers has left the building with something almost unheard of in the apartment market: a multi-million-dollar financial reserve from day one.

While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

When <a href="/architects/candalepas-associates">Candalepas Associates</a> were commissioned to lead the design for Sydney&#39;s new landmark project, <a href="/buildings/castle-residences-sydney-116-castlereagh-street-sydney">Castle Residences</a>, developer <a href="/developers/united-development-sydney" target="_blank">United Development Sydney</a> gave a simple yet challenging design brief: to create &quot;a work of art&quot;.

The award-winning Sydney-based firm led by Angelo Candalepas strived to achieve this by creating a series of spaces that evoke emotion, thought and discussion.&nbsp;

From the building&#39;s base, you can see cascading greenery &ndash; which Angelo refers to animatedly as a &quot;head of hair&quot;.

While the design team had plenty of creative freedom to explore imaginative ideas, the historical context of the area was taken into account to ensure the building seamlessly integrated within its surroundings.

Key landmarks that influenced the design were Porter House, St Georges Church, the Workers Club, the old Telstra Exchange and Lincoln House.

Construction looms at the luxury Riserva Cammeray as builder appointed

<html><body>The empty office space in Sydney’s CBD could be transformed into residential apartments, according to NSW’s chief economist Stephen Walters.

He's told Nine Entertainment that while the central business district would eventually it would never return to pre-COVID days.

“We are not coming back in 100 per cent five days a week and so the reality is the demand for office space is not going to be what it used to be,” Mr Walters said.

He acknowledged it would take changes to planning laws.

“It could be that those extra unused floors are sublet, or even turned into residential so you have retail on the bottom, offices in the middle and residents up top,” Mr Walters said.

“That is how they do it in other cities like Hong Kong and London.”

Walters referenced downtown Manhattan, which after September 11, 2001, was transformed from a financial district into a residential precinct.

Walters will chair the state government’s second CBD Summit this week.

It will be given a report on Transport NSW data showing the number of trips into the CBD jumped to 18 million in the first quarter of this year, which while down on the 30 million trips in the same quarter last year, was up on the 8 million trips between April and July when the lockdowns were at the peak of the pandemic.

The City of Sydney contributes around 20 per cent of the state’s GDP.

NSW Treasurer Dominic Perrottet affirmed to the Sydney Morning Herald the CBD needed to be more than a business-only district.

“The CBD won’t be the same in a post-pandemic world and we need a grand vision which is a 24-hour thriving metropolis that is befitting of Australia’s only truly global city.

“This will be mix of commercial and residential and will reflect the changing nature of work.”

New South Wales investors have been on red alert since the launch of Miles Residences on the Gold Coast&#39;s Kirra Beach late last year.

Miles Residences, the apartment component of the luxury $180 million redevelopment of the Kirra Beach Hotel, are offering investors strong yields in one of the most sought-after locations in the country at the moment, with many forecasting the demand to continue for years to come.

The development of 118 apartments, which will sit above the new pub pavilion, is being developed by the Peggy Flannery-led KTQ Group, who are behind the award-winning Elements of Byron.

The affordable entry point has Sydneysiders considering an investment bolthole intrastate, with the option of taking a holiday or moving to the area permanently upon retirement.

KTQ have calculated solid net rental yields for investors based on a 75 per cent occupancy rate, which doesn&#39;t account for higher demand and peak rates over summer, school holidays and in particular Christmas.

The Real Estate Institute of Queensland predicts the relaxation of border restrictions will make it even harder to find a rental property on the Gold Coast. In November, the vacancy rate was 1.6 percent. Vacancy rates are predicted to remain as tight in 2021.

And Mark Smith from PRDnationwide Burleigh Heads, reckons the Gold Coast is very attractive, especially for investors.

&quot;Even with our market gaining and theirs falling, we still have a long way to go before we reach the level of unaffordability experienced in Sydney and Melbourne.&rdquo;

The Sea Apartment collection of Miles Residences, facing the beach, start from $545,000, considerably below Sydney&#39;s median apartment price of $755,360.

The one bedroom Sea Apartment, with an occupancy rate of just under 75 per cent for a calendar year, will offer investor owners a return of 6.7 per cent.

Based on an average daily rate of $220, the 82 sqm apartment will yield $1,157 a week and over $60,000 a year.

With the same occupancy rate of 75 per cent, an investor would see a net return of over $39,000, a five per cent net return.&nbsp;

The two bedroom Sea apartments, with an internal area of 91 sqm and 33 sqm external, are priced from $795,000.

<h2>Stone Apartments</h2>

The larger Stone Apartments are forecast to see a net return of four per cent if a 75 per cent occupancy is achieved.

The two bedroom apartments with multi-purpose room, priced from $1.13 million, are set to command an average daily rate of $330, which would mean $1,736 a week and over $90,000 a year.

Why New South Wales investors are eyeing Kirra’s Miles Residences

<html><body>The extension of updated NSW’s short-term letting rules has been delayed.

The rules were proposed by Planning and Public Spaces Minister Rob Stokes to start from July.

They involved the extension of the 180-nights-a-year cap for unattended holiday lettings from within the greater Sydney area into regional and holiday hotspots.

The 180-day cap dated back to 2018, when the NSW government announced it would cap the use of Airbnb/Stayz-style lettings to control rental affordability and to give respite to neighbours from party homes.

The rule has applied only applied to greater Sydney, with regional councils initially set to impose their own caps.

The extension proposed in locations such as Newcastle, Bega, Dubbo and Ballina would see absentee landlords be allowed to rent out their homes for only up to 180 nights a year. 

The Byron Shire would face the restriction from 31 January 2022.

The rules will allow people living in an apartment or house to rent out a part of their home for 365 days a year.

After suggesting the new rules were “simple”, Stokes has announced that “in the interest of conciliation, and to give the policy the best chance to succeed, we’re happy to extend the date for implementation to November 1.” 

Stayz corporate affairs director Eacham Curry noted the NSW tourism industry was only starting to bounce back after a months dominated by COVID-19 and bushfires.

“The expansion of night caps to further regions is a blow to the tourist economy, and the NSW government should rethink their approach in the face of an uncertain outlook for tourism,” Curry said.

But Stokes said the industry should have been prepared for the implementation of the new rules.

“I maintain that the introduction of the policy should not come as a surprise, as we have been working with industry and councils on short-term rental accommodation since 2017.”</body></html>

The Newcastle developer GWH has seen a spike in sales of their Newcastle CBD development Sky Residences since the start of 2021.

GWH sales and marketing manager&nbsp;Matthew Waddell puts it down to an increase in investor activity in the region, which posted 3.6 per cent dwelling price growth&nbsp;in March, second only to Sydney in price growth of major regions across the country.

"For this current quarter (January to March), we have seen more sales than any period during the marketing of the project", Waddell says.

There's been a dramatic increase in enquiry from investors, more specifically from investors outside Newcastle, Waddell notes.&nbsp;

Sydney's cheapest weekend auction sees $407,000 Punchbowl apartment sale

Sales have launched at Grand Reve, the anticipated project in Sydney&#39;s Castle Hill.

The 196 apartment project by Kassis Homes has been in the pipeline for about seven years.

Around 200 people attended the ribbon cutting at the weekend, with the Hills Shire Council Mayor Dr Michelle Byre holding the scissors.

John McGrath, who founded McGrath back in the late 1980s, was in attendance at the event which was picked up by&nbsp;Channel Seven News.

Within seven or eight minutes of the news airing, McGrath&#39;s associate director Adam Sparkes said the new website registrations were in the double digits.

Sparkes says there&#39;s been significant interest from local downsizers from the neighbouring suburbs of Cherrybrook and West Pennant Hills, who are looking at selling their own home within the next 12 to 18 months in time for Grand Reve&#39;s completion.

There&#39;s also been upgrading young professionals, investors, and first home buyers who have already secured an apartment. One investor bought one of the three bedroom apartments as an investment, having had his own home built over a decade ago by&nbsp;Kassis Homes.

Sparkes sees investors taking a renewed interest in recent months, with the benefits of cash in bricks and mortar far outweighing cash in the bank given the expectancy interest rates will stay low for quite some time.

Entry level at Grand Reve starts at $560,000 for the three studios, each offering 40 sqm of internal space which is doubled by the walk-up garden and courtyard externally. There are around 30 different floor plates in total.

The one bedrooms range from 50 sqm to 64 sqm internally and start from $655,000.

The standard two bedroom apartments range between $835,000 to $975,000, with the larger two bedders which include a study across its 110 sqm of internal space, are priced from $1,145,000 to $1,295,000.&nbsp;

One of the bigger three bedroom apartments has already been snapped up for $1,695,000 by a downsizing couple who have lived in the area for decades. The three bedroom apartment features 136 sqm of internal space and 90 sqm of terraces.

McGrath founder John McGrath says Grand Reve&nbsp;is one of the most special projects McGrath ever had the pleasure and honour of being involved in.

&quot;I think firstly when you think of the location, I think Castle Hill is the address to be living in on east coast Australia right now&quot;, McGrath added.

Turner Studio&nbsp;designed Grand Reve in collaboration with Arcadia Landscape Designs.

&quot;We&#39;re really urbanising the concept of the backyard and integrating that in to an urban housing scheme that sits in a suburban context and therefore i think we&#39;re going to end up with a unique project and a unique product,&quot; Turner designed director Nick Turner says.
