For most new apartment buildings, the Owners Corporation starts life with little more than a bank account and the first quarterly strata levies.

It's an unusual legacy of what was once one of Sydney's highest-profile apartment remediation projects. When the development, originally known as Skyview and built by disgraced developer Top Place, came under scrutiny by then NSW Building Commissioner David Chandler, an $11 million remediation bond was negotiated to ensure any building defects could be fully rectified.

The building underwent an 18-month remediation program, during which around $4 million of that bond was spent bringing the building up to the standard it should have been in from the outset.

After extensive inspections, all active rectification orders have been lifted. What's more, around $7.2 million remains secured for the Owners Corporation for the next 15 years.

In a twist few would have predicted, what began as a significant concern for purchasers has left the building with something almost unheard of in the apartment market: a multi-million-dollar financial reserve from day one.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

The burgeoning Sydney apartment developer, Third.i, is taking on its first project in the affluent harbourside suburb of Potts Point, further expanding their $2.5 billion pipeline.

Fresh off the back of a launch weekend near sell-out of its high-end Lindfield mixed-use project, Balfour Place, Third.i has submitted plans to the City of Sydney council for a boutique development at 30A-34 Brougham Street, located in front of the popular restaurant, The Butler, on Victoria Street.

Third.i, alongside their joint venture partner Toohey Miller, who are teaming up again having previously developed the&nbsp;North Sydney commercial tower Warada on Walker together, are set to create a new part six, part seven-level residential building with just 14 apartments.

There will be a mix of one, two and three-bedroom apartments, with the top level apartments featuring deep terraces with extensive views.

WMK note in their design verification statement that the site itself is not identified as a heritage item but it is located within the Woolloomooloo Heritage Conservation area.

Third.i,&nbsp;founded by Luke Berry, Robert Huxley and&nbsp;Ron Dadd in 2005, are also currently developing the Dairy Farmers site in Newcastle in to two towers, one of which will be the tallest in the city.

Always aware of how they can innovate and improve their offering for the buyer, Third.i recently launch CoPosit, which allows potential buyers secure a&nbsp;property with just $10,000 in savings, with the remainder of the deposit paid over weekly instalments until the apartment is ready. The near 500 sqm in The Harrington Collection, the development in The Rocks by Golden Age Group and Hannas, has hit the market for $40 million.

The Harrington Collection consists of 58 premium apartments and terraces, as well as the 483 sqm penthouse, which spans two levels, gazing upon iconic views of the Sydney Harbour Bridge, the Opera House and Circular Quay.

A local developer&nbsp;has lodged plans for a $16 million residential development in the heart of Kensington.

The proposal outlines plans for a nine-storey building at 6-10 Bowral Street, with a contemporary style&nbsp;that uses solid concrete forms and curvature, to create an identifiable and unique architecture.

Comprising 44 apartments in total, the building will be made up of a selection of eight studio, seven one-bedroom, 15 two-bedroom, and 14 three-bedroom apartments, with two floors of basement car parking.

Designed by PBD Architects, the residences maximise natural light and cross flow ventilation where possible, with recessed balconies providing shade in the summer, as well as promoting thermal heat gain during the winter months.

A majority of the residences benefit from a northern aspect, while every residence features open-plan layouts, with bedrooms and bathrooms separate from the living areas and the kitchen.

Terraces and balconies stretch across the width of the apartments, giving all of the living areas and many of the rooms direct access to the outdoor open space.

The plans also outline a communal open space on level six, set to include a swimming pool, barbecue facilities and seating areas, surrounded by lush architectural landscaping.

The general architectural expression is relatively simple, presenting a series of three bays that are defined by indentations in the facade, with an upper and lower portion, distinguished by a three-metre setback and slight changes in form and materiality.

The lower levels are expressed with thick solid concrete walls, that make up the balustrade of the balconies behind, but curve around to form the soffit of the units below.

With planting growing over them these balcony forms create a solid podium presentation, providing not only privacy to those units from the public domain, but presenting a strong identifiable presence that tries to find balance between the brown masonry language of the architecture to the east and the contemporary commercial architecture dominating the new developments along Anzac Parade.

Horizontal score lines help give detail to these forms, and emphasise the horizontality of the design, grounding it to the street and giving it a more human scale. These bands continue to the side elevations and to the rear, providing a distinct language to the development.

The upper levels are characterised with thinner walls, with columns and a more modern grey colour, that use more slender elements to help reduce the bulk and also maximise views and sunlight, where privacy from the public domain is less of a concern.

Metal rod balustrades help maintain the curved detail, whilst providing a slender touch that creates a contrasting balance with horizontal lines of the lower balconies. The soffit is lined with a light timber finish, and with penetrations in the walls and vertical louvres, these units will have a greater feeling of lightness and openness.

&ldquo;The green wall that spans the eastern side, and the trellis on west create a recognisable feature that would be synonymous with the development,&rdquo; PBD noted in their design verification statement.

&ldquo;With the addition of public art features, like dynamic ceiling lights, sculptural art works and other potential lighting and planting, creates a unique thoroughfare that would provide an intriguing and pleasant passage through what could be a simple driveway. &ldquo;

&ldquo;The use of cobblestone flooring, not only helps slow traffic through the area, but provides an aesthetically pleasing finish that further grounds the building with a human scale, and enhances the experience,&rdquo; the architects added.

Located adjacent to the main commercial strip of Kensington, and less than 100-metres to to Kensington Light Rail Station, the site itself is an amalgamation of three separate lots, each containing a single storey brick house.

Sitting within the Local Centre area of Kensington, the Royal Randwick Racecourse is only a short distance to the west, while the University of NSW is to the south. Centennial and Moore Parks sit to the north of the site, with the Sydney CBD not too far beyond.

The primary arterial road of Anzac Parade is a short distance away, and houses various commercial, retail and mixed use buildings.

The Kensington area has seen ongoing growth and transition, with larger six to nine-storey mixed use developments being constructed along the commercial strip, replacing many of the two-storey shop-top housing that dominated the streetscape.

Much of this growth has spawned from Randwick City Council&#39;s urban strategy and the newest DCP dealing with the Kensington and Kingsford Town Centres, which is encouraging growth and more development in the area

&ldquo;Our proposal seeks to continue this trend and develop and building that will contribute to growth, aesthetic and identity of the future character of the area, whilst still being respectful of the existing and past structures,&rdquo; Dugandzic noted in the documents.

PBD Architects design new $16 million Kensington project 

North Sydney&rsquo;s latest luxury apartment project by developer&nbsp;Third.i and Phoenix Property Investors (PPI), has knocked over sales of 58 of its 59 apartments at its weekend launch, securing close to $100 million in sales in just three days amid scarce supply and increasing demand for larger living.

Only one apartment remains up for grabs as eager buyers pounced on the $102 million Balfour Place, following a flood of enquiries from the local market and over 300 appointments booked in during the VIP launch weekend.

After receiving over 1500 plus enquiries last month, the remaining apartments are projected to be snapped up quickly.

Landcom&rsquo;s huge Macarthur Gardens development, which has been on the cards since 2015, has had its plans revised by the developer of its first release of apartments in the South West Sydney masterplan.

The group implemented feedback from the community to update the project over the years, with changes including increasing the area of vegetation preserved to further protect ecologically sensitive bushland and the natural creek corridor, as well as increased walking paths and active spaces.

&ldquo;We have now updated our masterplan for Macarthur Gardens North and have lodged a new development application with the Campbelltown City Council,&rdquo; a Landcom spokesperson said.&nbsp;

Withdrawing previous development applications, including plans for 56 terraces, the new concept plan seeks a mixed-use high-density development that delivers a better outcome for both the community and the environment.

&ldquo;Macarthur Gardens North will provide new homes and open spaces, close to public transport, shops and educational facilities. A diverse range of housing types will accommodate the changing needs and demographics of the Macarthur region and provide more opportunity for households to buy their own home,&rdquo; said Landcom.

The 16 apartment blocks will be delivered in one of the most rapid-growing areas in New South Wales, with the developers acquiring a 18.3-hectare site at Goldsmith Avenue in Campbelltown, next to the new Macarthur metro station.&nbsp;

Around 53-kilometres southwest of the Sydney CBD, the project will comprise 1250 dwellings over nine-storeys, with a mix of studio, one, two and three-bedroom apartments, along with 2000 sqm of retail and commercial space.

Constructed in a cluster of four buildings, the residences will sit amongst community gardens and spaces, with links to surrounding amenity, increasing foot traffic in and around the development.

Landcom is also planning a new civic plaza, a central park and active play spaces as well as more than 13-hectares of open space, preserving Cumberland Plain Woodland, River Flat Eucalypt Forest and Bow Bowing Reserve.

Built along Bow Bowing Creek, Macarthur Gardens North links directly to the station and railway corridor, which runs east to west alongside the site, via a new arrival plaza and walkway.

Landcom also plans to incorporate transport initiatives through a regional east-west cycle network and various walking paths alongside Bow Bowing Creek, connecting with Gilchrist Oval and new sporting fields.

The arrival plaza and park alongside Macarthur station will link commuters to the precinct&#39;s key destinations including Western Sydney University, TAFE, MGN and Macarthur Heights, which are all to the north of the site.

In a continued effort to provide for the community, the master planned development has been designed and will be delivered as a 5 Star Green Star Community, with the group also set to dedicate five per cent of new homes at Macarthur Heights, a future neighbourhood within Macarthur Gardens North, to affordable housing.

Pending approvals, construction is slated for mid-2023, with sales to commence in 2024. &nbsp;
