For most new apartment buildings, the Owners Corporation starts life with little more than a bank account and the first quarterly strata levies.

It's an unusual legacy of what was once one of Sydney's highest-profile apartment remediation projects. When the development, originally known as Skyview and built by disgraced developer Top Place, came under scrutiny by then NSW Building Commissioner David Chandler, an $11 million remediation bond was negotiated to ensure any building defects could be fully rectified.

The building underwent an 18-month remediation program, during which around $4 million of that bond was spent bringing the building up to the standard it should have been in from the outset.

After extensive inspections, all active rectification orders have been lifted. What's more, around $7.2 million remains secured for the Owners Corporation for the next 15 years.

In a twist few would have predicted, what began as a significant concern for purchasers has left the building with something almost unheard of in the apartment market: a multi-million-dollar financial reserve from day one.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Buying a home is likely the biggest purchase one will make in their lifetime.

And while the off the plan property market is quickly tarnished in the media, the truth is less than one percent of developments across Australia will face extensive defects, and the chances of those coming from a reputable developer are slim to none.

But now prospective buyers will be able to buy with full confidence and transparency of who they are buying from. Data analytics house Equifax, backed by the NSW Government, have created an independent construction industry ratings tool, or iCIRT,&nbsp;a star rating outcome on a firm&rsquo;s capability and willingness to deliver reliable and trustworthy built assets.

Equifax do a full sweep of the developer or builder with a fine tooth comb, analyzing their&nbsp;full&nbsp;financial and development history,&nbsp;before they are given the accreditation.

Urban Property Group CEO Patrick Elias says it&#39;s great to have a list that allows consumers a way of verifying developers past just the marketing.

&quot;Unfortunately, the industry has been plagued with bad press from a few bad players which has concerned buyers. It is important for the development industry as a whole to give confidence back to consumers so that off the plan sales can start to gain momentum. Deicorp have developed and delivered over 8,000 apartments since 1999, and Rayner says they understand&nbsp;how important purchaser confidence is in the buying decision.

&quot;Anything that helps buyers have confidence in their choice is very positive,&quot; Rayner added.

Rayner says that already&nbsp;some buyers are looking for rated developers when buying off the plan.

&quot;Over time, it will commonplace for buyers to seek out developers who have achieved a positive rating.&quot;

Another who moved quickly was the North Sydney-based Made Property Group, who have been creating high-end, multi-residential developments across Sydney for over two decades.&nbsp;One of their most recent was Crenelle, the luxury Neutral Bay collection of just 11 house-sized apartments.

Made also applied for the iCIRT rating&nbsp;soon as the accreditation was available.

&quot;We always had every intention of seeking to gain a rating as we see it as the most important new initiative in our industry in a long time,&quot; Made&#39;s Managing Director Davin Finn said.

&quot;Whilst the assessment was rigorous, time-consuming and thorough, if you have all the information, systems and processes ingrained in your business already and the performance history in place, it is a reasonably simple process. If you don&rsquo;t however, there is no hiding.&quot;

Finn said consumers deserve to have a high level of confidence and trust in their decision to purchase an off the plan property.

&quot;Purchasing a home is most likely the single biggest purchase anyone makes in their lifetime and to make the decision to purchase off the plan from a glossy brochure or display suite can seem a real leap of faith and can often feel like a gamble. TOGA are currently working through the process. Their&nbsp;General Manager of Sales Anthony Falas says there will come a point in the future where people will only purchase off developers on the rating system, and everyone else will carry a risk having not been independently verified.

Dasco has been given a rating&nbsp;for its building arm, and is working through the process to get their developer status added. Platino Properties, who primarily develop in the lower north shore, also made the list.

Dasco&nbsp;General Manager, Martin Vaughan said the status&nbsp;is an important part of the group&#39;s future planning to be well-recognised not only by its industry peers, but also by the broader community.

&quot;DASCO has been an active participant in the industry since 1993. To be able to participate in the assessment process and be accredited by an independent body is important in maintaining our reputation for quality and security. To have been awarded a 4.5 Star rating is a significant achievement,&quot; he said.&nbsp;

The now national apartment developers,&nbsp;Sun Property Group, are heading back to Sydney’s Lower North Shore for their latest residential project, with plans submitted for a nearly 1600 sqm site in Mosman.

The group has previously developed in the area, with their award-winning central junction apartments, Ashton - which were named in honour of artist and teacher Julian Ashton – also in Mosman, along with projects across Cremorne, Lane Cove and Willoughby.

SPG’s latest acquisition at 64-66 Spit Road is the home of the old Mosman Post Office, which will be transformed into 34 luxury apartments, along with retail tenancy space.

From the start of 2023, first home buyers of either off the plan or established property in New South Wales will have the option to pay no stamp duty, under reforms by the NSW Premier Dominic Perrottet.

First home buyers will be able to choose between an upfront payment or a smaller annual property tax under reforms that will help make home ownership achievable for more NSW residents.

The First Home Buyer Choice is part of an integrated multi-billion dollar housing package announced in the 2022-23 NSW Budget to deliver quality, accessible and affordable housing across NSW.

Treasurer Matt Kean said the NSW Government had allocated $728.6 million over the next four years to help first home buyers get a foot on the property ladder.

&ldquo;We know that first home buyers are being forced to enter the property market later in life and this reform will make the property market more accessible for them,&rdquo; Mr Kean said.

&ldquo;It will mean more NSW residents will get into their first home at an earlier age and achieve the great Australian dream of home ownership.

&rdquo;For a NSW household with the median income that saves 15 per cent of their income, stamp duty adds about two years to the time required to save the up-front costs of the median NSW dwelling.

The property tax option will be available for properties for up to $1.5 million, helping a broader group to become first home buyers. Together with existing first home buyer initiatives, the Government will offer support to about 97 per cent of all first home buyers, or about 55,000 people per year.Under the new initiative, first home buyers who opt into the property tax will pay an annual property tax of $400 plus 0.3 per cent of the land value of the property.

Minister for Planning and Minister for Homes Anthony Roberts said the property tax option for first home buyers will help increase home ownership across NSW.

&ldquo;The NSW Government is also looking at initiatives to help boost housing supply by cutting planning assessment timeframes, co-funding enabling infrastructure and investing in new and improved social housing,&rdquo; Mr Roberts said.

Legislation to establish the property tax will be introduced during the second half of 2022 with eligible first home buyers able to apply to opt into the property tax from 16 January 2023. For contracts exchanged in the period between enactment of the legislation and 15 January 2023, eligible first home buyers will be able to opt-in from 16 January 2023 and receive a refund of stamp duty already paid.

From 16 January 2023, eligible first home buyers who opt into the First Home Buyer Choice will not pay stamp duty on their purchase. The property will not be locked into the scheme if it is sold.First home buyers will continue to be eligible to apply for full stamp duty exemption for properties up to $650,000. Stamp duty concessions remain in place for properties between $650,000 and $800,000.

The hunt for property&nbsp;can be a long, drawn out, and&nbsp;arduous process.

But for the downsizing Hills District local Lillian, it took just a month, a testament to the quality on offer at her soon to be new home, Castle Hill's Grand Reve.

Buyi​ng off the p​lan wasn't initially in Lillian's thought process when looking at purchasing her&nbsp;next property, but she said she was confident given the reputation that Kassis has for delivering high quality product previously.

"It’s very crucial to have a developer with an excellent reputation.

"There is a lot of trust and calculated risk in buying of​f the plan and a large apartment is a considerable investment of money," Lillian says, adding that she&nbsp;expects exceptional craftmanship and well thought out ergonomics, with quality appliances, both of which come in spades at Grand Reve.

Kassis, who has delivered a number of record breaking homes with superior finishes across his homebuilding career, went above and beyond on the appliances. Every apartment, from the studios to the three-bedroom apartments, are kitted out with Wolf appliances. The three-bedroom apartments have further SubZero appliances.

Lillian bought a three-bedroom apartment, and said the sunshine aspect and view from the apartment was an important feature for her.

She says Grand Reve ticked so many of her "fussy boxes."

"Grand Reve has quality, good design and size, and the location is excellent.

"Functionality and design are both important and foremost in my thoughts, being middle aged, well versed in life experiences, busy and ready for refinement and minimal fuss."

The&nbsp;estimated finish time of the project was also ideal for her.

Slated for completion in late 2023, Grand Reve is being billed as&nbsp;the most prestigious development ever offered in the Hills area. It comprises two towers – one 12 storeys and the other 16 storeys - with the project's&nbsp;design attracting owner-occupiers,&nbsp;downsizers, first home buyers and even a few investors.

Unique apartment living unveiled in Treehouse at Midtown MacPark  

The Justin Brown-led Abadeen Group, who specialise in high-end apartment developments predominantly on Sydney's Lower North Shore, have filed plans for another Neutral Bay development.

Following their recently launched Enso Neutral Bay, Abadeen will look to target the affluent downsizer again with their latest project at 7-11 Premier Street, near Forsythe Park.

They've had PBD Architects draw up plans for a part four-level, part&nbsp;five-level development with 18 apartments, broken down into 14 three-bedroom apartments and four-two bedroom apartments. The two penthouses feature full-width terraces and a separate study space.

In their design statement submitted to the local council, PBD said the built form will respond to the immediate environment, with open community space a focus in the design process.

"The articulation of the built form is designed to effectively reduce the scale of the height of the building perceived from Premier Street through the introduction of various setbacks, a selected natural material palette, horizontal pre-cast concrete band, as well as featured curved planters on balcony edges," the report noted.

"The interplay of curvaceous architectural form defines the spatial design, separating the building into two cores with a centralised passage into the entrance foyer.

"With a strategically layered façade, the design creates seven opportunities to maximise direct northern sunlight into the entrance space."

The upper-level penthouse apartments are crowned with a bronze-toned metal cladding to create a material contrast to the overall mass.

Abadeen have another project in Neutral Bay, Enso, a collection of just nine apartments designed by the renowned architect Koichi Takada.

There's a mix of one, two and three-bedroom apartments in the Grosvenor Street development.

Abadeen also had Takada design their newest Crows Nest project, Koyo.

Koyo, a Japanese terms which refers to the changing colours of the leaves in autumn, has been geared toward the owner-occupier, with its generously-sized living and outdoor areas.

Takada said he was inspired by the parks and the deciduous trees in the area.

"We really&nbsp;wanted to bring that external element of nature into the internal space", Takada said.

Abadeen also recently branched out to Queensland, where they've seen huge success in Palm Beach with their debut Gold Coast project,&nbsp;Villea.

Only three-bedroom apartment remain&nbsp;in the&nbsp;69-apartment tower at 26 Mawarra Street.

Justin Brown said Palm Beach&nbsp;is one of Australia’s premier beachfront locations.

“The location of the site is close to northern Palm Beach’s pristine beachfront precinct as well as Tallebudgera Creek and is located in an area where there are very few development opportunities for such a project.

“We know the market is running very strongly on the southern Gold Coast, in Palm Beach particularly, and&nbsp;believe the market is primed for this project."
