<p>An entity directed by HSN's Rafi Assouline and Rebel Property's Allen Linz has filed plans for an impressive new precinct in Woolloomooloo.</p>

<p>The major mixed-use development would transform a prominent William Street site into a new residential village anchored by affordable housing and a large public park.</p>

<p>The proposal, submitted as a State Significant Development Application, covers 164-172 and 174-194 William Street, a 6,398 sqm site between Forbes Street and Dowling Street on the southern edge of Woolloomooloo.</p>

<p>Designed by fjcstudio in collaboration with Bangawarra, Studio Bright and Tribe Studio Architects, the scheme would deliver 227 apartments across four residential buildings ranging in height up to 18 storeys, alongside retail space, public domain improvements and a new publicly accessible park.</p>

<p>It's another design scheme for Rebel, who took <a href="https://www.apartments.com.au/news/nsw/first-look-rebel-property-group-takes-woolloomooloo-precinct-to-nsw-government">concept plans to the NSW Gov late last year</a>.</p>

<p>The latest plans will be a mix of 167 build-to-sell apartments and 60 affordable apartments, with the affordable housing component representing 15 per cent of the project's gross floor area. The apartment mix includes 12 one-bedroom, 53 two-bedroom, 89 three-bedroom apartments and 13 penthouses, while the affordable housing component would comprise 42 one-bedroom and 18 two-bedroom apartments.</p>

<p>Rebel Property is seeking to take advantage of the NSW Government's infill affordable housing bonus provisions under the Housing SEPP, which provide additional floor space and height in exchange for the delivery of affordable housing for a minimum of 15 years. The planning pathway allows a 30 per cent increase in floor space ratio and building height where 15 per cent of the development is dedicated to affordable housing.</p>

<p>At the centre of the development is a 1,356 sqm sunlit public park designed to become a new community gathering space at the gateway to Woolloomooloo. The park would be complemented by a network of pedestrian laneways connecting William Street with the surrounding streets, improving permeability through what is currently a largely impermeable block.</p>

<p>The design team says the public domain has been heavily influenced by the site's topography and Aboriginal cultural heritage, drawing on the escarpments, gullies and landscape characteristics that historically defined the area before urbanisation. The landscape design has been developed in partnership with First Nations consultancy Bangawarra.</p>

<p>The project would be delivered across four separate buildings. The William Street East and William Street West buildings, designed by fjcstudio, would contain the majority of the apartments. Melbourne-based Studio Bright has designed the Forbes Street building, while Tribe Studio Architects is responsible for the Dowling Street building.</p>

<p>Rebel had secured approval for the concept plans late last year.</p>

<p>A locally heritage-listed furniture showroom on Water Street is set to become the centrepiece of a new mixed-use residential development as local developer&nbsp;<a href="https://www.apartments.com.au/developers/keylin-group">Keylin</a> seeks approval for <a href="https://www.apartments.com.au/new-apartments/lotus-on-water-street-290-water-street-fortitude-valley-qld-4006">Lotus on Water Street</a>, a 15-storey project on the Fortitude Valley side of Spring Hill.</p>

<p>The proposal spans 290 Water Street and 137-141 Warry Street, combining several properties into a 2,869 sqm site that sits between Fortitude Valley, Spring Hill and the rapidly evolving Victoria Park precinct. Keylin's plans would deliver 132 apartments alongside new retail, hospitality and commercial space, while retaining and repurposing the historic Brunswick Home Furnishers Showroom that fronts Water Street.</p>

<p>Designed by <a href="https://www.apartments.com.au/architects/jackson-teece">Jackson Teece</a>, Lotus on Water Street comprises a 12-storey residential tower rising above a three-storey podium and communal rooftop terrace. The development includes 76 apartments classified as multiple dwellings and a further 56 units proposed as short-term accommodation, designed to be flexibly used as either accommodation or permanent residences. The apartment mix comprises six one-bedroom, 54 two-bedroom and 16 three-bedroom homes.</p>

<p>Residents would have access to an extensive rooftop recreation level spanning more than 1,200 sqm of communal open space. Plans include a pool, gym, sauna, infrared sauna, yoga area, library, private dining room, barbecue facilities and landscaped entertainment spaces, making the rooftop the project's largest shared amenity offering.</p>

<p>At street level, the proposal focuses on the adaptive reuse of the heritage buildings along Water Street, where 518 sqm of retail and commercial space is planned across shop, office and food and drink outlet uses. A permeable residential lobby would be positioned between the retained heritage buildings, creating a pedestrian connection between the historic streetscape and the new tower behind.</p>

<p>The heritage retention strategy is central to the scheme. The development application notes that the Brunswick Home Furnishers Showroom and adjoining heritage buildings will remain, with only non-significant structures on the site earmarked for removal under a previously issued Heritage Exemption Certificate. Levels one and two of the new podium are recessed behind the heritage façades to maintain their prominence within the streetscape.</p>

<p>Jackson Teece has drawn inspiration from the site's manufacturing history when designing the podium. The planning documents state that the façade incorporates perforated metal screening that references the woven and rattan furniture historically produced on the site. Cascading and climbing plants are integrated throughout the podium to soften the building's presentation and screen parking levels behind. The landscape strategy also informs the project's name, Lotus on Water Street, drawing on the historic Spring Hollow waterholes that once ran through Spring Hill and the blue water lilies associated with Meeanjin, Brisbane's traditional name.</p>

<p>The proposal also incorporates the neighbouring property at 141 Warry Street, currently occupied by a healthcare service. The existing building would remain, with nine dedicated parking spaces allocated within the new development to support its ongoing operation. In total, Lotus on Water Street proposes 117 car spaces, including 110 resident spaces and seven visitor bays, alongside 100 bicycle spaces.</p>

<p>The site sits within the Spring Hill East Precinct of the Spring Hill Neighbourhood Plan and is positioned around 650 metres from both Fortitude Valley Station and Exhibition Station. It is also within walking distance of the King Street precinct, Royal Brisbane and Women's Hospital, Herston Quarter and Victoria Park, which is earmarked to become a major venue precinct ahead of the Brisbane 2032 Olympic and Paralympic Games.</p>

<p>Planning documents describe the location as a key gateway between Spring Hill and Fortitude Valley and highlight the area's increasing importance as new transport infrastructure and Olympic-related investment reshape Brisbane's inner north. The development team argues the project will contribute additional housing supply while activating a section of Water Street that has historically received less investment than other parts of the Valley.</p>

<p>Keylin has become increasingly active across Brisbane and southeast Queensland, assembling sites in strategic inner-city locations. They are currently selling and delivering <a href="https://www.apartments.com.au/new-apartments/oria-spring-hill-447-gregory-terrace-spring-hill-qld-4000">Oria Spring Hill</a>, just over 140 apartments due for completion in 2027.</p>

<p>Roseville is poised for a wave of new apartment development following the NSW Government's rezoning of land around Roseville Station under its Transport Oriented Development program.</p>

<p>The new planning controls have unlocked significant development potential within walking distance of the station, with a number of sites expected to be amalgamated and redeveloped in the coming years as developers seek to take advantage of the increased density allowances.</p>

<p>One of the more restrained developments in the precinct, and set among the first to be delivered having commenced well before the recent changes, is Hyecorp's Juliet. The boutique apartment project is already well under construction and remains on track to welcome residents by the end of the year, offering a markedly different proposition to many of the larger-scale developments now likely to emerge across the suburb.</p>

<p>Are mortgage holders set to get a reprieve from the RBA in 2026?</p>

<p>Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.</p>

<p>NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.</p>

<p>“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.</p>

<p>"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.</p>

<p>Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.</p>

<p>“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”</p>

<p>Dr Auld said inflation risks and labour market outcomes would be important to watch.</p>

<p>“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”</p>

<p>She said tighter financial conditions are expected to weigh on housing and activity.</p>

<p>“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”</p>


Mortgage relief? NAB forecasts RBA rate cut, not hike, after softer economic conditions

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>
</ul>

<p>While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.</p>

<p>The scheme is expected to commence in NSW in late 2025, as part of a national rollout.</p>

Off-the-plan property explained: What is stamp duty?

<p>Last week's article generated a lot of interest and several phone calls. It was about comparing the numbers on a larger development with a dual occupancy project. The main take out from the people I spoke to was that whilst it would be nice to be able to fund an eleven unit project, the reality is that a two unit project is much more achievable.</p>
<p>One call came from Ian who lives in Sydney. Ian explained his frustration at trying to buy land to build a duplex on in an outer suburb of Sydney. He told me that at one land release he'd been to, a bus load of people (who he described as 'foreigners') arrived and camped out to secure land to bank.  Land banking is the practice of holding land for future use or sale. It's usually done be land developers who may buy Greenfield sites and wait for rezoning or hold larger parcels of land to develop later. </p>
<p>I found his story amazing and it only confirmed that the Sydney market is crazy (like we didn't know that already!). I don't think it's fair that this kind of thing is going on. Ian asked about the typical cost of a dual occupancy project in the Newcastle area, where we are currently developing. There was a long pause on the phone after I told him it was around the $740,000 mark. That cost includes the land and construction of two, three bedroom, two bathroom single story villas including a Torrens title subdivision.  </p>
<p>"Ian, are you still there?" I thought the connection had dropped out. He said, "Yeah I'm still here, did you just say $740,000?". I confirmed that and he went onto tell me about a TWO bedroom apartment he'd looked at purchasing as brand new in Ryde in Sydney's north west priced at $915,000.  Now it was my turn to be silent. Wow. that is a lot of money for a two bedder.</p>
<p>Let's compare value for money here. On one hand we have two x three bedroom properties on separate Torrens title and on the other hand we have one x two bedroom apartment on a strata title. </p>
<p>The rent on the new two bedroom apartment in Ryde may be around  $600 per week. That's a gross yield of 3.4%.  The combined rent on the two x 3 three bedroom villas will be around $900 per week. That's a gross yield of 6.3%.  </p>
<p>The depreciation benefits on the Ryde apartment may be around $15,000 in year one using the Diminishing Method and the two villas in Newcastle will achieve around $22,000. </p>
<p>The Ryde investment will be negatively geared and the Newcastle investment should be cash-flow positive. This will depend on the owners taxable income. </p>
<p>Capital growth rates over the past three years are similar with Ryde at 20.2% and Newcastle at 23.2%. source RP Data.</p>
<p>But there is one very important difference between these two investments which makes one much more sense than the other. </p>
<p>Equity. </p>
<p>By building two dwellings and subdividing, we are creating a big chunk of equity through the development process. This is called the 'developer's margin'. This gives you a nice buffer that can stay in the project or can be drawn out after refinancing to use to continue on your investment journey. </p>

<div>The latest <a href="https://www.abs.gov.au/ausstats/abs@.nsf/mf/3401.0/" target="_blank">Overseas Arrivals and Departures</a> data for the month of June 2015 confirmed that population growth in Australia will be once again be slower in this calendar year.<br><br>As I argued a year ago, by the third quarter of 2014 it had become evident that the assumption reported widely in the media that the population of Australia would boom by around 2.4 million persons over the next six years was too high - much too high, in fact!<br><br><div class="separator"><a href="https://1.bp.blogspot.com/-ZK9-CCXjNWs/VcWS2tAESjI/AAAAAAAAXd0/LM0ux2QIp00/s1600/A1.jpg"><img src="https://1.bp.blogspot.com/-ZK9-CCXjNWs/VcWS2tAESjI/AAAAAAAAXd0/LM0ux2QIp00/s400/A1.jpg" width="400" height="65"></a></div>

<div>In the event population growth slowed considerably to be up by an estimated +330,200 in 2014, and population growth will be slower again in 2015.<br><br>Over the longer term we might indeed expect to see much stronger levels of population growth return for the reasons I have already explored, but for the foreseeable future lower population growth will be the new norm.<br><br>Let's take a look at the implications of the latest figures in three parts.<br><br>

<p><strong><span style="text-decoration: underline;">Part (i) - Slowing immigration nationally</span></strong><br><br></p>
<div>The number of long term arrivals into Australia has slowed further over the past year, and consequently net long term migration has pulled back to +292,000 on a rolling annual basis, sliding from a recent peak of more than +400,000.</div>
<div> </div>
<div>This suggests that population growth in 2015 will likely slow further perhaps to around +300,000 persons from +330,200 in 2014.</div>

<div class="separator">Meanwhile the number of permanent settler Brits has slowed to a mere trickle - just 470 settlers in June hailed from the United Kingdom, the lowest monthly figure across the full 25 years of available data.</div>

<div class="separator">Kiwi citizens can move freely between Australia and "home" and as such are theoretically far more sensitive to shifts in labour market conditions.</div>
<div class="separator"> </div>
<div class="separator">And while spare capacity in the labour market has being rising over the past three years in Australia, it had been tightening for some time in New Zealand.</div>
<div class="separator"> </div>
<div class="separator">With mining construction activity now slowing sharply in Australia - and Christchurch in New Zealand seeing a high volume of reconstruction activity - it is perhaps unsurprising that fewer New Zealanders are making the trans-Tasman trip on a permanent footing (although a record 1.27 million still came to Australian shores on a short-term basis over the past year).</div>

<div class="separator">On the other hand the number of settlers from countries such as China and India continues to slowly but surely break new heights.</div>

<div>There is a flip side to the softer pace of growth in Australia's economy, and that is that falling interest rates and a correspondingly weakening currency have encouraged the tourism sector to attract a record number of short term arrivals Down Under. </div>

<div>This year the rolling annual number of short term arrivals blasted past 7 million for the first time to a record 7.12 million in the 2015 financial year (denoted by the blue line below).</div>

<div>I holidayed on the Sunshine Coast myself in the past week, and it is quite evident that more Aussies are inclined to hang out in locations such as Noosa over the winter than has been the case in recent years.<br><br>After all, travelling overseas is not <em>quite</em> as much fun as when the dollar was at sky high levels just a few years ago!</div>

<div>Accordingly the ratio of short term departures to short term arrivals has steadily been trending down for the past two years.</div>

<div>A record 563,800 Americans have also enjoyed the dramatic shift in the exchange rate over the past year.</div>

<div class="separator">The full impact of the depreciation of Australia's currency has yet to flow through to this data and we will certainly now see further short visitor records broken in the year ahead.</div>
<p><strong><span style="text-decoration: underline;">Part (iii) - 3 implications of lower population growth</span></strong></p>
<p><span style="line-height: 1.3em;">So what are the impacts of slower population growth in Australia, which could continue for the foreseeable future? </span></p>
<div>There will be many impacts, of course, but here are just three of the most prominent observations.</div>
<div> </div>
<div>Firstly, and most obviously, slower population growth will equate to lower demand for goods and services, which in turn over time should result in <strong><span style="text-decoration: underline;">lower economic and employment growth.</span></strong><br><br>Over the next few years there will be a lower than expected requirement for investment in building offices, warehouses, housing, machinery, plant and equipment. </div>
<p><span style="line-height: 1.3em;">Secondly, with employment growth having tracked at an estimated 2.1% or 243,600 new jobs over the past year - which is considerably faster than the estimated rate of population growth of just 1.4 per cent - the Reserve Bank now </span><a href="https://www.rba.gov.au/publications/smp/2015/aug/html/index" target="_blank" style="line-height: 1.3em;">believes</a><span style="line-height: 1.3em;"> that the </span><strong style="line-height: 1.3em;"><span style="text-decoration: underline;">unemployment rate has likely peaked</span></strong><span style="line-height: 1.3em;"> for this cycle. </span></p>
<div>Previously it had been forecast that the unemployment rate would continue rising to around 6.5 per cent, but now the unemployment rate is seen as more likely to be falling again from 2017. The darker blue shaded areas represent the Reserve's 70 per cent confidence interval.</div>
<div> </div>

<div>However, there are many regions in Australia where unemployment is still elevated or rising, particularly in resources-influenced regions and in South Australia where the trend rate of unemployment has hit 7.9 per cent and rising.</div>

<div>Thirdly, with the mining investment supernova now set to implode in spectacular style, the strong rates of immigration which benefited the resources areas of regional Western Australia and regional Queensland have now ebbed away.</div>

Highly unlikely: that's not the way that commodity cycles typically tend to work.<br><br>The Reserve Bank's Commodity Index was once again smoked by another 5 per cent on a monthly average basis in SDR terms in July to be a punishing 20.2 per cent lower over the past year.<br><br>Ouch.<br><br>In Aussie dollar terms the decline has been a somewhat less dramatic 8.5 per cent year-on-year, but nevertheless Australia's terms of trade (TOT) remain well above their long run average (and TOT booms have historically tended to over-shoot on the downside too).</div>

<div>Note that it's not just iron ore and coal prices which have been hammered as demand from China and elsewhere has slowed in the face of a glut of supply.<br><br>Oil, aluminium, copper and gold have all hit half decade lows in recent times, while the price of silver has tracked little better.</div>

<br>Slightly bizarrely - given that coal prices are well below the project's notional break even point - the Adani Carmichael Mine is one possible exception to the accelerating decline in mining investment.<br><br>Some folk with the power to exert material influence evidently has the government's ear relating to this essentially unviable mega-project.<br><br>Generally speaking, however, mining production is ramping up, there is heavy downward pressure on commodity prices, and ever fewer material projects have been passing viability.</div>
<div>
<br>Going forward population growth in Australia will follow the employment growth, which has been heavily focused on Sydney and Melbourne, and to a somewhat lesser extent Brisbane and the Gold Coast.</div>
<div>
<br>Indeed, over the past year more than 80 per cent of employment growth has been found in New South Wales and Victoria, and overwhelmingly in Sydney and Melbourne. </div>
<div> </div>
<div>With the Western Australian economy slowing and net interstate migration going into reverse gear, population growth will is likely to be heavily focused on the three largest capital cities - a trend which will only be exacerbated by the nascent explosion in foreign students.<br><br>The Reserve Bank added its own outlook for the housing market in the latest SOMP:<br><br><em>"Supply constraints, particularly in Sydney, may limit the extent to which new dwelling investment can satisfy growing demand, which raises the possibility that housing prices will grow more quickly than forecast. </em><br><em><br></em><em>Also, housing prices outside Sydney and Melbourne are little changed over the past year or so and may not yet have responded fully to the very low levels of interest rates."</em>

Slower population growth implications for property investors: Pete Wargent

<div>Suffice to say that New South Wales (+4.6 per cent) and Victoria (+4.4 per cent) have been the retail trade linchpins over the year to June 2015.</div>
<br>This is a very notable result given that net exports (which have contributed significantly to GDP over the past year) will evidently not been doing so in the second quarter.<br><br>I looked at how Australia racked up a record trade deficit for the second quarter in a little more detail here.<br><br><strong><span style="text-decoration: underline;">The wrap</span></strong><br><div> </div>
<div>Overall this was a really good result for retail trade in the second quarter.</div>
<div> </div>
<div>And although the retail trade data is not necessarily representative of all household consumption this suggests that GDP for the second quarter will be held up by the strong capital city economies.</div>
<div> </div>
<div>Lately various surveys have hinted at gradually improving business conditions and confidence - and jobs growth has been strong over the past year at +233,600, particularly so in Sydney.</div>
<div> </div>
<div>On the other hand capital expenditure surveys have pointed towards very weak business investment.</div>
<div>
<br>In that context, it is important that household consumption continues to produce sound results.</div>
<div> </div>
<div>The other contributor to a surprisingly upbeat GDP print in the first quarter (ex-inventories) was that of new housing, with the dwelling construction boom expected to continue over the next couple of years.</div>

Housing construction helps retail remain robust: Pete Wargent

<p>If some people think a declining clearance rate is a solid key performance indicator for our real estate markets they are badly mistaken as research identifies that the markets remain 60 per cent private treaty and 40% public auction.</p>
<p>Clearance rates are in my opinion more a mood indicator as to consumer confidence levels and not much more, although some commentators would have you believing they are the be all and end all.</p>
<p>If we are to better understand the intricate machinations of what is happening in our demographic markets I would like to see the property portals thinking in greater detail. For example, when a property appears on the market there should be two colour codes one for owner occupier sales and the other for investor sales. These are two entirely different market demographics although they today are bundled together despite being two totally different markets.</p>
<p>As I mentioned last week there will be a number of markets to watch in 2016 plus of course tax reform which is now looking much more likely with the changing of prime minister and new ministers running new portfolios. That too means new dialogue where it was quite interesting to listen to Treasurer Scott Morrison who said “the deficit reflects a spending problem, not a revenue problem”. The previous Treasurer Joe Hockey kept telling us Australia has a revenue problem not a spending problem.</p>
<p>You can rule out any changes to negative gearing by Messrs. Turnbull and Morrison whom will be watching what happens with the investor market, especially should the off – the – plan market have a run of defaults which is highly likely. Already the banks are starting to aggressively pull back lending for new construction projects in Sydney and Melbourne as they see some difficult times ahead with sales completions for overseas investors.</p>
<p>This week the Baird Government announced that 35,000 new homes would be made available in Western Sydney which would be expected to sell very quickly to owner occupiers so these developments won’t have any trouble attaining finance from the banks as this is an entirely different market demographic. Sydney urgently needs to address the owner occupier markets and housing affordability although for those watching these markets it’s getting more difficult to understand.</p>
<p>The Australian Bureau of Statistics (ABS) announced this week that Sydney house prices have jumped by 21.5 per cent over the past year. The Sydney House Price Index (HPI) rose 9.8 per cent over the June quarter which just so happens to be the largest single increase since the ABS commenced the series back in 2002. Just imagine the clarity if the ABS could differentiate these increases between owner occupiers and investors when we know that the investors were the ones really driving these gains.</p>
<p>This is further explained by why the banks are cutting back lending on the new residential markets as many believe a large percentage of the foreign buyers who jumped all over the new releases in Sydney and Melbourne are having a change of heart. Such observations then allow intelligent commentaries where investment bank Morgan Stanley declared this week that the housing boom had peaked. What we are seeing at the moment is much tighter lending rules, a very strong likelihood that Sydney now has an oversupply of new apartments and migration rates are slowing.</p>
<p>When this happens we can expect to see the apartment sales slowing considerably and prices starting to significantly ease which is long overdue. The difference that must be noted is this time around prices may ease naturally as against crashing where today we need to remember we are looking at an entirely different market specific.</p>
<p>If the overseas investors withdraw from the new developments then the prices only in those individual developments would be affected. Although we then find ourselves back at mood indicators where consumer confidence would decline significantly which then flows onto property prices.</p>
<p>Having said that the overseas investors have been clearly the most dominant with the off – the – plan sales so there are still a very large number of local investors waiting to absorb whatever re – sales come onto the market. What we don’t know is how sympathetic they will be to the developers pricing where the previous sale price won’t be that relevant. The developers have already pocketed the 10 per cent deposit although depending on the number of defaults the new pricing could be down by 20 per cent plus given the hype is not there anymore.</p>
<p>There are two topics that will be intriguing in 2016 – coincidentally they both start with the letter “p”;  property and of course politics.</p>

Property markets brace for hysteria and usual faux pas: Robert Simeon

<p>Shallow research leads to misinformed real estate consumers and bad investment decisions. It’s important for investors to look beyond the veneer research published in mainstream media and dig a little deeper.</p>
<p>I’m alarmed at the number of consumers I encounter who think absorbing headlines and sound bytes constitutes research.</p>
<p>Their knowledge is paddling-pool shallow and they don’t know it. Their view of real estate markets is the one economists get from the 45<sup>th</sup> floor of a Martin Place office building. Australian property values rose 9.8% in the past year. Residential vacancies are 2.3%. First-home buyers can’t afford homes because the Sydney median is a million dollars.<span style="line-height: 1.3em;"> </span></p>
<p>Mainstream media gives you little more than generalised numbers. A single figure describes the entire market is a large capital city. It’s meaningless at best and dangerously misleading at worst.<span style="line-height: 1.3em;"> </span></p>
<p>The generalised number for Brisbane vacancies is around 2.5%. No worries. And a newspaper article recently quoted a “research report” claiming the city will run out of apartments to sell in five months. Other articles have said developers are making lots of off-the-plan sales. </p>
<p>Great, let’s buy an inner-city unit in Brisbane.</p>
<p>Looking a little deeper, all the inner-city suburbs of Brisbane have vacancies in the 4-5% range. And that’s before the new developments now under construction or being marketed off-the-plan are completed and dumped in the rental pool.</p>
<p>If you get a copy of the afore-mentioned “research report”, you find that the people marketing the apartments are the same people who wrote the report – and some very creative accounting has been used to come up with the very self-serving conclusions.</p>
<p>Hunt around a little more and you will find independent research showing that 90% of Brisbane inner-city units are being sold to investors, and most of them are distant investors. The new high-rise apartments are not being built to service local demand. </p>
<p>There’s also independent research indicating that the claims made by developers and marketers about pre-sales are largely false – or, at best, exaggerated.</p>
<p>The bottom line for buyers: it matters not whether every planned apartment in Brisbane gets sold. What matters is whether there’s rental demand for them. A market with empty apartments loses value dramatically. That’s why Surfers Paradise apartments are worth less than 10 years ago.</p>
<p>The veneer research numbers say buy a Brisbane unit. The deeper research says run away as fast as you can.</p>
<p>You can be forgiven for thinking not much is happening in Adelaide’s market. The latest generalised number says house prices have risen only 2.7% in the year to 30 June. Put that together with the vague impression you have about South Australia lacking population growth and economic vitality and you might conclude Adelaide’s not worthy of your attention.</p>
<p>The reality is quite different. There’s considerable momentum in the Adelaide residential market – it’s just that the single figure used to describe this market doesn’t reflect the rising sales activity.</p>
<p>Nor does it describe the many suburbs which have recorded double-digit rises in their median house prices in the past 12 months.</p>
<p>There are suburbs right across the metropolitan area, and across all price spectrums, which have recorded growth ranging from 10% to 18%.</p>
<p>Many of the locations with the strongest growth are middle-market areas, suburbs with median prices in in $500,000s, $600,000s and $700,000s – among them Glenelg East (up 17%), West Lakes (up 14%) and Cumberland Park (up 15%).<span style="line-height: 1.3em;"> </span></p>
<p>Among the best has been Cheltenham, where the median price has increased 21.5% to $540,000. It’s part of the municipality of Charles Sturt in the middle-market western suburbs of Adelaide.</p>
<p>The Charles Sturt LGA is the leading precinct of Adelaide in terms of the number of suburbs with rising sales activity – indeed, it’s currently one of the best in Australia.</p>
<p>But if you simply glanced at the generalised price growth figure for Adelaide overall, and dismissed its prospects, you would never know there’s an outstanding growth market hidden beneath the figures.</p>

Shallow research leads to misinformed real estate consumers: Terry Ryder

<div>Last week the ABS Job Vacancies series recorded New South Wales vacancies at an all-time high driven by positions in the services sector, which bodes well for Sydney employment growth.<br><br>Indeed, Sydney's economic dials have all been switched to hot for a long time now. </div>

<div>ANZ released its job advertisements dat<a href="https://www.media.anz.com/phoenix.zhtml?c=248677&amp;p=irol-jobad&amp;nyo=0" target="_blank">a</a> for September which showed a seasonally adjusted +3.9% jump following on from a +1.3% lift in August. </div>
<div> </div>
<div>This was the strongest monthly gain in 15 months and the trend estimate has now been rising since November 2013.</div>

Job ads biggest jump in 15 months: Pete Wargent

<p class="Body">Part of the message in this week’s release of price statistics in Perth was an oversupply of properties in the market.</p>
<p class="Body">It’s a theme that will recur increasingly in major markets around Australia: contrary to the vested-interest message from the developer lobby, the biggest issue facing real estate is not shortages but surpluses.</p>
<p class="Body">In Perth, according to the Real Estate Institute of Western Australia, the growing numbers of homes available for sale has tipped the market into significant oversupply. As a consequence, prices are falling.</p>
<p class="Body">Part of Perth’s issue is too many new apartments in the market. The CBD, West Perth and East Perth unit markets all have vacancies of 7.5% or higher and there is massive new supply in the pipeline. The number of apartments to be completed in Perth’s inner suburbs this year is 52% higher than the previous record year – at a time when demand is declining.</p>
<p class="Body">This issue will be repeated in other major cities around Australia: rising numbers of properties for sale, in excess of the number of buyers, exacerbated by the insane resolve of developers to keep building mega apartment towers.</p>
<p class="Body">The Perth inner-city apartment market features strongly in the new edition of the <em>No Go Zones</em> report I published this week.</p>
<p class="Body">The oversupplied unit market problem is one of two core issues at the heart of this report. The other is resources-related locations where developers built too many new dwellings, unaware that most of the new workers coming into their areas would be FIFO personnel staying in temporary workers camps.</p>
<p class="Body">Perth is not alone in having high inner-city vacancies set to get worse as new projects are completed. Melbourne and Brisbane also have too many empty apartments but are building more – far too many. The Gold Coast, which can’t seem to shake its boom-bust addiction, is hurtling towards its next catastrophic oversupply.</p>
<p class="Body">A recent report purporting to be credible research claimed that Brisbane would run out of apartments to sell within five months. This conclusion, which had property professionals chuckling all over Brisbane, was generated through creative accounting by an entity that makes its living selling inner-city apartments.</p>
<p class="Body">The reality is that the Brisbane CBD vacancy rate is already 5% and will get considerably worse as the new high-rise developments are completed. Surrounding suburbs are in similar situations. As I have reported previously in this column, only 10% of buyers in this market are home-buyers and most of the investors who make up the other 90% are distant investors. This is a clear signal to steer clear of this market.</p>
<p class="Body">Sydney’s inner-city apartment does not have any oversupply issues – not yet. But it’s headed down the same slippery path as Perth, Melbourne and Brisbane. The number of apartments to be completed across the Sydney metropolitan area over the next three years is double the historical average rate of construction.</p>
<p class="Body">The developer lobby’s claims of shortages will begin to look silly over the next couple of years as vacancies rise and values decline. The record rate of construction of new apartments is coinciding with the end of the Sydney property boom.</p>
<p class="Body">Properties listed for sale are rising fast as sales rates and auction clearance rates fade.</p>
<p class="Body">Developers are banking on being able to sell their stock in Asia. The recent marketing launch of a Melbourne project of 140 units was typical: the project was launched simultaneously to buyers in Beijing, Shanghai, Kuala Lumpur, Sabah and Singapore – with no attempt to sell any apartments to local buyers.</p>
<p>Like most of the major unit projects under way in Melbourne – and elsewhere - they’re not being built to meet local demand. They’re being targeted on Asian investors.<span style="line-height: 1.3em;"> </span></p>
<p>The outcome will be the city’s greatest ever over-supply, with double-digit vacancy rates. Other analysts, like BIS Shrapnel, have made similar predictions. Paul Nugent of Wakelin Property Advisory has said: “Get out as soon as possible [otherwise] it will take 10 to 15 years before you get your money back.”</p>
<p>This is why Melbourne’s inner-city unit market is part of the No Go Zones report – which lists the ten markets across Australia that investors must avoid.</p>
<p>History has shown that the one factor that can collapse property values in Australia is oversupply – and that’s where the locations listed in this report are heading.</p>

Part of Perth’s issue is too many new apartments: Terry Ryder

<p><span>The biggest challenge facing the Sydney residential property market is successfully calling the market accurately as against some who pluck figures out of the air with astonishing aplomb.</span></p>
<p><span>My preferred guide is the Australian Bureau of Statistics (ABS) capital city indexes for Established Houses which is released on a quarterly basis – it’s all about measuring price movements over time.</span></p>
<p><span>So I struggle when I see BIS Shrapnel noting that Sydney house prices have soared 45% since 2009 although I remain somewhat confused as we need to add further perspective by taking into account that house prices fell approximately 20 to 30% during the Global Financial Crisis (GFC). When we average out the fall in prices at say 25% then factor the recent run on the market prices then they have in real terms only climbed 20% which is a different story to the reported 45%.</span></p>
<p><span>Over this same period we have seen the emergence of an entirely new market namely the investment market which has been the stand – out performer, although it has very little to do with the established house prices. I’m sure if one looks hard enough you can find data that identifies Sydney house prices have jumped 45% although I don’t believe this is an accurate assessment – more a market price manipulation.</span></p>
<p><span>If we go back a decade for Sydney house prices we see most interesting market price machinations – from the September quarter 2004 through to June 2006 (eight quarters) the Established Houses in Sydney were in negative growth at around -5% per quarter. From September 2006 until June 2008 Sydney went into positive growth mode although not exceeding +10% growth with a quarter average of around 5% – then the GFC hit. From September 2008 through to June 2009 Sydney was back in negative growth with negative growth quarters of 6 and 7% the highest reported. Then in September 2009 until December 2010 house prices went back into positive growth where in March 2010 price growth peaked at 19%. Then in June 2011 through to June 2012 prices fell back into negative growth although not alarming with five quarters of bouncing from -1% to -3%. Then in September 2012 until June 2015 Sydney has been experiencing its bull run which has now extended to twelve consecutive quarters with the June quarter posting the highest quarterly growth of 21% – the previous high was 17% in September 2014. I might add that the month of September seems to be a catalyst month in property price movements both positive and negative.</span></p>
<p><span>We also need to recognise that in the December quarter of 2008 the Rudd Government moved the off – the – plan sales for new developments from 50% to 100%, so this has been a significant driver in the investor property market. Sydney has added approximately 20,000 new apartment developments which is unprecedented by modern day property data and this has been strongly assisted by the record low cash rate of 2% that will probably go lower in 2016.</span></p>
<p><span>The big question that remains for the best part unanswered is just how many of the new 20,000 apartments will have their purchasers default as APRA has increased the loan value ratios and the much speculated Asian buyer defaults given the massive correction in the Chinese stock market. It’s no secret that many banks and developers have these developments on a red alert for these most obvious reasons.</span></p>
<p><span>Having said that we need to clearly identify that these are investors and should not be compared to the traditional housing market. The off – the – plan prices in Sydney apartment blocks has gone off the Richter scale so if there is a price correction there this would then have minimal effect on the established home prices although it would slow the market down as a result.</span></p>
<p><span>We just need to balance the debate – over the past 44 quarters for the percentage change in median values for established houses in Sydney 17 quarters have been in negative growth and 27 quarters in positive growth. We also need to look at the cash rate which was 3.00% in April 2013 and fell to 2.75% in May 2013 and has been stuck on 2.00% since May 2015.</span></p>
<p><span>The United States has been sitting on their record low cash rate for a decade now so it appears that record low cash rates is the new norm in global economies.</span></p>
<p><span>There is no need to panic about property prices for the established homes although the investor market will make for fascinating viewing over the next few years.</span></p>
<p><span>I also can’t recall ever seeing the established house market with record low numbers of properties on the market either.</span></p>

How to manipulate property market machinations: Robert Simeon

<p><span>Given it was such a quiet week for auctions last week, it was unsurprising to see volumes increase substantially this week, with 2,903 held across the combined capital cities.</span></p>
<p><span> The preliminary clearance rate was 72.0% this week across a total of 2,178 reported auction results, up from a final clearance rate of 68.2% last week across just 865 auctions. At the same time last year, 67.8% of auctions cleared and a total of 2,408 capital city auctions were held.</span></p>

<p><strong>Melbourne</strong><span> was the strongest performer this week, with 74.1% of reported auctions recording a successful result. There were 1,358 Melbourne auctions scheduled, with 1,169 results reported so far. Last week, Melbourne’s final auction clearance rate was 73.1%, while one year ago it was 70%. The busiest sub-region across Melbourne for auctions this week was the Inner region, with 259 held. So far 228 results have been reported with a preliminary clearance of 75.8%. In terms of clearance rate, the top performer this week was the South East at 79.1% (148 auction results).</span></p>

<p><strong>Sydney</strong><span> hosted 1,141 auctions this week and preliminary results show that 72.8% cleared. Last week, Sydney’s clearance rate just dipped below the 70% mark, at 69.9% when auction volumes were lower (583). Relative to last year, this week’s result is stronger, given last year 918 auctions were held and the clearance rate was 71.9%. This week, 3 Sydney regions were significantly stronger than others, with Northern Beaches (88%), Eastern Suburbs (85.5%), and City and Inner South (81.9%) the top performers. On the other end of the scale, Central Coast’s clearance rate was 41.7%.</span></p>

<p><span>Across </span><strong>Brisbane</strong><span> 178 auctions were held this week, up from 113 last week and 167 one year ago. Preliminary results show that Brisbane’s clearance rate increased slightly, from 59.1% last week to 59.4 per cent this week. In comparison to last year, current activity is stronger (48.8%). Further south, 71 of the 100 </span><strong>Gold</strong><span> </span><strong>Coast</strong><span> auction results have been reported and the clearance rate so far is 50.7%</span><span style="line-height: 1.3em;">.</span></p>

Adelaide’s preliminary clearance rate of 74.0% is higher than last week (67.7%) and also higher than it was over the same week last year (55.8%).</span></p>

<p>There were 31 <strong>Perth</strong> auctions this week, compared to 10 last week and 25 one year ago. Perth’s preliminary clearance rate is 41.2%, compared to 44.4% last week and 52.6% one year ago.</p>
<p><strong>Canberra’s</strong> clearance rate was 63.6 per cent this week across 64 auctions. Last week the city saw 63.2% of auction sell, while one year ago the clearance rate was significantly lower at 52.6%.</p>
<p>2 <strong>Tasmanian</strong> auctions have been reported to CoreLogic RP Data this week and preliminary results show only 1 sold.</p>

Capital cities return strong clearance rate: CoreLogic RP Data's Shana Miller

<p>Across the combined capital cities, 2,904 auctions are scheduled this week after 3,016 residential homes were taken to auction the previous week.</p>
<p>The clearance rate last week improved slightly, up from 68.2% to 69.5%, demonstrating that clearance rates are similar to the levels seen at the same time on year ago (67.8%).</p>
<p>This week, it is expected that <strong>Melbourne</strong> auction volumes will rise, while <strong>Sydney</strong> will be host to less auctions than last week. In Melbourne, 1,481 residential auctions will be held, compared to 1,397 last week and a significantly lower 1,167 one year ago. Meanwhile, there are 1,063 homes being taken to auction in Sydney this week, compared to 1,197 last week and 929 one year ago.</p>
<p>Adelaide, Brisbane and Perth will all see a lower number of auctions this week compared to last week and similarly, lower than they were one year ago:</p>

<p>This week, the top 10 busiest suburbs for auctions are all located in Victoria. Brighton and Reservoir are set to be the busiest, where 21 auctions will be held and Cheltenham, will host 19 auctions this week.</p>
