Luxury apartment developer Abadeen has recorded $19.25 million in apartment sales across two of its Lower North Shore developments in the lead-up to the end of the financial year, headlined by the sale of a $6.75 million penthouse at <a href="https://www.apartments.com.au/buildings/koyo-crows-nest-5-rodborough-avenue-crows-nest-nsw-2065">KOYO in Crows Nest.</a>

The 6,000 sqm site was acquired by the joint venture partners in 2024. It is the largest amalgamated land parcel in the Sydney CBD and comprises eight individual sites fronting Castlereagh, Pitt and Liverpool Streets.&nbsp;

<a href="https://www.apartments.com.au/new-apartments/castlereagh-place-sydney-324-348-pitt-street-sydney-nsw-2000">Castlereagh Place</a> will transform an underutilised city block into a landmark mixed-use destination, anchored by two 82-storey towers comprising 607 luxury residences above an 8-level podium housing a 209-room luxury hotel. Billbergia, Metrics, approved for $3.5 billion Sydney skyscrapers

International developer&nbsp;<a href="https://www.apartments.com.au/developers/spg-land">SPG Land</a> is preparing to re-launch its long-awaited $1.5 billion <a href="https://www.apartments.com.au/new-apartments/paradiso-place-surfers-paradise-103-ferny-avenue-surfers-paradise-qld-4217">Paradiso Place</a> development at Budds Beach, bringing a new price point to the Surfers Paradise apartment market.

The developer will release one-bedroom apartments from $825,000 and two-bedroom apartments from $1.24 million in the three-tower development.

According to Urbis, the starting price for the two-bedroom apartments is more than $400,000 below the weighted average sale price for comparable two-bedroom apartments in Surfers Paradise during 2025, which was pinned at $1.7 million.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

Hidden land costs and red tape are major factors in rising house prices and increased cost of living according to a new report from Master Builders Australia.
Denita Wawn, CEO of Master Builders Australia said new home buyers are actually paying more for land than they are spending on building their new home.
“The same constraints have prevented the supply of new homes keeping up with demand over the past decade,” she said. 
“Previous analysis by Master Builders has shown that increased infrastructure investment outlined in the Federal Budget could result in an additional 93,000 new homes by 2021, which would go a long way to closing the gap with the Government’s estimated housing shortfall of 100,000 dwellings. 
“Now this new report shows that removing regulatory constraints at the state and territory level will be essential to unlocking this new supply.
"he report highlights that these problems exist in all states and territories despite the different market conditions that prevail in each jurisdiction and the benefits to these communities if the recommendations are implemented.
"In particular, the report supports the Governments intentions to place conditions on housing related funding to the State/Territory Governments, and backs calls to set benchmarks in terms of additional housing supply – specifically for affordable housing.

The property data firm says that however some investors remain keen to invest in the area.
“During the market correction experienced in Alice Springs post 2014, investor activity was noticeably reduced and has not yet recovered to previous levels.
“Some savvy investors remain however and are keen to jump on good opportunities.

“With early signs now evident that there has been some stabilisation in the market we should see more activity.

Illawarra is Australia’s top performing regional property market for the June 2017 quarter according to CoreLogic.
According to CoreLogic the Illawarra region, (comprising of: Municipality of Kiama, City of Shellharbour, Wingecarribee Shire, City of Wollongong) experienced the best home values growth for the quarter. Newcastle and Lake Macquarie followed.
CoreLogic research analyst Cameron Kusher said, some regional areas are enjoying the benefits of buoyant property market conditions due to housing demand rippling outside of the capital city boundaries into regional towns, particularly coastal regions.
“Unfortunately, regional areas closely linked to the resources sector are still doing it tough; while conditions are generally stabilizing in these areas we expect relatively soft conditions to continue throughout the year,” he said.
“With mortgage rates still low, the attractiveness of housing, particularly in some of the larger coastal regional markets, is likely to continue to show further growth over 2017."

Over the 12 months to August 2017, the most affordable 25% of residential properties nationally have recorded value growth of 2.9% compared to growth of 8.0% across the middle 50% of suburbs and 11.4% growth across the 25% of most expensive suburbs. 
The national chart highlights that across all market segments the annual rate of value change has started to slow over recent months.  Importantly, the chart also highlights that when there have been housing market downturns it has typically been the most expensive properties that have been hardest hit while more affordable dwellings have been more resilient to downturns.

Over the period shown, August 1987 to August 2017, the thirty year period has seen values across the most affordable 25% of properties rise 1,517% compared to increases of 580% across the middle 50% of suburbs and 432% across the most expensive 25% of suburbs.  This highlights how affordability has deteriorated substantially at the more affordable end of the housing market.
The second chart shows the change in values across the three broad segments throughout the combined capital cities.  Over the 12 months to August 2017, the most affordable 25% of properties have recorded growth of 4.6% compared to 9.3% growth across the middle 50% of properties and a 12.2% change across the most expensive 25% of the market.  Like the national figures, in the event of a housing market downturn it has been the more expensive housing which has tended to see the greater value falls.

The third chart looks at the growth performance across regional housing markets where the change in values has been much more moderate over recent years than that across the capital cities. 
The 25% of most affordable properties in regional Australia have recorded value increases of 2.5% compared to a 4.6% change across the middle 50% and an 8.4% increase in the most expensive 25% of properties. 
Over recent years, growth in the affordable segment in regional Australia has been the strongest performed suggesting that demand has been for more affordable housing. 
However, as the regional markets have picked-up over the past couple of years, it has been the top 25% of suburbs that have outperformed. 
This is likely to indicate demand for luxury housing outside of the capital cities has risen.

The final chart shows the annual change in dwelling values across the three market segments throughout the capital cities.  Melbourne and Darwin are the only capital cities that have recorded the greatest change in values over the year across the most affordable suburbs and the slowest growth across the most expensive suburbs. 
In all other capital cities, either the middle 50% of suburbs or the top 25% of suburbs have recorded the fastest rate of value growth over the year.  In Melbourne, this is possibly due to the fact that Sydney and Melbourne are the strongest economies in the country and are jockeying to attract talent.  Melbourne has a significant competitive advantage over Sydney in terms of being able to offer more affordable housing and the data seems to suggest that lower priced housing is a big driver which has led to a surge in values across the lower and also middle segments of the market.

The stratified hedonic index offers another interesting look into the performance of the national housing market looking at how different segments are performing.  If the current housing market slowdown continues and turns into declines, watch for whether the most affordable sector of the market is relatively stronger performed than the more expensive segment.  With record high levels of household debt and significant first home buyer incentives over recent years the trends in a future downturn could be different to what has been seen in the past.

Premium housing values rise fastest over past year

Property ownership is taxing.
It emerged last week that the pop star Guy Sebastian has put at risk his Los Angeles investment apartment after overlooking his US land tax obligations.
He could be in danger of losing the two bedroom 1960s condo after being delinquent in paying the taxes for the past seven years.
The US authorities are going to sell it on October 22, unless he pays up. Official records show he has been in default since 2011.
The former Australian Idol advised it had come about inadvertently after the bills had been redirected to Olympian Ian Thorpe's US nearby pad, as he had been briefly staying at Thorpe's place.
But all these land tax notices went unnoticed, and then Thorpe sold the house, so the letters never got back to Sebastian.
He also was naively unaware he had to pay land tax on the US property which cost $268,500 in 2010.
"I didn’t know you had to pay land tax for an apartment," he told Kyle and Jackie O's radio show.
There is nothing set and forget about property investment, here in Sydney, elsewhere in Australia or overseas.
Indeed there are onerous administrative burdens that come with ownership, for own occupation and especially for investment.
And property is increasingly becoming a revenue jackpot for governments. 
The Australian Bureau of Statistics (ABS) recently released data revealing that 48.7% of local and state government taxation revenue comes from property taxes.
The data showed these two levels of government collect a record $40 billion annually in taxes from property buyers and owners.
By comparison, they collected $21 billion in taxes from employers.
With home values beginning to rise in mid-2012, taxes such as land tax, municipal rates and stamp duty on conveyances have all been on the increase.
Of the $40 billion in national property related tax revenue, some 40% came from municipal rates and 36% came from stamp duties on conveyances. Land tax was the other sizeable contributor to taxing accounting for 17% of revenue.
Property related tax revenue is only collected by these two levels of government on those who own properties. While our family homes are generally exempt from Federal tax, if you rent out part or all of it you must include the income in your tax return and you may have to pay capital gains tax when you sell it.
Replacing stamp duty with a blanket land tax would be unpopular but I see it as inevitable. 
Cameron Kusher, CoreLogic RP Data’s senior research analyst, has calculated a blanket land tax to cover just the $16 billion in stamp duty revenue, would see every residential dwelling having to pay $1,700 annually based on the ABS estimate of around 9.4 million residential dwellings. 
The issue of course is that governments are always looking to constantly grow their revenues. And property is seemingly the easiest of pickings given the perceived wealth benefits enjoyed through the decades of ownership.

Nothing set and forget about property investment

People's Choice Credit Union’s conservative policy of not lending to buyers of apartments in high-density developments more than six storeys high will prove right if there is a property market downturn, according to its chief executive.
Steve Laidlaw, CEO of Australia's second-largest credit union, said the ban on lending for high-density apartments had cost the group business in the boom times, but would ultimately be a big plus.
"There is a bigger credit risk when it comes to high-density apartment living," he said on Monday, The Australian Financial Review reported.
Laidlaw’s statement came during the results announcement. 
People's Choice Credit Union increased its home loan book by about 8 per cent to $6.3 billion in the 12 months ended June 30, 2017, with owner-occupier loans making up 81 per cent and investors 19 per cent. It has 47 branches. Loans to customers in Victoria make up about 9 per cent of the residential lending book.
The group’s net profit after tax slipped 7.98 per cent to $33.1 million for 2016-17, with net interest margins falling as customers shifted to lower rate package products in a highly competitive market. Laidlaw said net interest margins were expected to stabilise in 2017-18.
The credit union has been expanding in Victoria from its traditional base of South Australia and the Northern Territory. 
On the risks of a downturn, Laidlaw said that he didn't think there would be a short-term slide in the apartment market in Australia, but if a downturn did happen, it would likely start with the high-density apartment market."
"Our risks to that space are pretty well mitigated," he said. "We've always been pretty conservative."
However, he expects residential property prices to remain strong and isn't predicting a price slide. 
Laidlaw expects the next movement in official interest rates from the Reserve Bank of Australia to be up, but borrowers have plenty of breathing space. 
"I think the next move is up. We probably think around mid next year at this point in time," he said.
According to him, the RBA will only raise rates in small increments and that most home loan customers across the financial services industry had built in sufficient buffers in the loans to still be able to service them in a higher rate environment.

Ban on loans for high rise apartments right choice, says credit union CEO

BIS Oxford Economics has reversed its forecast that Melbourne will suffer a surplus of apartments.
Faster-than-expected population growth now meant the city would be in balance or potentially face an undersupply as recent census figures showed the state had 109,000 more people than previously expected.
"If you translate that into households, it's close to 35,000 extra households in Melbourne," BIS managing director Robert Mellor told The Australian Financial Review.  
"We thought it would get to a 20,000 excess [of apartments] in Victoria by 2018. We're now saying in 2018 the market has still got an undersupply of about 2000 dwellings. We're talking a 20,000 turnaround."
The findings reflect other census figures showing the proportion of students rose to 27 per cent of demand for inner city apartments in 2016, up from 20 per cent five years earlier, Mr Mellor said.
BIS forecasts apartment commencements in Victoria have shrunk from its 2015 peak of nearly 19,800 to a likely 2021 trough of 7200. 
"It'll start picking up more significantly from 2021-22 and beyond," Mr Mellor said.
"At this stage, we're not predicting the next boom will be as big as the current boom."
BIS says Sydney and Brisbane will also suffer a decline in new housing starts, but that Sydney's reduction would be less severe in relative terms and Brisbane was already in a position of oversupply that would take some years to absorb. 
New high-rise housing starts in NSW were likely to near-halve from its estimated 2017 peak of nearly 32,000 to just over 16,000 in 2020.
Queensland would see commencements drop by more than two-thirds from more than 15,000 in 2016 to just over 4,000 by 2020, BIS forecasts.
The lack of new supply down the track would push rents higher and provide more of an incentive for institutional investors to back the built-to-rent sector, Mr Mellor said.
BIS Oxford Economics had warned of a 15,000-apartment glut in the Victorian capital two and a half years ago.
It repeated the warning last year.
