Luxury apartment developer Abadeen has recorded $19.25 million in apartment sales across two of its Lower North Shore developments in the lead-up to the end of the financial year, headlined by the sale of a $6.75 million penthouse at <a href="https://www.apartments.com.au/buildings/koyo-crows-nest-5-rodborough-avenue-crows-nest-nsw-2065">KOYO in Crows Nest.</a>

The 6,000 sqm site was acquired by the joint venture partners in 2024. It is the largest amalgamated land parcel in the Sydney CBD and comprises eight individual sites fronting Castlereagh, Pitt and Liverpool Streets.&nbsp;

<a href="https://www.apartments.com.au/new-apartments/castlereagh-place-sydney-324-348-pitt-street-sydney-nsw-2000">Castlereagh Place</a> will transform an underutilised city block into a landmark mixed-use destination, anchored by two 82-storey towers comprising 607 luxury residences above an 8-level podium housing a 209-room luxury hotel. Billbergia, Metrics, approved for $3.5 billion Sydney skyscrapers

International developer&nbsp;<a href="https://www.apartments.com.au/developers/spg-land">SPG Land</a> is preparing to re-launch its long-awaited $1.5 billion <a href="https://www.apartments.com.au/new-apartments/paradiso-place-surfers-paradise-103-ferny-avenue-surfers-paradise-qld-4217">Paradiso Place</a> development at Budds Beach, bringing a new price point to the Surfers Paradise apartment market.

The developer will release one-bedroom apartments from $825,000 and two-bedroom apartments from $1.24 million in the three-tower development.

According to Urbis, the starting price for the two-bedroom apartments is more than $400,000 below the weighted average sale price for comparable two-bedroom apartments in Surfers Paradise during 2025, which was pinned at $1.7 million.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

There are precedents where this arrangement is not unusual. Youth and backpacker hostels offer room sharing as a budget option.
In the cases of the workers above, however, the roomies are part of an organisation and are colleagues. This ensures some vetting has taken place and that their conduct is expected to be in keeping with their paid position and contract.
Youth hostels have management to handle complaints and to keep an eye on things. But what about when you are sharing a room and found your roomie through a website? Who is in charge? And how do you really know with whom you are sharing?
City living costs are driving people to organise themselves to share a room with strangers so they can live in their required location. It’s harder than ever to afford your own bedroom to sleep in.
Various websites list hundreds of offers to share rooms in central Sydney. Beds are available from about $150 to over $230 a week. Room sharing also happens in suburbs like Double Bay, Mossman or Marrickville.

A recent article, “How short-term rentals are making Sydney’s housing crisis worse”, calculates that about 6,000 properties are removed from the rental market and offered to higher-paying tourists through “sharing economy” sites like Airbnb. We have an indication what the potential tenants who can’t afford to rent a flat anymore are doing – they are room sharing. I estimate thousands of people are room sharing right now in the inner city.
Exceeding capacity causes many problems
Overcrowded apartments, beyond interfering with the amenity of strata owners, have a number of other implications. One is that these packed living arrangements raise basic health concerns. Historically, <a href="https://www.history.com/topics/tenements">19th-century New York tenements</a> come to mind. How are facilities like bathrooms and toilets – the <a href="https://researchdirect.uws.edu.au/islandora/object/uws:20120">health hardware</a> – going to hold up when used by multiples of the occupants they were originally designed for?
In Australia today, we know relatively little about the extent of chronically overcrowded housing. But research has looked at its impact on those Indigenous householders for whom it’s a fact of daily life. In some cases, up to five people share one bedroom and up to 30 people use the services of one house.
It’s not because they like it, but because there are not enough houses that <a href="https://www.researchgate.net/publication/249879335_This_Is_Not_a_Pipe_The_Treacheries_of_Indigenous_Housing">perform well</a>. Product selection is not fit for purpose and goes hand in hand with a lack of maintenance. <a href="https://www.bshf.org/world-habitat-awards/winners-and-finalists/housing-for-health-programme/">Award-winning research</a> shows this makes it virtually impossible for these householders to carry out basic <a href="https://www.healthabitat.com/the-healthy-living-practices">healthy living practices</a>.
Appliances, fittings and fixtures are engineered to cater to household, commercial, industrial or military performance demands. Fit-out quality selection has direct implications on product life and therefore performance. If these products fail because they are not suitable, this has impacts on <a href="https://www.propertyobserver.com.au/www.health.nsw.gov.au/environment/Publications/housing-health.pdf" style="font-size: 12.16px;">health and wellbeing</a>.
The research shows that this is not the fault of the residents, Indigenous or otherwise. Now these <a href="https://www.propertyobserver.com.au/healthabitat.com/what-we-do/what-the-housing-data-reveals/why-the-houses-need-fixing">well-documented</a> issues are being reproduced in dense urban settings.
Who is going to repair the cheap and non-compliant fixtures when they fail? The poor occupants? What kind of replacements can be expected? High-quality commercial fittings to suit the 500% higher use, or cheap replacements that will predictably fail again in due time?
<h2>Can a shared room be home?</h2>
Lack of personal space and privacy are other problems. The images on the websites clearly demonstrate practical day-to-day concerns. Where do you store your things? There is no existing furniture product category that meets the requirements of sharing with strangers.
A seasonal worker in the Snowy Mountains told me the workers left damp clothing lying on the floor between their bunks. But even if you can hang your things up somewhere, how do you ensure they are still there when you come home? Internal doors generally don’t have key locks and nor do cupboards. Tenants can’t even hang a picture, so how can they secure their space?
Ikea offers furnishings for small flats and some of their products are thoughtfully designed to make small spaces more effective. But they don’t have products for these room-share settings. Renting means you are not allowed to drill holes to install shelves or even hooks.
It appears that the precarious life of the roomie, who lacks a sense of security, stability, privacy, safety and the ability to control their living space, meets the Australian Bureau of Statistics (ABS) <a href="https://www.abs.gov.au/ausstats/abs@.nsf/Latestproducts/4922.0Main%20Features22012?opendocument&amp;tabn">definition of homelessness</a>. Room sharing is the new flat sharing

A third of customers with interest-only home loans may not properly understand the product and could end up in stress once they start paying back the principal, according to investment bank UBS.
Typically, a borrower has to pay only the interest component of a loan when he takes out an interest-only loan for the first five years. After that, monthly payments go up as the borrower also starts paying back the principal.
The new analysis by UBS concluded that borrowers would be exposed to financial stress once their monthly payment jumps. 
The findings are based on a survey the bank conducted between July 7 and August 4 this year seeking responses from borrowers who took out a home loan within the previous 12 months.
UBS found only 23.9 per cent of 907 respondents had an interest-only loan, compared with economy-wide figures that show 35.3 per cent of loans are interest-only, Fairfax Media reported.
Lead analyst Jonathan Mott noted that he initially suspected the survey sample had an error, but now believed a "more plausible" reason was that interest-only customers did not properly understand their loan.
We are concerned that it is likely that approximately one third of borrowers who have taken out an interest-only mortgage have little understanding of the product or that their repayments will jump by between 30 and 60 per cent at the end of the interest-only period (depending on the residual term)," he was quoted by Fairfax Media as saying.
UBS quoted surveys by ME Bank to show many Australians have an apparent lack of financial literacy and understanding of home loan products, with 38 per cent admitting they had "no understanding of interest-only repayments".
He also cited a 2014 Standard &amp; Poor's report that said 64 per cent of Australian adults were financially literate, implying 36 per cent were not.
The survey follows another one by UBS which revealed that there were $500 billion of “liar loans”, meaning they were written based on inaccurate information provided by borrowers in their application.
UBS said that over 70 per cent of survey respondents that took out an interest-only loan said they were "under moderate to high levels of financial stress".
"While these loans are well secured, we believe many borrowers may face substantial stress as interest rates rise or when they revert to principal and interest," UBS wrote.
UBS pointed out that mortgage misselling and irresponsible lending could have contributed to the problem.
The survey also suggested that borrowers would cut their spending (50 per cent) or begin paying down principal (24 per cent), once the higher payments start.
It also noted that the moves by the banks to increase interest rates on interest-only mortgages provided a "substantial" boost to their margins.
Interest-only loan rates have increased by an average of 74 basis points for investors, to 6.26 per cent and 49 basis points for owner occupied borrowers over the last 12 months to 5.78 per cent.
It comes as banks have responded to regulators asking to restrict interest-only loans to 30 percent as the property sector is increasingly being seen as a risk to the economy.

A fully leased office building in Sydney’s western suburb of Parramatta is about to hit the market.
The building, comprising five office floors and ground floor retail, occupies a prominent corner in the Parramatta CBD. 
The sale of <a href="https://www.realcommercial.com.au/property-offices-nsw-parramatta-501556991" target="_blank">75 George Street</a> will be through an international expressions of interest campaign closing November 8.
The marketing is being handled by Graeme Russell, Simon Fenn, Ian Hetherington and Ben Azar of Savills Australia on behalf of CorVal.

“The existing improvements are high quality, fully leased and located on Parramatta’s best corner in the tightest major office market in the country. It all adds up to a compelling opportunity,” he said. 
Leading architects Fitzpatrick &amp; Partners have prepared a scheme to develop a 36-level building of circa 30,550 square metres, subject to council approval.
The twin-tower design of the building provides large floor plates of circa 1,856 square metres that are well suited to government and major corporations, who are the dominant occupiers in the Parramatta market. The floors also split into two pods easily and are sub-divisible even further if required.
The building has undergone recent refurbishment works including a new ground floor foyer.
Parramatta is the centre piece of the generational change occurring in Sydney’s western region, and has one of the tightest office markets, according to Savills.
Both the government and the private sector have invested in major infrastructure projects in the area as it transitions into “Sydney’s second CBD”. 
Prime grade vacancy has fallen to zero and overall vacancy is the lowest of any major market at 4.3%, according to research by Savills Australia. 
Further, 133,000 square metres of major pre-commitments have been announced, with all of these tenants relocating to Parramatta from the Sydney CBD.
The lack of good quality office space available for lease is driving rental growth in the market, said Savills' Simon Fenn.
“The economic rents associated with the new office projects are setting high rental benchmarks. Existing office owners in the area are benefiting, as rents for existing office stock are naturally dragged up or reflect attractive value compared to new builds” he said.
Sydney’s west is forecast to facilitate the majority of population and employment growth. The region’s population is predicted to increase by 52% between 2011 and 2036 with employment predicted to grow by an equally as impressive 55% over the same period.

The aim of the annual vacancy fee is to increase the number of residential properties available for Australians to live in by providing a financial incentive for the foreign owners of Australian residential real estate to make their property available on the rental market.
The annual vacancy fee will be levied on foreign owners of residential properties where the property is not occupied or genuinely available on the rental market for at least 183 days in a 12 month period.
The fee levied on the foreign owner will be equivalent to the foreign investment application fee which was paid at the time of application to the Foreign Investment Review Board for approval.
This fee is currently calculated as:

The vacancy fee applies to foreign persons who are owners of Australian residential real estate.
Section 4 of FATA provides the definition of a ‘foreign person’:
a. An individual not ordinarily resident in Australia; or
b. A corporation in which an individual not ordinarily resident in Australia, a foreign corporation or a foreign government holds a substantial interest; or
c. A corporation in which 2 or more persons, each of whom is an individual not ordinarily resident in Australia, a foreign corporation or a foreign government, hold an aggregate substantial interest; or
d. The trustee of a trust in which an individual not ordinarily resident in Australia, a foreign corporation or a foreign government holds a substantial interest; or
e. The trustee of a trust in which 2 or more persons, each of whom is an individual not ordinarily resident in Australia, a foreign corporation or a foreign government, hold an aggregate substantial interest; or
f. A foreign government; or
g. Any other person, or any other person that meets the conditions, prescribed by the regulations.
The vacancy fee applies when:
- Residential property is not occupied or genuinely available on the rental market for at least 6 months in a 12 month period. - If the dwelling is not residentially occupied, or genuinely available to be occupied, for at least 183 days in a 12 month period.
A foreign owner will not be liable to pay the annual vacancy fee if:
- The owner or a relative of the owner occupies their dwelling for 183 days or more in a 12 month period.
 - The property is subject to lease/s or licence/s with a minimum duration of 30 days which total 183 days in a 12 month period.
 - The property is made genuinely available on the rental market, with minimum durations of 30 days, for a total of 183 days in a 12 month period.
 - A dwelling will be considered genuinely available for occupation as a residence if the dwelling is: made available on the rental market, advertised publicly and available at a market rent.
 - Where a foreign owner chooses to utilise a web-based short term stay site (e.g. Airbnb) and only makes the property available for periods of less than 30 days in order to maintain - flexibility, this will not count towards the minimum 183 days as this type of rental does not make the property genuinely available for periods of 30 days or more.
 - The foreign person owns residential land without a dwelling or currently undergoing construction of a dwelling.
If you are liable to pay the fee:
- Foreign owners are required to give a ‘vacancy fee return’ to the Commissioner of Tax (Commissioner) after the end of each year to advise the number of days a residential property was occupied in a 12 month period.
- The Commissioner will issue a notice to foreign owners if a vacancy fee is payable, explaining why the liability has arisen. The amendments grant the Treasurer with powers to recover unpaid amounts and civil penalties may apply where a foreign person fails to submit a ‘vacancy fee return’ or keep the required records.

A Fender Katsalidis proposal for a translucent, sculptural commercial tower has been selected by the Parramatta City Council Design Competition.
The $230 million, 32 Smith Street project by property company GPT Group will sit on a 2440 sqm parcel overlooking the Parramatta River.
Fender Katsalidis principal Mark Curzon, who recently joined the Sydney office, drove the design of the glass towers.
Curzon, who previously worked on 1 Blight Street in the Sydney CBD, said the building will be the most translucent in Parramatta.
“The city loved that our design is both spatially generous and flexible,” Curzon said.
“The floor-to-floor height of the car park floors could easily be transformed into other useful spaces such as commercial spaces in the future.”
Above the raised car park is an oasis level, an outdoor terrace that offers northern river views.
The development opens up the ground level as public space and is anchored by two pebble-like forms.
Each pebble form is designated for a different use – a commercial entry lobby and a retail space – yet they inherently complement each other in both shape and function.
Glass has been used throughout the ground plane, maximising natural light.
The facade has been designed with twin external timber louvres, providing shade to the building.
The lifts have been designed to deliver a unique arrival experience.
The southern façade provides a glass lift atrium with glass-backed lift cars, articulating this exciting space while providing the floor plates with fantastic views back to the city.
On the 26th floor, the building is crowned by a tree-lined open-air terrace.
“This special floor provides an amazing externally landscaped terrace, allowing tenants to enjoy the experience of being elevated and looking out to the Parramatta River and beyond,” says Curzon.

Fender Katsalidis design selected for sculptural commercial tower

An anticipated price point of more than $40 million is expected for the Opera Retail, the retail space underneath the luxury Opera Residences at Circular Quay.
It is being marketed as an unparalleled, once in a lifetime retail investment.
Spanning 980 sqm, the Opera Retail on the exclusive Sydney Harbour end of Macquarie Street will be anchored by premium tenants including high-end fashion brands and a two chefs' hat-restaurants.

The prime retail investment will sit beneath the luxury Opera Residences, which late last year year saw two apartments sell within days of each other, both breaking the Australian apartment price record.
First one of the penthouse apartments fetched $26 million, then a few days later the Salteri family paid $27 millon for another of the four bedroom apartments fronting the Harbour Bridge.

Opera Retail at Circular Quay listed for more than $40 million

An office building with ground floor retail in Melbourne’s Dockland has been listed.
The <a href="https://www.realcommercial.com.au/property-retail-vic-docklands-501131087" target="_blank">800 Collins Street</a> asset is a modern A-Grade building which is fully occupied and includes tenants such as retail giant Myer and Latitude Financial Services (formerly GE Money) who have entered into a 10-year lease. 
Savills Investment Management (on behalf of one of their global mandates) and Australian Prime Property Fund Commercial, managed by Lendlease Investment Management, are collectively selling their 100% interest in the asset.
The property could fetch around $270 million, according to The Australian.
The building incorporates ground floor retail shops and 10 upper levels of office space with two levels of parking. 
The marketing is being done by Savills Australia’s Ian Hetherington, Simon Fenn and Ben Azar along with JLL’s Langton McHarg and Paul Kempton. The building is for sale via an expressions of interest campaign ending November 1.
Built in 2010, the building comprises 28,619 sqm of office space, 873.4 sqm of retail space and total capacity equalling 29,492.6 sqm with expansive floorplates of circa 2,900sqm.
The complex serves as the ­National Support Office for Myers.
The A-Grade building has a 5 star NABERS rating.
It is connected directly to the Melbourne CBD, Southern Cross and Flinders Street rail stations.  
“The Melbourne office market is rated by JLL in the top two best performing office destinations in the world making Melbourne office assets very attractive in comparison to other office markets,” said JLL’s Langton McHarg.
“Over the last two years Melbourne has continued to increase its relevance on the global investment stage and is forecast to become Australia’s largest city by 2030. It is experiencing a phase of extraordinary positivity due to its strong economy, infrastructure and culture that is extending across all of its property markets.”

According to Ian Hetherington of Savills, the Docklands precinct has emerged as an important commercial location. 
“800 Collins Street will attract the focus of investors globally and we are anticipating very strong interest in this asset, particularly because of its prominent Collins Street location and desirable building features” he said.  
Vacancy rates are about 1 per cent at present and the area is popular with tenants in the banking, finance and insurance sectors due to the larger floor plates and ‘campus style’ buildings, he added.
An upgrade of the lobby and end of trip facilities is currently underway. 
According to the Property Council of Australia (PCA) as at July, 2017, the total amount of office stock recorded in the Melbourne CBD was circa 4.5 million square metres. The Docklands precinct has some 19.8 per cent of the total CBD stock. Since its inception in 2004, about 900,000 square metres of office space has been developed in the precinct, which is now home to several of Australia’s leading corporates.

800 Collins Street listed for sale

The Australian Securities and Investments Commission has remade Class Order Mortgage schemes – Chapter 5C and disclosure relief, which was due to expire on October 1.
The new instrument, ASIC Corporations (Mortgage Investment Schemes) Instrument 2017/857, continues to provide:
<ul>
<li>scheme registration, licensing, disclosure, and hawking relief for certain small-scale schemes with no more than 20 members;</li>
<li>scheme registration relief in relation to individual mortgages in a scheme; and</li>
<li>withdrawal-related relief for individual mortgages in a scheme.</li>
</ul>
ASIC has temporarily extended the relief for small, industry-supervised schemes. The Legal Profession Uniform Law as it applies to the promotion and operation of managed investment schemes by law practices is due to come into force on 1 July 2018. 
The regulator said it will review the extension within 12 months of issue and assess whether it should be remade and, if so, whether it is operating effectively and efficiently.
ASIC has not continued the transitional 'run-out' relief as it was no longer necessary.
The relief was remade following public consultation in Consultation Paper 287 Remaking ASIC class order on mortgage schemes and proposed relief for multiple withdrawal periods (CP 287), issued in June 2017.
All respondents were supportive of the proposals in CP 287. ASIC has included material in the explanatory statement for the new instrument to provide clarity regarding:
<ul>
<li>the status of the temporarily extended, industry-supervised scheme relief if section 258 of the Legal Profession Uniform Law comes into effect; and</li>
<li>the scope of the withdrawal-related relief for individual mortgages in a scheme.</li>
</ul>
Under the Legislation Act 2003, all class orders are repealed automatically or 'sunset' after a period of time (mostly 10 years) unless we take action to preserve them. 
All government organisations are responsible for considering whether the legislative instruments they have made that are due to sunset will be relevant after their sunset date.
