<p>International developer&nbsp;<a href="https://www.apartments.com.au/developers/spg-land">SPG Land</a> is preparing to re-launch its long-awaited $1.5 billion <a href="https://www.apartments.com.au/new-apartments/paradiso-place-surfers-paradise-103-ferny-avenue-surfers-paradise-qld-4217">Paradiso Place</a> development at Budds Beach, bringing a new price point to the Surfers Paradise apartment market.</p>

<p>The developer will release one-bedroom apartments from $825,000 and two-bedroom apartments from $1.24 million in the three-tower development.</p>

<p>According to Urbis, the starting price for the two-bedroom apartments is more than $400,000 below the weighted average sale price for comparable two-bedroom apartments in Surfers Paradise during 2025, which was pinned at $1.7 million.</p>

<p>Luxury developer-builder <a href="https://www.apartments.com.au/developers/lowe-living">Lowe Living</a> has achieved a new Victorian benchmark for an off-the-plan apartment, with the sale of two penthouses at its ultra-exclusive Maison Savoy development in Brighton.</p>

<p>ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.</p>

<p>The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.</p>

<p>They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.</p>

<p>Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.</p>

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>
</ul>

<p>While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.</p>

Off-the-plan property explained: What is stamp duty?

<p>For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.</p>

<p>The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.</p>

<p>But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.</p>

<p>The biggest takeaway is that inflation continues to move in the right direction.</p>

<p>Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.</p>

<p>While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.</p>

<p>The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.</p>

<p>That trend is important because it aligns with what many economists and lenders have been saying for the last month.</p>

<p>Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.</p>

<p>In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".</p>

<p>The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.</p>

<p>Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.</p>

<p>Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.</p>

<p>Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.</p>

<p>Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.</p>

<p>While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.</p>

<p>Radisich said the Box Hill sale represented a land rate of almost $8,000 per sqm, which was significant given the likely height limits.</p>
<p>“The development has potential to reach a height of circa 10 to 12 levels,” he said.</p>
<p>Savills has now transacted seven sites in December, for a total of more than $45 million.</p>

Four housing charts that helped the RBA decide to hold rates

<p>The final sales of the year in the Millers Point Property NSW government sell off brought in nearly $23 million last night.</p>
<p>The total, $22,901,000, was spread across seven properties (below). The biggest sale of the night was an 1820 Argyle Place landmark (above) that fetched $6.3 million. It had a $5 million to $5.5 million guide.</p>
<p>The selloff has now seen McGrath sell over $441 million worth of Millers Point properties since August 2014. They've had a 100 percent clearance rate across the 144 dwellings.</p>
<p>McGrath executive director John McGrath spoke on the continual strong results.</p>
<p>“Last night was a very strong result for the Millers Point portfolio which highlights how demand for high quality property continues, despite the residential market levelling off this year.</p>
<p>"Our 100% auction clearance rate to date is an amazing result and a testament to the hard work of the entire team.</p>
<p>“Millers Point is fast becoming Sydney’s most desirable address and will continue to rise in value from here into the future.</p>
<p>"With Barangaroo, Sydney Harbour and the CBD as its neighbours plus the Sydney Theatre Company and Opera House in its backyard, it now sits amongst the best addresses in the world.”</p>
<p>The properties were marketed by Lorraine Crawford, Peter Starr and Andrew Stewart of McGrath Edgecliff.</p>
<p>46-48 Argyle Place had healthy bidding from two buyers who appreciated the heritage significance and the potential for it to be a grand home with parking on a large block in the beautiful suburb of Millers Point.</p>
<p>Throughout 2017 McGrath sold 41 properties as part of the Millers Point Sales Program, comprising several blocks of units, terraces and apartments.</p>

<p>Lord Mayor of Sydney, Clover Moore, will officially launch the start of construction of City West Housing’s latest affordable housing development today.</p>
<p>The development is part of the Cowper Street Glebe redevelopment precinct.<br><br>The apartment complex, located on the corner of Wentworth and Bay Street in Glebe, is the latest development in City West Housing’s offering of affordable housing in the Sydney LGA. <br><br>The new development will offer 99 affordable housing units in a mix of one, two and three-bedroom configurations. The project is due for completion in mid-2019.<br><br>The development will feature basement car park facilities and bike storage, ground floor commercial premises and two large communal areas including a lush communal roof terrace.</p>
<p>The roof terrace has been designed as an open environment for communal gathering, with the views from the terrace reinforcing the connection to Wentworth Park and the Sydney city skyline.</p>
<p>The NSW Government vested the land to City West Housing.</p>
<p>The City of Sydney Council has also demonstrated its commitment to the project through ongoing support of City West Housing’s development activity. <br><br>Sydney Lord Mayor Clover Moore said the cost of housing is at crisis point across metropolitan Sydney and especially in inner Sydney.</p>

<p>It was bought by PA Realty, a joint venture between Mitsubishi Estate Co and CLSA Real Estate, on an initial yield of 3.7%, reflecting $21,000 per sqm.</p>
<p>Acquired by ICPF for $112.15 million in 2007, the building has 10,098 sqm of net lettable area and is located adjacent to the MLC Centre, walking distance to Pitt Street Mall and Town Hall Station, with prime retail shop frontage to Pitt Street.<br>ICPF fund manager Jason Leong its is an outstanding result which delivers on ICPF’s strategy of divesting non-core assets within the portfolio at an opportune time in the cycle.</p>

Investa Commercial Property Fund sells 130 Pitt Street in Sydney

<p>The Melbourne land market has performed strongly over the past four years in response to a sustained undersupply, according to BIS Oxford Economics.</p>
<p>Surging population growth supported by improving economic conditions have combined with low interest rates to see underlying demand for dwellings steadily rise.</p>
<p>Initially, land prices were also largely affordable relative to the existing outer Melbourne housing stock, enabling pent-up demand to be released into the market.</p>
<p>Through this period, the numbers of new estates being marketed increased dramatically, with outer Melbourne lot production rising to a record 21,400 lots in 2014/15 and averaging 21,050 lots per annum over 2014/15 to 2016/17. Corresponding land price growth has also seen new house affordability deteriorate.</p>
<p>The significant rise in new land and house activity has been exceeded by new apartment construction, with this sector forecast to enter a modest oversupply from 2017/18, with potential knock-on effects to the new house and land market.</p>
<p>Likely falls in apartment prices may encourage the purchase of apartments instead of houses, while more competitive apartment rents may delay some first home buyers purchasing a new house.</p>
<p>While lot production is likely to hold up over 2017/18, it is expected to fall away over the following two years. Land prices are also expected to flatten out, or even decline as developers offer incentives to purchasers. The downturn is forecast to be brief and moderate, with a rising undersupply forecast to quickly re-emerge and drive the next upturn by the end of the decade. </p>

Melbourne land performs strongly over past four years: BIS

<p>The upturn in demand for residential land in the major eastern state centres is expected to begin to peter out over 2017/18 as the new housing market faces emerging headwinds, according to leading industry analyst and economic forecaster, BIS Oxford Economics.</p>
<p>According to the company’s Outlook for Residential Land 2017 to 2022 report series, residential lot production in Sydney, Melbourne and South East Queensland is around its peak in this cycle and will begin to fall away. In contrast, demand for land in Adelaide and Perth has been weakening and will continue to soften.</p>
<p>However, BIS Oxford Economics senior manager and report series author, Angie Zigomanis, said that the forecast downturns in the eastern state centres are likely to be moderate. New supply in these markets has been more pronounced in the unit/apartment sector, with markets continuing to experience a deficiency of detached house stock that is likely to continue to underpin demand.</p>
<p>Nevertheless, new housing demand has still risen to high levels. Sydney is estimated to have recorded its highest level of residential land production over 2016/17. Lot production in Melbourne peaked in 2014/15 but has remained close to this peak in the subsequent two years. Similarly, the Brisbane, Gold Coast and Sunshine Coast markets have been experiencing a moderate upturn since 2013/14 after an extended period of weakness.</p>
<p>“Steady price growth in houses in the initial stages of the housing construction upturn improved land price affordability and shifted some demand from the established house market, to the new house and land market,” said Zigomanis.</p>
<p>“This not only encouraged a greater percentage of home purchasers to opt for a new house over an established one, but also established house owners to sell up and upgrade to a new, larger house.”</p>
<p>In contrast to the strength of the eastern state capitals, the Adelaide land market has softened considerably, in line with weak population growth and a subdued local economy. Lot production in 2016/17 was well below its peak and there are few key economic drivers on the horizon.</p>
<p>Meanwhile, the Perth market continues to struggle both in absorbing the declines in mining investment and in broadening its economic base. Migration and population growth have fallen to well below their pre- mining boom levels. Despite easing lot production, dwelling supply has remained well above underlying demand adding to a significant dwelling oversupply, which will weigh on any cyclical upturn in the coming years.</p>

<p>Lot production in the main east coast capital cities and the Gold and Sunshine Coasts has been underpinned by solid population growth and a housing deficiency, and has been facilitated by record- low interest rates that drove new house demand.</p>
<p>Zigomanis states that the rise in new housing activity is now easing some of the demand pressures in the market, while the deterioration of housing and land price affordability will impact demand for new houses and consequently limit the next round of lots produced.</p>
<p>“Most markets saw house price growth outpace land price growth through the early stages of the upturn, which improved the value proposition for a new house”, said Zigomanis. “That said, land prices have now largely caught up and this gap will have narrowed, making new housing less attractive.”</p>
<p>As a result, many cities are expected to see demand for land and lot production decline over 2017/18 and 2018/19.</p>
<p>Land production in Sydney was estimated at 11,300 lots in 2016/17; its highest level in the past 25 years. Although a sizeable dwelling deficiency is still estimated to be in place in Sydney, it is now being eroded by new dwelling supply. Meanwhile, the house and land price growth through the upturn has seen affordability diminish, as evidenced by rising net outflows of population from Sydney. This is expected to see lot production begin to ease back from 2017/18.</p>
<p>Record population growth has been the main driver of demand for new houses and land in Melbourne. Together with affordable land, this has also seen lot production sustained at record levels since 2014/15.</p>
<p>“However, there have been significant rises in land prices in Melbourne in 2017, and this has seen new house affordability deteriorate,” said Zigomanis. “While lot production is likely to remain high in 2017/18 as recent pre-sales of residential lots are delivered, the resultant weaker demand will cause lot production to fall away from 2018/19.”</p>
<p>After bottoming out at a 20-year low of 4,800 lots in 2012/13, the resultant undersupply in Brisbane initiated an upturn that has been supplemented by strengthening net interstate migration inflows, with an estimated 9,400 lots created in 2016/17. A further rise is forecast in 2017/18, before significant oversupply in the Brisbane apartment market plays through to demand for new housing.</p>
<p>The Gold Coast and Sunshine Coast markets have followed the lead of Brisbane. A weak market and emerging dwelling deficiency saw lot production rise from a low base in 2013/14 through to a peak in 2016/17. Both markets arguably benefit from migration from Brisbane, Sydney and, to an extent, Melbourne, as affordability becomes increasingly constrained in those cities.</p>
<p>Lot production in Adelaide has been more moderate than the eastern state centres. Low interest rates and modest house price growth has supported some buyer demand. However, slowing economic conditions and easing population growth are now weighing on the market.</p>
<p>Similarly, lot production in the Perth market is now falling after a peak in 2014/15. The decline in mining-related investment has caused net interstate migration to shift from an inflow to an escalating outflow, while overseas migration has fallen. Consequently, demand for new houses has slumped, impacting the land market.</p>
<p>Through the upturns in all markets, developers have sought to keep land affordable and maintain margins by steadily reducing the size of the lots sold. However, it appears that median lot sizes have stabilised in most cities in the past two-to-three years. This suggests there is a lower limit to what the market will absorb. Moreover, it makes the economics of development more challenging as rising costs cannot be met by further reductions to the size of lots.</p>
<p>An expected softening in house price growth over 2017/18 and 2018/19 is expected to play through to land prices, which in turn will make it more difficult for developers to maintain margins as construction costs continue to escalate. Together with recent solid rises in land prices making affordability more challenging, and strong construction alleviating some of the undersupply pressures, most markets are expected to experience an easing in lot production in the next two-to-three years.</p>
<p>Separately, changing lifestyle choices and affordability preferences have also seen greater demand for medium and high density dwellings, at the expense of new houses, across the country.</p>
<p>The downturn in new dwelling supply will eventually see a rising deficiency re-emerge in most markets. Together with an expected acceleration in economic growth by the turn of the decade, this will underpin rising demand through the next cycle. </p>

APRA strikes back to quell IO lending

<p>We are often asked about the rules around foreign investment and the impact that such investors have on the Australian housing market. While concrete data are hard to come by, we are able to combine existing data with informed assumptions to reveal some useful insights.</p>
<p>We build on recent work by Australia’s Reserve Bank (RBA) to estimate that foreign investors purchased between 35,000 and 60,000 dwellings in Australia in 2015-16. Foreign buyers seem to make up only a small share of total housing turnover for the year (7–13%), although the impact is more significant as a share of newly- constructed dwellings (15–25%) and in some states.</p>
<p>Using Foreign Investment Review Board (FIRB) data back to 1995-96, we estimate that foreigners own between 2.5% and 4% of Australia’s housing stock, plus anything purchased before that year. The size of this range reflects uncertainty about the extent to which foreign buyer approvals convert to actual purchases.</p>
<p>The sizeable foreign-buyer share of newly-constructed housing implies that foreign demand has been an important contributor to Australia’s recent construction boom. But the relatively lower share of total market activity suggests that foreign buyers have not been the primary driver of the price growth in recent years. That is not to say foreign buying has had no impact on prices.</p>
<p>The estimated 2.5–4% foreign ownership of Australia’s housing stock is significant, especially considering that the current rate of growth is much stronger than in the past. It is also not large enough for us to be particularly concerned about a foreign exodus from the Australian housing market.</p>
<p>We note that Revenue New South Wales has several times this year released data on the number and value of foreign purchasers that have been subjected to stamp duty surcharges. It would be helpful if other state governments released their suite of data on foreign buyers, which would assist in more concrete analysis around the impact of foreigners on Australia’s housing market.</p>

<p>In terms of the FIRB process, the key details are:</p>
<p>- Foreigners require FIRB approval to purchase new dwellings or vacant residential land. The vast majority of applications for new dwellings are approved without conditions. Applications to purchase vacant land are subject to construction being completed within four years, to prevent land banking.</p>
<p>- Contrary to relatively popular belief, foreigners can obtain approval to purchase existing dwellings. These applications are generally only approved subject to the purchaser increasing the stock of housing. For example, a knock down and rebuild where one existing dwelling is replaced with two or more townhouses or units.</p>
<p>- Temporary residents (such as students or people on working visas) are also required to obtain FIRB approval to purchase an existing dwelling. These purchasers are not permitted to lease out the property and are required to sell the property once they leave Australia.</p>
<p>Because all foreign buyers require this approval to purchase Australian property, the FIRB have data on the value and number of approvals granted. Note however, that this does not give us the number of approvals that were actioned.</p>
<p>The FIRB data tell us that in 2015-16, 40,100 property purchases by foreign buyers were approved, valued at AUD72.4bn. Each FIRB approval can be for more than one property, so the value figure is particularly important. Foreign purchases have risen sharply in recent years, led by Chinese purchasers; with the value of approvals granted in 2015-16 three and a half times greater than just five years ago.</p>

<p>QUANTIFYING THE IMPACT</p>
<p>The FIRB data tells us about approvals, not actual purchases. So, to calculate actual foreign buying, we need to make some assumptions about the rate at which approvals translate into purchases.</p>
<p>In doing so we need to be mindful that a fee for approvals was introduced in December 2015. This means that for half of 2015-16 and in all subsequent years, the ‘conversion rate’ from approvals to purchases is likely to be much higher, because potential buyers are unlikely to incur the application fee unless they are highly committed.</p>
<p>The FIRB approved $72.4bn of sales to foreign purchasers in 2015-16. To convert this into the number of transactions, we lean on recent estimates from the RBA, which noted that foreign buyers are purchasing around 10-15% of all new housing and around 25% of new apartments.</p>
<p>1. To line up our analysis with the RBA, we assume that 30–50% of approvals result in a property purchase.</p>
<p>2. If foreigners are purchasing around 25% of new apartments, this suggests around 80% of foreign purchases are apartments and the remaining 20% are houses. By applying this ratio to CoreLogic data on house and apartment/unit prices, we derive an average price of foreign purchases of $620,000 nationwide for 2015-16.</p>
<p>These conversion rates imply that foreign purchasers bought AUD22–35bn of Australian property in 2015-16. At the median price described above, this translates to the purchase of 35,000–60,000 dwellings nationwide.</p>

<p>That number can be broken down further to assess how many of these purchases were for new dwellings. We estimate that foreign buyers purchased 30,000–50,000 new dwellings in 2015-16, representing 15–25% of Australia’s new builds that year. In flow terms, therefore, the impact of foreign buyers on the new housing segment could be sizeable.</p>
<p>On our estimates, most of this foreign activity in new housing in 2015-16 seems to have been in Victoria. We estimate that foreigners purchased 13,000–20,000 new dwellings in Victoria, representing 25–35% of total new builds in the year. The market share seems to be higher in Queensland (25–45% of new dwellings) and lower in New South Wales (15–20%).</p>
<p>However, the impact of foreign buyers is less significant when we compare the level of purchasing against Australia’s total housing turnover.</p>
<p>In 2015-16, 465,000 dwellings were sold, meaning that foreign purchases of 35,000–60,000 dwellings accounted for only 7–13% of the market. Again, foreigners seem to be most active in Victoria (10–20% of sales) and Queensland (10– 15%), followed by New South Wales (5–10%).</p>
<p>The analysis can be extended back to the commencement of the FIRB data in 1995-96. Over the past 21 years (again assuming that 30–50% of FIRB approvals translate into purchases, and that foreigners have been buying 80% units and 20% houses), we find that foreign buyers have purchased an estimated 250,000–450,000 dwellings in Australia. As of the 2016 Census, Australia’s total stock of housing was 9.8 million dwellings. This means that foreigners could own approximately 2.5–4% of Australia’s housing stock.</p>
<p>This estimate is imperfect. It does not include properties bought before 1995-96, nor the subsequent sale of any properties previously held by foreign owners. Further, it is sensitive to the assumed 30-50% conversion rate from approvals to purchases, and the impact that the mix of houses and apartments would have on the average purchase price.</p>
<p>Assuming our estimate of 30-50% of purchases to approvals is near the mark, this yields a useful frame of reference when assessing the impact of foreign buyers of the Australian market. At 15–25% of new builds in 2015-16, foreign demand is clearly one of the drivers of the strength in our dwelling investment profile. If this demand were to dry up suddenly, Australia’s construction pipeline would likely be notably weaker than currently expected.</p>
<p>The impact of foreign demand on prices is less clear. The purchase of 7–13% of total sales each year is not as significant as the share of new construction. So the impact on overall prices is likely to be less than the impact on construction.</p>
<p>Another way of looking at this is in terms of the stock of housing, rather than the flow. As described above, we estimate that foreign owners hold 2.5–4% of Australia’s housing stock. Around 5% of Australia’s housing stock is bought and sold each year. This means that only a large shock, causing a high share of foreign owners to sell their Australian property, would be significant enough to drive sale prices lower.</p>
<p>WHAT OTHER ANALYSIS IS THERE?</p>
<p>The RBA recently noted that, “nationally, purchases by foreign buyers are equivalent to around 10–15 per cent of new construction, or about 5 per cent of total housing sales.” The RBA also suggests that the foreign buyer share of new construction purchases is higher for apartments, “but it is still only perhaps around one quarter of newly built apartments”. As described above, we have used these figures as a starting point for our analysis.</p>
<p>Revenue New South Wales has released details of purchases that incurred the foreign buyer stamp duty surcharge in 2016-17. The data show that just under 4,000 purchases incurred the stamp duty, generating AUD185m revenue for the state.</p>
<p>The first few months of data appear incomplete, so ignoring these and annualising the data suggest that around 5,000 properties are bought by foreign investors each year, at present. This is 4% of total turnover and 10% of new properties if no existing properties were purchased, which is consistent with our estimate of foreign buyer activity in New South Wales. But because stamp duty has only recently been introduced in New South Wales, we do not have a longer time series to investig<span style="font-size: 12.16px;">ate.</span></p>

<p><span>Similar estimates are also found in the ANZ-Property Council survey. Survey respondents from the residential property sector (who are primarily developers and therefore focussed on newly-constructed dwellings) reported in the December quarter that 18% of property sales nationwide were to foreign buyers. New South Wales and Victoria topped the list at 22%, followed by Queensland with 15%. </span></p>

<p><span>While the nationwide number in this survey is consistent with our estimates above, the estimate of foreign purchases of new builds in Queensland (at 15%) is much lower than our estimates (of 25</span><span>–</span><span>45%). </span></p>
<p><span>In contrast, the estimates for New South Wales and Victoria are broadly in line. As such, we think the portion of foreign purchases in Queensland is likely to sit at the lower end of our estimated range. </span></p>
<p><span>Treasury have also released work into the </span><span>impact of foreign investment on dwelling prices</span><span>. They found that foreign demand is responsible for only a small share of the strong property price growth between July 2010 and March 2015. Their modelling found that foreign buyers have pushed dwelling prices AUD80</span><span>–</span><span>122 higher per quarter, which is </span><span>“very small when compared with the average quarterly increase in Sydney and </span><span>Melbourne property prices over the period studied of around $12,800.</span><span>” </span></p>
<p><span>Keeping in mind the data imperfections and subsequent variety of estimates, the research tends to suggest that while the presence of foreign buyers has been rising strongly in recent years, they are likely to still be a small share of our total housing market. </span></p>
<p><span>It is our view that foreign buyers have supported dwelling investment through the current cycle, but have not been the main cause of the rapid price growth and are unlikely to be the cause of a sharp price correction. </span></p>
