ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

Chadstone has achieved annual sales of more than $2 billion dollars in an Australian shopping centre first.
The milestone means Chadstone is again ranked among the top five best-performing shopping centres in the world by sales.
 The $2 billion is an increase of close to $400 million on the previous year, when sales came in at $1,671 billion. 
It is the first time Chadstone has reached $2 billion in a 12 month period.

“The $2 billion milestone is an opportunity to reflect on the rich history of Chadstone and the importantrole it has played in Melbourne’s shopping past and present,” Mr Kelley said.
Chadstone’s growth and evolution continues, following a $660 million major redevelopment in 2016, with the $130 million, 250-room Chadstone hotel expected to open late 2019. 
Stage 43 also includes a new food atrium and Australia’s first full-range Victoria’s Secret store. Other projects include the $17 million West Piazza redevelopment including visitor lounge and more luxury retailers in time for Christmas.
Mr Kelley said fashion remained a drawcard for Chadstone’s customers with 40 per cent of this year’s salesin the fashion category. Chadstone continued to attract a growing number of diners with 17 million people now eating at the centre each year and more than a fifth of the centre devoted to food.

Chadstone's $2 billion sales milestone

An unnamed 59 square metre lane in the Melbourne CBD had been sold for $600,000.
Its recent offering attracted interest from more than 100 potential buyers, the Herald Sun reported.
The<a href="https://www.realcommercial.com.au/property-land+development-vic-melbourne-502793878" target="_blank"> unnamed lane</a> runs off another laneway between Little Bourke and Lonsdale Streets.
Its future remains a mystery.
It was speculated during its selling campaign that the rare 59 square metre piece of CBD land could be transformed into a retail space, car parking, or a staple of Melbourne’s colourful lanes: a trendy, hard-to-find bar.
The property is zoned Capital City Zone 1 (CCZ1) allowing for a variety of uses including retail/hospitality, office and residential in a high foot traffic precinct.
Peter Lechte’s family had owned the laneway for 70 years until its sale through Colliers International Victoria selling agent Chris Ling.
The rare offering, that sits just off Niagara Lane, sold two weeks before its expressions of interest campaign was due to close.
The property had belonged to the Lechtes since 1948, when Alan Lechte bought it along with the nearby St Francis Hotel and several warehouses.

Both the new project space and projects moving into construction saw a strong surge in the month of April.
There were 1,827 new projects captured by CoreLogic in April, up 7% from the previous month.
The combined value of these new projects were $14.8 billion, up 14% from the previous month.
Unlike the trend towards civil engineering that has played out in the previous 12 months, the increased value of development applications was largely due to strong increases in mining and industrial real estate.
The highest value application captured over April was the $3 billion Northern Gas Pipeline expansion in Western Australia.

There was a strong rebound in the number of projects moving into construction, which has been relatively subdued over the irst quarter of 2017. There were 1,090 projects moving into construction over April, representing an 83% increase on the previous month. There was a 64% increase in the value of projects moving into construction over the month, as $7.2 billion worth of work commenced in April.

Nationally, April saw a pivot in the nature of construction across Australia, with a higher emphasis on industrial and mining applications. Meanwhile, New South Wales, in particular Sydney, continues to see a buzz of residential and accommodation activity. Major site activity includes the following:
• A site at Sarah Street in Mascot, close to Sydney Airport and with approval for hotel, has been purchased by a private hotel developer and operator. The site approval was for a hotel up to 9 stories, and 169 rooms. It currently supports two adjoining oice/warehouse buildings.
• Chinese-backed Adelaide-based developer Greaton has snapped up a site in Sydney’s Haymarket with the likelihood of constructing an apartment tower. The site is close to Greaton’s ‘The Ribbon’ hotel development at Darling Harbour, which is due for completion in 2020.
• Desane Group Holdings has purchased a 50-apartment, masterplan-approved site in Leichhardt. The original masterplan was approved together with adjacent Chinese developer Changfa’s 139-unit Epicure Collection project.
The Premier has given the inal sign-of for the relocation of the Powerhouse Museum from Sydney to Parramatta through the state cabinet. The site was identiied on the banks of the Parramatta River at the former David Jones Car Park site.
Newcastle’s iconic The Store site in Hunter Street will be redeveloped by Doma Group. The $200 million proposal comprises construction of a 13,000 sqm oice tower and two residential towers. The oice tower will be anchored by Government Property (9,000 sqm) for multiple NSW agencies. The oice tower will be built together with a bus interchange and car park. The residential towers will have 1,000 sqm podium retail space.

The Barr government has postponed a 2016 election pledge for a new community-driven master plan for the Manuka Oval precinct until at least the start of next year. Concerns have grown about a potential major development next to the oval. In the lead up to the 2016 election, the Barr Government claimed it would establish a panel made up of community representatives to help guide development in the area, following a failed bid by GWS and Grocon. However, the government has since shelved the plans, to be revisited once its planned multimillion-dollar media centre is built, which is not expected to be complete until January 2019.
A development application has been submitted for the irst stage Art Group’s SOHO project which will replace public housing in Northbourne Avenue, Dickson. The $92 million irst stage will comprise 409 apartments across six buildings of 7-9 storeys. The site was previously home to the Dickson Towers and Karuah public housing blocks. The overall development will comprise around 1,000 apartments in ive stages.

The Victorian Government handed down the state budget on the 1st of May. Education was the centre of the budget, with $1.25 billion committed to school upgrades over the coming inancial year, on top of $2 billion proposed in the year just gone. Transport spending in the budget includes over $3 billion on road upgrades, most of which is allocated to the metropolitan.
$31.6 million was allocated in the budget for the redevelopment of Melbourne’s Australian Centre for Moving Image. The project is valued at $40 million overall, and will see the ACMI’s permanent exhibition upgraded as well as an expansion of the learning centre.
$461 million has been allocated through the budget for the redevelopment of Ballarat Base Hospital. The rebuild and refurbishment will create a new emergency department, modernized acute mental health facility, an intensive care unit, a women’s and children hub, an expanded critical care ‘hot loor’ and at least an extra 100 in-patient beds. The facility will see at least 18,000 more emergency patients and an extra 14,500 in-patients each year following the upgrade.
Also in the Central Coast area, Paul Lederer has withdrawn the development application for the multi-million Gosford Alive project. The Conybeare Morrison-designed project, comprised of 1,414 apartments and townhouses, was pulled due to planning delays. The delays were partly attributed to the merger of the former Gosford and Wyong councils into a consolidated Central Coast Council, and a State Government planning review for the Gosford CBD. However, the developer hopes to re-start the project at a later date.
Tenders have been invited for the $180 million West End lifestyle and retail precinct in West Melbourne. The proposal outlines 377 residential apartments over 4 buildings, each ranging from 7 to 14 levels. It will also include a 7 storey hotel, with 92 serviced apartments and ground loor retail spaces. Each building has had its own interior designer working with Chief Architectural irm CHT Architects. The buildings and designers for each are:
• The Adderley by Carr Design • Mail House by Mim Design, • The Foundry by Six Degrees • The Spencer by Hecker Guthrie
Pound Road West, in Dandenong South, will see major upgrades to reduce congestion and travel time for commuters. This is a part of the Suburban Roads Upgrade package that aims to improve 22 key suburban arterials. 2 km of Pound Road West and Remington Drive will be duplicated, creating two extra lanes between Abbotts Road and South Gippsland Highway. A new bridge will also be constructed over the Cranbourne Rail Line. The project will include traic lights and safety upgrades.
QLD
Development approval has been granted for the Midtown Centre, a multi-million proposal in Brisbane’s CBD. The project involves redevelopment of two former government buildings into a single 26 storey oice tower with podium levels to accommodate cafes, restaurants and bars. Ashe Morgan and DMann Corporation will transform the two buildings with expansive campus-style loorplates with opportunities for large format tenants to occupy. The centre is expected to be completed by mid-2020.
Developer R&amp;F has unveiled plans to develop an amended proposal for a multi-million dollar mixed use precinct in Brisbane’s West End, which has previous masterplan approval for seven buildings and a total of 981 apartments. The project, to be staged over six years, will transform the former industrial riverside sites into an integrated urban precinct with publicly accessible open spaces, leading down to a riverside walkway.
PDS Group has submitted a development application for a 715 unit, 13 stage development in Mango Hill, designed by Ellivo Architects. The project will comprise 13, six-storey towers with extensive open space. The development will include exercise areas, a dog friendly zone and surrounding spaces for passive recreation, formal park area and seating areas with playground and barbecue facilities.
Gold Coast City Council has granted approval for EG Fund Management’s 55 and 71 storey, twin tower Wanderlust development in Surfers Paradise. The Elenburg Fraser designed towers will contain 500 residential units, 270 serviced apartments and 400 hotel rooms. The development will be located in the heart of the nightclub and entertainment district, billed as an ‘entertainment hub for south-east Asia’. Facilities will include a 4,733 sqm pool club with two main pools, 2,727 sqm of restaurants, and recreation areas such as rock climbing facilities and an outdoor cinema.
Approval has been granted by Brisbane City Council for Morris Property Group’s A grade, 28 storey commercial tower in Spring Hill. The commercial option was submitted following a previous proposal for a 30 storey, 197-apartment tower, owing to a perceived shift in Brisbane's property market favouring commercial over residential. Designed by Nra-Co-Lab, the design incorporates LED vertical strip lighting over entire length of building facade.
NT
Acting Minister for Tourism and Culture, Eva Lawler, has now opened an Expression of Interest process for a nationally representative Reference Group. The group will help guide the delivery of the National Aboriginal Art Gallery in Alice Springs. The role of the Reference Group will be to promote and inform the project.
Local company Sitzler has been awarded the contract for the new $30 million, 24-hour Palmerston Police Station and Watch House with construction to commence next month and completion expected by mid-2019.
The Northern Territory Government has committed to improving housing in remote communities with the 10 year, $1.1 billion Remote Housing Program. This investment has a focus on local decision making, engagement and planning with communities to identify their housing needs. The project would ideally help to create sustainable, local employment and training, help develop Aboriginal businesses and encourage economic development. The investment is funded through four programs: Homebuild NT; Room to Breathe; Repairs and Maintenance; and Government Employee Housing.

Work is expected to commence on the Gawler Electriication project from Adelaide to Salisbury in the third quarter of 2018. Lendlease was appointed as contractor for design and construct in January this year, and design works have commenced.
The federal government’s Naval Shipbuilding College is now set to go ahead, following the appointment of a joint venture between KBR and Huntington Ingalls Industries (HII). The joint venture, known as the Naval Shipbuilding Institute (NSI) beat a bid from Babcock. Based in Osborne, NSI will establish and manage the college, partnering with ten educational organisations including TAFE SA, with Lendlease as managing contractor. It will operate under a "hub-and-spoke" model, with the college referring potential trainees to various universities or training colleges throughout Australia.
Community consultation is underway for redevelopment of Adelaide’s old Le Cornu site at 88 O’Connell Street, which has been vacant for decades. The City of Adelaide has oicially purchased the land and invited the public onto the site earlier this month for a community block party following inal removal of the fence.
Lyon Group's Riverland Solar Storage project has gained development approval. The 330 MW solar farm will comprise solar tracking arrays of photo-voltaic panels, mounted on steel frames. 400 MW of battery storage (ie 100 MW x 4 hours) is also included in the development, comprising lithium-ion polymer batteries, housed in a secure and climate controlled building.
TAS
Biomar Australia has submitted a development application for a $56 million state-of-the-art aqua feed production facility at Wesley Vale in Tasmania’s north. The former particle board manufacturing site will be converted into an aquaculture feed mill facility to include administration/ plant oices/lab &amp; amenities, bio ilter, dosing silos, mixing/ intake building, processing building, packing area and workshop/store. The processing facility will have a capacity of 110,000 tonnes per annum of inished product.
Meanwhile in Westbury, Wiley &amp; Co has started construction on Ridley Corporation’s $50 million aqua feed mill facility. The mill will produce around 50,000 tonnes of feed per year and will utilise the input of 250 local contractors during construction and when complete will source many local agricultural products.
Early works have started on Goldwind Australia’s 144MW Cattle Hill Wind Farm, with Hazell Bros engaged to undertake the site access construction. The wind farm will comprise approximately 48 turbines and is expected to be completed by the end of 2019.
WA
Documentation is in progress with Aerodrome Management Services for the expansion of Jandakot Airport. The project will see the construction of taxi-ways, and the extension of runways through the clearing of 41 hectares of vegetation.
Selected tenders have been invited for Parallel Riverfront in Rivervale. Laudis Developments are proposing the $40 million project, with construction of a 13-storey residential development within The Springs Special Development Area. The proposal outlines 123 dwellings and four levels of basement car parking. Designed by Hillam Architects, the building will see features such as dramatic zig-zag cantilevers around each balcony, a podium base with pool deck, a tower section and a café on the ground loor. Tenders close mid may for the appointment of a builder.
A structure plan has been completed for the expansion of Armadale City Centre with approvals to follow late 2018 or early 2019. Works proposed include:
• Extending the Armadale to Byford passenger rail line as a part of the State Government’s Metronet program;
• Grade-separation of the railway line to facilitate Church Avenue;
• To move the Armadale Train Station underground; and,
• To create a City Centre plaza linking Jull Street Mall to the West of Rail Precinct.
A second stage of works to follow will include the Civic Precinct redevelopment, including high quality oice space to accommodate Government services and private business. The development will also include creation of a green and high quality public realm. Developments on the City Centre are expected to commence by 2020.
Construction has commenced on Rottnest Island for Pinky’s Eco Retreat &amp; Beach Club. Builders appointed, in joint venture, are Discovery Holiday Parks and Baileys Marine Fuels Australia. The $20 million project will consist of 83 eco-tents with ensuite pods. The tents will be connected via elevated walkways to Pinky’s Beach Club complex. The complex will be complete with a swimming pool, an alfresco bar and dining areas. Construction is expected to be completed by the end of 2018.
Mining
Construction has commenced on Iluka Resources’ $250 million Cataby mineral sand mine located in Cataby, Western Australia. The project will consist of 13 open pits over approximately 25 km, and will produce approximately 460 to 780 kilo-tonnes of heavy mineral concentrat per annum when completed. Production is expected to commence in the second quarter of 2019.
GR Engineering has been selected as the preferred contractor to design and construct a $90 million processing plant for Capricorn Metal’s Karlawinda gold project, to be located 65 km south-east of Newman. The scope of the contract will involve engineering, procurement and construction of a 3 million tonne-per-annum processing plant, and associated processing infrastructure at the proposed mine site.

Fitzroys Agency agent Ervin Niyaz negotiated the five-year deal with a five-year option.

Princes Pies is operated by Matti Fallon, former head chef at DuNord and friend Nathan Holloway.

Even though house prices have risen substantially over recent decades, housing costs as a share of income have barely shifted in over 20 years. Costs relative to disposable income for housing are largely unchanged, at 17% since 1993, although there has been some increase since 2000.
There is no agreed measure for defining housing affordability, but just looking at house prices can be deceptive. Australian households are roughly equally split between purchasing, renting or owning their house outright.
There is no doubt that house prices increased substantially over recent decades. According to CoreLogic over the past 20 years the median house price in Australia increased from A$140,000 in December 1997 to A$540,000 by December 2017 – an annual increase of 7%. Relative to disposable income this represents a 68% increase over the 20-year period.
Australian households are roughly equally split between purchasing, renting or owning their house outright. Highly inflated house prices are more concerning to people wishing to move from renting to purchasing a house (mostly potential first home buyers).
Housing affordability looks very different when we look at actual housing costs relative to income, rather than just house prices. Housing costs increased substantially between 1984 and 1993.
This was a combination of weak income growth and strong increases in housing costs, particularly mortgages with interest rates increasing sharply over this period. Since peaking in 1993 costs remained relatively stable with rents increasing modestly over the past 10 years, while mortgage costs declined.
Overall, actual housing costs relative to income have remained stable since 1993 at around 16% of disposable income.

We split households into five equal groups from lowest 20% of disposable income up to highest 20%, after adjusting for type of family and household size. Clearly, low-income households spend a lot more on housing relative to their income than higher-income households. The share of housing costs for the lowest income quintile has increased in recent years but is not substantially different from longer term averages.

All other income groups have increased their share of spending relative to income since 1984. Since 1993 the changes have been mixed with the lowest income households and highest income households both spending less as a share of income, while the middle income categories have increased their spending, albeit modestly.
Housing was much more affordable in 1984 with average housing costs at just 11.3% of disposable income.
A number of important changes have occurred over the past 25 years. Interest rates are much lower, living standards have increased substantially for low, middle and high income families and savings rates have also increased – implying that housing costs are increasingly a larger share of expenditure.
Another common measure of housing affordability is housing stress. We use the “30/40” stress rule – a household paying more than 30% of their disposable income on housing costs and also in the bottom 40% of the income distribution.
Using this housing stress measure, we see a significant increase in renter stress, firstly between 1984 and 1993 and then from 2007. Mortgage stress is largely unchanged since 1988 following an increase between 1984 and 1988.

Housing stress rates are similar for major states. The highest rate is in Queensland with 13.5% of households in stress whereas the combined ACT and NT region has the lowest stress rate at 8.1%, thanks to relatively high incomes. The NSW rate is lower than both Victoria and Queensland.
Home ownership rates in Australia have slowly declined since 1984 from around 72% to around 68% by 2015-16. Ownership rates of households headed by people aged under 35 dropped from 50% in the 1980s to around 35% in 2015-16. Households headed by people aged 35 to 49 have experienced a similar percentage point decline but from a higher base.
The downward trend in ownership rates for younger households has been ongoing since 1988. Surprisingly, the house price boom between 1999 and 2005 in Australia does not appear to have made a significant difference to pre-existing trends.
However, home ownership trends are complex, and are likely driven by a range of factors such as interest rates, higher rents in the 1980s, broader societal changes such as people marrying and having children later in life and a higher divorce rates. Another possibility is a shift away from home ownership, with younger people preferring the flexibility that renting offers.

Overall, housing costs in Australia have been relatively stable as a share of disposable income since the early 1990s. This average does mask problems for low-income renters who are paying an increasing share of their income on housing costs, and rent stress levels have also increased over the long term.
Changed economic circumstances provide risks for housing affordability. Were interest rates or unemployment to increase sharply there would be risks to households and flow on effects to the broader economy.
House prices have indeed increased sharply since the late 1990s, well above incomes or inflation. This poses a problem for those wishing to move from the rental market to owning a home as higher house prices imply larger deposits.

Gold Coast City Council has won a four-year legal battle with Boral Resources, with the courts upholding the council’s refusal to approve a proposed quarry because of its impacts on the amenity of local residents – including the area’s koalas. In some rare good news for local government in Queensland, which has been under a cloud lately, the Court of Appeal’s decision confirms that councils are entitled to rely on their own planning schemes when deciding on local development applications. Even though Boral had secured approvals from the Commonwealth and Queensland governments, the Queensland Court of Appeal has upheld the council’s decision to refuse Boral’s application to develop a quarry.
A quarry quarrel
The council took on Boral and won after a four-year battle. In May 2014, Boral Resources had applied to the council for a permit to develop a quarry over 65 hectares of land at Reedy Creek, west of Palm Beach. State planning instruments had identified this land as a key resource area of state significance. For Boral, the quarry would generate hard rock and overburden worth A$1.4-1.5 billion.
In January 2014, the federal environment minister, acting under the Environment Protection and Biodiversity Conservation Act 1999, approved the development. In July 2014, Queensland’s Department of Environment and Heritage Protection did likewise.
All that remained was council’s consent. But, even though its own planning officer recommended approving the development, on July 11 2014, the council refused Boral’s application. When the local protest is loud enough and big enough – 4,200 objections were received – then even the Gold Coast Council will hear!

Not surprisingly, Boral immediately appealed that decision to the Planning and Environment Court. The court had to balance numerous competing interests to re-decide the merits of the case.
To some extent, the economic arguments were on Boral’s side. If the proposal did not proceed, competition could be reduced and the additional costs to the community could be around A$240 million over the life of the quarry, as even the Court of Appeal later accepted.
On the other side of the equation, the development would have adverse impacts on the amenity of nearby residents. These included creating ugly views and generating noise and dust by introducing an extra 450 haulage truck movements per day on local roads.
Judge Richard Jones decided the balance favoured refusing the application, confirming the council’s refusal.
Now the Court of Appeal has upheld that decision. The council, local residents and koalas have won the day.
The case also raises some points of more general planning interest. These relate to:
<ul>
<li>
the respective roles of state and local planning instruments
</li>
<li>
whether profitable economic development may legitimately be delayed to another day
</li>
<li>
whether protecting koalas requires protecting their habitat as well.

</ul>
State versus local planning instruments
In Queensland, the state planning policy identifies 16 state interests arranged under five broad themes. No one state interest is given priority over the others.
The Court of Appeal’s decision confirms it is the rightful business of local governments to balance and resolve competing state interests at the local level in their own planning schemes. Notwithstanding the site’s designation as a key resource area in state planning policy, the council had acted lawfully in relying on its own planning instruments to decide that adverse environmental and amenity impacts justified refusing the application.
Should good economic development be postponed?
Despite refusing the application, the judge conceded the resource should be protected for future exploitation when appropriate.
Boral argued this was an “irrational decision”. How would the amenity of residents and the survival of koalas be any less of concern in the future if they were so important even now? In Boral’s view, if this was a valuable economic resource (and everyone agreed it was), development now was the only sensible decision.
The Court of Appeal paid short shrift to this notion. It held that although the local planning instruments currently prevailed against an approval, amendments to these over time might alter the balance in favour of development. Local government, once again, is in the driving seat.
Do koalas need their trees?
Koalas are a recognised matter of environmental significance at Commonwealth and state levels. Developing the quarry would involve, over time, clearing 30,000 trees, including 23,000 koala habitat trees. The Planning and Environment Court judge recognised this would have an adverse impact in relation to a matter of environmental significance.
Boral had, like every other developer, argued conservation efforts at other sites (imposed as offsets) could produce a better outcome overall for koalas in southeast Queensland. The court dismissed this claim because the local planning scheme specified matters of environmental significance should be protected in situ.
Not to be defeated, Boral argued the judge confused koalas (a recognised matter of environmental significance) with koala habitat (of no particular status in this case). The Court of Appeal denounced this logic: "It cannot seriously be disputed that to destroy its habitat is to fail to conserve and protect it as a listed threatened species."
What are the broader planning implications?
The Boral litigation explores some really interesting principles for planning law and local governments.

The three bedroom house was sold by Glenn Batten from First National Upper Coomera &amp; Yarrabilba earlier this month.

Kew’s popular High Street commercial precinct is witnessing a generational change, with the sale of a second key site in a matter of months set to further activate new space along the strip.

Fitzroys’ Chris James and David Bourke have just sold <a href="https://www.commercialrealestate.com.au/property/171-173-high-street-kew-vic-3101-2014319305" target="_blank">171-173 High Street</a> for $4.175 million under the hammer, on behalf of private vendors that had owned the site for over 50 years.
Owner occupiers and local and offshore investors competed at auction that was won by a local investor. The sale price reflected a 3.9% yield and land rate of around $14,752 per sqm. 
Six months ago, James and Bourke sold a Commercial 1-zoned 526 sqm concrete yard at nearby 226-232 High Street for $4.5 million to a local developer in an off-market deal.
