ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

New research has revealed the average home loan customer could save $82,000 by switching from a big four bank, to a low rate online lender.
The comparison site RateCity is urging home loan customers unhappy with the behaviour of our major banks to shop around. 
New calculations show a family with a $350,000 loan looking for a fully-featured mortgage, could save up to $82,118 over the life of their loan, by going with the lowest comparable online lender, instead of a major bank.
RateCity spokesperson Sally Tindall said the only way to give the majors a wake-up call is to vote with your feet. 
“The big four banks have an incredible 75 per cent share of the home loan market.
"If you’re fed up with what’s coming out of the Royal Commission, now could be the time to switch.
“Online lenders are increasingly putting fully-featured loan products on the table – at significantly lower rates,” she said.
For example, the big four advertise fully-featured loans for about 4.5 percent, along with a hefty package fee of $395 a year, while some of the smaller lenders are offering fully-flexible loans for as little as 3.49 per cent, complete with a 100 per cent offset account and no ongoing fees.

Mozo suggest some 7 in 10 home borrowers who have haggled their lender for a better home loan interest rate have received one.
According to research from Mozo.com.au, the comparison site consumers are far more comfortable haggling at the shops on a new fridge or television rather than their home loan, despite seven times the potential savings from home loan haggling, Mozo research has found.  
Mozo research indicates there is little reward for being a loyal mortgage customer unless you are actively pushing for a better deal on a regular basis.  
With 44% of mortgage holders currently on a home loan rate above 4.00%, there is plenty of room to haggle. More than half of the lenders in the Mozo database are now offering a rate under 3.70%.

The global economy has strengthened over the past year. A number of advanced economies are growing at an above-trend rate and unemployment rates are low. The Chinese economy continues to grow solidly, with the authorities paying increased attention to the risks in the financial sector and the sustainability of growth. Globally, inflation remains low, although it has increased in some economies and further increases are expected given the tight labour markets. As conditions have improved in the global economy, a number of central banks have withdrawn some monetary stimulus and further steps in this direction are expected.
Financial markets have been affected by political developments in the eurozone, particularly in Italy. There are also concerns about the direction of international trade policy in the United States and economic developments in a few emerging market economies. Long-term bond yields in most major economies have declined recently and there has been some widening of corporate credit spreads. Overall, though, financial conditions remain expansionary. Conditions in US dollar short-term money markets have eased recently, although they are tighter than earlier in the year, with US dollar short-term interest rates having increased for reasons other than the increase in the federal funds rate. The higher rates in the United States have flowed through to higher short-term interest rates in a few other countries, including Australia.
The price of oil has increased over recent months, as have the prices of some base metals. Australia's terms of trade are expected to decline over the next few years, but remain at a relatively high level.
The recent data on the Australian economy have been consistent with the Bank's central forecast for GDP growth to pick up, to average a bit above 3 per cent in 2018 and 2019. Business conditions are positive and non-mining business investment is increasing. Higher levels of public infrastructure investment are also supporting the economy. Stronger growth in exports is expected. One continuing source of uncertainty is the outlook for household consumption. Household income has been growing slowly and debt levels are high.
Employment has grown strongly over the past year, although growth has slowed over recent months. The strong growth in employment has been accompanied by a significant rise in labour force participation, particularly by women and older Australians. The unemployment rate has been little changed at around 5½ per cent for much of the past year. The various forward-looking indicators continue to point to solid growth in employment in the period ahead, with a gradual reduction in the unemployment rate expected. Wages growth remains low. This is likely to continue for a while yet, although the stronger economy should see some lift in wages growth over time. Consistent with this, the rate of wages growth appears to have troughed and there are reports that some employers are finding it more difficult to hire workers with the necessary skills.
Inflation is low and is likely to remain so for some time, reflecting low growth in labour costs and strong competition in retailing. A gradual pick-up in inflation is, however, expected as the economy strengthens. The central forecast is for CPI inflation to be a bit above 2 per cent in 2018.
The Australian dollar remains within the range that it has been in over the past two years. An appreciating exchange rate would be expected to result in a slower pick-up in economic activity and inflation than currently forecast.
The housing markets in Sydney and Melbourne have slowed. Nationwide measures of housing prices are little changed over the past six months, with prices having recorded falls in some areas. Housing credit growth has slowed over the past year, especially to investors. APRA's supervisory measures and tighter credit standards have been helpful in containing the build-up of risk in household balance sheets, although the level of household debt remains high. While there may be some further tightening of lending standards, the average mortgage interest rate on outstanding loans is continuing to decline.
The low level of interest rates is continuing to support the Australian economy. Further progress in reducing unemployment and having inflation return to target is expected, although this progress is likely to be gradual. Taking account of the available information, the Board judged that holding the stance of monetary policy unchanged at this meeting would be consistent with sustainable growth in the economy and achieving the inflation target over time.

Household debts still remain high, further tightening expected: RBA Governor's June 2018 meeting statement

The fifth meeting of the Reserve Bank of Australia for 2018 saw no change in the official cash rate.
The central bank's last move saw it go to 1.5 percent at the August 2016 meeting, so rates have been held steady for 20 meetings.
It was 21 meetings ago that they last came down. 
Almost every economist predicted another hold.
CoreLogic's head of research Tim Lawless said the weakness in the Australian economy meant the rate hold came at no surprise.
"The rate hold is of little surprise given some of the underlying weaknesses still prevalent in the Australian economy; a 0.4% decline in the Australian housing market in the year to May, weak wages growth (2.1%), high underemployment (8.3%) and core inflation at the lower bound of the RBA target range (2.0%)," Lawless said.
"Financial markets are not fully pricing in a rate hike until October 2019. That is despite the latest RBA forecasts suggesting headline inflation will reach 2.25% by the end of this year and unemployment will fall to 5.25%.  From a housing market perspective, a stable rate environment is positive. However, there is risk that mortgage rates could rise, regardless of the steady cash rate, due to higher funding costs being faced by lenders overseas. 
'"At the end of May, standard variable mortgage rates for owner occupiers remained at their lowest level since 1965, averaging 5.2% and the average discounted rate is tracking even lower at 4.5%. The average three year fixed rate is lower yet again at 4.15%.  Even if mortgage rates do rise, they are still well below the twenty year average of 6.8%.  
"Despite mortgage rates being low, activity in the housing market has slowed since 2015. CoreLogic’s latest estimates indicate the number of settled residential property sales is down 7.7% year on year and transaction numbers are 15.1% lower relative to the recent 2015 peak.  Although interest rates are set to remain on hold for the time being, the availability of housing credit has tightened substantially, which is the primary driver of slower housing market activity and falling home values. 
"The latest figures on housing credit show the monthly rate of growth, at 0.43% is the lowest since June 2013, dragged down mostly by less lending for investment purposes.  Credit policies are likely to remain tight, if not even tighter, with APRA advising lenders to focus more on reducing their exposure to high debt to income loans.
"As a result, we expect housing market conditions to continue their slow decline, at least from a macro perspective.  Since peaking in November last year, national dwelling values are down 1.1%. There are exceptions to this national picture, with dwelling values in Brisbane, Adelaide and Hobart at record highs.

RBA keeps rates on hold for record 20th consecutive meeting

The analysis shows Brisbane, Perth and Darwin housing prices are also tipped to fall this year, with no experts or economists indicating a rise in Darwin. 
Brisbane housing price are most likely to plummet with 23% of respondents forecasting a fall of over 6%, which is the greatest predicted fall among the capital cities. 
“This is also good news for those looking to buy in Brisbane, but things won’t be as peachy for sellers in the Sunshine State,” Mr Cooke says. 
On the other hand, Adelaide and Hobart were identified as growth markets among the panel with 55% of respondents estimating 1-2% growth in Adelaide, while a combined 72% are forecasting Hobart prices to lift by 1-2% or 3-4%. 
“The quieter cities of Adelaide and Hobart could be hot spots for investors wanting to unlock capital growth, or for homebuyers looking to put their property on the market,” he says.

House prices to tumble in 2018, but two cities may buck the trend: Finder

The 0.7% fall in Melbourne dwelling values over the three months to April 2018 was the greatest fall over a three month period since February 2012, CoreLogic has noted.
 Over the 12 months to April 2018, Melbourne dwelling values increased by 3.7% which was the slowest rate of growth since March 2013. 
With the recent declines, dwelling values in Melbourne are now 1.1% beneath their November 2017 peak. It deteriorated again in May, according to the latest data, with prices down 0.5% in May.

Looking at the quarterly value change across the 10 market segments shows values fell across the higher valued housing stock. 
Each of the 7th to 10th deciles recorded a fall in dwelling values, with the declines becoming progressively greater. 
The 6th decile recorded the largest quarterly increase, there was no change in values across the 5th decile and the four lowest value deciles continued to record modest growth.

The 10th decile was the only market sector where values fell over the past year while only the 8th, 9th and 10th deciles recorded growth that was lower than the headline city-wide figure. 
While the 2nd decile recorded the strongest annual growth at 12.0%, each of the 1st to 3rd deciles recorded double-digit capital gains over the past twelve months.

The figures shows a significant difference in the housing market’s performance between the most affordable and most expensive housing stock.
Based on the annual change data, the market for housing valued in excess of $1.12 million has weakened over the year while housing stock valued below $600,000 has continued to achieve strong value growth. More recently, housing stock valued at over $800,000 has started to see value declines.

Melbourne's biggest value declines across the pricier property markets: CoreLogic Decile Report

Digital Finance Analysts' Martin North has noted credit is harder to get. 
The surveys conduction by DFA show that up to 40 percent of applications for mortgages are now being turned down, compared with just five percent a year ago, as lenders apply more forensic analysis of applications received.
This was triggering weaker conditions in Sydney and Melbourne.
He noted CBA is now looking at applications with a loan to income of 4.5 times and above.
"I am getting more reports of households who are finding their available borrowing power is as much as 35 percent down on a year ago."
So North suggests unlike the small correction which occurred to the CoreLogic Index in 2015, as credit was harder to get briefly, and which reverted a few months later, it would be "different this time."
He referred to the enhanced focus on mortgage lending serviceability means that a consideration of the loan to income ratio or LTI is ever more important.
In the UK, where LTI calculations are the norm, the Bank of England first introduced limits on high LTI mortgages in 2014.
These measures meant that no more than 15 per cent of mortgages issued should exceed a loan-to-income ratio of 4.5. 
The UK’s 4.5 LTI cap on 85 per cent of new lending is still in place. In June last year, Bank of England governor Mark Carney announced that the 4.5 ratio “insurance measures” will become “structural features of the UK housing market.
"It should be of no surprise to note that the Commonwealth Bank of Australia has announced that it has brought in its new debt-to-income measurement for borrowers," North blogged.
CBA, who is the largest owner occupied mortgage lender in Australia has disclosed that it will now “monitor” loan applications with a debt-to-income ratio higher than 4.5 and will also bring in a new e-learning requirement for brokers that have not settled a CBA loan for more than a year.
Applications with a DTI higher than 7 will be subject to a manual credit approval check.
North estimates across the country around 7.9% of all loans have a current loan to income ratio of 6 times or more.
"But the prize goes to New South Wales with a massive 15.8% of households currently holding loans with a loan to income ratio of 6 or more. This is of course explained by the high prices, big mortgages, and lose lending standards," he says.
 It is 7.1% of households in Victoria holding a loan to income ratio of 6 times or higher.
A recent borrowing sample was done by commentator Lindsay David at LF Economics on the Aussie Home Loan lending calculator site that showed how much the money on offer had dropped over recent years.
David's first image (below), is the figures of lending at an interest rate of 4.94 percent with a salary of $100,000 two years ago.
Aussie's online calculator advised it would be willing to lend up to nearly $825,000 two years ago.

North looked at the RBA released their credit aggregates to April 2018. 
He noted total mortgage lending rose $7.2 billion to $1.76 trillion, another record.
 Within that, owner occupied loans rose $6.4 billion up 0.55%, and investment loans rose just 0.14% up $800 million. 
 Personal credit fell 0.3%, down $500 million and business lending rose $6.3 billion, up 0.69%. 
The annualised stats show owner occupied lending is still running at 8%, while business lending is around 4% annualised, investment lending down to 2.3% and personal credit down 0.3%.  On this basis, household debt is still rising. 
But the Bank lending data from APRA showed that tighter lending standards are biting.  
"In fact, Westpac apart, all the majors reduced their investor property lending in April," North noted.
 Owner occupied loans grew by 0.29% or $3.1 billion to $1.07 trillion while investment loans fell slightly, down 0.01% or $42 million.  
As a result, the relative share of investment loans fell to 34.14%.

40 percent of loan applications are being turned down as credit squeeze hits would be-borrowers

Online retail giant Amazon’s decision to block Australian shoppers from its US website has prompted an outpouring of anger from its customers. However, economic statistics indicate the actual value of online purchased products entering Australia from international marketplaces is relatively low. While some shoppers will be disappointed by Amazon’s decision, others will simply find ways around the geoblock.
The federal government has been <a href="https://www.2gb.com/gst-on-online-shopping-should-have-happened-ten-years-ago-gerry-harvey-says/" target="_blank">under pressure from legacy retailers like Gerry Harvey</a>, who have called for an end to the GST exemption on overseas online purchases worth less than A$1,000.
Federal Treasurer Scott Morrison last year <a href="http://parlinfo.aph.gov.au/parlInfo/search/display/display.w3p;query=Id%3A%22chamber%2Fhansardr%2F345ee0b5-7f9d-47ea-a37c-53d1b10edff0%2F0030%22" target="_blank">introduced legislation</a> for this measure, arguing it will “establish a level playing field for our domestic retailers”. From July 1, 2018, GST will apply to all overseas online purchases.
The Australian Retailers Association has proposed a “<a href="https://www.retail.org.au/mediacentre/ara-calls-productivity-commission-widen-net-gst/" target="_blank">vendor collection model</a>” under which foreign retailers would collect the GST at the time of purchase and then pay it to the Australian Taxation Office.
But the fact is that these measures won’t level the playing field. Overseas online prices for many items are so low that that even if GST were added, they would still be <a href="https://www.choice.com.au/shopping/online-shopping/buying-online/articles/buying-cheaper-clothing-online" target="_blank">far cheaper than they are in Australia</a>. For example, a recent search showed Levi’s 510 jeans for A$115 at Myer, compared with A$74.85 in the United States; and a Uniqlo Women’s ultralight down jacket for A$200 here, versus A$154.10 over there.
In 2017 Australians spent an estimated <a href="https://business.nab.com.au/wp-content/uploads/2018/02/NORSI-DEC-2017.pdf" target="_blank">A$24.2 billion online</a>. Yet this is just 7.8% of the amount spent at bricks-and-mortar shops. And more than 80% of online spending was through domestic retailers, which are subject to GST.
With only A$4.84 billion spent via overseas retailers, a quick calculation indicates that adding 10% GST to those purchases would have added A$484 million to the government’s coffers last year.
<h2>Why has Amazon blocked Australia?</h2>
Amazon has <a href="https://www.nytimes.com/aponline/2018/05/31/world/asia/ap-as-australia-amazon" target="_blank">blamed the new GST rules</a> for its decision to bar Australian shoppers, arguing that the vendor collection model would create significant operational difficulties:

While we regret any inconvenience this may cause customers, we have had to assess the workability of the legislation as a global business with multiple international sites.
</blockquote>
Yet rival online seller eBay seems to have managed to <a href="https://sellercentre.ebay.com.au/content/gst-fees-ebaycomau" target="_blank">implement the vendor collection model</a> without undue trouble. It looks as if Amazon, which generated <a href="https://www.statista.com/statistics/266282/annual-net-revenue-of-amazoncom/" target="_blank">almost US$180 billion in sales last year</a>, views the Australian market as just too small to justify the hassle. In fact, one study has estimated that Amazon will only gain a <a href="https://www.macquarie.com/au/advisers/expertise/market-insights/is-amazon-the-end-of-australian-retail-as-we-know-it/" target="_blank">16% share of Australian online retail sales by 2025</a>.
Amazon’s view on Australia’s red tape may well be right. Modelling by Australia Post suggests that if the postal service were tasked with assessing and collecting the GST on international deliveries, it would cost almost A$900 million to collect A$300 million in revenue.
<h2>Who are the winners and losers?</h2>
As mentioned above, Amazon probably won’t suffer much from cutting loose its relatively small Australian customer base. But what about the customers themselves, and Amazon’s competitors?
When <a href="https://www.amazon.com.au/" target="_blank">Amazon Australia</a> (not to be confused with the now geoblocked US site) launched in December 2017, just in time for the Christmas rush, <a href="https://www.smartcompany.com.au/industries/retail/amazon-australia-3-8-million-aussies-december" target="_blank">3.8 million Australians visited the site</a> during that month alone. But this is well short of the <a href="https://www.smh.com.au/business/small-business/does-amazon-australias-retail-launch-spell-the-end-of-ebay-20171205-gzywck" target="_blank">11 million Australian shoppers</a> who visit eBay each month.
Amazon’s withdrawal will undoubtedly benefit eBay and other sites such as <a href="https://www.alibaba.com/countrysearch/AU/australia" target="_blank">Alibaba</a>, which look set to attract shoppers who are still hungry for an international bargain.
While some dedicated fans of Amazon’s US site are <a href="https://www.news.com.au/national/nsw-act/we-regret-any-inconvenience-this-may-cause-amazon-to-stop-shipping-to-australia-from-july-1/news-story/f90d87e59d29cc589ea9c184f3f5f40b" target="_blank">understandably annoyed</a>, most customers simply won’t notice the difference. Customers will be automatically directed to Amazon’s domestic offering, which claims to stock more than 60 million products.
For Australia’s traditional retailers, the playing field still isn’t really “level”, even without access to Amazon US. Don’t expect everyone to suddenly start banging down Harvey Norman’s doors come July 1. In reality the impact will be minimal.
<h2>How to get around the geoblock</h2>
For the very determined shopper who demands access to Amazon US, there are naturally ways around geoblocking technology, such as re-shipping services, freight forwarders, and <a href="https://www.choice.com.au/electronics-and-technology/internet/internet-privacy-and-safety/articles/bypass-geo-blocking" target="_blank">VPNs</a>.

Online overseas shopping not prevalent before Amazon geoblock

If you can believe the headlines, Australian property values are falling. The thing is, you can’t believe the headlines. In most of our major markets, values are not falling at all. 
The problem is the way research firms and economists like to generalise about price data, with a single number describing movements in the mythical thing they call “Australian property prices”. Like most generalised figures, this serves only to create confusion and misinformation. 
According to recent headlines, national values are falling, which means the average situation with prices is a small decline. This was an annual decrease of 0.4 percent, according to one source.
But, lurking behind this pointless and misleading single figure which apparently depicts our entire vast nation, are the following factors:
<ul class="ul1">
<li class="li1">Regional areas overall are rising.</li>
<li class="li1">Five of the eight capital cities are rising.</li>
<li class="li1">The only significant market showing annual decline is Sydney, but the size of that market is dragging down the overall average.</li>
</ul>
The truth is that Australia abounds with major cities, some capital, some regional, with growth markets. Inspired by that reality, here are my ten leading cities with growth trajectories in 2018:-
Hobart: The Tasmanian capital is currently recording double-digit growth in its house prices and is likely to continue showing growth, underpinned by a vastly improved state economy. Property is selling faster there than any other capital city, vacancies are lower there than anywhere else and there’s no sign of activity slowing down. 
Canberra: Most research sources have Canberra values rising steadily. SQM Research’s index has Canberra up 8.5 percent. This is not surprising as the ACT economy is strong, Canberra vacancies are almost as low as Hobart’s, rents are rising and land prices are high (as a result of the ACT Government controlling land releases). All things considered, Canberra should be a national leader on price growth this year.
Brisbane: Overall, Brisbane isn’t showing much growth, but values are rising. When you look behind the generalised data, there are precincts with strong price rises. I expect Brisbane growth to gradually pick up this year because the underlying economy is improving, population data is favouring South-East Queensland again and infrastructure spending is rising. The affordability comparison also favours Brisbane.
Adelaide: The SA capital is similar to Brisbane. The generalised data shows only minor price growth, but individual precincts are doing much better, especially the top end. The SA economy is stronger than most realise and its steady improvement will boost the property market. I expect price growth is pick up as the year progresses. Adelaide offers great value-for-money and much better yields than the biggest cities.
Perth: The WA capital is one of those cities where values overall are still down, but it depends on whose figures you believe. SQM records a 3 percent annual rise in its Asking Prices Index for Perth. My own research shows that most of the million-dollar suburbs have had double-digit growth in the past year. There’s no doubt the Perth downturn is over and we will see further evidence of growth as the year unfolds.
Melbourne fringes: The single-growth figure to describe an entire large city never tells the full story. Melbourne overall has passed its peak but the outer ring suburbs are still very strong. The price growth in the past year in the northern fringes around Epping, the far south-east including Cranbourne, and the south-western regions around Werribee and Wyndham Vale, has been exceptional. 
Newcastle/Hunter Region: The City of Newcastle has been one of the nation’s outstanding markets recently. Values overall have increased in double digits and many suburbs have grown their median house prices by over 20 percent. The local economy is thriving and the affordability comparison with Sydney has helped. Now the growth is rippling out to nearby areas, including the towns of the Hunter region.
Geelong and nearby regions: Geelong has been the outstanding market in Victoria in the past year or so, and continues to deliver strong sales activity and price growth. It’s part of a wider trend, in which regional centres close to Melbourne are attracting spill-over population growth and demand for homes. Locations north and south of Melbourne continue to attract extraordinary sales activity and price growth.
Ballarat: This strong regional city could be included the previous paragraph as a regional centre near the state capital, but it deserves its own exclusive mention. More and more Melbourne buyers are targeting Ballarat because it’s well-connected to the big city and offers attractive affordability and a different kind of lifestyle. This is now a very busy market and I expect prices to show solid rises this year.
Sunshine Coast: I know many who followed our advice and bought into the Sunshine Coast market 12-18 months ago: they’re happy punters. The region’s economy is transitioning to a place of greater diversity and strength – and this is driving real estate demand. It’s attracting lots of new residents. This process is still in its infancy and there’s plenty more growth to come. Noosa, which has under-achieved for 10 years, has joined the growth party.

Australia's top 10 real estate growth cities in 2018: Hotspotting's Terry Ryder

A Redfern apartment block is set to be converted into student accomodation, with a proposed $52 million purchase by Singaporean company Wee Hur Holdings.
Wee Hur, also known as The Group, have lodged a put and call option deed on the Gibbons Street block near Redfern Station.
They're intention is to redeveloper the property to be a purpose-built student accomodation (PBSA) with more than 500 beds (below).
The Group, a SGX mainboard-listed property developer, has proposed an 18-storey building with two podium levels and 16 levels of student accommodation.  
The proposal will consist of studios and cluster bedrooms, indoor and outdoor communal spaces for students and a small retail tenancy on the ground level.  
Designed with students in mind, the proposed student accommodation complex will provide facilities and amenities such as kitchen, laundry, bicycle parking, study rooms and games rooms etc.

Its second PBSA with 772 beds along Gray Street, Adelaide is expected to complete by early 2019 for 2019 first semester student intake. 
Construction of the Group’s third PBSA with 900 beds along A'Beckett Street, Melbourne is expected to commence by end-2018 and to complete by 2020.
The Group executive chairman Goh Yeow Lian said they have wanted a PBSA in Sydney.
“We are very pleased to find this acquisition opportunity in Sydney as we wanted very much to have a PBSA in this city. 
"We find this site attractive as it is close to two universities, the University of Sydney and University of Technology Sydney, and also close to railway train and metro stations.”

Cities worldwide face the problems and possibilities of “volume”: the stacking and moving of people and things within booming central business districts. We see this especially around mass public transport hubs.
As cities grow, they also become more vertical. They are expanding underground through rail corridors and above ground into the tall buildings that shape city skylines. Cities are deep as well as wide.
The urban geographer Stephen Graham describes cities as both “vertically stacked” and “vertically sprawled”, laced together by vertical and horizontal transport systems.
People flow in large cities is not only about how people move horizontally on rail and road networks into and out of city centres. It also includes vertical transport systems. These are the elevators, escalators and moving sidewalks that commuters use every day to get from the underground to the surface street level.
Major transport hubs are where many vertical and horizontal transport systems converge. It’s here that people flows are most dense.
But many large cities face the twin challenges of ageing infrastructure and increased volumes of people flowing through transport hubs. Problems of congestion, overcrowding, delays and even lockouts are becoming more common.
Governments are increasingly looking for ways to squeeze more capacity out of existing infrastructure networks.
Can we increase capacity by changing behaviour?
For the last three years, Transport for London (TfL) has been running standing-only escalator trials. The aim is to see if changing commuter behaviour might increase “throughput” of people and reduce delays.
London has some of the deepest underground stations in the world. This means the Tube system is heavily reliant on vertical transport such as escalators. But a long-standing convention means people only stand on the right side and allow others to walk up on the left.
In a trial at Holborn Station, one of London’s deepest at 23 metres, commuters were asked to stand on both sides during morning rush hour.
The results of the trials showed that changing commuter behaviour could improve throughput by increasing capacity by as much as 30% at peak times. But this works only in Tube stations with very tall escalators. At stations with escalators less than 18 metres high, like Canary Wharf, the trials found the opposite – standing would only increase congestion across the network.

By standing only, 30% more people could fit on an escalator in the trial at Holborn Station.
The difference is down to human behaviour. People are simply less willing to walk up very tall escalators. This means a standing-only policy across the network won’t improve people flow uniformly and could even make congestion worse.
Is people movement data a solution?
With the introduction of ticketless transport cards it’s now possible to gather more data about people flow through busy transport hubs as we tap on and off.
Tracking commuters’ in-station journeys through their Wi-Fi enabled devices, such as smart phones, can also offer a detailed picture of movement between platforms, congestion and delays.
Transport for London has already conducted its first Wi-Fi tracking trial in the London Underground.
Issues of privacy loom large in harvesting mobile data from individual devices. Still, there’s enormous potential to use this data to resolve issues of overcrowding and inform commuters about delays and congestion en route.

London’s transport authority hopes the data from tracking users’ phones will help ease congestion, plan better timetables and improve station designs.
Governments are also increasingly turning to consultancy firms that specialise in simulation modelling of people flow. That’s everything from check-in queues and processing at terminals, to route tracking and passenger flow on escalators.
Using data analytics, people movement specialists identify movement patterns, count footfall and analyse commuter behaviour. In existing infrastructure, they look to achieve “efficiencies” through changes to scheduling and routing, and assessing the directional flow of commuters.
Construction and engineering companies are also beginning to employ people movement specialists during the design phase of large infrastructure projects.
Beijing’s Daxing airport, due for completion in 2020, will be the largest transport hub in China. It’s also the first major infrastructure project to use crowd simulation and analysis software during the design process to test anticipated volume against capacity.
The advice of people movement specialists can have significant impacts on physical infrastructure. This involves aspects such as the width of platforms, number and placement of gates, and the layout and positioning of vertical transport, such as escalators.
Movement analytics is becoming big business
People movement analytics is becoming big business, especially where financialisation of public assets is increasing. This means infrastructure is being developed through complex public-private partnership models. As a result, transport hubs are now also commercial spaces for retail, leisure and business activities.
Commuters are no longer only in transit when they make their way through these spaces. They are potential consumers as they move through the retail concourse in many of these developments.
In an era of “digital disruption”, which is particularly affecting the retail sector, information about commuter mobility has potential commercial value. The application of data analytics to people flow and its use by the people movement industry to achieve “efficiencies” needs careful scrutiny to ensure benefits beyond commercial gain.
