<p>ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.</p>

<p>The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.</p>

<p>"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."</p>

<p>The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.</p>

<p>Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.</p>

<p>The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.</p>

<p>The 79–81 Victoria Parade site occupies a strategic location about 1.5 kilometres east of Melbourne's CBD, at the threshold between Collingwood and East Melbourne. <p>An 1880s timber cottage that has survived Kangaroo Point's transformation from riverside suburb to high-density apartment precinct is set to become the centrepiece of <a href="https://www.apartments.com.au/developers/zephyr">Zephyr Group</a>'s proposed Banksia development.</p>

<p>Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.</p>

<p>Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.</p>

<p>As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."</p>

<p>Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.</p>

<p>The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.</p>

<p>As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.</p>

<p>Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.</p>

<p>The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.</p>

<p>Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.</p>

<p>Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. The site also benefits from direct access to active transport infrastructure and sits within an area earmarked for continued higher-density residential growth.</p>

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Off-the-plan property explained: What is stamp duty?

<p>For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.</p>

<p>The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.</p>

<p>But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.</p>

<p>The biggest takeaway is that inflation continues to move in the right direction.</p>

<p>Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.</p>

<p>While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.</p>

<p>The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.</p>

<p>That trend is important because it aligns with what many economists and lenders have been saying for the last month.</p>

<p>Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.</p>

<p>In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".</p>

<p>The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.</p>

<p>Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.</p>

<p>Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.</p>

<p>Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.</p>

<p>Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.</p>

<p>While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.</p>

<p>Last week saw the combined capital city auction market slowdown ahead of the Queen’s birthday public holiday, with only 904 homes taken to auction last week. The lower volumes did little to improve clearances rates last week with the weighted average declining further returning a 53.8 per cent final auction clearance rate; the fifth consecutive week of falls across the combined markets. A very difference result to what was seen one year ago, when a much higher 67.8 per cent of homes cleared at auction over the same week (1,279 auctions).</p>
<p>Sydney was the busiest auction market last week, outperforming Melbourne in terms of clearance rate and number of auctions. There were 415 Sydney homes taken to auction last week returning a 56 per cent success rate, increasing on the week prior when the final clearance rate dropped to 47.1 per cent; albeit volumes were considerably higher across the city.</p>
<p>The public holiday long weekend resulted in very low activity across Melbourne last week, with a very modest 275 homes taken to market returning a 54.9 per cent final clearance rate, decreasing significantly on the week prior when 1,079 auctions were held and 59.8 per cent cleared.</p>
<p>Brisbane, Perth and Tasmania all saw an improvement in clearance rates week-on-week, while Adelaide and Canberra’s final clearance rate fell.</p>
<p>Geelong was the best performing non-capital city region last week, with a clearance rate of 63.6 per cent across 21 auctions.</p>

<div class="column">The US economy and labour market are firing on all cylinders. The US central bank, the US Federal Reserve, increased the target range for the federal funds rate by 0.25 percentage points to 1.75-2.00 per cent, as expected. Interest rate have increased seven times since December 2015.</div>
<div class="column"> </div>
<div class="column">More interest rate increases are forecast this year and next. Policymakers upgraded their projected number of rate hikes to four this year as unemployment falls further below “full employment” and inflation overshoots its “symmetric” two per cent target.</div>

<div class="column">Inflation is gradually increasing after the economy’s seasonal ‘soft patch’ in the March quarter. Annual growth of the consumer price index stands at 2.8 per cent in April, the highest rate since February 2012. A sharp rebound in economic growth to around 3-3.5 per cent is expected during the June quarter on the back of a pick-up in consumer spending.</div>

<div class="column">And core consumer prices (excludes food and energy) are already at 2.2 per cent per annum in April. Only the US Federal Reserve’s preferred core personal consumer expenditure deflator (PCE) measure remains below target at 1.8 per cent in April, but that’s expected to breach the two per cent target by year-end.</div>

<div class="column">The jobs bonanza in the US continues. A record 92 consecutive months of job gains has pushed the unemployment rate down to 3.8 per cent in May - the lowest level since April 2000.</div>

<div class="column">If the current pace of job creation continues, the unemployment rate could potentially fall to 3.5 per cent for the first time since 1969 by year-end. The unemployment rate is well below the US Federal Reserve’s estimate of the non-accelerating inflation rate of unemployment (“NAIRU”) which is currently at 4.5 per cent.</div>

<div class="column">And in a further sign that the US is at or close to “full employment”, job openings (JOLTS series) by a record 4.3 per cent in April – job vacancies are now exceeding the number of unemployed workers by a gap of 352,000. In the 12 months through April, the US economy created a whopping net 2.4 million jobs according to Bloomberg.</div>

<div class="column">US wages growth has been lacklustre due to structural, technological and demographic changes. However, given reduced spare capacity in the labour market, a gradual increase in wages growth is expected. The annual growth rate for average hourly earnings reached 8-year highs of 2.8 per cent in February, but has since fallen to 2.7 per cent in May. That said, another measure of pay and benefits – the employment cost index for private sector wages increased by 2.9 per cent – the largest annual increase in 11 years. And the National Federation of Independent Businesses (NFIB) has recently reported that a net 35 per cent of businesses are increasing worker compensation – the highest since records began 32 years ago.</div>

<div class="column">While there are multiple risks to the US economic outlook – increasing inflation, rising budget deficit, record-high government debt, global political turbulence and growing ‘trade war’ concerns – the economy appears set to grow by around 3 per cent this year on the back of stimulus from the Trump Administration’s US$1.5 trillion corporate tax cuts. Should the US expand for another year, it will exceed the 10-year economic boom of the 1990s – the last time US interest rates were higher than their Aussie counterparts.</div>

<div class="column"><strong>US Federal Reserve decision</strong></div>
<div class="column"> </div>
<div class="column">Today’s decision by the US Federal Reserve was well telegraphed and uniformly expected by financial markets. The addition of another projected rate hike in the second half of this year has nudged-up the interest rate tightening trajectory.</div>
<div class="column"> </div>
<div class="column">In its press release the Federal Open Market Committee’s (FOMC) reiterated that the pace of economic growth should pick-up, unaffected by a slightly more aggressive pace of rate hikes: “The committee expects that further gradual increases in the target range for the federal funds rate will be consistent with sustained expansion of economic activity, strong labour market conditions, and inflation near the committee’s symmetric 2 percent objective over the medium term”.</div>
<div class="column"> </div>
<div class="column">The statement removed previous language saying that the main rate would remain “for some time” below longer- run levels. Other changes included a reference of “further gradual increases” instead of “adjustments”. Policymakers also said that “indicators of longer-term inflation expectations are little changed”. Previously, the statement made separate references to survey-based and market-based measures of these expectations.</div>

<div class="column">The median path for the fed funds rate was changed in 2018 to include an addition fourth rate hike and one less rate hike in 2020. The FOMC’s Summary of Economic Projections shows the median interest rate projections (the “dot plot”) implies two further 0.25 per cent interest rate increases in the second half of 2018 (to 2.4 per cent, up from 2.1 per cent previously); three 0.25 per cent interest rate increases in 2019 (to 3.1 per cent, up from 2.9 per cent previously); and one 0.25 per cent interest rate increase in 2020 (to 3.4 per cent).</div>

<div class="column">The policy-relevant core PCE deflator inflation projections were little changed. Core PCE inflation is expected to lift to 2.0 per cent in 2018, up from 1.9 per cent previously forecast. Projections in 2019 and 2020 were unchanged at 2.1 per cent.</div>

<div class="column">The FOMC upgraded its GDP forecasts and lowered its unemployment rate projections. The FOMC projects GDP growth of 2.8 per cent in 2018 (previously 2.7 per cent) and 2.4 per cent in 2019 and 2.0 per cent in 2020 (both unchanged). Meanwhile, the FOMC expects the unemployment rate to be 3.6 per cent in 2018 (previously 3.8 per cent) and 3.5 per cent in both 2019 (previously 3.6 per cent) and 2020 (previously 3.6 per cent).</div>

<div class="column">The Fed is targeting a range for the Fed Funds rate and uses the interest on excess reserves rate (IOER) as one of its main tools. With the rate creeping towards the high end of its target range recently, the Fed hiked the IOER rate by 0.20 per cent to 1.95 per cent as “it is intended to foster trading in the federal funds market at rates well within the FOMC’s target range”.</div>

<div class="column">The Fed continues to unwind its huge balance sheet. Holdings have declined to around US$4.3 trillion, the lowest since May 2014. A total of US$88 billion worth of US Treasuries have now been “rolled-off” at maturity. Eventually, holdings will be reduced by around US$50 billion per month until a “new normal” balance sheet holding is achieved.</div>

<div class="column">US sharemarkets finished lower on the slightly “hawkish” tone of the FOMC’s policy statement. The Dow Jones fell by 120 points or 0.5 per cent with the S&amp;P 500 index lower by 0.4 per cent, while the Nasdaq lost just 8.1 points or 0.1 per cent.</div>

<div class="column">US 2-year yields rose by 2 basis points to 2.57 per cent and 10-year yields rose by 1 point to 2.976 per cent. The US Treasury yield curve from 5 to 30 years flattened to levels last seen in August 2007. The US dollar retreated after spiking to session highs. The Aussie dollar did a round trip. The Aussie dollar traded between US75.30 cents and US76.05 cents and was near US75.70 cents in late US trade. Other major currencies fluctuated as investors absorbed the first of three big central bank reports this week.</div>

<div class="column"><strong>What are the implications for interest rates and investors?</strong></div>
<div class="column"> </div>
<div class="column">We expect US economic growth to re-accelerate in the June quarter to a growth rate of around 3 per cent per annum, before finishing the year at a pace of around 2.7 per cent. Financial conditions remain accommodative despite a tightening in recent months due to the stronger greenback, rising share market volatility and lifting term premium (the excess return that investors demand for holding a longer-dated bond).</div>
<div class="column"> </div>
<div class="column">The Trump Administration’s fiscal expansion will likely lend support to late cycle US economic growth. The ‘leg- up’ from US$1.5 trillion worth of corporate tax cuts and additional government spending of around US$300 billion is expected to add around 0.5 percentage points to growth in 2018. Robust business investment, strong capital spending plans and firm consumer spending should support continued growth.</div>
<div class="column"> </div>
<div class="column">One of the challenges for Fed policymakers is to determine the full impact of the Trump tax-cut plans. And with US output and the labour market at near full capacity, concerns are building about an overheating economy. Normally fiscal stimulus occurs when economic growth is lacklustre or at recessionary levels.</div>
<div class="column"> </div>
<div class="column">Former Fed Chairman Ben Bernanke said recently that he’s concerned that “in 2020 Wile E. Coyote is going to go off the cliff”, implying a possible US economic downturn after the fiscal stimulus fades and the economy overheats. Further, Mr Bernanke said that “the economy is already at full employment”.</div>

<div class="column">The Fed will also be contending with a sharply deteriorating US budget deficit and government debt situation. According to the US Congressional Budget Office, the federal budget deficit ballooned to US$530 billion in the first eight months of fiscal year 2018 up by US$97 million over the same period last year. The deficit is expected to surpass US$1 trillion by 2020 if the current growth rate in government spending continues. The US gross government debt load has breached US$21 trillion or 106 per cent of GDP.</div>

<div class="column">The Trump Administration’s fiscal expansion will be funded by an increase in the US budget deficit, resulting in an increase in the issuance of US Treasury bonds. Government debt sales are set to more than double in 2018, lifting net issuance to US$1.3 trillion, the most since 2010, and occurring at a time when the Fed is shrinking its bond holdings (“Quantitative Tightening”). And the Fed’s interest rate hikes will likely expand the budget deficit even further by raising the Trump Administration’s cost of issuance, thereby further increasing the supply of US Treasuries. Rising supply is already weighing on fixed income markets. The 10-year US Treasury yield curve recently rose to a 7-year high near 3.1 per cent.</div>

<div class="column">If the Fed meets market pricing expectations for potential interest rate hikes, it will probably succeed in flattening the yield curve further – especially with the term premium curve flat already – then more likely we’ll see further episodic market volatility.</div>
<div class="column"> </div>
<div class="column">Australian investors and businesses won’t escape the increase in US borrowing costs. Rising US Treasury bond yields are dragging their Aussie counterparts higher despite the Reserve Bank’s neutral policy stance.</div>
<div class="column"> </div>
<div class="column">Global interest rates are lifting and so are bank funding costs, pressuring margins. Aussie banks derive around 40 per cent of their funding from overseas. Australian short term interest rates are already near the highest in two years with the 90 day bank bill yield at 2.06 per cent. And there is a risk of home lending standards being tightened, placing additional pressure on banks when it comes to the determination of mortgage rates.</div>
<div class="column"> </div>
<div class="column">The Aussie dollar has remained resilient in the face of growing US interest rate differentials. The improving domestic economic backdrop, lifting commodity prices, firm Chinese economic growth, narrowing current account deficit and pick-up in the terms of trade is lending support to the Aussie. The US’ deteriorating credit quality, including rising debt and deficit and concerns over a sovereign downgrade have the potential to weigh on the greenback.</div>

<div class="column">CBA currency strategists expect the Aussie dollar to lift to US78 cents by the end of 2018 and to US80 cents by June 2019.</div>

US rates overtake Australia for first time in 17 years after seventh hike: CommSec

<p>EcoWorld is making its environmental footprint on the Australian property market with the announcement that Yarra One residents will have access to Tesla vehicles.</p>
<p>It will be part of what is billed as a Victorian first, sustainable car-sharing model.</p>
<p>Located in South Yarra, a suburb that boasts a walk score of 92, Yarra One will be a 4-star green building.</p>
<p>The introduction of Tesla vehicles adds another layer of sustainability and future-proofing the building.</p>
<p>EcoWorld's Cliff Tan said car-sharing service is growing rapidly in popularity and the decision to purchase electric cars was one that is inline with the brands core values.</p>
<p>“EcoWorld adopts an environmentally-responsible approach in all of its project so it was important that we future-proofed Yarra One, particularly as more and more individuals turn towards electric vehicles and opt for car-sharing,” he said.</p>
<p>According to a UBS global autos survey, one in six new cars in the world will be electric by 2025, with predictions that by the middle of the next decade, global sales of electric vehicles should hit 16.5 million.</p>
<p>As well as Tesla cars being available for residents to use, residents will also have the option to include a charging point within their designated car space, as a means of future proofing the building.</p>
<p>Residents will be able to book the Teslas through the body corporate.</p>
<p>Melbourne’s inner suburbs have the lowest car ownership levels in the state with  7,470 Stonnington dwellings  reporting no vehicle ownership, with over 51% of Stonnington residents living in a flat or apartment.</p>
<p>“South Yarra is the sixth most walkable city in the state, with residents having access to everything they need right on their doorstep, so a car isn’t needed for daily errands.</p>

EcoWorld introduces Tesla car-sharing for Yarra One Development

<p>Larry Kestelman (above) is an extreme embodiment of the Aussie success story: a Rich Lister who has made it in both property and business and has $750 million in personal assets — none of it inherited. </p>
<p>Although he has made a fortune co-founding telecom provider Dodo, rebuilt the National Basketball League, and has no fewer than 18 companies in his portfolio at the moment, real estate is where Kestelman feels most comfortable. </p>
<p><strong>Developing Your Own Property</strong></p>
<p>Kestelman was not born to wealth. A Ukrainian immigrant who came to Australia at age 12, he got onto the path of riches with his first property investment in his 20s.</p>
<p>Aspiring investors, listen up. Kestelman‘s first wasn’t an off-the-plan apartment but a patch of land where he developed a pair of townhouses while working full time as an accountant. He sold one and lived in the other.</p>
<p>“If a person sees their future as getting into property, developing a couple of townhouses is a great way to do it,” he told me. “I made a lot of mistakes in my first one, but at least it was small.”</p>
<p>“You have mitigated your risk because you yourself can move into one. Plus, from a tax point of view, if you manage to make a profit, you won’t have to pay capital gains tax.” That’s because personal homes are exempt.</p>
<p>More than 20 years later, Kestelman hasn’t changed, although his budget has. </p>
<p>Today, he is once again building his own future home. This time, it is an apartment in the $700 million, six-star, luxury residential and mixed use project in South Yarra called Capitol Grand (below).</p>
<p>I have examined this project closely. I personally believe Capitol Grand will be the most beautiful building in Melbourne. It also will be the tallest outside of the CBD. What’s more, the apartments are designed to provide a great lifestyle. Kestelman himself plans to live in one.</p>
<p>Kestelman now lives in a 600 square meter Docklands penthouse, but he is looking forward to moving to his new building as soon as he completes construction. He tells me that 80% of the buyers so far are owner occupiers.</p>

<p><strong>Build for occupiers or investors? </strong></p>
<p>Which raises an interesting point. Most developers today build for investors. That keeps the size and the quality of the units they construct relatively low. Kestelman thinks more buildings should target owner occupiers.</p>
<p>He said, “I want to live in South Yarra. The lifestyle I want is being able to go downstairs and choose from a plethora or restaurants and stores and cafes.”</p>
<p>“Melbourne is ranked as the most livable city in the world, but until the Capitol Grand there were few apartment buildings that offered you a residence as appealing as the city itself. This will be the standard.”</p>
<p><strong>How to choose an investment property </strong></p>
<p>I’m a property investor, too, so I was curious whether Kestelman thought his Capitol Grand was a good project for investors to buy into — even if they don’t intend to occupy the apartment. </p>
<p>“Well, I’m sure you would expect me to say that about my own building,” he laughed in reply, “but I really believe it is.”</p>
<p>Kestelman holds that the greatest capital appreciation comes from high-quality developments. That’s why he chose for Capitol Grand the architect who also designed another landmark Melbourne apartment tower, The Melburnian. Data from Core Logic shows The Melburnian has been among the city's best-performing buildings for capital growth.</p>
<p>Kestelman’s advice is this: “Invest in iconic buildings that will stand the test of time, can’t be replicated easily, and that stand out as places people want to be. If you can’t tell a reasonable difference between your building and the one next door, it’s probably not going to fare well,” he said.</p>
<p>Whatever you invest in, he wants you to understand the financial basics behind your asset. Since he started out in accounting, perhaps that is no surprise. </p>
<p>“The numbers don’t lie. If they don’t add up, it’s not the thing to be doing. If you don’t understand numbers, that’s a problem. You need someone next to you to give you advice.“</p>
<p><strong>Advice for first-time buyers</strong></p>
<p>Kestelman practices what he preaches when he says it is high time Australians embrace vertical living — not just down-sizers but young buyers, too.</p>
<p>“I encourage the new generation to look at apartment living to be closer to work.” He thinks the lifestyle offered by a house on the suburban fringes is less desirable than an apartment close to downtown. </p>
<p>“Sure, you can still get an affordable house in Melbourne,” he said, “but you will probably need to spend 45 minutes or an hour traveling into your job."</p>
<p><strong>Reform negative gearing?</strong></p>
<p>Some analysts blame negative gearing for making housing too expensive for young buyers. Kestelman feels that a shortage of rental property will be a bigger problem than affordability in Melbourne’s near future. And negative gearing, he says, is vital to keep a constant supply of rental housing under construction. </p>
<p>“People buying for investment end up renting their property out, and lack of supply could really hurt the rental market.” </p>
<p>Melbourne’s population will skyrocket past five million by 2021, according to demographers, and past eight million by 2050. A lot of people will need accommodation.</p>
<p>Interestingly, Kestelman is open to negative gearing reforms, as long as the policy’s role in making rentals available is not lost. “Maybe it’s just for new developments,” he said.</p>
<p>On another hot topic, Kestelman believes foreign buyers have been good for Melbourne. Because I am chairman of Juwai.com, that’s an opinion I was happy to hear. While overseas buyers have pushed up prices in some premium neighborhoods, he believes they have also provided a huge amount of desperately needed affordable rentals. </p>
<p>“Half of the towers that are built are built on the back on investors from overseas,” he said to me. “Ultimately, they can’t take the towers home with them, so they have to stay here, allowing people to live in them.”</p>
<p><strong>Charlize Theron’s dress</strong></p>
<p>Kestelman obtained a gobsmacking amount of global attention for Capitol Grand by arranging for movie star Charlize Theron to serve as Brand Ambassador.</p>
<p>“She’s only ever done two sponsorships, Christian Dior and us.”</p>
<p>He relished telling me about the star’s surprise at the scale of the launch event at Melbourne’s Grand Prix. She was shocked at seeing herself in an 18 meter-tall poster. And that’s not all. </p>
<p>“We had a 100 or so journalists there. She was completely taken aback — to the point that she even got the name of the development wrong. She called it ‘Capitol Hill.’” Kestelman laughed as he told me this story.</p>
<p>Perhaps the best part for Kestelman was getting Charlize Theron to take off her dress. (No, not THAT way.)</p>
<p>Theron wore a Roberto Cavalli dress and Lanvin necklace in the short film that Kestelman made to promote his building. At a launch event, the dress and jewelry were auctioned to raise money for Theron’s charity, the Charlize Theron Africa Outreach Program.</p>

Georg Chmiel chats with Larry Kestelman about developing your first property

<p>EXPERT OBSERVATION</p>
<p>The ANZ/Roy Morgan weekly consumer sentiment jumped 6.5 points (5.6%) to 21-week high of 123.0 points.</p>
<p>The Westpac/Melbourne Institute survey of consumer sentiment index rose by 0.3% to 102.1 in June. The index is above its long-term average of 101.5. A reading above 100 denotes optimism.</p>
<p>In the latest quarterly survey 22.5% of respondents thought the ‘wisest use of savings’ was to pay down debt.</p>
<p>In the Reserve Bank Governor speech entitled “Productivity, wages and prosperity” the Governor highlighted evidence of a growing “skills shortage” in Australia.</p>
<p>The consumer confidence figures have implications for retailers, and other consumer-focussed businesses.</p>
<p><strong>What does it all mean?</strong></p>
<p>When you weigh all the ‘big picture’ influences, Aussie consumers have little to be despondent about. The economy has completed 26 years of uninterrupted economic growth and the pace of annual growth now tops 3%. But inflation is contained, interest rates are at generational lows, unemployment is below the long-term average and sharemarket returns are up more than 10% on a year ago. The main worry is the high price of petrol and the fact that Aussie consumers and travellers would probably like the Aussie dollar a little higher than where it is currently.</p>
<p>Rising home prices didn’t drive consumer sentiment higher in the past few years and the rebalancing probably won’t lead to weaker consumer confidence. Overall, consumers tend to keep everything in perspective. In most capital cities, home prices have posted solid gains over the past five years.</p>
<p>Roy Morgan believes that the early start to winter clearance sales by department stores and chains may have also been a factor in lifting confidence last week.</p>
<p>While consumers are confident, they also remain conservative. Almost a quarter of consumers surveyed thought the wisest use of new savings was to pay down debt – the second highest response behind leaving the money in the bank. Almost 12% thought real estate was the best investment with around 9% opting for shares.</p>
<p>The Reserve Bank Governor has continued to indicate that the next move in interest rates will be up, but the move is “still looks to be some time away”. There needs to be a lift in inflation and wages before the Board is confident to lift rates.</p>
<p>The Reserve Bank Governor has highlighted growing evidence of a “skills shortage” in Australia. Governor Lowe believes this adds to the case that higher wages and prices are in prospect. However he stresses that this will be a gradual process.</p>
<p>The Reserve Bank Governor said the design of the tax system was important for future productivity. He didn’t elaborate on the point – perhaps he should have.</p>

<p><strong>Weekly consumer confidence</strong></p>
<p>The ANZ/Roy Morgan weekly consumer sentiment jumped 6.5 points (5.6%) to 21-week high of 123.0 points. All five components rose in the latest week.</p>

<p><strong>Monthly consumer confidence</strong></p>
<p>The Westpac/Melbourne Institute survey of consumer sentiment index rose by 0.3% to 102.1 in June. The index is above its long-term average of 101.5. A reading above 100 denotes optimism. The survey was conducted from June 4-10.</p>
<p>The current conditions index rose by 2.4%, but the expectations index fell by 1.0%.</p>
<p>Three of the five the components of the index increased in March:</p>
<p>- The estimate of family finances compared with a year ago rose by 4.5%;</p>
<p>- The estimate of family finances over the next year rose by 2.8%;</p>
<p>- Economic conditions over the next 12 months fell by 1.0%;</p>
<p>- Economic conditions over the next 5 years fell by 3.1%;</p>
<p>- The measure on whether it was a good time to buy a major household item rose by 1.0%.</p>
<p>Housing outlook: A good time to buy a dwelling? The index rose by 4.5% in June is up by 16.3% from a year ago. And house price expectations fell by 7.3% and is down by 10.2% on a year ago.</p>
<p>Unemployment expectations: Unemployment expectations rose by 5.7% in June, but are down by 9.6% over the year.</p>
<p>Wisest place for savings: On the question of the ‘wisest place for savings’, banks (27.7%) led the way from paying down debt (22.5%). Only 11.6% of respondents selected real estate and 8.6% nominated shares. The proportion of consumers opting to put money in superannuation (6.8%) was the second highest in a decade. Only 4.6% of people said they would prefer to spend any extra savings. Interestingly the proportion of consumers favouring cash management trusts (3.3%) was at a 12-year high.</p>

<p>“The national accounts provided confirmation that the Australian economy is moving in the right direction. If this continues to be the case, it is likely that the next move in interest rates will be up, not down. It is, however, important to remember that the environment in which interest rates are increasing is also likely to be one in which people's incomes are growing more quickly than they are now. This will help.”</p>
<p>“One area that we continue to watch carefully is consumption growth. Over the year, household consumption rose by 2.9%. This is a reasonable outcome, although growth in the March quarter was on the soft side.”....”we are paying close attention to household finances.”</p>
<p>“While we can't be definitive about what constitutes full employment, most conventional estimates for Australia are that it means an unemployment rate of around 5%....It is possible, though, that we could do better than this, especially if we approach the 5% mark at a steady pace, rather than too quickly.”</p>
<p>The Governor has identified lower wage growth in the mining sector, increase in labour force participation, labour force underutilisation, and the fact that benefits of new technologies are accruing unevenly across the community as some of the factors explaining lower growth of wages.</p>

<p>“some pick-up in wages growth would be a welcome development. It would help deliver a rate of inflation consistent with the target, it would help with the debt situation and it would add to our sense of shared prosperity.... In my judgement, a return, over time, to a world where wage increases started with a 3 rather than a 2 is both possible and desirable.”</p>
<p><strong>What is the importance of the economic data?</strong></p>
<p>Westpac and the Melbourne Institute release the Index of Consumer Sentiment each month. According to Melbourne Institute: “The survey of consumer sentiment was first undertaken in 1973 and was conducted on a quarterly basis until 1976, a six-weekly basis from 1976 to 1986, and has been conducted monthly ever since.” Confident consumers may be more inclined to spend, especially on major items.</p>
<p><strong>What are the implications for interest rates and investors?</strong></p>
<p>Aussies remain optimistic. When you weigh up all the influences, it is easy to see why. More confident consumers are more likely to spend – positive for retailers. Rising employment, improved job security and stable interest rates represent a heady mix, giving shoppers the ammunition to embrace the mid-year sales.</p>
<p>CommSec doesn’t expect a change in official interest rates until early 2019. But the area to watch is the job market and especially survey evidence of skills shortages, leading to higher wages.</p>

Confident consumers still keen to pay down debt: CommSec

<p>A cooling off is occurring in Sydney's Eastern Suburbs residential market for properties especially at lower price points.</p>
<p>The eastern suburbs market is currently witnessing some mixed results which vary between market segments and property types, according to the June report from the valuation firm Herron Todd White.</p>
<p>The first quarter of 2018 started fairly stably however more recently has seen some softening in values, extended selling periods and auction clearance rates falling to 68.3% as of 27 May, compared to 79.4% at the same time last year, t.he report noted</p>
<p>The stronger sector of the market is currently good quality prestige houses in the $5 million to $10 million price range.</p>
<p>The reported quoted prominent eastern suburbs agent, Alexander Phillips, stating that “it’s harder to sell a $900,000 apartment by the beach than a house for $8 million in Bellevue Hill in the current market”.</p>
<p>As he points out, it’s just harder to borrow money, which is reducing the buying power for people looking for apartments.</p>
<p>“If you had a two bedroom apartment in Bondi open for $900,000 you’d get four or five groups, but if you had a house priced at $6 million or $8 million in Bellevue Hill you’d get 20 groups... there are just more buyers at that price point at the moment,” he said.</p>

<p>"While the prestige housing sector remains somewhat stable, the general unit market is showing signs of market resistance compared to previous years", according to the valuation firm.</p>
<p>A Bellevue Hill unit was originally passed in at auction, then set an asking price of $929,000 which was further reduced to $890,000 and was then sold for $870,000.</p>
<p>"Although not a significant reduction, this is something very rarely seen in the eastern suburbs over the past several years," HTW noted.</p>

How do we sustain Australia's prosperity? RBA Governor Philip Lowe

<p>Older Dubbo offices are struggling to attract leasing inquiry.</p>
<p>The location of Dubbo office accommodation has diversified significantly in recent years with the development of a number of business park precincts, exemplified by the Blueridge Business Park in East Dubbo (above) and Riverview Business Park in North Dubbo, according to the latest report from Herron Todd White.</p>
<p>Both offer single ground level office unit accommodation and have drawn a divergent range of office users to these areas according to the report.</p>
<p>These business park developments offer the particular advantage of onsite parking and purpose built amenity.</p>
<p>But older CBD office space, particularly those without lift services in multi floor buildings, struggle to attract leasing enquiry.</p>
<p>This can be compounded where car parking is limited, the report suggests.</p>
<p>As a consequence, office users who don’t rely on physical client contact have gravitated to periphery CBD locations or the aforementioned business park developments.</p>
<p>It noted government and allied agencies that require face to face dealings with the public need to be located within easy access to public transport and other support services.</p>
<p>According to the report this necessity has confined these agencies to within the Dubbo CBD and they are the major source of leasing demand for larger, modern, publicly accessible and NABERS compliant office space.</p>
