ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

The Draft Affordable Housing Policy to be considered by the City of Parramatta Council at tonight’s Council meeting, needs to better understand market conditions.
The City of Parramatta Council recently deferred it’s Draft Planning Agreements Policy to an independent panel for review and the same should occur for its Draft Affordable Housing Policy due to be considered at its meeting tonight.
The Planning Agreements Policy included mandatory affordable housing contributions as a significant component so if the council was concerned about the impact on the market of the Draft Planning Agreements Policy and deferred this to an independent panel then clearly the same should occur for the Affordable Housing Policy.
The two policies are clearly intrinsically linked and should be reviewed together.
The draft policy for Affordable Housing includes a proposal to phase affordable housing contributions out of the Planning Agreement process and to replace this with an Inclusionary Zoning approach that requires developers to give 10 percent of new housing projects back to council for affordable housing.
Presumably the Planning Agreement Policy will still have the 50% of uplift to be given to council so developers will be contributing even more back to council.
In the current environment where the feasibility of new housing projects is diminishing as prices are dropping across Sydney the Affordable Housing Policy will only make projects less feasible and potentially stop them from going ahead.
It is vital that the City of Parramatta Council get input from the risk taking real world of the development industry before locking in this Affordable Housing Policy.
The independent panel already appointed by council should involve industry in the review of these new policies.
The opportunity to also involve two recent appointments by the NSW Government should also be taken by the independent panel.
The appointment of a NSW Productivity Commissioner and of a NSW Chief Economist includes a brief for both to look at housing affordability from an economic system perspective.
Their input into the approach proposed by the City of Parramatta Council would benefit the potential roll out of affordable housing policies to all of Sydney’s councils that could flow from Parramatta’s leadership.
The Urban Taskforce is keen to be involved in discussion with all parties involved in Affordable Housing Policy to ensure that a sustainable, market based, approach occurs.

The May 2018 housing finance figures released today by the Australian Bureau of Statistics show that the number of loans for housing has continued to decline over the last eight months.
Overall the figures for May 2018 show, in trend terms that the number of owner-occupied finance commitments decreased by 0.7 per cent –the eighth consecutive month of decreases. If refinancing is excluded, in trend terms, the number of owner-occupied finance commitments decreased by 0.6 per cent –the ninth consecutive month since an increase.
In trend terms decreases were recorded in all states and territories except Tasmania, where lending increased by 0.3 per cent. The largest decrease of 1.9 per cent was in the Australian Capital Territory.
The value of investment housing commitments decreased by 1.9 per cent in May in trend terms. The dollar amount approved for the purchase of dwellings by individuals for rent or resale is at the lowest level since February 2016.
In trend terms, the number of established dwellings purchase commitments decreased by 0.6 per cent while the purchase of new dwellings decreased by 0.9 per cent and new dwelling construction fell by 1.5 per cent.
The proportion of first home buyers, as part of the total owner-occupied housing finance commitments, remained unchanged in May at 17.6 per cent.
The continued decline in housing finance confirms the feedback from the market that the APRA restrictions and the fallout from the Royal Commission into Banking have resulted in an extremely cautious approach by lenders.   
Loan applications are now being scrutinised for real costs of living including outgoings such as school fees and use of credit cards. At the same time an ultra conservative approach is being taken by banks with their valuations which means that funds available are below purchaser’s expectations.   
We need to ensure that lending approaches reflect the market rather than set the market which appears to be case at the moment.

AVID Property Group (AVID) has announced a new $25 million, 205-lot residential project in Melbourne's south-eastern growth suburb of Officer. 
The site will be AVID’s third residential community in Victoria, with the developer currently constructing the $1 billion, 1,658-lot master-planned community in Bloomdale, Diggers Rest and the 619-lot residential community Savana in Wyndham Vale. 
AVID Victoria general manager Peter Vlitas (below with development manager Chris Ravat) said the acquisition forms part of AVID’s ambitious national growth strategy, supporting its goal to triple the company’s size and value by 2021. 
“AVID’s new Officer development will be our next project in the highly sought-after south-eastern growth corridor, just 50kms from Melbourne’s CBD,” Vlitas said. 
“With all planning permits already in place, construction is set to commence quite quickly in early 2019.

AVID Property Group announce new $25 million Melbourne residential project

The expansion of the Melbourne Convention and Exhibition Centre and broader South Wharf precinct is complete, marking the first expansion of an operating public-private partnership in Victoria.
The $350 million project by the Victorian Government in partnership with Plenary and its private sector partners includes a 20,000 square metre expansion of MCEC, the new 347-room Novotel Melbourne South Wharf and new 1,150-space multi-level car park.
The MCEC is Australia’s largest convention and exhibition space.
Acting Premier of Victoria James Merlino and Minister for Tourism and Major Events John Eren joined Plenary Chairman John O’Rourke, Melbourne Convention and Exhibition Trust Chair John Brumby and MCEC Chief Executive Peter King yesterday to tour the centre.
The expansion is fully-connected and integrated with the existing MCEC buildings and include 9,000 square metres of flexible expansion space, a 1,000-seat multi-purpose theatre and a gala banquet room.
Around 700 people were employed to work on this project, including up to 60 apprentices. Now completed, the expanded precinct will add more than 900 ongoing jobs.
Plenary Group Chairman John O’Rourke said the project will increase business and tourism activity in the precinct, ensuring it remains Australia’s number one business tourism and events destination.
“We planned for this expansion when designing the Melbourne Convention Centre a decade ago, so it is great to be finally realising what we envisioned,” O’Rourke said.
“As long-term investors in the precinct, Plenary was perfectly placed to deliver the expansion, ensuring MCEC continued its success and that South Wharf remained a food, beverage and retail destination.”
Melbourne Convention and Exhibition Trust Chair John Brumby said he was proud of the project and the benefits it will bring for MCEC’s customers, the City of Melbourne and the State of Victoria.
“A project like this involves a lot of different people and I think the success of this building is testament to the strong engagement among key stakeholders throughout planning and construction,” Brumby said.
The Victorian Government provided $205 million for the MCEC expansion, and Plenary and its partners invested more than $150 million in the hotel and car park.
Plenary was the sponsor, investor and financial arranger for both the expansion project and the original 2009 Melbourne Convention Centre development, and plays a key role in the ongoing asset management of MCEC.

JLL has negotiated two lease deals at 82 Eagle Street, as Brisbane’s office activity shows signs of recovery.
A 12 storey office building situated in the Brisbane CBD, 82 Eagle Street has gained two new tenants, the first, Bryant and Co and the second, Jereh Group.
Bryant and Co, a local accounting and auditing firm, will relocate from Wharf Street to lease 110 square metres on level seven at the market rate of $525 per square metre.
Jereh Group an international group specializing in oil and gas, power, and environmental management and has taken 122 square metres on level three, also at the market rate.
Both levels featured a fully-fitted office space.
Leasing agent Brandon Ciocca said the Brisbane CBD market was heading in the right direction with an increase in tenant demand set to offset recent office vacancy.

Brisbane office lease may be sign of city's office market recovery

A prominent office block in Parramatta has been listed for sale.
Savills agents Simon Fenn and Graeme Russell are marketing the building at <a href="http://commercialpropertysearch.savills.com.au/9d29caa3-3fc7-e611-80c4-005056816dfc/Sale/Parramatta/91-Phillip-Street" target="_blank">91 Phillip Street</a> as an Grade A trophy asset, in conjunction with Inc RE.
They say heightened tenant demand and a substantial amount of private and public sector investment in Parramatta has 91 Phillip Street placed to take advantage of the re-emergence of the Parramatta office market as it transitions into Sydney’s second CBD.
Positioned on a prominent corner site comprises 6,100 square metres of net lettable area and is anchored by ground floor retail and four levels of secure basement parking.
Fully leased, the 1985 building has a 4.5 Star NABERS Energy Rating and an estimated net income of around $2.9 million.

The purchaser, the Propertylink Group, is a leading investment manager of Australian investment grade property. 
According to Parramatta Cityscope 1-3 Fitzwilliam Street is a seven-storey office building with basement car parking for 106 vehicles plus a roof-top sports floor, tennis court and sauna.
Raffles bought the building for $29 million in 2014.

Prominent Parramatta office block listed through Savills

A commercial office space in the Lifestyle Building in the Docklands has been listed for sale.
The 73 square metre office at <a href="https://www.realcommercial.com.au/property-offices-vic-docklands-502835530" target="_blank">838 Collins Street</a>, offered with vacant possession, last traded for $569,745 in 2013.
Savills agents Mark Stafford and Jesse Radisich say thousands of workers are relocating the Docklands each year.
Similarly, two adjoining office level suites on <a href="http://www.colliers.com.au/206637/" target="_blank">level 4</a> of the Lifestyle Building on 838 Collins Street are on the market for $880,000.
They say the Lifestyle Building is in the 'booming Docklands office precinct'.
Signs of this boom are similar sales such as an office component of a Waterfront City commercial development at 425 Docklands Drive.
The 14 fully-leased strata offices had a combined area of 1,494 sqm and a weighted average lease expiry of 2.5 years.
The office is being offered with vacant possession with Southern Cross Station less than 700 metres away.
The Lifestyle Building won the 2013 BPN sustainable buildings award for a major commercial building.
It has 137 individual commercial suites, retails spaces and sits opposite the new ANZ Centre and adjacent to the Myer national support office. 
The building is a composition of rectangular boxes on different axes with a courtyard connecting Collins Street to Victoria Green to the north. 
The facades are comprised of full height “clear” shop front glazing with glass louvre and sun-shading elements to the exterior, maximizing solar access and indoor air quality.

Strata office for sale in 'booming' Docklands precinct

The Clifton Hill commercial premises of national pet retailer Petstock has been sold by Savills.
Petstock has a new five plus five year lease signed late last year for the 460 square metre building at <a href="https://www.realcommercial.com.au/property-retail-vic-clifton+hill-502833266" target="_blank">592-596 Smith Street</a>.
They pay around $126,500 per annum for the Smith Street space which is passed by 74,000 vehicles per day.
Savills selling agents Jesse Radisich, Nick Peden, Mark Stafford and Julian Heatherich were marketing the property as an opportunity to acquire a prominent asset leased to a secure tenants in the blue-chip city fringe suburb of Clifton Hill.
Petstock have over 155 locations across Australia.
