<p>ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.</p>

<p>The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.</p>

<p>"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."</p>

<p>The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.</p>

<p>Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.</p>

<p>The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.</p>

<p>The 79–81 Victoria Parade site occupies a strategic location about 1.5 kilometres east of Melbourne's CBD, at the threshold between Collingwood and East Melbourne. <p>An 1880s timber cottage that has survived Kangaroo Point's transformation from riverside suburb to high-density apartment precinct is set to become the centrepiece of <a href="https://www.apartments.com.au/developers/zephyr">Zephyr Group</a>'s proposed Banksia development.</p>

<p>Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.</p>

<p>Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.</p>

<p>As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."</p>

<p>Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.</p>

<p>The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.</p>

<p>As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.</p>

<p>Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.</p>

<p>The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.</p>

<p>Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.</p>

<p>Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. The site also benefits from direct access to active transport infrastructure and sits within an area earmarked for continued higher-density residential growth.</p>

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Off-the-plan property explained: What is stamp duty?

<p>For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.</p>

<p>The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.</p>

<p>But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.</p>

<p>The biggest takeaway is that inflation continues to move in the right direction.</p>

<p>Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.</p>

<p>While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.</p>

<p>The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.</p>

<p>That trend is important because it aligns with what many economists and lenders have been saying for the last month.</p>

<p>Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.</p>

<p>In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".</p>

<p>The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.</p>

<p>Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.</p>

<p>Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.</p>

<p>Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.</p>

<p>Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.</p>

<p>While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.</p>

<p>Unit rents increased in Hobart to $360 per week, a 2.9% quarterly jump and a 12.5% annual increase, recording the highest increase both quarterly and annually across all capital cities.<br><br>Domain data analyst, Nicola Powell says that annual house rents continue to rise with 2018 providing the strongest surge in rental prices in the city’s history.</p>
<p>"Although Hobart did see a decline over the quarter, it is likely to be a pullback from the seasonally strong first three months of the year," Powell said. <br><br>"In under two years, Hobart has moved from being one of the most affordable capital cities in Australia for tenants to now trailing behind Perth, Adelaide and Brisbane.</p>
<p>"Unit rental prices have followed a similar pattern remaining more expensive than Adelaide and Perth, as well as closing the price gap on Brisbane.<br><br>"These conditions are indicative of the current affordability issues facing Hobart. While supply continues to deplete, the substantial declines in rental listings appear to have eased. As investor activity picks up, we’ve started to see a slight improvement to the deterioration previously seen in listing volumes."</p>

<p>The $1.2 billion Spirit residential project at Surfers Paradise is targeting the luxury downsizing dollar with its 'super apartments'. </p>
<p>Developer Foriseland says it is creating apartments with more space than its competitor projects, while coming with some of the touches of a luxury lifestyle.</p>
<p>The 89-storey, 303-metre high tower on the former Iluka site between Hanlan Street, Northcliffe Terrace and Trickett Street, will be Australia’s third tallest residential tower on completion.</p>
<p>The tower will have 479 apartments, with one-bedroom units to have more than 110 square metres of living space.</p>
<p>The building will have pools, bars, a cocktail lounge, banquet room and a wine cellar, while the rooftop level will be reserved for residence access exclusively.</p>
<p>Residents will also have access to butlers upon request, personal grocery shopping and flower arrangement deliveries.</p>
<p>Other service will include car washing and detailing, babysitting, newspaper deliveries, pet vacation care and grooming. </p>

<p>“You won’t see so many over-sized apartments in any project in New York, London, Dubai or Beijing and yet here we are going to see almost 500 superbly appointed, large style homes in the sky right here on the beachfront overlooking Australia’s most famous beach.”</p>
<p>Sutherland says that the apartments will be a genuine alternative to a home.</p>

<p>Property Exchange Australia (PEXA) has expanded the capabilities of its e-conveyancing platform in response to recent legislative changes concerning payment of GST at settlement.</p>
<p>The change, effective 1 July 2018, now requires property purchasers to pay GST on the price of new residential premises or potential residential land directly to the Australian Taxation Office (ATO).</p>
<p>Previously, developers were responsible for this payment.</p>
<p>The introduction of this new legislation is primarily designed to reduce the $1.8 billion owing in GST payments to the Federal Government, and to eliminate the practice of ‘phoenixing’, a process by which a company declares insolvency, but reforms under a new name to avoid paying debts and taxes.</p>
<p>PEXA executive Mike Cameron,said the visibility for all parties is a major benefit of a more streamlined, digital process.</p>
<p>"The PEXA platform provides transparency for all parties and added assurance that the new process has been adhered to," Cameron said. </p>
<p>"The ability to complete GST at settlement through an e-Conveyancing transaction provides certainty for all involved in property exchange."</p>

<div>Total seasonally adjusted housing finance resumed its slowdown in declining by 1.6 per cent to $31.23 billion in June 2018, with slower mortgage processing times and tighter lending procedures biting.</div>

<div>You might argue the toss over the classification of loans between investors and owner-occupiers, but the smoothed trend figures for total housing finance confirmed a continuing decline for an 11th consecutive month. </div>

<div>Housing finance tends to have a fairly good correlation with dwelling price action, though economists try a bit too hard on this point, curve-fitting charts with warped y-axes trying to prove a faultless correlation that doesn't quite exist. </div>

<div>There are more factors at play, of course, as the residents of Hobart, Geelong, or indeed many suburbs of Brisbane would attest.<br><br>The share of the stock of outstanding loans pertaining to investors continued to decline on the ABS numbers, broadly mirroring what has been reported by the Reserve Bank. </div>

<div><strong>State versus state (macropru hurts WA)</strong></div>

<div>New South Wales has seen an ongoing trend decline in the number of owner-occupier commitments, with Queensland the only state to record an increase in the month of June (up 2.1 per cent). </div>

<div>Sydney's housing market downturn has now spanned 12 months, the same length of time as the 2008-9 downturn, and already longer than those seen in 1985, 1994-95 and 2015-16 respectively (hat tip to Cameron Kusher of CoreLogic for the stats). </div>

<div>One of the consequences of macroprudential measures has been to hinder markets that are already struggling.</div>
<div> </div>
<div>In Western Australia the number of home loans dropped to 4,602 in June, the lowest figure since May 1995 (when the population of the state was 1.7 million, compared to 2.6 million today, as highlighted by Shane Wright of the West Australian). </div>

<div>First homebuyers accounted for more than 18 per cent of owner-occupier commitments, a 6-year high, with the average loan size at $349,800 the highest figure recorded for any month to date. </div>

<div>A final point for today: Commonwealth Bank's release noted a loss of market share, a trend which is being echoed across the major banks.</div>

<div>The trend in non-bank lending on the other hand is benefitting entities such as Liberty Financial, Pepper, Firstmac, RESIMAC, and others.</div>

Housing finance resumes slowdown: Pete Wargent

<p>The Commonwealth Bank of Australia reported its full year results last week.</p>
<div>Cash profit for FY2018 of $9.41 billion was down 4.7 per cent. </div>
<div> </div>
<div>But overall this remained a solid underlying result with a fully franked dividend of $4.31 per share heading the way of investors (up 2 cents or +0.5 per cent...thanks!). </div>
<div> </div>
<div>Increased funding costs impacted net interest margins adversely as expected.</div>
<div> </div>
<div>However, the group more than made these costs back in the financial year through changes in the funding mix and the repricing of investor and interest-only loans.</div>
<div> </div>
<div>In fact, the net interest margin was up 5bps over FY2018 to 2.15 per cent.</div>
<div> </div>
<div>Group loan impairment expense was also very low, at just 15bps.</div>
<div> </div>
<div>Note that the Group will adopt AASB 9 from 1 July 2018, and therefore total provisions will increase to reflect forward-looking factors as required by the standard (this adjustment will will pushed through opening retained earnings and therefore will have no impact on the current year income statement). </div>

WA home loan arrears still problematic for CBA: Pete Wargent

Crown Group wins design award for Parramatta mixed-use development

<p>Aussie Home Loans boss James Symond believes home buyers will enjoy better buying conditions in the 2018-2019 financial year, with housing affordability improving on the back of weaker property prices.</p>
<p>The Aussie chief executive says that while sluggish wages growth and ever-tightening lending conditions are still cause for concern, the easing or reversal of price growth in some markets will be a welcome change.</p>

<p>“The Housing Industry Association’s recent report showed easing property prices have improved affordability in five of Australia’s capital cities in the June 2018 quarter, with Hobart, Adelaide and Melbourne the exceptions," Symond said. </p>
<p>“Perth continues to be Australia’s most affordable capital city and represents excellent value for first home buyers and investors. I expect we will see a return to growth in that market very soon as buyers capitalise on its market conditions."</p>

<p>Symond pointed to Aussie’s recent <a id="m_3069420768199052246LPlnk39779" href="http://www.aussie.com.au/25years" target="_blank" data-saferedirecturl="https://www.google.com/url?hl=en&amp;q=http://www.aussie.com.au/25years&amp;source=gmail&amp;ust=1533340884865000&amp;usg=AFQjCNHtnWg1otE9jLxq9MhZpUaipuIh1g">25 Years of Housing Trends report</a> which showed loan serviceability levels have improved over the last 25 years.</p>
<p>The proportion of annual household income required to service a mortgage (based on a 20% deposit) is currently tracking at 36%, up from 27% in 2001, but down from its peak of 51% of annual income in June 2008.</p>
<p>“A new report released this week by Deloitte Access Economics shows that mortgage brokers make mortgage markets work better, providing information and improving choice and competition for borrowers. It’s for these reasons and more that there’s never been a better time for a borrower to use a mortgage broker," he said. </p>
<p>"Brokers intimately know the various lending criteria and policies of different lenders, and so can help borrowers secure the right loan faster and easier than going it alone.”</p>

Housing affordability improving for buyers in new financial year: Aussie Home Loans

<p>Perth’s median house and unit price increased, according to reiwa.com data.</p>
<p>REIWA President Hayden Groves said reiwa.com data indicated Perth’s median house price would settle at around $520,000 for the June 2018 quarter, which was up 1% compared to the March 2018 quarter and 2% compared to the June 2017 quarter.</p>
<p>“In addition, Perth’s median unit price is expected to lift by 4.9% to $419,500 for the June 2018 quarter, which is 2.3% higher than the same time last year," Groves said. </p>
<p>"After declining during the March quarter, it’s pleasing to see prices rebound strongly this quarter.</p>
<p>"With the worst of the market downturn appearing over, the improvement in house and unit prices this quarter suggests buyer confidence is returning which should bode well for sellers as we move into spring.”</p>
<p>Sales activity reiwa.com data shows there were 6,900 sales recorded during the June 2018 quarter.</p>
<p>Sales volumes have declined during the June quarter, with the onset of winter having likely contributed to subdued activity levels.</p>
<p>Despite the overall decline in sales, numerous suburbs recorded more sales this quarter than they did last quarter.</p>
<p>The suburbs with the biggest improvement in house sales were North Perth, Queens Park, Singleton, Camillo and Beldon, while West Perth, Balcatta, Rockingham, Claremont and Mount Lawley had the biggest improvement in unit sales.</p>
<p>The composition of sales shifted during the June quarter, with more house sales recorded in the $800,000 and above price range than last quarter.</p>
<p>There were 14,382 properties for sale in Perth at the end of June 2018.</p>
<p>Groves said stock levels across the metro area had declined 1.1% during the quarter.</p>
<p>“We certainly appear to have hit the ceiling as far as listing stock is concerned. Despite fewer sales being recorded this quarter, it is encouraging to see stock levels have continued to be absorbed,” he said.</p>
<p>It took an average of 67 days to sell a house in Perth during the June quarter which is one day faster than both the March 2018 and June 2017 quarters.</p>
<p>Data from reiwa.com shows the proportion of vendors who had to discount their asking price in order to achieve a sale declined by five% between the June 2017 and 2018 quarters.</p>
<p>“With reductions observed in average selling days and discounting, this is a good indicator sellers are listening to the advice of their agents and pricing their property in line with market expectations,” Groves concluded.</p>

Perth dwelling prices rebound slightly, hinting that downturn may be over

<p>Construction has started on the first townhouses at Stockland’s masterplanned Orion at Braybrook community in Melbourne’s inner-west .</p>
<p>Some 30% of the project already sold.</p>
<p>Located 12.2 kilometres from Melbourne’s CBD, the new 11.5-hectare townhouse community is the largest standalone infill townhouse development in Melbourne’s inner-west.</p>
<p>Work has commenced on the first stage with Stockland engaging townhouse construction specialists, Glenvill Projects, to deliver stage 1. </p>
<p>Ben Cantwell, General Manager of Retirement Living and Medium Density at Stockland, said Stockland has made a commitment to the City of Maribyrnong to ensure the development meets the council’s 5% Affordable Housing Target.</p>

<p>Orion at Braybrook will comprise up to 422 contemporary townhouses on completion, with a range of two, three and four-bedroom designs available to homebuyers looking for low-maintenance living adjacent to 10 hectares of parkland with two train stations nearby.</p>
<p>The two and three-storey townhouses will feature flexible floor plans, quality fixtures and fittings, intelligent open-plan interiors and private courtyards and balconies.</p>
<p>Every townhouse is design to achieve a minimum energy rating of 6 stars with natural light and airflow, solar-boosted hot water systems and energy efficient LED lighting to reduce energy bills.</p>
<p>With Footscray’s café culture on their doorstep, townhouses are currently available from $699,000 for a three-bedroom, two-bathroom design with a single garage. </p>
