AURA elevates amenity living at Melbourne Square

Builder-developer Scion is the latest to target Sydney's booming Hills Showground Metro precinct, filing plans for more than 100 apartments within walking distance of the station.

Scion has lodged a concurrent rezoning and State Significant Development Application for <a href="https://www.apartments.com.au/new-apartments/27-33-middleton-avenue-castle-hill-nsw-2154">27–33 Middleton Avenue</a>, where it plans to replace four existing homes with an 11 and 14-storey mixed-use development comprising 109 apartments, six affordable housing dwellings, and a ground-floor café.

Designed by BHK Architects, the proposal includes three levels of basement parking with 174 spaces, more than 1,200 sqm of communal open space, and extensive landscaping across the 3,791 sqm site.

The development has been designed as two buildings connected by a recessed wintergarden spine, with the 14-storey building positioned to the south and the 11-storey building to the north.

The apartment mix has been weighted towards owner-occupiers, with 13 one-bedroom apartments, 55 two-bedroom residences, 31 three-bedroom apartments, six three-bedroom lofts, and four four-bedroom homes. Six apartments will be dedicated as affordable housing in line with the NSW Housing SEPP.

According to the Architectural Design Report by BKH, the proposal seeks to create "a place-responsive architecture" inspired by the natural landscape surrounding Cattai Creek, while strengthening the public domain through landscaping, active frontages and a neighbourhood café.

Atlas Urban, in its Urban Design Report, says the proposal takes a different approach to increasing density around Hills Showground Station by favouring a more slender, vertically articulated built form over a conventional mid-rise outcome. The report argues this allows for greater deep soil planting, improved solar access and a better public domain outcome, while still delivering additional housing close to rapid public transport.

The site sits around 500 metres from Hills Showground Metro Station, within a precinct earmarked for significant residential intensification following the opening of the Sydney Metro Northwest line. Planning documents accompanying the application note that Greater Sydney's population has grown by more than one million people since planning for the precinct first began, reinforcing the need to accelerate housing delivery around existing transport infrastructure.

Scion is expanding its development pipeline which also includes <a href="https://www.apartments.com.au/new-apartments/chatham-west-ryde-2-6-chatham-road-west-ryde-nsw-2114">Chatham in West Ryde</a>, 62 apartments which are approaching completion. They also have a State Significant Development Application with the NSW Government's Housing Delivery Authority for <a href="https://www.apartments.com.au/new-apartments/96-anzac-avenue-west-ryde-nsw-2114">145 apartments on Anzac Avenue</a>, also in West Ryde.

First look: Scion plots Castle Hill apartment development near Hills Showground Metro Station

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a>&nbsp;has unveiled its scaled-back plans for a pair of towers rising up to 49 storeys directly opposite Bella Vista Metro Station.

The builder-developer will deliver 674 apartments and a new mixed-use hub at the gateway to the station precinct.

The State Significant Development Application has been lodged under the Housing Delivery Authority pathway for the 6,979 sqm site at <a href="https://www.apartments.com.au/new-apartments/9-11-mawson-avenue-bella-vista-nsw-2153">9-11 Mawson Avenue</a>, with the apartments sitting above a mixed-use podium. Initial plans were for closer to 900 apartments across two 40-storey towers.

Located around 30 metres from the Bella Vista Metro Station entrance, the development is intended to act as a catalyst for the long-planned Bella Vista Station Precinct, transforming a vacant site into a transit-oriented residential and commercial destination.

Planning documents describe the project as delivering "a high-density mixed use destination that combines housing, retail and community-serving uses in a highly accessible setting."

The mixed-use podium has been designed to create an active urban centre around the Metro station, incorporating a 1,423 sqm supermarket, a 3,029 sqm gym, specialty retail spaces, a 100-place childcare centre and a publicly accessible "city room" community space. A secondary laneway, active frontages and landscaped public areas are intended to improve pedestrian connectivity through the site and strengthen links between the station precinct and surrounding neighbourhood.

In the project's design report, Turner said the proposal responds to Bella Vista's emerging role as a higher-density centre within Sydney's north-west growth corridor.

"The project transforms a strategically located site into a high-density mixed use destination that combines housing, retail and community-serving uses in a highly accessible setting," the report states.

"Active frontages, a publicly accessible city room, a secondary laneway and a mix of uses including a local supermarket, child care centre and gym create a more complete and socially useful urban environment for residents, workers and the wider community."

The developer is progressing around 1,000 apartments across <a href="https://www.apartments.com.au/news/nsw/first-look-urban-property-group-plans-next-major-wollongong-tower">two projects in Wollongong</a>, with several thousand more homes in the pipeline across Newcastle, Castle Hill, Little Bay and Penrith.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>

While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.

The scheme is expected to commence in NSW in late 2025, as part of a national rollout.

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

The Coalition record
Under the Abbott-Turnbull-Morrison governments we’ve seen a housing market featuring both rampant inflation and damaging volatility. Despite recent falls in some cities, late 2018 prices remained <a href="https://www.abs.gov.au/ausstats/meisubs.nsf/log?openagent&amp;641601.xls&amp;6416.0&amp;Time%20Series%20Spreadsheet&amp;1D907630FB3718CACA2583C1000F691C&amp;0&amp;Dec%202018&amp;19.03.2019&amp;Latest" target="_blank">29% up on 2013</a> across the country – 42% in Sydney.
While first home buyer numbers <a href="https://www.abs.gov.au/ausstats/meisubs.nsf/log?openagent&amp;560112.xls&amp;5601.0&amp;Time%20Series%20Spreadsheet&amp;55292123715E3E73CA2583B90076B373&amp;0&amp;Jan%202019&amp;12.03.2019&amp;Latest" target="_blank">grew in 2018</a>, the total remained well below 2007 (pre-GFC) levels. Unless this changes the <a href="https://grattan.edu.au/wp-content/uploads/2018/03/901-Housing-affordability.pdf" target="_blank">rate of young adult home ownership</a> is likely to drift still lower.
During this term of government, official action to moderate housing market instability has been left almost entirely to the Reserve Bank of Australia and the Australian Prudential Regulation Authority, through their influence on the cost and accessibility of housing finance.
The government has mostly turned a blind eye to more far-reaching reforms that could squarely address Australia’s boom-and-bust housing dynamic. The prime source of recent volatility has been the erratic behaviour of landlord investors, as the chart below shows. They are responsible for <a href="http://www.abs.gov.au/AUSSTATS/abs@.nsf/DetailsPage/5601.0Jan%202019?OpenDocument" target="_blank">around 35% of residential transactions</a> across the country.

Australia’s unusually favourable tax settings on negative gearing and capital gains tax discount compound investors’ speculative instincts. Calls for reform have been growing, from sources as diverse as a <a href="https://www.smh.com.au/national/nsw/nsw-planning-minister-rob-stokes-lashes-out-at-negative-gearing-20161124-gswtrz" target="_blank">Liberal state government minister</a> and the <a href="http://www.rba.gov.au/publications/submissions/housing-and-housing-finance/inquiry-into-home-ownership/pdf/inquiry-into-home-ownership.pdf" target="_blank">Reserve Bank</a>. And the annual cost to the public purse has been rising – most recently estimated at <a href="https://grattan.edu.au/report/hot-property/" target="_blank">A$11.7 billion</a>. Despite this, federal Coalition ministers have resisted any paring back of these concessions.
The Labor alternative
The ALP enters this election campaign restating its 2016 policy to restrict current negative gearing to newly built properties and to halve the CGT discount for all newly purchased rental homes.
While sectional interests have echoed government claims of <a href="https://www.news.com.au/finance/real-estate/buying/inviting-a-crash-pm-issues-ominous-warning-as-he-defends-governments-housing-policies/news-story/4c7005bf1208054b4569eabecc78dfe2" target="_blank">damaging market impacts</a>, mainstream economists view the policy as <a href="https://www.theage.com.au/politics/federal/negative-gearing-changes-will-affect-us-all-mostly-for-the-better-20190208-p50wjn" target="_blank">a necessary structural reform</a> that will slightly moderate house price inflation over the longer term. However, with all existing investments exempt from proposed changes, the budgetary pay-off would be modest at first.
Labor also advocates rebalancing the <a href="https://www.alp.org.au/media/1657/190328_factsheet_housing.pdf" target="_blank">tax treatment of large-scale institutional investment</a> in rental housing. According to industry proponents, resulting “build to rent” development could help <a href="http://blogs.unsw.edu.au/cityfutures/blog/2017/05/can-institutional-funding-be-channelled-into-rental-housing/" target="_blank">to diversify the housing market and provide a better quality tenancy offer</a>. It would also have the benefit of introducing a counter-cyclical component to residential construction.
Housing stress on the rise
The Coalition government has also presided over intensifying stress at the lower end of the housing market since 2013. Homelessness has been <a href="https://www.launchhousing.org.au/site/wp-content/uploads/2018/05/LaunchHousing_AHM2018_Report.pdf" target="_blank">increasing by 2.8% a year</a>. The proportion of low-income tenants facing unaffordable rents <a href="https://www.abs.gov.au/AUSSTATS/SUBSCRIBER.NSF/log?openagent&amp;41300_table22_2015-16.xls&amp;4130.0&amp;Data%20Cubes&amp;A58C0970758A300FCA2581B700185D9E&amp;0&amp;2015-16&amp;13.10.2017&amp;Latest" target="_blank">rose by four percentage points</a> in the four years to 2015-16.
At least in part, these trends reflect Coalition government disinterest. While slightly moderated under the Turnbull-Morrison administrations, the die was cast with the incoming government’s 2013 decision to abolish the post of housing minister and by the Abbott inclination to re-emphasise <a href="https://www.propertyobserver.com.au/https://apo.org.au/node/56122" target="_blank">a minimalist vision of Federal government responsibilities</a>. The new government was quick to abandon <a href="https://www.propertyobserver.com.au/http://www.abc.net.au/radionational/programs/breakfast/homelessness/4764790" target="_blank">Kevin Rudd’s 2008 commitment to halve homelessness by 2020</a>.
To the credit of the Turnbull-Morrison governments, a project begun in 2016, when Morrison was treasurer, has created a <a href="https://theconversation.com/government-guarantee-opens-investment-highway-to-affordable-housing-88549" target="_blank">new institution</a> to open up access to cheaper, longer-term finance for community housing providers.
Through <a href="https://www.ahuri.edu.au/news-and-media/news/national-housing-finance-and-investment-corporation-issues-first-bond-to-community-housing-providers" target="_blank">its first bond, issued only last month</a>, the National Housing Finance and Investment Corporation (NHFIC) has enabled six of these providers to secure debt finance on much-improved terms. This will boost recipient organisations’ financial “headroom”. A worthwhile – but modest and one-time-only – addition to affordable housing stock may result.
Subsidies needed to restore supply
Importantly, though, the cheaper debt finance made available through the NHFIC only narrows – rather than bridges – the gap between the cost of delivering social housing and the rents that low-income Australians can afford.
A major social housing investment program will require <a href="https://www.propertyobserver.com.au/https://www.ahuri.edu.au/research/final-reports/306" target="_blank">a complementary government subsidy</a>. The treasurer’s own <a href="https://treasury.gov.au/sites/default/files/2019-03/C2016-050_Final_report.pdf" target="_blank">advisory working group has unambiguously stated the need</a> for such provision.
Curiously, the government has yet to give any sign it intends to finish what it started here. Without the necessary gap-filling subsidy, there must be a danger that – perhaps after exhausting the potential for refinancing community housing providers – the NHFIC could become a white elephant.
Indeed, the Coalition’s most significant action on affordable rental housing supply was its 2014 cancellation of the Rudd government’s National Rental Affordability Scheme. Mainly targeted at low-income workers, the NRAS generated 38,000 discount-to-market rental units (against an original target of 50,000).
The ALP is now promising to re-establish a large-scale supply program. As well as restricting landlord investor tax concessions to new-build properties, Labor’s 2019 pitch includes <a href="http://blogs.unsw.edu.au/cityfutures/blog/2018/12/shorten-places-housing-at-the-centre-of-the-2019-election/" target="_blank">a program similar to NRAS</a> with the aim of generating 250,000 new affordable rental homes over a decade. A shorter-term target of 20,000 dwellings during the next term of government would equal the Rudd government’s 2009-12 social housing stimulus, which helped to stave off the GFC.
Supported through subsidy in the form of annual investor incentive payments of $8,500 for 15 years, the program would be mainly targeted at <a href="https://www.google.com/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=4&amp;ved=2ahUKEwjKh4HTiaPhAhUs0oMKHVmNCh0QFjADegQIAhAC&amp;url=https%3A%2F%2Fwww.alp.org.au%2Fmedia%2F1506%2F181216_affordable_housing_for_renters_fact_sheet.pdf&amp;usg=AOvVaw0VTUS5Phui2MZch0wiSeK6" target="_blank">“key workers” and “lower-income families”</a>. Tenants would pay rents of 20-25% below market levels. Beyond this, the program could help more disadvantaged Australians, but only with matching financial assistance or other subsidies from states and territories, which would enable rents to be even lower.
The Coalition’s current offer
Other than its push-back on Labor proposals, the Coalition has – as yet – said little about its election policy on housing. Last week’s budget offered nothing to suggest that, beyond a defence of the policy status quo, housing initiatives are front of mind for the Treasurer or Prime Minister.
The government will maintain the NHFIC, one of its really positive recent moves. The complementary – and overdue – <a href="http://www.nrsch.gov.au/news_and_events/nrsch-review-discussion-paper" target="_blank">review of social housing regulation</a> will also continue. We can probably expect more City Deals, which may even, as in the recent <a href="https://minister.infrastructure.gov.au/tudge/releases/2019/february/at016_2019.aspx" target="_blank">Hobart announcement</a>, include some provision for affordable housing.
The budget’s infrastructure program, including fast urban rail, might have implications for housing accessibility and affordability. But, if so, these aspects don’t feature prominently in the announcements.
But beyond continuing existing policy directions, nothing much seems likely to be added to the Coalition’s 2019-22 offer on housing. It isn’t proposing any action on the imbalanced tax settings that fuel housing market volatility, let alone any policy to boost affordable housing supply directly. Neither is there any sign of support for the build-to-rent sector, which promises much but appears as yet still-born.
It seems fear of change continues to dominate Coalition thinking on housing. The overriding priority remains to support existing property values, rather than to act on unaffordability – a Boomer protection racket par excellence! Housing affordability for new mortgage borrowers in Australia, which improved over the year to March 2019, will continue to improve over the next 12 months, because of declining housing prices, according to Moody's Investor Service.
More affordable housing reduces the credit risks of newly originated mortgages, which is positive for new residential mortgage-backed securities (RMBS) backed by such loans.
The latest report noted the proportion of household income needed to meet repayments on new Australian mortgages - our measure of housing affordability - declined to an average 26.5% in March 2019, from 28.7% a year earlier.
Affordability improved because housing prices declined, while average incomes also increased modestly. We expect housing prices to continue to decline moderately over the next year, driving further improvements in housing affordability.
It noted that housing affordability improved in most cities. Housing affordability improved in Sydney, Melbourne, Brisbane and Perth over the year to March 2019, but deteriorated in Adelaide. The biggest improvement in housing affordability was in Sydney, where housing prices declined 10.7% over the year to March.
Sydney is the most sensitive to housing price, income and interest rate changes. We tested the impact of changes to housing prices, incomes and interest rates on housing affordability. Of all Australian capital cities,

Over the year to March 2019, the proportion of household income needed to meet mortgage repayments - our measure of housing affordability - declined on average in Australia, driven in large part by declining housing prices.
Australian households with two income earners taking out an 80% loan-to-value (LTV) mortgage needed an average 26.5% of their monthly income to meet monthly mortgage repayments in March 2019, down from 28.7% in March 2018 and below the 10-year average of 28.7%.
Median housing prices declined by 6.5% over the year to March 2019, while incomes increased an average 2.8%, improving the affordability of new mortgages. Average headline mortgage interest rates increased slightly to 5.4% in March 2019 from 5.2% a year earlier, but this was outweighed by declining house prices and rising incomes.
We expect housing prices to continue to decline moderately over the next year, reflecting reduced credit supply by the banking sector and a seeming reduction in demand from households.
Accordingly, we expect housing affordability to continue to improve over the next year.

Median housing prices declined 10.7% in Sydney over the year to March 2019. We expect housing prices in Sydney to continue to decline and for housing affordability in the city to continue to improve over the next year.
In Melbourne, the proportion of household income needed to meet mortgage repayments declined to 29.4% in March 2019 from 31.6% a year earlier. Housing prices in Melbourne declined 5.3% over the year to March 2019, while average weekly incomes increased 3.2%. We expect housing prices in Melbourne to continue to decline over the next year, which is positive for housing affordability.
In Brisbane, the proportion of monthly income needed to meet monthly mortgage repayments declined by 1.3 percentage point to 22.5% over the year to March 2019. Housing prices declined 1.2% over the year.
In Perth, the proportion of income needed for mortgage repayments declined, albeit marginally, to 19.4% in March 2019, from 19.7% a year earlier. Perth is the most affordable capital city for housing in Australia.
In Adelaide, the proportion of household income needed to meet mortgage repayments increased moderately by 1.3 percentage point to 23.1% over the year to March 2019. Median housing prices in the city increased 4.6% over the year.
On average across Australia and in each capital city, housing affordability in March 2019 was better than the respective 10-year averages (Exhibit 1).

Sydney most sensitive to housing price, income and interest rate changes
We tested the impact of changes to housing prices, incomes and interest rates on housing affordability. Of all Australian capital cities, Sydney is the most sensitive to changes in the three variables.
Sensitivity test 1: Housing price changes
Our sensitivity test shows that for every 10% change in housing prices, the percentage of household income needed to meet mortgage repayments changes by 2.6 percentage points on average in Australia.
In Sydney, the least affordable city, a 10% change in housing prices results in a 3.3 percentage-point change in the percentage of household income needed to meet mortgage repayments, the most of any Australian city.
Exhibit 3 shows the impact on housing affordability of (1) a 10% increase in median housing prices and (2) a 10% decrease in median housing prices.

Sensitivity test 2: Income changes
Our sensitivity test shows that if average household income decreases by 5%, the percentage of household income needed to meet mortgage repayments increases by 1.4 percentage point on average across Australia. If average household income increases by 5%, the percentage of household income needed to meet mortgage repayments decreases by 1.3 percentage point.
In Sydney, a 5% decrease in household income results in a 1.7 percentage point increase in the percentage of household income needed to meet mortgage repayments, the most of any Australian city. A 5% increase in household income in Sydney results in a 1.6 percentage-point decrease in the percentage of household income needed to meet mortgage repayments.
Exhibit 4 shows the impact on housing affordability of (1) a 5% decrease in household income and (2) a 5% increase in household income.

In Sydney, a 0.25 percentage point change in interest rates results in a 0.8 percentage point change in the percentage of household income needed to meet repayments, the most of any Australian city.
Exhibit 5 shows the impact on affordability of (1) a 0.25 percentage point interest rate increase, (2) a 0.25 percentage point interest rate decrease and (3) mortgage interest rates rising to the 10-year average of 6.1%.

Median housing prices decreased by 6.5% on average across Australia over the year to March 2019 (Exhibit 7). Median prices declined in Sydney (-10.7%), Melbourne (-5.3%), Perth (-5.3%) and Brisbane (-1.2%). Median prices increased in Adelaide (+4.6%).

Housing affordability rises in Australia as prices continue to fall: Moody's Alena Chen

More people are deciding to call Australia home – if not permanently, at least for longer than a year. The lift in permanent and long-term arrivals reflects a perception of Australia as a great place to live and work – a country with a high standard of living and great opportunities.
Over 115,000 foreigners came to Australia as a “permanent or long-term arrival” in February. While February is seasonally a peak time for migrant inflows, the annual total of 844,800 is also a record high and up 11.4% on a year ago – the strongest growth in 20 months. 
In February there were also 40,740 Aussies deciding to move overseas either permanently or for more than year – the lowest level in four months. Over the year to February the net number (arrivals less departures) of permanent and long-term arrivals hit a five-year high of almost 300,000 people. While studying, working or travelling, the ‘new Aussies’ will contribute to spending and demand for accommodation. 
The new migrants boost employment in the short-term but provide the strongest contribution to economic output the longer that they are in their positions (as the case of all new employees). This highlights the fallacy of the recent ‘per capita’ discussion – more a reflection of a timing gap. 
Tourism
Tourist arrivals rose by 0.9% in February, the strongest gain in five months. Aussie tourist departures fell by 3.3%, the biggest fall in almost two years. 
Over the year, arrivals were up by 4% and departures were up by 3.7%. In February, tourists from Greater China (China and Hong Kong) totalled 141,800 (mainland China 115,600; Hong Kong 26,200), ahead of New Zealand (124,800). 
China is the largest source of tourists to Australia. Over the past year a record 1,451,600 tourists came to Australia from China, up by 3.9%. 
Tourists from New Zealand totalled 1,400,200 visitors over the past year, up by 3.0%. A record 364,300 Indian tourists travelled to Australia over the year to February, up by 16.7% on a year ago.
In February, there were record tourist inflows from New Zealand and India. And in the month a record number of Aussies travelled to India.
Migration 
In February there were 115,100 permanent and long-term arrivals in Australia. The annual number of permanent and long-term overseas arrivals rose to a record high of 844,800 in February, up by 7.3% over the year. 
In February there were 40,740 permanent and long-term departures from Australia. The annual number of permanent and long-term overseas departures fell from 546,310 to 545,610 in February but were still up by 5.2% over the year. 
Net permanent and long-term arrivals stood at a five-year high of 299,100 in the year to February, up 11.4% on the year.
Chinese inflation
Consumer prices rose by 2.3% in the year to March (forecast: +2.4%), after lifting by 1.5% in the year to February. It was the highest annual rate for consumer prices in five months 
Consumer prices fell by 0.4% in March after rising 1.0% in February. Food prices fell by 0.9% to stand 4.1% higher than a year ago. Non-food prices fell by 0.2% to stand 1.8% higher than a year ago. 
Producer prices rose by 0.4% in the year to March (forecast +0.4%), up from 0.1% in year to February.
What are the implications for interest rates and investors? 
Australia is rightly regarded as a great place for study, work and travel. The continued growth of short and longer term arrivals is good news for a raft of industries such as retailing, tourism and higher education. 
The lift in Chinese inflation is encouraging as a weak economy would be more likely to have deflation issues. Chinese consumer price inflation is near a 2% annual rate, like a raft of economies at present.
CommSec expects the cash rate to remain unchanged for the foreseeable future.

Migration to Australia is at record highs: CommSec's Craig James

Brisbane is like a car where the engine is revving but it can’t move forward because the handbrake is on. The city’s property market is poised for an up-cycle but, according to the generalised price data published in mainstream media, it’s not yet happening.
The key point for investors, however, is that there are many Brisbane markets achieving above-average price growth.
There’s no doubt that Brisbane real estate has an underlying strength and it continues to show gradual improvement in its market. It remains poised to deliver on the potential shown by advances in the economy, population trends (lots of Sydney refugees are escaping to affordable South-East Queensland) and infrastructure spending. 
The price data for the Greater Brisbane Area is noteworthy, because it shows that the generalised figures published in mainstream media are highly misleading. The latest figures from sources like SQM Research, Domain and CoreLogic have Brisbane houses showing little or no growth in the past year, but Hotspotting’s suburb-by-suburb analysis shows there are many out-performers.
We analysed 269 suburban markets, looking at the latest price figures showing quarterly and annual growth rates: 83 of them have recorded annual price growth above 5% (including 20 suburbs with double-digit growth) and another 100 have recorded growth below 5%; 47 have dropped by less than 5% and 39 have dropped more than 5%.
This means seven out of 10 suburban markets have median prices higher than a year ago – very different to the trend in Sydney which is dominating media coverage and causing careless analysts and writers to morph that into a national downturn.
Many of the Brisbane suburbs where the median house price has lifted more than 10% are higher-end markets, including Bardon (up 11% to $1,005,000), Hendra (up 13% to 1,100,000), Graceville (up 13% to $950,000), Kenmore Hills (up 10.5% to $900,000), Norman Park (up 10% to $950,000) and Paddington (up 11% to $1,165,000).
But the highest annual growth in median house prices has been recorded for Sandgate houses (up 19% to $755,000).
A key trend is that 27 or the 39 markets with prices down more than 5% are unit markets: median prices have dropped for apartments in Bowen Hills (20%), Bulimba (15%), East Brisbane (15%), Woodridge (10%), Greenslopes (11%), Hamilton (11%) and Woody Point (18%). 
This reflects the cold reality that the Brisbane unit market has been oversupplied for the past few years – and not just in the inner-city areas.
The Moreton Bay Region LGA has been the busiest market in Greater Brisbane for some time - and my latest survey of sales activity shows that the number of suburbs with rising demand has risen from 7 (six months ago) to 12 – making it one of the leading municipalities in the nation for growth markets.
Growth locations include Bray Park (median $435,000), where quarterly sales have been 37, 57, 62 and 65 in the past 12 months; Murrumba Downs ($540,000) where the sales pattern has been 50, 60, 58 and 68; and Everton Hills ($595,000), where sales have been 26, 39, 39 and 45. 
A number of Moreton Bay suburbs recorded good median price growth in the past 12 months, including Beachmere (up 10%), Sandstone Point (8%), Upper Caboolture (7.5%), Strathpine (10%), Burpengary East (up 9%) and numerous others which grew 5-6%.
The Brisbane-north precinct (the northern suburbs of the sprawling Brisbane City Council area) is now level with the Moreton Bay Region on growth markets (those where demand, as measured by sales volumes, is rising). 
With Moreton Bay Region and Brisbane-north the strongest market, it means the Brisbane market is strongest north of the Brisbane River (with more than half the rising suburbs in the Greater Brisbane area being in these two northside precincts).
A number of Brisbane-north suburbs recorded have good annual price growth, headed by Gordon Park (9%), Hendra (13%), Sandgate (19%), Newmarket (8%) and Nudgee (10%) – while many others have grown 5-6-7%.
These numbers, once again, show how misleading the generalised data is – and that investors need to dig a little deeper to find the growth markets. Brisbane - boosted by the affordability and rental yield comparisons with the biggest cities – has a lot more forward momentum than the media reports suggest.
Once the handbrake comes off (with the big banks starting to compete for business again and the Federal Election soon to be history), Brisbane will become a more obviously upwardly-mobile market.

Brisbane's out-performing real estate markets: Hotspotting's Terry Ryder

Richmond ranked as the busiest suburb for weekend auctions with the Melbourne suburb having 21 homes offered under the hammer.
Richmond's weekend sales included the three bedroom cottage of former Melbourne Victory captain Adrian Leijer (above and below).
His property, which passed in at auction at $1.505 million, sold post auction for an undisclosed price.
The three-bedroom home, renovated by the star centre back and his architect wife Ashlee, had pre-auction $1.4 million to $1.54 million price guidance through Jellis Craig agent Trent Stewart.
The Herald Sun reported a Mornington Peninsula based family will use it as a city pad, the keenest of around 80 groups who had gone through the property at <a id="LPlnk120665" class="x_OWAAutoLink" href="https://www.propertyobserver.com.au/https://www.jelliscraig.com.au/property-details-118-Richmond-Terrace-Richmond-3121/772918" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">118 Richmond Terrace, Richmond</a> which was bought in 2011 for $615,000.

The preliminary Real Estate Insititute of Victoria results for Richmond had 10 homes sold with seven passed in, with four yet to be reported.
According to CoreLogic, the next busiest suburbs were Sydney’s Leichhardt, which had 16 auctions scheduled, followed by Maroubra (15) and Mosman (14), also in Sydney.
But auction listings are low across the capital cities.
And the auction volumes are set to be interrupted over coming weeks the school holidays, the Easter break, then Anzac Day, and the May 18 Federal election.
The REIV calculated 970 Melbourne auctions, then next weekend (20/21 April) there will be just 60 auctions given the Easter slowdown.
Auctions will rise on the 27/28 April weekend to around 410 Melbourne auctions and then in early May to 550 auctions.
There were 2,268 homes taken to auction across the combined capital cities, up from 1,976 over the previous week.

But there was not the traditional huge pre-Easter weekend surge. 
CoreLogic noted auction volumes were significantly lower than the week prior to Easter 2018 when some 3,990 homes were taken to auction.
"Although the number of auctions remain well below the week prior to Easter last year, the number of auctions held was the second highest so far this year," Kevin Brogan, the CoreLogic auction analyst noted.

Preliminary results show an auction clearance rate of 58.2 per cent across the capitals, although Brogan added: "keep in mind that this will revise lower as the remaining results are collected."
The previous week saw the final clearance rate dip from the 57.2 percent preliminary figure, but hold above 50 per cent for the fourth consecutive week at 52.6 per cent.

Across the smaller auction markets, Perth saw a fall in auction volumes week-on-week.
The nation's cheapest weekend auction result was just $212,000 in Brisbane.

No traditional huge pre-Easter surge in auction offerings

Over the next decade up to 40% of jobs could be replaced by automation. That’s according to a forecast from the <a href="https://www.ceda.com.au/News-and-analysis/Media-releases/More-than-five-million-Aussie-jobs-gone-in-10-to-15-years" target="_blank">Committee for the Economic Development of Australia</a>.

Other estimates are less dire. A report from the <a href="https://www.oecd-ilibrary.org/employment/automation-skills-use-and-training_2e2f4eea-en" target="_blank">Organisation for Economic Cooperation and Development</a> says only 14% of jobs across its member nations are “highly automatable”, though another 32% are likely to change significantly.
Despite this <a href="https://www.technologyreview.com/s/610005/every-study-we-could-find-on-what-automation-will-do-to-jobs-in-one-chart/" target="_blank">uncertainty about the exact number</a> of human jobs that will disappear, it is certain the impacts of automation driven by artificial intelligence (AI) are potentially profound.
If the new jobs that emerge as a result are fewer and less rewarding than those lost, we face a period of social dislocation.
Yet there is little evidence of any strategic planning and forward thinking by Australia’s federal and state governments to minimise the potential downside. The recent federal budget, for example, was silent on this issue.
It is analogous to the lack of a strategic plan on climate change.
Our concern about the policy vacuum is based on an extensive search on government websites, the media and budget speeches, which disturbingly yielded very little.
We think AI should be an election issue, because there is virtually no <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2017-08-09/artificial-intelligence-automation-jobs-of-the-future/8786962" target="_blank">job</a> that won’t be affected by AI-driven automation. Being ready for this technological and social revolution should be at the heart of any government’s economic and educational reform agenda.
Workers that never rest
The activities at which AI is <a href="https://arxiv.org/pdf/1705.08807.pdf" target="_blank">expected to outperform</a> humans by 2030 include translating languages, writing high-school essays and driving trucks. By mid-century it is expected AI could be capable of writing a bestselling books or performing surgery.
<a href="https://www.oxfordmartin.ox.ac.uk/downloads/academic/The_Future_of_Employment.pdf" target="_blank">Researchers believe</a> there is a 50% chance AI will outperform humans in all tasks in 45 years and that almost all current human jobs can be automated in 120 years.
 
The World Economic Forum may argue that AI and automation “<a href="https://www.weforum.org/agenda/2017/06/the-fourth-industrial-revolution-is-about-people-not-just-machines" target="_blank">is about empowering people, not the rise of the machines</a>” but there are good reasons to think some people will lose out.
Machines have many attractions to employers. They do not need rest, holidays or take sick leave. They will never complain about overtime or join a union.
A <a href="https://www.mckinsey.com/featured-insights/future-of-work/australias-automation-opportunity-reigniting-productivity-and-inclusive-income-growth" target="_blank">report published last month</a> by management consultancy McKinsey Australia suggests, if proactive measures are not taken, the unemployment rate could increase by 2.5 percentage points, based on up to 46% of jobs being automated by 2030.

Inequality will also increase, the report says. To what extent depends on “how much Australia steps up its efforts to retrain and redeploy its surplus service, administrative and manual workers”. Without large-scale retraining, Australia’s Gini coefficient (the standard measure of income inequality) could increase from 0.32 to 0.41.
Questions for policymakers
The stakes are high. Employment is so much more than just an income. A decent job provides <a href="https://link.springer.com/chapter/10.1057/9781137437853_1" target="_blank">purpose and dignity</a>. It enables security, health and well-being. Joblessness hurts the individual, families and the wider community. If fewer people have work, and more people get paid less, the federal government will have to contend with falling income-tax revenue and rising welfare spending.
With intensifying global competition and rapid technological change, all governments need to be strategic. They need long-term policies to help business and workers gain the knowledge, skills and abilities needed to seize the opportunities and mitigate the threats.
There are three key questions for policy makers:

To what extent will AI-driven automation increase unemployment and underemployment?
</li>
<li>
How can governments and employers take advantage of AI and create the jobs of the future?
</li>
<li>
How can government, employers and educators equip employees and graduates with the skills to have jobs alongside robots, instead of competing with them?
</li>
</ul>
The growth in AI and machine learning need not pose a threat to jobs and our standard of living, but without a strategic and shared effort, we will repeat the mistakes of previous technological revolutions, which imposed a terrible price on some in the name of progress.

Artificial intelligence may take your job, so political leaders need to start doing theirs

We have access to plenty of technology that can serve us by automating more of our daily lives, doing everything from <a href="https://www.safety.com/thermostats/" target="_blank">adjusting the temperature</a> of our homes to (eventually) <a href="https://money.cnn.com/2017/09/22/technology/future/walmart-home-delivery-groceries/index" target="_blank">putting groceries in our fridges</a>.
But do we want these advancements? And – importantly – do we trust them?
Our research, published earlier this year in the <a href="https://www.emeraldinsight.com/doi/full/10.1108/EJM-10-2017-0759" target="_blank" title="Rules of (household) engagement: technology as manager, assistant and intern">European Journal of Marketing</a>, looked at the roles technology plays in Australian homes. We found three main ways people assign control to, and trust in, their technology.
Most people still want some level of control. That’s an important message to developers if they want to keep increasing the uptake of smart home technology, <a href="https://www.statista.com/outlook/279/100/smart-home/worldwide" target="_blank">yet to reach 25%</a> penetration in Australia.
How smart do we want a home?
<a href="https://research.qut.edu.au/servicesocialmarketing/tools-techniques/smart-home-technologies/" target="_blank">Smart homes</a> are modern homes that have appliances or electronic devices that can be controlled remotely by the owner. Examples include lights controlled via apps, smart locks and security systems, and even smart coffee machines that remember your brew of choice and waking time.
But we still don’t understand consumer interactions with these technologies, and to speed up their adoption we need to know they type of value they can offer.
We conducted a set of studies in conjunction with <a href="https://www.citysmart.com.au/" target="_blank">CitySmart</a> and a group of distributors, and we asked people about their smart technology preferences in the context of electricity management (managing appliances and utility plans).
We conducted 45 household interviews involving 116 people across Queensland, New South Wales, Western Australia, and Tasmania. Then we surveyed 1,345 Australian households. The interviews uncovered and explored the social roles assigned to technologies, while the survey allowed us to collect additional information and find out how the broader Australian population felt about these technology types.
We found households attribute social roles and rules to smart home technologies. This makes sense: the study of anthropomorphism tells us <a href="https://static1.squarespace.com/static/51e3f4ede4b053e5f0062efd/t/51f7e1c7e4b06892daa73fe5/1375199687213/making-sense-by-making-sentient.pdf" target="_blank">we tend to humanise things we want to understand</a>. We humanise in order to trust (remember <a href="https://www.theverge.com/2019/3/22/18276923/microsoft-clippy-microsoft-teams-stickers-removal" target="_blank">Clippy</a>, the Microsoft paperclip with whom we all had a <a href="https://www.news.com.au/technology/innovation/design/microsofts-clippy-was-one-of-the-most-hated-features-ever-but-distance-makes-the-heart-grow-fonder/news-story/772605472436e0f6860fd04e4cf1b6dd" target="_blank">love-hate relationship</a>?).
These social roles and rules determine whether (or how) households will adopt the technologies.
Tech plays three roles
Most people want technology to serve them (95.6% of interviewees, about 19 out of 20). Those who didn’t want any technology were classified as “resisters” and made up less than 5% of the respondents.
We found the role that technology can play in households tended to fall into one of three categories, the intern, the assistant and the manager:

the intern (passive technology) Technology exists to bring me information, but shouldn’t be making any decisions on its own. Real-life example: <a href="https://www.switchyourthinking.com/our-projects/energy-efficiency-tips/" target="_blank">Switch your Thinking</a> provides an SMS-based tip service. This mode of use was preferred in 22-35% of households.
</li>
<li>
the assistant (interactive technology) Technology should not only bring me information, but add value by helping me make decisions or interact. Real-life example: <a href="https://www.ergon.com.au/retail/residential/account-options/homesmart" target="_blank">Homesmart from Ergon</a> provides useful data to support consumers in their decisions; including remotely controlling appliances or monitoring electricity budget. This mode of use was preferred in 41-51% of households.
</li>
<li>
the manager (proactive technology) Technology should analyse information and make decisions itself, in order to make my life more efficient. Real-life example: <a href="https://international.tibber.com/?dialog=smart-analyses" target="_blank">Tibber</a>, which learns your home’s electricity-usage pattern and helps you make adjustments. This mode of use was preferred in 22-24% of households.
</li>
</ul>
Who’s the boss?
According to our study, while smart technology roles can change, the customer always remains the CEO. As CEO, they determine whether full control is retained or delegated to the technology.
For example, while two consumers might install a set of smart lights, one may engage by directly controlling lights via the app, while the other delegates this to the app – allowing it to choose based on sunset times when lights should be on.

Notably, <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/life/are-we-really-that-busy-time-poor/10231066">time pressure</a> was evident as justification for each of the three options. Passive technology saved time by not wasting it on fiddling with smart tech. Interactive technology gave information and controlled interactions for busy families. Proactive technology relieved overwhelmed households from managing their own electricity.
All households had clear motivation for their choices.
Households that chose passive technology were motivated by simplicity, cost-effectiveness and privacy concerns. One study participant in this group said: "Less hassle. Don’t like tech controlling my life."
Households prioritising interactive technology were looking for a balance of convenience and control, technology that provides: "A good support but allows me to maintain overall control and decision-making."
Households keen on proactive technology wanted set and forget abilities to allow the household to focus on the more important things in life. They sought: "Having the process looked after and managed for us as we don’t have the time to do it ourselves."
This raises the question: why did we see such differences in household preference?
Trust in tech
According to our research, this comes down to the relationship between trust, risk, and the <a href="https://link.springer.com/chapter/10.1007%2F978-3-319-47437-3_95" target="_blank" title="Let the User Decide! User Preferences Regarding Functions, Apps, and Interfaces of a Smart Home and a Service Robot">need for control</a>. It’s just that these motivations that are expressed differently in different households.
While one household sees delegating their choices as a safe bet (that is, trusting the technology to save them from the risk of electricity over-spend), another would see retaining all choices as the true expression of being in control (that is, believing humans should be trusted with decisions, with technology providing input only when asked).
This is not unusual, nor is this the first study to find the importance of <a href="https://www.propertyobserver.com.au/https://journals.sagepub.com/doi/10.1177/1094670512474841" target="_blank" title="The Impact of Endogenous Motivations on Adoption of IT-Enabled Services: The Case of Transformative Services in the Energy Sector">our sense of trust and risk</a> in making technology decisions.
It’s not that consumers don’t want advancements to serve them - they do - but this working relationship requires clear roles and ground rules. Only then can there be trust.
For smart home technology developers, the message is clear: households will continue to expect control and customisation features so that the technology serves them – either as an intern, an assistant, or a manager – while they remain the CEO.

Control, cost and convenience determine how Australians use the technology in their homes

The phrase “urban jungle” gets thrown around a lot, but we don’t usually think of cities as places where rare or threatened species live.
Our research, published today in <a href="https://esajournals.onlinelibrary.wiley.com/doi/full/10.1002/fee.2032" target="_blank">Frontiers in Ecology and the Environment</a>, shows some of Australia’s most endangered plants and animals live entirely within cities and towns.
Stuck in the city with you
Australia is home to 39 urban-restricted threatened species, from giant gum trees, to ornate orchids, wonderful wattles, and even a tortoise. Many of these species are critically endangered, right on the brink of extinction. And cities are our last chance to preserve them within their natural range.

Urban environments offer a golden opportunity to preserve species under threat and engage people with nature. But that means we might need to think a little differently about how and where we do conservation, embrace the weird and wonderful spaces that these species call home, and involve urban communities in the process.
Roads to the left of them, houses to the right
When you picture city animals you might think of pigeons, sparrows or rats that like to hang out with humans, or the flying foxes and parrots that are attracted to our flowering gardens.
But that’s not the case here. The threatened species identified in our research didn’t choose the city life, the city life chose them. They’re living where they’ve always lived. As urban areas expand, it just so happens that we now live there too.
The first hurdle that springs to mind when it comes to keeping nature in cities is space: there’s not a lot of it, and it’s quickly disappearing. For example, the magnificent Caley’s Grevillea has lost more than 85% of its habitat in Sydney to urban growth, and many of its remaining haunts are earmarked for future development. Around half of the urban-restricted species on our list are in the same predicament.
It’s especially tough to protect land for conservation in urban environments, where development potential means high competition for valuable land. So when protected land is a luxury that few species can afford, we need to work out other ways to look after species in the city.
Not living where you’d expect
Precious endangered species aren’t all tucked away in national parks and conservation reserves. These little battlers are more often found hiding in plain sight, amid the urban hustle and bustle.
Our research found them living along railway lines and roadsides, sewerage treatment plants and cemeteries, schools, airports, and even a hospital garden. While these aren’t the typical places you’d expect to find threatened species, they’re fantastic opportunities for conservation.
The spiked rice flower is a great example. Its largest population is on a golf course in New South Wales, where local managers work to enhance its habitat between the greens, and raise awareness among residents and local golfers. These kinds of good partnerships between local landowners and conservation can find “win-win” situations that benefit people and nature.
A series of unfortunate events
It’s no secret that living in the ‘burbs can be risky: a fact best illustrated in the cautionary tale of a roadside population of the endangered Angus’s onion orchid. Construction workers once unwittingly dumped ten tonnes of sand over the patch in the late 1980s, then quickly attempted to fix the problem using a bulldozer and a high-pressure hose. Later, a portaloo was plonked on top of it.
Examples like this show just how important it is for policy makers, land managers and the community to know that these species are there in the first place, and are aware that even scrappy-looking habitats can be important to their survival. Otherwise, species are just one stroke of bad luck away from extinction.
People power
It’s common to think if you want to conserve nature, you need to get as far away from people as you can. After all, we can be a dangerous lot (just ask Angus’s onion orchid). But we also have extraordinary potential to create positive change – and it’s much easier for us to do this if we only have to travel as far as our backyard or a local park.
Many urban-restricted species get support by their local communities. Examples from our research showed communities across Melbourne raising <a href="http://www.starweekly.com.au/news/save-the-sexy-scented-orchid/" target="_blank">thousands of dollars in conservation crowdfunding</a>, dedicating countless volunteer hours to caring for local habitats, and even setting up neighbourhood watches to combat vandals. This shows a huge opportunity for urban residents to be on the conservation frontline.
Our research focused on 39 species that are restricted to Australian cities and towns today. But that’s not where the opportunity for urban conservation ends.
There are about another <a href="https://theconversation.com/just-ten-mps-represent-more-than-600-threatened-species-in-their-electorates-83500" target="_blank">370 threatened species</a> that share their range with urban areas across Australia, as well as countless “common” native species that call cities home. And as cities continue to expand, many other threatened species stand to become urban dwellers. The 39 endangered species living in our cities

Perth’s residential market is now at a turning point, according to a new report.
Vacancy is below the supply equilibrium at 3% and several market drivers - including a growing population, an improving WA economy on the back of a resurgent mining sector, and first home owner grants - are likely to underpin further demand, according to independent valuer and advisor m3property. 
Commenting following the release of its latest National Residential Development 2019 report, m3property national director residential development, Luana Kenny, said the Perth market was no longer considered to be oversupplied. 
"After peaking at 7.3% in June 2017, Perth dwelling vacancy fell to 2.8% in December 2018 which is below the supply equilibrium (according to REIWA)," said Kenny.
"While pockets of oversupply remain, Perth looks to have turned the corner. 
"With the population growing at an average 32,000 people per annum and the potential for additional growth as a result of potential changes to Federal immigration policy and growth in the mining sector, the five year outlook is looking decidedly positive. 
"We have already seen significant growth in lot prices since mid-2018 and that will ultimately drive up dwelling values."
She said house prices were expected to rise by 1% to 3% in 2019 and increase by 2% to 6% over the next five years, however new apartment supply, including the revitalisation of Elizabeth Quay, may result in an oversupply of apartments and a fall in prices in that sector over the medium-term. 
According to the report population growth is expected to increase by 1% to 1.8% per annum until 2027 (22,800-42,700 people per annum), while changes to immigration policy designed to push new migrants out of Sydney and Melbourne may result in further increases keeping vacancy fairly stable over the next five years.

M3property national director research, Jennifer Williams, said Perth could well see more growth in land values driven by the WA Government’s focus on in-fill development sites. 
"We have seen double digit growth in land values in the six months to December 2018, and with the State Government focused on infill development, which is expected to limit the release of greenfield sites, we may see further upward pressure on land values over the next five years," Williams said. 
She said demand for infill land is expected to account for around 45% of new sites by 2023 according to the WA government. 
"Higher price points are likely to make infill developments more attractive to developers and authorities looking to capitalise on existing infrastructure and that should result in upward pressure on dwelling values," Ms Williams said.
Williams said the First Home Owners (FHO) Grant was still available in WA.
As of November 2018, first home buyers accounted for 25% of dwelling finance according to the ABS, and was expected to continue to rise as a percentage of total buyers in Perth, accounting for 27% of all dwelling finance approvals by late 2019. 
"The FHO grant will be another factor that will help to drive price growth in 2019 as buyers seek to take advantage of a greater level of affordability in the market," Williams said.

Perth at a turning point as vacancy dips

Castle Hill RSL Group, owner of the Parramatta RSL Club, is selling a car park site in Parramatta CBD’s commercial precinct. 
The 1874 sqm development site is zoned B4 Mixed-Use – the most flexible zoning available in Parramatta CBD.  
Future developments have the capacity to yield circa 100 apartments up to 54 m tall, subject to council approval, and to reach over 11,200 sqm with the potential for this to increase through Design Excellence. 
CBRE’s Frank Oliveri, Peter Vines and Victor Sheu have been appointed to market the site at 7 Macquarie Street.  
“In recent years, it has been difficult for investors and developers to secure B4 zoned sites in Parramatta CBD due to the lack of quality stock, let alone the opportunity to secure a site overlooking the vast greenery Parramatta Park on a delayed settlement,” Mr Sheu added.  
Mr Sheu said the site would suit a range of permitted uses, with consent ranging from residential, commercial, community, educational, hotel or motel accommodation, seniors living and more. 
“With a wide range of potential uses and scarcity of space in the burgeoning business district, the property is expected to attract an array of potential developers,” Mr Sheuconcluded.
The Expressions of Interest campaign closes May 8 2019.
The site has been on market since March in 2017, over two years.
