AURA elevates amenity living at Melbourne Square

<p>Builder-developer Scion is the latest to target Sydney's booming Hills Showground Metro precinct, filing plans for more than 100 apartments within walking distance of the station.</p>

<p>Scion has lodged a concurrent rezoning and State Significant Development Application for <a href="https://www.apartments.com.au/new-apartments/27-33-middleton-avenue-castle-hill-nsw-2154">27–33 Middleton Avenue</a>, where it plans to replace four existing homes with an 11 and 14-storey mixed-use development comprising 109 apartments, six affordable housing dwellings, and a ground-floor café.</p>

<p>Designed by BHK Architects, the proposal includes three levels of basement parking with 174 spaces, more than 1,200 sqm of communal open space, and extensive landscaping across the 3,791 sqm site.</p>

<p>The development has been designed as two buildings connected by a recessed wintergarden spine, with the 14-storey building positioned to the south and the 11-storey building to the north.</p>

<p>The apartment mix has been weighted towards owner-occupiers, with 13 one-bedroom apartments, 55 two-bedroom residences, 31 three-bedroom apartments, six three-bedroom lofts, and four four-bedroom homes. Six apartments will be dedicated as affordable housing in line with the NSW Housing SEPP.</p>

<p>According to the Architectural Design Report by BKH, the proposal seeks to create "a place-responsive architecture" inspired by the natural landscape surrounding Cattai Creek, while strengthening the public domain through landscaping, active frontages and a neighbourhood café.</p>

<p>Atlas Urban, in its Urban Design Report, says the proposal takes a different approach to increasing density around Hills Showground Station by favouring a more slender, vertically articulated built form over a conventional mid-rise outcome. The report argues this allows for greater deep soil planting, improved solar access and a better public domain outcome, while still delivering additional housing close to rapid public transport.</p>

<p>The site sits around 500 metres from Hills Showground Metro Station, within a precinct earmarked for significant residential intensification following the opening of the Sydney Metro Northwest line. Planning documents accompanying the application note that Greater Sydney's population has grown by more than one million people since planning for the precinct first began, reinforcing the need to accelerate housing delivery around existing transport infrastructure.</p>

<p>Scion is expanding its development pipeline which also includes <a href="https://www.apartments.com.au/new-apartments/chatham-west-ryde-2-6-chatham-road-west-ryde-nsw-2114">Chatham in West Ryde</a>, 62 apartments which are approaching completion. They also have a State Significant Development Application with the NSW Government's Housing Delivery Authority for <a href="https://www.apartments.com.au/new-apartments/96-anzac-avenue-west-ryde-nsw-2114">145 apartments on Anzac Avenue</a>, also in West Ryde.</p>


First look: Scion plots Castle Hill apartment development near Hills Showground Metro Station

<p><a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a>&nbsp;has unveiled its scaled-back plans for a pair of towers rising up to 49 storeys directly opposite Bella Vista Metro Station.</p>

<p>The builder-developer will deliver 674 apartments and a new mixed-use hub at the gateway to the station precinct.</p>

<p>The State Significant Development Application has been lodged under the Housing Delivery Authority pathway for the 6,979 sqm site at <a href="https://www.apartments.com.au/new-apartments/9-11-mawson-avenue-bella-vista-nsw-2153">9-11 Mawson Avenue</a>, with the apartments sitting above a mixed-use podium. Initial plans were for closer to 900 apartments across two 40-storey towers.</p>

<p>Located around 30 metres from the Bella Vista Metro Station entrance, the development is intended to act as a catalyst for the long-planned Bella Vista Station Precinct, transforming a vacant site into a transit-oriented residential and commercial destination.</p>

<p>Planning documents describe the project as delivering "a high-density mixed use destination that combines housing, retail and community-serving uses in a highly accessible setting."</p>

The housing mix spans studios, one, two and three-bedroom apartments, alongside a collection of townhouse-style residences integrated into the podium levels. The development also includes specialist disability accommodation and an elevated provision of adaptable and liveable housing.</p>

<p>The mixed-use podium has been designed to create an active urban centre around the Metro station, incorporating a 1,423 sqm supermarket, a 3,029 sqm gym, specialty retail spaces, a 100-place childcare centre and a publicly accessible "city room" community space. A secondary laneway, active frontages and landscaped public areas are intended to improve pedestrian connectivity through the site and strengthen links between the station precinct and surrounding neighbourhood.</p>

<p>In the project's design report, Turner said the proposal responds to Bella Vista's emerging role as a higher-density centre within Sydney's north-west growth corridor.</p>

<p>"The project transforms a strategically located site into a high-density mixed use destination that combines housing, retail and community-serving uses in a highly accessible setting," the report states.</p>

<p>"Active frontages, a publicly accessible city room, a secondary laneway and a mix of uses including a local supermarket, child care centre and gym create a more complete and socially useful urban environment for residents, workers and the wider community."</p>

<p>The developer is progressing around 1,000 apartments across <a href="https://www.apartments.com.au/news/nsw/first-look-urban-property-group-plans-next-major-wollongong-tower">two projects in Wollongong</a>, with several thousand more homes in the pipeline across Newcastle, Castle Hill, Little Bay and Penrith.</p>

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>
</ul>

<p>While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.</p>

<p>The scheme is expected to commence in NSW in late 2025, as part of a national rollout.</p>

Off-the-plan property explained: What is stamp duty?

<p>For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.</p>

<p>The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.</p>

<p>But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.</p>

<p>The biggest takeaway is that inflation continues to move in the right direction.</p>

<p>Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.</p>

<p>While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.</p>

<p>The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.</p>

<p>That trend is important because it aligns with what many economists and lenders have been saying for the last month.</p>

<p>Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.</p>

<p>In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".</p>

<p>The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.</p>

<p>Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.</p>

<p>Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.</p>

<p>Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.</p>

<p>Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.</p>

<p>While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.</p>

<p>The public housing estates built in cities around the world since the <a href="https://www.eastlondonadvertiser.co.uk/news/heritage/boundary-of-old-nichol-s-vice-filth-death-1-666236" target="_blank">first public housing was built in the 19th-century London</a> have long been home to the very vulnerable, including refugees and immigrants. At the level of their lived experience – home and neighbourhood – the architectural and spatial qualities of public spaces and housing affect refugees’ and migrants’ ability to <a href="http://habitat3.org/wp-content/uploads/Habitat-III-Issue-Paper-2_2_Migration-and-Refugees-in-Urban-Areas-2.0.pdf" target="_blank">integrate into their new home</a>. We can see this in the public housing estates of two cities on opposite sides of the world, Paris and Melbourne.</p>
<p>In their new communities, refugees are also trying to adapt to new cultural norms, language, access to employment and education and even to stigma and blame for their need of public housing.</p>
<p><a href="https://espace.curtin.edu.au/bitstream/handle/20.500.11937/4568/192969_192969%20Hartley.pdf?sequence=2" target="_blank">Refugees are among those hardest hit by social and economic challenges</a> that are being deepened by <a href="https://digitalcommons.macalester.edu/cgi/viewcontent.cgi?referer=https://www.google.com/&amp;httpsredir=1&amp;article=1011&amp;context=soci_honors" target="_blank">structural economic changes</a>. This includes <a href="/news">the challenge of finding affordable housing</a>. By 2025 an estimated <a href="https://www.mckinsey.com/featured-insights/urbanization/tackling-the-worlds-affordable-housing-challenge" target="_blank">one-third of the world’s city dwellers</a> will struggle to secure decent, affordable housing.</p>

<p><strong>The HLM of Paris</strong></p>
<p>The French government has been discussing issues related to public housing or habitation à loyer modéré (or HLM, which means “rent-controlled housing”). In 2018, <a href="https://www.lemonde.fr/les-decodeurs/article/2018/04/04/reforme-des-hlm-que-represente-le-logement-social-en-france_5280726_4355770" target="_blank">the government and its Ministry of Territorial Cohesion</a> suggested a plan to generate funds to build and renovate this housing.</p>
<p>Over 20% of immigrants live in the HLM of Paris and the Seine Saint-Denis department. Arab and Sub-Saharan African immigrants experience high levels of ethnic segregation, <a href="https://www.degruyter.com/downloadpdf/j/mgrsd.2013.17.issue-2/v10288-012-0040-3/v10288-012-0040-3.pdf" target="_blank">reaching 30% by the late 1990s</a>. African immigrants and refugees tend to live in clusters <a href="http://ftp.iza.org/dp5456.pdf" target="_blank">in segregated and more disadvantaged neighbourhoods</a> away from the city.</p>
<p>The public still has a negative view of the public housing estates, located in many <a href="https://www.citylab.com/equity/2017/11/the-othered-paris/543597/" target="_blank">banlieues</a>, as declining and segregated “<a href="https://www.newyorker.com/magazine/2015/08/31/the-other-france" target="_blank">immigrant-dominated slums</a>”.</p>
<p>Saint-Denis is a working-class neighbourhood in the northern suburbs of Paris. Despite the positive impact of its shops, bazaars, diverse communities and residents’ recent <a href="https://www.france24.com/en/20180822-france-tourism-sightseeing-paris-suburbs-saint-denis-greeters-local-volunteers" target="_blank">initiatives to boost tourism</a>, it is still struggling with social inequality as one of the most impoverished areas in Paris.</p>
<p>Violence and drug trafficking are two key issues that impact people and their HLM housing. In 2016, an increase in violent crime led the HLM Office, which manages 18,000 social housing estates in Seine-Saint-Denis, to hold the government responsible due to a sharp <a href="http://www.leparisien.fr/villetaneuse-93430/plaine-commune-mine-par-l-insecurite-l-office-hlm-attaque-l-etat-07-11-2016-6300573.php" target="_blank">increase in insecurity</a>.</p>
<p>Many similar issues, and some different ones, affect public housing provision and tenancy in Melbourne. It’s where many refugee arrivals are first housed in Australia. As in Paris, Melbourne’s public housing is associated (fairly or unfairly) with <a href="https://www.theage.com.au/national/victoria/multimillion-dollar-drug-trafficking-ring-run-out-of-fitzroy-public-housing-flat-20150722-gihu4t" target="_blank">crime</a>, <a href="/news">social isolation</a> and <a href="https://www.heraldsun.com.au/leader/inner-east/stonnington-council-slams-plan-to-redevelop-prahran-and-south-yarra-estates/news-story/43d3edd0954f94ea1e4c61480bdc9e65" target="_blank">urban blight</a>.</p>
<p>A more pressing problem in Melbourne, however, is the gap between housing supply and demand. Public housing stock across Australia is <a href="https://theconversation.com/australia-needs-to-reboot-affordable-housing-funding-not-scrap-it-72861" target="_blank">declining and ageing</a> while waiting lists grow.</p>
<p>The list is growing by <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2018-06-06/victorias-public-housing-waiting-list-growing-by-500-a-week/9837934" target="_blank">500 people a month</a> in Victoria. In this state alone, <a href="https://www.theguardian.com/australia-news/2018/jun/06/almost-25000-children-waiting-for-social-housing-in-victoria" target="_blank">nearly 25,000 children are waiting for social housing</a>.</p>
<p>Amid increasing concerns about the affordability and availability of public housing, the sociology, design/architecture and aesthetics of existing estates become even more vital in terms of their effects on social cohesion and well-being. These impacts are critical for those whose first home in Melbourne is a public housing estate.</p>
<p>The disrepair and poor quality of buildings and grounds of many of Melbourne’s older, inner-city estates are obvious. Building materials (like concrete) are degraded. The design of common areas, like foyers and hallways, does not promote social interaction.</p>
<p>The grounds also fall short of what’s needed, despite <a href="http://www.aila.org.au/imis_prod/documents/AILA/VIC/Prahran%20Masterplan_Phase3_Consultation%20report%20executive%20summary_190416%20(003).pdf" target="_blank">the opportunities they offer</a> for varied outdoor activity and social encounters. Public housing estates are often gated, either physically or psychologically, from the surrounding community. This results in enclaves of social disadvantage, often within otherwise wealthy suburbs.</p>
<p><a href="http://theconversation.com/voices-of-residents-missing-in-a-time-of-crisis-for-public-housing-93655">Many have questioned</a> whether public housing renewal is improving these conditions. The <a href="https://theconversation.com/social-mix-in-housing-one-size-doesnt-fit-all-as-new-projects-show-80956" target="_blank">public-private mix in some new estates has resulted in gated gardens</a> being provided for the exclusive use of the private residents of <a href="https://www.theage.com.au/national/victoria/social-mix-approach-to-public-housing-is-failing-research-finds-20170616-gwsj3m" target="_blank">apartment buildings and not the public tenants</a>.</p>

<p>The monumental scale of Melbourne’s largest estates is intimidating for visitors. Finding one’s way to a particular address can be challenging. All buildings take the same form and, lacking individual identity, are recognisable by numbers only.</p>
<p>The scale of the buildings and the dull colours and textures of their facades coupled with the repetitive, gridded network of windows are reminiscent of a Soviet era that never existed in Melbourne. One can see similar layouts, colours and materials on the facades of the HLM of Saint Denis. This speaks to the ubiquity of public housing design.</p>

<p><strong>How can public housing be made better?</strong></p>
<p>Public housing estates often have a pronounced cultural and social mix, with first-generation migrants and refugees from across the globe living as neighbours. This can have benefits including cultural exchange and mutual understanding but can also trigger <a href="/news">social withdrawal and isolation</a>. The risks are particularly high for people from new cultural groups arriving in neighbourhoods with settled (and culturally different) populations.</p>
<p>Cultural differences certainly affect relationships between individuals, but also apply to the ways people use the private and public spaces of their new homes. What an Australian-born, wealthy white person would expect and need of “open space” is potentially quite different to what a black, Sudanese-born survivor of conflict might expect or need.</p>

<p>Arguably, what is being offered as places for people to connect with their new community in and around public housing meets few people’s needs or expectations. The interior spaces, such as long interior corridors with blank walls, do not provide for comfort, communication and interaction between tenants. The exterior spaces delineate rather than join up the communities of public and private housing.</p>
<p>These dimensions of Melbourne’s public housing may set up a spatial tension that mirrors the occupants’ lives. Yet they could also offer an opportunity to be a canvas for a new interpretation of architecture and urban development, as German sociologist Martina Low notes in her book, <em><a href="https://www.propertyobserver.com.au/https://www.palgrave.com/us/book/9781137487711" target="_blank">The Sociology of Space: Materiality, Social Structures, and Action</a>.</em></p>
<p>Low’s principle focuses on the emergence of space as a result of interplay between social structure, the material world of objects and bodies, and the symbolism of the social world. Paris? Melbourne? Public housing doesn’t just look the same, it’s part of the challenges refugees face

<p>Victoria has some of the most <a href="https://www.propertyobserver.com.au/https://www.pnas.org/content/106/28/11635" target="_blank">carbon-dense native forests</a> in the world. Advocates for logging these forests <a href="http://www.naturallybetter.com.au/carbon-and-environment" target="_blank">often argue</a> that wood products in buildings and furniture become long-term storage for carbon.</p>
<p>However, these claims are misleading. Most native trees cut down in Victoria become woodchips, pulp and pallets, which have short lifespans before going to landfill. In landfill, the wood breaks down and releases carbon back into the atmosphere.</p>
<p>On the other hand, our <a href="https://www.theguardian.com/environment/2019/mar/28/common-sense-littleproud-backs-victoria-plan-to-exit-logging-to-earn-carbon-credits" target="_blank">evolving carbon market</a> means Australia’s native forests are extremely valuable as long-term carbon stores. It’s time to recognise logging for short-lived wood products is a poor use of native forests.</p>
<p><strong>The problem with logging native forests</strong></p>
<p>Victoria has about 7.6 million hectares of <a href="http://www.agriculture.gov.au/abares/research-topics/forests/forest-data#australian-forest-and-wood-products-statistics" target="_blank">native forests</a>. The most <a href="https://www.propertyobserver.com.au/https://www.pnas.org/content/106/28/11635" target="_blank">carbon-dense</a> areas are in ash forests, consisting of mountain ash, alpine ash and shining gum trees.</p>
<p>These forests can store up to 1,140 tonnes of carbon per hectare <a href="https://www.sciencedirect.com/science/article/pii/S0378112704001343" target="_blank">for centuries</a>.</p>
<p>But around 1.82 million hectares of <a href="http://www.gazette.vic.gov.au/gazette/Gazettes2014/GG2014S405.pdf" target="_blank">Victorian native forests</a> are allocated to the government’s logging business, VicForests.</p>
<p>VicForests <a href="http://www.vicforests.com.au/static/uploads/files/report-vicforests-annual-report-2018-wfccxhsjgpfj.pdf" target="_blank">claims</a> logging is the only market for the large area of native forest allocated to it. In other words, its forests are exclusively valued as timber asset, in the same way a wheat crop would be exclusively valued for wheat grain production.</p>
<p>In Victorian native forests, industrial scale clearfell logging removes around <a href="https://esajournals.onlinelibrary.wiley.com/doi/full/10.1890/ES14-00051.1" target="_blank">40% of the forest biomass</a> for logs fit for sale.</p>
<p>The remaining 60% is debris, which is either burned off or decomposes – becoming a <a href="https://esajournals.onlinelibrary.wiley.com/doi/full/10.1890/ES14-00051.1" target="_blank">major source</a> of greenhouse gas emission.</p>
<p><strong>Myth one: storing carbon in wood products</strong></p>
<p>The first myth we want to address is logging native forests is beneficial because the carbon is stored in wood products. This argument depends on the proportion of forest biomass ending up in wood products, and how long they last before ending up in landfill.</p>
<p>On average, logs suitable to be sawn into timber make up only an average <a href="http://www.agriculture.gov.au/abares/research-topics/forests/forest-data#australian-forest-and-wood-products-statistics" target="_blank">35% of total logs</a> cut from Victorian native forests.</p>
<p>Of this 35%, sawmills convert <a href="http://www.vafi.org.au/wp-content/uploads/2015/06/vafi_investment_innovation_report2012.pdf" target="_blank">less than 40%</a> into sawn timber for building and furniture. Offcuts are woodchipped and pulped for paper manufacturing, along with sawdust sold to <a href="https://www.timberbiz.com.au/chickens-in-a-flap-over-heyfield/" target="_blank">chicken broiler sheds</a> for bedding.</p>
<p>Sawn timber equates to 14% of log volume cut from the forest. The remaining 84% of logs cut are used in short-lived and often disposable products like copy paper and pallets.</p>
<p>The lifespan of paper products is assumed to be <a href="https://web.archive.org/web/20061019205713/http://www.greenhouse.gov.au/ncas/reports/tech08" target="_blank">three years</a>. Although around <a href="https://www.sustainability.vic.gov.au/Government/Victorian-Waste-data-portal/Interactive-waste-data-mapping/Waste-projection-model" target="_blank">75% of paper and cardboard </a>is recovered, recycling is growing more <a href="https://www.theage.com.au/politics/victoria/state-government-must-act-to-fix-recycling-crisis-councils-urge-20190222-p50zos" target="_blank">uncertain</a> with recovered paper being sent to landfill.</p>
<p>The maximum lifespan of a timber pallet is <a href="http://vta.com.au/wp-content/files_mf/1505108242PalletSurveyReport2017.pdf" target="_blank">seven years</a>. At the end of their service, <a href="https://www.sciencedirect.com/science/article/pii/S2212827115000852" target="_blank">timber pallets</a> are sent to landfill, chipped for particleboard, reused for landscape mulch or burnt for energy generation.</p>
<p>Longer-lived wood products, such as the small proportion of native timber used in building and furniture, have a lifespan of around <a href="https://web.archive.org/web/20061019205713/http://www.greenhouse.gov.au/ncas/reports/tech08" target="_blank">90 years</a>. These wood products are used to justify logging native forests.</p>
<p>But at the end of their service life, the majority of these wood products also end up in landfill.</p>
<p>In fact, for the 500,000 tonnes of wood waste generated annually from building, demolition and other related commercial processes in Victoria, over two thirds end up in landfill, according to a Sustainability Victoria <a href="http://www.sustainability.vic.gov.au/-/media/resources/documents/publications-and-research/research/market-analysis/market-analysis-timber-sept-2014-pdf.pdf" target="_blank">report</a>.</p>
<p><strong>Myth two: the need to log South East Asian rainforests</strong></p>
<p>A second myth is using logs from Victorian native forests will prevent logging and degradation of rainforests across South East Asia, particularly for <a href="https://www.fwpa.com.au/images/resources/Amended_Final_report_C_native_forests_PNC285-1112.pdf" target="_blank">paper production</a>.</p>
<p>This is patently absurd. The wood from the Victorian plantation sector – essentially timber farms, rather than trees growing “wild” in native forests – could replace native forest logs used for paper manufacturing in Victoria several times over.</p>
<p>In fact, in 2016-17 89% of logs used to make wood pulp (pulplogs) for paper production in Victoria <a href="http://www.agriculture.gov.au/abares/research-topics/forests/forest-data#australian-forest-and-wood-products-statistics" target="_blank">came from plantation trees</a>, with the majority of hardwood logs exported.</p>
<p>And Australia is a <a href="http://www.agriculture.gov.au/SiteCollectionDocuments/abares/afwps-overview-mar-jun-2018.pdf" target="_blank">net exporter</a> by volume of lower-value unprocessed logs and woodchips.</p>
<p>Processing pulplogs from <a href="https://au.fsc.org/en-au" target="_blank">well managed</a> plantations in Victoria instead of exporting them would give a much needed jobs boost for local economies.</p>
<p>With most of these plantations established on previously cleared farmland, they offer one of the most robust ways for the land use sector to <a href="https://publications.csiro.au/rpr/download?pid=csiro:EP113280&amp;dsid=DS6" target="_blank">off-set greenhouse gas emissions</a>.</p>
<p><strong>Next steps</strong></p>
<p>The time is right for Australian governments to develop a long-term carbon storage plan that includes intact native forests.</p>
<p>Logging results in at least 94% of a forest’s stored carbon ending up in the atmosphere. A maximum of 6% of its carbon remains in sawn timber, for up to 90 years (but typically much shorter). This is patently counterproductive from a carbon-storage point of view.</p>
<p>State-owned forest management companies, such as VicForests, can transition away from the timber business and begin managing forests for carbon storage. Such a concept is not new – the federal government has <a href="https://www.legislation.gov.au/Details/F2017L01038/Explanatory%20Statement/Text" target="_blank">already approved</a> a way to value the carbon storage of plantations.</p>

<p>It's well known that most <a href="http://petewargent.com/2019/01/10/being-approximately-right-not-precisely-wrong/" target="_blank">market predictions</a> are a <a href="http://petewargent.com/2018/01/04/forecasting-fails/" target="_blank">waste of time</a>: they usually just project <a href="http://petewargent.com/2019/01/02/the-small-numbers-fallacy/" target="_blank">more of what's been happening</a>, and are rarely much chop at picking turning points. </p>
<div>With almost no housing market activity over the long Easter break, this does feel like a potential <a href="http://petewargent.com/2018/01/07/tipping-point/" target="_blank">inflection point</a> - for better or worse - and certainly it's as a good a time as any for a largely baseless opinion piece. </div>
<div> </div>
<div>It's clear that the speculative heat has been well and truly removed from the housing market by the credit squeeze and a range of other factors. </div>
<div> </div>
<div>In fact, the reverse is now the case, with investor credit growth running at the lowest level in Australia's history.</div>
<div> </div>

<p><br><span>Low-doc lending, meanwhile, has been all but eliminated over the past decade. </span></p>
<div>Average paper net rental losses (aka. 'negative gearing') claimed are at the lowest level in almost a decade-and-a-half, with further declines in the post on rising yields, lower mortgage rates, and changes to allowable deductions for plant and equipment depreciation and travel. </div>
<div><span> </span></div>
<div><span>With loans being tested for serviceability at 7¼ per cent lending metrics have, if anything, become too conservative, and borrowing capacity has in many cases been reduced by 20 to 40 per cent (or simply eliminated entirely for many portfolio investors).  </span></div>
<div><span> </span></div>
<div><span>Almost every way you look at it, credit has rarely been so tough to come by. </span></div>
<div> </div>
<div><strong><span style="text-decoration: underline;">Prices cooled since early 2017</span></strong></div>
<div> </div>
<div>If the housing market downturn was to end here then I reckon most sober commentators and respected international observers would applaud a job well executed. </div>
<div> </div>
<div>In any event, a lot of the 'bubble' talk is way overdone.</div>
<div> </div>
<div>There's a lot of debt on a gross basis; but mortgage serviceability isn't particularly stretched, while there's also been an unprecedented build-up in cash and cash equivalents, mortgage buffers, and balances in offset accounts.</div>
<div> </div>
<div>In Adelaide it's not all that hard to buy a house for the same price as a decade ago, which given where mortgage rates have gone must represent about a 50 per cent improvement in affordability (without backing this statement up with any hard numbers). </div>
<div> </div>
<div>In Brisbane apartment prices are often seen to be lower than they were almost a dozen years ago, so affordability is now stupendously high compared to where it was. </div>
<div> </div>
<div>Housing prices had already declined for years in Perth; and they've been roundly smashed in Darwin.</div>
<div> </div>
<div>The major house price gains since 2012 were seen in Sydney, where median prices have since declined over a period of more than two years by about 13 per cent, representing a real decline versus incomes nudging about 20 per cent from the peak (much more in parts of Western Sydney, according to a piece in the AFR this week). </div>
<div> </div>
<div>It seems that most of the regulatory actions taken to cool the housing market have all but washed through, but despite the lower fixed mortgage rates on offer lately market activity is still awfully gummed up.</div>
<div> </div>
<div>And there's still a non-trivial possibility that the actions taken to promote financial stability, in the end, sink it. </div>
<div> </div>
<div>The economy has been stymied for some time now, with two consecutive quarters of negative GDP growth in per capita terms possibly set to be repeated for a third quarter. Consumption and retail are weak. </div>
<div> </div>
<div>It's difficult to get an accurate real-time reading of housing market turnover but many experienced commentators seem to believe it's at the lowest level on record. </div>
<div>
<br>So, what gives?</div>
<div> </div>
<div><strong><span style="text-decoration: underline;">Responsible lending: level up</span></strong></div>
<div> </div>
<div>A major part of the challenge for activity in the housing market is some of the breathtaking pedantry related to mortgage applications, which I've experienced a bit of, but often only mortgage brokers have a really good feel for. </div>
<div> </div>

<div>There's always a chance that responsible lending morphs into a nanny state mentality, and this is now almost literally becoming so in some cases.</div>
<p> </p>

<div>When lenders are stress-testing for scenarios incorporating up to the equivalent of a dozen or more rate hikes it defies belief that a homebuyer registering for Netflix or using Uber might be grounds for the refusal of a loan, but the banking Royal Commission brought this level of paranoia to the fore. </div>
<div> </div>

<div>These sometimes amusing and apparently trivial examples are merely the tip of the iceberg in what has been at times a truly Titanic pile of administrative poppycock.</div>
<div> </div>
<div>Everyone involved in mortgage lending knows that consumer behaviour and discretionary spend changes post-purchase, so all this rigmarole is largely fruitless and may now be effectively adding to FS risks rather than reducing them. </div>
<div> </div>
<div><strong><span style="text-decoration: underline;">Tipping point</span></strong></div>
<div> </div>
<div>Lower interest rates alone don't fix this; but in truth I don't know what does. </div>
<div> </div>

Speculative heat removed from the housing market by the credit squeeze: Pete Wargent

<p>The Milson Point's QE Foodstores premises have been sold for $6 million.</p>
<p>QE has other stores in Balmain, Camperdown, Darlinghurst, Newtown, Randwick, Waterloo and Waverley.</p>
<p>The shopfront at <a href="http://commercialpropertysearch.savills.com.au/0bbda22c-73bc-e811-80e6-005056816353/Sale/Milsons-Point/88-Alfred-Street" target="_blank">88 Alfred Street</a> was listed with $5.5 million hopes in November, through Savills agents David Hickey, Tom Tuxworth and Nick Tuxworth.</p>
<p>They expected interest from local, interstate and offshore investors.</p>

<p>The property has a new 10 year lease, with two five-year options.</p>
<p>On its listing Hickey said the lease and strong annual increases will attract buyers looking for secure, super-prime investments in the sub $10 million category. </p>
<p class="p3"><span class="s1">“Throughout 2018, we have seen a weight of capital chasing retail properties in prime locations, particularly in highly populated and affluent inner-urban and suburban areas," Hickey said.</span></p>

<p class="p3"><span class="s1">“These shoppers demand personalisation, special services and quality products, which is what QE Foodstores has strived to deliver since opening its first store 16 years ago,” he said.</span></p>

Boutique grocer QE Foodstores premises sold by Savills in Milsons Point

<p>An interstate investor purchased a Noosa Heads retail institution “Signature on Hastings”, for $5.6 million following an off-market campaign.</p>
<p>Situated at 18A Hastings Street, (pictured in title) the asset was one of only five single use freeholds left on the famous strip.</p>
<p>It comes as a 180 sqm NLA retail investment on a 97 sqm allotment.</p>
<p>The vendor had held the property for over 30 years.</p>
<p>The property produces an annual income of $306,000 p.a. net* + GST.</p>
<p>It was sold by Ray White Commercial Noosa and Sunshine Coast North directors Paul Forrest and Paul Butler.</p>
<p>Mr Forrest said, “Hastings Street is highly sought-after by wealthy investors and remains very tightly held, with freehold properties particularly desired."</p>
<p>“The buyer already owns several assets on the strip, so they were one of a few parties we approached."</p>
<p>“We’re delighted that following the success of our off-market campaign and long history of successful sales, we’ve been appointed as exclusive agents for the sale of 'Peter Alexander' at 28 Hastings Street (pictured below)," he added.</p>

<p>“The creation of interior designer Gail Hinkley, it started as a small women’s clothing and gift store, and has now grown into a well-established name in the homeware industry."</p>
<p>“Hastings Street is Queensland’s premier tourist destination and retail street. It vastly out-strips the Gold Coast, Port Douglas and Mooloolaba Esplanade," Mr Butler concluded.</p>

One of only five Hastings Street retail freehold's sold for $5.6 million

<p><span>The Perth market is an example of how misleading – and indeed worthless – are the price figures published by research firms and mindlessly recycled by media.</span></p>
<p><span>According to most of the generalised data (one figure to describe an entire large city), Perth prices are down – but an in-depth analysis shows there are growth markets sprouting across the Perth metro area.</span></p>
<p><span>Domain, the ABS, SQM Research and realestate.com.au report that Perth houses prices, in annual terms, are down by between 2.2% and 3.6%. CoreLogic, always the odd one out with more negative numbers, says Perth is down 7.6%.</span></p>
<p><span>But our suburb-by-suburb analysis shows that those generalised figures tell us nothing that’s useful. Against a background where most of the market data depicts recovery, 40% of Perth suburbs have median prices higher than a year ago.</span></p>
<p><span>Overall, the Perth market is the strongest it’s been since it lapsed into downturn five years ago (in general alignment with events in the resources sector). Vacancies are down (from 4.1% a year ago to 2.9% now, according to SQM), rents are rising again (according to most sources, including rent.com.au, SQM and the REIWA) and sales activity is up (there are more suburbs with rising buyer demand than at any time in the past five years). </span></p>
<p><span>Recovery is under way – and this is starting to deliver price growth in some markets.</span></p>
<p><span>Our suburb-by-suburb analysis of 216 Perth markets shows that 85 have median prices higher than a year ago (58 have risen by less than 5% and 27 have risen 5% or more) and 131 suburbs have medians still lower than a year ago (72 are down by less than 5% and 59 have dropped 5% or more).</span></p>
<p><span>That means 40% of Perth suburbs have rising prices and 60% still have prices down.</span></p>
<p><span>Many of the locations with price growth are upmarket areas. Growth suburbs with median house prices above $1 million include Claremont (up 18%), Ardross (up 5%), East Fremantle (7%), Floreat (5%)_, Mosman Park (8%), South Perth (5%), Subiaco (7%) and West Leederville (10%). But the standout market is Mount Pleasant, where the median has risen 26% to $1.27 million in the past year.</span></p>
<p><span>Beyond the millionaire suburbs, growth markets include Brabham (up 21% to $395,000), Kensington (up 19% to $895,000) and West Perth (up 16% to $750,000).</span></p>
<p><span>There are also a number of suburbs which have recorded double-digit declines in their median prices. They are spread across the metropolitan area and the various price ranges, but a standout struggle market is the Kwinana LGA in the south, a noted affordable area for young buyers. Sales activity is down, against the general rising trend in Perth, in several Kwinana suburbs - and median prices are down in Bertram (7%), Leda (11%), Medina (6%), Orelia (17%) and Parmelia (10%). Most of these suburbs now have medians in the low-to-mid $200,000s, making it the cheapest precinct in the Perth market.</span></p>
<p><span>Overall, however, the data on prices across Perth is the most positive it has been in five years.</span></p>
<p><span>The outlook is even more optimistic when we examine sales activity. The number of suburbs with upwardly-mobile markets (53) is a record for Perth since we began our quarterly sales surveys four years ago.</span></p>
<p><span>The trend continues to be led by standout LGAs like Joondalup, Melville, Stirling and Wanneroo, with the Canning LGA emerging recently as a new growth contender.</span></p>
