A trio of Queensland property groups have unveiled plans for a $300 million mixed-use redevelopment of the former Noosa Bowls Club site, a proposal that would deliver more than 200 new homes in one of the Sunshine Coast's most supply-constrained markets.

Kilter Property, Frank Developments and Calile Malouf Investments are behind the plans for the 1.8-hectare site at <a href="https://www.apartments.com.au/new-apartments/99-noosa-drive-noosa-heads-qld-4567">99 Noosa Drive</a>, which would transform the long-vacant site into a new residential precinct featuring 208 apartments, retail, hospitality and public space.

The proposal comes as Noosa continues to grapple with housing affordability and a shortage of permanent accommodation, particularly for key workers. The site's location in Noosa Junction, close to shops, public transport and employment, aligns with the direction of Noosa Council's Housing Strategy, which encourages higher-density housing within established activity centres rather than continued urban expansion.

The draft plans include 48 affordable-by-design apartments and 48 rooming accommodation units aimed at key workers. Around 2,000 sqm of ground-floor retail and food and beverage space would activate the street frontage, alongside a new public town square and landscaped open space.

Frank Developments Founder and Director Frank Licastro said the development would continue the company's focus on architecturally-led residential projects while addressing one of the region's biggest challenges.

Calile Malouf Investments, best known for its role in Brisbane's James Street precinct and The Calile Hotel, will bring its place-making experience to the project. The company recently commenced construction on The Calile Noosa hotel and says the residential development will complement its growing investment in the region.

CMI Director Cal Malouf said the aim was to create a walkable precinct combining housing, retail and hospitality while remaining true to Noosa's character.

"We see a similar opportunity in Noosa to deliver a vibrant, walkable destination that combines exceptional housing, hospitality and retail in one integrated project," Malouf said.

Brisbane-based Cavill Architects has been appointed to design the project.

Noosa Bowls Club to be redeveloped into mixed-use apartment precinct

One of Brisbane's last major riverfront redevelopment opportunities has taken a significant step forward, with Lendlease selected as the Queensland Government's preferred development partner for the former Visy site in South Brisbane.

The seven-hectare industrial site, positioned between South Bank and West End and 1.3 kilometres from the Brisbane CBD, will be transformed into a mixed-use precinct expected to deliver more than 4,000 new homes alongside extensive public open space and riverfront parkland.

The project is one of the largest urban renewal opportunities currently planned in Brisbane and is expected to play a key role in accommodating the city's growing population ahead of the 2032 Olympic and Paralympic Games.

Plans for the precinct include a network of riverfront promenades and boardwalks, new public plazas, parkland, amphitheatre-style gathering spaces and shared pedestrian and cycling links designed to reconnect the long-isolated site with the Brisbane River.

The Queensland Government is targeting delivery of the first homes and key public spaces before the 2032 Games, allowing the precinct to begin contributing new housing and public amenity well before the broader masterplan is complete.

The redevelopment is also expected to support more than 3,000 jobs across planning, construction and ongoing operations.

For Lendlease, the appointment adds another major urban regeneration project to its Queensland portfolio. The developer has operated in the state for more than 70 years and has delivered a number of large-scale mixed-use precincts in partnership with government.

Lendlease Development CEO Claire Johnston said the project represented one of Brisbane's most significant redevelopment opportunities.

"The transformation of the former Visy site represents a rare opportunity to reimagine one of Brisbane's most significant riverfront locations, deliver thousands of much-needed homes, and create long-term legacy," Johnston said.

"In partnership with the Queensland Government, we have the opportunity to create a new riverside destination that will help shape Brisbane's growth and how people experience the city for decades to come.

“This is a once-in-a-generation moment to reshape a significant slice of Brisbane and deliver lasting benefits – thousands of new homes, and public spaces for all Queenslanders to enjoy well beyond the 2032 Olympic and Paralympic Games – unlike Labor’s plan which would have delivered zero benefits and zero new homes.

“Queensland is well and truly open for business and through partnership with the private sector, we are accelerating delivery while ensuring strong housing, community and economic outcomes."

Early works on the precinct are expected to commence in April 2027.

Lendlease selected to deliver transformative South Brisbane riverfront precinct

Eddy Haddad's <a href="https://www.apartments.com.au/developers/level-33">Level 33</a> is levelling up its approved Wollongong development, as the coastal city south of Sydney continues to prove popular in the high-density development space.

Level 33, a longtime developer in the Wollongong area, has gone through the NSW Government's Housing Delivery Authority to upsize its approved two-tower development on the corner of Crown Street and Gladstone Avenue, just 100 metres from Wollongong Station.

The developer currently has approval for 252 apartments across two buildings rising to 19 storeys. It is now seeking approval for 33 and 38-storey towers that would deliver 467 apartments, including 67 affordable homes.

Designed by <a href="https://www.apartments.com.au/architects/bka-architecture">BKA Architecture</a>, the development would comprise apartments above a three-level podium with around 1,100 sqm of retail space, along with basement parking for 448 vehicles.

According to the Urban Design Report by BKA, the proposal has the capacity to "reinforce the precinct's identity by strengthening links between health, education, and transport services, while also contributing to Wollongong's ongoing evolution as a key regional centre."

Wollongong is somewhat in vogue. Between Level 33 and Urban Property Group, the two developers have several thousand apartments planned across the city.

Level 33 is currently delivering Easterly Wollongong, one of its most boutique projects to date with just 21 high-end apartments, as well as Atchison &amp; Kenny, a 329-apartment development due for completion later this year.

The developer plans to redevelop the 13,088 sqm WIN Grand megasite into <a href="https://www.apartments.com.au/new-apartments/crown-square-216-238-keira-street-wollongong-nsw-2500">Crown Square</a>, a new $500 million precinct with nearly 600 apartments. It also has more than 900 apartments planned for the former Bunnings Warehouse site at the intersection of Gipps and Flinders streets.

Urban Property Group is also playing a major role in the city's transformation. Its five-tower Keira Place precinct will deliver more than 800 homes, and it has recently lodged plans for a further 300 apartments near Wollongong Station.

Just a week after filing plans for the final stage of its major Keira Place masterplan, <a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has unveiled another significant housing proposal in Wollongong, this time targeting a prominent site opposite North Wollongong Station.

The developer has lodged a State Significant Development Application for a 38-storey mixed-use tower at <a href="https://www.apartments.com.au/new-apartments/4-4a-flinders-street-north-wollongong-nsw-2500">4-4A Flinders Street</a>, around one kilometre north of the <a href="https://www.apartments.com.au/new-apartments/keira-place-wollongong-120-122-smith-street-wollongong-nsw-2500">Keira Place precinct</a> currently taking shape on the edge of the CBD.

Designed by Studio.SC, the proposal comprises a 38-storey mixed-use development containing 303 apartments, including 45 affordable housing units, alongside 174 co-living residences. The scheme also includes ground-floor retail space, extensive landscaping and public domain improvements.

Studio.SC noted in the proposal it "outlines a vision for a landmark transit-oriented mixed-use development centred around North Wollongong Station, designed to support the city’s future growth while responding to the NSW Government’s housing and planning reforms."

The architecture firm said the proposal responds to the opportunities and constraints shaping future growth within the 400-metre catchment of the station and represents "a coordinated and future-focused approach to urban intensification, contributing to the long-term evolution of North Wollongong as a connected, walkable and high-density station precinct."

The site occupies a strategic corner bounded by Flinders Street, Station Street, Stafford Street and the Princes Highway, directly opposite North Wollongong Station.

The proposal follows Urban Property Group's recent submission for the second and final stage of Keira Place, which would deliver a further three buildings comprising 657 homes opposite Beaton Park. It builds on the first stage, which features 150 apartments across two towers and recently commenced construction.

Urban Property Group CEO Patrick Elias said breaking ground on the first stage marked a significant milestone for Wollongong and reflected the developer's long-term commitment to regional cities.

"Today's groundbreaking is about turning approvals into homes and moving quickly to deliver much-needed housing in Wollongong's city centre," Elias said.

<a href="https://www.apartments.com.au/developers/arada">Arada Australia</a> has wasted little time expanding its ambitions in Campsie, lodging plans for a second major project in the rapidly transforming town centre just months after unveiling its three-tower One Campsie proposal on Beamish Street.

The UAE-backed developer has now taken aim at one of the suburb’s most strategically positioned sites, filing a State Significant Development Application for a <a href="https://www.apartments.com.au/new-apartments/10-north-parade-campsie-nsw-2194">33-storey mixed-use tower</a> at 10 London Street and 43 North Parade, directly opposite the future Campsie Metro Station. The proposal is currently on public exhibition and represents another significant vote of confidence in Campsie's emergence as one of Sydney’s key transit-oriented growth centres.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a>, the development would deliver 156 apartments above a podium containing retail and commercial space, creating a new residential and commercial gateway to the town centre. The scheme also includes a four-level above-ground parking podium and a dedicated residential amenity floor featuring wellness and recreation facilities. At least 10 per cent of the apartments would be allocated as affordable housing for a period of 10 years.

The proposal occupies a 1,631 sqm site bounded by London Street, North Parade and Dispensary Lane, immediately adjoining the future Metro station precinct and just metres from Beamish Street’s retail and dining strip. According to the Urban Design Report, the project seeks to deliver "a great place that prioritises human-scaled experience and provides spatial improvements to the area."

Woods Bagot describes the tower as a key marker within Campsie's next phase of growth.

"Located directly opposite the new Campsie Metro Station on North Parade, 10 London Street is a thoughtfully composed 33-storey mixed-use tower that contributes to the ongoing transformation of the town centre," the Architectural Design Report states. The report says the project is intended to provide "high-quality homes within a vibrant, connected urban environment, while helping define Campsie's future skyline."

A strong emphasis has been placed on the public realm. The ground floor incorporates over 500 sqm of retail space and active frontages along both London Street and North Parade, while the podium is wrapped by extensive landscaped planting intended to soften the building's scale and strengthen the pedestrian experience. The development would also widen surrounding footpaths and improve connections between the Metro station and the broader town centre.

Above the podium, residents would have access to more than 1,400 sqm of communal amenities, including a pool, gym and landscaped recreation spaces. A distinctive green-wall treatment extending across four podium levels forms a major architectural feature, helping differentiate the project within the emerging high-density precinct.

The tower's design is closely tied to the broader Campsie Town Centre Master Plan and the arrival of Sydney Metro. The Urban Design Report notes the proposal "directly supports the Campsie Town Centre Master Plan by delivering new homes in a location explicitly identified for growth, improved accessibility, and high-quality urban renewal." It adds that the project contributes to the master plan's vision for a strengthened town centre supported by thousands of new homes around the future Metro station.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

The former Surry Hills home of restaurant supply institution Chefs' Warehouse has been listed for the first time in over three decades.
The three storey brick office building at <a href="https://www.propertyobserver.com.au/%20%20%20https:/www.realcommercial.com.au/property-offices-nsw-surry+hills-503225478%20%20%20" target="_blank">111-115 Albion Street</a> had been the longtime home of Chefs' Warehouse, which supplied the local hospitality industry.
It was known by the iconic giant egg beater attached to the building facade.
Now the beater is to be installed outside a Regent Street, Redfern building after former Chefs Warehouse co-owners Christopher Hazell and David Furley sold the business to retire.
The business was bought by Chefs' Warehouse long-term manager Melissa Wyner, who, given the $8 million sale last year of the Surry Hills building, had to relocate.
She set up shop in Redfern's old Tongan church which opened in February.

Since its trade in 2018, the property has undergone a multi-million dollar refurbishment and comes with plans designed by award winning architects ACME.
The building was also previously home to the Sydney Technical College, which was in operation from the 1950s to the late 1980s, skilling students in carpentry, tiling and engineering.
It has a net lettable area of 970 square metres across its three levels. It sits on 355 square metres and has three street frontages.

Gemma Isgro said it will likely be utilized as a creative office space.
“The property’s B4 Mixed Use zoning allows for a range of uses, however, we believe the highest use will be creative office space, given the unprecedented demand in areas like Surry Hills where we are seeing A-Grade rents achieve up to $1,100 per square metre, gross,” Isgro said.
Nicholas Heaton said the building would make a great HQ for a creative firm or, given the blue-chip real estate and location, would provide an incoming investor with a strong and stable income.

Former Chefs' Warehouse, Surry Hills building listed for first time in three decades

Colliers International is confident 2019 will be a strong year for office sales in Canberra, particularly for properties valued above $10 million.
Reflecting on the state of the market at an industry event this month, Colliers International DirectorCapital Markets and Investment Services, Michael Montelibano, pointed out the ACT’s strong macroeconomic conditions.
“Our positive population growth and low unemployment, combined with relatively affordable entry points and high yields, make Canberra an attractive place to invest,” Montelibano said.
“Canberra’s office market is displaying strong fundamentals which are expected to continue for the near-term.
“These market conditions are drawing international investors to the national capital.”
Montelibano also expects investor interest to continue for the remainder of 2019.
“Office properties above the $10 million price point in established precincts such as Civic and Barton that are well leased remain highly attractive to investors. We expect yields to tighten in these markets, particularly for new build product, given decreasing vacancy and the favourable interest rate outlook.
“Significant investment activity is forecast for properties in this market segment. With over $271 million of sales in this segment year to date, we expect total 2019 sales to exceed that of 2018 by around 50%.”
Montelibano also cited the continued strong performance of the strata market and the flight to quality trend from investors and owner occupiers.
“The performance of well-located and well-leased strata stock is steady, notwithstanding pressure from tightening financing conditions and rising rates and body corporate fees. However, units in secondary markets with vacancy are presently undergoing a re-rating.”
Colliers International has noted a shift towards off-market transactions in the past five years.
“Nearly 70% of sales managed by Colliers International in 2018 were off market and there has already been over $162 million in off-market sales so far this year,” Montelibano revealed.

Canberra office market tipped for strong end to year

The former home of one of Perth’s most recognised cake shops, Avanti Cakes, has been listed for sale.
It is almost 3,000 square metres of prime real estate on Beaufort Street, Inglewood.  
After 35 years of ownership, the Lembo family has appointed CBRE to market for sale the four adjoining properties.
They are 867 Beaufort Street (1,183 square metres); 871 Beaufort Street (604 square metres); 875 Beaufort Street (594 square metres) and 875 Beaufort Street (599 square metres). 
The combined 2,980 square metre site was home to Avanti Cakes – one of Perth’s top wedding cake suppliers – between 1983 to 2005.
It was also the former Inglewood Police Station buildings. 
The property has recently received development approval for a five-storey mixed use project comprising restaurant and retail shops, medical consulting rooms in the retained heritage police quarters, 57 residential apartments and 78 car parking bays.
It is located opposite the mooted Inglewood Woolworths.

Brisbane first home buyers will have their rates cut following the budget announced last week by the Lord Mayor Adrian Schrinner.
Overall residential rates will increase <a href="/news/qld/queensland-budgets-hits-property-owners-with-higher-taxes">on average by 2.5 per cent</a>.
Cr Schrinner said the budget included a new assistance package for first-home buyers, who will be given a one-off 50 per cent rates reduction if their property is valued at less than $750,000 – with the total saving capped at $1000.
Cr Schrinner said that the move would ensure “targeted cost-of-living relief” at a time when residents were often stretched with their finances.
“Just when you think you’ve paid all of the one-off expenses to get into your new home, another unexpected bill always seems to come along,” he said.
“We recognise how important home ownership is and we want to see more ­people getting into the market and owning a piece of Brisbane to call their own.”
“The budget outlines plans to get people home sooner, to build a better Brisbane and protect our lifestyle with ­unprecedented investment in growing our city’s green space,” he said.
More Queenslanders are deciding to renovate homes rather than sell, with the state government budget calculating purchases are expected to fall 5.5 per cent in the 2018-19 financial year and dipping a further 3 per cent in 2020-21.
Stamp duty revenue expectations are down with residential returns likely to fall 13 percent this financial year and 15.6 percent in 2019-20.

It was quite something to recently see the extent of transport infrastructure completed and under construction along the Northern Road on Sydney's outskirt. 
The works are taking the route into the 21st century for the ever expanding Western Sydney.
The road still has remnants of our pioneer years especially obvious passing the grave stones at Luddenham.
The existing two-lane undivided road, which carries about 16,000 vehicles per day, comes with numerous heritage items including the Luddenham progress hall that began in 1886 as the Protestant Hall.
There's the now closed Vicary's Winery originally part of the explorer Blaxland explorer family estate. 
Next time I will stop to buy some fresh honey from one of the remaining farms.
The upgrading of a 35 kilometre section of The Northern Road between Narellan and South Penrith is a city shaping upgrade which will encourage more housing estates and ought be effective in placing downward pressure on housing prices.
Last weekend saw the rapid demolition of the 40 year old bridge at Orchard Hills.
Some 6,000 tonnes of concrete and steel was removed by the 60 workers who did the job across the long weekend, in three days, rather than the alternative of up to 20 weeks of night closures.
The Northern Road upgrade will provide increased road capacity for expected future growth when complete in 2022.
Investing in safer and more reliable journeys, the Federal Government has committed $1.2 billion The Northern Road Upgrade, with the NSW Government committing $400 million.
This upgrade is part of the Western Sydney Infrastructure Plan, a $3.6 billion program which will deliver 60 kilometres of major road infrastructure upgrades before the opening of the western Sydney airport at Badgerys Creek.
There is a very strong link between infrastructure delivery and the increase in supply of dwellings, and then an improved economy from the ensuing population growth that make their home in the Macarthur region at housing estates such as Oran Park, and the more established Harrington Park which was the Fairfax family farm until its late 1980s approvals. The population of Oran Park Town has progressed from zero to around 7500 in nine years.
There was a 2013 study by the National Housing Supply Council that found investment in transport infrastructure can galvanise dwelling activity, but the infrastructure needs to be of sufficient scale and scope to substantially boost an area’s linkages to major employment nodes.
Albeit not always in perfect unison in terms of delivery.
The study found the nexus between transport projects, housing intensification and job boosting appeared to be much stronger in Melbourne than Sydney.
But that was before the new North West Metro, and all the apartment blocks within walking distance. 
There have already been more than one million customer journeys on the impressive system which only opened three weeks ago.
It's rightly been described as a game changing project, which connects the area by rail like never before, by Premier Gladys Berejiklian, who is now overseeing extending the line from Chatswood, under the Harbour, through the CBD and onto Bankstown.
A recent CBRE report forecast $1.4 billion of suburban development would flow every year for the next decade because of the Sydney metro rail project, with just 15 per cent of these developments officially confirmed.
Sydney needs around 36,000 new dwellings every year up until 2036 based on population growth projections.
We certainly need more projects to avert rising unemployment.

Transportation infrastructure the key to cheaper houses on the fringe and employment growth

As housing affordability begins to impact more Australians, it’s crucial that we understand what our government is doing to address the rising cost of housing. A return to government provides continuity around some policy items as well as a platform for new initiatives.  
It’s important to note that housing affordability affects people differently and the government will need a range of approaches in order to help more Australians. Here are some of the Coalition Government’s policy items around housing affordability – both existing and new.
The most publicised policy lauded as an attempt to lower housing prices and address housing affordability by getting more buyers into the market has been the launch of the First Home Loan Deposit Scheme, which is capped at 10,000 borrowers.
This scheme allows some borrowers to bring forward their purchase of a home, without having to pay mortgage insurance and using a deposit as low as 5 per cent. While this policy will have a significant impact on housing affordability for some buyers it’s not without risk.
Borrowers need to be careful that they can repay the loan when interest rates rise and that they don’t get themselves into financial stress by taking on too much debt, lured by a scheme that may not make housing cheaper or more affordable.
The government’s announcement of the Hon Michael Sukkar MP as Minister for Housing – while not a policy as such – is good news for housing affordability. We now have a portfolio dedicated to housing, which we haven’t seen in recent governments. 
It certainly helps that Sukkar is also our Assistant Treasurer. By combining these roles, we see a potential acknowledgement that housing plays an important economic role in Australia, for individuals but also for the economy.
The Australian Housing and Urban Research Institute recently commissioned work around this issue, as have others. So there’s a growing awareness that housing is a much broader economic influence. 
The appointment of the Hon Luke Howarth MP as Australia’s first Assistant Minister for Community Housing and Homelessness is particularly to be applauded. It may signal a focus on the crucial roles played by community housing providers (CHPs) and specialist homelessness services in the housing affordability puzzle.
In its previous term, the Government launched the National Housing Finance and Infrastructure Corporation (NHFIC). This entity enables CHPs to access loans at a discounted rate in order to build affordable and social housing.
It’s encouraging to see the NHFIC is being continued in this term. Yet, while allowing easier borrowing for CHPs is a positive step, this won’t make it easier for them to compete for land on the private market.
That’s where the Government’s recent announcement that more Commonwealth land, including defence land will be released for housing development holds great promise for CHPs and Australians who rely on access to affordable housing. 
If the government can release land for housing development with a higher proportion set aside for affordable housing – up to 30 per cent – then more Australians will be able to access more affordable rental properties.
It’s crucial that this is required by the Commonwealth when they’re selling the land. It has to be part of the release – as opposed to simply selling to the highest bidder in the market. Minister Sukkar has already flagged that he is expecting sales of Commonwealth land to include social and/or affordable housing – a very welcome direction.
This requirement would also help to forge more partnerships between CHPs and developers. By working together to develop more affordable and market housing on the same site – through tenure blind design to ensure all housing is built to the same quality – this initiative could have a very real impact on areas experiencing affordable housing shortages.
We know that supporting people into great housing helps them stabilise their lives and means we save on all sorts of costs further down the line. These initiatives are promising and to be encouraged if the Government is committed to making housing more affordable. 
Another policy to be applauded is the government’s City Deals initiative, a three-way arrangement between Federal Government, the relevant State Government and local government in an area that’s in need of economic development.
It’s important that the City Deals recognise housing as a critical piece of infrastructure in the same way as roads and hospitals. This is another policy level which could help to address housing affordability in earnest.
Finally, in 2018 the government launched The National Housing and Homelessness Agreement, which requires all signatory states and territories to have their own housing strategy. This act alone shows we’re starting to see a more combined effort on housing, which is essential if we’re to ensure all Australians can live in safe and affordable housing.

Housing affordability – the government’s stance and implications for all Australians

House values in the Gold Coast are declining, but the nearby houses Sunshine Coast are going in the opposite direction, according to valuation firm Herron Todd White.
The Sunshine Coast housing market is currently peaking, whereas the Gold Coast has been classed as a declining market.
Last month the Gold Coast housing market was in the starting to decline phase, where it had been since June 2018.
The Sunshine Coast housing market has continued its steady rise having been approaching the peak of the market since October 2017.
Before then it was a rising market.

"Most agents are reporting a softening in buyer enquiry [in the Central Gold Coast] and demand across the board throughout this locality, with all reporting some softening in value levels and longer sale periods often required to achieve a sale," the report noted.
"It is definitely a buyer’s market and they are more discerning with their choices and in no rush to sign up to buy.
"One leading agent has just this week reported a general drop of circa 10% for Bundall and Sorrento from the generally accepted top of the market in late 2017.
"This was evidenced in a top end sale where the purchasers had submitted an offer at $4.5 million less than eight months ago and have just gone to contract at $4.1 million on the same property.
Adelaide hoteliers Peter and Jenny Hurley were caught up in the Gold Coast house price decline.
Their Commodore Drive, Paradise Waters home (below) <a href="/news/hoteliers-sell-surfers-paradise-holiday-home-for-loss">sold for $3.55 million</a>, less than the $4 million they paid in 2003.

They had been asking $4.75 million.
There was better news from the Sunshine Coast market.
While Herron Todd White reported the market has slowed, there are still sales.
"A significant number of agents have indicated that general enquiry has fallen which has effectively led to a lack of urgency in the market," the valuation firm said.
"On the back of this, stock levels have increased in some areas as well as the number of days on market.
'Whilst there has been a general softening in the market, there are still sales being made.
"Property that is well located with a good offering and is priced at the right level are selling. It’s just that instead of selling in the first week or two, it’s more like six to ten weeks - what would appear to be more like a normal market. 
"One thing that is certain is there are a lot more people around the coast. It used to be in holiday periods but now it seems to be all the time. This can’t be a bad thing to help support the market."

A heritage Flemington shopfront residence, most recently known as Macca’s Milk Bar, fetched $936,000 at weekend auction.
The offering at <a id="x_mcntLPlnk786746" class="x_mcntOWAAutoLink" href="https://www.propertyobserver.com.au/https://www.jelliscraig.com.au/property-details-31-Dover-Street-Flemington/797226" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">31 Dover Street</a> (above), in Melbourne's north west, went to auction with an $800,000 to $880,000 price guide through Jellis Craig.
The property retains the original 1890s grocery store facade.
The three bedroom, two bathroom residence that last sold for $107,000 in 1988 operated as a business, with popular lolly counter, until 1999. 
Its sale came as momentum returned to the improving national housing market on the first big auction weekend since the Reserve Bank's sugar hit, a cut in the cash rate to a record low of 1.25 percent.
"The post election and rate cut bounce is continuing," Dr Shane Oliver, AMP Capital chief economist said, adding he estimated Sydney's final tally would see the best clearance rate in two years and Melbourne's best in 15 months.
Melbourne was host to 725 auctions with preliminary results returning a 67.9 percent clearance rate. 
Volumes are still well down as this time last year, 992 Melbourne homes were taken to auction and a final clearance rate of 56.2 percent was recorded.

"Melbourne’s final clearance rate has held above 60 per cent for three of the last four weeks and this week will be no different," said CoreLogic auction analyst Kevin Brogan.
Melbourne's top sale was $2.56 million in St Kilda West. The seven bedroom terrace at <a id="x_mcntLPlnk686385" class="x_mcntOWAAutoLink" href="https://www.wilsonagents.com.au/4887125/" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">18 Park Street</a> has been tipped by Wilson Real Estate to fetched between $2 million to $2.2 million. There were six bidders.
Sydney was the leading market with a 74.7 percent preliminary rate.

In Sydney, 522 homes were taken to auction this week, up from 313 last week. 
The preliminary clearance rate came in up from the prior weekend's 56.2 percent. 
"Even after we see the usual downwards revision over the week it’s looking like this week will be the most successful result the city has seen since at least April last year, or possibly longer," Brogan said. 
One year ago, a clearance rate of just 49.4 per cent was recorded across 708 auctions.

It was for sale the first time in more than four decades having last sold in 1977 for $80,000.

The 2500sqm property with a tennis court and pool saw six local buyers register to bid.
CoreLogic advised 13 out of the 15 Sydney sub-regions returned preliminary clearance rates over 60 percent, 10 of which returned over 70 percent. There were three Sydney sub-regions with a preliminary clearance rate over 80 percent, Ryde, the Inner West and the Hills district.
Across the smaller capital city auction markets, Adelaide and Canberra saw an increase in the number of homes taken to auction, while Brisbane and Perth saw lower volumes week-on-week.

The sale of the three bedroom home through Ray White agent Tiffany Franklin was at $27,000 higher than its last sale in 2004.
There were no auctions held in Tasmania this week.
After the long weekend slowdown, national auction volumes increased week-on-week with 1,487 auctions held across the combined capital cities, returning a preliminary auction clearance rate of 66.4 percent.
Over the previous week, the final clearance rate dipped to 48.3 percent across 805 auctions.
"It’s likely that as the remaining results are collected, the final result will still hold above 60 per cent for the first time in over a year," Kevin Brogan suggested.
Over the same week last year, auction volumes were higher at 2,002, with the clearance rate a weaker 52.4 percent.
Domain recorded similar numbers to CoreLogic with a 65 per cent preliminary national clearance rate, 70.6 percent in Sydney and 65 percent in Melbourne.
The Domain economist Trent Wiltshire said the market had picked up, but market conditions were still soft, he warned, with the clearance rate still below the decade average and auction volumes also down 20 percent year on year.

It looked at social housing tenancies law, policies and 95 cases of eviction proceedings in five jurisdictions— New South Wales, Tasmania, Victoria, Western Australia and the Northern Territory.
It also analyzed national policy principles relating to four groups of vulnerable people: women affected by domestic violence; children; Indigenous families; and people who problematically use alcohol and other drugs.

“Tenancy obligations and extended liability impose hard expectations that women will control the misconduct of male partners and children,” said lead researcher Dr Chris Martin from UNSW Sydney.
“In tenancy legal proceedings violence against women becomes framed as a ‘nuisance’ and some women are evicted because of violence against them.
“The cases involving drug offences in particular show a punitive approach, with very minor offences, or offences involving visitors or family members often resulting in termination proceedings.
“In some cases, tenants are evicted even though the criminal justice system outcome is to allow rehabilitation at home.”
The report suggested several policy changes that could be made to help social landlords, including:

<li>reviewing the gender impacts of social housing policies and practice and sponsoring the cultivation of respectful relationships</li>
<li>adopting ‘the best interests of the child’ as the paramount factor in decisions about termination affecting children</li>
<li>establishing specific Indigenous housing organisations, officers and advocates</li>
<li>adopting harm minimisation as the guiding principle for responses to alcohol and other drug use, including where there is criminal offending.</li>
</ul>
“Responding to anti-social behaviour and misconduct in social housing is plainly a very challenging area of practice,” said Dr Martin.
“Many of the cases we reviewed involved highly conflictual, destructive and distressing behaviour.
“It appears that in most cases a single substantial contact between the social housing landlord and the tenant was sufficient to address any problems.
“However, where problematic behaviour continues, the usual course of escalating threats to the tenancy and pushing the tenant to ‘engage’ with the landlord and support services does not work for many.
“In those cases, people who are vulnerable may be evicted from their social housing, often into homelessness.
“We need to bring support out of the shadow of termination.”

Social housing terminations are hurting vulnerable families: AHURI

Retailers faced yet another period of weak demand and declining retail spending over the March quarter of 2019, according to Deloitte Access Economics’ latest quarterly Retail Forecasts report.
The report found however, it may not be all doom and gloom for the sector, with some relief expected in the second half of the year in the form of increased tax offsets.
Real retail turnover growth is expected to slow from 2.2% in 2018 to just 1.5% in 2019, before picking up in 2020 to 2.9%
Household finances have come under pressure from stagnant wage growth and declining wealth, despite decreased unemployment numbers.
This has hurt consumer sentiment and weighed on willingness to spend.

Deloitte Access Economics partner and Retail Forecasts principal author, David Rumbens, said, “March quarter retail data confirmed our view that consumers are just not willing to spend as they once were. People are pulling back on spending as household finances remain under pressure from stagnant wage growth and declining wealth.
“A deteriorating labour market, inflation below the target range, weak consumption, and falling house prices were enough to prompt monetary easing by the Reserve Bank of Australia for the first time in nearly three years, and lower rates will leave some much needed cash in the pockets of Australia’s highly indebted households."
He added that over half of all tax refunds are completed in the September quarter, and just under another 25% in December.
“This bodes well for a surge in spending in the September quarter, rising around 1.3% over the quarter, and provide the boost retailers have been craving,” Rumbens concluded.
