AURA elevates amenity living at Melbourne Square

Builder-developer Scion is the latest to target Sydney's booming Hills Showground Metro precinct, filing plans for more than 100 apartments within walking distance of the station.

Scion has lodged a concurrent rezoning and State Significant Development Application for <a href="https://www.apartments.com.au/new-apartments/27-33-middleton-avenue-castle-hill-nsw-2154">27–33 Middleton Avenue</a>, where it plans to replace four existing homes with an 11 and 14-storey mixed-use development comprising 109 apartments, six affordable housing dwellings, and a ground-floor café.

Designed by BHK Architects, the proposal includes three levels of basement parking with 174 spaces, more than 1,200 sqm of communal open space, and extensive landscaping across the 3,791 sqm site.

The development has been designed as two buildings connected by a recessed wintergarden spine, with the 14-storey building positioned to the south and the 11-storey building to the north.

The apartment mix has been weighted towards owner-occupiers, with 13 one-bedroom apartments, 55 two-bedroom residences, 31 three-bedroom apartments, six three-bedroom lofts, and four four-bedroom homes. Six apartments will be dedicated as affordable housing in line with the NSW Housing SEPP.

According to the Architectural Design Report by BKH, the proposal seeks to create "a place-responsive architecture" inspired by the natural landscape surrounding Cattai Creek, while strengthening the public domain through landscaping, active frontages and a neighbourhood café.

Atlas Urban, in its Urban Design Report, says the proposal takes a different approach to increasing density around Hills Showground Station by favouring a more slender, vertically articulated built form over a conventional mid-rise outcome. The report argues this allows for greater deep soil planting, improved solar access and a better public domain outcome, while still delivering additional housing close to rapid public transport.

The site sits around 500 metres from Hills Showground Metro Station, within a precinct earmarked for significant residential intensification following the opening of the Sydney Metro Northwest line. Planning documents accompanying the application note that Greater Sydney's population has grown by more than one million people since planning for the precinct first began, reinforcing the need to accelerate housing delivery around existing transport infrastructure.

Scion is expanding its development pipeline which also includes <a href="https://www.apartments.com.au/new-apartments/chatham-west-ryde-2-6-chatham-road-west-ryde-nsw-2114">Chatham in West Ryde</a>, 62 apartments which are approaching completion. Planning documents describe the project as delivering "a high-density mixed use destination that combines housing, retail and community-serving uses in a highly accessible setting."

In the project's design report, Turner said the proposal responds to Bella Vista's emerging role as a higher-density centre within Sydney's north-west growth corridor.

"The project transforms a strategically located site into a high-density mixed use destination that combines housing, retail and community-serving uses in a highly accessible setting," the report states.

The scale of the proposal reflects Burwood's growing role as one of Sydney's key metropolitan centres. Planning documents note the suburb's strong population growth, high apartment living rates and increasing transport accessibility, particularly with the future Burwood North Metro station expected to further strengthen the area's connectivity. The development is designed to capitalise on those transport links while introducing a substantial amount of new housing stock into the town centre.

Burwood is expected to see a development boom, with the NSW Government rezoning the Burwood North Metro Precinct, a move expected to deliver around 15,000 new homes surrounding the new station.

Earlier this month, Nascon lodged plans for a <a href="https://www.apartments.com.au/news/nsw/first-look-nascon-targets-burwood-growth-corridor-with-112-unit-apartment-tower">100-apartment development on the edge of the town centre</a>.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

Office rents in Sydney and Melbourne will continue to grow over the next three years despite rising vacancy on the back of strong net supply, according to independent valuer and advisor m3property’s latest national office market report. 
Adelaide and Brisbane will see some welcome tightening of vacancy and Perth will remain stubbornly high, the firm said. 
The Australian Office Insight: Winter 2019  report forecasts a vacancy rate of 6.3% for Sydney by December 2021 with an average annual net supply of circa 74,000 square metres, while Melbourne’s vacancy will rise to just under 5% with average annual net supply of circa 125,000 square metres. 
National Director Research, Jennifer Williams, said while challenging economic conditions threatened white collar employment levels, massive infrastructure spending and a resurgence in the mining sector would help to stabilise vacancy rates nationally.  
“Generally most markets are in the upward phase and performing well with Sydney and Melbourne heading towards a peak, Adelaide in a stable growth phase, Brisbane and Canberra in early upturn and Perth at the nadir of its cycle,’’ Williams said. 
“Over the outlook period to December 2021 there are risks associated with the adoption of new technology and the impact on white-collar employment, falling domestic consumption and dwelling construction, global trade issues, and supply cycles gaining momentum, particularly in Sydney and Melbourne. 
“On the positive side any further interest rate cuts should provide some economic stimulus along with proposed tax cuts, as should infrastructure projects and an uptick in the mining sector, particularly for the Perth and Brisbane markets.’’
Williams said government policies, particularly federally, would be critical to addressing the weakness in household consumption.  
“Household consumption, which accounts for nearly 60% of GDP, is critical to overall economic health.
“While employment is reasonably low at around 5%, it has not translated into the sort of wages growth required to drive an increase in consumption, stimulate the economy and underpin ongoing employment growth, especially at a time when consumers are also faced with falling dwelling values.’’

National Director Office, Andrew Duguid, said while rents continued to rise in Melbourne and Sydney, tenants were getting more for their money. 
“New generation buildings, the evolving nature of landlord services, and improved infrastructure and connectivity have very much added to tenant amenity and are driving growth in most markets,’’ Duguid said. 
He said while Sydney’s prime office vacancy would soften, secondary grade buildings would likely see a greater rise in vacancy with the result that landlords would come under pressure to maintain rents. 
“New supply will continue to drive mobility of tenants to new and refurbished buildings, resulting in increased demand and growth in prime stock and retraction in demand for secondary buildings. We expect this trend to continue as the supply cycle unfolds over the next few years,’’ Duguid said.  
He said the outlook for Melbourne was very positive as the limited availability of key development sites would keep a lid on any rise in vacancy. 
“Delivery of new buildings during the current construction cycle will partly alleviate availability pressures but forecast strong tenant demand will ensure vacancy remains low and rents continue to grow.’’
The report found that, with the exception of Melbourne, which has seen 6.5% growth, prime face rents had only risen marginally over the year to March 2019 and were forecast to continue that trend in the short-term.
High vacancy levels in Brisbane, Adelaide and Perth were expected to keep rent growth low in those markets.  
On the investment front, Duguid said demand was strong across all markets, from listed and unlisted funds as well as foreign investors.
He said strong pricing in core CBD markets in Sydney and Melbourne had created opportunities in other locations including Canberra, Adelaide and the metropolitan markets while yields were set to stabilise in most CBDs with Perth and Melbourne the exceptions with a slight firming expected in those markets.

Sydney office vacancy to top 6% by 2021: m3property

Despite initial fears, prices haven’t taken a huge tumble within the Newcastle and Hunter Region, according to the latest Herron Todd White (HTW) residential report. 
The report notes that the Newcastle property market hasn’t seen the huge falls in prices some capital cities have.
"Typically, the property market works in cycles and via our Herron Todd White property clock, we have indicated that our region is now in decline, but this is off the back of solid increases in property prices throughout the past few years," the valuation firm said. 
"This type of growth cannot be economically sustained and thus the real estate market can be seen as correcting itself.
"We have also noted that many buyers in our local area are finding themselves with more choice and much less pressure to make an offer. There are no longer three people in line ready to make an offer on the same property.
"You will find the well-priced and quality properties in preferable locations are still selling well despite all the talk of declining prices.
"These quality properties become the standout in these conditions and the gap widens between primary and secondary properties.
"We’ve also identified that suburbs which were previously out of the budget of buyers are now becoming more attainable."
Previously some buyers who were looking at outer suburbs such as Highfields and Kahibah can now expand their search areas without expanding their price bracket much to include suburbs closer to town such as Adamstown, Kotara and some areas of New Lambton.
The typical blue-collar suburbs including Merewether, Cooks Hill and Bar Beach are just as popular as ever, but prices are softening in these suburbs.
The more affordable first home buyer suburbs such as Mayfield, Hamilton North, Waratah and some properties in Tighes Hill are also softening, but here the quality properties are constantly selling quicker than others on the market.
"Interestingly, there are still many record-breaking sales happening across Newcastle," the report noted.
It referred to a recent sale in Adamstown Heights.

The rebirth of the Sydney City Fringe office market

The former Coachman Restaurant in Redfern, transformed in 1961 by well known restaurateur Wolife Pizem, has been listed for sale.

The property at <a href="https://www.propertyobserver.com.au/%20https:/www.realcommercial.com.au/property-retail-nsw-redfern-503233454" target="_blank">763 Bourke Street</a> has undergone a large scale renovation and refurbishment since the Russian Coachman Restaurant closed its doors in 2012.

It was back in the early 1960s when famous local restaurateur's Wolfie Pizem and Joseph Malek converted the 1820s built cottage into a restaurant, adding a kitchen and a bar.

It last traded for $500,000 in 2001 when sold by Diane Malek, the widow of the late Joseph.

The heritage-listed property, which was known as Roseheath Cottage, was built by hand by convicts for Thomas Campbell.

It was built on a consolidated 40 acre estate owned by nurseryman John Baptist. The 40 acres were subdivided in the 1880s, creating Baptist, Telopea, Boronia and Zamia Streets.

The cottage was one half of a semi-detached pair. In 1915 the house was purchased by Samuel Goldstein, a shirtmaker, who used part of the building as living quarters and the other half as a ballroom.

Pizem and Malek named the restaurant The Coachman and it quickly became a regular haunt for local business people, in particular the rag trade.

It would go on to host a number of national and international celebrities.

The attached warehouse, which had an above ground pool that was used as a lobster tank, was demolished in 1967 to make way for a four storey apartment building.

It is being marketed by CBRE agents Nicholas Heaton and Matthew Fenn as being suitable as a restaurant, creative office or childcare facility.

Former Coachman Restaurant premises in Redfern up for sale

The McCrohan's Building, built in the late 1920s in Melbourne's Fitzroy, has hit the market.
The building at <a href="https://www.realcommercial.com.au/property-industrial+warehouse-vic-fitzroy-503234478" target="_blank">304-310 Gore Street</a> was constructed in 1929 for William Harold McCrohan. It was a motor garage and was known as McCrohan's Garage.
Built in the Greek revival style with red and clinker brick, the warehouse-style building later became a factory for Filtration and Water Sifting Pty Ltd  and then Sulphates Pty Ltd.
Well preserved, it has a gabled facade parapet, set between two pylon motifs.
It is currently leased to Blue Circus Studios, a circus show production company for theatres and private events. They also train in the warehouse.

A big shake up of the construction and building industry is unnecessary.
From a risk perspective it is relatively straightforward to unpack what has gone wrong but the impacts are alarming and go to the heart of impacting the safety and wellbeing of community members.
Proactive adoption by industry of the 24 review recommendations set out in the Shergold Weir report would go a long way to mitigating the risks coming to light in the building industry.
The challenge with an industry overhaul is that it would add to the negative sentiment that is already causing challenges in the property market and has the potential to create a perception the problem is bigger than it is. We could see quality developers caught up in the same net as less reputable operators.
It’s clear that people are delaying property purchasing decisions. This adds another layer to the softening property market, particularly in relation to apartment presales. Developers need to address buyer’s fears about these issues head on and move from being reactive to proactive.
They need to be on the front foot regarding risk mitigation and related assurances and offer clear assurance around consumer protections. This is about doing the right thing by consumers.
It’s impossible to say that we won’t see more of these types of failures. The very nature of the number of incidents suggests that there is something wrong and this could partly be attributed to pressure on available resources.
What we’re seeing manifest here is the downside of a property boom – corners get cut, shortages of specialist expertise, and required checks and assurances (certification, etc.) are also circumvented.

A hotel in Camperdown is set to hit the market amid the NSW Government upgrade and revitalization of the corridor between Sydney and Parramatta.
The contemporary freehold property at 108 Parramatta Road consists of 37 self-contained hotel rooms across its three levels.
Last traded for $2,025,000 in 2005, the property, owned by a private investor family, is on a 5 + 5 + 5 year lease to longstanding tenant Quality Suites Camperdown. Rooms fetch between $179 and $209 a night.

The listing comes amid the Urban Transformation Strategy which aims to improve the corridor between Parramatta and the Sydney CBD over the next 30 years.

“We expect a lot of interest from local investors as well as a large number of offshore investors looking to capitalise on the changing landscape of the area” he said. 
“Hotels are definitely seen as a safe haven investment, especially in Sydney, with growing tourist numbers year on year” Hu added.
According to recent data from Savills Australia, Australian domestic visitor nights were up 2.5% to 22.8 million and international visitors were up 4.1% to 3.9 million for the year ending January 2019.

Quest continues suburban push with new hotel launch in Burwood East

Co-working office spaces increased by nearly 300% in the last five years, with Melbourne holding the largest share.
Co-working office space is one of the fastest growing segments of the commercial leasing market, the latest report by Herron Todd White (HTW) noted.
Research shows the number of co-working spaces in Australia grew by 297% between 2013 and 2017, occupying 193,190 square metres across six cities.
Melbourne holds the largest concentration of co-working spaces with 49% followed by Sydney with 38%.
"We expect this segment of the market to continue growing strongly," the HTW report noted.
Melbourne CBD’s overall office vacancy rate has reduced to 4.6% over the six months to January 2018, according to the Property Council of Australia’s Office Market Report.
Melbourne CBD is now level with Sydney CBD, together showing the lowest vacancy rates amongst all of Australia’s CBDs.
According to the latest report from HTW, the reduction in vacancy is primarily due to the high net absorption rate of prime Melbourne CBD office stock.
The North-Eastern and Docklands precincts have the lowest vacancy rates at 1.5% and 1.2% respectively, while vacancy rates are highest in the Western and Spencer precincts, reflecting vacancy rates of 6.6% and 8.2% respectively.
There is limited new prime office supply in the CBD due for completion over the next two years before the large increase of supply forecast for 2020.
Therefore, it is anticipated that vacancy rates will continue to fall over 2018 and 2019 before rising again in 2020.
The report suggests the market will see potentially sharp rental growth over the next two years as well as a decline in incentives, before levelling out again from 2020.
Strong demand is continuing for good quality office properties and properties with value-add or redevelopment potential within the Melbourne CBD, Metro and St Kilda Road office markets.
This is primarily due to the lack of suitable stock on the market and weight of capital seeking limited investment opportunities in this segment of the market.
The two recent sales in the CBD this year, 470 Bourke Street and 454 Collins Street, both achieved strong results.
470 Bourke Street, the headquarters of The Law Institute of Victoria, sold subject to a short-term leaseback for more than $35 million.
The nine-storey office building with excess land to the rear was purchased by an offshore investor with a capital value rate of circa $10,500 per square metre which reflects the balance land of 368 square metres.
454 Collins Street, an 11-storey C grade building situated at the corner of Collins and Williams Streets, was sold to a Macau investor for $40.1 million on a sharp fully leased yield of 4.21%.
The property was sold subject to a single-tenant leaseback to Robert Christie’s national co-working business on a 10-year term.
The valuation firm suggests that market yields are firming for well located investment grade assets exhibiting sound fundamentals, such as strong lease profiles and limited capital expenditure requirements.
The report suggests that investor demand is particularly strong for assets in the vicinity of $5 million to $50 million within the CBD and inner suburban locations.
The new statutory revaluations will be conducted as at January 2018 and valuations will be released as part of the FY2018/19 council rates notices and 2019 Land Tax assessments.
The valuers estimate that council site values will continue to increase across the CBD owing to strong capital growth over the past two years since the last Council revaluation in January 2016.
The potential rise in site values implies higher council rates and land tax costs which may impact upon the cash flow of landlords, especially where properties are subject to gross leases.
