A trio of Queensland property groups have unveiled plans for a $300 million mixed-use redevelopment of the former Noosa Bowls Club site, a proposal that would deliver more than 200 new homes in one of the Sunshine Coast's most supply-constrained markets.

Kilter Property, Frank Developments and Calile Malouf Investments are behind the plans for the 1.8-hectare site at <a href="https://www.apartments.com.au/new-apartments/99-noosa-drive-noosa-heads-qld-4567">99 Noosa Drive</a>, which would transform the long-vacant site into a new residential precinct featuring 208 apartments, retail, hospitality and public space.

The proposal comes as Noosa continues to grapple with housing affordability and a shortage of permanent accommodation, particularly for key workers. The site's location in Noosa Junction, close to shops, public transport and employment, aligns with the direction of Noosa Council's Housing Strategy, which encourages higher-density housing within established activity centres rather than continued urban expansion.

The draft plans include 48 affordable-by-design apartments and 48 rooming accommodation units aimed at key workers. Around 2,000 sqm of ground-floor retail and food and beverage space would activate the street frontage, alongside a new public town square and landscaped open space.

Frank Developments Founder and Director Frank Licastro said the development would continue the company's focus on architecturally-led residential projects while addressing one of the region's biggest challenges.

Calile Malouf Investments, best known for its role in Brisbane's James Street precinct and The Calile Hotel, will bring its place-making experience to the project. The company recently commenced construction on The Calile Noosa hotel and says the residential development will complement its growing investment in the region.

CMI Director Cal Malouf said the aim was to create a walkable precinct combining housing, retail and hospitality while remaining true to Noosa's character.

"We see a similar opportunity in Noosa to deliver a vibrant, walkable destination that combines exceptional housing, hospitality and retail in one integrated project," Malouf said.

Brisbane-based Cavill Architects has been appointed to design the project.

Noosa Bowls Club to be redeveloped into mixed-use apartment precinct

One of Brisbane's last major riverfront redevelopment opportunities has taken a significant step forward, with Lendlease selected as the Queensland Government's preferred development partner for the former Visy site in South Brisbane.

The seven-hectare industrial site, positioned between South Bank and West End and 1.3 kilometres from the Brisbane CBD, will be transformed into a mixed-use precinct expected to deliver more than 4,000 new homes alongside extensive public open space and riverfront parkland.

The project is one of the largest urban renewal opportunities currently planned in Brisbane and is expected to play a key role in accommodating the city's growing population ahead of the 2032 Olympic and Paralympic Games.

Plans for the precinct include a network of riverfront promenades and boardwalks, new public plazas, parkland, amphitheatre-style gathering spaces and shared pedestrian and cycling links designed to reconnect the long-isolated site with the Brisbane River.

The Queensland Government is targeting delivery of the first homes and key public spaces before the 2032 Games, allowing the precinct to begin contributing new housing and public amenity well before the broader masterplan is complete.

The redevelopment is also expected to support more than 3,000 jobs across planning, construction and ongoing operations.

For Lendlease, the appointment adds another major urban regeneration project to its Queensland portfolio. The developer has operated in the state for more than 70 years and has delivered a number of large-scale mixed-use precincts in partnership with government.

Lendlease Development CEO Claire Johnston said the project represented one of Brisbane's most significant redevelopment opportunities.

"The transformation of the former Visy site represents a rare opportunity to reimagine one of Brisbane's most significant riverfront locations, deliver thousands of much-needed homes, and create long-term legacy," Johnston said.

"In partnership with the Queensland Government, we have the opportunity to create a new riverside destination that will help shape Brisbane's growth and how people experience the city for decades to come.

“This is a once-in-a-generation moment to reshape a significant slice of Brisbane and deliver lasting benefits – thousands of new homes, and public spaces for all Queenslanders to enjoy well beyond the 2032 Olympic and Paralympic Games – unlike Labor’s plan which would have delivered zero benefits and zero new homes.

“Queensland is well and truly open for business and through partnership with the private sector, we are accelerating delivery while ensuring strong housing, community and economic outcomes."

Early works on the precinct are expected to commence in April 2027.

Lendlease selected to deliver transformative South Brisbane riverfront precinct

Eddy Haddad's <a href="https://www.apartments.com.au/developers/level-33">Level 33</a> is levelling up its approved Wollongong development, as the coastal city south of Sydney continues to prove popular in the high-density development space.

Level 33, a longtime developer in the Wollongong area, has gone through the NSW Government's Housing Delivery Authority to upsize its approved two-tower development on the corner of Crown Street and Gladstone Avenue, just 100 metres from Wollongong Station.

The developer currently has approval for 252 apartments across two buildings rising to 19 storeys. It is now seeking approval for 33 and 38-storey towers that would deliver 467 apartments, including 67 affordable homes.

Designed by <a href="https://www.apartments.com.au/architects/bka-architecture">BKA Architecture</a>, the development would comprise apartments above a three-level podium with around 1,100 sqm of retail space, along with basement parking for 448 vehicles.

According to the Urban Design Report by BKA, the proposal has the capacity to "reinforce the precinct's identity by strengthening links between health, education, and transport services, while also contributing to Wollongong's ongoing evolution as a key regional centre."

Wollongong is somewhat in vogue. Between Level 33 and Urban Property Group, the two developers have several thousand apartments planned across the city.

Level 33 is currently delivering Easterly Wollongong, one of its most boutique projects to date with just 21 high-end apartments, as well as Atchison &amp; Kenny, a 329-apartment development due for completion later this year.

The developer plans to redevelop the 13,088 sqm WIN Grand megasite into <a href="https://www.apartments.com.au/new-apartments/crown-square-216-238-keira-street-wollongong-nsw-2500">Crown Square</a>, a new $500 million precinct with nearly 600 apartments. It also has more than 900 apartments planned for the former Bunnings Warehouse site at the intersection of Gipps and Flinders streets.

Urban Property Group is also playing a major role in the city's transformation. Its five-tower Keira Place precinct will deliver more than 800 homes, and it has recently lodged plans for a further 300 apartments near Wollongong Station.

Just a week after filing plans for the final stage of its major Keira Place masterplan, <a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has unveiled another significant housing proposal in Wollongong, this time targeting a prominent site opposite North Wollongong Station.

The developer has lodged a State Significant Development Application for a 38-storey mixed-use tower at <a href="https://www.apartments.com.au/new-apartments/4-4a-flinders-street-north-wollongong-nsw-2500">4-4A Flinders Street</a>, around one kilometre north of the <a href="https://www.apartments.com.au/new-apartments/keira-place-wollongong-120-122-smith-street-wollongong-nsw-2500">Keira Place precinct</a> currently taking shape on the edge of the CBD.

Designed by Studio.SC, the proposal comprises a 38-storey mixed-use development containing 303 apartments, including 45 affordable housing units, alongside 174 co-living residences. The scheme also includes ground-floor retail space, extensive landscaping and public domain improvements.

Studio.SC noted in the proposal it "outlines a vision for a landmark transit-oriented mixed-use development centred around North Wollongong Station, designed to support the city’s future growth while responding to the NSW Government’s housing and planning reforms."

The architecture firm said the proposal responds to the opportunities and constraints shaping future growth within the 400-metre catchment of the station and represents "a coordinated and future-focused approach to urban intensification, contributing to the long-term evolution of North Wollongong as a connected, walkable and high-density station precinct."

The site occupies a strategic corner bounded by Flinders Street, Station Street, Stafford Street and the Princes Highway, directly opposite North Wollongong Station.

The proposal follows Urban Property Group's recent submission for the second and final stage of Keira Place, which would deliver a further three buildings comprising 657 homes opposite Beaton Park. It builds on the first stage, which features 150 apartments across two towers and recently commenced construction.

Urban Property Group CEO Patrick Elias said breaking ground on the first stage marked a significant milestone for Wollongong and reflected the developer's long-term commitment to regional cities.

"Today's groundbreaking is about turning approvals into homes and moving quickly to deliver much-needed housing in Wollongong's city centre," Elias said.

<a href="https://www.apartments.com.au/developers/arada">Arada Australia</a> has wasted little time expanding its ambitions in Campsie, lodging plans for a second major project in the rapidly transforming town centre just months after unveiling its three-tower One Campsie proposal on Beamish Street.

The UAE-backed developer has now taken aim at one of the suburb’s most strategically positioned sites, filing a State Significant Development Application for a <a href="https://www.apartments.com.au/new-apartments/10-north-parade-campsie-nsw-2194">33-storey mixed-use tower</a> at 10 London Street and 43 North Parade, directly opposite the future Campsie Metro Station. The proposal is currently on public exhibition and represents another significant vote of confidence in Campsie's emergence as one of Sydney’s key transit-oriented growth centres.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a>, the development would deliver 156 apartments above a podium containing retail and commercial space, creating a new residential and commercial gateway to the town centre. The scheme also includes a four-level above-ground parking podium and a dedicated residential amenity floor featuring wellness and recreation facilities. At least 10 per cent of the apartments would be allocated as affordable housing for a period of 10 years.

The proposal occupies a 1,631 sqm site bounded by London Street, North Parade and Dispensary Lane, immediately adjoining the future Metro station precinct and just metres from Beamish Street’s retail and dining strip. According to the Urban Design Report, the project seeks to deliver "a great place that prioritises human-scaled experience and provides spatial improvements to the area."

Woods Bagot describes the tower as a key marker within Campsie's next phase of growth.

"Located directly opposite the new Campsie Metro Station on North Parade, 10 London Street is a thoughtfully composed 33-storey mixed-use tower that contributes to the ongoing transformation of the town centre," the Architectural Design Report states. The report says the project is intended to provide "high-quality homes within a vibrant, connected urban environment, while helping define Campsie's future skyline."

A strong emphasis has been placed on the public realm. The ground floor incorporates over 500 sqm of retail space and active frontages along both London Street and North Parade, while the podium is wrapped by extensive landscaped planting intended to soften the building's scale and strengthen the pedestrian experience. The development would also widen surrounding footpaths and improve connections between the Metro station and the broader town centre.

Above the podium, residents would have access to more than 1,400 sqm of communal amenities, including a pool, gym and landscaped recreation spaces. A distinctive green-wall treatment extending across four podium levels forms a major architectural feature, helping differentiate the project within the emerging high-density precinct.

The tower's design is closely tied to the broader Campsie Town Centre Master Plan and the arrival of Sydney Metro. The Urban Design Report notes the proposal "directly supports the Campsie Town Centre Master Plan by delivering new homes in a location explicitly identified for growth, improved accessibility, and high-quality urban renewal." It adds that the project contributes to the master plan's vision for a strengthened town centre supported by thousands of new homes around the future Metro station.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

Brisbane's first half of this year has been more conservative than progressive, according to the latest Herron Todd White (HTW) residential report. 
"As far as property markets go in 2019, it’s fair to say we’ve been less dramatic than our southern cousins – but in a good way," the valuation firm said. 
"The general consensus among our valuers is that Brisbane has been a steady performer across the board.
"There was some minor price softening in our markets, but not enough to give owners the jitters.
"In addition, when compared to some of the country’s larger markets, we were probably considered a stellar performer by some."
The report noted that while many of their metrics have looked promising for growth at the start of this year, forces pulled in the other direction too.
"We are affordable in comparison to southern capitals –so the draw for borderless investors and lifestyle nomads is strong," the valuation firm stated.
"You only need to check out Queensland’s rising net interstate migration numbers to appreciate what’s going on.
"Another plus is infrastructure projects, both underway and planned, that are set to boost our employment prospects while also improving lifestyle for residents."
That said, the tough lending environment played its part.
"Top this with a good dose of federal election market paralysis, and you might see why Brisbane – even with all its positives – still couldn’t break free and run hard," the HTW report noted. 
"Of course, with the election over and APRA starting to relax borrowing guidelines, it could be brighter times in the months to year’s end. 
"So, let’s drill down a little."
The HTW team noticed the credit crunch of tighter lending hit the sub-$2 million market the hardest.
While there were still enough buyers with the desire to purchase in this bracket, their aspirations were slowed by loan rejections.
The result has seen properties sitting on the market for longer than in previous years and, in some instances, asking prices are being reduced slightly to achieve a sale.
According to the report, another interesting occurrence which reflected on tough finance has been changes to sale conditions.
"This manifested in the rise of finance clauses that were regularly running at 21 to 30 days," the valuation firm said. 
"This is fairly lengthy when compared to previous years where seven to 14 days finance was all that was needed."
One of the bright sparks in Brisbane market was property priced above $3 million.
It seems that many of these purchasers were immune to finance, politics and other economic bad news – sales are still performing well across many suburbs.
A recent above $3 million sale was a South Brisbane penthouse redesigned by award-wining building designer Chris Clout.
As the only rooftop apartment in South Bank, the apartment at<a href="https://www.realestate.com.au/sold/property-apartment-qld-south+brisbane-130491942" target="_blank"> 2201/289 Grey Street</a> (pictured below) with 280 degree views has been sold for $3.28 million.
It comes with three bedrooms, living area, kitchen with integrated appliances, and infinity edge pool with wet bar.

"Looking at property types and our market continued to tread cautiously in relation to high-rise units – particularly investor stock.
"It’s true that the oversupply fears have eased somewhat.
"Prescient developers who, a few years back, could see problems looming, decided to mothball projects, sell off sites or reconfigure stock." 
That said, there is still a good supply of available apartments in Brisbane and there’s also limited to no demand from foreign, local or interstate investors for this stuff.
As such, the value softening continued.
Owner-occupier boutique product completed to a high standard was, on the other hand, holding up pretty well, although development sale rates would be considered historically low.
"If you were purchasing a unit at the start of 2019, hopefully it was one that would appeal as much to owners as it would to investors," the valuation firm said. 
According to the valuation firm, the first half of this year has also seen rentals start to bounce back and increase slightly and gradually.
This will be a relief for landlords who were trying to sit tight and stay calm during tougher lending times.
A three bedroom parkside apartment located within minutes to Brisbane CBD has been listed for lease for $745 a week. 
The first floor apartment at <a href="https://www.realestate.com.au/property-apartment-qld-brisbane+city-426544002" target="_blank">7084/7 Parkland Boulevard</a> (pictured below) comprises two bedrooms, third bedroom or study, open plan living and kitchen area, and north-facing balcony with views of parklands.
The building features lift access, pool and gym.

Finally, the past six months in new house and land, particularly in large outer suburban estates, slowed in terms of sale rates.
"So, what surprised us the most in this first six months of the year? Well, the election result seems to have caught many off guard.
"We know a few in the industry were resigned to the idea that a new government would bring tax changes to the property sphere, but that turned on a dime the Monday after election weekend.
"In fact, the feeling is pent up demand for investing in real estate will be released as we travel through to the end of the year.
"This may well result in improved values too, but let’s report on that when December rolls around."

Brisbane sees strong performance in over $3 million sales: HTW residential

The May retail update showed sales edging up 0.1% in the month but essentially flat over the April-May period.
This was a touch below the consensus forecast of a 0.2% gain but in line with Westpac's view.
Annual growth slowed to 2.4% over the year, the slowest pace since the start of 2018 and well below the long run average of 4% over the year.
As noted last month, the timing of public holidays may have affected sales over April-May period.
Aside from that our main area of interest is around the sub-category and state detail and the extent to which these show wealth effect drags from the Sydney and Melbourne housing corrections.
The evidence this month is mixed: household goods and NSW remain notable weak spots for sales but the deterioration in these segments remains moderate and sales remain firm across other discretionary categories and in Vic, with a notable firming in the resource states.

By category, the main source of weakness in May was basic food retail (–0.3% in the month). This category accounts for 40% of total retail.
Food price moves have been a significant driver of fluctuations – the latest dip may be a sign that these are easing. Sales ex basic food rose 0.4%mth.
Across the other categories, household goods recorded a 0.4% fall in the month following a 0.9% decline in April with weakness pronounced in the housing-related 'furniture &amp; floor coverings' sub-category (worth about 25% of the wider category).
That suggests wealth effects are dragging on 'big ticket' discretionary spending (a view supported by recent weakness in vehicle sales).

However, the picture is more mixed across 'small ticket' discretionary categories, sales slipping for clothing (–0.2%mth) and department stores (–0.4%mth) but rising for cafes &amp; restaurants (+0.7%mth) and 'other retail' (+0.6%mth).
The state patterns were also mixed. Sales continue to slow abruptly in NSW, down 0.1% in the month but with annual growth down to a very weak 0.5% over the year.
Vic is holding up much better with a 0.6% gain in the month and annual growth above 4% over the year. The two 'mining states' recorded dips in May but continue to see annual growth lift, running at a surprisingly strong 4.7%yr pace in the case of Qld.

Looking by channel, online sales continue to moderate from the big surge in 2018, annual growth slipping below that via 'traditional' channels for the first time since the ABS started collecting monthly online sales data in 2013.
The breakdown by retailer size shows small retailers bearing the brunt of the 2019 slowdown. That said, while sales growth has held up better for larger retailers (running at 4% over the year) it is low by historical standards.
Overall the May update is bleak but not bleaker than expected. Retail sales are treading water in nominal terms rather than contracting.

As such the wash up for the June quarter volumes that feed into national accounts estimates of consumer spending will depend heavily on what has been happening on the price side. We suspect retail price inflation has slowed significantly from the food price driven gains over the last two quarters.
The June quarter CPI update due at the end of the month will be an important pointer on this question and the extent to which growth in consumer demand is slowing.

Australian retail sales tread water: Westpac's Matthew Hassan

Twenty-five lenders have announced rate cuts for their variable rate home loan customers since the RBA cut the cash rate on Tuesday.
So far eight lenders have confirmed they will be passing on the full 0.25% cut to all their variable rate customers.
Just four of these lenders – RACQ, Athena, Homestar Finance and Newcastle Permanent – passed on the full cut the month before.
The average home loan rate cut to be passed on in July is currently around 0.22%, as several lenders opt to pass on less than they did in June including CBA, NAB, ING, Macquarie Bank and Suncorp.

Rate update: who’s moved since Tuesday’s cash rate cut

Mosman in Sydney and Bentleigh East in Melbourne are the busiest suburbs for auctions this week, with nine auctions scheduled to go under the hammer each.
Upcoming auctions
Auction volumes are expected to fall across the combined capital cities this week with CoreLogic currently tracking 879 auctions, down from both last week (1,295) and this time last year (1,411).
Melbourne is expecting to see around 350 homes taken to auction this week, down from 535 last week and 631 last year. Sydney is also set to host a lower volume of auctions week-on- week with 343 auctions scheduled, down from 503 last week and 552 this time last year.

Across the smaller auction markets, Adelaide, Brisbane and Perth are expecting fewer auctions week-on-week.
Canberra will see a rise in auction volumes this week with 58 homes scheduled for auction, while Tasmania is expecting to host an additional auction over the week.
A two bedroom art deco apartment close to Mosman Village has been scheduled to go under the hammer on July 6.
It has been listed by Claudia Portale of McGrath Lower North Shore Mosman with a price guide of $750,000.

Summary of Last Week’s results
Last week, 1,295 homes were taken to auction across the combined capital cities, returning a final auction clearance rate of 62.9%, the highest clearance rate recorded since April last year and the third consecutive week where the clearance rate has held above 60.0%. Over the previous week, 1,484 auctions were held and a clearance rate of 60.5% was recorded, while one year ago, 1,671 homes were taken to auction returning a clearance rate of 52.6%.
Melbourne saw 535 homes taken to auction last week, down from 635 the previous week. The final clearance rate for Melbourne was similar week-on-week with last week’s clearance rate recorded at 68.6%, compared to 68.9% over the previous week. Melbourne’s clearance rate one year ago was 57.2% across 791 auctions.
In Sydney, 503 homes went to auction across the city last week returning a final clearance rate of 67.9%, the highest clearance rate the city has seen since Easter 2018. In comparison, 558 homes were taken to auction over the previous week and the clearance rate came in at 60.9%. Over the same week last year 634 auctions were held in Sydney while the clearance rate was a lower 49.7%.
Across the smaller auction markets, Canberra was the only city to see a fall in clearance rates week-on-week.
Of the non-capital city auction markets, the Gold Coast had the highest volume of auctions (62) last week, while the Geelong region was the best performer in terms of clearance rates with 66.7% of reported auctions recording a successful result.

Mosman ranks as Sydney's busiest weekend auction suburb

Tuesday, 2 July saw the Reserve Bank of Australia ease rates again by 25bp to 1%, the second such easing in consecutive months and to a record low. 
The RBA argues it is needed to “support employment growth and provide greater confidence that inflation will be consistent with the medium-term target”. The RBA is also uncertain about the “trade and technology disputes…affecting investment and means that the risks to the global economy are tilted to the downside”. The RBA is sending a clear message that it wants the economy to tighten up on spare capacity to weather any storms in the future.
However perhaps the underlying reasoning could be the continuing benign economic growth at 1.8% (below trend), subdued consumption due to protracted low wage and income growth and declining house prices (the RBA with APRA did trigger this one through tighter macro-prudential rules). While the RBA acknowledges employment growth has been strong and the participation rate is at a record level, there is still spare capacity with unemployment at 5.2%. Historically full employment has been seen with 5% unemployment, but this metric appears to have now been contracted…is 4% unemployed now deemed the sweet spot?
Underlying Inflation is also deemed below ideal at 1.4% March 2019 (RBA is targeting between 2-3%), with the target to be circa 2% by 2020 and “a little higher after that”.
This is positive for Australian Property overall, but in particular for Office where, with the RBA’s backing, business is encouraged to invest into its future, resulting in stronger employment growth and as such stronger Office space demand across all sub-sector types.
Savills believes Office supply is becoming tight in the major cities and in particular Sydney and Melbourne. Rental growth, tightening vacancy rates and reducing incentives are beginning to bite into spare capacity in the CBD’s and having a flow-on effect into the major suburban CBD’s of North Sydney, Parramatta, St Kilda and some more decentralised locations. Our latest 2Q analysis highlights CBD net face rents are now at post GFC highs across all grades, while yields are at all-time lows.
Brisbane and Perth are also seeing demand driven tightness emerging, with asset price stabilisation and appreciation, helped by vacancy rates falling.
We expect national Office to continue its capital valuation uplift, supported by rent growth and falling vacancies and incentives, which in time will result in further yield compression as investors rebase their investment returns requirements to an Australian environment of low for longer interest rates. Of course Global money has had this funding advantage for some time, which will add to the competition for assets and the further decentralisation of capital to select suburban CBD’s – North Sydney is an example of uplift by proximity.
Industrial Property will also continue to see capital value growth as the second derivative to lower interest rates boosting economic activity and a more confident consumer. Logistics will be the primary beneficiary here, supported by supply constraints around population densities especially relevant to Sydney and Melbourne markets.
From a Retail perspective, the RBA and the Government is wanting to encourage the consumer to spend. The Federal Governments Tax Cut Policy passed yesterday in the lower house and is now to be presented to the Senate will, if passed, give further impetus to the consumer to spend. In the last 5-7 years, the consumer has changed its spending patterns influenced by online e-tailing; low income growth; employment frequency (casual versus full-time) and what we deem the “Canberra Effect” – Governmental policy indecision and political disruption of the last 10 years and its psychological impact on the electorate. We see the RBA move coupled with Tax Cuts as a positive pivotal moment for retailers and Retail asset values going forward.
But it’s worth noting that RBA Governor Lowe stated that “Given the circumstances, the board is prepared to adjust interest rates again if needed to get us closer to full employment and achieve the inflation target”. 
So the RBA would further adjust rates if required! 
The RBA is clearly pursuing a path to pump prime the economy to boost confidence, employment and spending. It is targeting all time low rates to partner with the Federal Governments Tax Cuts Policy, passed yesterday in the lower house and now in the Senates’ hands, to give the electorate circa $158bil back into their hip pocket over the next 5 years. If passed in the Senate, those earning up to $90,000 would get an extra $1,000 back in tax within weeks, that could be spent at your local Mall or on a domestic holiday (The Aussie dollar may constrain the overseas holiday).
In Summary, the RBA’s easing to record lows and if the Senate passes the proposed Tax Cuts Policy with little amendment, Retail could see a much need boost into Christmas which in turn will boost landlord rental streams and stabilise asset values. Industrial, particularly logistics, will also benefit as retail recovers. 
However, Office Property will be the near term winners, as business investment prompts employment growth and the demand for Office space tightens an already limited supply base. Rental growth will continue and further cap rate compression will eventuate, as investment returns requirements allow for further asset purchases.

RBA rate cut to record lows is good for property: Savills

Most agents are reporting a softening in buyer enquiry and demand across the board throughout the Gold Coast, according to the latest Herron Todd White (HTW) residential report. 
All sectors are reporting some softening in value levels and longer sale periods required to achieve a sale, the valuation firm said. 
"It is definitely a buyer’s market and they are more discerning with their choices and in no rush to sign up to buy," the report stated. 
One leading agent has reported a general drop of circa 10% for Bundall and Sorrento from the generally accepted top of the market in late 2017.
According to the report, this was evidenced in a top end sale where the purchasers had submitted an offer at $4.5 million less than eight months ago and have just gone to contract at $4.1 million on the same property.
"The local market is well aware of the downward trend in the southern cousins of Melbourne and Sydney, however there appears to be a general consensus that local value levels here didn’t sky rocket like our southern counterparts and as such any market correction here is likely to be much more gradual and gentle in nature," the report said.
"The unit investment market in the beach side suburbs of Surfers, Broadbeach, Mermaid Beach and, to a lesser extent, Main Beach was negatively impacted by tighter bank lending restrictions, including the reduction of interest only loans and the banks’ requirements to convert to a principal and interest loan upon expiry of the interest only loan term.
"This resulted in serviceability issues for a number of investors and we saw this translate to vendors accepting contracts below previous sales within the building."
HTW said that the foreign investor market slowed as Chinese investors now seem to have disappeared from the market.
The prestige residential market up to circa $2 million was still ticking over albeit at a slower pace compared to standard residential housing within the central precincts.
A three bedroom Main Beach apartment which was traded at $2,462,000 in 2008 has recently been sold for $1,775,000.
The 278 square metre sky home at <a href="https://www.realestate.com.au/sold/property-apartment-qld-main+beach-130949282" target="_blank">2/20-24 Hughes Avenue</a> (pictured below) comes with three bedrooms, living areas, large balcony and resort lap pools.

This market sector was mainly driven by local buyers.
A deceased cottage positioned in the Main Beach high-rise precinct has recently beed sold for $1.5 million.
Sit on a 531 square metre block, the cottage at <a href="https://www.realestate.com.au/sold/property-house-qld-main+beach-131230022" target="_blank">18 Hughes Avenue</a> (pictured below) with redevelopment potential comes with two bedrooms, one bathroom and yards.

Moving slightly out of the central locality, a recent sale of a proposed vacant lot in Tallai (to be subdivided off an existing larger site) and comprising 4,238 square metres of near level vacant rural residential land sold to a local buyer for the asking price of $600,000.
The agent reported the buyer had been looking for circa 12 months and this fitted their needs.
Other vacant sites available for sale all had issues either with sloping contour, flood or in close proximity to high voltage power lines.
"This sale indicates that the market for good quality, well located vacant land is generating good buyer enquiry and strong prices," HTW said.
"This sale is one of many occurring on the Gold Coast where local purchasers are seeking specific properties and are willing to pay more for a property that satisfies their requirements."

Central Gold Coast foreign investor market slows: HTW residential

The rate cut announced by the Reserve Bank of Australia to 1% is a great boost for the housing market but the NSW government must add its support.
The record low RBA interest rate of 1% sets a framework for a boost to the ailing housing market in New South Wales.
The NSW government must use this once in a generation low interest environment to reactivate the ailing housing market in the state. 
Housing approvals have collapsed over the last year and pre sales have also slowed down for new apartment projects.
The federal level is clearly trying to help with the RBA’s rate cut, as well as APRA’s loosening of credit restrictions on bank loans and the re-election of the Morrison Government has lifted confidence in the housing industry.
The missing ingredient is a signal from the NSW government that they want housing supply to continue.
The NSW government now needs to help kick start the industry by reducing the excessive time it takes for approvals, and by delaying the removal of the cap on local infrastructure contributions that could add $50,000 to the cost of a new home.
There also needs to be clarity on the status of various priority / planned precincts that seem to have got caught up in the rezoning process.
The Minister for Planning, Rob Stokes, and the Minister for Housing, Melinda Pavey, need to develop an action plan that can build on the positive environment that is coming from federal decisions.
They may also need to liaise with the federal Minister for Housing, Michael Sukkar.
The Urban Taskforce is keen to work with all levels of government to re-activate the housing industry in New South Wales.

Immigration increases house prices, but that effect is reduced if a population views new migrants negatively, according to a world-first analysis from Deakin University.

It found that while house prices increase in line with increases to immigration that effect diminishes in countries less welcoming to the newcomers.
Alfred Deakin Professor of Economics Chris Doucouliagos, co-director of the Deakin Lab for the Meta-Analysis of Research (DeLMAR), said the global stock of immigrants had more than tripled between 1960 and 2015, from 72 million to 243 million.
“The sharp rise in international immigration is a pressing social and economic issue,” Professor Doucouliagos said.
“Our analysis is especially timely against the backdrop of a worldwide spread of populist and nationalist politics and the rising need to provide adequate housing for dislocated populations and affordable housing for younger generations.
“So we wanted to know if immigration does affect house prices. But also the impact of deep-seated attitudes towards immigration. Specifically whether the attitudes of locals towards immigrants moderates the impact of immigration.”
The meta-analysis looked at 474 estimates of immigration’s impact on house prices in 14 different destination countries, including Australia, Canada, New Zealand, the UK and the USA.
“We found that immigration increases house prices in the aggregate. However using data from the World Values Survey, we show that attitudes to immigrants moderates this effect,” Professor Doucouliagos said.
“In countries where locals dislike living next-door to immigrants, for instance, immigration has a smaller effect on house prices, although we find no evidence that house prices sink as a result of immigration.”

Data on attitudes to immigrants are regularly collected from the World Values Survey. Specifically, Professor Doucouliagos and his colleagues looked at the question: ‘On this list are various groups of people. Could you please mention any that you would not like to have as neighbours?’
They then looked at the percentage of people from each country included in the meta-analysis who responded ‘Immigrants/foreign workers’.
“For example in the UK, immigration has had a non-significant effect on house prices, but our analysis suggests that may be in part because of negative attitudes towards immigrants,” Professor Doucouliagos said.
“We see the same effect in Australia, and this goes against the theory that increased immigration means higher house prices.
“Immigration increases the demand for housing and rental accommodation, but it might also affect amenities and the perceived desirability of the neighbourhoods most affected.”
Researchers also carried out a ‘counterfactual analysis’ to look at what might happen to house prices if attitudes to immigrants softened to similar levels of the most accepting sample country.
They found immigration would then increase house prices in most countries.
“Our findings are also consistent with other research that people like living near their kin and this motivates where they choose to buy or rent,” Professor Doucouliagos said.
“The tendency of new immigrants to live in the same areas as previous generations of immigrants, combined with a disinclination for local residents with negative attitudes towards immigration to reside near immigrants, lessens the relationship between immigration and house prices.”

Sydney units are starting to approach the bottom of the market after spending 12 months in decline, according to Herron Todd White (HTW).
Apartments started to decline in June last year and became a declining market a month later, the valuation firm said.

The Illawarra market, which has closely tracked the decline in Sydney over houses and units, is also approaching the bottom, along with the Southern Highlands south-west of Sydney.
The Melbourne unit has officially hit the bottom, the valuation firm believe.
Mackay has too hit the bottom of the market, but will be looking fellow mining town Emerald in Queensland which is now starting to see a recovery in its apartment market.

Sydney units start to approach the bottom: HTW

ME Bank has announced it will cut interest rates for all existing variable home loan customers by 0.15%, after passing on the full RBA rate cut in June.
The effective date for the latest reduction in variable home loan rates is 23 July. 
ME bank said, "In setting interest rates ME considers the needs of all stakeholders while ensuring the pricing of all products remains sustainable."
Just hours after the RBA announced they are further dropping the cash rate by 0.25% today, non-bank lenders were slashing rates ahead of the Big four.

Both Reduce Home Loans and Athena's cuts are effective immediately.
Reduce Home Loans was awarded Australia’s Cheapest Home Loan by Money magazine in 2016, 2017, 2018 and 2019.
Resimac and subsidiary State Custodians have both announced they will be passing on the full July RBA rate cut, effective July 24.
The <a href="/expert-insights/finance/big-four-face-non-bank-lender-rate-cut-blitz">Big Four</a> were slower facing a blitz of quick cuts from non-bank lenders, however they have all announced their proposed rate changes which can be seen below.
