A trio of Queensland property groups have unveiled plans for a $300 million mixed-use redevelopment of the former Noosa Bowls Club site, a proposal that would deliver more than 200 new homes in one of the Sunshine Coast's most supply-constrained markets.

Kilter Property, Frank Developments and Calile Malouf Investments are behind the plans for the 1.8-hectare site at <a href="https://www.apartments.com.au/new-apartments/99-noosa-drive-noosa-heads-qld-4567">99 Noosa Drive</a>, which would transform the long-vacant site into a new residential precinct featuring 208 apartments, retail, hospitality and public space.

The proposal comes as Noosa continues to grapple with housing affordability and a shortage of permanent accommodation, particularly for key workers. The site's location in Noosa Junction, close to shops, public transport and employment, aligns with the direction of Noosa Council's Housing Strategy, which encourages higher-density housing within established activity centres rather than continued urban expansion.

The draft plans include 48 affordable-by-design apartments and 48 rooming accommodation units aimed at key workers. Around 2,000 sqm of ground-floor retail and food and beverage space would activate the street frontage, alongside a new public town square and landscaped open space.

Frank Developments Founder and Director Frank Licastro said the development would continue the company's focus on architecturally-led residential projects while addressing one of the region's biggest challenges.

Calile Malouf Investments, best known for its role in Brisbane's James Street precinct and The Calile Hotel, will bring its place-making experience to the project. The company recently commenced construction on The Calile Noosa hotel and says the residential development will complement its growing investment in the region.

CMI Director Cal Malouf said the aim was to create a walkable precinct combining housing, retail and hospitality while remaining true to Noosa's character.

"We see a similar opportunity in Noosa to deliver a vibrant, walkable destination that combines exceptional housing, hospitality and retail in one integrated project," Malouf said.

Brisbane-based Cavill Architects has been appointed to design the project.

Noosa Bowls Club to be redeveloped into mixed-use apartment precinct

One of Brisbane's last major riverfront redevelopment opportunities has taken a significant step forward, with Lendlease selected as the Queensland Government's preferred development partner for the former Visy site in South Brisbane.

The seven-hectare industrial site, positioned between South Bank and West End and 1.3 kilometres from the Brisbane CBD, will be transformed into a mixed-use precinct expected to deliver more than 4,000 new homes alongside extensive public open space and riverfront parkland.

The project is one of the largest urban renewal opportunities currently planned in Brisbane and is expected to play a key role in accommodating the city's growing population ahead of the 2032 Olympic and Paralympic Games.

Plans for the precinct include a network of riverfront promenades and boardwalks, new public plazas, parkland, amphitheatre-style gathering spaces and shared pedestrian and cycling links designed to reconnect the long-isolated site with the Brisbane River.

The Queensland Government is targeting delivery of the first homes and key public spaces before the 2032 Games, allowing the precinct to begin contributing new housing and public amenity well before the broader masterplan is complete.

The redevelopment is also expected to support more than 3,000 jobs across planning, construction and ongoing operations.

For Lendlease, the appointment adds another major urban regeneration project to its Queensland portfolio. The developer has operated in the state for more than 70 years and has delivered a number of large-scale mixed-use precincts in partnership with government.

Lendlease Development CEO Claire Johnston said the project represented one of Brisbane's most significant redevelopment opportunities.

"The transformation of the former Visy site represents a rare opportunity to reimagine one of Brisbane's most significant riverfront locations, deliver thousands of much-needed homes, and create long-term legacy," Johnston said.

"In partnership with the Queensland Government, we have the opportunity to create a new riverside destination that will help shape Brisbane's growth and how people experience the city for decades to come.

Deputy Premier and Minister for State Development, Infrastructure and Planning Jarrod Bleijie said the riverfront transformation would deliver a thriving new community precinct.

“The Crisafulli Government is delivering this golden opportunity to unlock a riverfront jewel for all Queenslanders,” Deputy Premier Bleijie said.

“This is a once-in-a-generation moment to reshape a significant slice of Brisbane and deliver lasting benefits – thousands of new homes, and public spaces for all Queenslanders to enjoy well beyond the 2032 Olympic and Paralympic Games – unlike Labor’s plan which would have delivered zero benefits and zero new homes.

“Queensland is well and truly open for business and through partnership with the private sector, we are accelerating delivery while ensuring strong housing, community and economic outcomes."

Early works on the precinct are expected to commence in April 2027.

Lendlease selected to deliver transformative South Brisbane riverfront precinct

Eddy Haddad's <a href="https://www.apartments.com.au/developers/level-33">Level 33</a> is levelling up its approved Wollongong development, as the coastal city south of Sydney continues to prove popular in the high-density development space.

Level 33, a longtime developer in the Wollongong area, has gone through the NSW Government's Housing Delivery Authority to upsize its approved two-tower development on the corner of Crown Street and Gladstone Avenue, just 100 metres from Wollongong Station.

The developer currently has approval for 252 apartments across two buildings rising to 19 storeys. It is now seeking approval for 33 and 38-storey towers that would deliver 467 apartments, including 67 affordable homes.

Designed by <a href="https://www.apartments.com.au/architects/bka-architecture">BKA Architecture</a>, the development would comprise apartments above a three-level podium with around 1,100 sqm of retail space, along with basement parking for 448 vehicles.

According to the Urban Design Report by BKA, the proposal has the capacity to "reinforce the precinct's identity by strengthening links between health, education, and transport services, while also contributing to Wollongong's ongoing evolution as a key regional centre."

Wollongong is somewhat in vogue. Between Level 33 and Urban Property Group, the two developers have several thousand apartments planned across the city.

Level 33 is currently delivering Easterly Wollongong, one of its most boutique projects to date with just 21 high-end apartments, as well as Atchison &amp; Kenny, a 329-apartment development due for completion later this year.

The developer plans to redevelop the 13,088 sqm WIN Grand megasite into <a href="https://www.apartments.com.au/new-apartments/crown-square-216-238-keira-street-wollongong-nsw-2500">Crown Square</a>, a new $500 million precinct with nearly 600 apartments. It also has more than 900 apartments planned for the former Bunnings Warehouse site at the intersection of Gipps and Flinders streets.

Urban Property Group is also playing a major role in the city's transformation. Its five-tower Keira Place precinct will deliver more than 800 homes, and it has recently lodged plans for a further 300 apartments near Wollongong Station.

Just a week after filing plans for the final stage of its major Keira Place masterplan, <a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has unveiled another significant housing proposal in Wollongong, this time targeting a prominent site opposite North Wollongong Station.

The developer has lodged a State Significant Development Application for a 38-storey mixed-use tower at <a href="https://www.apartments.com.au/new-apartments/4-4a-flinders-street-north-wollongong-nsw-2500">4-4A Flinders Street</a>, around one kilometre north of the <a href="https://www.apartments.com.au/new-apartments/keira-place-wollongong-120-122-smith-street-wollongong-nsw-2500">Keira Place precinct</a> currently taking shape on the edge of the CBD.

Designed by Studio.SC, the proposal comprises a 38-storey mixed-use development containing 303 apartments, including 45 affordable housing units, alongside 174 co-living residences. The scheme also includes ground-floor retail space, extensive landscaping and public domain improvements.

Studio.SC noted in the proposal it "outlines a vision for a landmark transit-oriented mixed-use development centred around North Wollongong Station, designed to support the city’s future growth while responding to the NSW Government’s housing and planning reforms."

The architecture firm said the proposal responds to the opportunities and constraints shaping future growth within the 400-metre catchment of the station and represents "a coordinated and future-focused approach to urban intensification, contributing to the long-term evolution of North Wollongong as a connected, walkable and high-density station precinct."

The site occupies a strategic corner bounded by Flinders Street, Station Street, Stafford Street and the Princes Highway, directly opposite North Wollongong Station.

The proposal follows Urban Property Group's recent submission for the second and final stage of Keira Place, which would deliver a further three buildings comprising 657 homes opposite Beaton Park. It builds on the first stage, which features 150 apartments across two towers and recently commenced construction.

Urban Property Group CEO Patrick Elias said breaking ground on the first stage marked a significant milestone for Wollongong and reflected the developer's long-term commitment to regional cities.

"Today's groundbreaking is about turning approvals into homes and moving quickly to deliver much-needed housing in Wollongong's city centre," Elias said.

"Keira Place will provide a diverse mix of homes close to jobs, transport and services, while setting a high benchmark for quality, durability and consumer protection."

First look: Urban Property Group plans next major Wollongong tower

<a href="https://www.apartments.com.au/developers/arada">Arada Australia</a> has wasted little time expanding its ambitions in Campsie, lodging plans for a second major project in the rapidly transforming town centre just months after unveiling its three-tower One Campsie proposal on Beamish Street.

The UAE-backed developer has now taken aim at one of the suburb’s most strategically positioned sites, filing a State Significant Development Application for a <a href="https://www.apartments.com.au/new-apartments/10-north-parade-campsie-nsw-2194">33-storey mixed-use tower</a> at 10 London Street and 43 North Parade, directly opposite the future Campsie Metro Station. The proposal is currently on public exhibition and represents another significant vote of confidence in Campsie's emergence as one of Sydney’s key transit-oriented growth centres.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a>, the development would deliver 156 apartments above a podium containing retail and commercial space, creating a new residential and commercial gateway to the town centre. The scheme also includes a four-level above-ground parking podium and a dedicated residential amenity floor featuring wellness and recreation facilities. At least 10 per cent of the apartments would be allocated as affordable housing for a period of 10 years.

The proposal occupies a 1,631 sqm site bounded by London Street, North Parade and Dispensary Lane, immediately adjoining the future Metro station precinct and just metres from Beamish Street’s retail and dining strip. According to the Urban Design Report, the project seeks to deliver "a great place that prioritises human-scaled experience and provides spatial improvements to the area."

Woods Bagot describes the tower as a key marker within Campsie's next phase of growth.

"Located directly opposite the new Campsie Metro Station on North Parade, 10 London Street is a thoughtfully composed 33-storey mixed-use tower that contributes to the ongoing transformation of the town centre," the Architectural Design Report states. The report says the project is intended to provide "high-quality homes within a vibrant, connected urban environment, while helping define Campsie's future skyline."

A strong emphasis has been placed on the public realm. The ground floor incorporates over 500 sqm of retail space and active frontages along both London Street and North Parade, while the podium is wrapped by extensive landscaped planting intended to soften the building's scale and strengthen the pedestrian experience. The development would also widen surrounding footpaths and improve connections between the Metro station and the broader town centre.

Above the podium, residents would have access to more than 1,400 sqm of communal amenities, including a pool, gym and landscaped recreation spaces. A distinctive green-wall treatment extending across four podium levels forms a major architectural feature, helping differentiate the project within the emerging high-density precinct.

The tower's design is closely tied to the broader Campsie Town Centre Master Plan and the arrival of Sydney Metro. The Urban Design Report notes the proposal "directly supports the Campsie Town Centre Master Plan by delivering new homes in a location explicitly identified for growth, improved accessibility, and high-quality urban renewal." It adds that the project contributes to the master plan's vision for a strengthened town centre supported by thousands of new homes around the future Metro station.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

Walker Corporation embraces wellness centres at Parramatta Square

With the Reserve Bank of Australia cutting official rates to 0.75% on Tuesday, has been a wave of commentary about the move doing little to help the economy apart from boosting housing prices.
There are two parts to assessing this claim. First, do rate cuts drive up property prices? Second, is that all they do?
Do rate cuts drive up property prices?
Economists have a precise answer to this question, and also a more practical one.
The precise answer is that all assets – stocks, bonds, property, stamps, vintage baseball cards, you name it – can be priced using <a href="https://faculty.chicagobooth.edu/john.cochrane/research/papers/samplechapters.pdf" target="_blank">what is known as</a> the stochastic discount factor (SDF).
This says that in pricing an asset you should factor in all the future cash flows the asset will generate (rent or dividends or capital gains) and then translate those returns into today’s money, adjusting for the riskiness of those cash flows.
An easier way to think about how rate cuts might affect property prices – consistent with the asset-pricing approach – goes like this.
People look at how much money they can borrow based on what they can afford to pay back. An interest rate cut boosts their borrowing power.
Even though the major banks have only passed on about half of the Reserve Bank’s latest cut (owner-occupied mortgage rates have been cut by 13-15 basis points), that’s enough to give a household with income of $150,000 about another $12,000 to $14,000 in borrowing power.
They thus spend more and, because there is a limited supply of properties, this pushes prices up. So, yes, lower interest rates do tend to boost property prices.
Is that all rate cuts do?
But boosting property prices is not all that rate cuts do.
Higher prices for new dwellings help developers. They often lead to an increase in construction jobs as developers anticipate better conditions for selling properties. New property construction has a number of other effects, too, such as changing <a href="https://www.rba.gov.au/publications/rdp/2019/pdf/rdp2019-01.pdf" target="_blank">the average quality of the rental stock</a> and spurring more retail spending (because those new homes need to be furnished).
Perhaps even more important is the pseudo-psychological effect of existing home owners feeling wealthier when house prices go up. This can lead to increased consumer spending – and this can have a big economic effect, given consumer spending accounts for about 60% of GDP.
This “wealth effect”, rational or not, seems to be real. It is part of the reason the Reserve Bank’s governor, Philip Lowe, appeared to be concerned about Sydney and Melbourne house prices falling in the past couple of years. It is also why federal treasurer Josh Frydenberg is happy to see property prices again on the rise.
Finally, lower interest rates do make business investment cheaper.
Would corporate tax cuts provide a bigger boost to investment? You bet. Are there diminishing returns to rate cuts as the cash rate approaches zero? That’s very likely to be the case.
But would businesses invest more if rates were two percentage points higher? No way. And would business like rates to be higher? I seriously doubt it.
Rate cuts do something to drive down unemployment, drive up consumer prices, and boost investment generally.
Are rate-cut driven prices increases bad?
But they certainly do also drive up residential property prices.
The important question is whether that’s bad or not. The answer to this question is a little murkier.
Let’s start with the fact borrowers should be thinking about how much to borrow.
If they borrow too much and are unable to repay their loans, that’s very bad news for them. Defaulting on a mortgage is a wrenching experience. Most people try hard to avoid that.
That said, sometimes people make poor choices through lack of information, lack of thought or lack of willpower. Occasionally an unscrupulous third party will encourage them to borrow more than they should.
But it’s not in the interest of banks to make too many loans that don’t get repaid. If borrowers are the first line of defence again bad price increases, lenders are the second line of defence.
There is a third line of defence: prudential regulation. The <a href="https://www.apra.gov.au/" target="_blank">Australian Prudential Regulation Authority</a> and the <a href="https://asic.gov.au/" target="_blank">Australian Securities and Investments Commission</a> are charged with enforcing “responsible lending laws” and ensuring the animal spirits and (sometimes) bad incentives of borrowers and lenders don’t get out of control.
So property prices increasing a few percent on the back of the rate cuts is unlikely to be problem – though as the Reserve Bank governor is fond of saying, “<a href="https://www.rba.gov.au/speeches/2019/sp-gov-2019-09-24" target="_blank">time will tell</a>”.<img src="https://counter.theconversation.com/content/124600/count.gif?distributor=republish-lightbox-basic" alt="The Conversation" width="1" height="1">

House prices will rise with lower interest rates, but that’s not the only effect

Young Australians aged 18 to 26 are 1.8 times more likely to receive welfare if their parents ever received welfare. 
Australians like to think we live in a country of the fair go, where anyone with the talent and willingness to work hard can succeed.
But the evidence shows success is still partly inherited. Children with poor parents are more likely to grow up and be poor as adults.
The latest biennial report of the <a href="https://www.aihw.gov.au/reports/australias-welfare/australias-welfare-2019-data-insights/contents/summary" target="_blank">Australian Institute of Health and Welfare</a> highlights the ways in which social and economic position is transmitted between generations.
Research points to several key factors in inherited disadvantage — notably parental disability, family structure and unemployment.
Gender patterns
Understanding the nature and extent of inherited disadvantaged in Australia has been aided by five significant research studies in the past five years. Four of them use data from the comprehensive Household, Income and Labour Dynamics in Australia (HILDA) Survey. The fifth used tax records to estimate the intergenerational mobility of people born between 1978 and 1982.
Among the results to come from these studies are estimates of the degree to which a 10% increase in fathers’ earnings affect their sons’ earnings. The studies offer a range of 1% to 3.5% – with a higher percentage meaning less social mobility.
One study highlights some interesting gender variations. It found a 10% increase in a father’s earnings associated with a 2% increase in sons’ earnings, but only a 0.8% increase in daughters’ earnings. A 10% increase in mothers’ earnings was linked to a 1.6% increase in sons’ earnings and a 1.5% increase in daughters’ earnings. This suggests girls’ earning trajectories are slightly less determined by their parents’ experience.
Other findings, however, point to certain types of disadvantage being most inherited by women. For example, those raised by a single parent receiving parenting payments are 2.2 times more likely to become a single-parent payment recipient themselves – and women make up <a href="https://www.theguardian.com/australia-news/2019/apr/19/its-soul-destroying-the-stress-and-stigma-of-being-a-single-parent-on-welfare" target="_blank">more than 80%</a> of single-parent payment recipients.
Patterns of transmission
The single-parenthood pattern was among those identified in research <a href="https://www.propertyobserver.com.au/https://www.iza.org/publications/dp/11070" target="_blank">published in 2017</a> by myself, Sarah Dahmann, Nicolas Salamanc and Anna Zhu. The importance of family structure is underlined by the fact young adults are more likely to receive a range of welfare payments if they grow up in single-parent families.
The following graph shows the results of our research.
Overall, we found young Australians aged 18-26 were 1.8 times more likely to receive welfare if their parents ever received welfare. That is, 58% of young people whose parents ever received welfare were also on welfare, compared with 31.8% of those whose parent were not.
Young people whose parents received unemployment payments while they were growing up were 1.6 times more likely to receive unemployment payments before age 22, and 1.3 times after age 22.
Intergenerational disability
But the strongest relationship in intergenerational disadvantage involves parental disability.
Our results showed young people whose parents received disability support payments were 2.8 times more likely to receive disability support payments.
Young people whose parents received the Disability Support Pension for mental health reasons were almost three times as likely to be receiving the mental health-related disability benefits as other young people. They were also more likely to need other social assistance payments
The intergenerational relationship between youth unemployment and parental disability, for example, and was just as strong as that with parental unemployment.
These findings do not imply that poor children would have been better off had their parents not received social assistance — only that poor children are more likely to need assistance than non-poor children.
Stretching the rungs
Social mobility is higher in Australia than many other developed countries (most notably the United States). But it remains lower than the Scandinavian countries, and is threatened by any increase in inequality.

A Centuria subsidiary, Centuria Property Funds No.2 Limited (CPF2L), has entered into an agreement to acquire 348 Edward Street in Brisbane for $89 million.
348 Edward Street is a prominent office building located in the Brisbane CBD, 60 metres from Central Railway Station and near surrounding amenity including the Brisbane Private Hospital, Brisbane Magistrate Court and the regenerated Queen Street Mall precinct. 
The asset has a 5.1 year WALE4 and is 89% occupied.
“This transaction grows our unlisted fund opportunities to $216 million in FY20 year to date," Jason Huljich, Joint CEO of Centuria, said.
"Additionally, Centuria’s listed office REIT, CMA, has recently committed to acquire two A grade office assets for $380 million and successfully completed a $206 million institutional placement and entitlement offer on 19 September 2019 supporting these purchases."
Centuria’s listed industrial REIT, CIP, has also settled four recent acquisitions for a total consideration of around $80 million since 30 June.

The fund raising coincides with the company’s launch into Brisbane today.

Australian property management startup raises $3.5 million, expands to Brisbane

The Housing Industry Association (HIA) welcomes the Federal Government’s focus on improving and reforming Australia’s Vocational Education and Training sector.
The VET sector provides the crucial pathway to growing and developing a skilled workforce for the residential building industry, strengthening the industry’s capacity to provide a roof over Australian’s heads. The benefits of a strong residential building industry have always flowed onto support the broader economy.
Guided by the Joyce Report into Australia’s VET sector, HIA’s is looking forward to the Federal Government engaging in a comprehensive consultation and review process.
Any steps to improve the operation of vocational education and training can hopefully enhance the interest of students in pursuing a career in the residential building industry.
HIA has provided comments this week to the Review of Australia’s Apprenticeship National Skills Needs List and we look forward to engaging with the Government in discussing positive ways forward for VET and its role in training our industry’s workforce.
Cooperation and consultation are the keys to walking a successful reform path. This must include the federal government, state and territory governments, industry, business and employers working collaboratively and building on COAG’s August commitment.

Providing ramps where there are steps or stairs is just one way to help people with a disability get around.
You would think a city that each year hosts <a href="https://www.valid.org.au/having-say" target="_blank">Australia’s largest conference for people with disability</a> would be the most accessible for all people.
Not according to our <a href="http://deakinhomeresearchhub.com/aig/" target="_blank">research</a> which highlights 119 issues that need fixing if Geelong, Victoria, wants to be a model “city for all”.
Clearly there’s a shortfall between aspiration and reality, which is surprising given that in the last <a href="https://www.abs.gov.au/websitedbs/D3310114.nsf/Home/census" target="_blank">Census count</a>, about <a href="https://profile.id.com.au/geelong/assistance" target="_blank">6% of Geelong’s population</a> reported they needed help because of disability. That’s higher than the national figure of 5.1%.
Geelong is also home to the National Disability Insurance Agency, WorkSafe, and the Traffic Accident Commission, so it should be a shining example of what is termed access and inclusion (A&amp;I) for people with a disability.
A city for everyone
The challenge for Geelong is to identify what is a model city for people with a disability.
There are a few examples to consider. Many cities around the world have tackled disability access through technological solutions to help people get around, such as <a href="http://www.ibeacon.com/what-is-ibeacon-a-guide-to-beacons/">personal navigation</a> with smartphones.
Melbourne introduced <a href="https://www.theage.com.au/national/victoria/new-technology-a-helping-hand-for-melbournes-vision-impaired-20171015-gz14u2">beacons that connect to a smartphone app</a>, to help vision-impaired people navigate their way inside Southern Cross Station and <a href="https://www.ptv.vic.gov.au/more/travelling-on-the-network/accessibility/vision-or-hearing-impairment/">some other stations</a>.
Overseas, the city of Breda, in the Netherlands, was this year declared <a href="https://europa.eu/rapid/press-release_IP-18-6630_en.htm">Europe’s most accessible city</a>. It has done several things to improves access, such as <a href="https://www.theguardian.com/cities/2019/may/28/people-arent-disabled-their-city-is-inside-europes-most-accessible-city">smoothing the centuries-old cobbled pathways</a>, providing ramps, and rolling out digital navigation across the city.
Central to all these efforts is the collaborative design of solutions, working with people who have experience of disability access.
The need for change
In Geelong, more than 100 people responded to a visitor’s survey, and 75 people with experience of disability participated in a series of three workshops and three focus groups.

We found there are a series of things that could be implemented to improve accessibility and exclusion in Geelong.
Some things are simple, such as providing ramps instead of steps, and adequate restroom facilities; others involve remaking the city and may seem more difficult.
But the response from people with disability was typically modest, with one participant saying “we don’t expect the Taj Mahal”.
In all, we recommend six priority areas for action.

A number of problems continue to undermine efforts to rectify city-wide problems and these must be addressed. These include amendments to legislation to define and ensure “access” and “inclusion” are within the planning framework.
There also needs to be significant change to the business-as-usual approaches to housing, instead prioritising the supply of public and community housing in general, but especially for people with disability.
On employment, we need to co-design workplace arrangements so both the needs of people with disability and employers are met. This is key to ensuring those with a disability who seek work are able to attain it.
Access to information
One action identified was to build an Inclusive Geelong Visitor Centre (IGVC) run and managed by people with disability, with accessibility support staff. The centre would provide accessibility information and serve as a landing pad where people can gather information before exploring the city.

Many participants noted this idea has been discussed in various forums for the past 30 years, but nothing had ever happened.
Projects like this are often seen as luxuries that are more symbolic than tangible. Our analysis shows that if implemented in coordination with a series of other actions, such as providing disability support services and empowering people with disability to lead conversations, it could encourage further change and reform.
In isolation, an IGVC was evaluated by the community as having a high impact rating (10/10), but a low feasibility rating (3/10). The low perception of feasibility perhaps explains why this project has never come to fruition.
At a bare minimum, an IGVC must have a full suite of accessibility support services and provide spaces for all abilities where people can access up-to-date information and plan activities for the length of their stay.
The centre would allow people with disability to make informed choices about accessible travel, accommodation, services, and other aspects of urban participation.
It should be staffed by qualified support workers and people with disability, connect people to different support agencies and work with providers to bring accommodation up to accessible standard.
But no meaningful impact can be realised by isolating any actions from the list of fixes. There needs to be consideration of how all other factors relate to issues of accessibility and inclusion across multiple scales.

Increasing accessibility for those with disability isn't that hard: Deakin University

Every living expense can play a potentially crucial role in whether Sydney home buyers get their loan.
Despite the recent credit loosening, home loan applications are a huge hurdle before getting approvals.
There are numerous questions about the home buyer's current situation and their plans with any purchase on past bank statements likely to trigger spending analysis by the bank. 
Their forensic line by line scrutiny on spending includes everything from UberEats, Netflix, betting, pets, and the ongoing financial impact of children or, as a recent Saturday Telegraph front page reported, even the pursuit of IVF treatment.
Lendi managing director David Hyman watches bank requests seeking more information from loan applications. Before the Royal Commission, on average 40% of loan applications came back from the lenders with more information required.
During the Royal Commission period, around 52% of all loans applications submitted were coming back seeking greater details.
 This peaked in April this year at 63%. 
Significantly since the election and APRA’s changes to serviceability guidance, the trend has settled. Data from Lendi applications submitted in July and August show the rate of more information required has dropped to 29%.
Even the boss of Mirvac, Susan Lloyd-Hurwitz, who earns over $4.5 million, has found the questioning "tortuous" when recently settling on a $770,500 investment apartment.
Lloyd-Hurwitz said the scrutiny was "painful" and could "get non-sensical".
Last week, Treasurer Josh Frydenberg said that the bank's being too zealous in the wake of the Royal Commission.
Frydenberg warned it was beginning to penalise "hard-working families" trying".
"Common sense dictates that a sensible balance needs to be struck because an unduly restrictive application of these obligations can do as much harm as an overly lax one," Frydenberg said.
"Clearly, the risk that the provision of credit may cause substantial hardship to some should not result in a significantly reduced ability to access credit by the vast majority of borrowers," the Treasurer added.
The tighter lending restrictions is one of the reasons why listing volumes are at 20 year lows which the RBA governor Philip Lowe says is hurting the economy.
"With fewer of us moving homes, spending on new furniture and household appliances has been quite soft," Lowe said.
"So too has expenditure on moving costs and real estate fees. More broadly, the correction in the housing market has also affected the economy through its impact on residential construction activity.
Stung by the Royal Commission exposure of liar loan fraud, the banks moved to tighten their procedures and policies last year.
But last month the Supreme Court judge Nye Perram wisely noted that borrowers could always cut back on their spending after getting their new home.
"I may eat wagyu beef everyday washed down with the finest shiraz but, if I really want my new home, I can make do on much more modest fare," he colourfully noted while deciding for Westpac and against the Australian Securities and Investments Commission (ASIC) on a legal question of what Westpac should consider before responsibly giving someone a loan.
The latest data from APRA shows that riskier lending including loans with a high LVR or interest-only, remain a low proportion of new mortgages.
Most loans are based on the banks making lender serviceability assessments that incorporate an interest rate buffer of 2.5% above the current lending norm, to take into account potential repayment increases in higher loan rates and the borrower capacity in the years ahead.

Every living expense important in securing a home loan

Three of the Big Four Banks have dropped rates on their fixed home loans in the past week, with NAB the latest all set to cut its rates by up to 0.40%.
In total, 17 lenders – including CBA and ANZ – have cut rates on fixed home loans since the RBA's October 1 decision.
In the month before the October rate cut, 27 lenders cut fixed rates, in particular Westpac, which slashed rates by up to 1.30%.

Paul Marshall, chief executive at RateCIty.com.au, said this flurry of rate cuts is a sign banks are foreseeing a further cash rate cut, which could come as soon as next month.
“Fixed rates have been tumbling since the last rate cut, which indicates lenders could be pricing in yet another RBA cut,” he said.
“As a result, we are seeing record low fixed rates and it’s now possible to lock in a rate under 3% for five years. This suggests many banks are forecasting a sustained period of low rates.
“Many punters appear to be betting on a further rate cut as soon as Melbourne Cup day where we could see the cash rate drop to 0.50%.”
