A trio of Queensland property groups have unveiled plans for a $300 million mixed-use redevelopment of the former Noosa Bowls Club site, a proposal that would deliver more than 200 new homes in one of the Sunshine Coast's most supply-constrained markets.

Kilter Property, Frank Developments and Calile Malouf Investments are behind the plans for the 1.8-hectare site at <a href="https://www.apartments.com.au/new-apartments/99-noosa-drive-noosa-heads-qld-4567">99 Noosa Drive</a>, which would transform the long-vacant site into a new residential precinct featuring 208 apartments, retail, hospitality and public space.

The proposal comes as Noosa continues to grapple with housing affordability and a shortage of permanent accommodation, particularly for key workers. The site's location in Noosa Junction, close to shops, public transport and employment, aligns with the direction of Noosa Council's Housing Strategy, which encourages higher-density housing within established activity centres rather than continued urban expansion.

The draft plans include 48 affordable-by-design apartments and 48 rooming accommodation units aimed at key workers. Around 2,000 sqm of ground-floor retail and food and beverage space would activate the street frontage, alongside a new public town square and landscaped open space.

Frank Developments Founder and Director Frank Licastro said the development would continue the company's focus on architecturally-led residential projects while addressing one of the region's biggest challenges.

Calile Malouf Investments, best known for its role in Brisbane's James Street precinct and The Calile Hotel, will bring its place-making experience to the project. The company recently commenced construction on The Calile Noosa hotel and says the residential development will complement its growing investment in the region.

CMI Director Cal Malouf said the aim was to create a walkable precinct combining housing, retail and hospitality while remaining true to Noosa's character.

"We see a similar opportunity in Noosa to deliver a vibrant, walkable destination that combines exceptional housing, hospitality and retail in one integrated project," Malouf said.

Brisbane-based Cavill Architects has been appointed to design the project.

Noosa Bowls Club to be redeveloped into mixed-use apartment precinct

One of Brisbane's last major riverfront redevelopment opportunities has taken a significant step forward, with Lendlease selected as the Queensland Government's preferred development partner for the former Visy site in South Brisbane.

The seven-hectare industrial site, positioned between South Bank and West End and 1.3 kilometres from the Brisbane CBD, will be transformed into a mixed-use precinct expected to deliver more than 4,000 new homes alongside extensive public open space and riverfront parkland.

The project is one of the largest urban renewal opportunities currently planned in Brisbane and is expected to play a key role in accommodating the city's growing population ahead of the 2032 Olympic and Paralympic Games.

Plans for the precinct include a network of riverfront promenades and boardwalks, new public plazas, parkland, amphitheatre-style gathering spaces and shared pedestrian and cycling links designed to reconnect the long-isolated site with the Brisbane River.

The Queensland Government is targeting delivery of the first homes and key public spaces before the 2032 Games, allowing the precinct to begin contributing new housing and public amenity well before the broader masterplan is complete.

The redevelopment is also expected to support more than 3,000 jobs across planning, construction and ongoing operations.

For Lendlease, the appointment adds another major urban regeneration project to its Queensland portfolio. The developer has operated in the state for more than 70 years and has delivered a number of large-scale mixed-use precincts in partnership with government.

Lendlease Development CEO Claire Johnston said the project represented one of Brisbane's most significant redevelopment opportunities.

"The transformation of the former Visy site represents a rare opportunity to reimagine one of Brisbane's most significant riverfront locations, deliver thousands of much-needed homes, and create long-term legacy," Johnston said.

"In partnership with the Queensland Government, we have the opportunity to create a new riverside destination that will help shape Brisbane's growth and how people experience the city for decades to come.

“This is a once-in-a-generation moment to reshape a significant slice of Brisbane and deliver lasting benefits – thousands of new homes, and public spaces for all Queenslanders to enjoy well beyond the 2032 Olympic and Paralympic Games – unlike Labor’s plan which would have delivered zero benefits and zero new homes.

“Queensland is well and truly open for business and through partnership with the private sector, we are accelerating delivery while ensuring strong housing, community and economic outcomes."

Early works on the precinct are expected to commence in April 2027.

Lendlease selected to deliver transformative South Brisbane riverfront precinct

Eddy Haddad's <a href="https://www.apartments.com.au/developers/level-33">Level 33</a> is levelling up its approved Wollongong development, as the coastal city south of Sydney continues to prove popular in the high-density development space.

Level 33, a longtime developer in the Wollongong area, has gone through the NSW Government's Housing Delivery Authority to upsize its approved two-tower development on the corner of Crown Street and Gladstone Avenue, just 100 metres from Wollongong Station.

The developer currently has approval for 252 apartments across two buildings rising to 19 storeys. It is now seeking approval for 33 and 38-storey towers that would deliver 467 apartments, including 67 affordable homes.

Designed by <a href="https://www.apartments.com.au/architects/bka-architecture">BKA Architecture</a>, the development would comprise apartments above a three-level podium with around 1,100 sqm of retail space, along with basement parking for 448 vehicles.

According to the Urban Design Report by BKA, the proposal has the capacity to "reinforce the precinct's identity by strengthening links between health, education, and transport services, while also contributing to Wollongong's ongoing evolution as a key regional centre."

Wollongong is somewhat in vogue. Between Level 33 and Urban Property Group, the two developers have several thousand apartments planned across the city.

Level 33 is currently delivering Easterly Wollongong, one of its most boutique projects to date with just 21 high-end apartments, as well as Atchison &amp; Kenny, a 329-apartment development due for completion later this year.

The developer plans to redevelop the 13,088 sqm WIN Grand megasite into <a href="https://www.apartments.com.au/new-apartments/crown-square-216-238-keira-street-wollongong-nsw-2500">Crown Square</a>, a new $500 million precinct with nearly 600 apartments. It also has more than 900 apartments planned for the former Bunnings Warehouse site at the intersection of Gipps and Flinders streets.

Urban Property Group is also playing a major role in the city's transformation. Its five-tower Keira Place precinct will deliver more than 800 homes, and it has recently lodged plans for a further 300 apartments near Wollongong Station.

Just a week after filing plans for the final stage of its major Keira Place masterplan, <a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has unveiled another significant housing proposal in Wollongong, this time targeting a prominent site opposite North Wollongong Station.

The developer has lodged a State Significant Development Application for a 38-storey mixed-use tower at <a href="https://www.apartments.com.au/new-apartments/4-4a-flinders-street-north-wollongong-nsw-2500">4-4A Flinders Street</a>, around one kilometre north of the <a href="https://www.apartments.com.au/new-apartments/keira-place-wollongong-120-122-smith-street-wollongong-nsw-2500">Keira Place precinct</a> currently taking shape on the edge of the CBD.

Designed by Studio.SC, the proposal comprises a 38-storey mixed-use development containing 303 apartments, including 45 affordable housing units, alongside 174 co-living residences. The scheme also includes ground-floor retail space, extensive landscaping and public domain improvements.

Studio.SC noted in the proposal it "outlines a vision for a landmark transit-oriented mixed-use development centred around North Wollongong Station, designed to support the city’s future growth while responding to the NSW Government’s housing and planning reforms."

The architecture firm said the proposal responds to the opportunities and constraints shaping future growth within the 400-metre catchment of the station and represents "a coordinated and future-focused approach to urban intensification, contributing to the long-term evolution of North Wollongong as a connected, walkable and high-density station precinct."

The site occupies a strategic corner bounded by Flinders Street, Station Street, Stafford Street and the Princes Highway, directly opposite North Wollongong Station.

The proposal follows Urban Property Group's recent submission for the second and final stage of Keira Place, which would deliver a further three buildings comprising 657 homes opposite Beaton Park. It builds on the first stage, which features 150 apartments across two towers and recently commenced construction.

Urban Property Group CEO Patrick Elias said breaking ground on the first stage marked a significant milestone for Wollongong and reflected the developer's long-term commitment to regional cities.

"Today's groundbreaking is about turning approvals into homes and moving quickly to deliver much-needed housing in Wollongong's city centre," Elias said.

<a href="https://www.apartments.com.au/developers/arada">Arada Australia</a> has wasted little time expanding its ambitions in Campsie, lodging plans for a second major project in the rapidly transforming town centre just months after unveiling its three-tower One Campsie proposal on Beamish Street.

The UAE-backed developer has now taken aim at one of the suburb’s most strategically positioned sites, filing a State Significant Development Application for a <a href="https://www.apartments.com.au/new-apartments/10-north-parade-campsie-nsw-2194">33-storey mixed-use tower</a> at 10 London Street and 43 North Parade, directly opposite the future Campsie Metro Station. The proposal is currently on public exhibition and represents another significant vote of confidence in Campsie's emergence as one of Sydney’s key transit-oriented growth centres.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a>, the development would deliver 156 apartments above a podium containing retail and commercial space, creating a new residential and commercial gateway to the town centre. The scheme also includes a four-level above-ground parking podium and a dedicated residential amenity floor featuring wellness and recreation facilities. At least 10 per cent of the apartments would be allocated as affordable housing for a period of 10 years.

The proposal occupies a 1,631 sqm site bounded by London Street, North Parade and Dispensary Lane, immediately adjoining the future Metro station precinct and just metres from Beamish Street’s retail and dining strip. According to the Urban Design Report, the project seeks to deliver "a great place that prioritises human-scaled experience and provides spatial improvements to the area."

Woods Bagot describes the tower as a key marker within Campsie's next phase of growth.

"Located directly opposite the new Campsie Metro Station on North Parade, 10 London Street is a thoughtfully composed 33-storey mixed-use tower that contributes to the ongoing transformation of the town centre," the Architectural Design Report states. The report says the project is intended to provide "high-quality homes within a vibrant, connected urban environment, while helping define Campsie's future skyline."

A strong emphasis has been placed on the public realm. The ground floor incorporates over 500 sqm of retail space and active frontages along both London Street and North Parade, while the podium is wrapped by extensive landscaped planting intended to soften the building's scale and strengthen the pedestrian experience. The development would also widen surrounding footpaths and improve connections between the Metro station and the broader town centre.

Above the podium, residents would have access to more than 1,400 sqm of communal amenities, including a pool, gym and landscaped recreation spaces. A distinctive green-wall treatment extending across four podium levels forms a major architectural feature, helping differentiate the project within the emerging high-density precinct.

The tower's design is closely tied to the broader Campsie Town Centre Master Plan and the arrival of Sydney Metro. The Urban Design Report notes the proposal "directly supports the Campsie Town Centre Master Plan by delivering new homes in a location explicitly identified for growth, improved accessibility, and high-quality urban renewal." It adds that the project contributes to the master plan's vision for a strengthened town centre supported by thousands of new homes around the future Metro station.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

New home sales bounced back in September to return to levels seen during the latter half of 2018, according to HIA Economist, Angela Lillicrap.
The HIA New Home Sales report – a monthly survey of the largest volume home builders in the five largest states – saw sales increase for the second consecutive month.
Sales were up by 5.7 per cent.
"Despite these lifts, they remain down by 1.5 per cent compared to the June 2019 quarter,” added Ms Lillicrap.
“This improvement in sales is a welcome reprieve from the steady decline that emerged in late 2018. It remains too soon to confirm that we have passed the bottom of the cycle, but this result does highlight that we are not likely to see further material falls in new home sales.
“The easing of APRA’s lending restrictions and the RBA’s rate cuts have started to have a positive impact on the new home market.
“With the addition of the Governments First Home Loan Deposit scheme likely to see an additional increase in first home buyer activity, we expect that the improvement in new home sales will be sustained,” concluded Ms Lillicrap.
Across the country, new home sales increased for the month in all the states except for New South Wales which declined by 12.1 per cent to be flat (-0.3 per cent) for the quarter. 
Victoria increased by 11.0 per cent, Queensland by 1.7 per cent, South Australia by 18.0 per cent and Western Australia increased by 13.6 per cent during September. These gains were not enough to offset earlier weak results with Queensland being the only state to experience a significant increase (+6.9 per cent) compared to the previous June quarter. 
Victoria declined by 4.7 per cent and South Australia by 5.4 per cent. New South Wales and Western Australia were relatively steady compared to the previous quarter, down by 0.3 and 1.0 per cent respectively.

Housing affordability will deteriorate throughout 2020, according to a report from Moody's Investors Service.
Housing affordability for new mortgage borrowers - measured as the proportion of household income borrowers need to meet repayments on new mortgages – improved on average in Australia over the year to September 2019.
I noted that mortgage interest rate cuts and housing price declines were responsible. 
However, affordability has deteriorated since July 2019 because of a housing price rebound, particularly in Sydney and Melbourne. 
The study predicts that housing affordability will deteriorate over 2020 as housing prices continue to increase. 
The risk of delinquencies and defaults in new mortgages will increase as affordability deteriorates, a credit negative for Australian residential mortgage-backed securities, Moody's said.
On average, Australian households with two income earners needed 24.6% of their monthly income to meet monthly mortgage repayments on new loans in September 2019, down from 26.7% in September 2018 but up from 24.2% in July 2019.

Australian housing prices decreased an average 1.6% over the year to September 2019, while average household income increased 2.5% and average mortgage interest rates declined by 0.4 percentage point after the Reserve Bank of Australia lowered the official cash rate in June and July 2019. 
The RBA cut the cash rate further in October, which is positive for affordability, however the study predicts that this will be outweighed by rising housing prices over 2020. 
Housing prices increased 1.7% in the two months to September.

Moody's Investors Service predicts that housing affordability will deteriorate in 2020

Rental markets have remained subdued, with rental rates falling across five of the eight capital cities over the three months ending October 2019, according to the latest home index report from CoreLogic
The report found the largest declines are confined to Darwin, where rents are 1% lower over the past three months, and Sydney, where rents are down 0.7%.
The only capital cities where rents were up over the rolling quarter were Brisbane (+0.2%) and Adelaide (+0.3%).

"Soft rental conditions can be attributed to a range of factors including the recent history of rising rental supply, demonstrated by unprecedented levels of investment participation in the housing market between 2012 and 2017, as well as a significant increase in dwelling construction skewed towards rental accommodation in the high rise apartment sector," the report said.
"Additionally, a larger than normal number of renters have transitioned to first home buyers, thereby denting rental demand.
"As dwelling values trend higher and rents languish, gross rental yields are starting to compress.
"Across the combined capitals, gross rental yields moved through a recent peak in May earlier this year at 3.88%.

Australian rental market subdued, rental rates falling: CoreLogic

The September retail report disappointed in every respect. Monthly sales showed another weak gain, up just 0.2%, and real retail sales contracted 0.1% in the quarter to be down –0.2%yr, the first annual contraction since the early 1990s recession. The consensus forecast was for a 0.4% gain in the month and a 0.3% rise for the quarter.
The monthly profile continues to show little or no response to policy measures – interest rate cuts in June-July and tax relief from July should have added about $3bn to monthly household disposable incomes. With retail sales running at $27bn a month, even a small flow on impact to spending would quickly turn the dial. Monthly sales have instead posted lacklustre gains, flat in July, up 0.4% in August and a 0.2% gain in September. Comparing reactions to fiscal and monetary policy easings historically, the current response is at the lowest end of the range.
Quarterly real retail sales have now declined in three of the last four quarters. Importantly, the slowdown in real terms is due to a combination of moderating nominal sales growth and stronger price gains. In fact, the price side has had the larger effect – over the last year, annual growth in nominal sales has slowed by 0.7ppts but retail price inflation has surged 1.6ppts from 1.1%yr to 2.7%yr. The pick-up reflects a mix of factors including the impact of the drought on food prices and easing disinflation in some AUD-affected segments. There are also some indications that retailers have been shoring up weak margins in recent quarters.
For the September quarter, the storetype breakdown showed a very result for cafes &amp; restaurants (–1%qtr, –0.4%yr); slippage for department stores (–0.1%qtr, +0.5%yr); flat sales for basic food (flat%qtr, –1%yr); but modest gains for clothing (+0.3%qtr, +0.9%yr) and 'other retail' (+0.3%qtr, +0.9%yr); and a surprisingly strong bounce for household goods (0.9%qtr, flat%yr) coming off back to back quarterly declines.
By state, all the eastern states recorded sales declines, WA bucking the trend with a surprisingly strong 0.9%qtr gain but coming off back to back falls. Annual spending growth shows a much clearer pattern with NSW and Vic driving the slowdown over the last year, sales in outright contraction in NSW (–1.7%yr) and contracting in per capita terms across both.
Looking by channel, online sales have posted a solid pick up since June, annual growth back above 15%yr (a double digit pace but subdued for this segment). The performance by firms size remains stark with large retailers recording steady nominal sales growth of around 4.5%yr but small retailers seeing sales falling at around 1.5-2%yr.
Overall the report suggests consumer spending remained very weak through the third quarter, pointing to clear downside risks to the wider consumption measures in the national accounts and near term forecasts for GDP growth.

Australian retail sales running on empty: Matthew Hassan

The mini-boom in Hobart and Tasmania is well past its peak in terms of buyer demand, but the state remains the nation’s top performer on price growth in the past year. 
The quarter-by-quarter analysis of sales activity conducted by Hotspotting shows there are few growth markets remaining in Tasmania and we are now seeing the emergence of declining markets for the first time.
Our past three quarterly surveys of sales activity have found that the number of locations with growth momentum has fallen from 23 to 16 to 9. 
The peak of the up-cycle in Tasmania, measured by sales activity, was late in 2017 and there has been a gradual wind-down in activity since then.
But now Tasmania has as many locations classified as declining markets (9) as there are rising markets.
Prices remain buoyant however, although a little less so than three months ago. Our location-by-location analysis of prices shows that 86% of Tasmanian locations have median prices higher than a year ago.
This is down from 91% three months ago, but remains easily the best outcome in the nation. Most of the locations with rising prices have recorded annual growth above 5% and indeed most have had double-digit increases. 
There are only 12 locations across the state of Tasmania with median prices lower than a year ago.
Launceston is the state’s strongest market: it still has three suburbs classified as rising markets – Mowbray, Newnham and South Launceston. Quarterly sales in Mowbray have been 21-23-29-34 and its median price is up 7% to $260,000.
There are 13 suburbs with steady sales performance (suburbs notable for their consistent sales performance include Youngtown, Riverside and Newstead) and none classified as declining markets. 
Suburbs with good annual growth in their median house prices include Newnham (8%), Newstead (11%), Ravenswood (13%) and several others which are up 6-7%.
In the suburb of Launceston, the median apartment price has risen 24% to $400,000 in the past year.
There are still some rising suburbs throughout the Hobert metro area – including Howrah, Margate, Rokeby and Sorell.
Howrah features in our National Top 50 list of Supercharged Suburbs in the Spring edition of The Price Predictor Index, with quarterly sales of 41-46-50-52-58. Its median house price is up 8% to $535,000 and its median apartment price has risen 12% to $415,000 in the past 12 months.
Generally, the Hobart metro area remains steady and suburbs like Moonah and West Hobart make our National Top 50 list of Consistent Suburbs in The Price Predictor Index.
Most locations have median prices well up on the levels of 12 months earlier. Locations with strong annual price growth include Austins Ferry (17%), Lauderdale (21%), Oakdowns (22%), Risdon Vale (18%) and Warrane (15%).
But the Hobart area now has locations classified as declining markets, including Chigwell, Gagebrook and Midway Point.
There are struggling markets elsewhere in the state, notably the West Coast where Queenstown, Zeehan and Rosebery remain classified as declining or danger markets. There’s also mounting evidence of decline in the Burnie market.
At the other end of the scale, regional towns with big price rises include Huonville (15%), Perth (14%), Smithton (23%), East Devonport (16%), Longford (12%) and George Town (12%).
In the Dorset LGA, both Scottsdale (17%) and Bridport (15%) have had strong growth in their median prices.

Tasmania real estate past its peak, but still Australia's top performer: Hotspotting's Terry Ryder

According to ABS housing finance data for August 2019, first home buyers comprised the largest proportion of national owner occupier mortgage activity since early 2012.  
The data showed first home buyers comprised 29.8% of the national market for owner occupier home loans; almost five percentage points above the decade average of 25%.
 A similar trend can be seen across every state, with first home buyers a larger proportion of the market relative to the decade average. There are a variety of factors that have provided first time buyers with a leg up into the housing market.  Housing affordability has improved through the recent housing downturn, mortgage rates have come down, home loan servicing rules have been relaxed and some states have provided additional incentives for first home buyers in the form of stamp duty exemptions or discounts as well as existing first home buyer grants which generally apply to the purchase of new dwellings across most states.

There’s also the fact that first home buyers haven’t had to compete as fiercely with investors, with investor activity generally trending lower since peaking in 2015 at 43% of mortgage demand.  The August update shows investors comprised only 26% of mortgage demand which is well below the decade average of 34%.

First home buyers are the most active across the Northern Territory and Western Australia where this segment of the market comprises 45% and 37% respectively of owner occupier mortgage demand.  These are also the two regions where housing values have fallen the most, providing a substantial improvement to housing affordability.  Dwelling values are down 27% since peaking across the Northern Territory and 23% lower since peaking across Western Australia.

 The regions where first home buyers are the least active are South Australia and Tasmania where first time buyers comprised 22% and 24% of owner occupier mortgage demand in August.  Despite being the lowest of any state, first home buyer participation remains above the decade average in these regions.

Looking forward it’s likely first home buyer’s will reduce as a proportion of overall market activity.  Housing prices are once again rising across most regions of the country while growth in household incomes remain sluggish, which will create renewed housing affordability pressures in markets where home values are rising faster than incomes.

 Additionally, investor activity is likely to ramp up as the prospects for capital gain start to become more widespread and the spread between rental yields and mortgage rates remains around record lows.  Capital city gross rental yields are tracking at 3.7% compared with three year fixed rate mortgages for investment purposes tracking around 3.8%.  In the past, rising home values and greater participation from investors has seen first home buyer activity reduce. The First Home Loan Deposit Scheme, which goes live in January next year is likely to be oversubscribed, however we aren’t expecting this program to make a substantial difference to overall first home buyer participation rates considering the scheme is capped at 10,000 buyers, which equates to less than 10% of first home buyers numbers over the past year.

Discussion of the environment is embedded in our culture as public awareness over issues such as climate change and plastic pollution has grown. Advertisers are not shy about tapping into this concern for their own benefit.
A <a href="https://cdn.theconversation.com/static_files/files/767/Culture_on_Twitter.pdf#page=9" target="_blank">Twitter analysis last year</a> revealed that in the UK at least, the environment was a current and growing issue. Between January 2015 and March 2018, discussion on Twitter about single-use plastic, for example, increased by an incredible 5,543%.
Advertisers are already highly skilled at the power of narrative: reducing complexity and helping us make sense of their message. This power is amplified when the narrative taps into culture. A brand message, if successful, then becomes part of people’s conversations rather than interrupting them with ads they <a href="https://mumbrella.com.au/advertisers-should-remember-ordinary-people-dont-care-about-advertising-504672" target="_blank">don’t care about</a>.
Advertisers who tell a good story can persuade the public of all sorts of things. Some messages are positive and constructive. But a few are disingenuous and misleading.
The latter is especially true in the case of recycling, where advertisers often imply that consumers, not corporations, are responsible for the huge amounts of plastic waste a product creates.

<h2>Plastic pollution is a big deal</h2>
Australia’s <a href="https://www.environment.gov.au/system/files/resources/7381c1de-31d0-429b-912c-91a6dbc83af7/files/national-waste-report-2018.pdf" target="_blank">National Waste Report last year</a> found 2.5 million tonnes of plastic waste was generated in 2016-17 - or 103kg for each person. Most of it was only used once, and just 12% was recycled.
Coca-Cola says by the end of 2019, <a href="https://www.ccamatil.com/-/media/Cca/Corporate/Files/Media-Releases/2019/Coca-Cola-Australia-and-Coca-Cola-Amatil-announce-a-major-increase-in-recycled-plastic.ashx" target="_blank">70% of its plastic bottles in Australia</a> will be made entirely from recycled plastic. The company in August released a video in Australia thanking people for recycling.
It follows a European campaign <a href="https://www.beveragedaily.com/Article/2019/06/10/Don-t-buy-Coca-Cola-if-you-re-not-going-to-help-us-recycle" target="_blank">launched by the company in June</a> with the tagline “Don’t buy Coca-Cola if you’re not going to help us recycle”.
Absolut Vodka this year launched a new <a href="https://www.absolut.com/en/products/absolut-comeback/" target="_blank">limited edition bottle</a> made of 41% recycled glass - like all of its bottles - accompanied by a “Guide to a Circular Living Together”. The company told customers: “Now’s your time to shine on stage - rocking the recycling lifestyle as a true #RecyclingHero!”

On the face of it, such campaigns might seem virtuous, especially following <a href="https://www.epa.nsw.gov.au/your-environment/recycling-and-reuse/response-to-china-national-sword" target="_blank">China’s 2018 policy</a> limiting the import of low-quality mixed recyclables. But in fact they continue a long history of framing consumers as the main waste culprits.
The practice began in the US in the 1950s when <a href="https://www.kab.org/" target="_blank">Keep America Beautiful</a> was formed. The non-profit consortium included Coca-Cola and tobacco manufacturer Phillip Morris, among others. Its campaigns, such as the 1971 “<a href="https://www.youtube.com/watch?v=8Suu84khNGY">Crying Indian</a>” ad, tapped into a shared cultural guilt for polluting the environment and, in this case, mistreating native people.
Such tactics have been mirrored by <a href="https://kab.org.au/past-campaigns/litterers-anonymous-2/" target="_blank">Keep Australia Beautiful</a> campaigns.
But guilt is not a good predictor of people’s behaviour. A 2001 <a href="http://selfdeterminationtheory.org/SDT/documents/2001_KoestnerHoulfortPaquetKnight_JASP.pdf" target="_blank">study</a> found individuals must feel ethically validated, not guilty, to behave in an environmentally friendly way.
<h2>Consumers are not the villains</h2>
Manufacturers of consumer products obviously play a <a href="https://www.eco-business.com/news/what-are-the-worlds-biggest-plastic-polluters-doing-about-the-problem/">major role</a> in the growing plastic problem. This is reflected in the <a href="https://www.propertyobserver.com.au/https://www.packagingcovenant.org.au/documents/item/1091" target="_blank">Australian Packaging Covenant,</a> an agreement between government and industry.
It says responsibility for packaging should be shared by companies throughout the supply chain. Consumers, waste service providers, recyclers and governments also have roles to play.
<a href="https://blogs.scientificamerican.com/observations/more-recycling-wont-solve-plastic-pollution/" target="_blank">Researchers have noted</a> that a permissive legal framework has allowed plastic pollution to rise despite the obvious harm it causes to communities and marine life.
As Recycled Plastics Australia general manager Stephen Scherer <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2019-04-14/recycling-industry-demands-federal-action-as--waste-piles-up/10993218" target="_blank">told the ABC this year</a>:
…the federal government has been absent from the conversation about waste, while Australians are operating in a culture where ‘we don’t do what we’re not forced to do’.
Plastic waste is on the radar of Australian governments. State and federal environment ministers <a href="https://www.environment.gov.au/protection/waste-resource-recovery/plastics-and-packaging/packaging-covenant" target="_blank">last year set a target</a> that all packaging be recyclable, compostable or reusable by 2025 or earlier.
But critics say rather than set targets, the federal government must mandate the use of recycled plastic in packaging to ensure the waste problem is addressed.

<h2>Recycling campaigns done right</h2>
Companies such as Coca-Cola are embracing the concept of sustainability to some extent. But better still, other brands have sought to fix recycling systems themselves.
In February Unilever “paid” people in Buenos Aires, Argentina for their <a href="https://www.unilever.com/news/news-and-features/Feature-article/2019/how-were-helping-buenos-aires-residents-make-recycling-a-habit" target="_blank">household recyclables</a> with discount coupons redeemable against its products at selected retailers.
In the UK, Burger King last month announced it was scrapping plastic toys from kids’ meals and invited the public to <a href="https://www.youtube.com/watch?v=c7lmk-V6p6Q" target="_blank">bring in old plastic toys</a> from any restaurant meal. The plastic will be remade into “interactive play opportunities” for families at their restaurants.
In Australia, superannuation fund Australian Ethical ran its latest campaign on <a href="http://www.adnews.com.au/campaigns/new-australian-ethical-campaign-uses-100-recyclable-billboards" target="_blank">100% recyclable billboard skins</a>.
Consumers do have a role to play in waste reduction, including by recycling or demanding that companies find alternatives to single-use plastics. But if companies want to respond meaningfully to the plastic crisis, they must accept ultimate responsibility for their packaging and work towards zero-waste.<img src="https://counter.theconversation.com/content/123579/count.gif?distributor=republish-lightbox-basic" alt="The Conversation" width="1" height="1" style="border: none !important; box-shadow: none !important; margin: 0 !important; max-height: 1px !important; max-width: 1px !important; min-height: 1px !important; min-width: 1px !important; opacity: 0 !important; outline: none !important; padding: 0 !important; text-shadow: none !important;">
