<p>One of Brisbane's last major riverfront redevelopment opportunities has taken a significant step forward, with Lendlease selected as the Queensland Government's preferred development partner for the former Visy site in South Brisbane.</p>

<p>The seven-hectare industrial site, positioned between South Bank and West End and 1.3 kilometres from the Brisbane CBD, will be transformed into a mixed-use precinct expected to deliver more than 4,000 new homes alongside extensive public open space and riverfront parkland.</p>

<p>The project is one of the largest urban renewal opportunities currently planned in Brisbane and is expected to play a key role in accommodating the city's growing population ahead of the 2032 Olympic and Paralympic Games.</p>

<p>Plans for the precinct include a network of riverfront promenades and boardwalks, new public plazas, parkland, amphitheatre-style gathering spaces and shared pedestrian and cycling links designed to reconnect the long-isolated site with the Brisbane River.</p>

<p>The Queensland Government is targeting delivery of the first homes and key public spaces before the 2032 Games, allowing the precinct to begin contributing new housing and public amenity well before the broader masterplan is complete.</p>

<p>The redevelopment is also expected to support more than 3,000 jobs across planning, construction and ongoing operations.</p>

<p>For Lendlease, the appointment adds another major urban regeneration project to its Queensland portfolio. The developer has operated in the state for more than 70 years and has delivered a number of large-scale mixed-use precincts in partnership with government.</p>

<p>Lendlease Development CEO Claire Johnston said the project represented one of Brisbane's most significant redevelopment opportunities.</p>

<p>"The transformation of the former Visy site represents a rare opportunity to reimagine one of Brisbane's most significant riverfront locations, deliver thousands of much-needed homes, and create long-term legacy," Johnston said.</p>

<p>"In partnership with the Queensland Government, we have the opportunity to create a new riverside destination that will help shape Brisbane's growth and how people experience the city for decades to come.</p>

<p>"This is exactly the type of large-scale, city-shaping development that will provide lasting benefits for Queensland, bringing together housing, jobs and world-class public spaces."</p>

<p>Deputy Premier and Minister for State Development, Infrastructure and Planning Jarrod Bleijie said the riverfront transformation would deliver a thriving new community precinct.</p>

<p>“The Crisafulli Government is delivering this golden opportunity to unlock a riverfront jewel for all Queenslanders,” Deputy Premier Bleijie said.</p>

<p>“This is a once-in-a-generation moment to reshape a significant slice of Brisbane and deliver lasting benefits – thousands of new homes, and public spaces for all Queenslanders to enjoy well beyond the 2032 Olympic and Paralympic Games – unlike Labor’s plan which would have delivered zero benefits and zero new homes.</p>

<p>“Queensland is well and truly open for business and through partnership with the private sector, we are accelerating delivery while ensuring strong housing, community and economic outcomes."</p>

<p>Early works on the precinct are expected to commence in April 2027.</p>

Lendlease selected to deliver transformative South Brisbane riverfront precinct

<p>Eddy Haddad's <a href="https://www.apartments.com.au/developers/level-33">Level 33</a> is levelling up its approved Wollongong development, as the coastal city south of Sydney continues to prove popular in the high-density development space.</p>

<p>Level 33, a longtime developer in the Wollongong area, has gone through the NSW Government's Housing Delivery Authority to upsize its approved two-tower development on the corner of Crown Street and Gladstone Avenue, just 100 metres from Wollongong Station.</p>

<p>The developer currently has approval for 252 apartments across two buildings rising to 19 storeys. It is now seeking approval for 33 and 38-storey towers that would deliver 467 apartments, including 67 affordable homes.</p>

<p>Designed by <a href="https://www.apartments.com.au/architects/bka-architecture">BKA Architecture</a>, the development would comprise apartments above a three-level podium with around 1,100 sqm of retail space, along with basement parking for 448 vehicles.</p>

<p>According to the Urban Design Report by BKA, the proposal has the capacity to "reinforce the precinct's identity by strengthening links between health, education, and transport services, while also contributing to Wollongong's ongoing evolution as a key regional centre."</p>

<p>Wollongong is somewhat in vogue. Between Level 33 and Urban Property Group, the two developers have several thousand apartments planned across the city.</p>

<p>Level 33 is currently delivering Easterly Wollongong, one of its most boutique projects to date with just 21 high-end apartments, as well as Atchison &amp; Kenny, a 329-apartment development due for completion later this year.</p>

<p>The developer plans to redevelop the 13,088 sqm WIN Grand megasite into <a href="https://www.apartments.com.au/new-apartments/crown-square-216-238-keira-street-wollongong-nsw-2500">Crown Square</a>, a new $500 million precinct with nearly 600 apartments. It also has more than 900 apartments planned for the former Bunnings Warehouse site at the intersection of Gipps and Flinders streets.</p>

<p>Urban Property Group is also playing a major role in the city's transformation. Its five-tower Keira Place precinct will deliver more than 800 homes, and it has recently lodged plans for a further 300 apartments near Wollongong Station.</p>

<p>Just a week after filing plans for the final stage of its major Keira Place masterplan, <a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has unveiled another significant housing proposal in Wollongong, this time targeting a prominent site opposite North Wollongong Station.</p>

<p>The developer has lodged a State Significant Development Application for a 38-storey mixed-use tower at <a href="https://www.apartments.com.au/new-apartments/4-4a-flinders-street-north-wollongong-nsw-2500">4-4A Flinders Street</a>, around one kilometre north of the <a href="https://www.apartments.com.au/new-apartments/keira-place-wollongong-120-122-smith-street-wollongong-nsw-2500">Keira Place precinct</a> currently taking shape on the edge of the CBD.</p>

<p>Designed by Studio.SC, the proposal comprises a 38-storey mixed-use development containing 303 apartments, including 45 affordable housing units, alongside 174 co-living residences. The scheme also includes ground-floor retail space, extensive landscaping and public domain improvements.</p>

<p>Studio.SC noted in the proposal it "outlines a vision for a landmark transit-oriented mixed-use development centred around North Wollongong Station, designed to support the city’s future growth while responding to the NSW Government’s housing and planning reforms."</p>

<p>The architecture firm said the proposal responds to the opportunities and constraints shaping future growth within the 400-metre catchment of the station and represents "a coordinated and future-focused approach to urban intensification, contributing to the long-term evolution of North Wollongong as a connected, walkable and high-density station precinct."</p>

<p>The site occupies a strategic corner bounded by Flinders Street, Station Street, Stafford Street and the Princes Highway, directly opposite North Wollongong Station.</p>

<p>The proposal follows Urban Property Group's recent submission for the second and final stage of Keira Place, which would deliver a further three buildings comprising 657 homes opposite Beaton Park. It builds on the first stage, which features 150 apartments across two towers and recently commenced construction.</p>

<p>Urban Property Group CEO Patrick Elias said breaking ground on the first stage marked a significant milestone for Wollongong and reflected the developer's long-term commitment to regional cities.</p>

<p>"Today's groundbreaking is about turning approvals into homes and moving quickly to deliver much-needed housing in Wollongong's city centre," Elias said.</p>

First look: Urban Property Group plans next major Wollongong tower

<p><a href="https://www.apartments.com.au/developers/arada">Arada</a> has wasted little time expanding its ambitions in Campsie, lodging plans for a second major project in the rapidly transforming town centre just months after unveiling its three-tower One Campsie proposal on Beamish Street.</p>

<p>The UAE-backed developer has now taken aim at one of the suburb’s most strategically positioned sites, filing a State Significant Development Application for a <a href="https://www.apartments.com.au/new-apartments/10-north-parade-campsie-nsw-2194">33-storey mixed-use tower</a> at 10 London Street and 43 North Parade, directly opposite the future Campsie Metro Station. The proposal is currently on public exhibition and represents another significant vote of confidence in Campsie's emergence as one of Sydney’s key transit-oriented growth centres.</p>

<p>Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a>, the development would deliver 156 apartments above a podium containing retail and commercial space, creating a new residential and commercial gateway to the town centre. The scheme also includes a four-level above-ground parking podium and a dedicated residential amenity floor featuring wellness and recreation facilities. At least 10 per cent of the apartments would be allocated as affordable housing for a period of 10 years.</p>

<p>The proposal occupies a 1,631 sqm site bounded by London Street, North Parade and Dispensary Lane, immediately adjoining the future Metro station precinct and just metres from Beamish Street’s retail and dining strip. According to the Urban Design Report, the project seeks to deliver "a great place that prioritises human-scaled experience and provides spatial improvements to the area."</p>

<p>Woods Bagot describes the tower as a key marker within Campsie's next phase of growth.</p>

<p>"Located directly opposite the new Campsie Metro Station on North Parade, 10 London Street is a thoughtfully composed 33-storey mixed-use tower that contributes to the ongoing transformation of the town centre," the Architectural Design Report states. The report says the project is intended to provide "high-quality homes within a vibrant, connected urban environment, while helping define Campsie's future skyline."</p>

<p>A strong emphasis has been placed on the public realm. The ground floor incorporates over 500 sqm of retail space and active frontages along both London Street and North Parade, while the podium is wrapped by extensive landscaped planting intended to soften the building's scale and strengthen the pedestrian experience. The development would also widen surrounding footpaths and improve connections between the Metro station and the broader town centre.</p>

<p>Above the podium, residents would have access to more than 1,400 sqm of communal amenities, including a pool, gym and landscaped recreation spaces. A distinctive green-wall treatment extending across four podium levels forms a major architectural feature, helping differentiate the project within the emerging high-density precinct.</p>

<p>The tower's design is closely tied to the broader Campsie Town Centre Master Plan and the arrival of Sydney Metro. The Urban Design Report notes the proposal "directly supports the Campsie Town Centre Master Plan by delivering new homes in a location explicitly identified for growth, improved accessibility, and high-quality urban renewal." It adds that the project contributes to the master plan's vision for a strengthened town centre supported by thousands of new homes around the future Metro station.</p>

<p>The application follows Arada's recently lodged One Campsie project at 124–142 Beamish Street and 16–18 Ninth Avenue, where the developer is seeking approval for 346 apartments across three towers rising 24, 32 and 39 storeys. Together, the two proposals would cement Arada as one of the most influential developers shaping Campsie's future urban form.</p>

<p>Arada entered the Australian market in 2024 and has rapidly assembled a significant development pipeline across Sydney. Alongside its Campsie holdings, the developer is soon to launch <a href="https://www.apartments.com.au/new-apartments/wattle-green-2-fishburn-crescent-castle-hill-nsw-2154">Wattle Green</a> in Castle Hill, and has expanded its local operations following its acquisition of construction firm Roberts &amp; Co.</p>

<p>Located around 14 kilometres south-west of the Sydney CBD, the site sits at the centre of one of Sydney's fastest-changing middle-ring precincts. The Metro conversion of Campsie Station, combined with Canterbury-Bankstown Council's master planning framework, is driving significant residential intensification around Beamish Street and North Parade, with thousands of new homes expected over coming decades.</p>

<p>For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.</p>

<p>The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.</p>

<p>But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.</p>

<p>The biggest takeaway is that inflation continues to move in the right direction.</p>

<p>Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.</p>

<p>While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.</p>

<p>The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.</p>

<p>That trend is important because it aligns with what many economists and lenders have been saying for the last month.</p>

<p>Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.</p>

<p>In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".</p>

<p>The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.</p>

<p>Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.</p>

<p>Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.</p>

<p>Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.</p>

<p>Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.</p>

<p>While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.</p>


The inflation result the property market was waiting for

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>
</ul>

<p>While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.</p>

<p>The scheme is expected to commence in NSW in late 2025, as part of a national rollout.</p>

<div>Germany now has more than 58,000 cases, but its curve does now appear to be flattening.</div>

<div>Tragically, Italy has seen more than 92,000 cases and 10,000 deaths, but with luck here too the exponential growth may soon be curtailed. </div>

<div>Spain's figures still look nasty, but the curve is gradually flattening. </div>
<div> </div>
<div>Increasingly the biggest disaster of all looks as though it might be in the US, where cases have exploded to 120,000 with little sign of any promising progress to date.</div>
<p class="post-title entry-title"><strong>Australia shutdown</strong><br><strong><br></strong>How about in Australia?</p>
<div>Today, new known cases increased by 460, taking total known cases to 3,640, with 14 deaths to date (mainly over those aged in their 70s or older). </div>

<div>Granted, a lot may change in this regard within a week or two. </div>

<div>So we're by no means out of the woods yet, but for whatever reasons things do appear to be shaping up somewhat better in Australia than elsewhere.</div>

<div>And that's in spite of multiple cruise ship blunders and numerous earlier examples of flagrant disregard for social distancing rules.<br><br>And, indeed, it's in spite of more widespread testing per capita in Australia than in most other countries (Korea, Germany, and Russia have held more tests than we have, but of course their respective populations are far larger than ours, at only 25 million). </div>
<div> </div>
<div>Only a virologist can explain the possible reasons for this; perhaps the climate helps?</div>
<p class="post-title entry-title"><strong>A 9-point plan for re-opening Australia</strong></p>
<div>This is a global pandemic with global ramifications, but ultimately the world won't end, and figuratively speaking it'll be every man for himself when it comes to the critical question of how to kick-start national economies again.</div>
<div> </div>
<div>Here's a 9-point plan for how we might be able to achieve it soonest and most effectively, from the perspective of a perpetually under-qualified blogger, should the daily figures begin to improve over the next fortnight:</div>
<div> </div>
<div><strong>1 - Initiate a shelter-in-place order</strong></div>
<div> </div>
<div>States already have shelter-in-place action plans, so these should be used immediately for all non-essential workers and businesses. </div>
<div> </div>
<div>The Aussie economy has effective already had a coronary, so it's now imperative to get daily new cases of the Coronavirus under control as soon as humanly possible.</div>
<div> </div>
<div>The sooner we can do that, the sooner we can think about re-opening. </div>
<p class="post-title entry-title"><strong>2 - Wage subsidies</strong><br><br>The government has spoken much about its 'stimulus packages the equivalent of 10 per cent of GDP', but the truth is much of this has been in the form of loan facilities and other non-cash items.</p>
<div>Whether by following a similar model to Boris Johnson in the UK or through another approach using the existing transfer system, the government must announce wage subsidies for stood down workers to keep them solvent until such time that the economy can be opened for business again.<br><br>Retail workers are being stood down at an alarming rate, while hospitality and tourism is also being smashed.<br><br>But these workers can return to work soon too, provided that they can be tided over with subsidies.<br><br>Furthermore, with Treasury or RBA funding, banks may also be better served over the medium term to offer interest-only mortgage terms at an interest rate of, say, 2½ per cent to any borrowers in distress, for as long as needed (in addition to the arbitrary 6-month payment holiday terms already being promoted). </div>
<div> </div>
<div>Interest-only mortgage terms with the use of an offset account can be an ideal means for families and other mortgagors to begin building up a safety buffer as get back on their feet from a financial perspective.</div>
<div> </div>
<div>Rental relief measures will presumably also follow, perhaps implemented at the state level. </div>
<div> </div>
<div>These are extraordinary measures, but they're also extraordinary times.<br><br>Shutting down the economy is effectively a national disaster scenario, and it needs to be approached as such. </div>
<p class="post-title entry-title"><strong>3 - Set up a COVID-10 Delivery Unit</strong></p>
<div>Create a dedicated COVID-19 Delivery Unit to purchase, import, manufacture, or find any other ways to both stockpile and circulate facemasks, surgical masks, respiratory equipment, ventilators, gowns, protective gear, and treatment drugs, and prepare as many ICU beds as practicable around the country. </div>
<div> </div>
<div>Even <em>if</em> the virus gets under control in the short term, there could yet be a second, third, and fourth wave, so it's better to go hard here rather than die wondering (for want of a better phrase). </div>
<div> </div>
<div>If there's available funding for testing and research into vaccines, cures, and effective treatments, then implement that too. </div>
<div> </div>
<div><strong>4 - Fund a COVID-19 Testing and Tracing Unit</strong></div>
<div> </div>
<div>Australia must acquire millions of testing kits, and put in place widespread and rigorous testing and tracing regime, with an enforceable action plan for quarantining and treating those with symptoms, and tracing the recent contacts of any known infected persons. </div>
<div> </div>
<div><strong>5 - Government messaging</strong></div>
<div> </div>
<div>Testing and tracing will likely need to continue long after the curve of new cases is flattened, and to this end government messaging should encourage Aussies to keep a daily journal of their movements, and a daily record of folks they may have had close contact with each day (this is a suggestion I read about at the excellent <em>Calculated Risk</em>, and as usual it's a very thoughtful one). </div>
<div> </div>
<div>One of the best-known finance authors once reportedly said that people need to hear simple messages over and over again before they truly sink in...a point with which I concur.</div>
<div> </div>
<div>Therefore, appropriate messaging needs to be hammered home repeatedly on social distancing, the wearing of facemasks, washing hands, sanitising, hygiene, avoiding touching objects unnecessarily, and a raft of other key points. </div>
<div> </div>
<div>The wearing of facemasks has, to my knowledge, normally only been common practice amongst Aussies of Asian origin, but common sense says we should all consider adopting the practice (and maybe gloves too).</div>
<p class="post-title entry-title"><strong>6 - Re-open local economies with few cases</strong></p>
<div>The government faces the nigh on impossible task of balancing the public's health against the human and economic cost of keeping businesses closed.</div>
<div> </div>
<div>Take the example of the capital city of Darwin.</div>
<div> </div>
<div>The Northern Territory was already in recession before the COVID-19 issue surfaced, and now its borders must be closed and its businesses will be hit harder still by any restrictive measures. </div>
<div> </div>
<div>Yet the entire territory has just 15 known cases of the Coronavirus to date, and only one death.</div>
<p class="post-title entry-title"> </p>

<div>At the appropriate point the towns and cities (and then states and territories) with the fewest cases will need to see restrictive measures lifted.<br><br>This can soon be an opportunity for Australia's regions to lead the economy forward again, which would make a pleasant change from the heavy reliance on Sydney and Melbourne of the past 7-8 years. </div>
<div> </div>
<div>Virus hotspots may need to remain shuttered for longer, but for towns and cities with the fewest cases the curfews and restrictive measures can be lifted soonest. </div>
<div> </div>
<div><strong>7 - Re-open the Aussie borders, but with mandatory testing</strong></div>
<div> </div>
<div>The capability should exist to introduce and maintain mandatory testing for all entrants into Australia on an ongoing basis. </div>
<div> </div>
<div>It goes without saying that those showing symptoms will need to be quarantined and appropriately treated. </div>
<div> </div>
<div>On the one hand these measures may seem draconian, but on the other hand, what might the alternative look like? </div>
<div> </div>
<div>Many of the cases in Australia apparently originated overseas, so airports and the border are evidently a high risk area. </div>
<div> </div>
<div><strong>8 - Allow businesses to re-open</strong></div>
<div> </div>
<div>As daily new known cases begin to decline, allow businesses and trading to re-open, but with social distancing still to be practised to the extent possible.</div>
<div> </div>
<div>Businesses should be encouraged to allow staff to work from home where practicable, and group meetings discouraged where possible.</div>
<div> </div>
<div>Moreover, an over-arching rule of common sense must apply. </div>
<div> </div>
<div><strong>9 - An ongoing fight</strong></div>
<div> </div>
<div>It's not yet entirely clear whether re-infection is possible, or whether there will be second and third waves of the virus in those locations where cases of the virus have initially been controlled. </div>
<div> </div>
<div>Therefore, we must remain vigilant well beyond the point that the economy is up and humming again.</div>
<div> </div>
<div><strong>A balancing act</strong></div>
<div> </div>
<div>There is, of course, no 'right' way to do these things. </div>
<div> </div>
<div>Every day that companies or self-employed workers are closed for business inflicts more pain, so there are many challenging decisions to be made in real time by those in power to balance the potential risks versus respective health and economic costs. </div>
<div> </div>
<div>Only in hindsight will experts know what could or should have been done with more certainty, but this 9-point plan is what's swirling around my head tonight.</div>
<div> </div>
<div><strong>In short: </strong></div>
<div> </div>
<div>- Issue shelter-in-place orders until the curve of new cases is flattened;</div>
<div> </div>
<div>- Go hard, fast, and early to wage subsidies for workers and cash payments for businesses, with further mortgage and rental relief packages to follow;</div>
<div> </div>
<div>- Build up a war chest of medical supplies, and introduce a nationwide testing, tracing, and quarantining program;</div>
<div> </div>
<div>- Hammer home the 'best practice' messaging, and encourage record-keeping with respect to personal movements and contact with others;</div>
<div> </div>
<div>- As daily new cases begin to decline, re-open locations and economies with the fewest known Coronavirus cases first, and gradually roll this re-opening out nationwide; and </div>
<div> </div>
<div>- Enforce mandatory testing for all entrants to Australia, with quarantine as required.</div>

<p>Services such as Uber Eats and Deliveroo have become essential to cafes and restaurants that can now only sell takeaway food.</p>
<p>It is good news for the likes of Uber, whose stock price has risen since it announced a ten-fold increase in the number of restaurants signing themselves up to <a href="https://au.finance.yahoo.com/news/uber-eats-growth-coronavirus-delivery-140101683" target="_blank">Uber Eats</a>.</p>
<p>But it’s a situation that has provoked serious questions. Not only about whether delivery services are safe, but <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/radionational/programs/godforbid/the-covid-19-conundrum/12095750" target="_blank">whether it’s ethical to use them</a>.</p>
<p>Digital platforms like Uber Eats and Menulog are not, after all, ideal employers. In fact, they don’t regard themselves as employers at all, merely facilitators of work by “independent contractors”.</p>
<p>Food delivery drivers and riders often work for <a href="https://www.theguardian.com/australia-news/2019/nov/20/food-delivery-bike-couriers-in-australia-being-underpaid-by-up-to-322-a-week" target="_blank">less than the minimum wage</a>, and have no employee rights such as sick leave.</p>
<p>Now we are collectively relying on them to provide an essential service during social distancing, we need to ask what, as a society, we owe these workers in return.</p>
<h2>Vulnerable to exploitation</h2>
<p>We’re interested in how this economic crisis affects food delivery drivers and riders due to our research into the experience of migrant gig workers.</p>
<p>Our research has found migrants are already “socially distanced”, without deep networks of family or friends. They are vulnerable to exploitation and discrimination.</p>
<p>Most food delivery work is done by migrants, through third-party digital platforms like Uber Eats and Menulog. The platforms treat drivers and riders as independent contractors, not employees with the protections and rights of employees.</p>
<p>A 2019 survey <a href="https://www.premier.vic.gov.au/revealing-the-true-size-of-australias-gig-workforce/" target="_blank">commissioned by the Victorian government</a> suggested about 7% of the workforce used digital platforms to get gig work, the most common being Airtasker (35%), Uber (23%), Freelancer (12%), Uber Eats (11%) and Deliveroo (8%).</p>
<p>Previous research suggests <a href="https://theconversation.com/the-way-they-manipulate-people-is-really-saddening-study-shows-the-trade-offs-in-gig-work-79042" target="_blank">many choose gig work</a> simply because it is better than other forms of low-paid work.</p>
<p>Now food delivery workers face pressure from those displaced from such jobs in hospitality or retail. Complicating the situation is the lack of clarity about whether those on temporary work visas are <a href="https://www.theguardian.com/business/2020/mar/22/what-australias-189bn-coronavirus-economic-rescue-package-means-for-you" target="_blank">eligible for income support</a> announced for other workers.</p>
<p>Platforms don’t owe gig workers a minimum wage so can sign up as many “independent contractors” as they like. This improves the service for customers, and increases profit for the platform, but means individual deliverers make less money.</p>
<h2>Increased health risks</h2>
<p>Many delivery services are <a href="https://www.huffingtonpost.com.au/entry/coronavirus-australia-uber-eats-deliveroo-drive-thru_au_5e71a846c5b63c3b6486e11a" target="_blank">implementing contactless delivery</a> procedures. But the lack of defined employer responsibility in the platform economy means patchy attention to the extra physical and mental health risks gig workers now face.</p>
<p>Unions and others have urged delivery platforms <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/science/2020-03-06/gig-economy-workers-uber-deliveroo-ola-coronavirus-outbreak/12022072" target="_blank">to provide protective equipment</a> such as gloves, face masks and sanitisers. Responses from platforms have been limited.</p>
<p>This was Uber Eats’ response on March 17, by its regional general manager for the Asia Pacific, <a href="https://www.uber.com/en-AU/newsroom/covid19aus/" target="_blank">Jodie Auster</a>:</p>
<p><em>Our plan to address challenges born by COVID-19 includes making A$5 million in funding available for independent restaurants across Australia and New Zealand. The multi-million dollar fund will allow restaurants to deploy promotions to attract customers and will help restaurants time promotions to suit their individual business needs.</em></p>
<p>What Auster didn’t mention was a plan to issue safety gear, though she did note the company had started a campaign “reminding Uber Eats users that they can request deliveries be left on their doorsteps”.</p>
<p>Not surprisingly, delivery workers are scared <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/radionational/programs/drive/union-seeking-protections-for-delivery-drivers/12094366" target="_blank">they will catch the coronavirus</a>.</p>
<p>Uber says it will financially assist drivers and riders “diagnosed with COVID-19 or placed in quarantine by a public health authority” for a period of <a href="https://www.uber.com/en-AU/newsroom/covid19aus/" target="_blank">up to 14 days</a>.</p>
<p>But what if a worker with viral symptoms wants to self-isolate as a precaution? There’s no sick leave or workers compensation, and they risk “deactivation” if work isn’t accepted.</p>
<h2>Legal protection</h2>
<p>Social distancing measures mean the delivery economy and the health of the general population are now intimately linked.</p>
<p>To secure and safeguard this now essential service, it is time the law ensured gig workers have the same legal rights and protections as other employees.</p>
<p>We need the delivery drivers coming to our doors to be healthy. Delivery workers are now essential, they deserve the same rights

<p class="legacy"><span style="color: #333333; font-family: Tahoma, Helvetica, Arial, sans-serif; font-size: 12.15999984741211px;">The novel coronavirus sees Australia facing major unprecedented health and economic crises. The key to preventing a downward spiral of the economy is to avoid a collapse in incomes of newly laid-off workers who won’t be able to afford what they normally purchase, and temporarily closed businesses which won’t be able to pay rents or other fixed costs, nor buy goods and services to trade.</span></p>
<p>It is likely that once a vaccine is delivered by science, or even before, the economic recovery will begin. Thus the question: what are the most equitable ways to handle this major short-term trauma?</p>
<p>There is an instrument that should be used to add to the size and efficacy of the necessary fiscal boost. Income contingent loans provide extra financial support without threatening future fiscal solvency.</p>
<h2>What are income contingent loans?</h2>
<p>Most people in Australia would be familiar with our HECS (Higher Education Contribution Scheme) for tertiary education fees. Students take a loan from the government to cover the cost of their university now, and pay it back when they are earning over a certain threshold in the future.</p>
<p>In what was a world-first, Australia implemented this style of loan scheme in 1989 and it has now been copied in <a href="https://www.sciencedirect.com/journal/economics-of-education-review/vol/71/suppl/C">around ten other countries</a>.</p>
<p>For those with a HECS debt, when incomes are low in certain periods, such as from unemployment, looking after an infant or caring for aged parents, no repayments are required at that time.</p>
<p>The government gets the money back later when the debtor’s financial situation has improved. This is known as an “income contingent loan”.</p>
<h2>How could we use these loans for the COVID crisis?</h2>
<p>It’s useful to distinguish three categories of financial stress that have emerged and which an income contingent loan could assist:</p>
<p>1) for individual employees recently, or soon to be, laid off</p>
<p>2) small businesses forced by health rules or insufficient trade to suspend activity</p>
<p>3) large businesses forced by health rules or insufficient trade to suspend activity.</p>
<p>Income contingent loans can be designed for all three cases although each is quite different.</p>
<p><strong>1. Now jobless employees</strong></p>
<p>For employees now jobless, a HECS-type system could take the form of the government providing a fixed payment (for example $5,000) per person. Some part of that payment would be required to be repaid according to existing (or new) HECS parameters.</p>
<p>Those people whose incomes do not recover repay nothing, or much less than those who regain their financial security (who would repay fairly quickly). The experience of 30 years of efficient HECS collection, including lessons learned, has shown us this would all be administratively straightforward.</p>
<p><strong>2. Affected small businesses</strong></p>
<p>In the case of an income-contingent loan for business, a different approach should be used, that doesn’t involve personal incomes. What is needed instead is a revenue-contingent loan – a system designed and promoted by Linda Botterill and Bruce Chapman nearly 20 years ago.</p>
<p>The reporting of business revenue is a quarterly legal requirement of business through the existing Business Activity Statement which is used to collect the GST. Unlike profits, revenue cannot legally be manipulated to suit the timing of repayments. The revenue-contingent loan obligation would be linked to the Australian Business Number.</p>
<p>In the case of a small business, the government could provide a loan, which would be capped at a level reflecting a firm’s capacity to repay when revenues recover. This could be a fixed amount (for example 25%) of the average of the past three years of annual revenue.</p>
<p>To minimise the chance of non-repayment, eligibility could be restricted to firms that have a good chance of future solvency as reflected, for example, in them having been around for a fixed number of years (for example three years).</p>
<p>The government would need to set a repayment rate, and past modelling has revealed small rates of say 5% to 8% of future annual revenues would be sufficient.</p>
<p>To make sure all this would be equitable for business and healthy for future budgets, the government would need to now model different loan amounts, and different collection and interest rates.</p>
<p>Modelling the different assumptions for budgetary planning would be required to be more precise about the policy details.</p>
<p><strong>3. Bigger businesses</strong></p>
<p>In the case of assistance for not-so-small business, the sums of money needed for the current situation necessitate the involvement of the banks in cooperation with the government.</p>
<p>Government is not equipped to take over large-scale commercial borrowing. But a revenue-contingent loan would still have an important role to play in such a partnership with commercial banks for current not-so-small financial borrowing needs.</p>
<p>The arrangement of joint bank and government lending would be the government providing a revenue-contingent loan which is a proportion of the bank loan. The government loan could repay the bank loan in the very short-term until business reopens and recovers.</p>
<p>A partnership of this kind would be ideal for business, which then has the capacity to repay the normal loan even when there is no short-term revenue coming in.</p>
<p>It would also be beneficial for the banks, which would then have far higher prospects of full loan recovery. It also provides a future return to the taxpayer for the government support of banks during these difficult economic times.</p>
<p>The provision of income contingent loans to individuals, and the revenue contingent loans for business, would have major potential to sustain the Australian economy during a sharp temporary downturn, while not putting additional pressure on future fiscal solvency. This is a bridge to a sustainable recovery.</p>

<p>There are some challenges coming that are going to reshape our industry. I’m not trying to panic anyone, and I’m not being alarmist. But the impact of what we’re all going through with the virus and the pandemic that’s spread across the world is hitting the economy, and it’s going to keep on doing that.</p>
<p>Over the next six months, we’ll start to understand just how the country will recover financially, and what shape every industry will be in.</p>
<p>But in the short term, there are some questions a lot of people will be asking themselves.</p>
<p>One of the first is going to be around short-term vs. long-term gains in property, and what the right moves are from a strategic vantage point.</p>
<p><strong>The Airbnb problem</strong></p>
<p>Owners who have been planning on investing in or who already have built up a portfolio of short stay properties for guests using Airbnb are going to be worrying right now. The drop in travel, both domestically and internationally, is already being felt by the airlines, and it’s being felt by the hotel industry, and it’s being felt by individual owners too. Airbnb properties are designed to cater to a short-term stay, and when those guests dry up, the asset dries up too.<span style="font-size: 12.16px;"> </span></p>
<p>Owners are going to be looking towards longer term rental options and wondering if that shift will be the right one for their portfolio. The higher nightly rate that Airbnb rentals can bring in is always going to be attractive, and it’s what drives many owners to embrace that option in the first place. What it brings with it, unfortunately, is that instability that we’re seeing in times of a downturn. If we’re anticipating that the current downtown could last a while – and at this point, we’ve got no idea of when international travel will pick up – the nightly rate becomes far less attractive when you can’t get guests into your asset.<span style="font-size: 12.16px;"> </span></p>
<p>The stability of a longer-term occupancy gives you the chance to start recovering a lot sooner.</p>
<p><strong>Longer-term rentals are still growth assets</strong></p>
<p>The flexibility of the Airbnb market does appeal to owners who want to work on their property actively and push their income from it. But short stays aren’t the only way to do that. In fact, when you are able to rely on the longer-term occupancy of your tenants, and they are reliable, and they are dedicated to their living space as a home, you can actually do so much more. Where you could make minor experience, cleaning and fee adjustments on an Airbnb to change the real-time cashflow, if you invest into a longer term property in a smart way, making improvements and working with your tenants to better understand their needs, you can often increase your gains far more, over a longer period. A 12 month increase in rent that you know will last, is worth more than a spike over a few weekends.</p>
<p><strong>Longer-term right now will need some patience</strong></p>
<p>Yes, the longer-term rental market is going to be more stable. It’s a fact. Australian residents and local residents need a home, and renting is going to be the option. But with the downturn in the economy, you might find that you’ll need a little patience, a little empathy and space for tenants who might be hit hard financially, and the room to wait it out, in exchange for the longer-term wins and steadiness. But if you’re able to do that now, you actually have the chance to build a lasting and trusting relationship with good tenants who will stay with you for years, support rental increases in-line with your own investments in the property, and take care of it themselves while they do so.</p>
<p>You won’t get that from an Airbnb guest.</p>

Rethinking short-term property in the face of Covid-19: Yabonza's Mark Trowell

<p>The <a href="https://www.theguardian.com/australia-news/2020/mar/24/newly-unemployed-australians-queue-at-centrelink-offices-as-mygov-website-crashes-again">queues of unemployed people</a> outside Centrelink offices in recent days are reminiscent of the dole queues seen across Australia during the Great Depression of the 1930s.</p>
<p>At that time, most states provided inadequate food vouchers rather than cash to people in the form of income support payments. This made it particularly difficult for renters, many of whom were unemployed due to the mass closure of factories, to continue to pay rent.</p>
<p>In NSW, lower-income areas of Sydney were particularly badly hit by unemployment, and because the working class was a renting class, this quickly translated into homelessness.</p>
<p>For example, <a href="https://www.propertyobserver.com.au/https://trove.nla.gov.au/work/24918466?q&amp;versionId=45061110">male unemployment reached</a> 38.9% in the then-working class suburb of Newtown by 1933, well above the NSW average of 32% and three times the rate in the affluent suburb of Vaucluse.</p>
<p>Tent cities sprang up in Sydney’s Domain and on the outskirts of the city in suburbs like La Perouse, such as the ironically named tent city, Happy Valley. Although this is likely to underestimate the numbers of homeless at the time, the <a href="http://www.drbilldayanthropologist.com/resources/Freedom%20to%20Sleep.pdf">1933 census reported</a></p>

<p>33,000 people [were] travelling in the hope of work and 400,000 [were] living in shelters made of ‘iron, calico, canvas, bark, hessian and other scavenged materials’.</p>

<h2>COVID-19 and assistance for renters</h2>
<p>There are distinct parallels between the severe economic downturn of the 1930s and the economic repercussions of the COVID-19 crisis in terms of mass business closures and worker layoffs.</p>
<p>The Australian government has <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2020-03-24/renters-desperate-for-relief-as-jobs-disappear-coronavirus/12086080">estimated that one million Australians</a> could become unemployed as a result of the coronavirus. However, it is not clear if this comprises only those who will be directly affected by business closures or includes people impacted by the flow-on effects.</p>
<p>Taking into account the <a href="https://www.propertyobserver.com.au/https://www.abs.gov.au/ausstats/abs@.nsf/mf/6202.0">current unemployment rate</a>, an additional one million Australians would bring the rate to 13% of the Australian workforce, from my own estimates.</p>
<p>Although the increase in Centrelink payments announced by the Morrison government will help those workers suddenly without jobs, additional measures are needed to protect people who can’t pay their rents and are faced with possible eviction</p>
<p>The National Cabinet is working on a range of strategies to assist renters, <a href="https://www.afr.com/politics/federal/tax-breaks-for-landlords-who-grant-rent-relief-20200325-p54dn7">including preventing landlords from evicting tenants</a> directly impacted by the coronavirus and offering tax relief to landlords who reduce or waive rents.</p>
<p>But these need to be supplemented by strong legislative measures, such as the amendment <a href="https://www.parliament.nsw.gov.au/bill/files/3741/Passed%20by%20both%20Houses.pdf">passed by the NSW parliament</a> this week that empowers the housing minister to <a href="https://www.smh.com.au/national/nsw/fundamentally-flawed-nsw-real-estate-body-slams-rent-freeze-bid-20200325-p54dy5">ban evictions for renters for six months</a>.</p>
<p><a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2020-03-25/tenancy-law-changes-under-coronavirus-crisis-before-tas-parli/12089798">Emergency laws</a> to protect renters are also currently being debated in Tasmania.</p>

<h2>Staving off homelessness in the Great Depression</h2>
<p>There is precedent for legislative reform of this kind from the Great Depression.</p>
<p>In response to the mass numbers of job losses in NSW, the government at the time, led by Premier Jack Lang, passed two pieces of legislation aimed at providing relief for renters. This legislation was very significant, as it was the first of its kind that afforded tenants across NSW any serious amount of protection.</p>
<p>One of the bills, passed as the <a href="https://www.legislation.nsw.gov.au/acts/1931-45.pdf">Reduction of Rent Act 1931</a>, reduced rents state-wide by 22.5% and made leases that did not acknowledge this reduction illegal.</p>
<p> </p>
<p>The other piece of significant tenancy reform was the <a href="https://www.legislation.nsw.gov.au/acts/1931-30.pdf">Ejectments Postponement Bill 1931</a>. This bill <a href="https://www.parliament.nsw.gov.au/researchpapers/Documents/tenants-rights-in-nsw/09-99.pdf">prohibited eviction</a> from a dwelling house without an order of the court. If the court could be shown the rent could not be paid, the tenancy could be extended indefinitely.</p>
<p>In his second reading speech, William McKell, minister for justice in the Lang government, described the bill as “a bona fide effort to provide against hardship due to unemployment”.</p>
<p><span style="font-size: 12.16px;">As honourable members are aware, there is a large amount of unemployment, and there are many very deserving and reputable people who, unfortunately, are not able to pay their rent. It is a tragedy that people of that type, with their families, are being evicted from their homes, and the Government is desirous of preventing as far as possible evictions of that character.</span></p>
<p>Though the government was committed to helping renters, McKell clearly distinguishes between the deserving and undeserving unemployed in his speech, an unhelpful way of thinking that is still with us today.</p>
<p>Although it is not known how many evictions the reforms of 1931 prevented, the new laws were undoubtedly a boon for renters, given the news coverage of the time. Landlords and their representatives complained about the impact the laws had on their ability to evict tenants.</p>
<p>In fact, the Real Estate Institute <a href="https://www.propertyobserver.com.au/https://trove.nla.gov.au/newspaper/article/16830179/1160545">noted the financial hardship</a> the Ejectments Postponement Act was placing on landlords.</p>
<p><span style="font-size: 12.16px;">Hundreds of cases have been reported to the Real Estate Institute, where the owners of houses, dependent on rents for their livelihood, have been refused possession, and have also been refused relief under the dole system, on the grounds that they are property owners.</span></p>
<p>Unfortunately for renters, these reforms were relatively short-lived. The Lang government was sacked by the NSW governor in May 1932 and replaced in the next election by the more conservative United Australia Party and Country Party coalition government.</p>
<p>This change in government saw the passage of the <a href="https://www.legislation.nsw.gov.au/acts/1935-33.pdf">Landlord and Tenant (Amendment) Act 1932</a>, which repealed the Ejectments Postponement Act 1931. The rent reduction law was also made more favourable to landlords.</p>
<p>The interests of landlords were prioritised over those of unemployed renters, a salutary lesson to present governments not to let ideology and vested interests get in the way of needed reforms that will benefit a significant portion of the population during a crisis not of their making.<img src="https://counter.theconversation.com/content/134644/count.gif?distributor=republish-lightbox-basic" alt="The Conversation" width="1" height="1" style="border: none !important; box-shadow: none !important; margin: 0 !important; max-height: 1px !important; max-width: 1px !important; min-height: 1px !important; min-width: 1px !important; opacity: 0 !important; outline: none !important; padding: 0 !important; text-shadow: none !important;"></p>

Lessons from the Great Depression: how to prevent evictions in an economic crisis

<p>Economists just love to forecast. And forecast often. Indeed they can’t help themselves – even when there is a paucity of past experiences to provide guidance, economists are out there forecasting.</p>
<p>At this stage, clearly it is near impossible to make accurate predictions. Much depends on how quickly the number of COVID-19 cases can be controlled. Also much depends on how quickly treatments and a vaccine can be found for the virus.</p>
<p>These are extraordinary times with no exact precedent.</p>
<p>The best approach to forecasting is shown by the International Monetary Fund, expressing in general terms the likelihood of a global recession in 2020 but not speculating on the size of the fall.</p>
<p>Australia is also at risk of recession. But it is important to note that the Reserve Bank and Federal, State and Territory governments are providing massive support for the economy and financial markets. The economic impact of COVID-19 is also quite variable across businesses and sectors. Travel, recreation and hospitality businesses have been most affected. But supermarkets, electrical goods stores, some transport businesses and sporting goods retailers have noted firmer demand. And infrastructure construction has been little affected.</p>
<p>Notably, in past recessions caused by an external shock (such as 1975 due to the oil price shock), the Australian economy has bounced back quickly. But again, much depends on how quickly the virus can be contained.</p>

<p><span style="text-decoration: underline;">The Global Financial Crisis (GFC)</span></p>
<p>The keenness for economic forecasting was certainly a feature of the Global Financial Crisis (GFC) – an economic event with few parallels. Economists were certain that Australia would follow the world into recession. But recession was avoided. (A recession is typically defined as two consecutive quarters where economic activity (gross domestic product or GDP) declines.)</p>
<p>In October 2008 and February 2009, massive stimulus was provided by the Government and central bank, and it worked to stabilise the economy. In fact when we look back at the GFC many actually believe that the economic support measures were too generous. The economy contracted 0.5 per cent in December quarter and GDP bounced back by 1.0 per cent in the March quarter. The economy didn’t experience another quarterly contraction in output until March 2011 (Cyclone Yasi) even including the period of the 2009 swine flu.</p>
<p><span style="text-decoration: underline;">Past recessions</span></p>
<p>But this period is different. It has been caused by an external shock – and indeed a medical, not financial shock. Most downturns or recessions – both here and abroad – have occurred through financial means, basically policy mistakes. That is, central banks have responded to periods of “irrational exuberance” by lifting rates too far, causing people to cut spending, and causing businesses to trim spending, hiring of staff and investment.</p>
<p><strong>So when have recessions occurred in Australia?</strong> There have been seven periods of recession since quarterly records were first maintained in 1959: 1961, 1971/72, 1975, 1977, 1981/82, 1982/83 and 1991 (many observers view the period from 1981-1983 as one event). Clearly there were also economic downturns before 1959 such as the Great Depression.</p>
<p>The common finding is that most of these periods of recession also occurred in advanced nations, notably the US. Most recessions occurred after a period of tighter financial conditions.</p>
<p>One downturn of note was 1975. And the US and other advanced economies also experienced recessions at that time. The US was in recession from November 1973 to March 1975. And a key cause was an external “shock” – a financial rather than medical event – the first oil shock in 1973 when oil prices soared by 400 per cent in response to an oil embargo. Central banks responded to soaring inflation by lifting interest rates.</p>
<p>In January 1973 the 90 day bank bill rate was 4.70 per cent. Rates steadily increased over 1973 and 1974, peaking at 21.75 per cent in May 1974. Ahead of the 1975 recession, 90 day bills still stood at 9.8 per cent.</p>
<p>Interestingly the Australian economy contracted by 2.6 percentage points over the September and December quarters of 1975 and then rebounded 4.4 per cent in March quarter 1976, expanding over the next year.</p>

<p><span style="text-decoration: underline;">Medical emergencies</span></p>
<p>Three medical emergencies that are most cited are SARS (Severe Acute Respiratory Syndrome) in 2003, swine flu in 2009 and the 1919 Spanish influenza. The SARS epidemic first appeared in late 2002 in Guangdong, China and ended in July 2003. Swine flu appeared in April 2009, extending to August 2010. </p>
<p>The main impact SARS had on the Australian economy was on the travel sector. Australian GDP was weak in 2003, rising just 0.4 per cent in the first half before rebounding 3.4 per cent over the second half of the year.</p>
<p>Assessing the impact of the 1919 Spanish flu is complicated by the end of World War 1. It has been estimated that real aggregate gross domestic product declined by 9.5 percent between 1914 and 1920. The loss of 60,000 service people in the war depressed economic activity, and extended through the early 1920s.</p>
<p><span style="text-decoration: underline;">Unemployment</span></p>
<p>In past economic downturns, unemployment has understandably lifted. But, as stressed, no two periods are the same. While Australia didn’t experience a recession in the GFC, the unemployment rate did lift in the slower economy – lifting from 4 per cent to 5.9 per cent in the space of 11 months. </p>
<p>In the recessions of 1990-1991 and 1981-83, unemployment rose from 5-6 per cent to 10-11 per cent in around a two-year period.</p>
<p>In the current period, the jobless rate stands at a near 8-year low of 5.1 per cent. As the downturn has been caused by an external ‘shock’ the jobless rate will likely rise more quickly. A raft of retail, hospitality, arts and recreation staff have been stood down. However, job creation is occurring in supermarkets, grocery stores, some health businesses and delivery/courier businesses.</p>
<p>While unemployment will likely lift quickly to record levels, the government has lifted cash payments to prevent broader job losses. It is anticipated that jobless rates will fall quickly when the virus is contained and businesses are allowed to re-open.</p>

<h1><span>Sharemarket impact </span></h1>
<p>It may sound like a broken record but these are extraordinary times with no exact precedent. The volatility has been breath-taking as has the speed of sharemarket falls from highs.</p>
<p>After hitting record highs on February 20, the All Ordinaries index entered a ‘bear market’ 12 days later, down 21.3 per cent from highs. A bear market is generally defined as a fall of more than 20 per cent from highs.</p>
<p><span>The US Dow Jones index took 18 days to fall by more than 20 per cent from the February 12 record high. </span></p>
<p>The key issue for investors has been the difficulty in valuing companies in response to a largely unique external shock.</p>
<p><span>Past sharemarket downturns have been induced by economic or financial factors. </span></p>
<p><span>The speed of the current sharemarket contraction has similarities to the October 1987 sharemarket crash. On both occasions, sharemarkets were perceived to have become expensive, raising the prospect of corrections or a period of market consolidation to restore value for investors.</span></p>
<p><span>Interestingly, in the current period, sharemarkets initially were supported despite news of COVID-19. The initial perception was that the virus would be confined to China and the economic impact would be limited to ‘supply chains’ across the globe.</span></p>
<p><span>In 2007, it took 84 days for the All Ordinaries index to fall more than 20 per cent from the highs. In 1987, the sharemarket hit highs on September 21. It took 20 days for the All Ords to fall 10.9 per cent off its highs, before the massive 25 per cent fall on October 20.</span></p>
<p><span>Compared with 2020, again there was nowhere near the speed of falls in sharemarket declines over periods such as 1970-74, 1981-82, or 1990/91 when there were times of economic downturn.</span></p>
<p><span style="text-decoration: underline;">Looking back even further</span></p>
<p><span>Data on the Australian sharemarket goes back to 1875 although the first sharemarket was formed in Melbourne in 1861. There have been numerous events and shocks over time to affect the sharemarket including wars, commodity price shocks (oil, wool), financial crises and the technology crash. </span></p>
<p><span>But in terms of the severity of the downturn and volatility of the sharemarket, the COVID-19 virus crisis has few parallels. It is good to know that there is such a rich history of data to research. The important point is that each experience is different, especially in times of recovery from lows. But experience shows that it can take time for the sharemarket to regain highs. While no two periods are exactly the same, the sharpness of the current decline in share prices may lead to a quicker recovery process.</span></p>
<p><span>In relatively recent times, in 1960, it took 42 days for the sharemarket to fall 20 per cent from the September 16 high. It actually took 717 days for the sharemarket to regain its 1960 highs.</span></p>
<p><span>In the Great Depression, it took 6½ years for the Australian sharemarket to regain the February 1929 high. And it took more than 6 years for the September 1875 high to be exceeded.</span></p>
<p><span>Still, in weak economic times and affected by the Spanish flu, the sharemarket actually rose 19 per cent over 1919 and 1920.</span></p>
<p><strong><span>Residential property prices</span></strong></p>
<p>In Australia, consistent data on home prices goes back to 1980. It is also important to note that there can be marked differences in property cycles. For instance in the current environment, Perth and Darwin are at different points in the cycle from, say, Hobart or Canberra.</p>
<p>In the 1982 recession, house prices peaked in April 1982 and fell 6.4 per cent over the next year. It took 21 months to regain its previous highs.</p>
<p>In the 1990/91 recession there was no appreciable downturn in house prices.</p>
<p>In the 2007/08 GFC, house prices peaked in February 2008 and then fell 8.5 per cent over the next 11 months. It took 21 months for house prices to regain previous highs.</p>
<p>In the current period, house prices fell 9.3 per cent in the 21 months from October 2017. In the recovery since August 2019, house prices have lifted 7.8 per cent.</p>
<h1><span>What are the implications for investors?</span></h1>
<p>These are extraordinary times. Australia and the globe are experiencing a shock like no other. But it is important to note – unlike periods such as the Great Depression – governments and central banks are ‘doing all that it takes’ to support businesses, workers and the more vulnerable members of society. </p>
<p>Labs are working on vaccines and treatments such as those for malaria and tuberculosis are showing promise in killing the virus.</p>
<p>Economies were in good shape ahead of the crisis, in fact it was hard to find better economic ‘fundamentals’ in Australia.</p>
<p align="left">While it will be hard to avoid recession in Australia, it is not impossible. Sharemarkets will settle when virus cases peak (the curve flattens). And while unemployment will likely lift to historic highs, people will quickly return to work when businesses are allowed to re-open.</p>

COVID-19: Making sense of the economic impact: CommSec's Craig James

<p>Commercial landlords have been directed by the PM Scott Morrison to "sit down" with their commercial office, retail and industrial tenants to work out how to get through the coronavirus crisis.</p>
<p>And if commercial landlords don't then they risk missing out payments in the government's third rescue package.</p>
<p>"If you aren't going to engage in that sort of cooperative activity, between bank, between tenants and between landlords, then the sort of support that you might otherwise expect to receive, you will not receive," Mr Morrison said.</p>
<p><span>"We are in unchartered territory, but the goal should be shared and that is a business can reopen on the other side, not weighed down by excessive debts because of rental arrears, a landlord has a tenant so that they can continue into the future to be able to support the investments that they have made and banks have clients," he added.</span></p>
<p><span><span>Finance Minister Mathias Cormann said on Insiders on Sunday that commercial landlords had limited capacity to replace tenants, and he urged a co-operative approach.</span></span></p>
<p>The six month ban on evictions, which has yet to be fully outlined, applies to commercial tenants as well as residential.</p>
<p><span><span>Treasurer Josh Frydenberg said he envisaged rental payments proportionate with rental income in these reduced circumstances would be part of the commercial tenancy </span></span>discussions.</p>
<p class="x_MsoNormal"><span lang="EN-AU">The president of the REIA, Adrian Kelly said while he is very supportive of the Government's efforts, the REIA was disappointed</span> with the simplistic approach of the Prime Minister’s message.</p>
<p class="x_MsoNormal">He suggested the PM's message "ignores the tenancy arrangement and thus raises more questions than it answers."</p>
<p class="x_MsoNormal">“Real estate agents are the middle persons who facilitate the agreement between landlords and tenants and manage it as well as the property.</p>
<p class="x_MsoNormal"><span lang="EN-AU">“There are some 70,000 property managers, principals, real estate agents and representatives across Australia.</span></p>
<p class="x_MsoNormal"><span lang="EN-AU">"</span>Tenants don’t negotiate with landlords.</p>
<p class="x_MsoNormal"><span lang="EN-AU">“Banks have already indicated that they are </span>offering customers the option to defer home loan repayments for up to six months<span lang="EN-AU">.</span></p>
<p class="x_MsoNormalCxSpMiddle">“We need to address the support of agents so that what the Prime Minister wants, in terms of landlords and tenants - finding a solution to get through the crisis, can be achieved.</p>
<p class="x_MsoNormalCxSpMiddle">“Estate agents will work very hard to facilitate the role between landlord and tenant, and to do this they need income.”</p>
<p class="x_MsoNormal"><span lang="EN-AU">“I note that National Cabinet is still to consider details,” concluded Mr Kelly.</span></p>
