Sydney developer&nbsp;<a href="https://www.apartments.com.au/developers/central-element">Central Element</a>&nbsp;is doubling down in Drummoyne, lodging plans for a boutique apartment development on St Georges Crescent, only one-kilometre down the road from its first Drummoyne development, Bianca.

The new project at 15A-21 St Georges Crescent,&nbsp;a&nbsp;1,701sqm north-facing site overlooking Iron Cove, will have 45 apartmnts across 10 levels. Eight of the units will be dedicated to affordable housing.

The site sits within walking distance of Drummoyne Village, Birkenhead Point, ferry services and the Bay Run, and offers harbour views towards the Sydney Harbour Bridge and CBD skyline.

Designed by MHN Design Union, the development will deliver a mix of one, two and three-bedroom apartments, alongside resident amenity including a gym, landscaped communal open space and three levels of basement parking.

The project has been lodged under the NSW Government's Low and Mid-Rise Housing reforms, with Drummoyne Village identified as a town centre capable of accommodating additional housing supply.

Central Element acquired the site earlier this year as part of its continued expansion across Sydney's eastern suburbs, lower north shore and inner west.

The developer's current pipeline includes luxury apartment projects Pearl Bondi and a separate development on Lamrock Avenue in Bondi, a residential project in Barry Street, Neutral Bay, and a mixed-use seniors living community in Greenwich.

Central Element Managing Director Nathan Chivas said the project would address a shortage of new owner-occupier housing opportunities in Drummoyne.

"While we're seeing a significant shift across Canada Bay as major infrastructure investment, population growth and planning reform drive a new chapter for the region, in suburbs like Drummoyne there remains a genuine shortage of new boutique luxury housing opportunities for owner occupiers," Chivas said.

"Sites of this nature are increasingly difficult to secure, particularly those that combine a north-facing aspect with direct water outlook. Our St Georges Crescent project responds directly to the market demand, offering a level of exclusivity, outlook and lifestyle in the highly sought after suburb."

The development application has been lodged with the City of Canada Bay Council, with the project expected to launch to market in early 2027.

Central Element seeks second Drummoyne apartment development

The NSW Government has unveiled plans that could deliver around 1,300 new homes across Nowra and Kiama, continuing its push to unlock housing in well-located regional centres along the South Coast.

The proposals, now on public exhibition, would pave the way for around 830 homes in Nowra and a further 450 homes in Kiama, while also introducing affordable housing requirements and increased building heights in key locations.

The larger of the two proposals is centred on Nowra, where the NSW Government is seeking to rezone land within the Mandalay and Riverfront precincts.

The Mandalay sub-precinct, located close to Shoalhaven Memorial Hospital, Nowra Library and the city's aquatic centre, could accommodate around 530 new homes. Around 30 per cent of housing delivered on Homes NSW-owned land would be dedicated to social and affordable housing, equating to roughly 100 homes. Building heights would increase from the current two-storey limit to between three and six storeys.

A separate rezoning proposal for the Nowra Riverfront Precinct would unlock a further 377 homes while creating stronger connections between the Shoalhaven River and the CBD. The plans include building heights ranging from five to 12 storeys, floor space ratios of up to 2:1 and a requirement for two per cent affordable housing.

Together, the two proposals would deliver more than 900 homes across the broader Nowra area, reinforcing the city's role as one of regional NSW's key growth centres.

The housing push builds on previous infrastructure commitments in the Shoalhaven, including government funding aimed at supporting thousands of future homes in West Nowra through upgrades to water and wastewater infrastructure.

Further north, the NSW Government is also progressing plans for the former Kiama Depot site, a two-hectare parcel near Kiama's town centre.

The rezoning proposal would transform the former industrial site into a residential community capable of delivering up to 450 homes. Buildings would range between six and eight storeys, with at least 10 per cent of homes allocated as affordable housing. The proposal also includes approximately 600 parking spaces and improved walking and cycling connections.

Planning Minister Paul Scully said the proposals are designed to increase housing supply in locations close to jobs, transport and services.

"For too long, families have struggled to find somewhere to live, and activating underutilised sites allows us to deliver the new homes these families need," Scully said.

"The Minns Labor Government is getting on with the job of unlocking well-located sites close to transport, jobs, and town centres and building the homes our communities need.

"These rezonings are about removing barriers to housing delivery and making sure land is put to better use so more people can find a place to call home within the communities they choose."

The latest rezonings form part of the Minns Government's broader strategy to accelerate housing delivery across NSW, particularly in established centres where existing infrastructure can support additional population growth.

Community consultation on the proposals is now underway, with feedback set to inform the final planning controls before the rezonings are determined.

The proposal would replace an existing two-storey commercial building on the 1,510 sqm corner site with a Bureau Proberts-designed tower comprising 76 apartments, ground-floor retail, office space and a suite of resident wellness amenities.

The apartments would sit above a podium containing retail and commercial space, with three levels of communal recreation facilities spread throughout the tower. The proposal also includes 198 car spaces and 95 bicycle spaces.

Bureau Proberts has drawn heavily on Newstead's industrial heritage in developing the architectural response.

"Occupying a prominent corner in the heart of Newstead, the proposal draws from the area's industrial lineage of robust brick warehouses to deliver a distinctly contemporary response," the architects said in the design statement.

"It is conceived as a subtropical sanctuary and elevated private retreat embedded within one of Brisbane's most vibrant lifestyle precincts."

The design seeks to reinterpret the traditional Queensland vernacular through wraparound verandahs, deep shading elements and permeable facades that respond to Brisbane's subtropical climate.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Are mortgage holders set to get a reprieve from the RBA in 2026?

Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

There has been an easing of restrictions on open homes and auctions across Australia, with agents noting an increase in buyer activity. On the <a href="/developments/gold-coast-qld">Gold Coast</a>, agents have reported a healthy increase in the number of buyers at open homes, and interstate buyers are becoming more comfortable with Video/FaceTime inspections.

Since the beginning of the COVID19 crisis, regional areas such as the Gold Coast have not suffered the significant falls in prices seen in capital cities such as <a href="/developments/sydney-nsw">Sydney</a> and <a href="/developments/melbourne-vic">Melbourne</a>. The same cannot be said for rental growth. Rent has dropped 0.2% on a month on month basis in regional Queensland according to the Head of Research Tim Lawless from CoreLogic.

Lawless predicts that a combination of improved consumer sentiment associated with the lifting of restrictions imposed during the COVID-19 virus pandemic, and record low interest rates  - expected to be on hold until 2023 - will result in a rush of properties coming onto the market in the Spring/Summer season. Natural churn will resume driven by buyers needing or wanting to relocate.

There is considerable pent up demand as there has been a substantial drop in listings available to buyers. However Lawless does not expect buyer numbers to increase to the same extent as listing volumes in the coming months.

Navigating an uncertain market  - Report from the Gold Coast

It is on everyone’s mind, the most obvious choice for tax reform at the state level: stamp duty. The Victorian Treasurer, together with his New South Wales counterpart have both recently made public comment on the need to consider reform to stimulate activity in the property market. 

The only problem is: while politicians, real estate agents and potential buyers and sellers are all talking about it, but there is no action. The rumour of change is paralysing the market that is craving reform since wholesale changes were made in 2017 with limited industry consultation. 

Ever wondered what came first – the Chicken or the egg? Which was the cause, and which was the effect? At the moment we are witnessing dramatically reduced sales volumes which are leading to reduced stamp duty collected revenue. However, if we had reduced stamp duty levies, this would likely lead to increased sales volumes. Rather than the government focusing on the consequence of Stamp Duty reform – focusing on the outcome, might be more prudent.

Why do we need increased sales volumes? Without sales…. the wheels stop spinning and not just for developers. As no more evident during the Covid-19 restrictions – over 10% of Australia’s workforce work within the industry identified as construction / property. The activity of transactions, be it established or off the plan property creates many offshoots of activity – but it always – always, starts with a transaction which then stimulates economic activity, which should be a government priority.

Want to develop a building? Highly likely you will need sales to satisfy your lender. With current stamp duty levies and the trend towards higher value owner-occupier <a href="/expert-insights/buying/decluttering-experts-share-effective-downsizing-advice-for-apartment-living">downsizer focused developments</a> – there is no stamp duty saving in place, such as at Samuel Property’s Edition Toorak, Caspian Hampton, and upcoming Willow Brighton developments. No financial motivation from a tax relief advantage, like there was pre 2017 changes for a buyer to commit to that purchase.

Then we are back to the Chicken or the egg? Want to downsize to an apartment. It won’t happen without sales, but sales will be considerably slower without <a href="https://au.finance.yahoo.com/news/how-home-buyers-can-save-100000-dollars-004719318">Stamp Duty reform</a> providing an impetus for a buyer. With sales at a 30 year low nationally, state governments are all looking at historically low revenues from stamp duty, at a time when all other taxation revenue, from payroll to casino taxes are all threatened from lower trading volumes. 

If changes are made to Stamp Duty, what changes should be considered ? For starters – revert to pre 1 July 2017 conditions where there was no cap on the dutiable value and owner’s status – be it principal place of residence, investor or <a href="/guides/2019/06/17/urbans-first-home-buyer-guide">first home owner</a> are no longer taken into consideration. This alone would provide a jolt to those considering <a href="http://purchasing%20property%20off%20the%20plan">purchasing property off the plan</a>. If changes were considered to established property – then that would only further stimulate, but typically those buying off the plan will then be selling an established property or creating a rental property (that previously was not available) – so there are still benefits.

Ultimately - the market needs certainty and it needs confidence. Uncertainty is the bane of decisiveness. Property and construction are enormous contributors to our economy, indecisiveness when it comes to a policy that affects every buyer is putting the brakes on the industries millions of people nationwide depend upon. A brave government will decide they’d prefer less of more, rather than more of less and lead from the front.

Off-the-plan buyers looking past Coronavirus crisis

Sydney’s fast pace population growth is set to come to an abrupt halt. The recent closing of borders and after the restrictions that will follow the COVID-19 pandemic will stop most of it.
For the past half century demand for housing and the accompanying property price growth has been driven in part by population growth.
The latest government estimates suggest the key driver is going to fall sharply over the next year or so.
The disruption will show up in many ways.
Short term tourists have disappeared, but will return.
The weakness in short-term tourist arrivals will hit the domestic tourism industry, though will likely be offset in part by more Australians travelling at home when domestic travel restrictions are lifted in stage two.
Large numbers of temporary residents from overseas have departed, but only a trickle will return any time soon. Ditto temporary working visas.
The fall in numbers of international students on visas will likely not see a return to recent levels anytime over the coming year.
The downward pressure on rental price growth that landlords have seen in recent weeks will likely be extended unless Australia’s sustained comparative advantage as an education and tourism destination returns quickly.
The Government estimates long-term migration arrivals could fall by around 300,000 over the next 18 months, with a drop of 72,000 in the first half of this calendar year and another 204,000 in the 2020/21 financial year.
According to UBS Australia's population growth is forecast to slow to just 0.5 percent in 2020.
This is the slowest pace since 1916, according to economists.
The recent average has been between 1.5 percent to 2 percent per year.
Scott Haslem at Cretonne Wealth Management says at the positive end a temporary pullback in migration flows could provide some time for infrastructure works to "catch up" over the next 18 months.
But for residential housing, the weakness in migration is a significant headwind.
UBS estimates there will be a fall in underlying annual housing demand from around 200,000 to only around 130,000 in the near term - before recovering towards 190,000 by the end of 2022.
This drop in dwelling commencements will mean fewer tradies in work which spells wider problems for the economy.
Construction has continued during the shutdown so employment has not yet been impacted like many other industries.
Lower population growth, from fewer arrivals from overseas, will be accompanied by an emerging drop in the nation's fertility rate currently averaging 1.7 children per couple.
Births falling by 2 per cent to 91,376 in NSW last year.
We are set to enter an ongoing debate especially on the role of temporary migration.
Temporary migration is certain to look different over the next few years than it has over past few. 
That’s its purpose – to adapt to changing circumstances, Monash academic Gabriela D'Souza recently noted.
But the Investec fund manager Graeme Katz recently warned pushing back against immigration as a “seriously short sighted view”.
“Our country needs to send a signal that we’re open for people, we’re open for capital, and we’re open for business, and provide the productive environment for job creation and growth,” he said.
“Only growth will provide the environment for job security, which in turn creates a confidence of consumers to spend and the multiplier flow on ... will provide a tax base to support a well-balanced economy and society,” he said.

Sydney's population growth set for abrupt Covid-19 induced halt

Australia just experienced the second-warmest summer on record, with 2019 being the hottest year.
Summer temperatures soared across the country, causing great economic and human loss.
The good news is we can do something about this in our own backyards. We have found trees and vegetation can lower local land temperatures by up to 5-6℃ on days of extreme heat.

Our newly published research into a summer heatwave in Adelaide suggests that a simple solution to extreme heat is literally at everyone’s doorstep. It relies on the trees, the grasses and the vegetation in our own backyards.
During a three-day heatwave that hit Adelaide in 2017, AdaptWest took to the skies to measure land surface temperatures from an aircraft.
Our analysis of the data collected on that day suggests urban trees and grasses can lower daytime land temperatures by up to 5-6℃ during extreme heat.
The largest temperature reductions were in the hottest suburbs and those further away from the coast. These significant reductions were mostly achieved thanks to backyard trees. 
So this benefit that urban trees provide has two key aspects:
<ul>
<li>maximum cooling happens when needed the most – during days of unbearable heat.</li>
<li>maximum cooling happens where needed the most – close to us, the people, in the communities where we live.</li>
</ul>
Our analysis also shows the humble home garden more than pulls its weight when it comes to reducing extreme urban heat and its harmful effects.
Although yards and gardens cover only about 20% of urban land, these private spaces provide more than 40% of the tree cover and 30% of grass cover across western Adelaide. This is comparable to what can be found in many other Australian cities and towns.

In fact, private tree canopy cover is considerably greater than that of typical urban parks or public green areas. This means these private green spaces are a vital yet often overlooked resource for fighting extreme heat.
Climate models and projections predict extreme heat days and heatwaves will become more frequent and intense.
Penrith reached 48.9℃ on January 4 this year, making Western Sydney the hottest place on Earth that day.
Given that heatwaves are already considered Australia’s deadliest climate-related disaster, the forecast temperatures pose an urgent threat to human livelihoods.

Urban planning is increasingly having to take extreme temperatures into account. For instance, the City of Sydney recently announced an ambitious policy to increase urban green cover to 40% by 2050 for climate change resilience.
Currently, this level of green cover is found in only a handful of suburbs in cities like Melbourne, Sydney and Adelaide.
To achieve such ambitious and life-sustaining goals, our results point to the need to retain, protect and enhance urban greenery in our own yards. As our cities become increasingly dense, people’s trees and yards can play an invaluable role in adapting to climate change.
Most council, state and federal policies to date have neglected yards and their trees when thinking about climate change adaptation.
When envisioning how Australian cities should grow, develop and thrive, more attention has to be given to the spaces where our yards and trees can help reduce the catastrophic effects of a warming climate on people and communities, right at our doorstep.
Climate change is causing a social, cultural and political revolution. It calls for bold, decisive and immediate action. This is a lifetime opportunity for smart and proactive planning, policy-making and community action. This work needs to begin now.
Urban forests don’t grow quickly, however. We need to be encouraging low-water-use grass and shrub covers as a fast interim strategy for urban cooling.
This is a stopgap measure until a large army of climate-ready tree soldiers, that we can decide to plant today, take over the job of fighting climate change and extreme heat in our future cities.

A solution to cut extreme heat by up to 6 degrees is in our own backyards

Even when "internal lockdowns" come to an end, it's likely that "external lockdowns" will remain in place.
Nations states will likely distance themselves from one another, initially through fear of reinfection from elsewhere.
There will also, however, be pressure to deliver new domestic "social contracts" that, in turn, may threaten the post-WW2 "rules-based" international system.
The return of "strategic industries" and "national champions"
There is likely to be a renewed focus on "strategic industries" and "national champions", a throwback to the 1950s and 1960s.
If political leaders wish to defend the interests of their citizens, they're likely to reject their earlier dependence on global supply chains that, at times of maximum stress, can be a source of vulnerability.
Agreement on common health standards?
A global or regional agreement on common health standards would be a desirable post-pandemic outcome, but this could be a challenge given, for example, the recent US temporary withdrawal of funding from the World Health Organization.
More broadly, the isolationist and protectionist rhetoric that emerged following the Global Financial Crisis may receive additional impetus.
Scarring
While there is a broad consensus amongst forecasters that economic activity will bounce back strongly later this year or in 2021, there is also broad acceptance that the level of economic activity will be permanently lower than it would have been in the absence of COVID-19.
We examine some of the key long-term drivers of this permanent shortfall and consider the varied implications for debt sustainability.
Technology and supply chains
Technology is likely to be a wildcard.
Already, we are learning to work from home and to engage remotely thanks to the internet: for many, the daily commute may become a thing of the past and we may never return to the skies in quite such numbers.
Advances in robotics and AI, alongside the enhanced desire for national security, may lead to a further significant shortening of global supply chains and a renewed home bias in the distribution of capital, leaving some nations states languishing even as others regain a semblance of their former economic selves.
