Pikos Group has released the five-penthouse collection at its <a href="https://www.apartments.com.au/buildings/skye-residences-by-pikos-kangaroo-point-8-river-terrace-kangaroo-point-qld-4169">Skye by Pikos</a> development in Kangaroo Point, with early buyer interest indicating the flagship residences could eclipse every apartment sale previously recorded in Queensland.

The collection crowns the luxury riverfront development with five residences, including four completed penthouses and Skye One, a two-level sky home spanning more than 1,000 sqm that will be tailored to its eventual owner.

The start of demolition at 137 Old Burleigh Road signals DVB Projects’ underlying confidence in the Gold Coast’s luxury beachside apartment sector.

The project will comprise 40 half-floor residences of approximately 260 sqm, alongside eight full-floor residences spanning around 524 sqm.

A single penthouse will crown the building, featuring a private pool, barbecue area, indoor gym and dedicated entertaining spaces.

Residents will have access to a resort-style suite of amenities, including a 20-metre pool with daybeds, a gymnasium, hot and cold plunge pools, a sauna, and private residents’ lounge and dining facilities.

DVB Projects to launch second Broadbeach apartment tower as demolition commences

A proposal to redevelop one of North Sydney's ageing commercial buildings has taken another step forward, with plans for a 38-storey mixed-use tower adding momentum to the long-awaited transformation of the Alfred Street precinct.

Now on public exhibition through the NSW Government's Housing Delivery Authority-led State Significant Development pathway, the proposal for 271-273 Alfred Street would replace an underutilised commercial building with 95 apartments, ground-floor retail, commercial space and affordable housing. The proposal was submitted by&nbsp;Tara Shore Pty Ltd, acting for the John Taylor Family Trust.

While the project will deliver much-needed housing on the southern edge of the North Sydney CBD, it also represents another piece of a broader precinct that has spent years in planning limbo.

Despite its proximity to both North Sydney Station and the Victoria Cross Metro, redevelopment of Alfred Street has progressed slowly over the past decade as broader planning controls, zoning and building heights remained unresolved. The introduction of the Housing Delivery Authority pathway has provided a new avenue for projects to progress, allowing rezoning and development assessment to occur concurrently and unlocking sites that have long been earmarked for renewal.

Designed by Office of Cortese &amp; Gilder, the proposal seeks to do more than replace an ageing office building. The architects have positioned the project as the first stage of a wider public domain vision that would improve pedestrian connectivity and create a more cohesive mixed-use precinct as neighbouring sites are redeveloped over time.

The proposal includes a widened Alfred Street setback, new street trees, landscaping and outdoor seating, along with a landscaped through-site pedestrian link connecting Alfred Street with Little Alfred Street. The connection is intended to become the first section of a future east-west pedestrian network extending across the precinct.

The mixed-use tower would comprise retail space at ground level, commercial uses on level two and apartments from level three upwards.

In total, the development would deliver 95 apartments, including nine one-bedroom, 28 two-bedroom, 56 three-bedroom and two four-bedroom residences. Twenty-one apartments, representing 15 per cent of the residential gross floor area, would be secured as affordable housing and managed by a registered community housing provider for at least 15 years.

Nine basement levels would provide 133 resident car spaces, seven motorcycle spaces and 111 bicycle spaces.

According to the Architecture and Urban Design Report, the public domain strategy is designed to transform what is currently an inward-facing commercial edge into a more active and connected pedestrian environment, creating a stronger relationship between the commercial core and surrounding residential neighbourhoods.

Office of Cortese &amp; Gilder has also prepared a broader public domain framework spanning neighbouring properties between 263 and 283 Alfred Street, arguing that a coordinated approach to redevelopment will deliver better public spaces, improved tower separation and a more connected streetscape as the precinct evolves.

The proposal comes at a time where North Sydney is slated for future residential growth. Commercial developer FiveX has residential plans for the neighbouring site at 275 Alfred Street. They've proposed a 39-storey mixed-use tower with 184 apartments, while Freecity was recently approved for nearly 300 apartments across a 51-storey building on Walker Street.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

Off-the-plan property explained: What is stamp duty?

When buying an apartment, most people compare the big-ticket items first. Floorplans. Kitchens. Balcony size. Natural light. The view.

But there's one everyday consideration that often doesn't come up until after moving in: how parcels are delivered.

As online shopping has become part of everyday life, parcel deliveries have shifted from an occasional event to a regular occurrence. Australians spent a record $82.6 billion shopping online in 2025, with almost one in every four retail dollars now spent digitally.

For apartment residents, that can present a challenge.

If nobody is home to accept a delivery, parcels may be redirected to a nearby Post Office, left in a building lobby or common area, or require building management to step in. In higher-density buildings, where dozens or even hundreds of residents may receive deliveries each day, parcel management has become an increasingly important part of everyday living.

That can create a range of frustrations. A missed delivery often means making time to collect a parcel elsewhere, while packages left unattended in foyers or mail areas can create clutter and increase the risk of theft. What seems like a minor inconvenience can quickly become a recurring issue for residents who shop online regularly.

It's one of those details that rarely features in a display suite but can have a noticeable impact once residents move in.

As a result, buyers are beginning to look beyond traditional apartment features and consider how a building supports day-to-day convenience, including whether there are secure options for receiving deliveries.

Australia Post's Parcel Lockers provide one solution.

Rather than having a parcel delivered directly to an apartment, eligible deliveries can be sent to a nominated Parcel Locker. Once the parcel arrives, residents receive a notification through the AusPost app or SMS and can collect it using a QR code or one-time PIN at a time that suits them.

The Parcel Locker network now includes more than 1,500 locations nationwide, with installations at Post Offices, shopping centres, transport hubs and an increasing number of residential developments. By providing a secure collection point, Parcel Lockers help reduce missed deliveries and avoid parcels being left unattended in common areas.

For developers, parcel infrastructure is becoming another way to improve the resident experience. Rather than relying on concierge staff or leaving parcels in communal spaces, secure collection points help streamline deliveries while preserving the presentation and functionality of shared areas.

For buyers, it's a reminder that the best apartment features aren't always the most obvious.

A generous floorplan or quality finishes might help narrow the shortlist, but the conveniences that simplify everyday life, whether that's EV charging, secure bike storage or reliable parcel delivery, often become the features residents appreciate most once they're living there.

Unless there is a large-scale European banking default, Australian property prices are likely to rise in 2012, says SQM Research managing director Louis Christopher.

Christopher says he is sticking with his “relatively bullish scenario regarding dwelling prices” provided there isn’t a credit squeeze in Australia brought on by Europe falling over.

“Europe is the key. The risk is clear and present. If Europe allows for large-scale banking defaults and a general credit squeeze, this will see our banks ration housing credit by requiring more conservative loan-to-value ratios. 

“Of course, if the squeeze is large enough, banks could come up with additional ways to reduce their balance sheets.”

In a worst-case scenario banks would call in loans “simply because the loan-to-value ratios have risen too high due to drops in property prices”. 

“No doubt [this would be] an event of the last resort with the bankers knowing full well that such a move could very well trigger very deep house price falls in this country, which would further destabilise their own balance sheets.” 

However, barring any such calamities Christopher expects the housing market to respond favourably to further rate cuts in 2012.

“From our regression modelling it appears that the market is very sensitive to interest rate changes. We have had this conviction concerning the markets from some time now. 

“Yes, even a quarter-point change can move the markets and this is because buyers and owners are highly leveraged. Now that we have had a half point change, which has been passed on in full, there is a greater chance, in our opinion, that dwelling prices will rise,” he says.

According to Christopher, mortgage approvals, which increased in October without any interest rate cut stimulus, need to rise by about 3,000 per month to reach the 37,500 achieved in November 2010.

Barring a European banking collapse, house prices set to rise in 2012: SQM

As we look back on 2011, Property Observer is republishing some of our most noteworthy observations of the year. 
 
Population aging in Australia is expected to accelerate.  At present, there are 5 million people over the age of 55 across Australia.  Within the next 40 years, that number is expected to exceed 11.5 million.  This represents a projected growth rate of 150,000 people per annum.
Within a generation, a third of Australians are going to be aged over 55 years old and close to a quarter will be aged over 65.
Assuming that all those aged over 55 years were to move into a new dwelling, there would be a need to create 90,000 new homes across the country each year for this older market segment.  However, most “55-plus” households cannot afford to move into more appropriate accommodation.  The high entry and rental costs of the current retirement products on the market prevent them from doing so.  Many will be forced to age in place.
As a result, the more practical requirement is currently for around 15,000 new retirement dwellings per year, three-quarters of which are needed across the eastern seaboard.  This market is quite undersupplied.  Our estimates suggest that new retirement housing construction has ranged from between 3,500 to 4,250 new starts each year over much of the last decade.
Some relevant statistics
About 80% of “55-plus” households own their home outright, with around 15% either renting or living with relatives.  Most have not moved in the last five or 10 years, while half have not moved in more than 20 years, as the number of times a person moves residence declines considerably with age.
When “55-plus” households do move, it is primarily for lifestyle reasons (35%); followed by affordability grounds (25%) and the want for a smaller and more hassle-free home (20%).  One in 10 moves to be closer to family or friends.
Many in this older market segment are very sensitive to price.  Their new abode must have a strong connection to the local setting.  This market also places a high value on living with others of similar background, age and interests.  This trend also seems to accelerate as one ages.
Whilst many own their principal place of residence, and have done so for some time, many Australians over the age of 55 years are cash-poor.  The latest official data shows that 55% of our older residents live on less than $500 per week and 35% live on less than $350 per week.  Sadly, one-quarter of Australian residents aged over 45 years have no personal income, with 45% largely relying on a government pension or allowance.  A further 25% rely on their investments, including superannuation.
Housing costs
The median house price across our Australian capital cities is now $540,000.  For attached dwellings it is $455,000.
However, older Australians generally own older properties, which in turn generally have lower median values.  In addition, many of the properties held by older Australians need repair, sometimes in a major way, are usually located in middle to outer-ring suburbs and have limited renovation appeal, especially to a younger buying audience.
In short, many properties held by older Australians could be difficult to sell and for a premium.

Australia is facing a demographic tsunami.
There are 5.3 million baby boomers (born between 1945 and 1964), and the oldest are now starting to retire.
This dominant market segment makes up 25% of the Australian population; represents 38% of the country’s households; 43% of the paid workforce and holds 49% of our housing assets (in dollar value), split 46% for owner-occupation and 57% for investment housing.  Yet they do have great equity in their properties – 93% for owner-resident stock and 86% for their investments and secondary homes.
Two out of three of their residential properties are held in a middle-ring suburb.
The baby boomer generation has always distorted the market – like a tennis ball through a garden hose – with some studies suggesting that this demographic set, by its very existence alone, generated about a third of the house price growth over the last 40 years.  Some are now predicting the opposite influence, with ageing boomers applying a drag on asset growth of between 20% and 40%, depending on location.
So, what will the boomers do with their residential assets when they start to retire or retread?
Well, five things are possible:
<ul>
<li>They will sell their investment properties.</li>
<li>They will sell their secondary homes.  But the market conditions are soft and are likely to remain so for some time, hence concepts like <a href="https://www.propertyobserver.com.au/residential/how-to-use-your-second-home-to-secure-a-dream-vacation-michael-matusik/2011120452664">3rd Home</a> will gain traction.</li>
<li>They will downsize, rebuy and pocket the difference.  But this might pose some problems as the right stock isn’t readily available.</li>
<li>They will age in place and maybe consider a reverse mortgage.</li>
<li>They will stay put, but retrofit their homes and rent out a proportion to family and/or tenants.</li>
</ul>
Whether or not ageing boomers will cause the market to implode is open for debate, but a couple of things are pretty certain:
<ul>
<li>There is likely to be slower price growth in the next decade than we have seen in the recent past.</li>
<li>There will be fewer housing starts and sales on a per capita basis.</li>
<li>There is going to be more pressure on gentrifying our middle-ring suburbs.  We need to think outside of the square here and start, for example, redeveloping our older shopping precincts into mixed-use centres including age-in-place retirement accommodation.</li>
</ul>
What would help baby boomers and other market segments move (and make housing more affordable) would be to have stamp duty paid by the vendor and not the purchaser.
It is useless banging on about the need to reduce taxation on property.  In a country where about half of the population relies either directly (i.e. employment) or indirectly on the government for its welfare – reminds me of Ayn Rand’s Atlas Shrugged – and we don’t want to increase overseas migration (yet) – we will need to raise taxes, and property is an easy target.
What we could do is change who pays such taxes and when.  Stamp duty paid by the vendor makes sense; so, too, does levying infrastructure charges and development application fees at the time end-buyers settle, rather than at the beginning of the new project.

Australia's ageing baby boomers will dramatically change the property market

As we look back on 2011, Property Observer is republishing some of our most noteworthy stories of the year.
 
Personally, I am really bullish on the investment property market for 2012.  Please note my reference to “investment” market, as I do see a split between the owner-occupier markets and think these may remain subdued or perhaps grow slowly.  It’s property investors who will dive into action and stimulate the market into a steady capital growth wave.
While some of the points I base my predictions on relate to the national market, most relate to the Hunter region of NSW where Property Bloom develops property.  It’s where we focus our research efforts. The Hunter Region has one of Australia’s largest regional populations.  It is also within about a two-hour drive from Sydney, so we are not talking boondocks here.  It’s made up of five major cities or centres: Newcastle, Cessnock, Lake Macquarie, Maitland and Port Stephens.   However, smaller towns like Singleton and Muswellbrook have become major contributors to the region’s economy primarily due to their large coal mining projects.
Here are some of the facts that I have built my 2012 forecast for the investment property market:
-           Major banks decide to pass on the full 0.25% cut last week. According to Westpac’s chief economist, we will see another 0.5% cut by June 2012.
-          Tight labour markets in the Hunter region
-          Federal government funding just announced  in training to increase skilled labour
-          Major regional capital expenditure, particularly resource sector related or transport related initiatives will be a driving force in the Hunter economy over the next few years. Planned expenditure of over $3 billion in the Upper Hunter alone in the areas of mine expansions, rail and wharf investment, on top of a $1.7 billion Hunter Expressway roads project in the Lower Hunter.  These major projects are expected to also flow on to small-medium businesses in the area.
-          Low vacancy rates and still falling, in November we saw a drop of 0.3% to 1.4% in the Hunter Region and the Sydney Metropolitan area vacancy rate is also just 1.4%.
-          High yields. In most towns we develop in the projects finish with a 7-9% gross yield.
-          Shortage of housing.  We have seen four declines in five quarters, with total new dwelling commencements declining 11.5% in the September 2011 quarter.
To me these conditions are ripe for investors to take advantage of lower holding costs as interest rates drop.  There is one massive factor that will impact what happens in 2012, and that is consumer sentiment.  With the continued doom and gloom messages coming at us from Europe and other international markets and the dissatisfaction with our political leaders right now, I think this will also impact on consumer and investor confidence.
I see a fantastic opportunity for savvy property investors over the next 12 months to take advantage of the current environment and get in early before the mainstream investors hit the market, because when this happens it will increase demand, which will result in higher prices and translate into capital growth.
Let’s take it one step further. By developing property in this environment, you can fast-track your portfolio by creating up to three properties from one.  You can create more, but keeping to three or fewer minimises risk and works within the current lending criteria. Banks will lend on building up to three new dwellings on one title right now.
Developing property is exciting, but if you can develop at the right time when the market is moving into a growth phase, then you will see the real benefits of creating equity through the development process whilst also completing your development in time to catch the next capital growth wave. Top 10 most expensive suburbs on the NSW mid-north coast for house rentals: RP Data

Second-tier lender Bendigo and Adelaide Bank should be able to source wholesale funding at better pricing after its credit rating was upgraded to from BBB+ to A– by Standard &amp; Poor’s.
The rating upgrade indicates S&amp;P believes the bank has a strong capacity to meet its financial commitments and is less susceptible to changes in circumstances and economic conditions.
The rating upgrade came two days before the bank announced it would pass on the full December rate cut to borrowers, reducing its variable rate to 7.3%.
However, borrowers will only see the benefit of lower mortgage repayments after Christmas, with the new rate kicking in on December 30, three and a half weeks after the RBA’s December 6 announcement.
In passing on the rate cut, managing director Mike Hirst sought to highlight the “misconception that there is an exact correlation between the official cash rate and home loan funding costs”.
“Movements in the Reserve Bank overnight cash rate actually have little bearing on the cost of the funds we require to support the borrowing needs of our customers and partners.
“In fact, while the Reserve Bank has been lowering the overnight cash rate, the cost of funding our lending has been increasing, largely because of the consequences of events in Europe,” Hirst says.
Its ratings upgrade comes as fellow regional Bank of Queensland – <a target="_blank" href="/news">the first lender to pass on the December RBA rate cut</a> – had its rating downgraded one notch from BBB+ to BBB.
BBB is the lowest investment grade rating indicates adequate capacity to meet financial commitments, but where adverse economic conditions or changing circumstances are more likely to lead to a weakened capacity to meet financial commitments.
The new Bank of Queensland variable rate of 7.36% kicks in on Friday, December 16.
S&amp;P’s decision to raise Bendigo and Adelaide Bank’s long-term rating from BBB+ to A– means the bank is now rated ‘A’ by all three of the world’s leading credit rating agencies, the others being Fitch and Moody’s.
Moody’s ‘A’ rating predates the 2007 merger of Bendigo and Adelaide banks. Fitch upgraded the bank in May 2011.
The S&amp;P upgrade has also been applied to Bendigo and Adelaide Bank’s wholly owned subsidiary Rural Bank, which gains an ‘A–‘rating with a stable outlook.
Hirst says the bank identified two years ago the need to achieve an A rating in order to open up new funding markets.
“Funding is obviously challenging all banks globally, but the upgrade will certainly enable us to access funding otherwise denied to us. Importantly, it will also enable us to service supporters who were precluded from banking with us because we were not A rated.
“One thing it will not do, though, is change our fundamental approach to risk and management. Retail funding remains our key focus because of the strong relationships it brings with our customers, partners and communities. Their support and advocacy is a key to our continued success.”
The upgrade for the regional bank comes following <a target="_blank" href="https://www.propertyobserver.com.au/economy/major-banks-play-down-sp-ratings-downgrade/2011120252649">S&amp;P downgrading the ratings of Australia’s Big Four banks to AA- as part of a global bank re-rating exercise</a>.
Hirst highlighted that Bendigo and Adelaide Bank is one of the few banks in the world to have been upgraded in the current difficult economic environment.
“That brings added lustre to our achievement, but it sounds a note of caution at the same time.
“We are obviously pleased to deliver on our stated aim to achieve an A rating from all credit agencies, but we are under no illusions about just how tough the economic environment is.
“Maintaining our hard-won position will require continued focus.”
Bendigo and Adelaide Bank has 1.4 million customers and more than $50 billion in assets held by its diversified businesses.

Ratings boost for Bendigo and Adelaide Bank as it joins the 'A' team

Melbourne’s industrial rents topped quarterly growth in the Asia Pacific region, according to the latest report by CBRE.
Melbourne’s warehouse rents grew 1.4% in quarter three, to $83.2 per square metre per annum.
This isn’t close to Sydney’s industrial rents, which are at $125.8 per square metre despite a year-on-year decrease of 0.9%. They increased 0.3% in quarter three.
Rental growth in Melbourne was driven by rent rises in the west and inner suburban market, with Melbourne’s overall industrial prime rental now averaging $84.50 per square metre, the report found.
“While leasing activity has remained relatively subdued there is a lack of available, quality stock in prime locations and this has been driving rental growth,” says CBRE regional director of industrial and logistics services Joshua Charles.
“Demand is being driven by logistics and distribution groups and is focused on the west, where cheaper land values are helping to facilitate design build projects and pre-leasing activity.”
The report found that rental growth has accelerated through the wider Asia Pacific Region, with CBRE’s Logistics Rental Index growing by 2% quarter-on-quarter in the third quarter, following 1.4% growth in quarter two.
“This growth was largely due to the strong performance of key Greater China markets, where retailers have been competing to secure quality logistics space in prime areas in anticipation of the peak retail sales period during the lunar new year in January,” the report found.
In Sydney the west sub-region continues to attract occupiers with cheaper land that is close to major transport links.
Sydney’s prime industrial rents remained stable in quarter three with a decline in demand from manufacturing groups offset by increased demand from distribution-related occupier.
“Secondary locations and properties which do not suit modern logistics operators will struggle going forward,” says Charles.
Brisbane experienced increased demand for new and larger units, particularly in well-located areas around the Gateway precincts, and this led to a slight growth in prime rents.
Resource-focused or distribution companies’ preference for modern facilities led to a fall in demand for secondary stock. Speculative development has remained on hold, with financial institutions still requiring a pre-commitment level of up to 80%, according to the report.
In Perth prime industrial rents remained steady as demand from resource-linked occupiers began to outweigh the decline in demand from manufacturing tenants.
Supply remained limited, particularly in the eastern sub-region for properties over 3,000 square metres.
“Given the tight supply pipeline, schemes targeting larger occupier requirements such as Jandakot City and Stockland Industrial Estate are reaping the rewards and land values could increase over the coming months, especially in light of a reported easing in financing restrictions,” Charles says.
Cautious occupiers in Adelaide led to limited demand for industrial accommodation but demand remained strong for well-located buildings close to the airport and in the north-west district. Buildings in secondary locations remained difficult to lease.
“Development finance and the lack of land available for sale remains the hurdles for Adelaide’s supply pipeline,” the report found.
In Canberra prime industrial rents remained stable but leasing activity was subdued. Capital values fell due to the softening of yields in Hume and Mitchell in particular, according to the report.
“Development is presently restricted to refurbishment projects, with very limited new development in the immediate pipeline,” the report found.
In the wider Asia Pacific area, rental growth accelerated in quarter three and capital values increased at a slower pace.
There were slight increases in land values in most Australian markets, with Melbourne recording the strongest growth.

Melbourne industrial rental growth leads Asia Pacific: CBRE

Australia is shifting from a nation of home owners to a nation of renters, especially among young people, according to the latest Roy Morgan State of the Nation Report. 
Just over a third (35.2%) of Australians aged 14 and over own their home outright or live in a family-owned home, compared with close to one in two (45.5%) who did so in June 1998.

When borrowers are added to the mix and home ownership is taken to its broadest sense, ownership rises 66.9%, but even this is a significant decrease from the 73.2% recorded in June 1998. 
Home ownership is particularly poor among the youngest segments of the population, with just over a quarter (27%) of young couples owning a home outright or having a mortgage. 
Roughly half (47%) of young families own a house or have a mortgage. 
In comparison, 46%% of older households own their house outright and 32% have a mortgage. 
While home ownership has declined over the past 13 years, the proportion of the population that rents has increased rising from 25.5% to 30.7% over the same period.

Norman Morris from Roy Morgan Research says the downward trend in home ownership is partly because of the increased proportion of population paying off mortgages. 
“This is most likely the result of either the increased trend to borrow against the home to do other things or housing affordability issues as a result of the boom in housing prices and interest rate increases," Morris says.
“Recently this downward trend in home ownership has accelerated, declining substantially by 2.3% points in the last two years.”

Australian home ownership dream fading: Roy Morgan

Ratings agency Moody's says Australia's housing prices and mortgage debt levels are "arguably at unsustainable levels", and says prices may tumble either in the short-term – if the European debt crisis worsens – or in the medium-term, as default and delinquent rates rise.

Moody's lead analyst for the mortgage insurance sector, Ilya Serov, says the "combination of elevated house prices and unprecedented household indebtedness warrant in our opinion a degree of caution".
"The degree of sensitivity of the housing market to a serious economic downturn, given these two factors, has not been tested. We believe it could be materially higher than in previous historical episodes," he says.
"The recent experience of the US and certain European countries serves a useful cautionary reminder."
Describing the data on the sustainability of Australian housing prices as "ambiguous", Moody's says its baseline expectation is "that of further declines, both in the short- and medium-term".
According to Serov, challenges include:

<li>Australia's reliance on resources.</li>
<li>Australia's banks reliance on external wholesale funding.</li>
<li>The high Australian dollar pressuring other sectors such as tourism and retail. He says: "Should these trends persist, default and delinquency rates in the mortgage market are likely to be variably regionally and increase in the next decade."</li>
</ul>
Serov notes that capital-city prices have quadrupled and household indebtedness tripled in the past 20 years.
"The market is undergoing a (to date) mild correction with a decline of approximately 4% off peak values nation-wide and up to 9.5% in Brisbane," Serov writes.
"Housing credit growth has fallen to around a third of pre-crisis levels. Our baseline expectation is that of further declines, both in the short and medium term."
Serov says although he expects economic conditions to remain supportive in 2012, the "potential for contagion from the Eurozone crisis represents a material downside risk".
He adds that although the jury is out on whether the European sovereign crisis will drive economic weakness and provide a shock to the local financial sector, Australia's reliance on resources and the dependence of local banks on wholesale funding "increase the Australian economy's sensitivity to exogenous shocks".
Moody's further notes that the "excellent performance of Australian mortgage loans to date is beginning to be challenged, with 30 days past due delinquencies reaching their highest value of 1.76% in May 2011" – versus the 1% recorded prior to 2005.
Serov put the Australian mortgage insurance sector – dominated by QBE LMI and Genworth Financial ¬– on outlook negative, citing concerns about the "medium-term performance of the country's housing market".
The report comes as The Age reports that Australia's big banks have been working on a contingency plan to ensure funding lines stay open should the Eurozone break up.
The newspaper says chief financial officers at the banks are understood to have updated their internal risk models, raise liquid-asset levels and reopened private funding placement channels with large investors in Asia.

House prices “arguably at unsustainable levels”: Moody's

Perth house prices have fallen at nearly four times the national rate, according to the latest Market Facts report by the Real Estate Institute of Australia.
Houses in the Western Australian capital have declined 6.3% over the September quarter to be down 8.2% over the past 12 months, with the median sales price declining $40,000 from $490,000 to $450,000 from September 2010 to September 2011.
By comparison, median capital city house prices have declined by $11,000 over the past year, with values down 3.7% over the September quarter (reversing a gain of 1.2% in the June quarter) to be down 2.3% over the past year.
The median capital city house price now stands at $521,000 compared with $533,000 a year ago.
Reflecting the current stagnant state of the market, the total number of home sales decreasing by 3.9% over the quarter to 54,529.
Home owners and investors are not the only ones struggling in Perth. The rental market has also taken a hit, with the vacancy rate declining by 0.6% to 2.8% over the quarter, the biggest fall of all capital cities.
Rents for three bedroom houses in Perth increased 2.6% over the quarter to be up 5.3% over the year to $400 per week, the largest annual increase of all capital cities.
Melbourne house prices declined 2.8% over the quarter, but it remains the only capital city where values have risen over the past 12 months – the median house price now stands at $551,000 compared with $543,500 a year ago.
The largest annual decrease has been in the depressed Hobart market, where prices are down 9.2% for the year ($345,000) followed by Darwin (8.2% to $507,000) and Brisbane (4.5% to $427,500).
Sydney house prices are down a modest 1.8% to $637,600 and more than $115,000 above the national average of $521,000. Sydney’s vacancy rate tightened further, falling by 0.1% to 1.4%.

The median prices of “other dwellings” (units, flats, townhouses, terraced housing, etc) declined by a more modest 1.4% to $424,176 during the September quarter, with prices virtually unchanged over the past 12 months.
Adelaide has recorded the greatest fall in unit prices, which are down 6% for the year following a drop of 4.8% over the quarter.
Darwin (2.4%), Sydney (0.6%) were the only capital cities to record modest rises in unit prices.

REIA president Pamela Bennett says the quarterly figures indicate the “has softened slightly”.
She notes that the quarterly figures do not reflect the rates cut in November and December, which she anticipates “will bring positive results for the residential property market by improving the level of activity in the market, in particular, the level of first home buyers entering the market”.
Other key findings of the report:

<li>Over the September quarter, rents for three bedroom houses remained unchanged in all capital cities except for Perth and Darwin, which increased 2.6% and 0.9% respectively. 
</li>
<li>Rents for three-bedroom houses remain the highest in Darwin at $545 per week while Adelaide had the lowest rent for a three-bedroom house at $320 per week. 
</li>
<li>Over the quarter rents for two-bedroom other dwellings remained unchanged in Sydney, Melbourne, Brisbane, Adelaide, and Hobart. Perth and Darwin recorded increases of 2.7% and 1.0% respectively. Rents in Canberra decreased 2.3% during the September quarter. 
</li>
<li>Sydney recorded the highest weekly rent for two-bedroom other dwellings at $450 per week. Adelaide and Hobart recorded the lowest weekly rent at $270.</li>
