High-profile apartment defect cases have changed the way many NSW buyers approach purchasing, putting greater scrutiny on building quality, strata records and the parties behind a development before a contract is signed.

The industry buyers are assessing today, however, is also different from the one in which cases such as Opal Tower and Mascot Towers emerged.

NSW has introduced a series of regulatory measures aimed at strengthening oversight of apartment construction, including Building Commission NSW, the Residential Apartment Buildings Act 2020 and the Strata Building Bond and Inspections Scheme. Under the latter, developers are required to lodge a bond, with independent inspections forming part of the process for identifying defects in new strata developments.

Those changes provide another layer of protection, but they haven't removed the importance of buyer due diligence.

For purchasers considering an apartment, that means looking beyond the residence itself. Building and strata history, strata reports, the track record of the builder and developer, the condition of common property and any known or planned expenditure by the owners corporation can all form part of assessing a building before purchase.

Whether the development is already complete can also materially change what can be assessed.

An off-the-plan purchaser is necessarily buying before the finished product exists. A completed apartment, by comparison, can be walked through before contracts are signed, allowing the purchaser to see the finishes, common areas and broader building as they have actually been delivered rather than relying solely on plans and renders.

It also removes exposure to some of the uncertainties that exist between an off-the-plan purchase and completion, including construction delays, cost pressures and builder insolvency during the delivery period.

<a href="https://www.apartments.com.au/project-marketer/equitifund-group">Projects by Equitifund</a> National Sales Director Ben Hamblett said that greater focus on tangible evidence is increasingly evident among apartment purchasers.

“The biggest shift we're seeing is buyers wanting proof, not promises,” Hamblett said.

“That's exactly why we deal in completed stock - you can inspect the building before you commit - and why we've backed every purchase with a cash bond against special levies.”

At <a href="https://www.apartments.com.au/buildings/the-lennox-parramatta-12-phillip-street-parramatta-nsw-2150">The Lennox</a> in Parramatta, that emphasis on a completed, inspectable product is already in place.

The 413-apartment, 46-level tower at 12 Phillip Street is being marketed by Projects by Equitifund, allowing prospective purchasers to inspect the residences, common areas and resident facilities before committing.

The Lennox also introduces another layer to the due-diligence conversation through Strata Surety.

The vendor-funded arrangement provides purchasers with a cash-backed bond held in their own solicitor's trust account from settlement. According to Equitifund, the bond covers any special levy raised during the applicable cover period and is provided at no cost to the purchaser.

Special levies can create an unexpected cost for apartment owners where an owners corporation needs funding beyond its existing strata contributions. Under NSW strata law, a special levy requires approval by owners at a general meeting.

Equitifund Executive Chairman Greg Huxley said Strata Surety was designed to provide something more concrete than reassurance about that potential exposure.

“Buyers have every right to ask hard questions about strata risk - the industry has given them plenty of reasons to,” Huxley said.

“Our answer isn't a reassurance, it's a bond. Strata Surety puts real money behind that confidence, held by the buyer's own solicitor, not by us.”

For The Lennox, its completed status also means purchasers can assess not only the apartment itself, but a building that has already been occupied and operating for several years.

Completed in 2021, the $300 million development, designed by <a href="https://www.apartments.com.au/architects/marchese-partners">Marchese Partners</a>, comprises one, two, three and four-bedroom apartments, with open-plan living areas extending to private balconies. The Lennox is also home to the Southern Hemisphere's first fully robotic residential car park, which has now operated for several years. The ability to investigate a building's history, review its strata position and, where possible, inspect what has actually been delivered remains central to making an informed apartment purchase.

The brief to <a href="https://www.apartments.com.au/architects/plus-studio">Plus Studio</a> was deliberately simple: "Don't design around the heritage. Design from it." It became the philosophy behind a project that draws inspiration not only from two landmark heritage buildings, but from Collins Street itself, a street layered with architectural history and civic significance.

That philosophy has shaped one of <a href="https://www.apartments.com.au/developments/melbourne-vic-3000">Melbourne</a> CBD's most considered residential projects, where the 1924 State Savings Bank and neighbouring Batman's Hill Hotel have become the architectural foundation for 623 Collins rather than remnants preserved beneath a new development.

Rather than approaching the site as a blank canvas, <a href="https://www.apartments.com.au/developers/sterling-global">Sterling Global</a> saw the existing buildings as the beginning of the story.

"Sites like this rarely become available," the developer said.

"623 Collins wasn't simply an opportunity to develop a prominent CBD site. It was an opportunity to restore and reimagine one of Melbourne's important heritage landmarks while contributing to the continued evolution of Collins Street. Instead of mimicking the ornate heritage architecture, Plus Studio studied the proportions, rhythm and craftsmanship of the original buildings before translating those characteristics into a contemporary 42-storey tower.

"The brief challenged us to create a contemporary landmark that respected Melbourne's architectural history without becoming nostalgic," Plus Studio said.

The practice says the State Savings Bank and Batman's Hill Hotel became the project's primary source of inspiration, allowing the heritage buildings and contemporary architecture to exist "in conversation rather than contrast." Generous planted terraces further soften the transition between old and new, creating elevated green spaces while reinforcing the dialogue between the restored podium and the contemporary tower.

That dialogue continues throughout the interiors, where Melbourne designer Fiona Lynch developed a material palette inspired by the idea of alchemy, balancing contrasting materials that reference both the Neo-Grec detailing of the original bank and contemporary urban living. The result is a series of spaces that feel timeless rather than trend-driven.

The project will deliver 316 residences across four collections, Heirloom, Signature, Reserve and the Penthouse Collection, with each responding differently to its position within the building, from the restored heritage podium through to the upper levels of the tower. The Heirloom Residences retain defining heritage elements including original heritage windows, generous proportions and high ceilings, while the tower introduces contemporary homes with expansive layouts and elevated views.

Amenities have likewise been designed to support long-term city living rather than short-stay convenience. “A new cobblestone laneway and landscaped connection between James Street and Gasworks unlock a missing pedestrian link, improving walkability and stitching together two of Brisbane’s significant urban destinations,” Bureau Proberts said in its Urban Design Report.

Architecturally, Bureau Proberts has conceived the building as a collection of vertically expressed, stepping forms rather than a single uniform tower. The composition rises from an articulated podium before being broken by a triple-height landscaped recreation level, with the upper section becoming more compact before terminating in a landscaped rooftop garden.

The project's name and architectural language draw directly from Newstead's industrial history. Patterned off-form concrete is proposed as the principal façade material, complemented by slender metal rod balustrades and extensive planting. The cylindrical and vertically ribbed elements give the building its silo-like expression, while curved balconies and planted edges introduce a softer subtropical layer.

“The Silo reinterprets its robust forms, scale and materiality through a contemporary subtropical architectural expression, creating a building that acknowledges its industrial legacy, while responding to the way the precinct is occupied today,” Bureau^Proberts said.

The recreation level is one of the defining breaks in the tower. Plans include a lap pool, mature subtropical planting and shared resident facilities within an elevated communal garden. Landscaping continues through the podium and onto the rooftop, where a further garden forms what the architects describe as a “subtropical crown” to the building.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

For most Australians, buying an apartment is one of the biggest financial decisions they'll ever make

The location, floorplan and price are often the first considerations, but in recent years another question has become increasingly important: who is actually delivering the project?

A series of high-profile builder collapses, construction delays and defect concerns have fundamentally changed how many Victorians approach buying off the plan. The collapse of Porter Davis in 2023, which reportedly left around 1,700 homes unfinished, became one of the most visible examples of the risks that can emerge when a construction company fails. <a href="https://www.equifax.com.au/sites/default/files/lpassets/pdf/Final-Business-Market-Pulse-June-Sector-Deep-Dive-Report-2.pdf">Similar challenges across the broader construction sector</a> have left buyers asking more questions before signing a contract.

As Victoria continues encouraging higher-density housing to address supply shortages, transparency is becoming just as important as location or price.

One tool increasingly entering the conversation is the <a href="https://icirt.com/">Independent Construction Industry Rating Tool (iCIRT)</a>, an independent assessment framework designed to help buyers better understand the developer or builder behind a project. Originally developed by Equifax in consultation with government and industry as part of NSW's Construct NSW reforms, the system has since expanded nationally.

<h2 data-end="1519" data-section-id="7nmx3" data-start="1492">What is an iCIRT rating?</h2>

Most Australians are familiar with independent ratings in everyday life.

We compare ANCAP safety ratings before buying a car. We look at Health Star Ratings in supermarkets. Banks rely on credit assessments when lending money.

Until recently, however, there has been very little independent information available to help apartment buyers assess the business responsible for delivering a residential project.

That gap is what iCIRT was designed to address.

Builders, developers and other construction professionals with an iCIRT rating have demonstrated high-trust characteristics through an independent, evidence-based assessment across six criteria: Character, Capability, Conduct, Capacity, Capital and Counterparties. This involves a rigorous review of financial health, past project track record, and ethical conduct. Crucially, an iCIRT rating could help provide property buyers with confidence that they are working with a professional who has demonstrated the capability, capacity, and willingness to return and rectify issues.

Importantly, iCIRT is not a recommendation to purchase a particular property, nor is it a traditional credit rating. It is an independent assessment framework designed to provide objective information about a construction business using a <a href="https://icirt.com/sites/default/files/2025-08/iCIRT-Methodology-Issue1-May-2021.pdf">published methodology</a>.

The system has been widely adopted in New South Wales, where more than one-third of medium and large residential builders and developers now hold an iCIRT rating, representing over two-thirds of the state's residential building market by value as of 2025/26.

<h2 data-end="3126" data-section-id="h6ohtj" data-start="3084">Why buyers are doing more due diligence</h2>

For many buyers, particularly those purchasing off the plan, the biggest risk isn't whether they'll like the kitchen finishes.

It's whether the project will be delivered on time, to the expected quality, and by a company capable of completing the development.

<a href="https://icirt.com/sites/default/files/2026-07/iCIRT%202025%20Consumer%20Survey%20Report%20v05.pdf">Consumer research commissioned by iCIRT</a> found more than half of respondents believed current protections do not adequately safeguard buyers from builder insolvencies or defective projects. Other research found 88 per cent of prospective buyers would seek independent ratings or due diligence before purchasing, while 90 per cent said trust in construction professionals is essential.

That doesn't mean buyers should rely on a single rating alone.

Independent legal advice, understanding the contract, and seeking financial advice all remain important parts of the due diligence process.

However, an independent assessment can provide another source of information alongside those traditional checks.

<h2 data-end="4138" data-section-id="pquzxc" data-start="4094">Trust is becoming a competitive advantage</h2>

The conversation isn't only changing for buyers.

Developers are also recognising that trust has become an increasingly important part of the sales process.

Five years ago, purchasers typically asked about floorplans, finishes and settlement dates.

Today, sales teams are increasingly being asked about the developer's experience, financial stability, previous projects and construction partners.

For companies with strong governance and established delivery records, an independent iCIRT rating provides another way to demonstrate those credentials before buyers even visit a display suite.

According to Equifax, the assessment can also help businesses drive sales and <a href="https://icirt.com/resources-for-business/icirt-rating-helps-scion-secure-high-value-projects">secure high-value projects</a>, as well as identify operational improvements and <a href="https://icirt.com/resources-for-business/mirvac-reinforces-brand-trust-and-quality-independent-icirt-rating">attract top talent</a>.

<h2 data-end="4962" data-section-id="1j54ng5" data-start="4912">Beyond buyers: lenders are paying attention too</h2>

The influence of independent construction ratings is also extending beyond consumers.

According to Stamford Capital's Real Estate Debt Capital Markets Survey, an increasing number of lenders now incorporate iCIRT ratings into their due diligence processes when assessing residential development finance applications.

The survey found lender adoption has continued to rise, with many respondents saying independent assessments provide additional insight into governance, counterparties and delivery capability beyond traditional financial analysis. Some lenders also reported declining funding applications where businesses had poor or no ratings.

As construction costs remain elevated and access to development finance becomes more selective, demonstrating credibility is becoming increasingly valuable.

<h2 data-end="5801" data-section-id="1qazuxs" data-start="5772">What it means for Victoria</h2>

Victoria's apartment market is entering a new phase.

The state is seeking to accelerate higher-density housing while simultaneously introducing reforms aimed at improving confidence in residential construction.

For buyers, that means there are more tools available than ever before to research the businesses behind a project.

For developers, it signals that transparency is becoming another point of differentiation in an increasingly competitive market.

Buyers are asking more questions than ever before and increasingly expecting independent information, not just marketing material, before making one of the biggest financial commitments of their lives.

According to the Productivity Commission, investment in housing remains the single biggest financial commitment that Australians make in their lifetime. However, in reality, our lifetime investment is not designed or built for a lifetime’s use.  We design and build our houses for a ‘Peter Pan population’ – people who never get older, never have illness, and never have a change in life circumstance or ability.
Demand for homes that are more flexible, versatile and lifespan sensitive is on the rise and the market drivers are clear.
Consider this: baby boomers, the first of which turned 65 just last year, are part of ageing explosion like none other in Australia’s history. By the middle of this century, one in four Australians will be aged 65 years and over. This massive market of home owners doesn’t want to live in a home that screams “old age”.  These homeowners want safe functionality, but they don’t want to give up attractive design.
For the first time in three decades, the number of couple households with children is on the rise. And current trends suggest that many of these children will stay in the family home well into their late twenties. Women are returning to the workforce in increasing numbers after having children. Households where both parents are employed have increased dramatically, making up nearly 60% of all couple households compared to 40% in the early 1980s. As a result, grandparents are increasingly becoming the primary carers of their grandchildren while their own children work.
What does this tell us? At any one point in the average day three generations pass through the typical Australian home.
The truth is our homes aren’t designed with safety and comfort of the whole family in mind.  A recent UK study revealed that the average home design caters for just 18% of people.  If you are male, fit, aged between 18 and 45, average height and weight and right handed then you are one of the lucky few who fit the ‘average’ profile.  The remaining 82% of people have to accept homes that don’t meet their current or future needs.
Qualitative research undertaken with recent homebuyers, builders and renovators indicates that Australian’s are becoming more aware of the benefits of livable design. Most believe that livable design features make homes safer and easier to live in. For older homeowners, more than 80% support the widespread adoption of livable design features.
International research has found that it is 22 times more efficient to design your home to meet your changing needs upfront, than it is to undertake an expensive retrofit.  And yet, few people consider livability when they are buying or building a new home.
<a href="https://www.lha.org.au" target="_blank">Livable Housing Australia</a> (LHA) is driving a transformation in the way we design and deliver the Australian dream home.  LHA’s practical, common sense guidelines to livability, the livable housing design guidelines, outline simple and straightforward design features that can be incorporated into any new or existing home, whether a detached house or apartment dwelling.  The designs of more than 250 individual dwellings have already achieved the livable housing design quality mark that attests to enhanced livability.
Up-and-coming and innovative builders are beginning to incorporate the livable housing design features into their homes because these features don’t cost more to incorporate upfront, aren’t difficult to include, and because people love the end product – a more livable home.  As president of the Building Designers Association of Victoria, Michael O’Sullivan, says:  “The guidelines present an unmissable opportunity for us to integrate livability principles into beautiful and practical design that can be enjoyed by everyone.”
Livable homes are safe for young children, able to meet the changing needs of families, support people with disabilities to live independently and help older Australians to age in place.  The bottom line is simple.  A livable home is really just good design.

Building a new house is a big undertaking and there’s a good chance there’ll be a few stressful moments during the process.
Fortunately, there are plenty of steps you can take to minimise the problems. Load up your toolkit with some of these stress avoidance and management techniques, and keep your sanity along the way!
1. Have a clear idea about what you want to achieve from the outset
One of the best ways to avoid stress during a new build is by starting off with a comprehensive plan of what you want to achieve. There’ll always be issues you can’t account for, but making changes creates cranky builders and costs more in time and money. Spend some extra effort going over your plans before you start and you’ll save yourself unnecessary hassle down the line.
2. Back yourself
Once you’ve decided what you want, make sure you communicate your ideas firmly. You’ll probably come across a few tradespeople who do a bit of eye rolling when you tell them what you want, but it’s your build and it’s not necessary to justify your choices. There will be times, of course, when you need to weigh up the advice of professionals, but try to remember your goals and listen to your intuition. Hasty last minute changes can lead to substantial regret.
3. Make sure you understand everything
Misunderstandings can lead to a wide range of unnecessary complications, so make sure you ask lots of questions. If you’re not on a building site every day, there’s no way you can be expected to understand all the ins and outs of putting up a new home. Good tradespeople take the time to explain things thoroughly, without making you feel foolish and insecure.
4. Have realistic expectations 
Make sure you understand the costs and timing, and remember to expect the unexpected. Building is a multi-faceted process with lots of small steps, and sometimes things go wrong. Factor in a 10-20% budget contingency and add an extra six months to your build calendar so you won’t be overly stressed if the budget starts to creep or the building schedule hits a few snags.
5. Try to keep your emotions in check
This is probably one of the hardest things to do, especially if you’re building a home for your family. You want it to be right, and that’s understandable, but taking a step back and disconnecting your emotions a little can help you see more clearly. Building a new home should lead to happiness, not a heart attack, so if you find yourself getting angry or upset, take a deep breath and use your head instead. Solutions will be a lot easier to find.
6. Get Involved
Keeping an eye on things is important, especially if you don’t have a project manager or architect. If you spot any issues you can nip them in the bud before they get out of hand. Visit your site as often as possible and if you notice anything unusual, make sure you bring it up immediately. Don’t assume that it’s all under control, or that everyone knows the plan.
7. Maintain communication with your neighbours
No-one likes a raft of building trucks parked outside their home every day without an explanation or apology. Make an effort to let the neighbours know what’s happening, and offer them your mobile number if they want to discuss any issues.
Taking time to listen is often all it takes to keep the neighbours onside. Put yourself in their shoes, and offer some genuine understanding. Failing that, move on to some good old-fashioned bribery – a nice bottle of wine and a couple of movie tickets usually does the trick!
8. Spend some time on activities that don’t involve the build
The building process can be long and arduous so make sure you take some time out to clear your head. Unless there’s a bunch of urgent “do or die” issues sitting on your desk, factor in a couple of nights away or an afternoon on one of your hobbies. It will help reduce any pent up stress and re-ignite your enthusiasm for your project.
9.  See the stars
When it all gets too much, go outside at night and look up at the sky. Nothing puts it all in perspective like a couple of awe inspiring moments thinking about the size of universe. OK, so the builder ordered the wrong materials. Most things can be fixed, and in the grand scheme of things, it’s really not that bad.
Building a new home should be a positive experience, not one that leaves you feeling frazzled and disappointed. Although it’s nearly impossible to remove all the stress from the process, having realistic expectations, a comprehensive idea about want you want to achieve, good communication, and a time-out plan means you’re more likely to enjoy the experience.
And who knows… you might even want to do it all over again!

Investors’ insatiable appetite for prime retail real estate is set see investment sales in the sector produce new record highs this year.
This week alone, more than $120 million worth of retail property assets changed hands in Sydney and Adelaide.
The high-profile Oxford Square commercial retail complex in Sydney's CBD sold for $62.7 million to the Australian Property Opportunities Fund.

Oxford Square is fully leased, with a net income of about $5,025,000 per annum. The site has a 48-metre frontage to Oxford Street and a total gross lettable area of 12,088 square metres.
Jones Lang LaSalle’s national head of retail investments Simon Rooney and manager of NSW retail investment sales Luke Harris oversaw the sale on behalf of a local private investor.
"While major deals above a$150 million still dominate the overall market, we’re also seeing an uplift in activity in the $50-150 million bracket this year", said Rooney, citing increased demand from the likes of syndicators and boutique fund managers
Such is the high level of demand that Rooney said including this most recent major sale, total retail transactions were at $5.3 billion.
"The current pace of activity suggests retail investment volumes are on track to produce a new record high in 2013, above the $6.5 billion recorded in 2012,” he said.
In a separate transaction, Charter Hall Retail REIT has acquired the Southgate Plaza in Adelaide's Morphett Vale for $60 million.

The plaza is located 21 kilometres south-west of the Adelaide CBD and is anchored by a recently expanded Target store and a refurbished Coles supermarket.

Total sub-regional transactions for 2013 are now at $963.7 million year to date. That compares to $983.2 million in 2012.

 1. Believing the myth that property always goes up in value.
Many property spruikers still promote the idea that that property doubles in value every seven-10 years. But any historical study of actual median price movements demonstrates that this isn’t the case. Prices tend to go up in short bursts, and only about 30% of the time.
In fact there can be long periods when property prices in any given suburb are flat or even fall. Research into local market dynamics is essential to avoid picking an area where prices are more likely to trend sideways or fall in the near term, and to have the best likelihood to buying in areas that are going to increase in value.
2. Believing what you’re told by someone with a vested interest in selling you a property.
If someone is recommending that you buy a particular property, ask yourself: What’s in it for them? Do they really have your best interest at heart, or are the more focussed on the money they’ll make if you buy one of their properties? Remember, a real estate agent, developer or buyer’s agent will make money whether or not the property you buy through them actually meets your personal financial needs.
3. Buying on emotion, instead of research and due diligence.
This is especially a danger at auctions, because the entire auction process is designed to play on the emotions of the buyer by creating a competition where the highest bidder is the “winner” (Congratulations! You’ve just paid too much for your property!)
Always carry out due diligence before committing to any property purchase. This means examining recent comparable sales, crunching the numbers to understand the potential for profit in the deal, working out your maximum purchase price, and checking out the risks.
4. Buying a property because “it’s a bargain!”
A property that appears cheap, may be cheap for a good reason. There could be expensive structural issues, high-tension power lines overhead, an old mine under the backyard, or the “neighbours from hell” next door. Always carry out due diligence to check whether a “bargain” property really is the deal of a lifetime, or is actually a disaster waiting to happen.
5. Investing in property primarily to “save tax”
It’s not really hard to save tax… all you need to do is make a loss, and then claim that loss as a tax deduction! If your main reason for buying a property is to get a tax saving (for example, through negative gearing), then you’ve missed the whole point of investing… which is surely to make money rather than lose it! A tax saving doesn’t turn a bad deal into a good investment. Treat any tax savings as a bonus – not the sole reason to buy a property. 
 6. Failing to properly research the area in which you plan to purchase.
Invest in the wrong area and you may find that you’ve just bought into a suburb that is going to go nowhere, or worse, decline in value. Why would you want to buy and hold a property in a suburb where values were going backwards? 
Find out about local population trends, housing supply and vacancy rates. A falling population will undermine property values as people (and money) leave the area, and vacancy rates increase. Prices tend to rise slower in areas where plenty of new houses or units are being built, especially if the supply of new housing outstrips the rate at which the population is increasing. This is a common issue with large new housing estates and areas with many high-density apartments.
7. Entering into an unconditional contract to buy a property, without first obtaining finance approval. 
If your contract to purchase a piece of real estate is ‘unconditional’ and you can’t complete settlement because you’re unable to get a loan, then you’ll probably lose your deposit (and possibly more).
8. Omitting to undertake a building and pest inspection on a property before buying.
Unless you are a builder, you could easily miss costly problems with the physical dwelling, like a leaky roof, damaged foundations, a termite infestation or worse!  What sounded like a “bargain” at the time could rapidly become a far more expensive money-pit because you didn’t get it properly checked out by professional building and pest inspectors.
9. Buying a property after a 15 minute inspection, or worse, site-unseen.
It’s scary to think that most investors spend more time deliberating over a new pair of shoes for $100 than they do on evaluating an investment property for $500,000! If you’re going to invest hundreds of thousands of dollars in a property, do more than just looking at photos on the internet or attending a 15 minute open-for-inspection.
Invest a little time and money to properly check out both the property and the neighbourhood. Otherwise you might find you’ve just bought the best property on the worst street, right next door to the local “crack house”! And remember, photos often lie. 
 10. Listening to the opinions of people with little or no actual property investing experience.
Only ever take property investing advice from those who can demonstrate they have experience in the kind of property investing strategies you’re interested in, and who have a track record of success. Do not listen to the opinions of those who have never invested in property before, or are not investing in the current market.

Ever wondered why agents underquote? The simple answer is because it works. This may not be a popular view of underquoting and as frustrating as it may be, underquoting is a necessary evil in Melbourne’s auction system.  
Growth in property prices this year has highlighted the widespread practice of underquoting and the frustration of buyers who miss out when properties sell for much more than the advertised estimate.  
Ironically, the practice that frustrates buyers is the same one that enables the auction system to work in the first place.  
When a real estate agent auctions a property, the vendor is paying them a fee to achieve the highest possible price in the prevailing market conditions. To achieve this, the agent must do their utmost to maximise the intensity of competition on auction day.  
At any given auction the bidders will have a range of spending limits. Some limits may be close to the advertised sale price estimate, whilst others may be much higher. By competing in the auction up to their respective price limits, each underbidder plays a vital role by increasing the intensity of competition.  
Although some buyers fall by the wayside when bidding goes beyond their limit, each one plays a part in pushing the bidding higher and, ultimately, determining the final sale price.  
Even if the agent researches the sales results of comparable properties and advertises a price estimate that they genuinely believe is realistic, there’s no guarantee that the property at hand will sell within that range.  
Therefore, in a free market economy, advertised price estimates and sales results for comparable properties should be taken as guides, not ironclad predictors, of the actual sale price a particular property will achieve. Ultimately, it’s the different spending limits of each bidder and the intensity of competition that count on auction day.  
As I see it, the real problem isn’t underquoting per se, but the public’s (understandable) misconception that an advertised price estimate is the level at which the property is likely to sell. In fact, the advertised estimate is a marketing tool; a way of drumming up interest from a wide range of buyers to create competition on auction day and maximise the eventual sale price.  
It’s the old adage: “Quote ‘em high, watch them die. Quote ‘em low, watch ‘em go.”  
The rationale behind taking an asset to auction — whether it’s a property, a work of art or even a consumer item on humble old eBay — is to test the market. Unlike a private sale, where the vendor advertises a clear price at which they’re prepared to negotiate, auctions put the onus on the purchaser. They’re the vendor’s way of saying, “Sure, I know the price I’d like to achieve, but I want you to tell me what you think it is worth.”  
The public’s misconception about the purpose of advertised price estimates highlights another equally important issue — the shortage of supply relative to demand, particularly in the inner suburbs where most auctions take place. Buyers who bid there encounter the lowest ratio of supply relative to demand, and therefore the strongest competition from other bidders. In this situation, they must accept that a greater possibility of failure is a by-product of their participation.  
In a perverse way, underquoting works because it brings in bidders who can’t afford the property — encouraging competition and driving up the eventual sale price. When transacting a privately owned asset in a free market economy, the highest bidder wins. The fact that some buyers will miss out is an unfortunate fact of life.

Underquoting - the auction system’s necessary evil: Mark Armstrong

More than one in every three firms providing investors with depreciation reports are not registered tax agents, according to Washington Brown's Tyron Hyde.
A study, undertaken by Washington Brown, analysed more than 80 firms across the country.
Under the Tax Agent Services Act 2009 (TASA), all property depreciation schedule providers are required to be registered Tax Agents, Hyde confirmed.
“The Act was introduced ensure firms have the adequate skill set and insurances to protect consumers,” he said.
“The fact that so many firms are unregistered is definitely a concern, and a case of buyer beware.”
Of the study, the most common illegal provider found appeared to be from property valuers and building inspectors offering the service.
“What this means is that property investors are buying and submitting depreciation claims that could be in breach of the Act," he warned.
Each year, there are 1.6 million people claiming depreciation. “The worst case I saw was a company that proudly displayed the Tax Agent Number on its website, but when I checked on the Taxation Board’s website it turns out the firm’s registration had been revoked due to insufficient qualifications,” he said. The penalties can be severe, with the penalty for individuals and corporations under subsection 50-5(1) of the Tax Agent Services Act being $27,500 and $137,500 respectively. One third of depreciation providers may be in breach of law: Washington Brown

Infrastructure is about the long-term growth and prosperity of a nation, but Australia will get very little of this benefit if the cost of building it continues to rapidly escalate.
Australia is becoming increasingly uncompetitive in design and delivery of major projects. This is an unacceptable situation, and a newly commissioned multi-state inquiry by the SMART Infrastructure Facility will identify the key causes and make recommendations to help secure better value for taxpayers’ money.
Australian jurisdictions have experienced sharp rises in the cost of delivering mega-projects. In the pre-GFC mining construction boom period of the mid-2000s construction costs were 20-30% higher than previous levels. Infrastructure projects continue to get larger and, therefore, more risky, so relatively small percentage increases in design and construction costs translate into very large dollar costs.
Certainly the pre- and post-GFC resources booms put upward pressure on scarce labour, equipment and raw materials but this does not appear to explain the full extent of the cost inflation. Put another way, some of the increases in the cost of large projects during the boom years has persisted and seems permanent.
The Business Council of Australia is concerned about Australia’s attractiveness to invest. Australia’s hospitals are 62% more expensive to build, shopping centres 43% and schools 26% than OECD peers. Australia’s onshore resource projects are 40% more expensive than the US Gulf Coast and offshore projects are 200% more expensive.
A big challenge has been Australia’s near 20-year super investment cycle. This created the perfect storm with mining booms I and II coincided with an asset renewal mega-cycle in electricity as well as billions in new investment in water security in south east Queensland and other parts of Australia struggling with the threat of drought. The result was escalating design, engineering, construction, raw materials and equipment costs.
Investment in transport, electricity, gas and water has grown above trend over the past decade. This may have reflected a catch up from under investment in earlier decades, as well as poor regulatory incentives to over build.
Hidden drivers, massive cost
Many of the cost drivers are hidden, at times subtle and small but cumulatively can be very significant on project costs. These include changes to technical standards (over-engineering), environmental and planning requirements, safety standards and treatment of contingencies in contracts. Quality of project delivery teams and particularly project directors is likely to be very important as well.
The Queensland and NSW governments have sponsored the Cost of Infrastructure Project at the SMART Infrastructure Facility, University of Wollongong. They realise the importance of getting on the front foot to, first, understand the drivers of rising infrastructure costs in roads and rail projects, particularly for ‘mega-projects’ and, second, to better control costs so that taxpayers are more likely to receive better value for money.
High and uncertain costs are also very relevant to the incentives for private investment in public infrastructure. For instance, it is difficult enough for prospective private investors to manage green-field and patronage risk with new assets such as toll roads and renewable energy projects. But when we add to that a risk premium for rising project construction costs, it is difficult for mega-projects to pass stringent commercial testing.
Arresting the loss of long term planning is critical to lower infrastructure costs. All jurisdictions face extreme scarcity of available land, especially separated transport corridors for freight and passengers in already built-up areas. As demonstrated recently with the Southern Sydney Freight Line, right of way to passenger services impacts design, longer delivery time and much higher capital and labour costs.
More generally, the lack of land-use planning in cities has required expensive tunnels when surface access would have been cheaper. Environmental regulation further exacerbates costs without a proper evaluation of benefits.
Rushing in the wrong direction
Urgency has played an unnecessarily big role in Australia resulting in the wrong assets being built. The Brisbane Western Corridor Recycled Water Pipeline is a case in point. Before the situation became potentially catastrophic, long term planning with the community on the merits of water recycling could have been a far cheaper way of securing water security.
Finally, an institutional mind shift is required where infrastructure should not be just a counter cyclical economic policy past time. The infrastructure industry does not function well as a ‘short-order’ cook. It needs greater certainty with projects that will come to market over 10 to 15 years. This will provide a better environment for investment in capabilities to drive innovation, streamline delivery, purchase productivity-enhancing equipment and invest in highly trained personnel.

Residential land sales volumes are on the up now for several consecutive quarters and now sit at their highest level since March 2010.
This is what the Reserve Bank of Australia (RBA) has been hoping for, the favoured outcome being a strong increase in dwelling construction to offset the mining construction boom moving over its hump.
Plenty have written off a material increase in dwelling construction coming to the fore, but low interest rates necessarily must take time to work and for their full effect to be seen, and therefore it is often difficult (or simply nigh on impossible) to predict outcomes in advance.
Clearly land sales are up from a low base over the past few years as the HIA chart above shows, but the trend is incontrovertibly an upwards one. Nationwide, land sales are now 21% below their historical average, but that said, they were up by more than 18% in the last quarter alone.
Notably residential land sales are up very strongly by 33% over the past year in Sydney.
This is perhaps unsurprising as Sydney has an under-supply of appropriate dwellings and a very strong population growth.
And still further, the harbour city is seeing very strong dwelling price gains, up by more than 12% already in 2013 with more than two months of the calendar year left to run.
There certainly looks to be unit construction aplenty underway: Barangaroo, Broadway and the inner south being stand-out examples. It's certainly looking to be all on around Sydney, my eyes tell me, although there is of course commonly a lag between construction becoming visible around the city and units becoming inhabited.
This will represent positive news for the Australian economy as and when increasing residential land sales are ultimately reflected in dwelling construction.
The corresponding test will be to gauge whether mining construction capital expenditure drops off quickly as some have feared or whether a somewhat brighter global outlook and stabilising growth in China (and potentially some resources project overruns or cost blowouts - anecdotal evidence suggests that there may be plenty of these ongoing) mean that the mining cliff is rather a gentler tailing off than a capex apocalypse.
The impact to date of 'actual' declining mining construction has been limited in its scope but the 'expected' level of capital expenditure surely looks set to tail off.
This will begin to represent a headwind for the Australian economy through 2014 and beyond, but so far the RBA appears to remain confident of its stance. A favourable inflation (CPI) print this week may help to strengthen its position.

Handsome looking trend emerging in residential land sale: Pete Wargent

1. A property that is aligned with your financial goals.
First and foremost, you need to know what financial outcome you’re seeking from your property investment – i.e. how much profit, by when, and what form is that profit going to take (capital growth, cash flow, a lump sum cash gain from adding value, etc)? It’s only with a clear financial goal in mind that you’ll be able to assess whether a property is actually the right one for you!
2. Established (not brand new) house in a growth area.
New houses depreciate, which can provide some tax advantages, but you’ll pay a premium for ‘new’ and may not see any greater rate of growth than you would with a less expensive established house in the same area.
3. Priced lower than comparable properties in the area.
Becoming familiar with values in and area by researching recent comparable sales can help you identify properties where the price represents good value – subject to checking out whether there is some kind of major issue with the property. Remember though that many problems can be fixed cost-effectively, and it may be that the seller simply needs a quick sale and is quite negotiable on price.
4. A house on a larger block in a zone that would allow higher density development.
This may make your property more desirable to developers, helping it to outperform on price growth even if you have no intention to develop it yourself.
5. Other ‘scarcity’ aspects.
Look for something that will make your property rare (but not weird) and therefore more desirable than others in the area, so that it outperforms on price growth and/or rental returns, rather than getting more-or-less the same as any other property. Examples of ‘scarcity’ aspects might include a larger block in a high density area, water views, proximity to amenities (like beaches, parks, sports grounds), being close to public transport or easy freeway access (but not right on the railway line or right next to the freeway), etc.
6. Opportunities to cost-effectively add value or increase rent.
The more options you have for making money from an investment property, the better. If you can add value to the property, then you become less reliant on market-driven growth for you profits. Look for properties with potential to increase the value or achieve a significant improvement in rental return through cost-effective improvements. Here, ‘cost-effective’ means that you’d spend less on the improvements than the resulting increase in the property’s value, or would be paid back the cost of the improvements within a short timeframe from the increased rent. 
7. More than one dwelling on the same title.
A property with more than one house or unit on the same title may deliver a higher rental return from multiple tenancies, or provide an opportunity to actively increase the value of the property through a potential subdivision.
8. Located in an area with favourable ‘market dynamics’.
Not all suburbs are equal, and they won’t all experience growth at the same time. Look in areas where the leading indicators of growth are positive. For instance, a suburb where there’s limited housing supply and properties are being sold at a rate faster than the rate at which new listings are being added, the average-time-to-sell is falling, may indicate great potential for short-term price growth.
9. Located in area with low rental vacancy rates.
If you’re planning to hold the property for rental income and price growth, then picking a property in an area with strong rental demand will be important. Low vacancy rates will support both rents and prices, and help reduce the risk of having to carry the property empty (with no income) for extended periods between tenants.
10. Broad target market appeal.
Ensure the property will appeal to your 'target market'. If you’re planning to rent out the property, then it needs to be a property that tenants will actually want to live in. If your plan is to on-sell the property down the track (perhaps after renovation or redevelopment) then look for locations and properties that will have broad appeal to the majority of home buyers and investors in the area.
