<p>The Gold Coast economy has grown by 25 per cent since 2020/21 to surpass $55 billion, but perhaps the more significant story is what sits behind the headline number.</p>

<p>For decades, the Gold Coast has been viewed through the lens of tourism, lifestyle and population growth. The latest State of the City Report suggests that perception is increasingly out of step with reality.</p>

<p>Released by Invest Gold Coast, the report ranks the Gold Coast as Australia's largest non-capital city economy and, perhaps more notably, second nationally behind Sydney for Economic Complexity, a measure that assesses the diversity and sophistication of an economy.</p>

<p>It's a result that places the Gold Coast ahead of Melbourne, Brisbane, Perth and Adelaide, highlighting the extent to which the city's economic base has broadened beyond its traditional industries.</p>

<p>Today, the Gold Coast supports more than 350,000 jobs, is home to over 83,000 businesses and generates $19 billion in annual exports. Manufacturing now accounts for 62 per cent of international export growth, while sectors including health, education, advanced manufacturing, technology and professional services are becoming increasingly important contributors to the local economy.</p>

<p>Gold Coast Mayor Tom Tate said the report confirmed the city's evolution into one of Australia's most significant economies.</p>

<p>"As one of the most entrepreneurial, investment driven and opportunity focused economies in the country our ambition has been realised and possibilities are endless.</p>

<p>While population growth has been one of the defining stories of the past decade, the report points to a broader economic transformation taking place.</p>

<p>The city's knowledge economy now contributes $7.9 billion annually and supports around 31,000 jobs, while the health and wellbeing sector contributes $5.2 billion and employs more than 42,000 people. Together, the six priority sectors identified in the report account for almost $24 billion in economic output and more than 145,000 jobs.</p>

<p>One of the strongest examples is the Gold Coast Health and Knowledge Precinct at Southport. The 200-hectare precinct now contains more than $5 billion worth of health, education, research and innovation infrastructure and supports over 16,000 jobs.</p>

<p>The report also highlights the growing role of advanced manufacturing, particularly in aerospace, defence and modular construction.</p>

<p>Gold Coast-based Gilmour Space Technologies recently became the first Australian commercial company to attempt an orbital launch, while companies including Modscape and ModnPods are helping establish the Yatala-Stapylton corridor as one of Australia's fastest-growing advanced manufacturing hubs.</p>

<p>The city's entrepreneurial culture is also translating into business growth.</p>

<p>Since 2019/20, the number of businesses operating on the Gold Coast has increased by 22 per cent, while firms employing more than 200 people have grown by 80 per cent. The report suggests the next challenge is converting more local start-ups and medium-sized businesses into nationally significant companies.</p>

<p>Development activity remains another key indicator of confidence.</p>

<p>There are currently more than $23 billion worth of major projects underway across the Gold Coast, supported by a record 75 active cranes, a figure that now exceeds Brisbane and represents a 150 per cent increase since 2016.</p>

<p>While 93 per cent of crane activity is currently tied to housing, Invest Gold Coast argues future investment will increasingly need to focus on cultural, civic, infrastructure and industry-enabling projects that strengthen the city's long-term economic resilience.</p>

<p>Invest Gold Coast Chair Will Hodgman said the city was now benefiting from years of economic diversification.</p>

<p>"What is happening on the Gold Coast is the result of the city's economic base broadening, fuelled by industries with long-term, high-growth potential," Mr Hodgman said.</p>

Buyers rush to Homecorp's Florence Residences as Gold Coast wellness trend gains momentum

<p>The NSW Government has expanded its $1 billion Pre-sale Finance Guarantee program, broadening access for affordable housing providers and smaller residential developments as it seeks to accelerate housing delivery across the state.</p>

<p>The Minns Government says the program has already helped bring forward more than 600 homes across Sydney and regional NSW since launching in September 2025, with similar models now adopted in South Australia and Western Australia.</p>

<p>The latest changes, announced by Treasurer Daniel Mookhey and Minister for Planning and Public Spaces Paul Scully, are designed to improve access to finance for projects that have planning approval but are struggling to secure funding.</p>

<p>Among the key changes is an expansion of support for community housing providers. The program will now support up to 100 per cent affordable housing projects valued at up to $30 million when delivered by not-for-profit providers, while support for larger affordable housing developments will increase for projects worth up to $80 million.</p>

<p>The government says the changes will help accelerate the delivery of housing for low-income workers, older people, people living with disability, and those at risk of homelessness, while reducing reliance on direct grants or subsidised loans to bridge funding gaps.</p>

<p>The eligibility criteria for smaller residential developments have also been broadened. The previous $5 million minimum project value threshold has been removed and replaced with a requirement that projects deliver at least four homes.</p>

<p>Support has also increased for projects delivering fewer than 20 homes, with the guarantee now able to cover up to 75 per cent of dwellings in a development, capped at $30 million per project.</p>

<p>The changes are expected to particularly benefit smaller-scale and regional developments, which often face greater challenges meeting pre-sale requirements imposed by lenders.</p>

<p>Treasurer Daniel Mookhey said the scheme demonstrates how government can use its balance sheet to stimulate housing supply without relying solely on taxpayer-funded grants.</p>

<p>"The Pre-sale Finance Guarantee shows how this Government is using its balance sheet to reduce risk and unlock private investment, enabling new homes to move from design to construction faster," Mookhey said.</p>

<p>"This landmark reform allows us to deliver homes for working families at a lower cost to taxpayers, while also maintaining strong financial discipline."</p>

<p>Planning Minister Paul Scully said the program had already proven effective in bringing stalled projects to market.</p>

<p>"The Pre-sale Finance Guarantee has already proven it can unlock stalled projects and accelerate housing delivery by giving lenders the confidence they need to back good developments," Scully said.</p>

<p>"These changes will allow more affordable housing and smaller developments to access support so more homes can be built faster where communities need them most."</p>

<p>Housing Minister Rose Jackson said the expansion would help community housing providers overcome financing barriers that often delay projects.</p>

<p>"We know community housing providers are ready to build more homes, too often they're held back by barriers to finance," Jackson said.</p>

<p>"Expanding the Pre-sale Finance Guarantee helps remove those barriers so more affordable homes can get off the ground sooner."</p>

<p>The announcement was welcomed by the Property Council of Australia, which has long advocated for measures aimed at improving project feasibility and access to finance.</p>

<p>Property Council NSW Executive Director Katie Stevenson described the expansion as a practical intervention that addresses one of the most immediate constraints on housing delivery.</p>

<p>"This is exactly the kind of practical intervention we need right now, focused on getting projects out of the ground, not just approved," Stevenson said.</p>

<p>"It builds on a model the Property Council has worked closely with government to develop following calls for such a scheme ahead of last year's NSW Budget, so it's great to see it being expanded."</p>

<p>Stevenson said the reforms would help unlock projects that are ready to proceed but have been delayed by financing challenges. However, she noted that broader feasibility issues remain a significant barrier to increasing housing supply.</p>

<p>"The biggest challenge in NSW housing today is delivery. Too many projects have planning approval but are simply not financially viable to proceed under current settings," she said.</p>

<p>Speaking at the Property Council's NSW Housing Summit, Housing Minister Rose Jackson acknowledged that feasibility and financing pressures continue to constrain housing delivery, while reaffirming the government's commitment to work with industry on solutions.</p>

<p>Stevenson said the government's recognition of those challenges was encouraging ahead of next week's state budget.</p>

<p>"It's positive to see the government clearly recognising that feasibility pressures are now a binding constraint on supply," she said.</p>

<p>"With the Budget just days away, the focus must be on backing delivery, making sure projects stack up, finance can flow, and more homes can move from approval to construction."</p>

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>
</ul>

<p>While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.</p>

<p>While the FHOG is a nationwide program, it is administered separately by each state and territory, meaning the eligibility criteria, grant amounts, and property requirements can vary depending on your location. This means that the amount available and the conditions attached to the grant will differ, so it is important to check the specific guidelines for your state or territory.</p>

<p>Are mortgage holders set to get a reprieve from the RBA in 2026?</p>

<p>Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.</p>

<p>NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.</p>

<p>“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.</p>

<p>"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.</p>

<p>Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.</p>

<p>“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”</p>

<p>Dr Auld said inflation risks and labour market outcomes would be important to watch.</p>

<p>“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”</p>

<p>She said tighter financial conditions are expected to weigh on housing and activity.</p>

<p>“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”</p>


Mortgage relief? NAB forecasts RBA rate cut, not hike, after softer economic conditions

<p><span style="font-size: 12.16px;">Australia has recorded a ten-year high for first homes buyers in the last quarter, according to the latest REIA’s "The Housing Affordability Report (HAR)”.</span></p>
<p><span style="font-size: 12.16px;">The report revealed a ten-year high for first home ownership and an overall improvement in housing affordability across Australia.</span></p>
<p><span style="font-size: 12.16px;">A combination of factors meant that housing affordability has faced a bright spot for those who entered the market during the September 2020 quarter.</span></p>
<p><span style="font-size: 12.16px;">Market entry has experienced its largest year on year increase since 2009 and largest quarterly increase since 2010.</span></p>
<p><span style="font-size: 12.16px;">With a September quarter increase of 36.1%, first home buyers now make up 40.8% of the owner-occupied dwelling market. This is particularly good news given the large challenges faced by tenants at the outset of the COVID-19 pandemic.</span></p>
<p><span style="font-size: 12.16px;">The average loan size to first home buyers decreased to $406,223, a decrease of 5.4% over the quarter, but an increase of 0.8% over the past 12 months.</span></p>
<p><span style="font-size: 12.16px;">Mr Kelly said that first home buyers are responding to the stable market and historically low interest rates.</span></p>
<p><span style="font-size: 12.16px;">Banks could do more to further improve affordability by passing on in full interest cuts and help even more Australian’s buy homes.</span></p>
<p><span style="font-size: 12.16px;">HAR shows us that Australian families experienced a small income increase of 0.5 % while the average loan repayment decreased by 2.5 %.</span></p>
<p><span style="font-size: 12.16px;">For homeowners, affordability improved with income to loan repayments decreasing 1.1 percentage points to 33.9% over the quarter.</span></p>
<p><span style="font-size: 12.16px;">For renters, affordability declined in the September quarter and over the past year with the proportion of income required to meet rent payments increasing by 0.4 percentage points to 23.7%. This is mainly attributed to the increase in rents in a number of capital cities.</span></p>
<p><span style="font-size: 12.16px;">The next HAR will be released on 3 March 2021 showing the full impact of CV-19 on housing affordability for 2020.</span></p>

<p>This is the strongest Regional Queensland market in the six years that Hotspotting has been conducting its quarterly surveys of sales activity and prices. The number of rising markets is the highest recorded, by a considerable margin, and property values are growing.</p>
<p>We have identified 72 locations with rising sales activity, a remarkable result in the year of the pandemic. Locations across the state are benefiting from the Exodus to Affordable Lifestyle and/or the improvement in the resources sector. Vacancies are ultra-low in most of these places.<span style="font-size: 12.16px;"> </span></p>
<p>There are seven regional cities with five or more suburbs with forward momentum in sales activity: the Sunshine Coast, the Gold Coast, Toowoomba, Mackay, Rockhampton, Gladstone and Townsville. These cities, plus smaller regional centres like Gympie, Emerald, Warwick, Kingaroy and Dalby, all have markets trending in the right direction for sustained price growth.</p>
<p>The Sunshine Coast is again the standout location, but other regional markets are emerging, notably the important inland city of Toowoomba. And we are seeing recovery in resources-related centres which have spent several years in downturn, including Gladstone, Mount Isa and Emerald.</p>
<p>The exceptions to the trend of upwardly-mobile markets are Cairns and the Fraser Coast, neither of which appear to be experiencing the uplift seen elsewhere.<span style="font-size: 12.16px;"> </span></p>
<p>The Sunshine Coast continues to be one the nation’s outstanding property markets. There are 14 suburbs with rising sales activity and seven with consistent sales volumes. Neighbouring Noosa has two growth suburbs.</p>
<p>The Sunshine Coast is outperforming the Gold Coast, which is a much larger city but has only seven growth suburbs, as well as 12 consistent ones.</p>
<p>Toowoomba is the new contender, as its economy rises on the back of significant new infrastructure. Eight suburbs have rising sales activity and we expect prices to rise considerably.</p>
<p>Rockhampton, Gladstone, Mackay and Townsville each has between five and seven suburbs with rising momentum.</p>
<p>Gladstone’s re-emergence as a growth market is notable, after half a dozen years in downturn: vacancies are now low, sales activity is picking up and prices are now responding.</p>
<p>Markets across Regional Queensland are performing well on price growth: almost three-quarters of locations across Regional Queensland have had annual growth in their median house prices and a similar number of towns and suburbs have had uplift in the most recent quarter.</p>
<p>The Sunshine Coast continues to impress as one of the nation’s strongest markets, with price uplift in particular in the top end of the markets.<span style="font-size: 12.16px;"> </span></p>
<p>Sunshine Beach, the most expensive suburb on the coast, has recorded a 33% annual rise in its median house price, now $1,750,000. The canal-based suburb of Minyama has increased 29% in the past 12 months to $1,190,000. Yandina (median house price $730,000) has increased 30%.</p>
<p><span style="font-size: 12.16px;">The market in and around Noosa is a particular standout, with Sunshine Beach up 33%, Sunrise Beach up 17% and Noosaville up 12%. Mooloolaba (median price $900,000) has risen 10% and Moffat Beach (median price $910,000) is up 12%.</span></p>
<p>The Gold Coast has some notable growth performances also, with Worongary (30%), Runaway Bay (14%), Miami (12%), Arundel (15%) and Burleigh Heads (15%) all recording growth annual growth.</p>
<p>A number of Central Queensland are rising, including Mackay (where Andergrove, Blacks Beach, South Mackay and North Mackay have all recorded double-digit annual growth) and Rockhampton (where Berserker has led the growth with a 27% increase).</p>
<p>Gladstone continues to deliver evidence of recovery from a lengthy downturn, with median house price growth in suburbs such as Calliope (10%), Clinton (12%), West Gladstone (18%) and Tannum Sands (11%).<span style="font-size: 12.16px;"> </span></p>
<p>Central Queensland resources towns like Moranbah (up 23%) and Clermont (up 10%) are also recovering, albeit from a very low base. Chinchilla on the Western Downs is in a similar position, with its median house price rising 15% in the past year after several years of decline.</p>

<p>There are now 50 lenders offering a total of 126 home loans under two per cent.</p>
<p>For the average $400,000 home loan paying down principal and interest, a rate under two per cent brings the cost of mortgage repayments down to less than $50 a day.</p>
<p>That's compared to a $59 a day cost to two years ago, when the lowest mortgage rate was 3.44 per cent according to RateCity.com.au.</p>
<p>The RBA cuts over the last two years, which takes the lowest rate down to 1.77 per cent, sees the average mortgage holder save $12 a day on their home loan, which is around $360 a month and $4,380 a year.</p>

<p class="x_MsoNormal">‘At the start of this month a rate under two per cent was as rare as hens’ teeth. Today there’s well over 100 of them," Tindall said.</p>
<p class="x_MsoNormal">“Record low interest rates have supercharged people’s borrowing power. As a result, some first home buyers are finally finding themselves in contention at open homes and auctions."</p>
<p class="x_MsoNormal">The latest ABS lending finance figures show there was a 51% increase in the number of first home buyer loans over the last year in original terms.</p>
<p class="x_MsoNormal">“The formula of record low rates and government grants seems to have hit the sweet spot for many first home buyers. They’re finally enjoying their time in the sun," Tindall added.</p>
<p class="x_MsoNormal">“Two years ago, the lowest variable rate was 3.44 per cent. Today its 1.77 per cent and it’s not just the low-cost lenders that have moved. The whole market has been forced to follow behind them.</p>

<p>The Business Indicators publication is largely important each quarter for the data on inventories that helps finalise the estimate for economic growth.</p>
<p>The gross domestic product (GDP) or economic growth figures are released on Wednesday. But there are still two important ‘partial’ components before then in the shape of government spending and net exports – the figures released on Tuesday.</p>
<p>At this stage GDP is expected to have rebounded by at least 2½ per cent. That means that the economy exited from its first ‘technical’ recession in 29 years during the September quarter.</p>
<p>Courtesy of government assistance, corporate profits rose another 3.2 per cent in the September quarter after the 15.8 per cent gain the June quarter. Profits are rising at the fastest annual rate in three years. The aim of policymakers has been to keep business in business and keep workers in jobs. And all evidence suggests that the measures are working well.</p>
<p><strong>What do the figures show?</strong></p>
<p><em>Business Indicators – September quarter</em></p>
<p>Company operating profits rose by 3.2 per cent in the September quarter to be up 18.6 per cent on the year. Profits rose in 12 of the 15 industry groups in the September quarter.</p>
<p>Inventories fell by 0.5 per cent in the September quarter after a 2.9 per cent fall in the June quarter. Inventories will add 0.9 percentage points to quarterly economic activity. Four of the six industry sectors posted declines in inventories led by Electricity, gas, water and waste services (down 3.7 per cent).</p>
<p>The total real value of sales rose by 4.4 per cent in the September quarter but was down 5.4 per cent on the year. Real sales rose in all of the 15 industry sectors except Mining (-1.5 per cent) in the September quarter. In current prices, sales rose by 4.0 per cent in the quarter but fell 6.8 per cent on the year.</p>
<p>Over the full year to September, real sales fell by 3.6 per cent on a year earlier (decade average +1.5 per cent). And in current prices, sales fell by 3.2 per cent in the full year to September (decade average +3.3 per cent).</p>
<p>In current prices, sales rose in seven of the states and territories in the September quarter: NSW (up 5.8 per cent), Victoria (up 2.2 per cent), Queensland (up 2.8 per cent), South Australia (up by 9.8 per cent), Western Australia (up by 1.5 per cent), Tasmania (up 13.2 per cent), Northern Territory (down 0.7 per cent) and ACT (up by 4.0 per cent).</p>
<p>Wages &amp; salaries (includes changes in wages and employment) rose 2.4 per cent in the quarter to be up 0.4 per cent on the year – reflecting slower growth in wages but higher employment.</p>

<p>An annual land tax should replace the one-off financial sledgehammer of stamp duty on property purchases, the experts in this month's Finder RBA Cash Rate Survey™ said.</p>
<p>Of the 27 experts and economists that weighed in on stamp duty 9 in 10 experts (89%, 24/27) were in favour of the proposed stamp duty scrapping.</p>
<p>Earlier in November, the state government announced that NSW will lead the way on tax reform with its plan to make stamp duty optional, granting homeowners the ability to pay an annual land tax instead.</p>
<p>Graham Cooke, insights manager at Finder, said that stamp duty can be a dealbreaker for those looking to relocate, and this can impact property demand and supply.</p>
<p>“Buying a home in Australia is already an expensive affair and stamp duty makes it more so."</p>
<p>“It effectively raises the bottom rung of the housing ladder, burdens buyers with a huge up-front tax and inhibits the flow of property sales."</p>
<p>“In an ideal market, you buy when you can afford to and you sell when you want to. Stamp duty forces first-time buyers to save up for longer, and prevents current owners from upselling," Cooke stated.</p>
<p>Cooke said removing stamp duty may result in a short-term boost to property prices.</p>
<p>“Axing the tax now also means buyers who are currently saving can get more bang for their buck,” Cooke said.</p>
<p>All experts surveyed (40/40) are predicting the cash rate to hold this month.</p>
<p>Low rates are expected to stick around for a while, with 20% (8/40) of experts expecting the cash rate to increase within the next 2 years, and the earliest predicted rise occurring in Q3 2021.</p>
<p>According to John Rolfe of Elders Home Loans, we’re unlikely to see a negative cash rate in Australia.</p>
<p>"The Reserve Bank won't go to zero, but we will want to see a few quarters of positive growth before increasing the cash rate,” Rolfe said.</p>

<p><span>Hobart was also one of few areas in Australia that saw an increase in the </span><span>number </span><span>of loss making sales, from 16 in the March quarter, to 19 observed in the three months to June. </span></p>
<p><span>The unit segment across Hobart has been one of the worst affected rental markets since the onset of the pandemic.</span></p>
<p><span> Hobart unit rents fell 5.1% between March and August, driven by a fall in tourism which reportedly prompted an influx of short term accommodation supply into the long term rental market, and a fall in demand from locals working in the tourism industries. </span></p>
<p><span>The significant decline in rental incomes may prompt more investor sales until interstate borders are reopened, the report noted. </span></p>

Greater Adelaide sees an increase in dwelling values: CoreLogic Pain & Gain report

<p>The <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2020-11-11/sa-to-introduce-electric-vehicle-user-charge/12869302">South Australian</a> and <a href="https://www.drive.com.au/news/victoria-to-tax-electric-and-plug-in-hybrid-vehicles-from-2021-124619?trackLink=SMH1">Victorian</a> governments have announced, and <a href="https://www.news.com.au/technology/motoring/motoring-news/electric-car-tax-spreads-to-new-states/news-story/172ac67ccd8974566e3c65dc26c07048">New South Wales</a> is considering, road user charges on electric vehicles. This policy has drawn scorn from <a href="https://nb.tai.org.au/no_ev_tax?recruiter_id=194711">environmental advocates</a> and <a href="https://thedriven.io/2020/11/21/shameful-victoria-follows-south-australia-and-imposes-electric-car-road-tax/">motor vehicle lobbyists</a> who fear it will slow the uptake of less-polluting vehicles. But, from a longer-term transport policy perspective, a distance-based road user charge on electric vehicles is an important step forward.</p>
<p>Superficially, a charge on electric vehicle use seems misguided. Road sector emissions are the <a href="https://www.propertyobserver.com.au/https://www.pnas.org/content/107/8/3382">worst contributors to climate change</a>. Electric vehicles powered by clean energy offer the promise of near-zero emissions.</p>
<p>As electric vehicle and renewable energy costs decline we can expect a shift to <a href="https://aemo.com.au/-/media/Files/Electricity/NEM/Planning_and_Forecasting/Inputs-Assumptions-Methodologies/2020/CSIRO-DER-Forecast-Report">full electrification of urban vehicles over the next 30 years</a>. Surely accelerating this transition is an urgent climate task?</p>
<p>The downside lies not in the carbon benefits of these vehicles, but in their use as private passenger transport in congested urban areas and <a href="https://theconversation.com/our-new-pm-wants-to-bust-congestion-here-are-four-ways-he-could-do-that-102249">the costs</a> this use imposes on cities. As renewable energy becomes cheaper, the marginal cost of every kilometre driven is likely to decline. As driving becomes cheaper, more of it is likely to occur.</p>
<p>More driving means more congestion. Inevitably, that increases demand for increasingly expensive road projects, such as Sydney’s WestConnex, or Melbourne’s Westgate Tunnel and North East Link. It certainly will run against the recognition in urban plans such as <a href="https://www.planmelbourne.vic.gov.au/">Plan Melbourne</a> that we must shift to alternative transport modes.</p>
<p>If we don’t have a pricing regime that accounts for the cost of car use in cities, the transition to electric vehicles is likely to work against the wider goals of urban and transport policy.</p>
<p> </p>
<p><strong>How would distance-based charging work?</strong></p>
<p>Many urban transport policy advocates have called for distance-based road-user charging to be imposed on all vehicles in cities. This sounds great in theory, but in practice is difficult for technical and political reasons of privacy and surveillance. Such concerns will diminish over time as cars increasingly incorporate automated <a href="https://en.wikipedia.org/wiki/Telematics">telematics</a> that necessarily track their movement.</p>
<p>Distance-based road-user charging efficiently matches road use to its costs – of infrastructure, congestion, noise, pollution and deaths. It improves on fuel excise, which drivers can nearly completely evade by using a highly efficient vehicle. It also goes beyond tolling to fund major roads, which typically apply only to specific links.</p>
<p>Second, road-user charging can be varied in response to demand that exceeds road capacities. Higher rates can be applied at peak times to ensure free-flowing traffic and shift travel to other times and modes. Various taxation reviews, including the 2009 <a href="https://treasury.gov.au/sites/default/files/2019-10/afts_final_report_part_2_vol_2_consolidated.pdf">Henry Taxation Review</a> and <a href="https://www.pc.gov.au/inquiries/completed/productivity-review/report/productivity-review-supporting9.pdf">Productivity Commission</a> reports, have promoted such policies.</p>
<p><strong>Exactly how big would the disincentive be?</strong></p>
<p>Would imposing such charges on electric vehicles retard their uptake?</p>
<p>Based on our work with <a href="https://www-sciencedirect-com.ezproxy.lib.rmit.edu.au/science/article/pii/S0966692320309443?utm_campaign=elsOnboarding_Published&amp;utm_medium=email&amp;utm_dgroup=STMJ_AUTH_SERV_PUBLISHED&amp;utm_acid=79567271&amp;SIS_ID=&amp;dgcid=elsOnboarding_Published&amp;CMX_ID=&amp;utm_in=DM82577&amp;utm_source=AC_">ABS Census journey-to-work data</a>, in Melbourne the average daily round-trip commuting distance by car is about 25 kilometres. The proposed Victorian charge is 2.5 cents per kilometre. Thus, in Melbourne the average daily commuter’s road user charge is likely to be 63 cents – $3.13 for a typical five-day working week. Over a 48-week working year that totals A$150, hardly a large sum for most people.</p>
<p>By comparison, a commuter in a conventional vehicle with the average current fuel efficiency of 10.9 L/100km will use about 2.73 litres of fuel on which they pay 42.3 cents per litre in fuel excise. That’s about $1.15 a day, or $5.75 a week.</p>
<p>The average tax saving for electric vehicles compared to conventional vehicles will be about 2.1 cents per kilometre. Electric vehicle drivers will be taxed about 53 cents a day, or $2.64 a week, less for their car work travel. They’ll be about $126 a year better off.</p>
<p>Commuting trips make up about 25% of car use, so electric car users’ overall savings are likely to be even greater.</p>
<p>It is difficult to see how such savings on excise tax are a <em>disincentive</em> to electric vehicle uptake. Fears of a “<a href="https://medium.com/@TheAustraliaInstitute/11-reasons-why-a-great-big-new-tax-on-electric-vehicles-is-a-bad-idea-6bf89c99e688">great big new tax</a>”, as the Australia Institute puts it, seem unfounded, as are concerns that road-user charges would “<a href="https://www.theguardian.com/environment/commentisfree/2020/nov/22/tax-on-electric-vehicles-in-south-australia-and-victoria-would-slam-brakes-on-sales">slam the brakes on sales</a>”.</p>
<p>Let’s be clear, the big barrier is the <em>upfront cost</em> of electric vehicles, about <a href="https://www.qld.gov.au/transport/projects/electricvehicles/about/compare">$10,000 more</a> than their conventional equivalents. Advocates for electric vehicles should focus on that difference, and the <a href="https://www.theguardian.com/environment/2020/nov/22/well-be-left-behind-australias-electric-car-inertia-is-getting-it-nowhere">failures in Australian government policy</a>, not state road-user charges.</p>
<p><strong>Why taxing actual road use matters</strong></p>
<p>It needs to be recognised that, with lower marginal costs, electric vehicles are likely to be used more than conventional cars. That would increase pressure on urban road capacity. So while the new road-user charge of 2.5 cents per kilometre is flat across the time of day or the route driven, this will likely need to change.</p>
<p>Distance-based road-user charges have been politically controversial. Imposing a tiny charge on a <a href="https://theconversation.com/electric-car-sales-tripled-last-year-heres-what-we-can-do-to-keep-them-growing-131372">minority vehicle type</a> is an expedient way of introducing a needed reform. Fewer than <a href="https://www.abs.gov.au/statistics/industry/tourism-and-transport/motor-vehicle-census-australia/latest-release">1.8%</a> of vehicles in Australia are currently electric or hybrid. But as all cars become electric, distance-based road charges will become an increasingly powerful policy tool.</p>
<p>Thanks to advancing telematics, transport planners will eventually be able to impose variable road-user charging by time of day and route, similar to ride-hailing companies’ “surge” pricing. We could then apply novel approaches such as a cap-and-trade system. A city could allocate its motorists an annual kilometres quota, which is then traded to create a market for excess urban road use.</p>
<p>The private car could also be integrated into <a href="https://theconversation.com/for-mobility-as-a-service-maas-to-solve-our-transport-woes-some-things-need-to-change-105119">mobility-as-a-service</a> models.</p>
<p>Road-user charges could be regressive for people with few alternatives to the car. But telematic tracking could allow for lower charges for less affluent households in dispersed outer suburbs with few other options.</p>
<p>Beyond fuel, private cars have high environmental costs in <a href="https://www.nationalgeographic.com/environment/green-guide/buying-guides/car/environmental-impact/">steel, plastic, aluminium, glass and rubber use</a>. And <a href="https://theconversation.com/the-elephant-in-the-planning-scheme-how-cities-still-work-around-the-dominance-of-parking-space-87098">about one-third of our increasingly valuable urban space</a> is given over to cars in the form of roads and parking.</p>
<p>To reduce this demand on resources and space, car use could be priced to shift travel to, and fund, more sustainable and city-friendly modes such as public transport, walking and cycling. We could even price the car out of cities completely.
