One of North Sydney's best-known commercial buildings could become hundreds of new homes, with insurance giant Zurich Australia lodging a State Significant Development Application (SSDA) to transform 5 Blue Street into a mixed-use residential development above North Sydney Station.

Rather than demolishing the existing building and starting again, Zurich is proposing an adaptive reuse project that would convert the landmark office building into a 15-level residential development delivering 62 apartments, 86 affordable co-living dwellings, activated retail and significant upgrades to the Blue Street Plaza.

The proposal reflects a growing trend of commercial property owners repositioning ageing office assets into residential housing as Sydney grapples with housing supply shortages and changing workplace demand.

Located directly above North Sydney Metro and train station, the 3,051 sqm site occupies one of the most strategically positioned parcels of land on Sydney's Lower North Shore.

Designed by fjcstudio, the proposal seeks to retain and adapt much of the existing structure while creating a contemporary residential address that better connects with the public domain surrounding North Sydney Station.

The application proposes two basement levels, ground floor retail, affordable co-living accommodation across the podium levels, and apartments above, while preserving and enhancing the publicly accessible Blue Street Plaza.

Rather than pursuing maximum apartment numbers, Zurich has opted for a housing mix heavily weighted towards larger owner-occupier residences.

The proposal includes 62 build-to-sell apartments comprising 12 one-bedroom, 19 two-bedroom, 29 three-bedroom apartments and two premium penthouses. It also incorporates 86 affordable co-living dwellings, which would be managed in perpetuity by a Community Housing Provider.

That balance between traditional apartments and affordable housing reflects the NSW Government's push to increase housing diversity around major transport infrastructure.

The proposal has been lodged concurrently with a rezoning application, with Zurich arguing the site is ideally positioned to support additional housing given its immediate proximity to public transport, employment and services.

"The proposal aims to respond to the housing challenges facing Sydney through the delivery of diverse housing types in a highly accessible location," the design report by fjcstudio states. It also seeks to improve pedestrian amenity through upgrades to Blue Street Plaza while creating a high-performing residential building that responds to the surrounding context.

Rather than replacing the commercial building, fjcstudio has developed a design that works with the existing structural framework above the rail corridor, an approach that significantly reduces demolition while allowing the site to be repositioned as a mixed-use residential precinct.

The existing structural constraints have informed much of the building's design, including its relationship with Blue Street and surrounding public spaces.

The building has been designed as a slender tower rising above a clearly defined podium, with vertically expressed façades intended to reduce the perceived bulk while reinforcing North Sydney's emerging skyline.

According to fjcstudio, the architectural language responds directly to the surrounding commercial towers while maintaining a finer grain expression more closely aligned with the neighbouring Lavender Bay streetscape.

The tower incorporates articulated façade elements, landscaped podium edges and recessed upper levels to soften its appearance and improve pedestrian amenity below.

A significant component of the proposal is the revitalisation of Blue Street Plaza.

The existing public space has long served as one of the primary pedestrian connections between North Sydney Station, Greenwood Plaza and Blue Street, yet its role is expected to become even more important following the opening of Sydney Metro.

Zurich's proposal seeks to strengthen that role by improving landscaping, introducing new retail frontages, enhancing pedestrian permeability and creating more active edges throughout the day and evening.

Ground floor retail would wrap the plaza, while separate residential and co-living entries have been designed to improve wayfinding without reducing street activation.

Landscape design has been integrated throughout the podium and public realm, softening what is currently one of the most heavily urbanised parts of North Sydney.

The project forms part of the continuing transformation of North Sydney from a predominantly commercial CBD into a genuine mixed-use city centre.

Since the completion of Victoria Cross Metro Station, developers have increasingly shifted their attention towards residential projects capable of leveraging the area's unparalleled transport connectivity.

FiveX recently lodged plans for a 61-storey, 490-apartment tower that would become one of the tallest residential buildings in North Sydney if approved.

Aqualand continues to expand its Lower North Shore presence following the completion of AURA on Walker Street and its recent St Leonards and Roseville proposals.

Developers are also progressing projects throughout Walker Street, Miller Street and the Victoria Cross precinct as demand for well-located owner-occupier apartments continues to strengthen.

First look: Zurich targets North Sydney office conversion with 148-unit proposal above Metro station

Busy developer Aqualand Prestige has formally taken the next step in its expansion across Sydney's Lower North Shore, lodging a State Significant Development Application (SSDA) for its long-held Archer Street site in Chatswood.

The application covers <a href="https://www.apartments.com.au/new-apartments/51-55-archer-street-chatswood-nsw-2067">51-55 Archer Street</a>, a 1,767 sqm amalgamated site on the eastern edge of the Chatswood CBD, where the developer is seeking approval for a 45-level mixed-use tower delivering 114 apartments, including a significant affordable housing component, alongside retail, commercial space and six basement levels of parking.

The SSDA marks the latest milestone for a project Aqualand has been quietly progressing over the past two years. The developer first secured the site for its Aqualand Prestige platform before undertaking an alternative design excellence process with PTW Architects, ultimately avoiding a formal design competition through the Housing Delivery Authority pathway.

The proposal has evolved considerably from Aqualand's original concept. The revised scheme has been designed around larger owner-occupier product, with an unusually high proportion of three and four-bedroom apartments, targeting the more affluent buyer profile, and downsizer, emerging across the North Shore.

The 114-apartment mix comprises six studios, 27 one-bedroom apartments, 18 two-bedroom apartments, 50 three-bedroom residences and 13 four-bedroom homes. A quarter of the building will be dedicated to affordable housing, well above the mandated 15 per cent&nbsp;

PTW has structured the building vertically, with affordable housing across levels one to six, premium apartments through levels seven to 31, duplex skyhomes on klevels 32 to 43, a penthouse on level 44, and a rooftop plant level above. Six basement levels will provide resident parking and servicing.

The tower is proposed to reach approximately 154 metres, placing it among a growing collection of residential high-rises transforming Chatswood's skyline.

Rather than competing purely on height, PTW says the design has been driven by creating a slimmer tower capable of delivering significantly larger apartments.

"The primary objective of this project was to create a distinctive building that stands out from the recently approved or built structures in the Chatswood area," the design report states, noting the structural efficiency allows greater investment into apartment quality and resident amenity.

Residents would have access to more than 450 sqm of communal open space including landscaped gardens, swimming pool, rooftop entertaining areas, fitness spaces, community gardens, children's play areas and barbecue facilities.

A major focus of the design has been the public domain.

The ground plane has been opened up through landscaped terraces inspired by Willoughby's sandstone ridges, with native planting, public seating, artwork, retail activation and a series of gathering spaces intended to soften what has traditionally been a hard commercial streetscape.

The landscape strategy references Blue Gum forests once common throughout the area, while incorporating Indigenous storytelling, public art and lighting installations to strengthen the connection to Country.

Chatswood has been one of Sydney's busiest apartment markets over the past 12 months, with a steady pipeline of both new project launches and fresh development applications.

Hyecorp recently launched Celine, a 122-apartment development just along Archer Street, while Changfa and Huirong Group are progressing The Anderson, an 84-apartment project on Anderson Street.

Develotek recently secured approval for a 101-apartment tower on Pacific Highway, while Tian An LFD received the green light for Hammond Greens, its apartment development on the edge of the Chatswood Bowling Club.

Commercial property developer FiveX is also making its move into the residential market. Last month it lodged plans for a 61-storey tower with 490 apartments, which, if approved, would become one of the tallest residential buildings in Chatswood.

Aqualand is also expanding its development pipeline following the launch of its luxury residential brand, Aqualand Prestige. The developer has delivered a string of high-end apartment projects across Sydney's affluent suburbs over the past decade, most recently AURA by Aqualand on Walker Street in North Sydney.

Earlier this year Aqualand launched Boronia in Roseville, a boutique 111-apartment development on Larkin Street. Mass timber is becoming an increasingly popular construction material in apartment developments, but Adelaide developer <a href="https://www.apartments.com.au/developers/otello">Otello</a> is taking the approach a step further.

At its new <a href="https://www.apartments.com.au/new-apartments/flowe-bowden-18-gibson-street-bowden-sa-5007">Flowe Bowden</a> development, the exposed cross-laminated timber (CLT) structure isn't just about reducing the building's environmental footprint. It also forms the foundation of a broader wellness strategy, influencing everything from indoor air quality and natural materials to the way residents move through and experience the building.

The 115-apartment mixed-use development, designed by Melbourne-based architecture practice Fieldwork, will occupy a prominent island site opposite Bowden Village Reserve, combining one, two and three-bedroom apartments with retail and a dedicated wellness destination.

Wellness isn't confined to a gym or shared resident facility at Flowe. Instead, Fieldwork embedded the concept into the building itself.

The building's architecture also reflects Bowden's industrial heritage. The use of mass timber sits alongside a range of sustainability initiatives, including a fully electric, gas-free design, rooftop solar and a targeted 5 Star Green Star rating.

Blackbutt engineered timber flooring, exposed CLT ceilings, porcelain surfaces and warm timber joinery create a calming interior palette, while low-VOC finishes and responsibly sourced materials have been selected to improve indoor air quality.

Inca Property Group has lodged a State Significant Development Application (SSDA) for Dawn, a 53-apartment oceanfront development overlooking Mona Vale Beach.

The proposal, at 35-39 Darley Street East, would replace an existing 18-apartment strata building with a new owner-occupier-focused development comprising 53 two and three-bedroom apartments, including nine affordable built-to-rent residences delivered under the State's infill affordable housing scheme.

Positioned on a 2,679 sqm elevated site around 280 metres from Mona Vale Beach, the development has been designed to maximise panoramic ocean views while responding to the site's sloping topography.

<a href="https://www.apartments.com.au/developers/inca-property-group">Inca Property Group</a> Managing Director Josh Thompson said the State Significant pathway provided greater certainty for projects of this scale.

"This State Significant pathway gives the team real certainty to progress <a href="https://www.apartments.com.au/new-apartments/dawn-35-39-darley-street-east-mona-vale-nsw-2103">Dawn</a> through to completion," Thompson said.

"It allows us to acquire a one-off site, design it carefully and deliver the right offering for the suburb, assessed by the NSW Government's planning department."

The project is one of the first developments in the area to be assessed under the NSW Government's Low and Mid-Rise Housing policy, with the site sitting on the edge of the policy's designated inner area.

The proposal includes three basement levels providing 124 car spaces, alongside a range of resident amenities including a swimming pool, gym, sauna, wellness facilities and private plunge pools for selected ground-floor and penthouse apartments.

Located within walking distance of Mona Vale Beach, the town centre, Mona Vale Golf Club and the Royal Motor Yacht Club, Dawn represents Inca's first Northern Beaches project following the sell-out of Tara on Park in Waitara and Ellis Residences, currently under construction in St Ives.

Construction will be undertaken by Inca's in-house construction arm, GOP Constructions.

Dawn is the latest major apartment proposal for Mona Vale, with the suburb emerging as one of the key beneficiaries of the NSW Government's new Low and Mid-Rise Housing policy.

New developer One Living, led by industry veteran Joseph Scuderi, recently secured a site on Mona Vale Road, on the border of Mona Vale and Pymble, where it is planning around 140 apartments.

First look: Inca eyes Mona Vale with State Significant DA for Dawn apartments

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

The home builder Sekisui House has finalised its acquisition of an 8.1-hectare site in Baulkham Hills in Sydney's northwest for $210 million. 
Sekisui bought the land from property developer Tony Merhi.
It intends to develop it into a masterplanned mixed-use residential community with 1300 apartments. 
Apartment building heights are being considered by the NSW Department of Planning for the site at 47 Spurway Drive.
It is close to the Norwest Business Park and the Castle Hill Country Club.
Toru Abe, the Sekisui House Australia managing director, described it as an "exceptional development" opportunity.
"As the construction of the North West Rail Link continues at pace, we intend to create a masterplanned community set within beautifully landscaped gardens and natural forest," he said.

Sekisui secure Baulkham Hills apartment development site

The Gold Coast City development CityVillage has secured an $185 million sell-out.
Some 201 terrace homes have sold at CityVillage for an average of $550,000 since its launch to the market in late 2013.
The final terrace home sold off-the-plan last week for $569,000 to a local owner-occupier.
The dual tower Bohème Apartments, which is more than 80 per cent sold, now represents the final opportunity to secure a place in the sought-after CityVillage community.
The Robina Group sales manager Azura Griffen said CityVillage had been one of the developer's most successful projects in its 36-year history, with one stage of terrace homes selling out in just 48 hours.

A report by SQM Research on Labor's negative gearing policy states dwelling prices will fall and sales turnover and stamp duty revenue will dip should the changes be legislated.
House prices could fall as much as 15 per cent during the four years it will take for the market to absorb the Labor Party's planned negative gearing changes in the worst-case scenario.
The average decline was suggested as around 4 per cent, according to SQM.
Renters would be shielded for the next few years from higher monthly rents, SQM Research managing director Louis Christopher said.
The report, titled Labor's Negative Gearing Policy - A Market Viewpoint' suggested average acquisition yields will rise up to 5.5 percent.
SQM Research managing director Louis Christopher said there will be a market impact if Labor’s negative gearing policy is legislated, and given the forecast of initial negligible rental growth suggests a correction in the housing market of -3 percent to +1 percent in FY2018, -8 percent to -3 percent in FY2019 and -4 percent to -2 percent in FY2020.
"The positive end of the range takes into account a response rate cut of 50 basis points by the RBA. The negative end of the range assumes no rate cuts in response," he said.
"The total adjustment in the housing market is forecasted to last between two to four years with most of the adjustment phase occurring within three years. Thereafter the market would likely potentially return back to equilibrium, having ‘priced-in’ the loss of the tax concession.
"Our analysis suggests the market impact would last by around three years with sales falling significantly in year one and a correction to take affect with dwelling prices falling the most in the second year. We think there would be a possible response to this event with the RBA cutting rates, thereby mitigating some of the potential price falls. We don’t think the market will crash per say, but it will be felt by the economy. We then expect the market to return to equilibrium from year three.
"We strongly encourage Labor to consider some of the investor issues, particularly surrounding the distortion their policy may create on pricing of off-the-plan developments and the likely losses investors in those properties would face come resale time to those who won’t have the tax concession.
"While we take the view that negative gearing reform is a good thing, such reform should be done as part of a wider property tax reform that should include a broad based land tax and the elimination of stamp duties. Such reform should have a phase in period of up to three years. Doing so would reduce the risks of a significant downturn which would likely have wider ramifications on the economy.”

AREAs judging panel announced by realestate.com.au

At the most basic level a government budget is about two things: revenue and spending. True happiness, as Mr Micawber would say, lies in ensuring that outgoings do not exceed what comes in.
Under that definition NSW treasurer Gladys Berejiklian would be very happy today, having handed down a budget with a surplus of $3.4 billion this financial year (and $3.7 billion over 2016-2017), as well as forecasts of surpluses (albeit slimmer) in the forward estimate years ending 2019-20. And this feeling may well spill over to the Federal Coalition in coming election.
The results, mainly off stamp duties received from residential property and its participation in the federal government’s asset recycling incentive program, which rewards it for investment in infrastructure and privatisation of state assets, sees the state’s debt drop to just .01% of Gross State Product, backing her claim six months ago that NSW was debt free for the first time in 20 years.
It’s not all good news, with Berejiklian noting NSW would lose GST payments from the Commonwealth by some $850 million, equating to $10.8 billion in lost revenue by 2019-20.
State governments are technically sovereign on their spheres of competence but in the real world they are highly dependent on the commonwealth government because of vertical fiscal imbalance. They cannot do what they have to do without a regular influx of money from the Commonwealth government. This constrains their freedom of action.
Berejiklian, claimed that this was a function of the success of the NSW economy and government financial management which perhaps only underlines some of the perversities of Australian federalism in action.
The NSW state government has claimed $3.4 billion dollar surplus for 2015-16 and says that it will deliver surpluses of about $2 billion a year for the next four years. However, it was recently reported that there could be a $17 billion “black hole" in future budgets over the next few decades.
One issue is that state revenue quite dependent on the property market and its capacity to deliver stamp duty. The capacity of NSW by itself as with all the states to raise revenue is limited. This is why state finances are vulnerable to the up and downs of the property market.
Given that the boom in the construction of apartments appears to be coming to an end this may mean the NSW’s capacity to remain “debt free” is very limited. This is perhaps why Mike Baird at the beginning of 2016 was such a vocal supporter of an increase of the rate of taxation imposed for the GST.
In this context, two of the taxation measures in the budget are interesting. One is the imposition of an additional stamp duty and land tax for foreign investors.
The other is the reduction of certain types of duty for business. Both of these resonate with the federal election, the desire to make those from elsewhere pay tax and the reduction in company tax by the Liberals.
Both of these measures indicate important aspects of any Liberal strategy; on the one hand the need to raise money in a way that does not impose on voters, on the other hand a desire to lift the taxation burden on business so that it can flourish, create jobs and create more revenue through other forms of taxation.
Another theme which resonates with the federal situation is that the treasurer has also indicated her desire to cut government costs through an efficiency dividend. This is something that her federal counterpart seems reluctant to do, although as Opposition member Ryan Park has suggested, such savings in public service spending have to be balanced against increased spending on consultants.
At the moment NSW is performing well economically, which will help the federal Liberal Party in its quest to be returned to office. Therefore a steady as she goes budget, even if it is at a time when the property boom is winding down, seems appropriate. The absence of nasties, especially in the context of “no debt”, creates a mood of confidence and prevents the fostering of any real grievances amongst the ordinary voter which could express itself in the federal election.
Moreover, the announcement of increased funding for both education and roads, both issues which resonate in Western Sydney, will help the Liberal Party in crucial marginal seats in that area.
The real issue with such a budget relates to those things which are not being discussed a lot. In the longer term NSW, like all the states, faces massive costs, especially areas related to an ageing population and health. As with education, these are things which the state can afford to pay for without assistance from the Commonwealth government.
In this regard, the real issue is how rising health costs will be funded over the next decade. As Stephen Duckett has pointed out neither party at the federal level has proposed “any plan for funding hospital cost growth beyond 2020”.
The federal election campaign has said a lot about spending but there has been little indication how the very real problems facing Australia as it moves close to the third decade of the century will be funded. There is a certain air of unreality that somehow we will, like the British, “muddle through” so that everything will work out. For the moment everything is in a holding position.
One gets a similar feeling about the NSW budget. There is the afterglow of a property boom which has done wonders for government finances. But there are also storm clouds on the horizon. Receipts from stamp duty can only go in one direction. The state is losing a good amount of its GST revenue. In the longer term real problems funding both health and education threaten.
But a state government can only do so much. It remains dependent on Commonwealth money. The real challenges over the next few years will be to re-negotiate the federal compact, a task begun by Tony Abbott, and to find ways of ensuring that health costs can be funded and do not weigh down the public purse.
In the meantime, both the Federal Government and the Government of New South Wales enjoy a bit of an Indian Summer, the calm before the storm. From that perspective one should expect a good showing by the Liberal Party at the coming Federal elections in NSW. The worrying thing is that they might not be doing enough to prepare for the storm.

NSW budget delivers a fat surplus, but mixed bag for Turnbull’s chances

A major campaign, “Cool Japan”, is underway to promote the nation as a “cultural superpower”. As part of a resurgence of interest in the Edo era (the name for Tokyo between 1603-1868), we want to suggest that “Edo Japan is Cool!”
Today, the Japanese have an insatiable appetite for all things Edo. This goes deeper than the daily long lines outside the Edo-Tokyo Museum or the very popular historical dramas on TV every Sunday evening.
Azby Brown, author of Just Enough: Lessons in Living Green from Traditional Japan, believes current anxieties about the state of the world are driving interest in the Edo experience.
At the beginning of the Edo period, Brown argues, Japan faced ecological collapse from deforestation, erosion and watershed damage. New conservation practices were introduced in response to this crisis and to promote Satoyama landscapes. This brought about a sustainable interaction between nature and humans.
This is supported by Conrad Totman, author of The Green Archipelago. Totman argues that the Edo government (Bakufu) responded to these ecological threats by introducing new technologies. Complemented by a combination of social and cultural value changes, this led to Edo becoming a sustainable city.
What lessons can growing, developing-country cities learn from Edo?
<h2>Edo’s global relevance</h2>
With a population of 38 million, modern Tokyo is 13 million people larger than the world’s second-largest city, Delhi. While Tokyo’s population is predicted to decline slightly, Delhi’s is still growing and the two cities will be the same size in the next 15 years.
In 1721, Edo was also the world’s largest metropolis with a population of around one million. The next-largest city was London with 630,000 people.
London’s growth was limited, in part, because it couldn’t efficiently dispose of sewage. This problem wasn’t solved until the invention of Victorian sewerage pipes. Edo dealt with this problem by collecting and disposing of night soil.
The intensity of Edo’s agriculture gave the city a crucial advantage. Rice farming required smaller plots of land than grain or animal husbandry, so it could be closely woven into the fabric of the city. This, in turn, reduced the effort and cost of transporting night soil.
Agriculture also buffered flooding from typhoons, giving the city a clean and stable water supply. As for food, such was the primacy of urban agriculture, fruit and vegetables were named after the Edo suburbs known for producing them.
The first lesson from Edo was therefore to develop and maintain a unique home-grown technological solution to urban life. 
In addition, efficiency was central to the Edo economy and daily life. Rather than have a bath in each house, co-operative bathing in a sento became an essential place for socialising, while saving on water and firewood for heating. Clothes were maintained and mended, ceramics repaired. Whole industries were built around recycling and resource recovery.
The people of Edo understood the meaning of a zero-waste society well before the term was invented. Edo teaches us the value of looking carefully at planning solutions that are developed in a particular context. It also shows us that, for cities such as Delhi, West is not necessarily best.
<h2>Ethical but not utopian</h2>
The second lesson relates to the ethical framework of the citizens of Edo. Their worldview was informed by an ethic of life and interaction.
Brown suggests that the people of Edo understood the “big picture". They recognised that they needed to run their city, economy and lives within the  limits of the natural world. This is something most people struggle with today.
We live as if we are free to ignore ecological limits and planetary boundaries. For most people today, a life lived within limits easily equates to impoverishment and austerity. This constrains our imagination of what it may be like to live in a constrained economy, as in Edo Japan.
Edo was by no means a utopia. It had a rigid class structure of samurai, peasant farmer, artisan, merchant and untouchables. You were born into your position and could not move between classes. The samurai lived in gated communities and the average merchant or artisanal family lived in cramped conditions with few possessions.
Yet, knowing your place in the community extended out to knowing your place in the city and the natural world. This was a key mechanism to help citizens understand the right thing to do and live an ethical life through codes of honour, loyalty and a sense of duty.
While this might jar with our modern values, it raises the question of what rights, if any, we would be willing to give up. And what responsibilities would we be willing to accept for a truly sustainable future? 
<h2>Edo and the future of Japan</h2>
The third and final lesson derives from a dystopian prediction of our ecological predicament.
One of the most forceful advocates for reassessing Edo is the Japanese author Eisuke Ishikawa. In his 1998 book, 2050 is the Edo Period, he argues that Japan is undergoing a “slow crash”.
The book traces the decline of Japan through the memories of an old man in 2050. Society has declined and aged. The economy has stagnated for decades. In 2050, according to Ishikawa, 99 percent of the population will be living rural lifestyles and the big cities of Tokyo, Nagoya and Osaka are derelict.
In the West, this dystopian Japanese vision of the future is paralleled by James Howard Kunstler’s “long emergency” and his engaging novel, World Made by Hand. Kunstler depicts small-town US after the collapse of the global economy and modern society. It is a world where we have to live with less – no electricity, no running water, no health services, no government and so on.
Interestingly, Kunstler writes about Japan in his blog and comments on the nation’s two-decade economic malaise, as the population shrank and its debt climbed. He suggests that all this is “getting to them [the Japanese] in a deep, major way” and “they perhaps secretly long to get back to something like an older traditional Japanese society” – the Edo era.
It would be impossible for Japan to revert to that time, but we can profit vastly from Edo’s experience. In the words of Azby Brown:
The challenge that faces us now is to redesign our production and our consumption so that they share the virtues of their Edo-period counterparts, to link our sophisticated technical systems to the kind of mentality that those prescient forebears displayed.
As the Japanese government promotes a “soft power” campaign of “Cool Japan”, it should embrace a larger and more nuanced view of Edo’s contribution to human progress.

The past offers lessons for surviving in the world's biggest city, Tokyo

On 1 July 2016, Land and Property Information (LPI) will separate into five discrete units which will be integrated into the Department of Finance, Services and Innovation (DFSI) - see organisation chart below.

Why we’re changing
LPI was formed around 16 years ago to create a government agency with responsibility for land valuation, land titling and registration and surveying, mapping and spatial information. The division has operated successfully throughout this period and many synergies have been created. 
With advances in technology, many manual processes are now digital and there are channels to ensure continued information sharing between the existing LPI units, without requiring the units to be grouped together as one division. 
With this in mind, as part of a scoping study of LPI, the Government has concluded there is opportunity to provide more benefit to the State if the Titling and Registry Services (TRS), Valuation Services and Spatial Services units of LPI are separated and integrated into DFSI.
Further, the Government has decided to separate the regulatory and operational functions of LPI’s Titling and Registry Services. 
What is changing
The newly formed Office of the Registrar General (ORG) will oversee the operations of LPI - Titling and Registry Services (TRS) and focus on legislative change and policy administration relating to the conveyancing industry. This area will become part of the Better Regulation division, providing for a consistent approach to regulation across government. 
The split of regulatory and operational functions will enable TRS operations to focus on maximising efficiency, customer service and innovation - improving service outcomes for the conveyancing industry. 
Valuation Services will move into Property NSW and will benefit from synergies with the other units within the division that manage property across NSW. Valuation Services will continue to provide services to the Valuer General under a service level agreement. The Office of the Valuer General will remain a separate unit reporting to Parliament and the Secretary, DFSI
Spatial Services will be integrated into Government and Corporate Services to ensure spatial information is provided to other government agencies efficiently, maximising innovation in this rapidly evolving area of technology.
The separation was carefully designed to avoid any increase in complexity and the new model strengthens commercial performance, innovation and regulatory oversight. As part of this, a new pricing framework has been introduced.

Operational
LPI – Titling and Registry Services
LPI – Titling and Registry Services (TRS) – maintains a secure and efficient system of land ownership and State-Government-guaranteed land title protection (under the Torrens system).
In September 2015, the NSW Treasury launched a comprehensive scoping study to investigate future options for Land Property Information (LPI). 
As announced on 20 May 2016, the Government has decided to offer a long term concession of 35 years for the management of the titling and registry services business of LPI.

Spatial Services
Spatial Services, on behalf of the Surveyor General, creates and maintains a spatial representation of the State and acts as a ‘single source of truth’ for foundation spatial information and survey infrastructure and services in NSW. It supports the legislative and statutory requirements for the NSW Surveying and Spatial Information Act 2002.
Spatial Services provide leadership to NSW in the production and maintenance of foundation spatial datasets and services by capturing, sourcing, aggregating and quality-assuring information so that government, industry and the community can make informed decisions and create social and economic value.
It also digitises and preserves NSW state records including historic aerial imagery, land titles, plans and state survey records. 
Spatial Services will be part of Government and Corporate Services within DFSI.
Valuation Services
Valuation Services manages the valuation system on behalf of the Valuer General. The Valuer General delegates specific functions to Valuation Services, detailed in a service level agreement. 
Valuation Services: 
<ul>
<li>establishes and manages valuation contracts </li>
<li>monitors the performance of contract valuers </li>
<li>audits and quality assures land values </li>
<li>determines compensation following the compulsory acquisition of land </li>
<li>manages objections and appeals </li>
<li>delivers customer service </li>
</ul>
Valuation Services will be part of Property NSW, within DFSI.
Office of the Valuer General
An independent statutory officer appointed by the Governor of New South Wales, the Valuer General is responsible for: 
<ul>
<li>the valuation of land for rating and taxing </li>
<li>the determination of compensation when land is compulsorily acquired </li>
<li>setting standards and policies for the valuation system which is managed by Valuation Services </li>
<li>monitoring Valuation Services’ management of contract valuers </li>
<li>monitoring the quality of land values and services provided to the community by Valuation Services</li>
<li>providing professional leadership and stewardship to the valuation industry. </li>
</ul>
The Valuer General reports administratively to the Minister for Finance, Services and Property and the Secretary of DFSI.
Regulatory
Office of the Registrar General
The newly formed Office of the Registrar General (ORG) has assumed the regulatory functions of LPI – Titling and Registry Services (TRS). It will oversee the operations of TRS and focus on legislative change and policy administration relating to the conveyancing industry. The ORG will be integrated into Better Regulation in DFSI, providing for a consistent approach to regulation across government.
The Registrar General’s role 
The Registrar General maintains the NSW land titles system, which underpins over $130 billion dollars of economic activity in NSW each year. This includes the creation and maintenance of land titles records evidencing legal ownership and registered interests for land parcels and the examination and registration of plans and documents relating to land within NSW, while ensuring compliance with statutory requirements and protecting the integrity of the State’s cadastre. 
The NSW Government guarantees security of ownership for registered landowners recorded in the NSW land title system, ensuring confidence in the land title system.

A South Melbourne commercial property leased to burger giant Grill’d has fetched $3.36 million at auction.
The Clarendon St premises sold on a yield of 3.4 percent after bidding from local and international investors.
Grill’d recently signed a new seven-year lease for the shop, with an option of a further seven years.
It was sold by Fitzroys agent Andrew Hewett.

The first property vehicle to float on the Australian Securities Exchange this year, Australian Unity Office Fund saw investors making 6.5 per cent on the float price of $2 a share this week.
The new trust has a $391 million portfolio of eight assets in Sydney, Adelaide, Melbourne, Brisbane and Canberra.
Its share price traded as high as $2.20 in trading on debut on Monday June 20. It was trading at $2.12 on Wednesday, July 22.

Market competition in the childcare space has seen yields sharpen over the last six months, ranging from 3.9 percent to 7.3 percent, according to a white paper from Colliers.
According to Colliers, sales in the childcare space were sporadic, and typically at higher yields than the retail and industrial market. The report noted a sale in September 2010 which transacted at a yield of over 14 percent, the highest since March 2007.
"Since then, yields have sharpened quickly, and this is not surprising given the newly created competition that has occurred amongst organisations keen to expand their portfolio," the report said.
"Yields have ranged from 3.90 percent to 7.30 percent in the last 6 months and while we can see further consolidation occurring, inconsistency is still apparent. The most recent transaction recorded in April 2016 attracted a yield of 3.90% percent Prior to this, the lowest yield achieved occurred in April 2014 at 4.32 percent.
"A heavy concentration of sales occurred on the east coast of Australia, especially in recent years with sales increasing from only 2 auctions in 2008 to 33 in 2015, most of which are tenanted with a 10 year average initial lease term. The first half of 2016 has seen 18 child care centres sold with the bulk of transactions occurring in New South Wales."

The report said most childcare sales now include longer least terms, previously ten years.
"However as sales activity increases within this new investment sector, we’re seeing lease terms of 15 to 20 years emerge, along with a further 15 to 20 years in options which are to be exercised 5 years in advance. Anything under a term of 10 years for a new lease is a rarity and not widely considered by landlords. "
