One of North Sydney's best-known commercial buildings could become hundreds of new homes, with insurance giant Zurich Australia lodging a State Significant Development Application (SSDA) to transform 5 Blue Street into a mixed-use residential development above North Sydney Station.

Rather than demolishing the existing building and starting again, Zurich is proposing an adaptive reuse project that would convert the landmark office building into a 15-level residential development delivering 62 apartments, 86 affordable co-living dwellings, activated retail and significant upgrades to the Blue Street Plaza.

The proposal reflects a growing trend of commercial property owners repositioning ageing office assets into residential housing as Sydney grapples with housing supply shortages and changing workplace demand.

Located directly above North Sydney Metro and train station, the 3,051 sqm site occupies one of the most strategically positioned parcels of land on Sydney's Lower North Shore.

Designed by fjcstudio, the proposal seeks to retain and adapt much of the existing structure while creating a contemporary residential address that better connects with the public domain surrounding North Sydney Station.

The application proposes two basement levels, ground floor retail, affordable co-living accommodation across the podium levels, and apartments above, while preserving and enhancing the publicly accessible Blue Street Plaza.

Rather than pursuing maximum apartment numbers, Zurich has opted for a housing mix heavily weighted towards larger owner-occupier residences.

The proposal includes 62 build-to-sell apartments comprising 12 one-bedroom, 19 two-bedroom, 29 three-bedroom apartments and two premium penthouses. It also incorporates 86 affordable co-living dwellings, which would be managed in perpetuity by a Community Housing Provider.

That balance between traditional apartments and affordable housing reflects the NSW Government's push to increase housing diversity around major transport infrastructure.

The proposal has been lodged concurrently with a rezoning application, with Zurich arguing the site is ideally positioned to support additional housing given its immediate proximity to public transport, employment and services.

"The proposal aims to respond to the housing challenges facing Sydney through the delivery of diverse housing types in a highly accessible location," the design report by fjcstudio states. It also seeks to improve pedestrian amenity through upgrades to Blue Street Plaza while creating a high-performing residential building that responds to the surrounding context.

Rather than replacing the commercial building, fjcstudio has developed a design that works with the existing structural framework above the rail corridor, an approach that significantly reduces demolition while allowing the site to be repositioned as a mixed-use residential precinct.

The existing structural constraints have informed much of the building's design, including its relationship with Blue Street and surrounding public spaces.

The building has been designed as a slender tower rising above a clearly defined podium, with vertically expressed façades intended to reduce the perceived bulk while reinforcing North Sydney's emerging skyline.

According to fjcstudio, the architectural language responds directly to the surrounding commercial towers while maintaining a finer grain expression more closely aligned with the neighbouring Lavender Bay streetscape.

The tower incorporates articulated façade elements, landscaped podium edges and recessed upper levels to soften its appearance and improve pedestrian amenity below.

A significant component of the proposal is the revitalisation of Blue Street Plaza.

The existing public space has long served as one of the primary pedestrian connections between North Sydney Station, Greenwood Plaza and Blue Street, yet its role is expected to become even more important following the opening of Sydney Metro.

Zurich's proposal seeks to strengthen that role by improving landscaping, introducing new retail frontages, enhancing pedestrian permeability and creating more active edges throughout the day and evening.

Ground floor retail would wrap the plaza, while separate residential and co-living entries have been designed to improve wayfinding without reducing street activation.

Landscape design has been integrated throughout the podium and public realm, softening what is currently one of the most heavily urbanised parts of North Sydney.

Large framed openings along the western elevation maximise harbour outlooks, while the eastern apartments have been angled towards the south-east to improve privacy from neighbouring development.

The project forms part of the continuing transformation of North Sydney from a predominantly commercial CBD into a genuine mixed-use city centre.

Since the completion of Victoria Cross Metro Station, developers have increasingly shifted their attention towards residential projects capable of leveraging the area's unparalleled transport connectivity.

FiveX recently lodged plans for a 61-storey, 490-apartment tower that would become one of the tallest residential buildings in North Sydney if approved.

Aqualand continues to expand its Lower North Shore presence following the completion of AURA on Walker Street and its recent St Leonards and Roseville proposals.

Developers are also progressing projects throughout Walker Street, Miller Street and the Victoria Cross precinct as demand for well-located owner-occupier apartments continues to strengthen.

First look: Zurich targets North Sydney office conversion with 148-unit proposal above Metro station

Busy developer Aqualand Prestige has formally taken the next step in its expansion across Sydney's Lower North Shore, lodging a State Significant Development Application (SSDA) for its long-held Archer Street site in Chatswood.

The application covers <a href="https://www.apartments.com.au/new-apartments/51-55-archer-street-chatswood-nsw-2067">51-55 Archer Street</a>, a 1,767 sqm amalgamated site on the eastern edge of the Chatswood CBD, where the developer is seeking approval for a 45-level mixed-use tower delivering 114 apartments, including a significant affordable housing component, alongside retail, commercial space and six basement levels of parking.

The SSDA marks the latest milestone for a project Aqualand has been quietly progressing over the past two years. The developer first secured the site for its Aqualand Prestige platform before undertaking an alternative design excellence process with PTW Architects, ultimately avoiding a formal design competition through the Housing Delivery Authority pathway.

The proposal has evolved considerably from Aqualand's original concept. The revised scheme has been designed around larger owner-occupier product, with an unusually high proportion of three and four-bedroom apartments, targeting the more affluent buyer profile, and downsizer, emerging across the North Shore.

The 114-apartment mix comprises six studios, 27 one-bedroom apartments, 18 two-bedroom apartments, 50 three-bedroom residences and 13 four-bedroom homes. A quarter of the building will be dedicated to affordable housing, well above the mandated 15 per cent&nbsp;

PTW has structured the building vertically, with affordable housing across levels one to six, premium apartments through levels seven to 31, duplex skyhomes on klevels 32 to 43, a penthouse on level 44, and a rooftop plant level above. Six basement levels will provide resident parking and servicing.

The tower is proposed to reach approximately 154 metres, placing it among a growing collection of residential high-rises transforming Chatswood's skyline.

Rather than competing purely on height, PTW says the design has been driven by creating a slimmer tower capable of delivering significantly larger apartments.

"The primary objective of this project was to create a distinctive building that stands out from the recently approved or built structures in the Chatswood area," the design report states, noting the structural efficiency allows greater investment into apartment quality and resident amenity.

Residents would have access to more than 450 sqm of communal open space including landscaped gardens, swimming pool, rooftop entertaining areas, fitness spaces, community gardens, children's play areas and barbecue facilities.

A major focus of the design has been the public domain.

The ground plane has been opened up through landscaped terraces inspired by Willoughby's sandstone ridges, with native planting, public seating, artwork, retail activation and a series of gathering spaces intended to soften what has traditionally been a hard commercial streetscape.

The landscape strategy references Blue Gum forests once common throughout the area, while incorporating Indigenous storytelling, public art and lighting installations to strengthen the connection to Country.

Chatswood has been one of Sydney's busiest apartment markets over the past 12 months, with a steady pipeline of both new project launches and fresh development applications.

Hyecorp recently launched Celine, a 122-apartment development just along Archer Street, while Changfa and Huirong Group are progressing The Anderson, an 84-apartment project on Anderson Street.

Develotek recently secured approval for a 101-apartment tower on Pacific Highway, while Tian An LFD received the green light for Hammond Greens, its apartment development on the edge of the Chatswood Bowling Club.

Commercial property developer FiveX is also making its move into the residential market. Last month it lodged plans for a 61-storey tower with 490 apartments, which, if approved, would become one of the tallest residential buildings in Chatswood.

Aqualand is also expanding its development pipeline following the launch of its luxury residential brand, Aqualand Prestige. The developer has delivered a string of high-end apartment projects across Sydney's affluent suburbs over the past decade, most recently AURA by Aqualand on Walker Street in North Sydney.

It has since quietly assembled its next wave of projects.

Earlier this year Aqualand launched Boronia in Roseville, a boutique 111-apartment development on Larkin Street. The project is one of the first significant apartment developments to launch in the suburb ahead of what is expected to become one of Sydney's most active new housing precincts under the NSW Government's Low and Mid-Rise Housing reforms, which allow greater density around train stations.

Mass timber is becoming an increasingly popular construction material in apartment developments, but Adelaide developer <a href="https://www.apartments.com.au/developers/otello">Otello</a> is taking the approach a step further.

At its new <a href="https://www.apartments.com.au/new-apartments/flowe-bowden-18-gibson-street-bowden-sa-5007">Flowe Bowden</a> development, the exposed cross-laminated timber (CLT) structure isn't just about reducing the building's environmental footprint. It also forms the foundation of a broader wellness strategy, influencing everything from indoor air quality and natural materials to the way residents move through and experience the building.

The 115-apartment mixed-use development, designed by Melbourne-based architecture practice Fieldwork, will occupy a prominent island site opposite Bowden Village Reserve, combining one, two and three-bedroom apartments with retail and a dedicated wellness destination.

Wellness isn't confined to a gym or shared resident facility at Flowe. Instead, Fieldwork embedded the concept into the building itself.

The development has been split into two residential wings connected by a naturally ventilated central breezeway, replacing traditional enclosed corridors with open-air walkways that improve natural light, encourage cross ventilation and create more opportunities for neighbourly interaction.

"Rather than treating wellness as something that only happens on the ground floor, our response integrates it throughout the building, which led us to ask what it really means to design a healthy building," Fieldwork Director Quino Holland said.

The building's architecture also reflects Bowden's industrial heritage. The lower podium references the area's historic brick and sandstone buildings, while the upper levels transition to exposed CLT, allowing the timber structure to become a defining feature throughout the apartments and shared spaces.

The use of mass timber sits alongside a range of sustainability initiatives, including a fully electric, gas-free design, rooftop solar and a targeted 5 Star Green Star rating.

Inside the residences, the focus remains on natural, durable materials. Blackbutt engineered timber flooring, exposed CLT ceilings, porcelain surfaces and warm timber joinery create a calming interior palette, while low-VOC finishes and responsibly sourced materials have been selected to improve indoor air quality.

Kitchens have been designed as the centrepiece of each apartment, featuring porcelain island benchtops, timber-look cabinetry and brushed steel tapware, with layouts that maximise natural light and ventilation.

The more traditional interpretation of wellness comes in the form of Level Eleven, a two-storey wellness club spanning the ground floor, mezzanine and first floor.

Swimming pools, gyms, rooftop terraces and residents' lounges have long featured on buyers' wishlists, but as the way Australians live has changed, so too have the features that make apartment living more convenient.

Inca Property Group has lodged a State Significant Development Application (SSDA) for Dawn, a 53-apartment oceanfront development overlooking Mona Vale Beach.

The proposal, at 35-39 Darley Street East, would replace an existing 18-apartment strata building with a new owner-occupier-focused development comprising 53 two and three-bedroom apartments, including nine affordable built-to-rent residences delivered under the State's infill affordable housing scheme.

Positioned on a 2,679 sqm elevated site around 280 metres from Mona Vale Beach, the development has been designed to maximise panoramic ocean views while responding to the site's sloping topography.

<a href="https://www.apartments.com.au/developers/inca-property-group">Inca Property Group</a> Managing Director Josh Thompson said the State Significant pathway provided greater certainty for projects of this scale.

"This State Significant pathway gives the team real certainty to progress <a href="https://www.apartments.com.au/new-apartments/dawn-35-39-darley-street-east-mona-vale-nsw-2103">Dawn</a> through to completion," Thompson said.

"It allows us to acquire a one-off site, design it carefully and deliver the right offering for the suburb, assessed by the NSW Government's planning department."

The project is one of the first developments in the area to be assessed under the NSW Government's Low and Mid-Rise Housing policy, with the site sitting on the edge of the policy's designated inner area.

The proposal includes three basement levels providing 124 car spaces, alongside a range of resident amenities including a swimming pool, gym, sauna, wellness facilities and private plunge pools for selected ground-floor and penthouse apartments.

Thompson said Dawn had been designed specifically for owner-occupiers and downsizers, a buyer profile that has driven demand across Inca's recent Upper North Shore developments.

"The majority of buyers in our recent North Shore projects have been downsizers, and we are learning exactly what this market is looking for. Beyond the location itself, we have included resort-style amenities to deliver a genuine lifestyle offering," Thompson said.

Located within walking distance of Mona Vale Beach, the town centre, Mona Vale Golf Club and the Royal Motor Yacht Club, Dawn represents Inca's first Northern Beaches project following the sell-out of Tara on Park in Waitara and Ellis Residences, currently under construction in St Ives.

Construction will be undertaken by Inca's in-house construction arm, GOP Constructions.

Dawn is the latest major apartment proposal for Mona Vale, with the suburb emerging as one of the key beneficiaries of the NSW Government's new Low and Mid-Rise Housing policy.

New developer One Living, led by industry veteran Joseph Scuderi, recently secured a site on Mona Vale Road, on the border of Mona Vale and Pymble, where it is planning around 140 apartments.

First look: Inca eyes Mona Vale with State Significant DA for Dawn apartments

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>

Every decade or two, Australia focuses on cities. Leading into the election, the government talked of smart cities, innovative cities, productive cities. But somehow there’s been no trade-off of costs and benefits – just more expensive infrastructure promised in the cities and in the regionstoo.
What’s missing is an explanation of how to support productivity in cities – to help regional people as much as city dwellers themselves. Will it be different this time?
Australia’s prosperity depends on managing cities well. Contrary to our myths about rugged outback pioneers, Australia is highly urbanised, with the biggest share of population in its two largest cities, Sydney and Melbourne, of any developed nation.
This is a good thing for our prosperity.
Cities have more productivity growth than towns, and bigger cities more than smaller ones.
When a city doubles in size, wages, output and innovation per capita more than double. All the benefits of human interaction play out in a more productive and dynamic economy.
But as cities grow, the negative impacts of interaction grow too. These include more pollution and more congestion per person. Governments need to make sure the positive impacts of cities outweigh the negatives.
<h2>Well-connected cities work best</h2>
Cities work best when they actually operate as cities – with all the choice of jobs and employers and goods and services that are available as long as the city is not simply a series of disconnected villages.
The trend to greater urbanisation is set to continue. Even during the mining boom, most economic activity occurred in Australian capital cities, as the chart below shows.

Not only are most existing jobs in the cities, so too are most new jobs. More than one-quarter of all jobs are located within five kilometres of the CBDs of the major capital cities. Around 40% are within ten kilometres.
At the same time, people who live in growing cities face real pressures. While job growth is strongest in the CBD, most housing growth occurs on the outer fringes.
This mismatch between where the people are and where the jobs are makes us all less prosperous if people decide it’s too hard to commute to work, or commute to a job that best suits their skills, and instead settle for something that they’re less suited to, or work less, or don’t work at all.
<h2>Better use of the infrastructure dollar</h2>
Governments try periodically to make cities easier to get around, generally by announcing major new transport infrastructure. The growth in the big capital cities has led many people to feel that the transport infrastructure we have is no longer up to the job, and will only struggle more over time.
So the government made plenty of transport infrastructure promises in the election campaign – A$5.4 billion worth.
Yet, of this, only $800 million was for projects that Infrastructure Australia had fully assessed as nationally significant and worth doing. One-quarter was for projects that sit nowhere on Infrastructure Australia’s list – because they’re not nationally significant, because they’re not worth doing, or because nobody has even asked Infrastructure Australia whether they justify public money.
With the federal budget under pressure, a more disciplined approach to investment is vital. The Commonwealth should defer funding for any project until Infrastructure Australia has assessed it as nationally significant and worth doing.
In other words, a large number of campaign promises to fund specific projects should be deferred. If these promises are allowed to override disciplined project assessment – as they have over the last decade – then vested local interests override the public interest.
To institutionalise this approach, the National Land Transport Act and the Federal Financial Relations Act should be amended so that the minister may commit public money only after an independent evaluation of the project and the business case (by Infrastructure Australia, for example) has been tabled in parliament.
<h2>A cost-effective alternative to building roads</h2>
Before building more roads, which will only fill up soon with more cars, there is unexplored potential to improve the use of what already exists.
The existing road network could work much harder for us. Within cities, every driver who sets out onto a congested road imposes costs on all the other drivers through his or her contribution to overall congestion.
Over and above the financial costs of buying a car and filling up with fuel, congestion represents a further cost to our time and convenience. This cost is real, and it’s larger than it needs to be. 
Governments could consider changing this from a time cost to a money cost. In other words, instead of sitting in traffic jams, people could pay to drive on freer-flowing roads. The choices we would face would be: pay to use key roads at peak hour; take our trip at another time; take a different route; or avoid the trip altogether. Some people will take one option; others will take another.
A small change in the number of cars on a stretch of road can make a big change to congestion on that road. The NRMA estimates that when traffic volume drops by 5%, speeds increase by 50%.
The federal government could encourage states to take two small preliminary steps. First, it could require states to include an in-principle application of road pricing on any new urban transport proposal seeking Commonwealth funding. Second, it could provide policy support and funding to any state willing to trial congestion pricing in its capital cities.
With these small and reversible steps, city dwellers and governments could start to find out whether the benefits of congestion charging are worth it. We may find, as the designer of the highly successful Stockholm congestion charge said:
If you do it right, people will actually embrace the change, and if you do it right, people will actually even like it.

How to make cities work better

Confectioner Doughnut Time has paid a 36 per cent premium on the asking rental to move into the Swan Street retail strip in Melbourne’s Richmond.
The 174 Swan Street shop was let at $75,000 per annum net on a five-year term with options. The asking rental had been $55,000 per annum.
The shop has a space of 175 square metre.
“There is no doubt the Swan Street strip is fast becoming a hot strip for national food retailers,” said Teska Carson’s Fergus Evans, who brokered the deal.
“We had the property on the market for just two weeks and were inundated with requests for inspections,’’ Evans said.
Doughnut Time has expanded its business to 23 stores since the opening of its first hole-in-the-wallstore in Brisbane's Fortitude Valley in February 2015. 
The lessor is a Melbourne-based private investor.

Paperless house sales are now a reality but it might be some time before we’ll all be buying and selling property online.
The electronic system, Property Exchange Australia or PEXA, set up by financial institutions and a number of state governments, changes conveyancing of real estate in a way not seen since the introduction of title by registration in the mid-1800s.
What this transition achieves is a remote electronic based system for the buying and selling of land. The new process from contract to settlement can be paperless. The only physical aspect of the transaction involved the vendor moving out, the purchaser moving in, and the stakeholders, such as mortgagees and conveyancing agents entering keystrokes on a remotely maintained work space.
<h2>How PEXA works</h2>
Once the parties enter into a contract for the sale of real estate, an online work space is created through PEXA, whereby relevant information is populated by all stakeholders who retain password verified access to the site.
Instead of the buyer and seller signing forms to be lodged at land titles offices, agents on behalf of these parties (such as conveyancing agents) will digitally sign on their behalf. Overseeing this is the Australian Registrars National Electronic Conveyancing Council a regulatory agency providing guidance and oversight through operating and participation rules.
These rules govern the relationship between the PEXA operator and the land title registry, as well as the electronic lodgement operator and direct participants such as conveyancing agents and financial institutions.
At the moment only conveyancing agents and other subscribers such as financial institutions can lodge online and have direct access to PEXA. To facilitate the use of the system, some land contracts now require that the conveyancing be done through PEXA.
In the foreseeable future its unlikely that the consumers will be able to use PEXA themselves. The cost and impediments to obtaining access are only feasible for someone engaging in transactions on a routine basis.
In theory, the system should reduce costs and unintentional errors through embedding checks in the process of lodging these forms. Currently the paper-based system is arguably more prone to human error, though computer systems depend greatly on the security that sits behind them and the mistakes potentially made by the keystroke operators.
From the point of the real estate industry, it increases productivity and can provide simpler and easier access to real-time data in relation to the property and to the state of the transaction.
Because money is transferred electronically within moments of the settlement occurring, it reduces the current gap that occurs between settlement and registration within paper-based systems. The new system should streamline the complex legal problems that can sometimes occur in transactions.
It should help resolve a category of irreconcilable legal decisions around the priority between two unregistered interests, where there’s one interest in a property and a second interest is also created in the period between settlement and registration. At the moment, judicial bodies resolve these on a case by case basis, but with PEXA reducing the gap between settlement and registration, the opportunity for these sorts of conflicts should disappear.
<h2>Risks of paperless property exchange</h2>
The first sale using PEXA has already occurred with the five largest states already using the system.
But with any development comes risks. At its heart conveyancing requires that a purchaser be able to identify the vendor, verify that the vendor is indeed the owner of the land, and finally, confirm that this vendor has the right to deal with that land and is not constrained by others (such as a mortgagee). These requirements are key to preventing identity fraud.
PEXA’s response has been to impose significant identity verification requirements that can exceed the well-known 100 point requirements to open a bank account. Purchases by overseas parties have had significantly greater requirements for identity verification imposed upon them.
However identity fraud will continue to pose a threat in the PEXA environment if users are not vigilant in complying with these enhanced identity requirements. There may also be risks in the movement of funds at settlement. Because this occurs electronically, the capacity to cancel cheques paid in settlement before these cheques are cashed will disappear.
The risk of a person accessing the computer system fraudulently and altering multiple records is palpable.
At its heart, what this new era does is reallocate risk. Lawyers, conveyancing agents, mortgagees, assurance funds and land title registries have for close to 150 years of private law jurisprudence on title by registration developed a complex series of rules governing this allocation.
The new dawn of electronic conveyancing will inevitably provoke new jurisprudence with the stakeholders jousting for position. Whoever emerges with the least amount of risk attached to them will be a powerful player in this new paperless property market.

Currently leased to Lygon Charcoal Grill &amp; Steakhouse, the <a href="https://www.commercialrealestate.com.au/property/120-lygon-street-carlton-vic-3053-2012604703" target="_blank">120 Lygon Street</a>, Carlton property is on a new 10-year lease plus three five-year extensions. 
It returns an annual rental of $95,000 per annum plus outgoings. At the sale price, the yield works out at 3.68%. 
The property is nearly 307 sqm and comprises a main dining area, function room, fully equipped kitchen, undercover alfresco seating on Lygon Street, a one-bedroom apartment on the third level and rear car park.

The transaction with Qatar Investment Authority (QIA) and Kingdom Holding Company (KHC) of Saudi Arabia provided $840 million (€768 million) cash payment and the issuance of 46.7 million AccorHotels shares in consideration for the contributed FRHI shares.
The transaction gives QIA and KHC respective stakes of 10.4% and 5.8% in Accor’s share capital. Ali Bouzarif and Aziz Aluthman Fakhroo from QIA and Sarmad Zok from KHC will now join AccorHotels’ Board of Directors.
AccorHotels plans to generate approximately €65 million in revenue and cost synergies. Significant enhancements will also be made in terms of customer data, thanks to the integration of FRHI’s customer base that includes three million loyalty members, of which 75 percent are in North America.
The vast majority of Fairmont, Raffles and Swissôtel’s 154 hotels and resorts (of which 40 are under development) and 56,000 rooms spanning 34 countries and five continents are operated under long-term management contracts, with an average term of nearly 30 years; six hotels are leased and one hotel is owned. The first half of the 2016 calendar year in the Canberra residential property market has seen linear growth and a further shift in demand towards detached established dwellings, says the July residential market report from valuation firm Herron Todd White in its discussion on properties around or below $500,000.
While modern and centrally located unit stock is available in abundance in the sub-$500,000 bracket, numerous changes in lending criteria for investors, poor rental performance and product oversaturation in particular segments are the main drivers leading this shift. When coupled with less than desirable capital growth, the market has been responding accordingly. 
“The lazy half million can still achieve reasonably good value in both the north and south of Canberra,” says the report. 
Two suburbs which highlight this are Ngunnawal (Gungahlin region) and Wanniassa (Tuggeranong region). 
“$500,000 will secure a 1990s, four-bedroom, two-bathroom, two-garage home on a 600 square metre block in Ngunnawal and a similar home in Wanniassa albeit 18 years older and on a larger parcel of land.
“With the median house price in the ACT hovering around the $560,000 mark, the lazy half million doesn’t stretch as far as it used to when chasing solid capital growth. Gone are the days of being able to crack the inner south or even the Woden Valley region, both desired for solid capital performance.” 
This is evidenced by several recent sales of vacant land (remunerated loose fill asbestos blocks) for well over $500,000. 
With the aforementioned regions being prohibitively expensive, focus has transferred to the Weston region (specifically suburbs geographically close to Woden, Waramanga and Weston) with strong growth observed in the past 18 months. The market has realised this potential and sales of three-bedroom, one-bathroom ex-government stock has increased, with new owners electing to renovate and play the waiting game.

Canberra's north and south offer property value for $500,000: HTW

Monarch Investments Group (Monarch) have been granted approval by the Campbelltown City Council to develop its new masterplanned community - The Meadows.
The $135 million project, located n Sydney's South West growth corridor, will feature 210 houses, a swimming pool, playground and recreational facilities.
It's located within one kilometre from Edmondson Park Train Station and the billion dollar Edmondson Park Town Centre.
Prices start from $624,950 for a three bedroom duplex and range in lot size from 230 sqm to 390 sqm.
Packages include a dishwasher, air conditioning, open plan living area, floor coverings, fencing, landscaping, blinds, light fittings and an ensuite.
Monarch has sold over 6,000 land lots across Sydney and New South Wales over the last 60 years.
More than 1600 of these sales were secured in the South West.
They recently sold the last remaining house and land package in its $160 million Ingleburn Gardens Estate comprising 329 houses and land parcels.
CEO of Monarch Peter Icklow suggested the investment potential in the South West is significant.
“The South West growth corridor is one of the fastest growing areas in Sydney and is earmarked for significant private and government spending on major infrastructure and community facilities within the next decade," he said.
"The Meadows is situated in the epicentre of this activity and has already attracted a broad range of purchasers including first home buyers, downsizers, growing families and investors.”
The state government has committed to invest over $3.6 billion in its Western Sydney Infrastructure Plan over a 10 year period. 
This plan includes investment in health, education, transport (bus and rail) and community infrastructure.
Icklow said that they sold their first house and land package in 2009 in Ingleburn Gardens Estate for $325,000. Today it is worth $650,000 and is renting for $500 per week.
"Based on these figures, within the 10 years I expect house and land sales in The Meadows to eclipse at least $900,000 based on an average annual 5 per cent increase over that time," he added.
Recently released data from CoreLogic RPData revealed the suburb of Bardia was ranked seventh in a national list of suburbs with the biggest rise in median house price growth between 2010 and 2015.

Australia’s conservation laws presume that we can preserve everything in its natural state. But in a changing world, we'll have to be more flexible than that.
Australia recently gained an unenviable title: perhaps the first country to lose a mammal species to climate change. The Bramble Cay Melomys, a native rodent found on one tiny sand island in the remote northern regions of the Great Barrier Reef, reportedly became extinct after rising seas destroyed its habitat.
The melomys' likely extinction is a symptom of the massive changes taking place across the natural world. Faced with these changes, we cannot possibly save every species without increasing funding for conservation.
We should be trying to conserve everything we can, or at least minimising the number of plants, animals and ecosystems that are lost. The problem is that Australia’s conservation laws presume that we can preserve everything in its natural state. But in a changing world, we’ll have to be more flexible than that.
<h2>The new nature</h2>
Our conservation laws were drafted on the assumption that, if human intervention could be avoided or managed, plants and animals would survive in their natural, pristine environments.
We now know that that is not the case. Nature is dynamic. Humans have had a pervasive influence on the environment and recent research suggests that pristine environments no longer exist.
Climate change will rapidly accelerate environmental change. Shifting temperature and rainfall will shift the specific conditions that species depend on to survive. Everything will be on the move.
On top of these gradual climate shifts, more frequent and intense bushfires, storms and heatwaves will destroy some habitats and increase the threatened status of many species. In some cases, these extreme events may result in localised extinctions.
Climate change is creating new problems for biodiversity (such as new invasive species) and is making existing problems worse (such as by changing fire patterns).
<h2>What does conservation mean if we can’t save everything?</h2>
Far from making conservation law irrelevant, these challenges mean that conservation policy and laws are more important than ever.
Expanding land and marine reserves, restoring and connecting habitat with other areas, and reducing other threats such land clearing or feral animals are all important climate adaptation strategies.
But many Australian plants and animals will not be able to move fast enough to escape extreme events or to keep pace with their specific climate niches on their own. To conserve these species, we may need to engage in high‑intervention conservation strategies, such as assisted colonisation.
This involves moving an individual, population or species to a place where it has never been found before. This tactic is being investigated for the endangered Western Swamp Tortoise in Western Australia, as its wetland habitat begins to dry out.
Conservation laws in Australia were not designed to accommodate these kinds of dynamic and proactive approaches to conservation management.
<h2>Legal road blocks</h2>
Current conservation laws promote keeping or returning the environment to what it used to be, whether that is pristine or not.
In a recent paper, we looked at three ways laws may impede conservation in a changing world.
First, current laws emphasise maintaining the current status and location of ecosystems and their constituent parts, or returning them to an “undisturbed” state.
Second, they place high value on biodiversity that is rare, native and wild.
Finally, they emphasise reserves (especially on public land) as the sites for most conservation effort.
For example, national park laws typically require agencies to conserve national parks in their natural state. This is usually defined by the plants and animals that are already there or that have been found there in the past.
But some species might need to be moved into national parks, even if they have never been found there before, or out of national parks to somewhere more climatically suitable. Current laws do not let us do this.
Rather than an outdated idea of what is “natural”, we need new objectives that focus on diversity and ecosystem function and health. If introducing a plant or animal into a national park will increase its chance of surviving under climate change and will not undermine the health of the park’s ecosystems, the introduction should not be excluded just because the species is not “native” to that specific park. This approach would help species adapt through movement across boundaries.
<h2>Letting species go</h2>
Another example of a potential legal roadblock is the emphasis on individual threatened species in both legal protection and funding. For instance, the Coalition government has pledged AU$5 million for specific actions to protect some of the most endangered of Australia’s listed threatened species.
But this is an example of assuming that we can save everything. The contracting ranges and already precarious status of many listed speciesmake it unlikely that we will be able to conserve them all, and impossible to do so in their historic locations.
Choices based on what species we fund are rarely transparent and the public is rarely consulted about what we value the most. We need to have a conversation about how we value species and ecosystems in a changing world. If more people realised that we cannot save everything, perhaps more people would demand that appropriate funding is allocated to saving as much as possible.
While funding remains limited, we need objectives that reflect the certainty of some loss of species in the wild and that clearly define the criteria we are using for targeting some species for protection while letting others go.
Our conservation laws direct how we will act to save species and ecosystems under climate change, and whether we will succeed. But climate change makes our current objectives unachievable.
We must not give up on conserving as much as we can as the climate changes. Laws can be used to help us achieve this goal. But we urgently need a national conversation about what reform is needed to ensure the best possible conservation results for Australia’s precious wildlife, plants and ecosystems.

ING Direct and Citi tighten lending policies on apartments
