One of North Sydney's best-known commercial buildings could become hundreds of new homes, with insurance giant Zurich Australia lodging a State Significant Development Application (SSDA) to transform 5 Blue Street into a mixed-use residential development above North Sydney Station.

Rather than demolishing the existing building and starting again, Zurich is proposing an adaptive reuse project that would convert the landmark office building into a 15-level residential development delivering 62 apartments, 86 affordable co-living dwellings, activated retail and significant upgrades to the Blue Street Plaza.

The proposal reflects a growing trend of commercial property owners repositioning ageing office assets into residential housing as Sydney grapples with housing supply shortages and changing workplace demand.

Located directly above North Sydney Metro and train station, the 3,051 sqm site occupies one of the most strategically positioned parcels of land on Sydney's Lower North Shore.

Designed by fjcstudio, the proposal seeks to retain and adapt much of the existing structure while creating a contemporary residential address that better connects with the public domain surrounding North Sydney Station.

The application proposes two basement levels, ground floor retail, affordable co-living accommodation across the podium levels, and apartments above, while preserving and enhancing the publicly accessible Blue Street Plaza.

Rather than pursuing maximum apartment numbers, Zurich has opted for a housing mix heavily weighted towards larger owner-occupier residences.

The proposal includes 62 build-to-sell apartments comprising 12 one-bedroom, 19 two-bedroom, 29 three-bedroom apartments and two premium penthouses. It also incorporates 86 affordable co-living dwellings, which would be managed in perpetuity by a Community Housing Provider.

That balance between traditional apartments and affordable housing reflects the NSW Government's push to increase housing diversity around major transport infrastructure.

The proposal has been lodged concurrently with a rezoning application, with Zurich arguing the site is ideally positioned to support additional housing given its immediate proximity to public transport, employment and services.

"The proposal aims to respond to the housing challenges facing Sydney through the delivery of diverse housing types in a highly accessible location," the design report by fjcstudio states. It also seeks to improve pedestrian amenity through upgrades to Blue Street Plaza while creating a high-performing residential building that responds to the surrounding context.

Rather than replacing the commercial building, fjcstudio has developed a design that works with the existing structural framework above the rail corridor, an approach that significantly reduces demolition while allowing the site to be repositioned as a mixed-use residential precinct.

The existing structural constraints have informed much of the building's design, including its relationship with Blue Street and surrounding public spaces.

The building has been designed as a slender tower rising above a clearly defined podium, with vertically expressed façades intended to reduce the perceived bulk while reinforcing North Sydney's emerging skyline.

According to fjcstudio, the architectural language responds directly to the surrounding commercial towers while maintaining a finer grain expression more closely aligned with the neighbouring Lavender Bay streetscape.

The tower incorporates articulated façade elements, landscaped podium edges and recessed upper levels to soften its appearance and improve pedestrian amenity below.

A significant component of the proposal is the revitalisation of Blue Street Plaza.

The existing public space has long served as one of the primary pedestrian connections between North Sydney Station, Greenwood Plaza and Blue Street, yet its role is expected to become even more important following the opening of Sydney Metro.

Zurich's proposal seeks to strengthen that role by improving landscaping, introducing new retail frontages, enhancing pedestrian permeability and creating more active edges throughout the day and evening.

Ground floor retail would wrap the plaza, while separate residential and co-living entries have been designed to improve wayfinding without reducing street activation.

Landscape design has been integrated throughout the podium and public realm, softening what is currently one of the most heavily urbanised parts of North Sydney.

Large framed openings along the western elevation maximise harbour outlooks, while the eastern apartments have been angled towards the south-east to improve privacy from neighbouring development.

The project forms part of the continuing transformation of North Sydney from a predominantly commercial CBD into a genuine mixed-use city centre.

Since the completion of Victoria Cross Metro Station, developers have increasingly shifted their attention towards residential projects capable of leveraging the area's unparalleled transport connectivity.

FiveX recently lodged plans for a 61-storey, 490-apartment tower that would become one of the tallest residential buildings in North Sydney if approved.

Aqualand continues to expand its Lower North Shore presence following the completion of AURA on Walker Street and its recent St Leonards and Roseville proposals.

Developers are also progressing projects throughout Walker Street, Miller Street and the Victoria Cross precinct as demand for well-located owner-occupier apartments continues to strengthen.

First look: Zurich targets North Sydney office conversion with 148-unit proposal above Metro station

Busy developer Aqualand Prestige has formally taken the next step in its expansion across Sydney's Lower North Shore, lodging a State Significant Development Application (SSDA) for its long-held Archer Street site in Chatswood.

The application covers <a href="https://www.apartments.com.au/new-apartments/51-55-archer-street-chatswood-nsw-2067">51-55 Archer Street</a>, a 1,767 sqm amalgamated site on the eastern edge of the Chatswood CBD, where the developer is seeking approval for a 45-level mixed-use tower delivering 114 apartments, including a significant affordable housing component, alongside retail, commercial space and six basement levels of parking.

The SSDA marks the latest milestone for a project Aqualand has been quietly progressing over the past two years. The developer first secured the site for its Aqualand Prestige platform before undertaking an alternative design excellence process with PTW Architects, ultimately avoiding a formal design competition through the Housing Delivery Authority pathway.

The proposal has evolved considerably from Aqualand's original concept. The revised scheme has been designed around larger owner-occupier product, with an unusually high proportion of three and four-bedroom apartments, targeting the more affluent buyer profile, and downsizer, emerging across the North Shore.

The 114-apartment mix comprises six studios, 27 one-bedroom apartments, 18 two-bedroom apartments, 50 three-bedroom residences and 13 four-bedroom homes. A quarter of the building will be dedicated to affordable housing, well above the mandated 15 per cent&nbsp;

PTW has structured the building vertically, with affordable housing across levels one to six, premium apartments through levels seven to 31, duplex skyhomes on klevels 32 to 43, a penthouse on level 44, and a rooftop plant level above. Six basement levels will provide resident parking and servicing.

The tower is proposed to reach approximately 154 metres, placing it among a growing collection of residential high-rises transforming Chatswood's skyline.

Rather than competing purely on height, PTW says the design has been driven by creating a slimmer tower capable of delivering significantly larger apartments.

"The primary objective of this project was to create a distinctive building that stands out from the recently approved or built structures in the Chatswood area," the design report states, noting the structural efficiency allows greater investment into apartment quality and resident amenity.

Residents would have access to more than 450 sqm of communal open space including landscaped gardens, swimming pool, rooftop entertaining areas, fitness spaces, community gardens, children's play areas and barbecue facilities.

A major focus of the design has been the public domain.

The ground plane has been opened up through landscaped terraces inspired by Willoughby's sandstone ridges, with native planting, public seating, artwork, retail activation and a series of gathering spaces intended to soften what has traditionally been a hard commercial streetscape.

The landscape strategy references Blue Gum forests once common throughout the area, while incorporating Indigenous storytelling, public art and lighting installations to strengthen the connection to Country.

Chatswood has been one of Sydney's busiest apartment markets over the past 12 months, with a steady pipeline of both new project launches and fresh development applications.

Hyecorp recently launched Celine, a 122-apartment development just along Archer Street, while Changfa and Huirong Group are progressing The Anderson, an 84-apartment project on Anderson Street.

Develotek recently secured approval for a 101-apartment tower on Pacific Highway, while Tian An LFD received the green light for Hammond Greens, its apartment development on the edge of the Chatswood Bowling Club.

Commercial property developer FiveX is also making its move into the residential market. Last month it lodged plans for a 61-storey tower with 490 apartments, which, if approved, would become one of the tallest residential buildings in Chatswood.

Aqualand is also expanding its development pipeline following the launch of its luxury residential brand, Aqualand Prestige. The developer has delivered a string of high-end apartment projects across Sydney's affluent suburbs over the past decade, most recently AURA by Aqualand on Walker Street in North Sydney.

It has since quietly assembled its next wave of projects.

Earlier this year Aqualand launched Boronia in Roseville, a boutique 111-apartment development on Larkin Street. The project is one of the first significant apartment developments to launch in the suburb ahead of what is expected to become one of Sydney's most active new housing precincts under the NSW Government's Low and Mid-Rise Housing reforms, which allow greater density around train stations.

Mass timber is becoming an increasingly popular construction material in apartment developments, but Adelaide developer <a href="https://www.apartments.com.au/developers/otello">Otello</a> is taking the approach a step further.

At its new <a href="https://www.apartments.com.au/new-apartments/flowe-bowden-18-gibson-street-bowden-sa-5007">Flowe Bowden</a> development, the exposed cross-laminated timber (CLT) structure isn't just about reducing the building's environmental footprint. It also forms the foundation of a broader wellness strategy, influencing everything from indoor air quality and natural materials to the way residents move through and experience the building.

The 115-apartment mixed-use development, designed by Melbourne-based architecture practice Fieldwork, will occupy a prominent island site opposite Bowden Village Reserve, combining one, two and three-bedroom apartments with retail and a dedicated wellness destination.

Wellness isn't confined to a gym or shared resident facility at Flowe. Instead, Fieldwork embedded the concept into the building itself.

The development has been split into two residential wings connected by a naturally ventilated central breezeway, replacing traditional enclosed corridors with open-air walkways that improve natural light, encourage cross ventilation and create more opportunities for neighbourly interaction.

"Rather than treating wellness as something that only happens on the ground floor, our response integrates it throughout the building, which led us to ask what it really means to design a healthy building," Fieldwork Director Quino Holland said.

The building's architecture also reflects Bowden's industrial heritage. The lower podium references the area's historic brick and sandstone buildings, while the upper levels transition to exposed CLT, allowing the timber structure to become a defining feature throughout the apartments and shared spaces.

The use of mass timber sits alongside a range of sustainability initiatives, including a fully electric, gas-free design, rooftop solar and a targeted 5 Star Green Star rating.

Inside the residences, the focus remains on natural, durable materials. Blackbutt engineered timber flooring, exposed CLT ceilings, porcelain surfaces and warm timber joinery create a calming interior palette, while low-VOC finishes and responsibly sourced materials have been selected to improve indoor air quality.

Kitchens have been designed as the centrepiece of each apartment, featuring porcelain island benchtops, timber-look cabinetry and brushed steel tapware, with layouts that maximise natural light and ventilation.

The more traditional interpretation of wellness comes in the form of Level Eleven, a two-storey wellness club spanning the ground floor, mezzanine and first floor.

Swimming pools, gyms, rooftop terraces and residents' lounges have long featured on buyers' wishlists, but as the way Australians live has changed, so too have the features that make apartment living more convenient.

Inca Property Group has lodged a State Significant Development Application (SSDA) for Dawn, a 53-apartment oceanfront development overlooking Mona Vale Beach.

The proposal, at 35-39 Darley Street East, would replace an existing 18-apartment strata building with a new owner-occupier-focused development comprising 53 two and three-bedroom apartments, including nine affordable built-to-rent residences delivered under the State's infill affordable housing scheme.

Positioned on a 2,679 sqm elevated site around 280 metres from Mona Vale Beach, the development has been designed to maximise panoramic ocean views while responding to the site's sloping topography.

<a href="https://www.apartments.com.au/developers/inca-property-group">Inca Property Group</a> Managing Director Josh Thompson said the State Significant pathway provided greater certainty for projects of this scale.

"This State Significant pathway gives the team real certainty to progress <a href="https://www.apartments.com.au/new-apartments/dawn-35-39-darley-street-east-mona-vale-nsw-2103">Dawn</a> through to completion," Thompson said.

"It allows us to acquire a one-off site, design it carefully and deliver the right offering for the suburb, assessed by the NSW Government's planning department."

The project is one of the first developments in the area to be assessed under the NSW Government's Low and Mid-Rise Housing policy, with the site sitting on the edge of the policy's designated inner area.

The proposal includes three basement levels providing 124 car spaces, alongside a range of resident amenities including a swimming pool, gym, sauna, wellness facilities and private plunge pools for selected ground-floor and penthouse apartments.

Thompson said Dawn had been designed specifically for owner-occupiers and downsizers, a buyer profile that has driven demand across Inca's recent Upper North Shore developments.

"The majority of buyers in our recent North Shore projects have been downsizers, and we are learning exactly what this market is looking for. Beyond the location itself, we have included resort-style amenities to deliver a genuine lifestyle offering," Thompson said.

Located within walking distance of Mona Vale Beach, the town centre, Mona Vale Golf Club and the Royal Motor Yacht Club, Dawn represents Inca's first Northern Beaches project following the sell-out of Tara on Park in Waitara and Ellis Residences, currently under construction in St Ives.

Construction will be undertaken by Inca's in-house construction arm, GOP Constructions.

Dawn is the latest major apartment proposal for Mona Vale, with the suburb emerging as one of the key beneficiaries of the NSW Government's new Low and Mid-Rise Housing policy.

New developer One Living, led by industry veteran Joseph Scuderi, recently secured a site on Mona Vale Road, on the border of Mona Vale and Pymble, where it is planning around 140 apartments.

First look: Inca eyes Mona Vale with State Significant DA for Dawn apartments

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>

The deal for 1020 High Street was brokered by Teska Carson’s Tom Maule.  
The 80 square metre premises was let at $56,000 per annum net, a rate of $700 a square metre, on a three-year term with options. 
“Anna Hoffman required a spacious retail area in a location which offered first rate exposure in an appropriate location for fashion,” Maule said.
“This part of High Street is well stocked with boutique fashion and dining establishments attracting a high level of clientele from all over Melbourne.’’ 
The lessor is a Melbourne-based private investor.

Sydney's top weekend auction result was another stellar sale.
This time it was <a href="https://www.realestate.com.au/property-house-nsw-hunters+hill-123110774" target="_blank">a striking Alex Popov-designed riverfront house at Hunters Hill</a> that fetched $5.15 million, some $750,000 above reserve.
The selling agents had offered $4 million pre-auction price guidance.
There was 14 percent annual price growth with the four bedroom contemporary home having traded in 2014 for $3.85 million.
There'd been subsequent renovations including a new kitchen featuring plenty of stainless steel, marble-look stone benchtops, a Bora induction cooktop and two walk-in pantries, one with twin Miele wall ovens and a wine fridge.
With expansive Lane Cove River views, the Bonnefin Road residence was built in 2000 for then Vogue chief financial officer Aye-Ling Koh on its 1,114 square metre holding.
It first sold for $3.55 million in 2007.

The sale price soared $1.01 million over its $2 million reserve.
The limited supply of new stock for sale is one of the most important factors in how the winter property market has performed, agents say.
The strength in the Sydney market has seen week-on-week results over 70 percent ever since the last week in April.
There are currently around 19,000 properties for sale across Sydney, according to CoreLogic, which is up 4 percent on the same time last winter. But much of the stock has been on the market for many months, with just the 5900 new listings - some 25 percent down on fresh listings at the same time last year.
Across all the capital cities, new listings are 12.5 percent lower relative to last year, while total listings 3.5 percent higher. 
CoreLogic spokesperson Kevin Brogan said the recent strong trend in Sydney and Melbourne auction results had been achieved on falling auction volumes, suggesting the buyer demand is outweighing the supply of homes being taken to auction.
Auction activity fell to 1,444 homes this week across the capital cities, compared to 1,540 last week.
Last year the number was 2,118.
The national clearance rate continued its upwards trend, with 77.8 per cent of reported auctions across the capitals were successful.
Sydney’s clearance rate again sat above the 80% mark, with 81.6 percent sold in the preliminary tally.  For the past five weeks, auction volumes have been rising slowly across Sydney, up to 610 this week, contrasted with the 544 and 509 previously. But one year ago, 915 Sydney auctions were held.
There was mixed performance across Sydney’s sub-regions this week ranging from 89 percent on the Northern Beaches and 64 percent across the South West.
Melbourne was at 79.9 percent, a rise from 74 percent last week and higher than 76 percent last year.
There were fewer auctions across Melbourne - down from 724 to 604, and down on one year ago when 908 homes were offered.
A stately Victorian-era Kew trophy home was the nation's top seller when it sold post auction for $6.5 million.

Adelaide’s preliminary clearance rate was 72 percent this week, rising from 63 percent last week and higher than one year ago at 68 percent.
Adelaide's 56 homes taken to auction was down on the 83 at the same time last year. 
It had the cheapest sale across Australia when a two bedroom unit at 5/12 Braeside Avenue, Holden Hill fetched $180,000 prior to its scheduled auction (below).

It fetched $400,000 through McGrath Brighton-Le-Sands. The price guidance was <a href="https://www.realestate.com.au/property-apartment-nsw-kogarah-123180894" target="_blank">$380,000 to $400,000</a> for the 46 sqm unit.
It last sold at $250,000 in May 2012, reflecting 11 percent annual price growth over the past four years.

Sydney's Northern Beaches a standout for weekend clearance rates

The shifting of Melbourne's CBD closer toward Docklands continues apace, according to Cromwell Property Group, who have announced a new long term lease on Collins Street.
Open Universities Australia will move into <a href="https://www.cromwell.com.au/property-portfolio/victoria/226/700-collins-street" target="_blank">700 Collins Street</a> in January 2017 on an 8-year lease and will occupy 2,682 sqm.
Cromwell purchased the building in 2004, and the 100 percent occupancy rate was achieved after securing the building's two major tenants to long term lease agreements.
The Bureau of Meteorology has executed a new lease for a further 10 years of their 15,500 sqm space. 
Melbourne train operator Metro has consolidated its space in the building, taking another 2,500 sqm that will see it occupy over 10,000 sqm for the next decade.
The high demand for the area makes the 2004 investment a real success for Cromwell, said Damian Horton, Cromwell’s Head of Property.
“As Melbourne CBD is shifting further westward along Collins Street and closer to Docklands, Cromwell’s investment has proven to be forward thinking. We were among the first to invest in what is now called ‘mid-point’, a highly sought after area,” Mr Horton said. 
“It’s an investment true to our philosophy. We try to carefully evaluate the potential of each of our properties to see where the demand will be and 700 Collins Street is proof of the effectiveness of this approach. 
“It also validates our strategy to actively manage our assets to enhance their value, and make sure that our tenants want to stay, and in doing so, keeping the turnover as low as possible.” 
The A-Grade, 17-level office tower is located at the gateway to the Docklands Precinct at the western end of the Melbourne CBD.
The building, which was refurbished last year, offers 33,848 sqm of modern office space and retail areas, and a three-level carpark accommodating 304 cars.

National listing market activity falls 1.6 percent month on month: CoreLogic

Relatively low auction numbers continue to contribute to high clearance rates.
Although the 471 auctions listed on Saturday were higher than the previous weekend’s 394, auction numbers remained seriously below the 727 auctioned on the same weekend last year.
Regional results were remarkably consistent, with all areas sharing in the booming market, Dr Andrew Wilson at Domain advised.
The upper north shore recorded the highest clearance rate at 88.9 percent and the highest sales at 48.
This was followed by the lower north at 87.5 percent, the south at 86.3 percent, the northern beaches at 84.4 percent, the central coast at 83.3 percent, the north west at 81.8 percent, the inner west at 81.1 percent, Canterbury Bankstown at 79.3 percent, the west at 78.3 percent, the south west at 77.8 percent and the city and east with a clearance rate of 77.1 percent.

Low auction numbers giving high clearance rate momentum

Transport modelling for major road projects like Sydney’s WestConnex and Melbourne’s Western Distributor is at odds with what is known about motorists' behaviour.
A big part of the benefits claimed for new major roads in Australian cities is travel time savings. Evidence shows, however, that instead of saving travel time, these roads encourage us to travel further and often increase car dependency.
Travel time savings (calculated by transport models) have been used in transport project assessment since the 1960s and are often the main justification for projects. These models assume people try to minimise the “generalised cost” of travel (a combination of money cost and the dollar value of time). UK transport researcher David Metz notes that this assumption “is consistent with the idea that travellers take advantage of improved infrastructure to save time”.
Standard economic theory assumes people are motivated to obtain the maximum satisfaction (economists call it “utility”) from the consumption of the goods or services they can afford. This implies they are also motivated to keep the costs associated with that consumption to a minimum.
Where travel is concerned, motorists are assumed to minimise the generalised cost of that travel. Transport models use this approach to calculate travel time savings from new transport infrastructure.
A recent review of research, however, shows that people have a certain amount of time they are prepared to spend travelling each day. This means they don’t take advantage of added infrastructure to save time.
While new roads may reduce travel time for a period on some routes, in the longer run, these savings are spent on travelling further. This means the travel time savings put forward by proponents for these plans are not backed up by real world evidence.
As a result, these assumptions should not be relied upon for the assessment of road projects like WestConnex and the Western Distributor. For WestConnex, the value of calculated travel time savings is A$13 billion, or about half the claimed benefits for the project. Without these time savings, the costs of the project exceed the benefits.
Melbourne researchers John Odgers and Nicholas Low found that the forecast time savings for Melbourne’s CityLink project did not eventuate. They suggest that, rather than being based on evidence, transport policy is probably driven by political momentum to build more roads, because that’s what Australia has been doing for a long time.
Governments and their technical advisers also have strong incentives to find benefits to justify what politicians want to do.
Partly in recognition of the problems with transport modelling, some European cities have changed the way the problem is framed – from meeting forecast travel demand, to achieving a number of social and economic objectives through transport investment. Through sustainable urban mobility plans, different types of projects are favoured. These include: better integrated bus networks, more bus lanes, safer cycling and walking routes, improved park and ride facilities, and traffic calming measures that redesign streetscapes and reduce speed limits to improve mobility for all road users.
Rather than facilitating the movement of motor vehicles, this process emphasises creating safe, reliable and affordable access with less travel and a reduced environmental footprint. It also requires that engineers, urban planners, economists and other specialists sit down with the business and community sectors to build a consensus on what needs to be done. This is in contrast to current engineering-dominated methods.
In Australia, the Delivering Sustainable Urban Mobility report prepared for the federal government emphasises “putting people first” in urban transport. The report recommends a three-part approach: less travel, shifting away from trips by car, and improving vehicle fuel efficiency.
While this is somewhat encouraging, there is no recognition in the report that current methods of calculating the benefits of roads projects are unreliable because of the way time savings are calculated.
Despite a lack of evidence, the use of travel time savings calculated in transport models is deeply entrenched in government and professional practice. Until this flawed approach is replaced by something like sustainable urban mobility plans, government road spending will continue to encourage sprawl and car dependency, rather than save us time.
