<p>For most new apartment buildings, the Owners Corporation starts life with little more than a bank account and the first quarterly strata levies.</p>

<p>At <a href="https://www.apartments.com.au/buildings/9-gay-street-castle-hill-9-gay-street-castle-hill-nsw-2154">9 Gay Street</a> in <a href="https://www.apartments.com.au/developments/castle-hill-nsw-2154">Castle Hill</a>, it starts with around $7 million in reserve.</p>

<p>It's an unusual legacy of what was once one of Sydney's highest-profile apartment remediation projects. When the development, originally known as Skyview and built by disgraced developer Top Place, came under scrutiny by then NSW Building Commissioner David Chandler, an $11 million remediation bond was negotiated to ensure any building defects could be fully rectified.</p>

<p>A new Colliers report, <em>Brisbane 2032 Olympic and Paralympic Games: Creating Solutions</em>, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.</p>

<p>The broader construction pipeline paints an even clearer picture.</p>

<p>Construction Skills Queensland's <em>Horizon 2032</em> report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.</p>

<p>The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.</p>

<p>The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.</p>

<p>Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.</p>

<p>"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.</p>

<p>"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

Off-the-plan property explained: What is stamp duty?

<p>For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.</p>

<p>The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.</p>

<p>But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.</p>

<p>The biggest takeaway is that inflation continues to move in the right direction.</p>

<p>Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.</p>

<p>While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.</p>

<p>The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.</p>

<p>That trend is important because it aligns with what many economists and lenders have been saying for the last month.</p>

<p>Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.</p>

<p>In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".</p>

<p>The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.</p>

<p>Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.</p>

<p>Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.</p>

<p>Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.</p>

<p>Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.</p>

<p>While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.</p>


The inflation result the property market was waiting for

<p>ASIC has released a consultation paper proposing to remake three class orders relating to time sharing schemes, which are due to expire (‘sunset’) as at 1 April 2017 or 1 October 2017.</p>
<p>They are seeking feedback from the time-sharing industry, consumers, consumer advocates and other interested parties on our proposals, including whether any additional protections are required to assist consumers.</p>
<p>As marketing of time-sharing schemes is an area which can involve pressure selling tactics, they have requested feedback on whether amendments are required to current requirements to improve consumer protections, including in relation to cooling-off, disclosure and sales practices. For example, they are seeking feedback on:</p>
<p>whether the current cooling-off arrangements are working effectively or whether alternative arrangements would be more appropriate;</p>
<p>proposed amendments to the template cooling-off statement to simplify the language and highlight key information for consumers, such as the contact details of the provider and that if an applicant does not exercise their cooling-off rights they may be required to continue to pay levies for an extended period (e.g. until they die) even if they do not use the time-share;</p>
<p>the introduction of more tailored disclosure requirements for fees and costs associated with the purchase of interests in a time-sharing scheme; and</p>
<p>whether any additional restrictions or obligations are required in relation to unsolicited meetings or telephone calls.</p>
<p>They are also proposing amendments to their guidance in Regulatory Guide 160 Time-sharing schemes (RG 160) to outline their expectations for compliance by operators and promoters of time-sharing schemes based on their regulatory experience in areas such as:</p>
<p>the content of Product Disclosure Statements;</p>
<p>the provision of financial product advice; and</p>
<p>conduct during meetings and seminars attended by consumers.</p>
<p>The instruments that they are proposing to remake with amendments are:</p>
<p>[CO 00/2460] Time-sharing schemes—property valuations;</p>
<p>[CO 02/315] Time-sharing schemes—use of loose-leaf price list; and</p>
<p>[CO 03/104] Relief facilitating the acquisition and sale of forfeited interests in registered time-sharing schemes</p>
<p>In summary, they are also proposing to:</p>
<p>remake as a single new instrument [CO 00/2460], [CO 02/315] and [CO 03/104];</p>
<p>incorporate into the new instrument—transitional relief for existing operators relying on [CO 02/237] Time-sharing schemes—operation of rental pool, the template cooling-off statement under Pro Forma 208 and the AFS licence conditions under Pro Forma 209 with amendments, and modifications to the enhanced fee disclosure requirements; and</p>
<p>make amendments to [CO 13/760] Financial requirements for responsible entities and operators of investor directed portfolio services, withdraw ASIC Pro Formas 205, 206 and 207 for new operators, and update our guidance in RG 160.</p>
<p>The consultation paper and draft ASIC instrument, which reflects the amendments proposed in the consultation paper, are attached below.</p>
<p>The last public consultation by ASIC on policy for time-sharing schemes occurred in 2006 and we see this as an opportunity to consult on whether the policy settings remain appropriate or any changes are required.</p>

Property 101: Remaking ASIC class orders on time sharing schemes

<p>Washington Brown has crunched the numbers on The Block’s latest development in Melbourne’s inner-city bayside suburb of Port Melbourne, and something just doesn’t add up.</p>
<p>From a financial point of view the development, which consisted of transforming a 1920s art deco building into a luxury apartment block, was one of the worst I have ever seen.</p>
<p>While I understand the magic of television, Channel 9 have outdone David Copperfield in creating the illusion of a profit to the public!.</p>
<p>Let's look at the numbers:</p>
<p>According to reports Channel 9 bought the site for around $5 million, which allowed for 6 apartments. Only 5 were sold on TV and for calculation purposes let’s say the acquisition costs is $4.2 million.</p>
<p>The construction cost and depreciation allowances totalled over $11 million, for the 5 apartments.  </p>
<p>That’s $15.2 million alone in construction and acquisition costs.</p>
<p>It’s worth noting that under the Income Tax Assessment Act 1997 the <em>initial </em>vendor (ie. the developer) has an obligation to pass on the <strong>actual costs</strong> of construction to the purchaser, where the costs are known.</p>
<p>Let’s not forget there’s then a variety of other costs involved in buying and selling, and undertaking the development, including:</p>
<ul>
<li>Stamp duty</li>
<li>GST on the sale</li>
<li>Demolition</li>
<li>Marketing</li>
<li>Agents’ fees</li>
<li>Legal fees</li>
<li>Interest</li>
<li>Rates</li>
</ul>
<p>Whilst some of these costs may have been avoided due to contra deals, the bulk would have to be outlaid by Channel 9.</p>
<p>I estimate these additional costs to conservatively be $2 million, which brings the total cost to $17.2 million.</p>
<p>The Block’s<a href="https://www.domain.com.au/news/the-block-2016-will-and-karlie-win-and-take-home-815000-in-prize-money-20161113-gsoefv/" target="_blank"> total sales </a>realised just a little over $12 million, leaving the development in the red by around $5 million, yet it has been indicated that <a href="https://www.domain.com.au/news/the-block-2016-the-auctions/" target="_blank">profits</a> of up to $715,000 were made by the contestants. </p>
<p>That something David Copperfield would be in awe of.</p>
<p>You know it’s the peak of the market when reality TV shows are pulling rabbits out of a hat to show a profit.</p>
<p>Whilst the contestants may have walked away with some ‘profit’, if the numbers are to be believed as shown on the show that development was a stinker.</p>

How successful was The Block Port Melbourne as a development?

<div>In seasonally adjusted terms the unemployment rate of 5.58 percent was the lowest in 42 months, and well below the 6.32 percent seen in January 2015 (click the graphics to expand, as always!).<br><br>

<div>In New South Wales the trend unemployment rate has continued to decline to just 4.89 per cent, the lowest figure in nearly six years, while Victoria and Queensland are also moving in the right direction.<br><br>The trend hasn't caught up but Queensland's seasonally adjusted unemployment rate dropped to 5.8 per cent. <div>Hiring is usually strong at this time of year, and total employment increased by about +78,800 over the last two months.</div>

<div>After accounting for seasonality, however, this month's increase was only +9,800, although that figure did at least include a vast swing back to full-time employment of +41,500. </div>

<div>This all sounds cool until we revisit what happened last month, which was a big seasonally adjusted drop in employment, while full-time employment is nearly 90,000 lower than at the beginning of the year.</div>

<div>Looking through the noise, the trend in employment growth now looks poor. </div>

<br><div>The annual rate of employment growth is at its lowest level in 23 months and is now below the rate of population growth, and categorically 'not good enough'!</div>

<div>Victoria has now cruised to the top of the employment growth charts, with Victoria (+107,300) and New South Wales (+46,100) accounting for more than all of the net employment growth over the past year.<br><br>Employment in Tasmania dived by -3,400 in October to be -4,300 lower than a year ago. </div>

<div>Queensland employment fell by -16,900 in the month, and by -46,000 over the year. This month's result was a rogue statistic due to the sample rotation from September, though there's no question that employment in aggregate has weakened in the Sunshine State, led by resources-related job losses in locations such as Townsville. </div>

<br><div>Shadow Treasurer Scott Emerson highlighted that 67,600 jobs had been lost in Queensland since the beginning of the year and that "anyone who sees today's result as good news doesn't understand how tough it is to find a job in Queensland".</div>

<div>He's right about the second part, but clearly he didn't read the commentary on the incoming sample and cocked up his numbers by calculating them from the end of January rather than the beginning. Maybe that was deliberate. Oh well, at least his job doesn't require strong numeracy skills! </div>

<div>While the unemployment rate superficially looks positive, the participation rate is well down and now at the lowest level since early 2006. </div>

<div>And despite the wild swing back to full-time employment this month, it's important to see through the monthly noise and understand that much of the growth in jobs has been part-time in nature over recent times.</div>

<div>Therefore, we have the weakest nominal wages growth on record, some of the weakest non-tradables inflationary pressures on record, and weak employment growth across recent months. </div>

<div>Sounds like the easing cycle isn't over to me, but markets remain tentative for now, and job vacancies figures have admittedly been solid enough.<br><br>I will just note that when the labour force report prints solidly most commentary states that it must be somehow wrong, yet when the figures are weaker (as they are now) they are instantly taken at face value!<br><br>Something to bear in mind if the headline figure snaps back up next month...</div>

Labour market: weakness under the hood

<p>Rugby League legend Steve Mortimer, or 'Turvey', has sold his Rushcutters Bay commercial investment property for $870,000.</p>
<p>Home to McLachlan Cafe, the <a href="https://bradfieldcleary.com.au/5916729/shop-2-84-90-mclachlan-avenue-rushcutters-bay" target="_blank">McLachlan Avenue property</a> was expected to fetch about $900,000 at its October auction, however, it was passed in.</p>
<p>Mortimer had paid $760,000 for the property in 2010.</p>
<p>The 36 square metre ground floor space was bought by an investor who will continue to run the cafe with a net income of $56,600 per annum. It's leased for a number of years.</p>
<p>BradfieldCleary’s Mark Daley and co-agent Grant Whiteman of Ray White Double Bay secured the sale.</p>
<p>Mortimer, who represented the Canterbury-Bankstown Bulldogs for 12 years and 272 games, as well as New South Wales and Australia, runs Steve Mortimer's Australian Shuffleboard which brings shuffleboard to seniors across Australia.</p>

<p>Homes in Sydney and Melbourne are selling faster than in the previous month and demand will continue to prop up house prices, according to CoreLogic's latest weekly report.</p>
<p>The property advisory firm says that using vendor discount and time on market metrics measures to gauge current market conditions can highlight the relative strength of cities' property markets.</p>
<p>CoreLogic research analyst Cameron Kusher suggests "the vendor discounting metric looks at properties selling for less than their original list price and looks at the percentage difference from initial list price to ultimate sale price". The time on market metric "shows the average number of days between when a property is first listed and when it ultimately sells".</p>
<p>It’s important to note that each of these measures is based on private treaty sales and therefore excludes auctions.</p>

<p>In September 2016, the average days on market across the combined capital cities was recorded at 39 days.</p>
<p>At the same time a year earlier, the average days on market was a slightly lower 36 days.</p>
<p>Over recent years homes have been selling much quicker in Sydney and Melbourne than they have across the other capital cities, Kusher said.</p>
<p>Homes in Hobart and Canberra have seen fairly large falls in days on market over the past year.</p>

<p>"This aligns with accelerating value growth in the Hobart and Canberra housing markets<span>," Kusher said.</span> "In Perth and Darwin homes have seen a large rise in the average days on market as selling conditions have become tougher and values have declined."</p>
<p>"In September 2016, a typical home sold at a discount from its original listing price was discounted by -5.7% across the combined capital cities. In comparison, at the same time a year earlier, the typical level of discounting was recorded at -6.0%. The lower level of discounting is reflective of more demand and fewer homes for sale but is also likely to reflect more realistic initial listing prices from vendors."</p>
<p>Sydney and Melbourne, along with Canberra, have been seeing low levels of discounting by vendors over recent years.</p>

<p>Kusher said: "In particular, Sydney and Melbourne have shown strong housing demand which has led to many homes selling in excess of their initial list price. Despite only moderate growth in values over recent years Canberra has consistently recorded low levels of discounting. In Perth and Darwin as the housing market has wakened over recent years discounting levels have increased significantly.</p>
<p>"With combined capital city home values increasing for almost four and a half years (mainly in Sydney and Melbourne), the level of discounting and time on market remains extremely low and is being driven by ongoing strong housing demand coupled with relatively low stock levels.</p>
<p>"While these conditions persist, it is difficult to see how home values in Sydney and Melbourne in particular, won’t continue to increase."</p>

Speed of Sydney and Melbourne sales to continue to push prices higher: CoreLogic

<p>Geelong is the regional regions with the highest auction clearance rate, according to CoreLogic’s weekly report.</p>
<p>The property advisory firm says that out of the 32 auctions known to CoreLogic in Geelong 71% of them were sold.</p>
<p>This is followed by Wollongong with 68% and the Hunter with 64%.</p>
<p>The Sunshine Coast was the region with the lowest auction clearance rate with only 56% of its 25 auctions known to CoreLogic sold under the hammer.</p>

Sunshine Coast weakest regional region with 56% auction clearance rate: CoreLogic

<p>Last week’s combined capital city auction clearance rate was recorded at 75.8%, up from 73.6% the previous week, according to CoreLogic’s latest weekly report.</p>
<p>Last week, Melbourne’s auction clearance rate rose from 76.1% to 76.8% while auction volumes increased from 927 to 1,329.</p>
<p>Sydney’s auction clearance rate also rose last week from 78.8% to 81.4%.</p>

<p>The number of auctions was virtually unchanged with 1,089 last week compared to 1,087 the previous week.</p>
<p>The auction markets is the two largest cities have maintained strength throughout pring this year. So far during spring, Melbourne’s clearance rate has averaged 78.8% and Sydney’s 80.9%.</p>
<p>In 2015, the average spring clearance rates were 70.7% and 65.1% respectively. The current market is also stronger than in 2014 when the spring average clearance rates were 70.3% in Melbourne and 74.4% in Sydney.</p>

Auction clearance rate increases to 75%: CoreLogic

<p>There are slightly fewer auctions scheduled to take place across the combined capital cities this week, with 2,721 currently being tracked according to CoreLogic’s latest weekly report.</p>
<p>The property advisory firm says that in both Sydney and Melbourne, the two major auction markets, auction activity is down week on week, with 1,201 Melbourne auctions scheduled and 959 homes set to be taken to auction across Sydney.</p>
<p>Auction activity is set to be substantially lower than it was over the same week last year.</p>
<p>Outside of Sydney and Melbourne, each of the remaining capital cities is set to see a higher number of auctions this week compared to last week.</p>

<p>The combined capital city auction clearance increased last week to 75.8% from 73.6% the previous week.</p>
<p>The clearance rate rose on a higher number of auctions, with 2,897 auctions last week compared to 2,517 auctions the previous week.</p>
<p>Melbourne’s auction clearance rate increased slightly last week to 76.8% from 76.1% the previous week.</p>
<p>In Sydney, clearance rates also increased to 81.4% last week from 78.8% the previous week.</p>
<p>Each week lately fewer sub-regions in Sydney and Melbourne have been recording fewer overall clearance rates above 90%.</p>
<p>Across the smaller auction markets, auction clearance rates increased in each city relative to the previous week.</p>
<p>The Hunter region was the busiest non-capital city region last week, with 59 auctions, however Geelong recorded the strongest clearance rate at 71.9%.</p>

Auction activity set to cool in Sydney and Melbourne: CoreLogic

<p>Residential listings can now be seen in virtual reality on realestate.com.au with the release of a new app on Google's mobile virtual reality platform Daydream.</p>
<p>The toolkit is built on Matterport’s VR Software Development Kit (SDK) with the number of properties available in VR to increase as the technology is more widely adopted.</p>
<p>Nigel Dalton, REA Group chief inventor said it is Australia’s first property app on Daydream. realestate VR will change the way people experience and interact with property.</p>
<p>"By 2020, most Australian homes will have VR headsets, and we’re confident the leading real estate agents will embrace virtual reality to create a brand new experience for a whole new generation of property seekers," he said.</p>

Realestate.com.au launches virtual reality property app

<p>Townsville has recorded a rise in its residential vacancy rate, lifting from 5.7 percent to a record high of 7.1 percent over September.</p>
<p>Antonia Mercorella,<em><span> </span>c</em>hief executive officer of the REIQ said this is surprising because Townsville’s property market, overall, is reasonably steady.</p>
<p>"Local agents tell us, anecdotally, that there have been a few break-lease situations where people are leaving to become owner occupiers, but how widespread this is, it’s hard to say," she said.</p>
<p>“This is always a risk when interest rates are at historic lows."</p>
<p>“However, it’s too early to draw any concrete conclusions about the Townsville market; next quarter may reveal the September result to be anomalous.”</p>
