Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.

While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"Labour will increasingly be locked into government-led infrastructure and Olympic projects, which means private residential developments will face higher costs and tighter margins. The developers who move now are the ones most likely to get projects off the ground."

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

"If you're looking to change your lifestyle over the next five years, now is your window of opportunity to buy."

Developers are already positioning themselves ahead of that window.

Following the success of Monarch at Toowong, Consolidated Properties is preparing to launch two new Brisbane apartment projects in the second half of 2026. They include <a href="https://www.apartments.com.au/new-apartments/gloriette-30-bedivere-street-yeerongpilly-qld-4105">Gloriette</a> at Yeerongpilly Green, a 25-storey tower within one of Brisbane's key Olympic precincts, and <a href="https://www.apartments.com.au/new-apartments/castile-47-skyring-terrace-newstead-qld-4006">Castile</a>, a recently approved 25-storey riverfront development at 47 Skyring Terrace in Newstead.

Hutchinson Builders will deliver both projects, with early works already underway at Yeerongpilly and Newstead expected to commence later this year.

The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

Inter-generational living drives demand for COMO’s dual key apartments as housing pressures reshape buyer priorities 

Builder-developer&nbsp;<a href="https://www.apartments.com.au/developers/ceerose">Ceerose</a> has doubled down on its Leichhardt ambitions, lodging its second State Significant Development Application (SSDA) in the suburb in the last six months.

Their newest proposal seeks to transform a former industrial precinct into a new residential community centred around the adaptive reuse of one of the site's heritage warehouse buildings.

The new project, on a 6,930 sqm block at&nbsp;<a href="https://www.apartments.com.au/new-apartments/40-76-william-street-leichhardt-nsw-2040">40–76 William Street</a>, will bring more than 200 apartments to a suburb that has seen little to no new supply in recent years. It follows Ceerose's late 2025 SSDA for a mixed-use apartment project on nearby Parramatta Road, signalling the developer's growing investment in Sydney's Inner West.

Ceerose Founder Edward Doueihi told Apartments.com.au the developer’s long-standing presence in Leichhardt and the Inner West had given it a strong understanding of how the area has evolved and where its future opportunities lie.

“Ceerose has had a long-standing presence in Leichhardt and the Inner West, giving us a unique understanding of the area’s evolution and future potential,” Doueihi said.

“Having delivered projects throughout the region, we have witnessed the suburb’s transformation first-hand and understand the opportunities for its continued growth.”

Doueihi said that understanding also informed the planning process, with a comprehensive Stakeholder Engagement Outcomes Report prepared before the application was lodged.

The report identified the key issues and concerns raised by neighbouring residents and other stakeholders, allowing those matters to be considered and incorporated into the design where appropriate.

He said the delivery of additional housing would also play an important role in supporting the revitalisation of Norton Street and the Italian Forum.

“By increasing the local residential population, the development is expected to strengthen demand for local businesses, encourage further investment, and help restore the vibrancy that made the precinct a thriving destination in the early 2000s.”

The retained structure would anchor a new residential precinct comprising five interconnected buildings arranged around a large central landscaped courtyard, with heights stepping from five storeys along the surrounding residential streets to 11 storeys at the William Street corner.

According to the Architecture Design Report by Woods Bagot, the proposal "seeks to create a residential village centred around a generous green heart while celebrating the site's industrial heritage through the adaptive reuse of the existing warehouse building."

The development would comprise 203 apartments, with 188 proposed as build-to-sell residences, alongside 15 affordable housing apartments.

Rather than treating the retained warehouse as a standalone heritage object, Woods Bagot has sought to weave the site's industrial history throughout the masterplan. The proposal retains the north and west facades of the landmark corner warehouse, while new buildings reinterpret the site's brick-and-steel industrial language through their material palette and architectural expression.

The design is organised around what Woods Bagot describes as a "green heart", a landscaped communal open space that reinstates the leafy character removed when the site became an industrial storage facility. A new pedestrian laneway running through the site would improve permeability between William, North and Francis streets, linking residents through landscaped public spaces while activating the ground plane.

Residents would have access to communal gardens and shared recreation areas distributed throughout the development. Sustainability has also been prioritised, with the project targeting an average 7.9-star NatHERS rating. Proposed initiatives include rooftop solar generation, rainwater harvesting, passive solar design, naturally ventilated lobbies, extensive cross-ventilation and the reuse of existing building fabric to reduce embodied carbon.

The adaptive reuse strategy became a defining feature of the application after heritage investigations found only one of the site's industrial buildings could feasibly be retained. The Heritage Impact Statement concludes that preserving the key warehouse façades while referencing the site's industrial character throughout the new development provides an appropriate balance between renewal and conservation.

"The proposed building will interpret the brick and steel character of the subject site, including reuse of some components and construction of a large 'sawtooth' structure in the proposed open space."

First look: Ceerose doubles down in Leichhardt with adaptive reuse of former warehouse site

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

The first weekend of the summer home auction market begins this Saturday with a big weekend expected for both Sydney and Melbourne.
In Melbourne, around 1200 homes are set for Saturday auction, down from last weekend's super Saturday season-high of 1366.
More than 850 homes will go to auction in Sydney compared to last weekend’s year-high of 961.
Domain group chief economist Dr Andrew Wilson said the Melbourne auction market is however set to remain highly active over December with well over 3000 homes likely to go under the hammer before Christmas. 
"Melbourne’s western suburbs are again tops for auction activity this Saturday with 205 homes listed to go under the hammer," he said.
"Next highest is the inner south with 182 auctions followed by the inner city 159, the outer east 149, the north east 148, the inner east 126, the north 93 and the south east with 78 auctions listed.
"The most popular suburb for auctions at the weekend will again be Reservoir with 18 closely followed by Mt Waverley 17, St Kilda and Craigieburn each with 16, Richmond 15 and a number of suburbs with 14 auctions listed including Glen Waverley, East Bentleigh and Elwood.
"The heady Melbourne home auction market produced an another unequivocally good result for sellers last weekend despite the spring Super Saturday surge in listings  
"Melbourne reported a clearance rate of 77.5 percent last Saturday which was just below the 78.7 percent recorded the previous weekend but again well ahead of the 66.2 per cent recorded over the same weekend last year."
"Sydney’s south has the highest number of auctions this weekend with 118 followed by the inner west 113, the upper north shore 109, the city and east 94, the lower north 90, the west and the northern beaches each 81, the south-west 57, Canterbury Bankstown 47, the north-west 36, the central coast 26 and the Blue Mountains with one auction scheduled at the weekend.
"Blacktown is the most popular auction suburb in Sydney this weekend with 16 followed by Manly 12, Mosman 11, Hurstville nine, and a number of suburbs with eight auctions listed including Wahroonga, Ashfield, Eastwood, Epping and Chatswood. 
"Sydney reported a clearance rate of 78.8 percent last Saturday, which was only just below the 79.5 percent recorded the previous weekend and well ahead of 58.6 per cent recorded over the same weekend last year."

First weekend of summer auctions hot in Sydney, Melbourne

There are slightly fewer auctions scheduled to take place across the combined capital cities this week, with 2,986 currently being tracked according to CoreLogic’s latest weekly market report.
The property advisory firm says that in both Sydney and Melbourne, the two major auction markets, auction activity will be down week-on-week, with 1,351 Melbourne auctions scheduled and 1,111 homes set to be taken to auction across Sydney.
Overall activity also remains lower than what was seen over the corresponding week last year.
Outside of Sydney and Melbourne, each of the remaining capital cities is set to see a higher number of auctions this week compared to last week.
The exception was Perth, where auction activity is set to remain steady.

The number of auctions increased last week, recording the second busiest week this year, with 3,398 auctions held across the capitals, up from 2,987 the previous week.
The Capital city auction clearance rate remained strong last week despite the increase in auction numbers, final results show 73.0 per cent of auctions were successful.
Last week, Melbourne’s clearance rate was 76.1 per cent, down from 79.4 per cent the previous week.
While for Sydney, final results show that the clearance rate for the city fell to 77.1 per cent from 79.6 per cent the previous week.
Despite that, there were a number of sub-regions where clearance rates came in above the 80 per cent mark.
Across the smaller auction markets, performance was mixed last week, with clearance rates falling in Brisbane, Adelaide and Perth, but improving in Canberra.
The Hunter region was the busiest non-capital city region last week, with 60 auctions, however Geelong recorded the strongest clearance rate at 76.9 per cent.

Sydney and Melbourne aucton market declines compared to last week: CoreLogic

Special interest groups have had much more influence than the wider community on the new regional plan for Southeast Queensland.
A draft of the plan, ShapingSEQ, was recently released for comment. Prior input from the wider community was limited to submitting “thought bubbles”about the region without having the benefit of any report card on how the previous plan had performed. 
This process did not accurately gauge community concerns and submitters were not a representative sample. Perhaps it gave people the feeling they’d “had a say”. The process just as likely reinforced cynicism about government consultation.
Regional planning in Southeast Queensland began in the early 1990s when councils in the region signed up to the Regional Framework for Growth Management. This was a non-binding set of guidelines promoted by the state government to manage land-use change. 
Subsequently, this framework evolved into a statutory regional plan in 2005. It is noteworthy that consultation in the lead-up to the 2005 plan included the public release of discussion papers with options for the region’s future.
The initial focus was very much on getting southeast Queensland councils to accept the need for regional planning. At that time, the role of the wider community was relatively minor. 
A 1990 meeting of representatives from government, business, trade unions, professional groups and community organisations was an important impetus for starting the regional planning process. This “stakeholder” model of community engagement has been the dominant form of consultation ever since.
Stakeholders or citizens?
Stakeholders have particular vested interests – such as protecting the environment, promoting a business sector, or advancing a government agency’s agenda. 
Preparation of the 2016 draft plan involved several of these stakeholder “reference groups”. Participants in these groups were there to advocate for the organisation they represent, often making it more difficult to find “outside-the-box” solutions.
Consultation by negotiating with stakeholders is consistent with the dominant view that explicitly pursuing the public interest is less important than growing the economy. Consequently, an “issue management” approach has been taken, with stakeholders “competing” for influence over which development regulations are put in place. Within this worldview, trade-offs between stakeholders usually take place in a “growth first” framework.
An alternative is to promote informed deliberation by citizens who don’t represent particular interests. The Perth Dialogue with the City process shows how this “citizen” approach can work. 
This was a process of engagement with a large group of demographically representative Perth citizens. They were provided with relevant in-depth information before their deliberations about the city’s future.
Wide consultation overdue
It has been at least ten years since there was either an open performance review of southeast Queensland regional planning, or consultation with the wider community on options for the region’s future. Engagement with the wider community is particularly important now for a couple of reasons.
First, the 2016 draft plan claims to have a 50-year vision horizon, compared to the previous plan’s 20 years. Because of this change, the wider community should have been engaged in developing this new vision rather than being presented with a fait accompli in the draft plan. 
Second, the draft plan represents a significant change of focus from the previous 2009 plan. That plan aimed to reduce the region’s ecological footprint and mitigate climate change by reducing greenhouse gas emissions. In contrast, the 2016 draft seems to be adopting a more “growth first” approach. 
It is noteworthy that virtually all references to climate change in this new draft are about adapting to change rather than reducing greenhouse gas emissions. These significant changes should have been widely debated before the draft plan was prepared.
Independent report card needed
For a debate on future directions to be genuine, the community needs an independent, comprehensive report card on how things are tracking. 
The draft plan has ten indicators, some of which show modest improvement. However, other indicators, such as housing affordability and loss of biodiversity, have gone backwards. And koala numbers continue to decline.
The report card should also acknowledge that Australia (including southeast Queensland) has one of the worst records for resource use and greenhouse gas emissions per unit of economic output of any developed country.
Moving beyond ‘predict and provide’
The draft plan largely takes a basic “provide land for the predicted demand” approach, which assumes that regional planning is a type of technical process best left to the experts.
However, regional planning always involves trade-offs between different economic, social and environmental values. These should be openly discussed through genuine community engagement.
By not providing opportunities for such engagement, the draft plan has failed to give the community a real say in the region’s future.

Shaping SEQ regional plan gives ‘stakeholders’ a bigger say than citizens

Apartment and unit owners in Victoria are being urged to be on the lookout for a new wave of crime aimed at the $1.2 trillion strata sector.
Recent reports have confirmed letterboxes outside apartment blocks have been targeted by criminals believed to be working for international crime syndicates, in a massive identity theft scheme.
And according to one of Australia’s largest body corporate management companies, it is a problem on a national scale.
Ace Body Corporate Management (Ace) provides body corporate management service to over 60,000 strata property lots nationwide.
They say cases observed by their team around the country, require a vigilant response from apartment and unit owners in Victoria.
Ace chief executive officer Stephen Raff said with the holidays fast approaching, we urge apartment and unit owners to do whatever they can to prevent letterboxes being broken into.
“We are about to come into a period where owners are away for days and weeks on end, leaving mail sitting in their letterboxes, and without a suitable response, the door is open for this issue to worsen.”
Letterbox theft has been a problem for years but NSW Fraud and Cybercrime Squad detectives say they have established direct links between international identity thieves and the large-scale theft of residential mail, and with several cases in hand of this being a national problem, Mr Raff urges authorities in all regions to give the issue proper attention.
“Stolen mail isn’t a new issue for property owners and police to worry about, but it’s the huge impact that identity theft can have in the digital age that should prompt swift action.”
“We put a call out for feedback within our team of body corporate managers around the country, and the response was astounding, as to the scale of the issue.”
“Managers in Melbourne’s Southbank precinct speak of ‘weekly’ occurrences of strange activities being caught on CCTV outside of their property’s mailboxes.
Team members in Perth are currently dealing with one building over 40 lots having their mailboxes secured after a recent break in and the list goes on.”
“There is no doubt in our mind that this should be priority number one for owners corporations in planning for the holiday period ahead, and we hope to see a real push towards seeing this issue investigated by police as well.”
Mr Raff says for an issue with such complicated links, the steps owners corporations can take are rather simple and being vigilant now will save the pain of crime affecting communities later.
“In terms of a plan the SAFER guidelines by Epsilon are the simplest and most effective ways for strata communities to protect their property and occupants from crime.
“Security audits, Adaptive design, Fool-proof planning, Efficient installation and Regular maintenance are the simple, affordable steps in this process and we encourage all communities to consider adopting this plan prior to the Christmas holidays.”

The Tennyson, whose design is illustrative of a Sidney Warden-designed inter-war functionalist structure, fetched a record hammer price for hotels. 
The Ray White Hotels Asia Pacific director Andrew Jolliffe listed the Top 100 gaming property, The Tennyson Hotel at Mascot.
 Set on Botany Rd, the Tennyson Hotel is a popular hotel with 30 gaming machines.
"Notwithstanding the latest ranking at 87 in NSW, the hotel requires an upgrade," Jolliffe advised. 
The leading hotel architect Paul Kelly has designed a renovation which has DA approval.
"Only a very small number of Top 100 gaming hotels have changed hands over the past few years," commented Jolliffe.
"The reality is that this should be a Top 50 Gaming hotel," he added.

The two-level large format hotel is on the busy Botany Road and High St corner.
Its allotment is 1400sqm.
Jolliffe's client, JDA Hotels recently contemplated an unsolicited offer, advised John Feros of JDA Hotels.

The hotel, even in its currently unrenovated state, attracts in excess of $8m in annual receipts from predominantly high gross profit margin revenue centres.

An absolutely wild $8.63 billion in stamp duty and land transfer duty receipts was raised over the year to September for the NSW Government, according for the Office of State Revenue (OSR). 
This is a totally unprecedented windfall for any state or territory in Australia.
Note how annual stamp duty receipts (red line) have remained above $8.6 billion even in the face of lower volumes (dotted blue line) this year.
Simply, this is due to higher dwelling prices in Sydney.

Stamped out NSW duties

The story of Perth’s low-density composition and growth is well understood.
The increasingly urgent need to develop infill housing for a growing population that results in a more compact city form have been well communicated and form an inevitable part of the discussion about density. In the last decade, this reasoning has become broadly accepted.
However, understanding the problem is one thing; exploring its potential solutions is another. Economics, stigma, inertia and layers of legislation mean Perth is substantially failing to meet the state government target of 47% infill for new residential development across the metropolitan area by 2031.
The primary mechanism that local governments have used to implement the top-down long-term vision for more infill housing is “upcoding”; that is, identifying and increasing sites with higher development potential. This has a number of consequences:
<ul>
<li>
increasing friction between supporters of market-driven speculation and those calling for affordable housing;
</li>
<li>
the entrenchment of NIMBYism;
</li>
<li>
built-form policies that prevent sites from reaching their potential; and
</li>
<li>
questioning of whether infill density is improving or dismantling the spatial and cultural qualities of our suburbs.
</li>
</ul>
It is debatable whether more or less regulation might help to achieve the infill targets. On the one hand, further top-down regulation may be needed to force targets to be met. On the other, the bluntness of the instruments used for housing delivery may prevent innovative approaches to density and development from appearing.
Is there an alternative? Can regulation ever be expected to deal adequately with the complexities of how people could, should and want to live together? 
Can current regulation become an instrument to support non-standard approaches to achieving density? Can individual buildings be prototypes that permit a range of possibilities for planning legislation? Could density conditions be negotiated rather than preordained? And, if they can be, what might happen?
<h2>A fresh take on density 
</h2>
It is worth considering a project where these questions have come into play.
Built in 1923 as a wool and hide store, the Primaries warehouse in Fremantle was used to stored wool for 70 years until it was purchased for conversion into residential units. In 1993, approval was granted for 17 dwellings on the site. This was in addition to 23 dwellings that had been approved three years prior and subsequently built.
The resultant 40 grouped dwellings doubled the allowable density of the R35 site (the R35 code stipulates a minimum site area of 220m² per dwelling). This was made possible through a density bonus, granted under a clause of the town planning scheme relating to “places, buildings and objects of historical or scientific interest”. 
Council could relax any provision of the scheme, including the density of a site, where part of an existing building deemed to be significant was being preserved. In this instance, it was proposed to retain the roof structure and external walls of the 6,070m² warehouse. As a result, the site density was varied considerably, as were the required setbacks and the private open space requirements.
Brian Klopper, a local architect becoming increasingly known for his canny, idiosyncratic residential projects, was engaged to design both stages of the development. Stage 2 sold in just eight weeks. 
Within the boundary perimeter walls, Klopper inserted three rows of grouped housing and two large open courts. The courts function as inner streets, open to the sky. They allow for pedestrian and car access, for open car parking, for shared gardens, for each dwelling to address.
The houses are built in rows, with party walls at right angles to the perimeter walls and terminated on the inner court ends by full-height curtain glass walls. This is a terrace-house typology, expanded vertically and flooded with light.
Multifunctional and multifarious, the two-and-a-half-storey units have adaptable spaces. Occupants are able to use these as houses or for office or retail purposes, with little or no modification.
The most compelling aspect of the Primaries project, with the most enduring relevance, is its deft balancing of communality and privacy. It is a remarkable exemplar of medium-density development because it maintains the ideals of an individual house – privacy, comfort and customisability – within the compact dimensions of a collective residential cluster. 
The defining feature of the inner courts is public space. Connectivity, so often suppressed in multi-unit developments, is enhanced.
<h2>Flexible rules expand possibilities</h2>
This is a propositional project. It proposes a way of living in the city and of approaching density. The density bonus provision allowed the developer, architect and planners to establish the rules and conditions of the site, rather having to follow rules.
Negotiated conditions were necessary due to the unique nature of the warehouse. It’s worth considering that if the warehouse had not existed on the site, the scheme, even in identical form, would have been unlikely to be approved.
It’s also worth reconsidering subdivision. We are accustomed to subdivision being about land; to density codes being related to minimum site areas and plot ratios. Perhaps density is more about people than buildings; about occupation, not containers. 
We may need to consider new ways of subdividing all sorts of buildings, rather than land. And we may need to build things that are subdivisible from the outset.
It’s possible to imagine other projects initiating progressive planning conditions. It’s possible to imagine height and setback provisions being varied for projects that demonstrate exceptional solar access and ventilation. It’s possible to imagine density bonuses based on performance, adaptability, communality or affordability. 
With these sorts of expanded parameters for density bonuses, at once specific and wide-ranging, initiated and tested by project, new forms of housing may emerge that more effectively serve our contemporary, changing city.

Reinventing density: bending the rules can help stop urban sprawl

Home values are estimated to be around 8.4 percent overvalued, with property in Melbourne the most overvalued nationwide according to the CoreLogic-Moody's Home Value Index Forecast.
The report said values in Melbourne are around 20 percent overvalued compared with their fundamental value.

"This degree of overvaluation is greater than in Sydney, where properties are estimated to be overvalued by 14 percent," the report said.
"Part of the reason for this diver- gence is that income growth in Sydney has also outpaced Melbourne’s. Since 2013, in- comes have grown 0.7 percent per quarter in Melbourne compared with 1.1 percent in Sydney.

"However, unlike their capital cities, the rest of New South Wales and Victoria have seen lower house price growth. 
"Home values have followed their fundamentals closely, but both states are marginally undervalued. Victoria is slightly more so at 6.5 percent, and NSW is 4 percent undervalued. 
"In other capital cities, the recent pickup in the ACT housing market—around 9 percent y/y in September—has caused home values to become marginally overvalued at around 7 percent. Similarly, Adelaide’s housing market is around 5 percent overvalued compared with fundamentals.
"Conversely, Brisbane is one of the only capital cities where home values are fairly valued, as actual house price appreciation has tracked fundamental prices closely."

National property market becoming more overvalued: Moody's Analytics

Potential first home buyers can crack the market if they use the mindset of an investor according to Brenton Tidow, founder of Abakus Apps.
He said while it may take some time to restore the market balance, first home buyers, including young Australian’s in their 20s and 30s who are earning an average full-time income – can crack the property market if they are serious and approach the process with an investor mindset.
"It is concerning that an increasing number of first home buyers are now in their 40s," he said.
"For many buyers, the dream of purchasing a property may seem out of reach, and this is understandable as prices rise and competition intensifies.
"While the prospects of being a lifelong renter are very real, this does not need to be the case."
Brenton offers five tips for new buyers to use as a guide as they prepare to enter the market:
Start small
“I encourage new buyers to consider properties that are not their first, second or even third choice, and to look for properties that fit your initial budget – this could be $200k or $700k it doesn’t matter, as long as you buy with a strategy for growth," he said.
"While I advise buyers to purchase properties that they can see themselves comfortably living in, your first purchase is rarely your last. If you wish to enter the market and climb it, you may need to forgo some of your ideals about what a property should or shouldn’t have.”
Get serious about saving
“Regular saving can make a huge difference," he said.
"For instance, if you plan to purchase a property valued at $375,000, you may need to save around $500 each week for 24 months in order to have enough savings to pay a 10 per cent deposit plus cover any fees – such as lender mortgage insurance, stamp duty, and legal costs (which can cost $20,000 or more).”
Look beyond your horizons:
"To successfully find properties in your price range and in high growth areas, you may need to get comfortable searching for properties in areas that you would not usually live in, including properties in other cities and states on the cusp of growth," he said.
“I bought my first property in Wattle Grove in Perth in 2012 – a three-bedroom house and land package – for $380,000 and earned around $100,000 in equity in 12 months. I’ve also researched and bought into upcoming areas in Newcastle NSW, and the Sunshine Coast in Queensland. Sometimes you need to venture far from ‘home’ to find the right deal.
“Whether you plan to be an investor or owner-occupier, new developments in outer suburban areas can be very attractive for new buyers, and can also be a great stepping stone to your next property. If you’re looking to buy in and around Sydney, areas to consider are Mt Druitt or Newcastle."
Get your loan structure right:
"Getting your loan structure wrong can seriously hamper your ability to buy your first property – and any future ones," he said.
“This is why it is essential to speak to a specialised mortgage broker who understands property investment and who can advise you on the best way to structure a loan that fits your needs and your budget.
“Remember, banks generally lend between 80-90 percent of a property’s purchase price to a first time owner or investor, based upon the lender’s valuation of a property before granting a loan. With this in mind, I suggest buyers give themselves a financial buffer – which may require an additional $10,000 in savings or more. Ideally you want to have this buffer sitting there for as long as you have property. You never know when something unexpected may happen. You can place this money in a 100 percent offset account and reduce your interest paid each month."
Check your eligibility for first home buyer incentives:
"First home owner grants vary between states. For instance, in New South Wales and Victoria, you may be eligible for a $10,000 grant if you are buying or building a new home valued at up to $750,000," he said.
"In Queensland, depending on the date of your contract, you may be able to apply for a $15,000 to $20,000 grant to use towards buying or building a new house or townhouse.
“If buying property is a life goal, then make this a priority. Start saving and seek out a financial advisor and property mentor to get you started – it’s ideal to do this while you start saving, even if you don’t plan on entering the market right away.
“If you’re in your late 20’s or 30’s, don’t be embarrassed to share a house or find cheap rental options – maybe even living with family for a short time could be the answer to saving that deposit quicker. At the end of the day, paying large rent for someone else’s mortgage is only going to set you back from potentially paying for your own."
