Sydney developer&nbsp;<a href="https://www.apartments.com.au/developers/central-element">Central Element</a>&nbsp;is doubling down in Drummoyne, lodging plans for a boutique apartment development on St Georges Crescent, only one-kilometre down the road from its first Drummoyne development, Bianca.

The new project at 15A-21 St Georges Crescent,&nbsp;a&nbsp;1,701sqm north-facing site overlooking Iron Cove, will have 45 apartmnts across 10 levels. Eight of the units will be dedicated to affordable housing.

The site sits within walking distance of Drummoyne Village, Birkenhead Point, ferry services and the Bay Run, and offers harbour views towards the Sydney Harbour Bridge and CBD skyline.

Designed by MHN Design Union, the development will deliver a mix of one, two and three-bedroom apartments, alongside resident amenity including a gym, landscaped communal open space and three levels of basement parking.

The project has been lodged under the NSW Government's Low and Mid-Rise Housing reforms, with Drummoyne Village identified as a town centre capable of accommodating additional housing supply.

Central Element acquired the site earlier this year as part of its continued expansion across Sydney's eastern suburbs, lower north shore and inner west.

The developer's current pipeline includes luxury apartment projects Pearl Bondi and a separate development on Lamrock Avenue in Bondi, a residential project in Barry Street, Neutral Bay, and a mixed-use seniors living community in Greenwich.

Central Element Managing Director Nathan Chivas said the project would address a shortage of new owner-occupier housing opportunities in Drummoyne.

"While we're seeing a significant shift across Canada Bay as major infrastructure investment, population growth and planning reform drive a new chapter for the region, in suburbs like Drummoyne there remains a genuine shortage of new boutique luxury housing opportunities for owner occupiers," Chivas said.

"Sites of this nature are increasingly difficult to secure, particularly those that combine a north-facing aspect with direct water outlook. Our St Georges Crescent project responds directly to the market demand, offering a level of exclusivity, outlook and lifestyle in the highly sought after suburb."

The development application has been lodged with the City of Canada Bay Council, with the project expected to launch to market in early 2027.

Central Element seeks second Drummoyne apartment development

The NSW Government has unveiled plans that could deliver around 1,300 new homes across Nowra and Kiama, continuing its push to unlock housing in well-located regional centres along the South Coast.

The proposals, now on public exhibition, would pave the way for around 830 homes in Nowra and a further 450 homes in Kiama, while also introducing affordable housing requirements and increased building heights in key locations.

The larger of the two proposals is centred on Nowra, where the NSW Government is seeking to rezone land within the Mandalay and Riverfront precincts.

The Mandalay sub-precinct, located close to Shoalhaven Memorial Hospital, Nowra Library and the city's aquatic centre, could accommodate around 530 new homes. Around 30 per cent of housing delivered on Homes NSW-owned land would be dedicated to social and affordable housing, equating to roughly 100 homes. Building heights would increase from the current two-storey limit to between three and six storeys.

A separate rezoning proposal for the Nowra Riverfront Precinct would unlock a further 377 homes while creating stronger connections between the Shoalhaven River and the CBD. The plans include building heights ranging from five to 12 storeys, floor space ratios of up to 2:1 and a requirement for two per cent affordable housing.

Together, the two proposals would deliver more than 900 homes across the broader Nowra area, reinforcing the city's role as one of regional NSW's key growth centres.

The housing push builds on previous infrastructure commitments in the Shoalhaven, including government funding aimed at supporting thousands of future homes in West Nowra through upgrades to water and wastewater infrastructure.

Further north, the NSW Government is also progressing plans for the former Kiama Depot site, a two-hectare parcel near Kiama's town centre.

The rezoning proposal would transform the former industrial site into a residential community capable of delivering up to 450 homes. Buildings would range between six and eight storeys, with at least 10 per cent of homes allocated as affordable housing. The proposal also includes approximately 600 parking spaces and improved walking and cycling connections.

Planning Minister Paul Scully said the proposals are designed to increase housing supply in locations close to jobs, transport and services.

"For too long, families have struggled to find somewhere to live, and activating underutilised sites allows us to deliver the new homes these families need," Scully said.

"The Minns Labor Government is getting on with the job of unlocking well-located sites close to transport, jobs, and town centres and building the homes our communities need.

"These rezonings are about removing barriers to housing delivery and making sure land is put to better use so more people can find a place to call home within the communities they choose."

The latest rezonings form part of the Minns Government's broader strategy to accelerate housing delivery across NSW, particularly in established centres where existing infrastructure can support additional population growth.

Community consultation on the proposals is now underway, with feedback set to inform the final planning controls before the rezonings are determined.

The proposal would replace an existing two-storey commercial building on the 1,510 sqm corner site with a Bureau Proberts-designed tower comprising 76 apartments, ground-floor retail, office space and a suite of resident wellness amenities.

The apartments would sit above a podium containing retail and commercial space, with three levels of communal recreation facilities spread throughout the tower. The proposal also includes 198 car spaces and 95 bicycle spaces.

Bureau Proberts has drawn heavily on Newstead's industrial heritage in developing the architectural response.

"Occupying a prominent corner in the heart of Newstead, the proposal draws from the area's industrial lineage of robust brick warehouses to deliver a distinctly contemporary response," the architects said in the design statement.

"It is conceived as a subtropical sanctuary and elevated private retreat embedded within one of Brisbane's most vibrant lifestyle precincts."

The design seeks to reinterpret the traditional Queensland vernacular through wraparound verandahs, deep shading elements and permeable facades that respond to Brisbane's subtropical climate.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Are mortgage holders set to get a reprieve from the RBA in 2026?

Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Mortgage relief? NAB forecasts RBA rate cut, not hike, after softer economic conditions

This week, CoreLogic RP Data is currently tracking 2,936 auctions across Australia, with 2,296 scheduled in the capital cities. 
The coming week of auction activity will bring auction volumes back into line with where they were sitting prior to the seasonal Easter slow-down. At the same time last year, only 642 capital city auctions were held, given the seasonal effect from Easter.
The final auction clearance rate for last week confirms that Sydney’s auction market is not showing any signs of slowing down; with last week signifying the 9th week in a row in which the Sydney auction clearance rate remained above the 80% mark. 
The consistently high rate of clearance highlights that there is increasingly more incentive for Sydney vendors to consider selling their home by auction. The last time an auction market was recording results this strong was towards the end of 2009 and the start of 2010, when Melbourne’s clearance rate was trending above the 80% mark.
At this time, however, the number of auctions being held across the city was lower than what is currently being experienced across Sydney.
Melbourne is set to host 1,145 auctions this week, an increase from 716 last week. Melbourne’s final auction clearance rate was recorded at 77.6% last week, strengthening when compared to the 76.2% clearance rate recorded over the first quarter of 2015.
Last week, 671 Sydney auctions were held with a final auction clearance rate of 83.4%. This week, 845 Sydney auctions are expected. The number of auctions have not returned to the volumes seen in the lead up to Easter, however, the clearance rate is maintaining strength with no signs of slowing down.
Brisbane is expecting 119 auctions this week, almost unchanged when compared to the 117 auctions held last week. Brisbane’s final auction clearance rate was recorded at 54.4% last week, a strong result for the city. Over the March 2015 quarter, Brisbane’s auction clearance rate was recorded at 46.5%, having improved from 44.3% over the final three months of last year.
This week, Adelaide has 85 auctions scheduled, up only slightly from 83 last week. While Adelaide recorded a strong preliminary auction clearance rate this week, as additional results were reported the clearance rate revised down to 68.6%, which is trending in line with what was observed over the few weeks leading up to the Easter slow down.
Canberra has 56 auctions scheduled this week, compared to 53 last week, when a final clearance rate of 72.7% was recorded.
There are 32 Perth auctions scheduled for this week, up from 24 last week. Over the same week last year, Easter brought the volume of Perth auctions down to virtually nothing, with just 3 homes taken to auction over the seven day period.
Nationally, the two suburbs with the most auctions scheduled this week are both located in Melbourne. The neighboring suburbs of Glen Waverley and Mount Waverley each have 17 auctions scheduled to take place on Saturday.

Auction volumes to rise in Sydney, Melbourne and Perth: Shana Miller

A Hong Kong property group who paid about $65 million for a Surfers Paradise oceanfront reserve site has plans for a 78 storey plus high-rise residential apartment block.
The developer secured the now razed 3,494 square metre Iluka site unconditionally last week, the Gold Coast Bulletin reported.
The planned tower is set to be taller than the 78-storey Q1.
The Iluka site was sold by US group Goldman Sachs, which gained control of it in 2013 when it paid Suncorp for a basket of distressed loans.
The building’s 72 apartments were amalgamated by the Raptis Group nearly 10 years ago.
The 17-level, early 1970s Iluka, home to the Billy’s Beach House nightclub and bar, was demolished in late 2013.

Gold Coast's Q1 to be topped by nearby 78 plus storey residential highrise

Rents in most capital cities have remained at all-time highs over the March quarter despite increased supply from investors and developers, according to the Domain Group Rental Report.
Median weekly asking rents for houses increased by 0.8% over the March quarter while unit rents rose by 0.4% nationally.
The March national capital city vacancy rate was 2% for houses and 2.6% for units, contributing to an overall dwelling vacancy rate of 2.2%.

Rental markets were steady or declining in most capital cities with the exception of Melbourne and Hobart which both saw solid increases over the quarter.
Continuing the trend from last quarter, Hobart recorded the strongest increase in asking rents for both houses and units, which rose by 3.1% and 3.7% respectively.

“Despite this recent growth, Hobart remains the most affordable of all the capitals, although it is rapidly closing-in on the next most affordable, Adelaide,” said Wilson. 
Melbourne was the only other capital city to record increases in the median weekly asking rents over the quarter.
Melbourne unit rents rose by 1.4% to $365, house rents by 2.5% to $390, both new records.

Sydney, Brisbane, Adelaide and Canberra house and unit asking rents remained steady during the period, while Darwin house rents decreased by 1.9% and unit rents dropped by 3.7%. In Perth, house rents were again flat while unit rents fell by 1.3%.
“The falls we’ve seen in Darwin and Perth demonstrate a softening of demand and increased supply in those local markets.  Darwin house and unit rents have each fallen by 7.1% over the year, the largest decline of any of the capitals,” Wilson said.

Darwin rents in decline with Hobart the strongest performer: Domain Group

Confidence around the housing market has deteriorated, according to the Westpac Melbourne Institute Index of Consumer Sentiment.
The index tracking assessment of ‘time to buy a dwelling’ fell by 10% to its second lowest level since November 2010.
"That response is probably being driven by recent price increases in Sydney and Melbourne with respondents assessing that prices have moved too quickly," Westpac chief economist Bill Evans said.
"Certainly, the responses for NSW (down 21.5%) and Victoria (down 8.3%) point to that sentiment."
Despite the weakening confidence around the purchase decision prospects for house prices lifted further. 
The Westpac Melbourne Institute Index of House Price Expectations increased by 2.8%.
Evans noted the Reserve Bank Board next meets on 5 May, one week before the announcement of the Commonwealth Budget.
"On 4 December last year we forecast that the Bank would cut rates twice in two 25bp tranches beginning in February 2015," Evans said.
"We expected, at the time, that because it was clear that a total of at least 50bps would be needed, the second move would come in March.
"Readers will be aware that the Bank is still to deliver the second tranche.
"Delaying the decision until May is consistent with a cautious approach near the end of a long easing cycle.
"The unexpected 21% fall in the iron ore price with its associated implications for the terms of trade and nominal income growth strengthens the case for more rate relief.
"Today’s drop in Consumer Sentiment, well into the range where pessimists outnumber optimists, also supports the case for a further cut.
"We are extremely confident that the Bank will finally deliver the much anticipated second cut of 25bps on 5 May."

Housing market confidence declines: Westpac consumer index

Property is the next industry to undergo the radical transformations that come from tapping 'big data'.
With great insight into markets and customer trends, industry players will make one of life’s biggest decisions less of a headache, time drain and financial burden.
Big data is transforming every industry it touches, from healthcare to manufacturing, and from fast moving consumer goods to education. With healthcare, analysing patient electronic records allows hospitals and healthcare systems to predict patient outcomes and to prescribe the very best medicines for patient’s condition.
One of the pioneers in healthcare big data is the Australian Institute of Healthcare Innovation, based at Macquarie University. Its director, Enrico Coiera, points to the massive potential waiting to be tapped as healthcare systems link together patient records and outcomes (in a suitable privacy-securing manner) and uses deep analytics to truly understand patient illnesses, and to get a handle on what works – and does not work – in terms of cutting edge treatment of patients.
Manufacturing is also moving to embrace the use of big data, as it shifts from one-size-fits all production to production where goods are customised to meet individual needs and desires. By analysing market trends and applying deep analytics, manufacturers can systematically understand the customisations that are selling (and those that are not) and then plan their supply chains to meet those production needs.
In short, big data will increase the ability to deliver a more satisfactory result at a quicker rate.
It’s only in the last few years that this revolution has truly begun to take hold, thanks to massive increases in data collection and storage, along with processing power and the software smarts needed to perform deep analysis on the data being collected. That’s where the key to big data lies – every business collects information about its customers, its operations, sales and prospects as part of its daily operations. Until recently, however, that data remained an untapped resource. It sat there, but few people knew what to do with it, or had the organisational smarts and technological chops to actually turn it into a business resource. Big Data is all about data analysis, and then generating insights that enable the organisation to better meet the desires of its customers and add extra value.
The next industry that big data will touch is in property. Until recently, property was all about bringing sellers together with potential buyers – and it was largely a hit and miss affair. Ads were placed in newspapers and online, and sales agents worked the phones to the best of their ability. But what they lack is a deep insight what buyers wanted, and the ability to link those needs and desires with market stock, regardless of whether that stock is available now, or will come onto the market in the future.
I believe the property industry needs to get much smarter about the way it uses data in order to bring buyers together with sellers in the marketplace. We’ve used data-driven insight to great success cutting the average property acquisition time from nearly half a year down to about one or two months. Such insights have led to quicker, more accurate matches between buyers and their new property. It helps create greater confidence for first time buyers, in what is a monumental event in anyone’s lifetime, whilst making the experience as painless and inexpensive as possible.
By harnessing every piece of data, and subjecting it to analysis, and then matching those insights with market data, buyer’s agents will be able to anticipate the desires of customers even before those customers realise what they are looking for.
In property, big data is a competitive advantage that not enough companies are using. That will change, but the first movers in the area are going to be the businesses that succeed and drive growth, as well as better outcomes for their customers.

Big data is about to radically change the property industry: Ben Handler

In one of our very early articles, Apartments.com.au covered what we refer to as the <a href="/news/anstey-in-development">Anstey precinct</a>: a tract of land adjoining Anstey Station which was and continues to be subsumed by proposed and under construction mid-rise apartment developments. Now the best part of two years on, the former industrial pocket nestled in behind Sydney Road has seen enough redevelopment to pass comment on the respective successes or failures of the area.

There's clearly no doubt that the Anstey precinct has been a hit with apartment buyers, as evidenced by the seven apartment projects finished in recent years. There seems to be no slowing down either, with <a href="/new-apartments/brunswick-vic-3056">8 Breese Street,</a> Maycon's Hendrix Apartments and <a href="/new-apartments/brunswick-vic-3056">Nighingale Apartments</a> the next in line.

In this regard, a massive tick goes to Moreland City Council for advancing the cause for urban regeneration and higher density living in a totally appropriate area. But what of the street level activation and generally public amenity for all these new residents?

<figcaption>Take that, sensible urban design!</figcaption></figure>Quite simply, there is none. Apartments.com.au raised the issue during 2013 and 2014, but now as Breese Street in particular continues to fill out, it's evident that all things street level have been completely neglected.

What has become a disappointing norm in the area is the practice of building to site boundaries with no setbacks and little articulation in form. This is the case for all buildings bar two - Anstey Square and The Commons - which incidentally happen to be the two more meritorious developments in Anstey, by way of softening their street level interface.

So big deal if there are no setbacks and zero street level consideration. Well you get the above scenario where there's no greenery, no compromise, no incentive or stimulation for passers by and absolutely no urban design nous. Maybe a little harsh, but is it unrealistic to expect that once in a generation change as is going on in Anstey could bring with it an equivalent level of sophisticated, contemporary street level public amenity? No, the plastic chairs in the above photo don't count!

As new buildings appear, footpaths seem all the more narrowed and barren, while greenery… well, don't bother. For mine, Moreland City Council has missed a trick; surely the Anstey of today was not what they had in mind say three, five or seven years ago? Have they fallen behind the development curve or simply given little credence to the need for a pleasant and safe streetscape to service a rocketing population?

Ultimately though, it shouldn't be in the hands of the developer/architect to create these spaces of their own volition, but rather adhere to a well formulated green/structure plan devised by Council. If every high density project within Anstey delivered a little of what 12 Duckett proposes, the area would be the benchmark for urban renewal.

12 Duckett Street which the above quote refers to, proposed eliminating vehicle traffic on Duckett Street for the sake of a public piazza between two intended buildings. Incidentally the application received a Notice of Decision to Grant a Planning Permit in the first quarter of 2015.

With the piazza comes a string of ground level tenancies expected to draw in pedestrians to a communal focal point, rather than the transient movements currently witnessed to either Anstey Station or Sydney Road.

One thing is certain, it would now take a considerable amount of funding to fix the wrongs as opposed to placing a minimal levy on the sale of each apartment that would go toward public realm works; not an altogether uncommon practice.

Perhaps removing car parking along Breese Street in certain areas in favour of remodelled footpaths and/or water-sensitive urban design raingardens is in order; City of Yarra alone has in excess of 50 <a href="http://www.yarracity.vic.gov.au/environment/Saving-water/Water-Sensitive-Urban-Design-WSUD/">on-street raingardens</a>. If no forethought, then a little retrospective effort at least would go along way to bringing the Anstey precinct up to scratch.

<h2>Extrapolating the Bend</h2>

In some small way there is a viable comparison between Anstey, Docklands and Fishermans Bend.

Where vast areas of Docklands were delegated out to a single developer with the purpose of creating a masterplanned outcome along with the associated services and public amenity, Anstey is much like Fishermans Bend in that there are many sites within the area under the control of a multitude of developers. Anstey is a clear example of what occurs if there is no cohesive overarching plan to which developments need to adhere to, particularly regarding the public domain contributions.

Both Anstey and Fishermans Bend are industrial areas finding a new purpose by way of higher density redevelopment. In certain quarters Fishermans Bend has already been likened to another Docklands: should Fishermans Bend fail to get the critical public realm right in addition to its built form, it may worse yet be likened to Anstey.

Bali-style at Byron Bay tipped to fetch $2.2 million plus

A house in Connells Point designed by architect Erik Rudolfosson has sold for $3.1 million.
The five bedroom, two bathroom contemporary home at <a href="https://www.realestate.com.au/property-house-nsw-connells+point-119302039" target="_blank">5 Loch Maree Crescent in Connells Point</a> sits on a 973 square metre plot. It includes two master bedrooms, both with en suites, and a three car garage.
Sitedesign Studios designed the gardens. The home overlooks the waterfront reserve at Donnelly Park, which has a boatramp, jetty and slipway.
Sasha Tasic and Greg Tsaprazis of Lang+Simmons St George secured the sale. The vendors paid $430,000 for the site in February 1996.

The $3.1 million sale put the property in equal second place on CoreLogic RP Data's top 10 sales of the week.

Erik Rudolfosson-designed Connells Point home sells for $3.1 million

The RBA’s February interest rate cut had given the most apparent boost to the Melbourne auction market, according to Westpac senior economist Matthew Hassan.
"Perhaps the most notable development since the start of the year though is the rise in Melbourne clearance rates," he said today.
"These were notably more subdued in 2014, both compared to Sydney and to previous peaks in 2009-10 and 2007. 
"However, they have surged 7-9ppts since Feb to be within striking distance of those previous peaks.

"This suggests the RBA’s Feb rate cut has given a material boost to activity that should be most apparent in the Melbourne market where price growth had been travelling at a more subdued 5% annual pace compared to double digit growth in Sydney."
Matthew Hassan noted his belief that weekly auction market indicators are easily the most timely housing market data available, preceding most other measures by a good four to five weeks.

He added caution must be applied in their interpretation especially as coverage issues mean auctions are only valid gauges for the Sydney and Melbourne markets and even then are skewed to particular parts. 
He suggested clearance rates also exhibit clear seasonality that must be adjusted for to provide a cleaner read of conditions.

He highlight whereas seasonality was flattering clearance rates with 1½-3½ppt boosts in Feb and Mar, this effect has dropped back to about ½ppt in April;
"Seasonally adjusted clearance rates are unambiguously strong with April on track for a record high in Sydney."

He added that conditions appear to be weakening more rapidly in markets not well covered by auction statistics.

"Annual price growth has stalled flat in Perth and slipped to just 2.5% in Brisbane. 
"Auctions account for less than 3% of transactions in these cities. 
"As such conditions on a national ‘average’ basis have likely improved by much less than the rise in Sydney and Melbourne clearance rates indicates."
