Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Now on public exhibition through the NSW Government's Housing Delivery Authority pathway is a State Significant Development Application for a further 657 homes on the prominent gateway site opposite Beaton Park.

The proposal comprises three buildings, including two build-to-sell towers rising 25 and 30 storeys, delivering 391 apartments, alongside a 12-storey co-living building with 266 residences, making it one of the largest co-living proposals currently planned in regional New South Wales.

Of the apartments proposed in the build-to-sell towers, the majority, 310, are two-bedroom dwellings. The balance comprises 44 one-bedroom apartments and 37 three-bedroom residences. Apartment sizes range from around 50 sqm for one-bedroom homes to approximately 90 sqm for three-bedroom apartments.

The submission says the proposal has evolved significantly from its original Housing Delivery Authority application following extensive consultation with the State Design Review Panel and Wollongong City Council.

The final scheme has been designed to align with the emerging vision for the Flinders Street Precinct, an area identified by Council as a future high-density mixed-use neighbourhood capable of accommodating substantial housing growth close to transport, employment and community infrastructure.

According to the design report prepared by COX Architecture, the development aims to "deliver a built outcome consistent with the future character of the Wollongong CBD while responding to the site's unique constraints and opportunities."

"Our vision for the next phase of the site evolution in Wollongong is grounded in three design pillars that guide the design response: place, natural environment and celebration," COX said.

"Inspired by its surroundings and grounded in the stories of place on Wodi Wodi Country, the design proposal acknowledges the established character of its setting while creating a unique and timeless identity that sits harmoniously within it.

"The design proposal responds to its specific site conditions, acknowledging the vegetation, climate, wind conditions and solar access of the site."

The architecture responds directly to the site's position between Wollongong's urban core and its natural landscape setting.

COX identified views towards Mount Keira and the Illawarra Escarpment as defining features of the site, while the upper levels of the towers will also capture expansive views across the city and out to the Pacific Ocean.

The design team has positioned the tallest buildings closer to the rail corridor, where overshadowing impacts can be better managed while establishing a landmark built form on the northern approach into the city.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

Colliers International has released its Asia Pacific Market Snapshot Q2 2020 report, highlighting that activity and investor interest in Asia Pacific property markets remained robust in the second quarter.
Large-scale commercial and industrial transactions in multiple markets helped offset weakness in some other sectors, according to the multi-sector report, which examines the previous quarter’s property market performance in 19 Asia Pacific markets and provides forecasts for the current and upcoming quarters.
“We have observed emerging and encouraging signs of recovery in the region, which has been reflected in investor appetite and investment activity remaining fairly firm in the past quarter. These are highly encouraging upward trends that transactions are picking up against a backdrop of economic volatility and uncertainty,” Terence Tang, Managing Director of Capital Markets &amp; Investment Services Asia at Colliers International, said. 
The industrials sector, both logistics and technology centres, will continue to appeal to investors given the strong uptake of e-commerce and accelerated digital transformation across the region, while interest in quality office assets in major cities remain high. We are anticipating investment activity to gain pace in the coming months as investors move to take advantage of the opportunities that will emerge as economies further stabilise and markets bounce back.” 
“We are expecting an increase in investment activity in the second half of the year,” John Marasco, Managing Director of Capital Markets &amp; Investment Services Australia &amp; New Zealand, said. “Demand for office assets in Australia’s key cities should remain high as companies activate ‘return to office’ policies, while investors are also looking to buy into New Zealand.”
Singapore logistics, office properties shine 
Confidence and stability are expected to return to the market in the coming quarters, helped by government support measures and improving stock market conditions.   Big-ticket transactions returned to Singapore’s commercial and industrial property sectors despite the implementation of tough ‘circuit breaker’ measures that dented overall transaction volumes for the quarter. 
Australia still an investor favourite 
The second quarter saw the completion of several significant transactions in Australia’s major cities, including an AU$145 million (US$100.6 million) office deal in Melbourne that demonstrated sustained investor appetite for commercial property. Deal flows are expected to increase in Sydney, Melbourne and Brisbane in the second half of the year as conditions normalise, given Australia’s enduring appeal as a regional and global investment destination. 
Hong Kong residential property market expected to gain traction
Demand for residential property is likely to remain strong given continued limited supply, helping to balance a less positive outlook in the retail and hospitality sectors due to limited visitor numbers. However, while sentiment remains cautious, there were signs in the second quarter of mainland Chinese investors returning to Hong Kong’s property market as China emerged from lockdown. 
China policymakers move to support market
The second quarter saw a raft of policy measures from local and national governments in China that are likely to bolster the country’s property markets in the months ahead. These included the resumption of infrastructure real estate investment trust (REIT) pilot projects, and new high-profile industrial and business developments in major hubs like Shanghai and Guangzhou. 
Japan office markets hold firm 
Office properties in Tokyo and Osaka remained in relatively high demand in the second quarter, even amid lower participation by overseas investors. Logistics has a broadly positive outlook given a scarcity of quality stock near major urban centres and the rapid growth of e-commerce. The retail and hospitality sectors also continued to attract investor interest despite the lack of international tourism. 
Domestic investors active in Korea 
Strong interest from domestic institutional investors, particularly in Seoul’s Gangnam business district, helped push total office transactions in Korea for the quarter to KRW2.5 trillion (US$2.1 billion). The positive trend is expected to continue in the months ahead with several major office transactions in the pipeline and a generally supportive policy backdrop.

Asia Pacific property markets demonstrate resilience in Q2

Urban Taskforce has welcomed the announcement by the NSW Minister for Planning, Hon Rob Stokes, of plans to progress the renewal and redevelopment of the Pyrmont Peninsula.
This is a welcome move forward after a poison combination of politics and bureaucratic in-fighting stymied development of this critical location last year with the IPC determining that the Star Casio / Ritz Carlton Hotel development was not supported by Strategic plans for the precinct late last year.
It is fantastic to see that the NSW Government has acknowledged the critical role that Pyrmont plays in the future of Sydney as a global city.
The release of ‘Directions for the Pyrmont Peninsula Place Strategy’ by the Department of Planning, Industry and Environment is a good start as it promotes the renewal and redevelopment of Pyrmont and its surrounds. 
The new “strategy” establishes the strategic framework for high rise development in Pyrmont and the logical extension of the CBD along the Pyrmont peninsular.
This change has come about following a comprehensive review of the Independent Planning Commission, the public intervention by the Treasurer and a review of the precinct by the GSC. 
The Department of Planning’s submission on the Star proposal as sent to the Independent Planning Commission last year was anti-jobs and anti-growth. This is exactly the opposite to what is needed given the recession we now face.
Urban Taskforce is pleased to see that the Minister for Planning has taken hold of this matter and established a plan for the development of this important precinct.
A change of mind-set is needed across the planning system.
All those involved in the planning system need to stop and re-set. We must continue to deliver improved amenity for residents, improved environmental outcomes and improved architectural built form. But the interests of local NIMBY groups must now to be considered against the greater need for economic growth, increased housing supply, jobs and employment. 
Now is the time to shift the focus away from Strategic Planning and for Minister Stokes to use the powers he has a the Minister for Planning to drive through a COVID Recovery State Environmental Planning Policy (SEPP) which suspends the need to conform with Local Strategic Plans and facilitates approvals as a matter of priority. Jobs and investment are what is needed. This is in the hands of the NSW Government.
The GSC, having completed its Strategic Planning mandate, should now focus all its efforts on supporting the Department in calling in projects and fast-tracking them for approvals.
With all the legislative powers at his hands, Minister can make a new SEPP any time (based on a location, a precinct, power to suspend the need for concurrences or the need for lengthy exhibition processes. Minister, this is the time to use those powers. 
While most Councils are flat-out setting up working from home arrangements and managing public health, rubbish collection and general order, this is the time for the NSW Government to step in and drive our economy forward so we are ready to go as soon as the current health crisis abates.

The $1 billion mixed-use M-City development in Clayton has been completed by contractor Multiplex, on behalf of Schiavello Group.
The site is prominently located at 2109-2125 Dandenong Road, on the corner of Princess Highway and Blackburn Road.
Designed by the Buchan Group, M-City is one of the largest master-planned community single stage developments undertaken in Victoria to date.
"We are delighted to complete one of the most significant new developments in Victoria. M-City is a vibrant miniature city in itself delivering premium office, residential, retail and hotel accommodation. It will quickly become a new lifestyle destination in Clayton," said Graham Cottam, Regional Managing Director of Multiplex Victoria.
Multiplex commenced work on M-City in July, 2018 and construction spanned a two- year period, with up to 1,100 workers on-site during peak periods.

M-City also features a 4.5-star international hotel that will be operated by Park Royal.
M-City has an eight-level commercial office tower providing 14,000 square metres of commercial space above a two-level retail podium.
The 30,450 square metre retail centre comprises 78 stores including Woolworths, K- Mart, Village cinema complex, a medical centre and a childcare centre with a two-level carpark providing 2,000 car spaces.

Emerald mortgagee unit listed with $159,000 price guide

Sydney’s auction market saw a preliminary clearance rate of 70.9 per cent.
Some 284 results had been reported, following 449 scheduled auctions, of which 56 were withdrawn from sale. 
Melbourne’s stage 4 restrictions on auctions and inspections saw the preliminary clearance rate fall to 53 per cent, according to Domain.
There were 139 scheduled online auctions, with 63 reported results and 46 withdrawals.
Of the online auctions that went ahead, the clearance rate was 67 per cent.
Canberra continues to be the standout performer with 87.8% of auctions successful this week at preliminary collection. The city does only account for a small portion of overall auctions however.

EXPERT OBSERVATION
The latest consumer price index (CPI) data released shows that Australia is in deflation, and over the quarter, national rents fell by -1.3 per cent, which was both the largest and first quarterly decline on record.
Nationally, the cost of renting is now back at levels last recorded in March 2017.
Despite falling rents throughout the quarter, the volume of rental searches on realestate.com.au is actually up 38.5 per cent.
Not only are people searching more, the volume of high-intent activity on the rental section of realestate.com.au is also up by 74.5 per cent over the same period.
The results are a clear indicator of how COVID-19 has changed the property market dynamic.
Rental rates are coming under pressure from multiple sources. We have virtually no migration, there is new stimulus encouraging purchasing from first home buyers who otherwise may have been renters, and then there's the fact that unemployment is rising, and younger people are most affected.
With a moratorium on rental evictions in place until September, the next quarter is unlikely to see rental CPI fall as severely. Thereafter it is likely rental rates will fall further and will take quite some time to recover to previous highs.
The high demand on realestate.com.au is likely due to the possibility of finding cheaper and or better rentals, as evidenced by the CPI data.

Falling rental rates unlikely to bounce back soon: Cameron Kusher

Privately-owned developer Orchard Property Group has taken the wraps off its latest project with the launch of the $105 million Aurora project in the heart of Ipswich’s booming southern corridor.
With construction well underway, the 63 homesites in the first release of Aurora Deebing Heights will be completed and registered in September, providing buyers with access to the Federal Government’s $25,000 HomeBuilder grant.
The first release at Aurora includes homesites ranging in size from 362 sqm to 600 sqm (median size of 420 sqm) and prices starting from $186,000. House and land packages are available from $399,844.
Orchard Property Group Managing Director Brent Hailey said the 502 lot Aurora project was expected to benefit from the growing demand for large, affordable homesites close to a number of major employment hubs.
“Over the last decade, Deebing Heights has emerged as one of the hidden gems in the Ripley Valley growth area with schools, shopping and recreation facilities all just a short drive away,” he said.
“The new Deebing Heights State School has quickly gained a strong reputation since it was opened in 2016 and is just a few minute’s drive from Aurora.
“The suburb has been in the shadow of the larger Ripley area for many years, but its proximity to the Ipswich CBD, Amberley RAAF base and other employment hubs has established it as property hotspot in its own right.”
Ipswich is the fastest-growing region in Queensland, with annual population growth of more than 4 per cent with 70 per cent of that growth occurring in the region between Ipswich CBD and Springfield.
The rate of growth has prompted new Ipswich City Council Mayor Teresa Harding to make a submission to Infrastructure Australia in support of a 25km public transport corridor between Ipswich CBD and Springfield Central, including a new station at Deebing South.
Deebing Heights has been one of the fastest growing suburbs in Ipswich over the last decade, growing from a population of 344 at the 2011 census to 2,023 by 2016. This is expected to continue to grow exponentially over coming years.
Mr Hailey said Orchard was expecting strong demand for the project with the HomeBuilder grant and the State Government’s first homebuyer grant providing plenty of incentive for buyers.
“The HomeBuilder grant has been a strong driver of demand for new land since it was announced in June and we would expect that to continue right up to the deadline at the end of December.” 
Combined with the State Government’s $15,000 grant, first home buyers now have access to $40,000 in grants. 
Aurora was made possible by a $7.2 million Catalyst Infrastructure Program grant from Economic Development Queensland (EDQ) to undertake a major upgrade of Binnies Road, Ripley, to provide access to the site. 
Orchard acquired the 34-hectare site at 160 Dalys Road, Ripley, late last year from a group of investors for $11 million. The acquisition takes Orchard’s total pipeline of lots owned and under control to more than 2,000 across five different projects around South East Queensland. The site included an existing Development Approval for a new masterplanned community. 
The Ripley Valley PDA, located about five kilometres south-west of the Ipswich CBD and around 50 kilometres from Brisbane CBD, was declared a PDA in 2010 and covers 4,680 hectares.
The new project will be Orchard’s second largest, following the launch earlier this year of the 650-lot, $120 million Pebble Creek project at South Maclean. The company recently completed sales at PineVue @ Maudsland (110 lots) and has active projects at Ormeau, Narangba and Caboolture.
