<p>Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.</p>

<p>NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.</p>

<p>“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.</p>

<p>"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.</p>

<p>Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.</p>

<p>“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”</p>

<p>Dr Auld said inflation risks and labour market outcomes would be important to watch.</p>

<p>“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”</p>

<p>She said tighter financial conditions are expected to weigh on housing and activity.</p>

<p>“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”</p>

<p>Fresh from launching the first stage of its Wollongong precinct, <a href="https://www.apartments.com.au/new-apartments/keira-place-wollongong-120-122-smith-street-wollongong-nsw-2500">Keira Place</a>, builder-developer Urban Property Group has unveiled plans for the next phase of the masterplanned community.</p>

<p>Now on public exhibition through the NSW Government's Housing Delivery Authority pathway is a State Significant Development Application for a further 657 homes on the prominent gateway site opposite Beaton Park.</p>

<p>The proposal comprises three buildings, including two build-to-sell towers rising 25 and 30 storeys, delivering 391 apartments, alongside a 12-storey co-living building with 266 residences, making it one of the largest co-living proposals currently planned in regional New South Wales.</p>

<p>Of the apartments proposed in the build-to-sell towers, the majority, 310, are two-bedroom dwellings. The balance comprises 44 one-bedroom apartments and 37 three-bedroom residences. Apartment sizes range from around 50 sqm for one-bedroom homes to approximately 90 sqm for three-bedroom apartments.</p>

<p>The submission says the proposal has evolved significantly from its original Housing Delivery Authority application following extensive consultation with the State Design Review Panel and Wollongong City Council.</p>

<p>The final scheme has been designed to align with the emerging vision for the Flinders Street Precinct, an area identified by Council as a future high-density mixed-use neighbourhood capable of accommodating substantial housing growth close to transport, employment and community infrastructure.</p>

<p>According to the design report prepared by COX Architecture, the development aims to "deliver a built outcome consistent with the future character of the Wollongong CBD while responding to the site's unique constraints and opportunities."</p>

<p>"Our vision for the next phase of the site evolution in Wollongong is grounded in three design pillars that guide the design response: place, natural environment and celebration," COX said.</p>

<p>"Inspired by its surroundings and grounded in the stories of place on Wodi Wodi Country, the design proposal acknowledges the established character of its setting while creating a unique and timeless identity that sits harmoniously within it.</p>

<p>"The design proposal responds to its specific site conditions, acknowledging the vegetation, climate, wind conditions and solar access of the site."</p>

<p>The architecture responds directly to the site's position between Wollongong's urban core and its natural landscape setting.</p>

<p>COX identified views towards Mount Keira and the Illawarra Escarpment as defining features of the site, while the upper levels of the towers will also capture expansive views across the city and out to the Pacific Ocean.</p>

<p>The design team has positioned the tallest buildings closer to the rail corridor, where overshadowing impacts can be better managed while establishing a landmark built form on the northern approach into the city.</p>

Urban Property Group unveils trio of towers for next stage of new Wollongong precinct, Keira Place

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>
</ul>

<p>While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.</p>

<p>The scheme is expected to commence in NSW in late 2025, as part of a national rollout.</p>

<p>The HIA-Housing Affordability Index for the June quarter 2020 shows housing in Australia remains at its most affordable since 1999.</p>
<p>HIA’s Affordability Index is calculated for each of the eight capital cities and regional areas on a quarterly basis and takes into account the latest dwelling prices, mortgage interest rates and wage developments.</p>
<p>Housing affordability improved in the June quarter across all capital cities.</p>
<p>This improvement in affordability means that it now requires less than 1.2 average incomes to service a mortgage on a median-priced dwelling in Australia’s capitals.</p>
<p>This is a rapid improvement from just three years ago when it required more than 1.4 times the average income to service the same mortgage.</p>
<p>The combination of lower interest rates, slow house price growth and relatively steady wage growth over the past three years have driven this improvement in affordability.</p>
<p>Unfortunately this is cold comfort for many first home buyers.</p>
<p>Repaying a mortgage is no longer the constraint it was over the past two decades. The increase in the number of new homes built over the past five years has kept a lid on house price growth.</p>
<p>The challenge facing first home buyers is no longer their ability to repay a loan, but in obtaining a mortgage in the first place.</p>
<p>A decade of red tape has made it significantly harder for first home buyers to obtain a mortgage for purchasing their first home.</p>
<p>A raft of restrictions imposed by APRA and ASIC since the 2007 Global Financial Crisis has seen the number of home loans issued with a 10 per cent deposit fall from 21 per cent of all loans to just 7 per cent.</p>
<p>As the Governor of the Reserve Bank, Phillip Lowe said, the pendulum has swung too far.</p>
<p>The additional red tape imposed in recent years means that banks are increasingly lending to those that already own a home.</p>
<p>Improving access to finance helped pull the economy out of the 1990’s recession and it can do the same for the COVID-19 recession.</p>
<p>The HIA Housing Affordability Index for the capital cities increased by 5.6%, led by Perth (+7.1%), Melbourne (+6.9%) and Sydney (+6.1%). Brisbane also increased by 5.0%, followed by Canberra (3.3%), Hobart (+3.1%), Adelaide (+3.1%) and Darwin (+1.6%). The Index for regional Australia also increased by 4.9 per cent.</p>

Housing in Australia at its most affordable since 1999

<p>I’m going to take my broker hat off for a minute and put my investor hat on because if you ask anyone working in the real estate industry they’ll usually tell you now is the best time to buy. Here are my thoughts on making the decision of when to buy property.</p>

<p>People commonly buy property with the following two purposes:</p>

<p><strong>1. To live in as an owner-occupier</strong></p>

<p>For buyers looking to purchase their first home or upgrade from their current home, the question of ‘when to buy’ is almost irrelevant. You’re not trying to time the market – you’re buying because you have a need – whether it be needing a bigger home to accommodate your growing family or simply wanting your own place to call home (rather than a rental). </p>

<p>The government understands that this group of buyers are the pillars holding the property fort at the moment (and will continue to do so until investor sentiment improves). That’s why the current grants are primarily focused on incentivising buyers entering the market.</p>

<p><strong>2. As an investment property to accumulate wealth</strong></p>

<p>The other side of the property spectrum is those who are looking to purchase property as an investment in order to accumulate wealth. This group researches the right time to buy property because they want to “time the market”.</p>

<p>Now I’m terrible at timing the market. So my personal approach has always been rather than trying to time when the bottom of the market is, I prefer to accumulate when I can and hold for the long-term. That to me is called investing and that’s how the Baby Boomers are able to accumulate wealth through property in the long run – whether it’s through their own home or investment property.</p>

<p><em>“But David, all the media is saying the property prices are dropping and some even say up to 10 or 20%! If we buy something now aren’t we catching a falling knife?”</em></p>

<p>Sure, no one knows what will happen to the property value and the real impact of COVID-19 may not have fully shown itself yet. So yes, prices could still continue to drop. However, you could also be up for a long wait if you’re looking at a crashing figure like 20% or 30% as predicted by some economists.</p>

<p>Looking at the Corelogic index published back on 30th June 2020:</p>

<p>Sydney and Melbourne’s dwelling value are the biggest hit so far (apart from Perth), with Sydney at a 0.8% drop for the quarter and Melbourne 2.3% drop. That’s somewhat expected due to border lockdown so no new immigrants = less demand for properties from both a rental and buyin g perspective. If you look at the annual change for both cities, the median value of these two capital cities has still shown a stellar growth of 13.3% for Sydney and 10.2% for Melbourne respectively.</p>

<p>The point here is property is an asset class that is not as liquid. Unlike shares it cannot be converted into cash easily – it takes weeks, if not months, to buy or sell a property. As such the price doesn’t fluctuate as much as share prices and chances are we’ll continue to see small incremental changes all the time – similar to what we have observed to-date.</p>

<p>With so much money printing around the world – this will typically inflate asset prices. We’re already seeing such a phenomenon in the United States. Unemployment is at a record high but the Dow Jones keeps rallying up. At some point, property prices will be next. In Australia, the record low-interest rates will remain until employment figures improve.</p>

<p>So in my opinion (in the short term), property prices may have a bit more room to drop due to COVID-19’s impacts on the economy, in addition to the confidence and market perception of buyers. Again this is just my thoughts and opinions. However, once we develop a vaccine and gain some normality again – property as an asset class is likely to continue to perform relatively well in the long run.</p>

<p><strong>The bottom line</strong></p>

<p>Buy when you can afford to, not based on what the media is telling you and hold out for a long-term view. </p>

Tips for deciding when you should buy property according to a property investor

<p>Within the inner suburbs of Sydney, buyers with a budget of $700,000 or less are limited to studio, one- or two-bedroom apartments, according to the latest Herron Todd White (HTW) residential report. </p>
<p>The valuation firm took a look at how a budget of $700,000 could be invested in property markets across the nation. </p>
<p>However there is still a wide range of factors to consider such as location, size and quality of development, living area size, aspect and natural light, parking and many other fundamental aspects such as nearby infrastructure and potential oversupply issues within the immediate area, the HTW noted. </p>
<p>"If considering buying within this market segment, it is generally important to purchase something to which you can add value by doing minor renovations and buy within smaller scale, good quality buildings that have some character and are located in convenient positions where people want to live, close to public transport, schools, parks, local shops and cafés, etc," the valuation firm said. </p>
<p><a href="https://www.realestate.com.au/sold/property-apartment-nsw-darlinghurst-133362654" target="_blank">6/1 Darley Street, Darlinghurst</a> (pictured below) was advertised for sale throughout April and May with an asking price range of $550,000 to $580,000, and sold for $513,000 on 29 May 2020.</p>
<p><span>Interestingly, the previous sale was five years ago in July 2015 for the same price of $513,000 when it sold prior to auction, the report noted. </span></p>
<p><span>This is a small, one-bedroom apartment with an approximate living area of 37 square metres and no outdoor areas or parking. </span></p>
<p><span>This style of property is aimed at investors, or to a lesser extent, first home buyers.</span></p>
<p><span> The rental market has been negatively impacted due to COVID-19 which directly affects how much investors are willing to pay for investment properties of this nature. </span></p>
<p><span>Furthermore, the rental history for this property as per RP Data indicates that the asking rent during 2010 was $425 per week and the recent asking rent as at March 2020 was $495 per week, however this appears to have now reduced to approximately $400 per week.</span></p>

<p><span>This is a good example of an entry-level property below $700,000 within a popular inner-east location and approximately two kilometres of the </span>Sydney CBD, the report noted. </p>
<p>This property also benefits from heritage character and could prove to be a good purchase for a first home buyer, or a steady longer- term investment, provided of course that you could cope with the reduced rental income in the current market.</p>
<p>The report noted other matters to consider for this type of property are some lending policies on properties with a living area of less than 50 square metres requiring a larger deposit.</p>

What $700,000 can buy in Inner Sydney: HTW residential

<p>The Perth median house price fell slightly in the June 2020 quarter, according to the latest Herron Todd White (HTW) residential report. </p>
<p>The valuation firm presented an 'investor playbook' of real estate performance within each service area this month. </p>
<p><span>The Western Australian government has maintained that strong border restrictions will continue as long as required, amid news that phase five of the state’s easing of COVID-19 restrictions has been delayed until 1 August. </span></p>
<p><span>The state’s Police Commissioner has also suggested stopping all planes from Victoria from entering the state in order to reduce the risk of new cases. </span></p>
<p><span>On 19 July, the Western Derby was due to host a sell-out crowd of 60,000 at Optus Stadium, however as phase 5 was postponed, there was a limit of 30,000 in attendance as a precaution.</span></p>
<p><span> As of 13 July, the state had 22 active cases, all of which were in hotel quarantine. Western Australia also had 604 people out of the total 635 confirmed cases fully recover from the virus.</span></p>
<p><span>The Real Estate Institute of Western Australia (REIWA) confirmed that June recorded the highest amount of sales recorded in a month in Perth<br>since 2015, with transactions increasing 55.1 per cent compared to May and also 45 per cent higher compared to June 2019. </span></p>
<p><span>This was supported mainly by the 289 per cent increase in land sales for the month with 1471 sales recorded, as competition for land increased in line with government incentives. </span></p>
<p><span>Over the first week of July, sales activity within Perth increased by 35 per cent from the previous week, with a reported 1318 transactions recorded during that period. These figures are vastly different to figures recorded at the end of March, which recorded just 426 transactions, the report noted. </span></p>
<p><span>The Perth median house price fell slightly in the June 2020 quarter to $475,000, compared to </span>the $479,000 price recorded over the March quarter.</p>
<p>The Perth median house price for the June 2019 quarter was $489,000. There were 10,407 properties listed for sale at the end of the first week of July, which was a 17 per cent decrease from listed stock at the end of March and a 29 per cent fall in listed stock from the same period last year.</p>

<p><span>REIWA reported that there were currently 3963 properties available for rent at the end of the first week of July, which was a 27 per cent decrease from the end of March and 47 per cent decline from the same period in July last year. </span></p>
<p><span>"Perth’s median rental price for June was listed at $350 per week which was a seven per cent decrease from the March 2020 quarter and a three per cent fall from the same time last year, which indicates that rents within the state have remained stable throughout the COVID-19 pandemic with declining vacancy rates and the ban on increasing rents for established properties still being active," the valuation firm said. </span></p>
<p><span>The vacancy rate in Greater Perth has fallen to a mere 2.2 per cent with REIWA President Damian Collins expecting further decreases due to plummeting rental listings. </span></p>
<p><span>The vacancy rate has been in steady decline since early in 2017 when it peaked at just above seven per cent. Western Australia hasn’t seen vacancy rates sub-two per cent since the end of the mining boom in 2012 and 2013, the report noted. </span></p>

<p><span>"In general, residential investment around Perth has been minimal over the past year, with specific property types and locations seeing small bursts of activity, however this doesn’t mean that investment isn’t viable," the valuation firm said. </span></p>
<p><span>In fact, there are plenty of opportunities for a variety of reasons. An example of this is older units in sought after locations. </span></p>
<p><span>Suburbs such as Maylands and Wembley can offer good yields for the entry-level investor.</span></p>
<p><span>Maylands is situated four kilometres north-east of the Perth CBD. REIWA reports the unit median at $290,000 for the March 2020 quarter, falling eight per cent since the year previous. </span></p>
<p><span>The capital growth prospects aren’t great for most 1960’s to 1980’s apartments and flats, however for entry- level product in the low $100,000s, yields can be impressive.</span></p>

<p><span>"This hasn’t yet resulted in price increases or any influx of investors, however vacancy rates are on par with or even lower than in Perth and this rental demand could be enticing to bring investors back to the market," the valuation firm said. </span></p>

<p><span>"Overall though, there hasn’t been an overabundance of investors in the South-West recently. </span>The tightening of credit surrounding investors did slow down that segment of the market in the lead up to COVID-19 and there has been no real change in the purchaser profile since the pandemic hit.</p>

Hunter Valley sees increasing annual dwelling sales: CoreLogic

<p>The Mid North Coast continues to ride out the COVID-19 pandemic well from both a residential property and a health perspective, according to the July Herron Todd White (HTW) residential report. </p>
<p>The valuation firm took a look at how a budget of $700,000 could be invested in property markets across the nation. </p>

<p><span>"From a property standpoint, median price levels have remained steady over the past few months while stock levels are down dramatically," the valuation firm said. </span></p>
<p><span>The reduction in stock levels is mainly due to potential vendors holding off listing until full confidence returns </span>to the market.</p>
<p>Agents advise that appraisal numbers are high but are not yet flowing through to listings.</p>
<p>"The reduction in listings has meant that there are fewer properties for potential purchasers to choose from which we believe is one reason prices have held steady over this period. We anticipate that listing numbers will grow over the next few months as confidence returns and more investors re-enter the market.</p>
<p>"Some investors have been staying out of the market due to a lack of confidence and owner- occupiers are the mainstay at the moment, but with current interest rates so attractive, we believe investors will return as confidence returns," the valuation firm said. </p>

<p><span>"On the rental side we have seen a dramatic reduction in listings over the past few weeks as restrictions relax and interstate travel returns and many investors return their properties to short term accommodation stock, rather than retain them as longer term rentals," the valuation firm said. </span></p>
<p><span>This will see vacancy rates returning to more normal long term levels after steep increases during the lockdown period as the reverse was happening, the report noted. </span></p>
<p><span>"We believe that the market along the Mid North Coast should recover well after this COVID-19 induced slow down and perform well in the back half of this year as more city dwellers see the appeal of our beautiful slice of paradise." </span></p>

<p><span>The valuation firm took a look at how a budget of $700,000 could be invested in property markets across the nation. </span></p>
<p><span> The report notes the initially stalled figures, including sales rates and rentals, we saw at the beginning of the pandemic now appear to be slightly increasing across the Valley.</span></p>
<p><span> Still somewhat driven by infrastructure improvements such as the new Pacific Highway, jail and other associated works, the Valley continues to have high demand for </span>rentals and stock coming on to the market around or below median sale prices.</p>
<p>"Although the Valley is still a long way off its pre-pandemic state and potentially all the effects have not yet been felt, and with prices remaining relatively low compared to nearby centres, there remains a widespread sense of stability and confidence," the valuation firm said. </p>

What $700,000 can buy in Clarence Valley: HTW residential

<p>Little has changed from 12 months ago in terms of what one can score with a lazy $700,000, however the mixture of product may have varied slightly, particularly in the more regional areas of the Richmond Valley and Kyogle Council areas, according to the latest Herron Todd White (HTW) residential report. </p>
<p>The valuation firm took a look at how a budget of $700,000 could be invested in property markets across the nation.</p>

<p><span>For example, consider the following:</span></p>
<p><span>◗ </span><span>Ten $70,000 (or less) steep timber vacant 40 hectare bush blocks in the rural localities of Drake or Tabulam; or</span></p>
<p><span>◗ </span><span>Five $125,000 to $135,000 standard vacant residential blocks in Casino or Kyogle. These would be relatively flat but may be slightly more than $125,000 individually, so a package deal of say five at the nice round figure of $130,000 each would be hard for a vendor to pass up in the current subdued market thanks to COVID-19.</span></p>
<p><span>◗ </span><span>Alternatively, secure a near new, four-bedroom, two- bathroom dwelling with a double garage for around $450,000 to $500,000 and throw in an original two-bedroom,one-bathroom brick unit with carport for circa $150,000 to $200,000.</span></p>
<p><span>"There are not too many residential properties within Casino or Kyogle township that would use up the whole $700,000 in one transaction, however those that do are typically found in the nearby rural residential estates and usually deliver the full quota of features including air-conditioning, good quality appointments, pool, established landscaping or a full renovation," the valuation firm said. </span></p>
<p><span>These rural residential properties are generally in close proximity to the town centres of Casino, Kyogle and Lismore City. Typically, such properties would comprise lots ranging in size from 4000 square metres to five hectares.</span></p>

<p><span>Semi-remote rural localities with properties on lots from 40 hectares to even 100 hectares may be purchased for under $700,000 and still provide semi-modern homes with established ancillary improvements.</span></p>
<p><span> However, distance and maintenance of the land are factors that any potential purchaser must consider, the report noted. </span></p>
<p>A Kyogle house nestled below the Border Ranges National Park has recently been sold for $465,000.</p>
<p>The four bedroom, one bathroom home is located at <a href="https://www.realestate.com.au/sold/property-lifestyle-nsw-kyogle-700074310" target="_blank">1076 Green Pigeon Road, Green Pigeon</a> (pictured below).</p>
<p>It features open plan kitchen, dining and living room, rural views, and near 5ha of land. </p>

<p><span>"Within Lismore City, the lazy $700,000 is somewhat more restricted in its purchasing power, however opportunities still abound," the valuation firm said. </span></p>
<p><span>Good quality level vacant residential lots are around the $250,000 to $285,000 mark in the new, developing residential estates... so buy two and possibly use the balance as a deposit for a house to be built on each of the lots, or maybe use the balance to purchase one of the steeper vacant blocks for around $125,000 to $135,000 (just keep in mind that your building costs will be significantly higher!), the report noted. </span></p>
<p><span>It is still possible to find two residential house properties for around $350,000 each, however they are likely to be located in a flood prone area, need some cosmetic attention or front a busy road.</span></p>
<p><span>There are a number of two-bedroom, one- bathroom, brick and tile residential units with single carports available within reasonable proximity to shopping and educational facilities in Lismore City which have an expected price range of $185,000 to $225,000 and attract a rent of around $250 to $275 per week.</span></p>
<p>A current listing is two bedroom, two bathroom unit situated at <a href="https://www.realestate.com.au/property-unit-nsw-lismore-133011578" target="_blank">1/116 Laurel Avenue, Lismore </a>(pictured below).</p>
<p><span>The 90sqm unit has been listed for sale with a price guide of $229,000.</span></p>
<p><span>It comes with two bedrooms, one bathroom, open plan living and single garage. </span></p>

<p>The rental assessments can vary widely depending on features, but expect something in the order of $550 per week.</p>
