Design-led developer-builder Lowe Living has unveiled its latest residential development, Jardin House, marking its first foray into Melbourne's blue-chip City of Boroondara.

A curved facade, arched openings, textured brickwork and sculpted forms reference the suburb's architectural heritage, while extensive landscaping softens the building's presence and creates a strong connection to the surrounding tree-lined streetscape.

“The site has a long history in terms of its inevitable transformation and when we came in, we took inspiration from the idea of reestablishing a sense of the site’s natural terrain and fall. Our scheme aims to integrate with the terrain and the landscape, using the undulating site to slowly reveal glimpses and views of the harbour. The rotation of the tower off grid means every apartment has a view and is naturally cross ventilated. The building's colour palette is quintessentially Sydney, with bronze and sandstone and a luminescent green colour in the glass, making it very earthy and grounded in its location.”

The ACT will become the first jurisdiction in Australia to abolish stamp duty for all first home buyers, with no income caps and no property price thresholds from 1 July.

The move, announced as part of the ACT Budget, completes a key election commitment from the Barr Government and removes what Chief Minister Andrew Barr described as one of the biggest barriers to entering the housing market. The reform forms part of the ACT's long-running transition away from transaction taxes and towards a broader-based property tax system.

"This budget marks a major milestone in our long-term tax reform program," Barr said, adding that the government had maintained a sustained focus on removing barriers to home ownership. He said stamp duty had long been one of the largest upfront hurdles facing buyers and that from July, "that barrier is gone" for first home buyers in the Territory.

The changes come alongside a range of measures designed to encourage new housing supply, including support for the delivery of so-called "missing middle" housing such as terraces, townhouses and low-rise multi-unit developments.

The announcement has renewed debate around whether the ACT's approach could provide a blueprint for improving housing affordability nationally.

New research from OurTop10.com.au, conducted by Primara Research, suggests the Territory's decade-long reform agenda has produced outcomes unmatched elsewhere in Australia.

While stamp duty costs have increased by an average 67 per cent nationally over the past decade, the ACT has recorded growth of just 15 per cent, the lowest increase of any jurisdiction.

The Territory has also emerged as one of the strongest performers on housing delivery. Based on population-weighted housing targets, the ACT is sitting less than one per cent behind its target. Victoria is the next closest at seven per cent behind, while the national average sits 25 per cent below target. New South Wales is tracking 39 per cent behind.

The latest reform removes one of the final barriers facing first home buyers in Canberra.

The average Australian home buyer currently pays $61,714 in stamp duty. In the ACT, that figure is $38,399 despite the Territory having the third-highest median house price in the country.

Until now, the ACT's first home buyer concession scheme only applied to purchases up to $1.02 million, around $51,000 below Canberra's median house price of $1.071 million. In practical terms, many first home buyers were unable to access the median-priced home without losing the concession.

From July, those restrictions disappear.

Every first home buyer in the ACT will pay no stamp duty, regardless of income or purchase price.

Canberra remains one of Australia's most expensive housing markets, with dwelling values increasing 82 per cent over the past decade. However, that growth ranks only 11th among Australia's 15 major housing markets, suggesting affordability pressures have been less severe than in many other parts of the country.

Simon Ma, CEO of OurTop10.com.au, said the latest reforms recognise that many first home buyers have simply outgrown thresholds set years ago.

"Many first home buyers aren't just looking for a way onto the ladder, they want a home their family can actually live in," Ma said.

"In a market where the median house price is over a million dollars, a concession scheme that cuts out at $1.02 million was never going to get them there.

"Removing the ceiling entirely means ACT first home buyers can now pursue the home they actually want, rather than limiting themselves to a price point designed for a very different market."

Whether other states follow remains to be seen. But at a time when most jurisdictions are struggling to improve affordability while also increasing housing supply, the ACT has quietly become the national test case for both.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Renters want stability and security of tenure for the same reasons property owners do. 
They seek a stable location that enables the household to stay connected with their family, friends, schools, jobs and community. 
Moving frequently is also inconvenient and expensive, so the ongoing threat of not having leases renewed leaves renters, especially low-income renters, vulnerable. 
There is now a new concept that aims to alleviate some of the issues. 
Build to rent is where investors build multi-unit buildings and, instead of selling the units, they are retained to rent. 
Build to rent is well established in the UK and USA, but never really taken up in Australia by large scale investors.
Indeed rental housing supply has been primarily come from individuals rather than or large investors or even government in Australia. It's been mostly left to mum and dad investors. 
There have been very few large scale investors with the capacity or preparedness to take it on. Certainly Harry Triguboff leads the way given the many apartments he has kept in his private portfolio. While such apartment developments increase rental supply, they do not target lower income households. 
Unlike many European countries where public/social housing is a major component of the housing profile, social housing has never exceeded more than six percent of Australia’s housing stock. 
An Australian Housing and Urban Research Institute study indicated big Australian investor institutions had no experience of large scale investment in rental housing in to judge Australian outcomes. Untried investment niches normally require a pioneering investor and a novelty premium on the rate of return. 
The recent announcement by NSW Minister for Social Housing, Pru Goward of a project in Redfern provides such a positive start towards the aim of providing a more diverse supply of housing for Sydney. The site will accommodate social, affordable and market rental housing on land provided by the NSW government.
The government to retain the land while investors, in partnership with community housing providers will fund, build and manage the site under a 40 year lease.
The Elizabeth Street site, which includes the Police Citizens Youth Club premises, will be exempt from land tax. It’s expected 500 dwellings will be built with 30 per cent earmarked for affordable housing.
The Property Council NSW executive director Jane Fitzgerald said the government has put its money where its mouth is. “They’re not only giving the land but also giving a full land tax exemption for the project which should really make a difference for making the financials stack up,” Ms Fitzgerald said.
One of the key reasons for Australia's slow embrace has been the perceived low returns. High property management costs are another barrier, coupled by the illiquidity that comes with all property assets.   
There also remains a perceived high risk, of public policy changes. Unlike commercial property, the current GST rules won't help the roll out of build-to-rent.
That's something for Treasurer Scott Morrison to address. The shadow treasurer Chris Bowen has sought a parliamentary review as it "would be a shame to see this sector get killed by policy."

NSW State Government backed build to rent will offer renters stability

One of the apartments in the boutique low-rise Surry Hills project On Bourke has sold for $2.9 million.
The William Smart-designed complex, made up of just four whole floor apartments, are set to launch to the market in the next two weeks through BradfieldCleary agent Mark Daley.
The prices for the three remaining apartments range from $2.25 million to $2.6 million.
The proposed top storey of the building appears like a continuation of the neighbouring terrace house chimneys.
The facade has also continuity with its surroundings, with a dark bronze fence and balustrades referencing the metal fretwork of the nearby terraces.
Smart knows the area well. His office is just up the road from the Bourke Street project, and after the 2004 conversion, lives in the penthouse apartment above.
Caplis bought <a href="https://maps.google.com/?q=471b+Bourke+Street+Surry+hills&amp;entry=gmail&amp;source=g" target="_blank">471b Bourke Street</a> in 2016. 
Off form concrete ceilings bring practical and visual benefits to the project.
The high end finish performs well thermally and allows maximum ceiling heights to be achieved while keeping the overall building height down.  
It will have minimal and elegant interiors, curved living spaces, oak timber floorboards, wool carpets and traditional hard set plaster finishes.

Developer Luke Caplis at Freehold Capital has witnessed the drift in buyer desire to smaller, boutique developments with a recent project.
"After buying and developing an old mechanic workshop on the corner of Liverpool and Riley street in Darlinghurst, I discovered the market was strong for high end apartments that stuck out from the everyday norm," Calpis said.
That project, called The Riley, was a conversion of the warehouse designed by SJB Architects, where prices hit $2.43 million.
Each had three levels and a rooftop pavilion with the master bedroom and terrace.
Caplis engaged the William Smart for the project after he spotted his award winning work on Indigo Slam, the Chippendale warehouse residence of Judith Neilson, the art dealing founder of the White Rabbit Collection.
The $8 million warehouse space was formerly the Simona fashion HQ before its conversion by Smart, whose intention was to provide the emerging urban precinct with a piece of interesting architecture.
Caplis's boutique Bourke Street project will have four whole floor apartments, with the overall height of the building not disturbing the historic streetscape.
"I enlisted William Smart to create something that simply does not exist in Surry Hills," Caplis said.
Smart has been involved in inner-city low-rise boutique apartment projects, which are quickly becoming the preferred apartment choice for many buyers, for almost two decades.
Essentially built to resemble living in a house more than an apartment, these low-rise development embrace a sense of neighbourhood community, rather than the hotel-like feel of residential skyscrapers.

In 2017, at the Asia Pacific INDE Awards, founder William Smart was named winner of The Luminary, recognising the “ongoing contribution of an industry icon, whether casting a long shadow across many disciplines or excelling ahead of the pack in one”.
He founded Smart Design Studio in 1997 and has over 35 staff. He currently lives above his sandstone offices, with plans to relocate his home and practice to more industrial premises at Alexandria.
Smart had previously lived at one of his earliest projects, a 40 square metre Springfield Avenue apartment in Kings Cross.
As a first home buyer he paid $223,000 in 2002, selling for $478,000 in 2012. It featured in the 2004 book, 50 of the world's best apartments.
Dubbed Smart Apartment, it was a low-budget renovation of a one bedder in the Sandringham building which incorporated a sliding "art wall" by Tim Richardson.

Over 3 million Aussies think they’ll be renting for life

Perth’s rental market produced mixed results in the June 2018 quarter, with stable dwelling rents, subdued leasing activity, declining listings and faster leasing times, according to the latest REIWA.com.au rental report.
REIWA President Hayden Groves said the June quarter’s mixed results were not unusual given Perth’s rental market was in a transitional phase and “although the worst of the downturn appears to be behind us, it’s not uncommon to see results fluctuate as the market transitions into a recovery". 
“The change in seasons has also contributed to this quarter’s results, with the cooler weather impacting activity levels.
"We tend to see activity slow during the winter months before picking up again in spring."
Median rent prices Perth’s overall median rent price remained stable in the June quarter, holding at $350 per week for a fifth consecutive quarter.
"After experiencing prolonged periods of freefalling rent prices, the stability we’ve observed over the last 12 months is a welcome change and should provide landlords with confidence,” Groves said.
Although Perth’s overall rent was stable, reiwa.com analysis shows 102 suburbs across the metro area did experience median rent price growth.
The five best performing suburbs for rent price growth in the June quarter were Attadale (up 75.8% to $580 per week), Jolimont (up 50.9% to $423 per week), Burswood (up 33.3% to $480 per week), Booragoon (up 28.4% to $475 per week) and Hamersley (up 28.4% to $430 per week).
Other top performing suburbs were Karawara, North Fremantle, Mount Nasura, Mount Claremont and Hillarys.
In terms of leasing activity 12,633 total properties were leased during the June 2018 quarter.
Leasing activity has declined 10.4% over the June quarter and is down 4.1% compared to the June 2017 quarter.
Population figures for WA shows migration into the state has declined by five%, which has likely influenced leasing activity levels in Perth.
"After 12 months of stable rent prices, lower activity levels suggest tenants are feeling confident rental prices have found a floor and therefore more inclined to stay put,” Groves said.
Despite the overall reduction in leasing activity, reiwa.com data shows there were 71 suburbs across the metro area which saw leasing activity improve.
The five suburbs which saw the biggest improvement in activity were Brookdale (up 88.9%), Ocean Reef (up 75%), Kallaroo (up 63.6%), Parmelia (up 48.3%) and Hamersley (up 46.2%).
There were 8,293 properties listed as for rent in Perth at the end of the June 2018 quarter.
Groves said this figure was 2.5% lower than the March 2018 quarter figure and 22.9% lower than the June 2017 quarter meaning rental listings in the metro area have declined significantly over the last 12 months, with far fewer properties available for rent this year compared to last.
"A key driver for this improvement is the slowdown of new dwelling commencements, with less new properties coming onto the market, existing rental stock is being soaked up faster, putting downward pressure on listing volumes,” Groves said.
The average leasing time for the last quarter was on average 46 days to find a tenant, which is two days faster than the March quarter and six days faster than this time last year.
Groves concluded that: “Although leasing activity softened during the June quarter, activity levels remain above long term averages.
"This, combined with rapidly decreasing listings means tenants are needing to act faster to secure a rental property.”

Indian foreign buyers of off-the-plan apartments are expected to triple next year in Australia.
It comes as off-the-plan apartment online selling platform Investorist notes Chinese buyers in decline.
Indian buyers currently rank as a key market with just six percent of developers but some 21 percent of developers see greater Indian foreign buyers this financial year, with continued growth from Vietnam, New Zealand and Indonesia.

"Sellers are scrambling to uncover the next big wave," Investorist boss Jon Ellis noted.
Last July Ellis forecast a 43 per cent plummet in demand from offshore Chinese.
After a slow 2017 and first half of 2018, most of the 201 sellers and channel marketers surveyed by Investorist in this year's report hope and expect new apartment sales to improve in 2019, although many will comprise nomination onsales, or sales which did not settle, not necessary new sales, the report adds.

Ellis noted it is important to understand that ‘slowed’ does not mean stopped completely with Chinese buying interest.
"Due to the sheer size of China’s population (approx 1.4 billion) there are still enormous numbers of Chinese investors seeking to buy property in Australia, and their motivations are strong enough to outweigh these barriers to purchase.
"Motivations include buying property for their children during university study, asset safety and diversification, future immigration and taking advantage of favourable exchange rates.
"A significant number of individual Chinese investors or family groups are also cash buyers, and thus do not require any loan funds to buy property."

Melbourne was the biggest off the plan market in 2017 and investors, both local and foreign, dominated off-the-plan sales nationally, at around 60 per cent of all buyers.
"Declining investor demand has marked a real paradigm shift after the boom times of the past few years," the report noted.
At the end of March, the the off-the-plan market was worth about $70 billion while the total residential real estate market was valued at $7.5 trillion.
The report noted the marketplace ‘sweet spot’ as between $400,000 to $600,000.

Mount Isa three bedroom house listed by mortgagee

Blue at Lavender Bay, Aqualand Australia’s pinnacle project, has seen another penthouse sale.
The last remaining penthouse at Blue in Milsons Point has been sold $10.5 million.
Last month, Aqualand sold its another penthouse in its flagship Blue at Lavender Bay development for $9 million to a Northbridge couple, which was the highest price paid for an apartment in the locale.
Alex Adams, Aqualand’s head of sales and marketing, said Aqualand was extremely pleased to have secured buyers for both penthouses "illustrating the resilience of the north shore prime property market".
The three-bedroom, three-bathroom penthouse totals 170 square metres of internal space and boasts panoramic views across Sydney Harbour, the Eastern suburbs and the North Sydney skyline from its grand wrap around balcony. The sale was brokered by CBRE reportedly to orthopaedic surgeon and human rights activist Munjed Al Muderis.
Construction of the development of 129 luxury residential apartments and four retail lots has recently commenced with its scheduled completion in mid 2020.
Sub-penthouses with three-bedrooms and three bathrooms are still available for sale and priced from $4.1 million. 
It was marketed as the last residential conversion development in the Milsons Point area with views to the city and Harbour Bridge.
Of the 72 apartments sold on initial marketing in September 2017, the highest sale result was the $8 million sub-penthouse, which equated to a bullish $55,000 per square metre.
Located at 61 Lavender Street, Milsons Point, it was once an 18-level commercial office building.
The architectural firm PTW included premium Gaggenau appliances, natural stone kitchens, stone floors, extensive joinery, larger open-plan living areas and generous sized bedrooms and ensuites.
Aqualand bought the Samsung office building in 2016 for $140 million.
It initially contemplated offering a 550 square metre penthouse which was expected to carry a $20 million asking price.
Aqualand is a subsidiary of the Shanghai-based property developer Shenglong, billed as one of China’s top 50 property developers.
Ir recently appointed a head of construction, Tom Catalovski, who was previously the construction director of Probuild Constructions.
Aqualand Property, and the boutique tier-one construction firm, Roberts Pizzarotti recently "mutually agreed" not to proceed with a joint venture partnership for building Blue.
Under the direction of new CEO, John Carfi, Aqualand has instead chosen to develop the intended JV project with its in-house building team, Aqualand Constructions.
A key objective of the Aqualand Roberts Pizzarotti construction joint venture (“ARP”) was to provide construction capabilities as an interim.
The injection of John Carfi into the helm of the Aqualand business boosted the company’s strategic trajectory and allowed Aqualand to bring forward the timing for their first self-delivered major project.
