<p>Around 400 additional homes could be built at Southwark Grounds on Port Road, lifting total site capacity from 1300 to around 1700 dwellings.</p>

<p>A recently approved code amendment would allow apartment towers of up to 14 storeys in some areas of Renewal SA’s redevelopment of the former West End Brewery.</p>

<p>Renewal SA Acting Chief Executive Shane Wingard said he welcomed the code amendment, with the increase in heights and homes making a positive impact on the supply of high-quality, well-connected housing close to the city.</p>

<p>“By going higher across some parts of Southwark Grounds, we are adding a substantial number of very well-located homes with little impact on project delivery time or planned open space,” Mr Wingard said.</p>

<p>Since the project officially launched in 2025, Mr Wingard said more than 12,000 enquiries had been received about living at Southwark Grounds.</p>

<p>“The very strong early interest we’ve seen since homes were first released in the precinct reinforces our plans to create more housing opportunities,” he said.</p>

<p>The Southwark Grounds code amendment was launched in December last year, with community engagement undertaken over five weeks from January.</p>

<p>It proposed increasing maximum building heights from eight to 14 storeys on the eastern section of Southwark Grounds, and to 12 storeys across the remainder of the site, with minimum building heights ranging from two to four storeys.</p>

<p>The code amendment was implemented through an Early Commencement policy in late January, allowing developers to quickly explore the viability of increased height and housing yield while other planning processes continue.</p>

<p>One of the first developers delivering apartment sites have already finalised redesigns to increase the number of apartments following the code amendment.</p>

<p>Samaras’ development adjacent to the future Colonel Light Park is now planning to deliver 125 apartments across 11 storeys, significantly greater than original plans of around 50 apartments across four storeys.</p>

<p>The developer is also exploring the potential for additional affordable housing outcomes.</p>

<p>Most of the apartments at Southwark Grounds will be delivered within a master-planned precinct on a large parcel of land on the eastern portion of the site, covering around two-thirds of its 8.4 hectares.</p>

<p>Wingard said detailed precinct planning over the coming months may identify further opportunities to increase yield further that could see total apartment numbers at Southwark Grounds, exceed this number.</p>

<p>Affordable homes at Southwark Grounds will also see a net increase, with Renewal SA maintaining its commitment to a minimum of 20 per cent affordable housing across the development.</p>

<p>Civil works have begun across the site, with construction under way on the first new roads surrounding a townhouse precinct in the south‑west corner of Southwark Grounds. This includes Renewal SA’s 17 Founder’s Row homes, which are on track for completion by Christmas.</p>

<p>“We expect to have people living at Southwark Grounds by the end of the year, so delivering roads and public spaces for those residents is among our highest priorities.”</p>

<p>Construction of 40 townhouses off Anderson Street, known as West Village and being delivered by Contour, is forecast to begin in mid‑2026. Kolabb’s Anderson Lane development will follow shortly after, delivering a further 26 townhouses.</p>

<p>Southwark Grounds is a state government‑led urban renewal project now set to deliver around 1,700 homes over the next decade.</p>

<p>Homes will be supported by a supermarket, a range of retail and hospitality offerings anchored by a revitalised Walkerville Brew Tower, a childcare centre, car parking and well‑connected public spaces.</p>

400 new homes planned for Adelaide's former West End Brewery site

<p>Brisbane developer&nbsp;<a href="https://www.apartments.com.au/developers/cavcorp">Cavcorp</a> has lodged plans for a new mixed-use residential development at <a href="https://www.apartments.com.au/new-apartments/55-wyandra-street-teneriffe-qld-4005">55 Wyandra Street</a>, Teneriffe, anchored by an 85-metre public laneway designed to reconnect the suburb’s riverfront with the Gasworks precinct.</p>

<p>The buildings, known as Teneriffe House and Teneriffe Lane, would replace the existing Queensland Cotton head office site with a 15-storey residential tower transitioning to eight storeys toward Helen Street. The project has been designed by Plazibat Architects and lodged as a code assessable development application for 93 apartments across a 3,401 sqm mixed-use site within the Newstead and Teneriffe Waterfront neighbourhood plan.</p>

<p>Central to the scheme is the transformation of an existing service easement into a publicly accessible cross-block connection linking Wyandra and Helen Streets. Cavcorp says the new laneway will act as both a pedestrian shortcut and a landscaped civic space between the Teneriffe Riverwalk, ferry terminal, and Gasworks precinct.</p>

<p>“The revised proposal delivers a legacy public-realm cross-block link, permanently secured for community use, transforming an existing private easement into a safe, high-quality pedestrian connection between the Teneriffe heritage riverwalk and the Gasworks–Long Island precinct,” the planning report states.</p>

<p>The laneway will sit beneath a large subtropical loggia integrated into the podium levels of the development. The design incorporates deep landscaping, water gardens, lobby spaces, business lounges, and ground-floor apartments to create what Cavcorp describes as a climate-responsive “urban verandah.”</p>

<p>The tower itself has been designed as a slender form with recessed floorplates and curved translucent corners inspired by contemporary Japanese architecture. The building height aligns with the Commercial Road precinct controls, which permit towers up to 15 storeys within proximity to Longland Street.</p>

<p>The project will comprise a mix of larger-format apartments aimed at owner-occupiers, downsizers, and families. The proposed apartment mix includes 11 loggia apartments across the lower levels, 50 four-bedroom Sky-Terrace apartments from levels three to seven, and 32 Sky-Pool Homes occupying the upper tower levels. The Sky-Pool Homes will feature private thermal plunge pools integrated into oversized balconies.</p>

<p>According to the application, the apartments are intended to reinterpret the scale and character of Teneriffe’s woolstore conversions and Queensland homes within a vertical residential format.</p>

<p>“The sky-pool homes build on Cavcorp’s previous projects and introduce a distinct apartment typology to Teneriffe, informed by both local and international precedent and responding to an identified market demand for enhanced safety, space and amenity,” the planning submission notes.</p>

<p>A major focus of the proposal is its five-level wellness and lifestyle offering, extending from the basement through to the rooftop.</p>

<p>Amenities proposed include a rooftop Swim &amp; Racquet Club with a 25-metre Olympic lap pool and tennis court, coworking spaces and libraries, golf simulators, wine storage, concierge facilities, business lounges, pet wash areas, and rooftop longevity-focused wellness spaces with spas, outdoor fitness zones, and landscaped terraces.</p>

<p>All parking will be concealed within basement levels accessed from Wyandra and Helen Streets. Cavcorp says the deep-basement engineering approach allows the entire ground plane to prioritise landscaping, pedestrian movement, and active frontage rather than vehicle infrastructure.</p>

<p>The development continues Cavcorp’s concentration in Newstead and Teneriffe, where the Brisbane developer has delivered a number of apartment projects including Lucent, Le Bain, and Luminare, as well as the Long Island Wellness Precinct nearby. Several of those projects have received national design and architecture awards, including recognition under Brisbane’s “Buildings that Breathe” program.</p>

<p>Focus Group Investments has lodged plans for a new apartment development at <a href="https://www.apartments.com.au/new-apartments/64-70-hanover-street-fitzroy-vic-3065">64–70 Hanover Street</a> in Fitzroy, seeking to utilise the Victorian Government’s recently introduced Great Design Fast Track pathway to accelerate approvals for the project.</p>

<p>The proposal is among the latest developments to emerge through the state-led initiative, which was established to fast-track well-designed residential projects in activity centres and transport-connected inner-city locations. The pathway allows qualifying developments that meet elevated design and housing benchmarks to bypass traditional council planning timeframes and instead be assessed directly by the Department of Transport and Planning.</p>

<p>Designed by SJB, the development will comprise a mix of apartments above activated lower levels, with a strong focus on architectural articulation, landscaping, and communal amenity. The design response seeks to balance the industrial character of Richmond’s former warehouse precincts with a more contemporary residential form.</p>

<p>The Planning and Urban Context Report by Tract says the development is of an "exemplary architectural standard" and has been carefully crafted by SJB Architects.</p>

<p>"Dwellings&nbsp;will benefit from excellent access to natural light, cross-ventilation opportunities and extensive communal space," the report noted.</p>

<p>The architectural material highlights the project’s integration of landscaped elements and communal spaces throughout the building. The proposal also incorporates sustainability initiatives aligned with the Victorian Government’s push for higher-performing apartment developments under the fast-track program.</p>

<p>The Great Design Fast Track was unveiled by the Victorian Government in 2024 as part of a broader housing supply strategy aimed at accelerating the delivery of new homes. Projects assessed through the pathway must demonstrate high-quality architecture, sustainability outcomes, and housing diversity while being located close to public transport and existing infrastructure.</p>

<p>The Gold Coast Planning Committee has supported the preliminary approval for the Benowa Gardens Urban Village project following an extensive community consultation and assessment process.</p>

<p>The proposal will now proceed to a full council vote on June 2.</p>

<p>The application sought approval for a masterplanned urban village on the existing Benowa Gardens Shopping Centre site, combining new housing, retail, dining, health and lifestyle amenities within a walkable, integrated precinct.&nbsp;</p>

<p>The proposed redevelopment includes around 413 apartments integrated above a revitalised mixed-use centre featuring a full-line supermarket of 4,000 sqm, 6,000 sqm of specialty retail and dining space across around 30 retailers, a 7,000 sqm health and wellness precinct, and roughly 9,630 sqm of office and medical suites.&nbsp;</p>

$1 billion Benowa Gardens Urban Village heads to council vote following Planning Committee support

<p>Surfers Paradise is officially set for its first new residential development with a 45-storey skybridge connecting the two towers.</p>

<p>John Camilleri’s Celestino Developments has been given the green light by the Gold Coast City Council to develop its major beachfront precinct across its huge 4,000 sqm oceanfront site at <a href="https://www.apartments.com.au/new-apartments/63-79-garfield-terrace-surfers-paradise-qld-4217">63–79 Garfield Terrace</a>, just five months after its <a href="https://www.apartments.com.au/news/qld/first-look-exclusive-billionaire-winx-breeder-s-bold-two-tower-surfers-paradise-play-with-45th-storey-skybridge">submission in late 2025</a>.</p>

<p>The approved scheme will deliver two towers rising 55 and 48 storeys, connected by a skybridge positioned on level 45 that will house a range of resident-only wellness and entertainment spaces.</p>

<p>In its notice of approval, the Gold Coast City Council said the&nbsp;proposed overall built form has been designed to complement the scale, intensity and protect the adjacent amenity and surrounding streets through the use of varied setbacks, site cover and architectural elements.</p>

<p>Designed by <a href="https://www.apartments.com.au/architects/dbi">DBI</a>, the development will comprise 275 apartments across the two towers, including a mix of two-, three-, and four-bedroom residences, as well as several penthouses. The apartments will sit above a landscaped podium featuring more than 90 metres of beachfront pool frontage, private resident lawns, lounges, and wellness spaces.</p>

<p>DBI said the design draws heavily from the movement and form of the coastal environment, with curving balcony lines and sculpted façades intended to soften the scale of the towers while maximising ocean outlooks and passive shading outcomes.</p>

<p>“The project occupies a rare, uninterrupted oceanfront site and has been shaped by a design philosophy that merges architectural elegance with environmental responsiveness and a carefully curated lifestyle experience,” DBI said in planning documents submitted to the Gold Coast City Council.</p>

<p>The most distinctive element of the approved project is the skybridge linking the two towers at level 45. The elevated communal space is planned to include executive lounges, formal dining areas, wellness facilities, and panoramic ocean-facing outlooks.</p>

<p>“The skybridge enhances the identity of the development, promotes social interaction, and delivers a lifestyle experience not found elsewhere on the Gold Coast,” DBI said.</p>

<p>At podium level, residents will have access to a suite of resort-style amenities, including resident lounges, private dining rooms, a yoga lawn, gymnasium, plunge pools, and treatment spaces. The beachfront pool has been designed with separate lap, lounge, and children’s areas extending across the width of the site.</p>

<p>The project will also introduce new food and beverage offerings along the Enderley Avenue and Oceanway frontages, contributing additional activation to the beachfront precinct.</p>

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>
</ul>

<p>While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.</p>

<p>The scheme is expected to commence in NSW in late 2025, as part of a national rollout.</p>

<p><span>The valuation firm suggests that in locations across the nation, the downtime delivered by isolation has spurned on owners looking to improve their assets through maintenance and upgrade. </span></p>
<p><span>This month's HTW residential report highlights where renovations are on the rise and the price points and outcomes those markets can expect.</span></p>
<p><span>"At the time of writing there are only 11 active Covid-19 infections in the state, four of those being hospitalised.</span></p>
<p><span>"Restrictions are slowly easing. Real estate agents can hold socially-distanced open homes and auctions," the valuation firm said. </span></p>
<p><span>However it is going to be a while before the island state is open to tourists from the mainland again with the premier saying he will announce in July when we may expect the border restrictions to ease.</span></p>
<p><span>"Onto renovations and our ‘big green’ hardware stores have been the go-to during the last few months," the valuation firm said. </span></p>
<p><span>"Like elsewhere in the country many Taswegians have been working from home (or being out of work at home) and thus have the opportunity to tend to those odd jobs. </span>However we have not seen wide scale larger renovations/extensions." </p>
<p>Builders have reported an increase in the smaller jobs but a decrease in quoting opportunities for those larger capital expenditure projects, the report noted. </p>
<p><span>"Interestingly some Airbnb operators are taking this opportunity to undertake maintenance and upgrading works while their properties are having down time. </span></p>
<p><span>"Initially we did see a rush of these types of properties into the traditional rental market. This transition has now slowed with owners now choosing to undertake maintenance and wait it out," the valuation firm said. </span></p>

<p>"Perhaps the talk that the State Government is going to raise the FHG from the current $20,000 to $40,000 is the incentive this buying segment needs to keep their powder dry for the moment!" </p>

<p>Anecdotal evidence suggests that the supply of new stock being brought to Townsville market remains low as potential sellers hold off listing properties in the current environment, according to the latest Herron Todd White (HTW) residential report. </p>
<p>The valuation firm suggests that in locations across the nation, the downtime delivered by isolation has spurned on owners looking to improve their assets through maintenance and upgrade. This month's HTW residential report highlights where renovations are on the rise and the price points and outcomes those markets can expect.</p>

<p>"We are continuing to see sales occur, albeit at lower volumes compared to pre-COVID-19 and to date value levels appear to be holding," the valuation firm said. </p>
<p><span>The report states over the past 12 months there has been a noticeable increase in the number of house flippers in the market, typically operating within the five to eight kilometre radius of the city centre in suburbs such as Railway Estate, Currajong and Gulliver.</span></p>
<p><span> The buy in price for homes with renovation potential in these areas is typically in the low $200,000s with end values created in the high $200,000s to mid </span>$300,000s depending on the extent and quality of the works undertaken.</p>

<p><span>"The rise in popularity of lifestyle home renovation shows such as House Rules and The Block are also contributing to the increase in renovation projects being undertaken by home owners," the </span>valuation firm said.</p>
<p>The reason behind this increase could be contributed in part to the change-over cost from their current home to an upgraded property, the report suggested. </p>
<p>Furthermore, location seems to be a factor in the decision to renovate. Owners not wanting to take a gamble on location by moving are opting to stay where they are and renovate to accommodate their changing circumstances.</p>
<p>"Apart from upgrades to kitchens and bathrooms, we are seeing decks and outdoor living spaces added and house extensions to create more living space and utility," the valuation firm said. </p>
<p><span>"The renovator market is likely to continue tracking on its current course during 2020 with the cost of borrowing remaining low and a preference from buyers at this time for renovated properties requiring little work with the age old saying of 'I’d rather be opening a can of beer (or bottle of wine), than a can of paint' ringing true," the valuation firm said. </span></p>
<p><span>A renovated Queenslander cottage in South Townsville has recently been sold for $330,000.</span></p>

Townsville renovators prefer properties requiring little work: HTW residential

<p>The supply of housing stock on the Hervey Bay residential market has dropped considerably, however demand remains steady with some contracts considered to be at the upper end of market parameters, according to the latest Herron Todd White (HTW) residential report. </p>
<p>The valuation firm suggests that in locations across the nation, the downtime delivered by isolation has spurned on owners looking to improve their assets through maintenance and upgrade. This month's HTW residential report highlights where renovations are on the rise and the price points and outcomes those markets can expect.</p>
<p>The report notes the Fraser Coast has slowly started to come alive again since the lifting of the first stage of restrictions, with day trips now permitted to Fraser Island. </p>
<p>Small cafes have reopened at this stage, with some larger establishments only offering take away meals and bottle shop drive through service.</p>
<p>Some retail outlets which appear to be doing quite well in these tough times include the local fishing supply store, office supplies and printer refills due to so many working from home.</p>
<p>"Queensland Health reports that the Wide Bay had a total of 24 cases of COVID-19 with 24 now recovered and no active cases, which is very encouraging for the region. We look forward to stage two in June when caravan parks and camping will be permitted once more," the valuation firm said. </p>

<p><span>The vacancy rate for rentals remains low with rents stable. Property values are also stable, with no noted change across any price point, the HTW report noted. </span></p>
<p><span>"Renovations have slowed over the past few months on the Fraser Coast as consumers appear to be conserving their dollars and energy.</span></p>
<p><span>Local builders have reported that the demand for new owner- occupier homes remains consistent with locals providing enough work for the rest of the year. Work in the construction industry has continued throughout the crisis which has been sobering for regional employment," the valuation firm said. </span></p>
<p><span>A fully renovated home in Eli Waters has recently been sold for $155,000.</span></p>

Hervey Bay renovation activities slow down: HTW residential

<p>The stated purpose of the Morrison government’s HomeBuilder program is to stimulate the economy and create construction jobs during the COVID-19 pandemic.</p>
<p>Our research shows home improvements could do much more than just add capital value and a spare room. They can also restore or maintain a person’s ability to live independently – whether they are older, have a disability, are unwell or have been injured.</p>
<p>In other words, these home improvements could transform life for any one of us at some point in our lives. They greatly improve people’s well-being and reduce dependence on carers. This affects a great many people – including <a href="https://www.aihw.gov.au/reports/australias-welfare/aged-care" target="_blank">nearly a million</a>who receive some form of aged care in their own home.</p>

<p>Our study of 157 people receiving community care found home modifications reduced the overall hours of care they required by 42%. Their quality of life (measured as <a href="https://www.cdc.gov/hrqol/concept.htm" target="_blank">health-related quality of life</a>) improved by 40%.</p>
<p>By reducing care needs and costs, and increasing independence and well-being, home modifications lead to a multitude of government, community and personal benefits. These include lowering the risk of COVID-19 transmission that providing and receiving personal care entails.</p>
<h2>What do home modifications involve?</h2>
<p><a href="https://www.ndis.gov.au/participants/home-equipment-and-supports/home-modifications-explained" target="_blank">Home modifications</a> specifically help residents to live safely and independently in their own homes.</p>
<p>The range of possible renovations is diverse, so costs vary widely. Minor modifications might be installing a grab rail in a bathroom to aid stability, or levelling a step at a front door. A major modification could install a ramp or a lift, widen door frames or provide a new bathroom.</p>
<p>Modifications must be tailored to individual needs, as no “one size fits all” – just like every home renovation.</p>
<h2>Enabling greater independence for longer</h2>
<p>My research measures how home modifications directly influence the amount of care needed to live, and continue living, at home.</p>
<p>The study included 157 Australians aged from 15 to 92 who received community care. Some had arthritis, cancer or a motorcycle injury. Others were born with a disability. All required care in their home.</p>
<p>Hours of care for participants (most of it unpaid care by family and friends) were compared before and after home modifications. The changes liberated them. Home modifications reduced or eliminated their need for help, restored their confidence in caring for themselves and reduced carer stress.</p>
<p>As people’s confidence grew, they were happier to venture out into the broader community. Importantly, relationships improved.</p>
<h2>Stories of lives transformed</h2>
<p>Simple home modifications meant David* no longer had to help his mother shower as she could safely do that herself. His mother was saved the embarrassment of her son being involved in what is normally a private activity. Instead, they could enjoy each other’s company with regular activities like shopping and having afternoon tea together.</p>
<p>Ravi* had a spinal injury as a result of an accident. He was glad to be back at home but was sleeping in a converted sunroom at street level because he couldn’t get to his bedroom upstairs. The only bathroom for showering was a small ensuite, up three stairs.</p>
<p><span class="caption">The house was not suitable for a wheelchair, so his wife had to help him get around their home. The effort required to take care of basic daily living activities left them too exhausted to even think about going out.</span></p>
<p>An accessible bathroom with a hand-held shower was installed, as well as a ramp at the home entrance. Not only was Ravi able to shower independently again, but he and his wife also regained their energy and interest in going out. He attributed home modifications to enabling them to go to the movies and a restaurant for the first time in the three years after the accident.</p>

<p>Genevieve* needed to go to the toilet often at night, but was unsteady on her feet. She had to wake her husband to escort her safely to the bathroom. Installing handrails from the bedroom to the bathroom, as well as reconfiguring the bathroom, meant she could safely take herself to the toilet at night.</p>
<p>Now that he was getting a good night’s sleep, her husband also expressed relief that he was able to continue his full-time job – he had thought he would have to give it up.</p>
<h2>People regain choice about where they live</h2>
<p>The design of a house can be the single reason that forces a person into an aged care home. A bathroom, kitchen, entrance and exit, as well as how rooms connect, can all dictate whether a person lives independently in later life.</p>
<p>Research shows how home modifications reduce fall risks. Think about an older bathroom where the shower has a hob or is over a bath. Such features commonly lead to falls, which can dramatically shorten lives or send us straight from hospital into residential aged care.</p>
<p>Of all the home modifications, my research showed those in the bathroom were most central to reducing dependence on others. They provided the freedom to shower and use the toilet without help.</p>

<p>For example, Heath* was 72 with a few overlapping health conditions. He had lost confidence using his shower and toilet on his own. His daughter, who lived five hours’ drive away, was convinced he would fall if he remained at home.</p>
<p>But Heath didn’t want someone coming in to help him shower. He absolutely did not want to go into a nursing home. Home modifications meant he could sit while showering independently and use grab rails to get in and out safely.</p>

<h2>Modifications protect lives in a pandemic</h2>
<p>The ability to take care of our own bathroom needs during a pandemic is particularly critical. The close proximity required to <a href="https://www.health.gov.au/news/health-alerts/novel-coronavirus-2019-ncov-health-alert/advice-for-people-at-risk-of-coronavirus-covid-19/coronavirus-covid-19-advice-for-people-in-aged-care-facilities" target="_blank">receive</a> and <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2020-05-27/disability-workers-caring-for-coronavirus-patients-want-pay-rise/12286278" target="_blank">provide</a> care has been well documented. Who knows how much home modifications have helped to curb the spread of COVID-19 to people most vulnerable to it?</p>
<p>Australia is managing a pandemic while <a href="https://www.ndis.gov.au/understanding/ndis-each-state" target="_blank">rolling out the National Disability Insurance Scheme</a> (NDIS) and <a href="https://agedcare.royalcommission.gov.au/" target="_blank">reforming aged care</a> in the context of a <a href="https://theconversation.com/census-2016-reveals-australia-is-becoming-much-more-diverse-but-can-we-trust-the-data-79835" target="_blank">diverse</a> and <a href="https://www.abs.gov.au/ausstats/abs@.nsf/0/1CD2B1952AFC5E7ACA257298000F2E76?OpenDocument" target="_blank">ageing</a> population.</p>
<p>This research into home modifications highlights why renovations could be so much more than a new pool, kitchen island or cinema room. The government has a golden opportunity to reform HomeBuilder and encourage take-up of grants for home modifications. It would be a win for both tradies and the many Australians who may need help to stay at home.</p>

<p>To echo a similar sentiment to last month’s Month in Review, the Northern Territory is the safest place in the country, according to the June Herron Todd White (HTW) residential report. </p>
<p>The valuation firm suggests that in locations across the nation, the downtime delivered by isolation has spurned on owners looking to improve their assets through maintenance and upgrade. This month's HTW residential report highlights where renovations are on the rise and the price points and outcomes those markets can expect.</p>
<p><span>"Our Chief Minister, Michael Gunner, is quotes as saying that the Northern Territory is now 'the envy of the country' and for good reason," the valuation firm sai.d </span></p>
<p><span>"Firstly, only two new COVID-19 cases this month, both of whom were diagnosed while overseas and then returned home to Darwin, taking our total to 30. </span></p>
<p>"Apart from the two recent cases who should both make a full recovery very soon, we still have no community transmission anywhere across the Northern Territory (source: Natasha Fyles, Health Minister, Northern Territory Government), a statistic championed to and throughout our community," the valuation firm said. </p>
<p><span>On the back of this, the Northern Territory government has implemented its ground-breaking road map to the new normal (source: Secure NT) that was released on 30 April. This road map allows a slow but safe return to some normalcy across the Territory not only from a health and safety but an economic point of view.</span></p>
<p><span>Stage 2 was the most recent change on 15 May which saw pubs, clubs, gyms, some indoor gatherings, museums, open homes and inspections and other businesses of the like re-open, with </span>an expected 1,500 people returning to work immediately (source: NT News). This was a welcome relief, not only as people enjoy the social interaction (from a safe distance) but also in getting the economic wheels to start turning.</p>

<p><span>"As we start to see the easing of restrictions, how will this factor into the property market?</span></p>
<p><span>"In short, we are seeing a reduction in sales volumes, combined with a reduction in listings," the valuation firm said. </span></p>
<p><span>The March 2020 quarter saw volumes fall by 27 per cent (source: REINT magazine), however as this data is captured pre-COVID-19, the June quarter will show a clearer picture as to the full effects of the virus and its impact.</span></p>
<p><span>"Commentary in the market is echoing last month’s view of a wait and see approach as we wade through the pandemic.</span></p>
<p><span>"With the return of open homes part of the easing of restrictions, </span>hope remains that we may see an increase in transactions in the market," the valuation firm said. </p>

<p><span>One positive that has come from the virus is the rise in renovations and the associated wider reaching benefits of this, the report noted. </span></p>
<p><span>A major factor in the Northern Territory has been the release of the Home Improvement Scheme. This scheme saw an initial $30 million of funding allocated to home and also business improvements where the government will give a voucher worth $4,000 if owners contribute at least $1,000 of their own money, or a voucher worth $6,000 if they contribute at least $2,000 of their own money with </span>the idea being to get screwdriver ready projects out the door.</p>
<p>The scope of possible works that could be done is quite varied and only needs to be completed by someone who is a licenced trade, not related to the recipient of the grant (source: business recovery.nt.gov.au).</p>

<p><span>The report suggests the uptake on this was enormous. Funding was pushed out to $100 million by the Northern Territory government with the idea of getting 20,000 applications and work to be undertaken over the next six to nine months, a great incentive for not only home improvements but a kick starter for trades and services.</span></p>
<p><span>Another great positive in this scheme is that investors can also benefit, the government making it clear from the onset that investors who own a home and are a resident in the Northern Territory could also benefit.</span></p>
<p><span>Speaking with local agents, renovated homes continue to draw good enquiry and with the easing of open home restrictions, this will only improve. </span></p>
<p><span>Uptake of the scheme has also been varied, with homes in all areas and wide ranging price brackets taking up the opportunity to renovate and improve.</span></p>

<p><span>Speaking locally, the preferred established locations are our northern suburbs, the report noted. </span></p>
<p><span>Being in a tropical climate with proximity to the beach, preferences lean towards larger outdoor living areas or the added benefit of a pool.</span></p>

<p><span>With the added benefit of a pool and larger entertaining area, this renovated home sold for $585,000.</span></p>
<p><span>Compare this with properties without the pool or entertaining area that are currently for sale for anywhere up to $100,000 less in some locations.</span></p>
<p><span>There are however some minor drawbacks of the scheme. Any property owned in a trust or company name cannot apply and if a property is owned in joint names, one grant will be applied to both owners. </span>Some works are excluded such as solar panels and works on a do-it-yourself basis.</p>
<p>"While these may frustrate some owners, we see great overall benefits for this scheme, not just for economic restart but the revitalisation of property in the Northern Territory as a whole," the valuation firm said. </p>
<p><span>"Where to from here? As said in previous reviews, the matter of COVID-19 is still very much in the wait-and-see position. </span>The Northern Territory has been tremendous in flattening the curve and we are now beginning to see the easing of restrictions as a result of the swift action taken.</p>
<p><span>"What does that mean for the property market?If we can continue on the current trajectory, with social distancing and also avoiding the second wave, we may see confidence return much sooner than expected with local sentiment already beginning to turn." </span></p>
