DesignBUILD is returning for its 32nd year from Wednesday 2 to Friday 4 May, with a central theme of ‘it’s all in the detail’, featuring a trade exhibition that will showcase service providers such as PowerHouse prefabricated homes, Wattyl Paint and Swiss Krono Group, to name a few.

Alongside the trade exhibition are two paid speaker and education programs, curated to cover the themes of industry compliance, sustainability and innovation, including panel discussions on topics such as build to rent, property resale and commercial buildings of the future.

Keynote speakers Michael McCormack (Milieu Property Group), Robert Simeoni (Robert Simeoni Architects) and Simon Knott (BKK Architects) will be joining the town planners and design panel to discuss how the growth of Melbourne as an international city depends on a successful working relationship between developers, architects and town planners.

Alongside the speaker program, DesignBUILD’s ‘Incubator’ is a creative pavilion at the trade show that champions innovative thinkers and gives them a proven, commercial platform to launch their inventions.

In another project, DesignBUILD’s RAW allows university students from architecture and design disciplines to experience the full tender and construction process as they compete to have their designs built as key feature areas on the show floor.

Speaking to Apartments.com.au last month, conference director Pia Argiratos stated that one of the key outcomes for the conference was to stimulate big picture thinking, but also give pragmatic information that visitors can use in their next project.

We talk about how the design of a building can influence the wellbeing of people who live and work there, and what our communities might need from buildings in the future. DesignBUILD2018 kicks off next week and "It's all in the detail"

The Victorian Civil and Administrative Tribunal (VCAT) has approved ICON Developments' 600 Church Street commercial office development in Cremorne's growing technology precinct, dubbed 'Silicon Valley.'

Designed by Wood Marsh, 600 Church Street is set to become a prominent, architecturally designed commercial office building that will contribute to Cremorne’s existing industrial context and enhance the streetscape.

ICON worked collaboratively with both project architects Wood Marsh and the City of Yarra to refine the final design and ensure it provides a unique offering for businesses looking to relocate into the fast-growing design and technology precinct.

The approved development will include 5,264 sqm of office space and 535 sqm of retail space over eight levels topped off with a landscaped rooftop terrace, in addition to 71 car spaces, 100 bicycle parks and extensive end of trip facilities located within three levels of basement car parking.

The lure for prospective 600 Church Street tenants is the opportunity to join the thriving creative, retail and technology companies that have based themselves in Cremorne which is fast becoming one of Melbourne’s most attractive commercial markets.

We worked closely with Wood Marsh and the City of Yarra before submitting the development application in June 2017. From here, we further refined the design based on community feedback and subsequently approval was granted from VCAT on 17 April 2018.

City fringe locations like Cremorne continue to attract significant interest from occupiers who would’ve previously only looked at CBD office space, making it one of the strongest performing office markets in Victoria.

With all the existing amenity including some of Melbourne’s best cafés and retail strips, public transport and parks, it’s easy to see why many businesses are making the change.

Demolition of the existing building on site is already in full swing, with the construction of the new development anticipated to commence in June 2018, with a target completion date of  Q4 2019.

ICON and Wood Marsh combine for 600 Church Street

As covered by Urban.com.au last week, the third discussion paper which forms part of the City of Melbourne's Transport Refresh Strategy has been released. Covering the topic of Transport, the discussion paper highlights a number of key projects to ensure Melbourne doesn't become a victim of its own success.

The Transport Refresh Strategy's discussion paper on Melbourne's Public Transport Network has identified Melbourne Metro 2 as the highest priority transport project, supported by both Infrastructure Victoria and the Rail Network Development Plan.

Melbourne Metro 2 would see a new rail tunnel proposed to link Newport to Clifton Hill via Fishermans Bend with interchange to City Loop services at Southern Cross and Melbourne Metro 1 at Parkville Station.

This should be the highest priority major transport project for Victoria. The project was identified as a priority by Infrastructure Victoria and the Rail Network Development Plan.

The Melbourne Metro Rail Authority is in place with the skills and knowledge to deliver this project.

If planning commenced in 2018, Melbourne Metro 2 construction could begin prior to finishing Metro 1.

The vision for Fishermans Bend will not be realised without Melbourne Metro 2 to enable the transition to a world class urban renewal area.

Further to this, the City of Melbourne has identified a Melbourne Metro 3 which connect Melbourne Airport to Ringwood also traveling via Southern Cross Station. This is on the back of the Federal Government's $5b commitment to delivering a rail link to the airport.

And if as Daniel Andrews says that planning on an airport link would be well advanced by the time Metro 1 is completed it would make sense that the station would be future proofed to allow for both projects, with a new station box likely required to service these new lines. This would be similar to what's happening at Parkville and North Melbourne (formerly Arden) stations.

The next major transport project for further investigation, Melbourne Metro 3 would supplement a regional airport rail connection and open up urban renewal opportunities in the north-west. It will further increase capacity of the rail network and provide for convenient car-free cross city journeys.

Image : City of Melbourne</figcaption></figure>What these two potential projects highlight and reinforce is Southern Cross' role within Melbourne's transport network is about to take on even greater importance, possibly becoming Melbourne's busiest station in the process.

The station is already the juncture of a number of key modes of transport in addition to servicing both the Melbourne CBD and the Docklands Precinct, and with the recent announcement of <a href="/news/etihad-stadiums-redevelopment-to-improve-links-to-cbd-and-victoria-harbour">Etihad Stadium's redevelopment</a>, there is an opportunity to master plan not just the station but the entire precinct into a large transport node with improved connections from the station to its surrounds and safer interchange between modes particularly during peak times.

This could be achieved by closing off Spencer Street between Collins and Lonsdale Streets as discussed in <a href="/expert-insights/buying/city-of-melbournes-transport-strategy-refresh-its-time-to-walk-the-walk">last week's article</a> on improving the walkability of the CBD.

What it also highlights (Alastair and I briefly discussed it on <a href="/guides/weekly-podcast-episode-10-rowville-light-rail-and-melbourne-airport-rail-link">Episode 10 of the weekly podcast </a>) is the urgency to deliver at the very least Melbourne Metro 2 and the framework for Metro 3 post completion of Metro 1, utilising the knowledge and skills developed during the project to deliver the next stage and beyond. 

The Napthine Government's Melbourne Rail Link alignment included new metro platforms at South Yarra, with stations at Domain, Montague within Fishermans Bend, a new station box at Southern Cross, and station at Melbourne Airport so some of the ground work has already been done. 

It's also worth remembering that Southern Cross's redevelopment earlier this century was always done with an eye to the future and the station was always envisioned as the departure point to the airport, with material produced during the redevelopment describing how a visitor or local would drop their baggage off at the station and catch a train to the airport.

Already a coach terminal, underneath the Spencer Outlet shopping complex accommodates both Skybus Super Shuttle services to Melbourne Airport and Sunbus Shuttle services to Avalon Airport and there is scope to improve these facilities in the short term but they alone will not be adequate.

If Melbourne is serious about becoming a liveable global city with a world-class transport network it needs to provide the infrastructure for it to happen, it can't rest on its laurels post Metro 1 and City of Melbourne's Transport Strategy Refresh is a good start.

The State Government committing to Melbourne Metro 2 would provide the development industry and existing community in Fishermans Bend with confidence in the urban renewal precinct, acting as a catalyst for development similar to North Melbourne Station and the Arden precinct. 

Docklands wouldn't have developed or attracted the commercial tenants it has, had it not been for Southern Cross Station sitting at its doorstep.

A topic which rears its head at least once a year is the decking of the Jolimont railyards as a means of providing a stronger connection between the Melbourne CBD and the Yarra River, while adding to the city's open space network.

Announced during last week's sporting investment by the State Government was a $1b proposal to deck the rail corridor between the MCG and Melbourne Park, and unite the two halves of Melbourne's Sporting Precinct.

The feasibility study - which investigated a range of options for how this might be achieved - was initiated and funded by the Melbourne Cricket Club and the MCG Trust as part of a strategy to address safety and security concerns. However, during extensive consultation with multiple key stakeholders ultimately evolved into a study for a range of development options within the precinct. 
The study has been tabled with the Victorian Government for consideration as they assess the future vision of Melbourne and the sporting precinct, but at this point in time no funding has been requested, according to the MCG Trust. 
Among the concepts being considered as part of a two-stage proposal are:

<ul>
<li>Elevated pedestrian paths stretching from the MCG to Richmond Station, designed to separate pedestrians and vehicles, and to improve traffic flows.</li>
	<li>Decking of the railway tracks between the MCG and Melbourne and Olympic Park, with open space able to be utilised for live sites and event activation.</li>
	<li>Creation of new public open space, parkland and other facilities to service the precinct.</li>

The development, if it were to proceed, would unite the two halves of the sporting precinct, currently divided by the Jolimont rail corridor, to enable greater utilisation of the precinct, attract more and better events to Melbourne and continue to generate a public legacy for the city well into the future.

If indeed the project proceeds within the next decade as envisioned, options should be explored for the remainder of the Jolimont rail corridor from the MCG through to Fed Square. During its tenure, the former Napthine Government invited interested parties to submit proposals for what is known as Fed Square East, which was eventually abandoned under the Andrews Government.

The Fed Square East site comprises a total of 3.3 hectares, with approximately 2.3 hectares located above rail lines and one hectare largely used for car parking. It is bounded by Federation Square/Russell Street to the west, Flinders Street to the north, Batman Avenue to the east and Birrarung Marr to the south.

The successful proponent's scheme would effectively replace another design conceived by LAB Architecture and OCULUS Landscape Architecture and Urban Design for a key piece of public infrastructure, with vital open space and an extension of Fed Square.

Image: OCULUS</figcaption></figure>Due to the complexities of decking over the live rail corridor, private investment was sought by the Napthine Government for what would otherwise be a costly exercise for any Government to undertake. As such intense development was expected with the balance of the site dedicated to the public realm with the potential for high-rise commercial and residential towers and development extending beyond Batman Avenue down to the Sporting precinct.

The now-adopted C270 amendment within the Capital City Zone effectively renders any such plan redundant, with building heights capped due to overshadowing controls for Birrarung Marr meaning any significant and intensive high-rise development would need to occur east of Batman Avenue and along the southern edge of Flinders/Wellington Streets.

Keep an eye out for a future Apartments.com.au that will look at a study for the rail corridor between Fed Square and the MCG.

MCG's decking proposal could be the catalyst for Fed Square East?

The City of Melbourne's Boyd Park concept plan is a step closer to being realised with Melbourne City Council via its Future (Planning) Committee forum, endorsing the scheme and resolving to issue a Planning Permit.

To facilitate the project, demolition of the former school building fronting Balston Street will need to occur allowing Council to upgrade the landscaping and expand the existing Boyd Community Hub into Kavanagh Street. 

The structure is not included in the Heritage Overlay or classified on the Victorian Heritage Register, with the landscaping works proposed along City Road frontage exempted by Heritage Victoria.

The endorsed scheme has been prepared by the Council’s City Design Studio which in tandem with the Open Space Planning Team have undertaken extensive community consultations regarding the expansion and improvement of the park since October 2014.

Demolition of the old classroom building is due to commence next month with the construction of the park slated for August/September 2018.

Southbank's Boyd Park moves a step closer

A 17-storey student housing building at 500 Swanston Street is off to VCAT after the applicant, Journal Property Limited, decided to appeal the matter after City of Melbourne council failed to make a decision within the requisite 60 statutory days.

During its meeting on Tuesday night, the City of Melbourne's Future Melbourne (Planning) Committee resolved that it would have issued a permit subject to conditions, had the appeal to VCAT not been made.

These conditions would have included a reduction in height of two levels taking the overall height down to 15-storeys or approximately 51.5m, which according to Council planners would provide a better transition between Upper House to the north (17-storeys), Arrow on Swanston Street to the south (12-storeys) and The Eminence (15-storeys) to the north-east.

Image: Metier3 Town Planning documentation</figcaption></figure>This would reinforce Upper House's prominence on the corner and ensure that the proposed tower is not as prominent when viewed from Swanston Street, argues Council. Additionally, Council would have required levels 11 and above to be reconfigured to increase the setbacks from the southern boundary reducing their dominance and bulk further.

Increasing the setbacks will also improve internal amenity for student accommodation modules and improve the external amenity impacts by creating a greater separation from surrounding residential properties.

Council's planners provided their appraisal based on plans prepared by Metier3 in November 2017, which were subsequently amended in March 2018 with the following changes:

<ul>
<li>Deletion of levels 15 and 16 to reduce the overall building height by two levels to 15 storeys;</li>
	<li>Increased setback of Building D upper levels (11-14) from the south boundary to provide a 9m setback from the Arrow building, as well as reducing the overhang to allow more natural daylight to lower levels of accommodation;</li>
	<li>Introduction of light wells to Building D upper levels (11-14) to allow for improved natural light and ventilation to hallways on levels 11 to 14;</li>
	<li>The removal of rooms to allow for two additional windows per level to improve natural light and ventilation to hallways in Upper Mezzanine to level 10;</li>
	<li>Deletion of all 13 rooms in the lower mezzanine to remove all rooms with restricted daylight access. Part office and communal areas relocated to this space allowing for the deletion of basement.</li>
	<li>Introduction of four rooms to ground floor. Two twin share rooms added to ground floor made possible as result of the consolidated office space spread across two levels. Rooms were introduced to offset 13 rooms deleted from lower mezzanine below as these four rooms have adequate access to natural daylight;</li>
	<li>Deletion of basement;</li>
	<li>Deletion of east-west facing windows on northern boundary;</li>

500 Swanston Street off to VCAT - City of Melbourne provides conditional support

Just over a week ago the City of Melbourne released the first two discussion papers as part of its <a href="https://participate.melbourne.vic.gov.au/transportstrategy">Transport Strategy Refresh</a>. These focused on the themes of 'Walking' and 'City Space' with Apartments.com.au providing commentary via <a href="/news/city-of-melbournes-transport-strategy-refresh-should-it-not-apply-to-other-municipalities">this article</a> and during <a href="/guides/weekly-podcast-episode-10-rowville-light-rail-and-melbourne-airport-rail-link">Episode 10 of the Weekly podcast. </a>

The ambitious plan will look to examples from abroad such as Barcelona's proposed "superblock" strategy which creates a series of small neighbourhoods around which traffic will circulate around the perimeter, and in which road space within the interior will be re-purposed into shared public spaces.

The Superblock strategy will commence with the famous gridded neighbourhood of Eixample where a superblock will comprise nine existing blocks of the grid, in a 3 x 3 formation. Vehicular traffic will then be restricted to just the roads bounding the superblock, and they will only be allowed in the streets in between if they are residents or providing local businesses, and at a greatly reduced speed of 10km/h.

The NYC Department of Transport's (DOT) “Green Light for Midtown” pilot project in 2009 paved the way (pun intended) for the Times Square Reconstruction project, enabling temporary paving and street furniture to close Broadway to vehicular traffic between 42nd and 47th Streets.

This initiative originally intended to improve safety and alleviate traffic conditions but the pilot project's success led to NYC DOT permanently reconsidering the function and layout of Times Square via a three-pronged approach that would upgrade critical utility infrastructure, provide event infrastructure for new and expanded public events, and permanently adopt the temporary improvements that were piloted in 2009.

Image: NYC DOT</figcaption></figure>London too is getting in on the action with plans to pedestrianise large parts of Oxford Street announced last November, with a target date of the end of this year. The plan aims to improve air quality and congestion in the city and is the first of three phases which will transform Oxford Street, to be followed by the stretch between Oxford Circus and Tottenham Court Road and then between Marble Arch and Orchard Street.

All east-west traffic will be stopped but some north-south routes will be maintained, according to the plans. More than four million people visit Oxford Street each week.

In Melbourne, the largest barrier is changing people's attitudes and reliance on travelling into the city via private vehicle. Part of addressing this lies in providing an efficient and reliable public transport system which offers an alternative to the car. Likewise providing safe and walkable city streets which encourage people to walk short distances and dedicated bicycle lanes for cyclists is critical to ensuring a quality public realm.

Melbourne Metro will go some way to addressing some of the issues, however significant bottlenecks exist for pedestrians in and around Southern Cross Station and Flinders Street Station, in morning and evening peak, which is exacerbated when events are on at Etihad Stadium or within Fed Square. 

The recently announced redevelopment of <a href="/news/etihad-stadiums-redevelopment-to-improve-links-to-cbd-and-victoria-harbour">Etihad Stadium</a> and the delivery of the <a href="/news/federal-government-wants-to-tip-5-billion-into-a-melbourne-airport-rail-link">Melbourne Airport Rail Link (MARL)</a> in the next 5-10 years and potential for Metro 2.0 to converge at Southern Cross Station will further reinforce its role as a key interchange node and so providing a safe environment surrounding the station is critical.

Notionally applying Barcelona's "Superblock" approach results in something which looks like this:

Fundamental to this is understanding and defining the roles and hierarchies of the streets - what is their purpose and how best to manage access and movement for delivery, emergency services, taxis and people with impaired mobility?

Limiting north-south vehicular movement as much as possible allows for improved and safer interchange between heavy and light rail at the city's stations and more pedestrian-focused streets adjacent to the stations.

Additionally, this would create more pedestrian streets with good solar access during the middle of the day. With the CBD short on open space and site acquisition to provide open space costly, the street network offers a potential solution.

One possible outcome might be something like this:

City of Melbourne's Transport Strategy refresh. It's time to walk the walk

Late last week the State Government and the AFL announced a $225m allocation in the 2018/19 budget that will facilitate a major redevelopment of the Etihad Stadium Sporting and Entertainment Precinct.

This forms part of a $500m package to retain the AFL Grand Final at the MCG for the next 40 years, support grassroots football and the growing women's competitions through upgrades to local community grounds and suburban stadiums.

The Etihad Stadium upgrade will deliver upgrades for rectangular sports like soccer and rugby, improve women's change facilities and guarantees access for other codes and major events. Developed over the last two-years, the redevelopment will see AFL House demolished and replaced with a multi-storey building with improved connections to the waterfront and surrounding precinct.

The plans will be further developed and refined over the next 12-18 months, according to the AFL with works not likely to commence until 2020.

Originally breaking the story on the Footy Show, host and Collingwood President Eddie McGuire spoke about the desire to better integrate the stadium with the Docklands precinct and improve connections for visitors arriving from Southern Cross Station, with the possibility that not only would the works encapsulate AFL House but also Channel 7's digital studios.

The details of this have yet to be confirmed.

Unlike most stadiums around the world, Etihad Stadium (originally Colonial Stadium) was always envisaged as an urban stadium acting as a catalyst for the redevelopment of the former docks, with its four 'corners' eventually developing over time to fill out and assist in achieving the vision for a 24/7 precinct. 

It can be argued that the Stadium Precinct hasn't quite reached its true potential with opportunity for the stadium itself to offer more on non-event days and contribute to the activity and liveliness of the area.

Development of the remaining two parcels will go some way to improving and contributing to the area, with developments by AZX Group and Salta Properties injecting further residential and hotel program into the precinct at their 685 and 695 LaTrobe Street sites.

Etihad Stadium's redevelopment to improve links to CBD and Victoria Harbour

Ballarat’s $100 million GovHub building has been given the green light, with the Minister for Planning Minister Richard Wynne awarding planning approval for the development, which will transform the Civic Hall site and house up to 1,000 government employees.

Located in the centre of Ballarat's CBD, GovHub will promote growth in the local economy, following the Victorian Government’s $47.8 million investment in the project.

Development Victoria in partnership with Regional Development Victoria undertook consultation with the community late last year including focus groups and the GovHub design launch event.  The feedback received was positive with the community showing overwhelming support for the project.

John Wardle Architects' design for GovHub includes an active ground floor space, incorporating the bricks and masonry theme of the Civic Hall precinct, a reconstructed lower hall space for multi-purpose use, a glass conservatory linking the Civic Hall to the GovHub, five storeys of office space with a visual connection to the Ballarat CBD and basement car parking.

The new building respects and responds to the scale and form of the neighbouring civic buildings. The design orchestrates the internal program, by drawing collaborative activities to the façade of the building and thereby revealing the work of those serving the community to the passing public. The intention is to heighten the sense of openness between the local community and government.

The new brick and masonry connects the ground plane with the Civic Hall and entwines the stories of old and new. Brick chambers at ground level provide a tactile, engaging presence to house retail and office activities. The external metal cladding system above ground controls heat load through the outer skin with its pattern of integrated windows.

Ballarat's GovHub approved

JSK Group recently celebrated the 'topping out' of its Union Tower residential project at 296-300 Little Lonsdale Street at a ceremony attended by its project partners PDS Group, Watpac and RotheLowman.

The $45m project which comprises 165 apartments across 35 levels and has been designed by architects RotheLowman, represents JSK Group's first Australian development.

In light of the project's success, JSK Group plans to accelerate its investment into the Australian property market by expanding its portfolio nationally. According to JSK Group this is in response to growing demand from buyers from Asia, who are increasingly shifting their focus away from European markets to Australian shores.

The development posed a number of logistical challenges for the project team, not least of which is the 400 sqm site's constrained footprint impacting on the ability to access to the site for the delivery and transport of materials, and mobility of construction vehicles and machinery within a busy city environment.

With the topping out ceremony done and dusted project manager PDS Group's attention turns towards the pending completion of construction and settling the apartments, which are now 100% sold.

Union Tower joins the nearby 399 Little Lonsdale Street, which is nearing completion and will inject 478 3 and 4 star hotel rooms for Ibis and Novotel respectively, into an area that has seen intense development activity over the last 5 years.

Union Tower the latest project to top out

<a href="https://www.apartments.com.au/developers/sunland-group">Sunland Group</a> has officially lodged plans for its first Gold Coast apartment project since the departure of the Abedian family from the company three years ago, unveiling a new high-rise proposal for a prominent Broadbeach corner site on Old Burleigh Road.

The application was submitted by an entity directed by Tom Jamieson, stepson of longtime Sunland leader Soheil Abedian, and Riaz Rezvanipour, brother-in-law of Sahba Abedian, Soheil’s son.

Sunland acquired the 1,283 sqm site on the corner of Old Burleigh Road and Armrick Avenue for $9.5 million late last year and is now seeking approval for a <a href="https://www.apartments.com.au/new-apartments/99-101-old-burleigh-road-broadbeach-qld-4218">42-storey tower with 81 apartments</a>.

Designed by <a href="https://www.apartments.com.au/architects/contreras-earl-architecture">Contreras Earl Architecture</a>, the proposed tower at 99-101 Old Burleigh Road would deliver a predominantly larger-format apartment mix aimed at the owner-occupier market. Plans include 17 two-bedroom apartments, 55 three-bedroom apartments, and nine four-bedroom residences across 35 residential levels.

The development also incorporates three basement levels, four podium parking levels, two levels of communal recreation facilities, and rooftop plant and equipment. A total of 189 car spaces are proposed, significantly exceeding the 90 spaces required under the planning scheme.

The architecture adopts a sculpted, curvilinear form, with deep wraparound balconies and integrated landscaping intended to soften the tower’s vertical expression. The planning report states the building’s “slender footprint/form provides a complimentary yet varied built form within the local streetscape” and contributes to “a varied, yet ordered skyline.”

Contreras Earl noted in its Architectural Statement that from the early stages, the project addressed a fundamental challenge: how to accommodate the required residential yield while avoiding the conventional model of a tower sitting on a rigid, fully resolved parking podium.

“The most direct response would have been to consolidate parking into a singular, flat podium and extrude a repetitive tower above,” the statement said. “While efficient, this approach would result in a consolidated built form with limited engagement with the surrounding landscape and public realm.”

Instead, the conventional podium model was “deliberately rejected”. The architects described the base of the building as “a landscaped architectural condition where structure, planting and circulation are integrated”.

“Rather than presenting a continuous built mass, the base of the building is articulated through a series of concrete planter elements that organise the podium into a fragmented system,” the statement said. “This approach reduces the perceived bulk of the lower levels while establishing a more permeable interface with the streetscape and adjacent open space.”

The site sits within the High Density Residential Zone and inside the City of Gold Coast’s unrestricted “HX” building height area, where the planning framework anticipates intensified residential development tied to the expanding light rail corridor. The planning report notes the area is undergoing “transition toward more intense development forms” given its proximity to Broadbeach, Surfers Paradise, and high-frequency public transport infrastructure.

Positioned directly opposite Broadbeach Park and within walking distance of Florida Gardens light rail station, the development would sit among a rapidly evolving stretch of Old Burleigh Road that has become one of the Gold Coast’s most active apartment development corridors.

The application joins a growing pipeline of luxury residential projects reshaping Broadbeach, including nearby developments by 5Point Projects, Polycell, and Graya.

The planning report argues the project contributes toward the Gold Coast’s long-term housing targets under the South East Queensland Regional Plan, which forecasts the need for more than 100,000 additional high-rise dwellings across the city by 2046.

First look: Sunland Group returns to Broadbeach new apartment market with new Old Burleigh Road tower plans

The Minns Labor Government has established the new Bays West Delivery Authority to lead the development&nbsp;of the Bays West Precinct and Blackwattle Bay Precinct.&nbsp;

The Authority is charged with creating Sydney’s newest precinct, a thriving, connected, sustainable hub with White Bay Power Station as its cultural heart. Its vision is to build on the area’s natural, cultural and industrial history to shape a vibrant new neighbourhood.

The precinct will deliver up to 8,500 well-located homes, including a minimum of 10 per cent affordable and essential worker homes. Combine new housing with public open space, opening public access to the waterfront for the first time in more than 100 years, while retaining important deep-water facilities to support Sydney’s working harbour.

Located just minutes from the Sydney CBD and connected to a world-class metro, ferry, walking and cycling links, the Bays West precinct will rebalance housing growth towards well-serviced inner-city locations and help tackle the state’s housing crisis.

The Bays West Delivery Authority,&nbsp;an agency of the Department of Planning, Housing and Infrastructure, will report to the NSW Minister for Lands and Property who already has oversight of major precinct renewal projects including at Blackwattle Bay and Barangaroo.

As part of the broader Bays West transformation, the Minns Government recently announced that a proposal from Lendlease to redevelop part of the Bays West Precinct has progressed to Stage 2 of the NSW Government’s unsolicited proposals process.

The Minns Labor Government has also confirmed the Bays West precinct will have a new suburb name. This will be the first major suburb built in close proximity to Sydney’s CBD in decades and will encompass the area currently being referred to as Bays West, including Glebe Island and the White Bay Power Station. Served by a new Metro station just five minutes from the CBD, it will become one of the most populous suburbs in the Inner West and one of Sydney’s premier cultural destinations.

An early works program is taking shape, which&nbsp;includes the first stages of an international design competition.&nbsp;

The aim of the Bays West&nbsp;International&nbsp;Design Competition is to&nbsp;ensure design excellence is embedded in the project from the start. The competition will deliver an&nbsp;urban framework that defines the character, ambition and long-term identity of&nbsp;this&nbsp;former industrial precinct as it transitions to a vibrant, inclusive and sustainable residential&nbsp;neighbourhood.

The competition will be led by the Bays West Delivery Authority in partnership with Government Architect NSW.&nbsp;

It will launch with an invitation for a global Expressions of Interest, before moving to an invitation-only stage that will be assessed by a panel that&nbsp;will provide advice to Cabinet who will select a winner.

Premier of NSW, Chris Minns said the establishment of the new Authority is the first step in transforming the Bays West precinct into a vibrant, livable suburb minutes from the Sydney CBD and two stops from Hunter St Station on the Metro West line.

“The Authority will deliver well-located homes close to the heart of the city and integrate the new precinct with Blackwattle Bay and the new Sydney Fish Market.

“This is a generational opportunity to build a new suburb on the city’s edge and open the harbour foreshore to the public for the first time in a century.”&nbsp;

Minister for Lands and Property Steve Kamper said the new Bays West Delivery Authority established by the Minns Government will turbocharge the development of Sydney’s newest suburb.

“The Authority is working at a record pace to deliver an international design competition, planning pathways and a financial model so that this development benefits Sydney with well-designed homes in a central location, close to public transport, jobs, entertainment and essential services.

“If we want Sydney to stay liveable and affordable, we need to be bold about using underutilised government-owned land to deliver homes for the future while making sure essential working harbour functions can be accommodated.”

Bays West Delivery Authority established to "turbocharge" Sydney’s newest suburb

Around 400 additional homes could be built at Southwark Grounds on Port Road, lifting total site capacity from 1300 to around 1700 dwellings.

A recently approved code amendment would allow apartment towers of up to 14 storeys in some areas of Renewal SA’s redevelopment of the former West End Brewery.

Renewal SA Acting Chief Executive Shane Wingard said he welcomed the code amendment, with the increase in heights and homes making a positive impact on the supply of high-quality, well-connected housing close to the city.

“By going higher across some parts of Southwark Grounds, we are adding a substantial number of very well-located homes with little impact on project delivery time or planned open space,” Mr Wingard said.

Since the project officially launched in 2025, Mr Wingard said more than 12,000 enquiries had been received about living at Southwark Grounds.

“The very strong early interest we’ve seen since homes were first released in the precinct reinforces our plans to create more housing opportunities,” he said.

The Southwark Grounds code amendment was launched in December last year, with community engagement undertaken over five weeks from January.

It proposed increasing maximum building heights from eight to 14 storeys on the eastern section of Southwark Grounds, and to 12 storeys across the remainder of the site, with minimum building heights ranging from two to four storeys.

The code amendment was implemented through an Early Commencement policy in late January, allowing developers to quickly explore the viability of increased height and housing yield while other planning processes continue.

One of the first developers delivering apartment sites have already finalised redesigns to increase the number of apartments following the code amendment.

Samaras’ development adjacent to the future Colonel Light Park is now planning to deliver 125 apartments across 11 storeys, significantly greater than original plans of around 50 apartments across four storeys.

The developer is also exploring the potential for additional affordable housing outcomes.

Most of the apartments at Southwark Grounds will be delivered within a master-planned precinct on a large parcel of land on the eastern portion of the site, covering around two-thirds of its 8.4 hectares.

Wingard said detailed precinct planning over the coming months may identify further opportunities to increase yield further that could see total apartment numbers at Southwark Grounds, exceed this number.

Affordable homes at Southwark Grounds will also see a net increase, with Renewal SA maintaining its commitment to a minimum of 20 per cent affordable housing across the development.

Civil works have begun across the site, with construction under way on the first new roads surrounding a townhouse precinct in the south‑west corner of Southwark Grounds. This includes Renewal SA’s 17 Founder’s Row homes, which are on track for completion by Christmas.

“We expect to have people living at Southwark Grounds by the end of the year, so delivering roads and public spaces for those residents is among our highest priorities.”

Construction of 40 townhouses off Anderson Street, known as West Village and being delivered by Contour, is forecast to begin in mid‑2026. Kolabb’s Anderson Lane development will follow shortly after, delivering a further 26 townhouses.

Southwark Grounds is a state government‑led urban renewal project now set to deliver around 1,700 homes over the next decade.

Homes will be supported by a supermarket, a range of retail and hospitality offerings anchored by a revitalised Walkerville Brew Tower, a childcare centre, car parking and well‑connected public spaces.

400 new homes planned for Adelaide's former West End Brewery site

Brisbane developer&nbsp;<a href="https://www.apartments.com.au/developers/cavcorp">Cavcorp</a> has lodged plans for a new mixed-use residential development at <a href="https://www.apartments.com.au/new-apartments/55-wyandra-street-teneriffe-qld-4005">55 Wyandra Street</a>, Teneriffe, anchored by an 85-metre public laneway designed to reconnect the suburb’s riverfront with the Gasworks precinct.

The buildings, known as Teneriffe House and Teneriffe Lane, would replace the existing Queensland Cotton head office site with a 15-storey residential tower transitioning to eight storeys toward Helen Street. The project has been designed by Plazibat Architects and lodged as a code assessable development application for 93 apartments across a 3,401 sqm mixed-use site within the Newstead and Teneriffe Waterfront neighbourhood plan.

Central to the scheme is the transformation of an existing service easement into a publicly accessible cross-block connection linking Wyandra and Helen Streets. Cavcorp says the new laneway will act as both a pedestrian shortcut and a landscaped civic space between the Teneriffe Riverwalk, ferry terminal, and Gasworks precinct.

“The revised proposal delivers a legacy public-realm cross-block link, permanently secured for community use, transforming an existing private easement into a safe, high-quality pedestrian connection between the Teneriffe heritage riverwalk and the Gasworks–Long Island precinct,” the planning report states.

The laneway will sit beneath a large subtropical loggia integrated into the podium levels of the development. The design incorporates deep landscaping, water gardens, lobby spaces, business lounges, and ground-floor apartments to create what Cavcorp describes as a climate-responsive “urban verandah.”

The tower itself has been designed as a slender form with recessed floorplates and curved translucent corners inspired by contemporary Japanese architecture. The building height aligns with the Commercial Road precinct controls, which permit towers up to 15 storeys within proximity to Longland Street.

The project will comprise a mix of larger-format apartments aimed at owner-occupiers, downsizers, and families. The proposed apartment mix includes 11 loggia apartments across the lower levels, 50 four-bedroom Sky-Terrace apartments from levels three to seven, and 32 Sky-Pool Homes occupying the upper tower levels. The Sky-Pool Homes will feature private thermal plunge pools integrated into oversized balconies.

According to the application, the apartments are intended to reinterpret the scale and character of Teneriffe’s woolstore conversions and Queensland homes within a vertical residential format.

“The sky-pool homes build on Cavcorp’s previous projects and introduce a distinct apartment typology to Teneriffe, informed by both local and international precedent and responding to an identified market demand for enhanced safety, space and amenity,” the planning submission notes.

A major focus of the proposal is its five-level wellness and lifestyle offering, extending from the basement through to the rooftop.

Amenities proposed include a rooftop Swim &amp; Racquet Club with a 25-metre Olympic lap pool and tennis court, coworking spaces and libraries, golf simulators, wine storage, concierge facilities, business lounges, pet wash areas, and rooftop longevity-focused wellness spaces with spas, outdoor fitness zones, and landscaped terraces.

All parking will be concealed within basement levels accessed from Wyandra and Helen Streets. Cavcorp says the deep-basement engineering approach allows the entire ground plane to prioritise landscaping, pedestrian movement, and active frontage rather than vehicle infrastructure.

The development continues Cavcorp’s concentration in Newstead and Teneriffe, where the Brisbane developer has delivered a number of apartment projects including Lucent, Le Bain, and Luminare, as well as the Long Island Wellness Precinct nearby. Several of those projects have received national design and architecture awards, including recognition under Brisbane’s “Buildings that Breathe” program.

Cavcorp unveils wellness-focused Teneriffe House and Teneriffe Lane apartment buildings

Focus Group Investments has lodged plans for a new apartment development at <a href="https://www.apartments.com.au/new-apartments/64-70-hanover-street-fitzroy-vic-3065">64–70 Hanover Street</a> in Fitzroy, seeking to utilise the Victorian Government’s recently introduced Great Design Fast Track pathway to accelerate approvals for the project.

The proposal is among the latest developments to emerge through the state-led initiative, which was established to fast-track well-designed residential projects in activity centres and transport-connected inner-city locations. The pathway allows qualifying developments that meet elevated design and housing benchmarks to bypass traditional council planning timeframes and instead be assessed directly by the Department of Transport and Planning.

Designed by SJB, the development will comprise a mix of apartments above activated lower levels, with a strong focus on architectural articulation, landscaping, and communal amenity. The design response seeks to balance the industrial character of Richmond’s former warehouse precincts with a more contemporary residential form.

Proposed are 63 new dwellings, a wide ranging mix of studio, one-, two-, and three-bedroom apartments, and townhouses and duplexes. They will be spread across a part-three, part-eight storey building.

The Planning and Urban Context Report by Tract says the development is of an "exemplary architectural standard" and has been carefully crafted by SJB Architects.

"Dwellings&nbsp;will benefit from excellent access to natural light, cross-ventilation opportunities and extensive communal space," the report noted.

The architectural material highlights the project’s integration of landscaped elements and communal spaces throughout the building. The proposal also incorporates sustainability initiatives aligned with the Victorian Government’s push for higher-performing apartment developments under the fast-track program.

The Great Design Fast Track was unveiled by the Victorian Government in 2024 as part of a broader housing supply strategy aimed at accelerating the delivery of new homes. Projects assessed through the pathway must demonstrate high-quality architecture, sustainability outcomes, and housing diversity while being located close to public transport and existing infrastructure.

The Fitzroy proposal continues that strategy, leveraging the area’s strong transport links, established retail amenity, and proximity to the CBD.

Fitzroy has been one of the most popular spots for developers and buyers in recent years. The likes of PACE Development Group, SMA Projects, Crema Group and Chapter Group, currently selling projects in the suburb.
