Australian expats hope for highway of continued serendipitous Sri Lankan property success: Title Tattle

The sale of the resort-like Mona Vale beachfront residence of veteran property developer Max Delmege has been settled at $3.5 million, which was its reputed selling price.

The <a href="https://www.propertyobserver.com.au/new-south-wales/max-delmege-s-sydney-northern-beaches-property-finally-gets-over-the-line/2011102652087">two-level Surfview Road house</a> sits on an 870-square-metre block.

Its repeated marketing over two years was accompanied by reduced price estimates until finally sold at an undisclosed price last October.

It was settled just before Christmas.

In November a not-quite-knockdown <a href="https://www.propertyobserver.com.au/auctions/land-prices-find-their-footing-on-mona-vale-beachfront/2011110852255">five-bedroom Mona Vale beachfront house</a> sold for $3.28 million, giving an indication of Mona Vale beachfront pricing.

For many years Delmege was the financial saviour of his beloved Sea Eagles, pumping millions into the club he co-owned.

He’s lived on the northern beaches since 1965, starting his own real estate office in Avalon in 1967.

Waimea House, a Federation Arts and Crafts-style residence in Sandy Bay, Tasmania has been sold for a record $8.5 million in a late 2011 deal that has stunned the island’s estate agents.
It had only been sold nine months <a href="https://www.propertyobserver.com.au/https://www.propertyobserver.com.au/news/%246-million-waimea-house-sale-eclipses-tasmanian-record/2011071050751" target="_blank">earlier in 2011 for a record $6.06 million</a>.
Its latest buyer is the low-key investment banker Greg Woolley from Point Piper, Sydney. He was born in Hobart in 1973 and is understood to have admired the home since childhood.
Its fortunate seller-turned-property flipper was the Sydney property developer Piers Dawson-Damer and his wife, Kim, who’d moved to Tasmania after selling their Rose Bay, Sydney home.
Many regard the landmark property as occupying the finest position in Hobart, with harbour views and complete privacy.
The property had previously been in the Nettlefold family ownership for 70 years until sold in early 2011.
The prominent Hobart family had consolidated a four-block amalgamation.
The Sandy Bay property was marketed as Hobart's most prestigious and distinguished residential estate by Brian Watchorn of Charlotte Peterswald for Property.
It sits on a 9,726-square-metre-holding with a pool, tennis court, and a smaller second residence with Art Deco influences.
Woolley, a former Macquarie Bank executive, has specialised in leasing, primarily overseeing the Melbourne Liberman family's aircraft leasing business, Global Aviation Asset Management.
Last August the Greg Woolley-led Global Aviation Asset Management was sold to US-listed Fly Aviation Leasing.
It was reported Woolley netted $42.5 million in proceeds.

The national residential market is anticipated to remain subdued in 2012 as consumers continue to pay off debts, according to a survey of the 350-plus First National Real Estate offices.
However, subdued house prices will stimulate some activity, particularly among bargain hunters who have been squirreling away savings and are now cashed up, according to First National chief executive Ray Ellis.
The vast majority of offices acknowledged the market had steadied or fallen, but there were distinct regional differences. The Sydney market is anticipated to stabilise first, as it has already shown signs of doing, but for some of the other capital cities, like Melbourne, there could still be some way to go.

The survey concluded it was unlikely uniform property prices will be seen in the 2012 Australian real estate market.
Some parts of the market will demonstrate greater price resilience, especially “muscle towns” with direct links to the mining sector or specific agricultural regions, Ellis suggests
“Other parts of the housing market may experience strong price deflations.”
He says stagnant prices are a normal part of Australia’s long-term cyclical housing market.
The housing market across Australia has remained soft in 2011, with home values dropping in all capital cities for an average dwelling price in October last year of $448,500.
Residential property prices are expected to bottom out in 2012, especially if official interest rates are cut below their current 4.25%.

Ellis suggests the combination of lower interest rates, cheaper homes and rising incomes is generating a welcome boost to housing affordability, particularly in those markets where value falls have been more significant.

Movements in house prices are expected to be mainly within the vicinity of 1% to 5%, but the majority of survey respondents anticipate them to be less than 1%.  Small pockets of Victoria, South Australia and New South Wales/Australian Capital Territory are forecast to experience drops of about 10%.

Apartment/strata property prices in the coming six months are expected to remain relatively flat although there could be some falls experienced.  A small portion of the membership anticipates prices for this segment to rise.
Falls for apartment/strata property prices are expected, in the main, to be below 1% although some members say there is a possibility they could move as much as 5%.  A very small portion of the membership indicates price movements in the area of 10%.

First National agents mostly expect house prices to remain subdued in 2012

The values of residential land in the Maitland local government area have only shown slight increases in the past three years.
Commercial land values have generally remained steady or shown a slight increase since July 1, 2008, according to the latest official data from NSW Valuer-General Philip Western.
That will be of interest for Pauline Hanson, <a href="https://www.propertyobserver.com.au/commercial/pauline-hanson-buys-former-maitland-pub-premises-and-won-t-completely-rule-out-her-return-to-fish-and-chips/2012010852977" target="_blank">who has bought former hotel premises on the main street in town of Maitland</a>.
Industrial land values have generally remained steady.
Rural residential or hobby farm land has generally shown a slight increase in value over the three-year period.
The value of rural land has generally shown a slight decrease over the period.

The median Maitland residential land value jumped 3.5% from $144,000 to $149,000 over the past year. The median Maitland commercial land value dropped to $149,000 from $160,000 during the past year.
The overall value of the 28,106 properties in the Maitland local government area as at July 2011 was $5.26 billion, a slight increase from the $5.25 billion at July 2008, Western says.
Sales that assisted in determining land values during the 2011 valuation program included 312 residential, 16 commercial, 18 industrial and 91 rural sales that were analysed, he said.
While the value of residential land generally showed a slight increase exceptions included residential land in the northern section of East Maitland, which showed a moderate increase in value.
Residential land in the southern part of Rutherford and parts of Largs and Bolwarra Heights showed a slight decrease in value.
While commercial land values remained steady, the Valuer-General noted selected areas in the main CBD, such as the Church and Elgin streets areas, recorded moderate increases.
But parts of Rutherford, Morpeth and Greenhills showed a slight decrease.
While industrial land values generally remained steady, the exception was land in the Thornton industrial area, which showed a moderate increase in value, and some larger industrial and environmentally constrained sites, which have shown a slight decrease in value.

Values holding steady in Maitland, Pauline Hanson's new investment neighbourhood

Land values in the Bogan local government area in central western NSW have fallen slightly.

The total land value of the Bogan Shire was $313 million, a slight decrease from the $316 million total as at July 2007.
Over the four-year period since landowners in Bogan were issued with notices of valuation, the value of residential and commercial land had generally shown a slight decrease, NSW Valuer-General Philip Western says.
There are just 2,024 properties in the Bogan municipality and therefore few sales to analyse price movements.
“Real estate analysis in the Bogan LGA has been comprehensive during the course of the 2011 valuation program, with 32 residential, four commercial, one industrial and 21 rural sales analysed,” Western advises.
The median residential land value fell from $30,500 to $26,500 over the past year.
Its only significant town is Nyngan.
The shire’s famers graze sheep and cattle along with cropping, primarily wheat.
Western says red farming country decreased slightly in value.
He says industrial land generally showed a slight increase in value.
Most of the rural, rural residential and village land zoned holdings generally remained steady over the four-year period.

Bogan values slightly down, with industrial outlook the brightest

Frank Picone, the apartment management industry veteran, has listed his Mermaid Beach apartment.
It’s a spacious beachfront villa on Hedges Avenue. It has four bedrooms, four bathrooms plus five-car garaging. It’s got 802 square metres of space.  It’s been listed through Michael Kollosche at Ray White Broadbeach for January 22 auction.
It last traded in 2006 for $7.32 million when bought from Melbourne investor Tony Khoury. The other duplex is owned by Lisa Perrin who paid $9 million in 2006.
In 2008 Picone set the year's top price for Queensland when his imposing Mermaid Beach house fetched $17.5 million through Michael Kollosche when it sold it to the landfill operator Maxwell Twigg.

Little Joe fashion salon owners Gail Elliott and Joe Coffey have snappily sold their huge apartment overlooking Bondi Beach.
They are understood to have secured a respectable $7.2 million plus for the property, having paid $6.75 million for the 486-square-metre The Bondi apartment off the plan in 2006. They wanted more, but while the Bondi Beach prestige market is not a wipeout, it is proving patchy, and the off-the-plan prices in 2006 captured a big wave at the time.
Indeed the prices were called as bullish back then after deposits totalling $80 million were taken for 20 of the 30 Campbell Parade apartments at its invitation-only first opening weekend through Colliers International, Metro Commercial and McGrath.
The apartment is in the conversion of the 1968 Bondi Beachside Inn, the former $120-a-night hotel that was sold for $32.3 million in 2003 by rag trader John Hilton to a development syndicate including Allen Linz's Rebel Property Group, estate agent Eduard Litver and the Tanevski family.
The Coffey/Elliott apartment came with 246-square-metre interiors that flow onto a 245-square-metre deck.
It had been listed through McGrath agent Steven Chen and Elizabeth Brunton in conjunction with Barry Goldman of Raine &amp; Horne Double Bay.

New valuations have been released for the 60,422 properties in the Sutherland local government area.
They show the total land value of the shire – residential, commercial and industrial –was $37 billion, a 12% increase on the 2008 valuation, which had a $33 billion determination.
There was an annual increase in the shire’s residential median land value of 5.8% in the latest year.
The value of residential land had generally shown a moderate increase over the three-year period, with the exception of waterfront properties, which had shown little to no movement during the period, NSW Valuer-General Philip Western notes.
The value of commercial and industrial land had generally shown a slight increase since July 2008, he says.
The notice of valuation showing the land value of a property as at July 1, 2011 will be used by the council in the determination of rates. The valuations are also used to determine how much land tax will be paid on investment properties. 
“Real estate analysis in the Sutherland LGA has been comprehensive during the course of the 2011 valuation program, with 455 residential, 114 commercial, 98 industrial sales analysed,” Western says.

Sutherland Shire values show 12% growth over past three years, but waterfront values wane

Land valuations in Sydney’s northern beaches – in the Pittwater and Warringah municipalities – rank among the weakest in NSW.
Values fell 3.7% in the year to July in Pittwater and 5.4% in Warringah, according to the latest values issued last week by the New South Wales Valuer-General.
Falls in regional coastal values were not as severe with the decreases in the Tweed, down 3%, and Bega Valley, down 2.3%.
The latest prestige sale in the priciest suburb in Pittwater, Palm Beach, highlights the price stagnation, and suggests the Valuer-General’s annual valuation process isn’t quite in lockstep with the buyer’s mindset.

Set well back on the Ocean Road dress circle – with much of the 1,220-square-metre block being deep level lawn – the property last sold in 2005 for $7.3 million when bought from Barry and Victoria Roberts-Thompson.
Records from NSW Land and Property Information show a $4.08 million unimproved land valuation in 2005, the freehold value of the land excluding any structural improvements.
It was $5.8 million in 2010, a 42% hike on 2005’s valuation, suggesting a continued disconnect between the Valuer-General’s movements in values and actual price sentiment.
One estate agent told Property Observer he expected the strong merchant banking constituency of the Palm Beach peninsula to start challenging their valuations in Land and Environment Court proceedings.
The last successful hearing was when the value of Kalua, a prime beachfront holding, had its valuation reduced in 2006 proceedings over its 2004 valuation by about 14%.
The Lewin land component consisted of 55% of its 2005 sale price, and about 78% of its latest sale price, with Pittwater Council records not indicating any development application within the six-year period.
The latest valuation for the 2011 year is not yet on public records, but Title Tattle will report it when it is on the NSW <a href="https://www.lpi.nsw.gov.au/valuation/land_value_search?utm_source=lpihp&amp;utm_medium=middlebanner&amp;utm_campaign=landvaluesearch">LPI website</a>.
The land tax on the property, if its not a principal place of residence, based on a $5.8 million three-year averaging would be about $100,000.
Its value in 1984 was $190,000, according to RP Data.
The whispers of the Lewis acquisition were noted by <a href="https://www.propertyobserver.com.au/residential/heather-ridout-%E2%80%93-now-on-the-reserve-bank-of-mosman-%E2%80%93-has-ridden-out-recessionary-downturns-title-tattle/2011120952768">Title Tattle in early December</a>.
It was the second highest price paid at Palm Beach during 2011.
The dearest Palm Beach sale in 2011 was <a href="https://www.propertyobserver.com.au/residential/a-rising-tide-lifts-all-luxury-yachts/2011062950650">on the beachfront at Iluka Road in May</a>, which briefly brought some hope to the top end market.
The new land valuation notices will be mailed to 877,000 ratepayers across 48 local government areas from today, January 9.
“Some 2.45 million properties were valued as at 1 July 2011 producing a total land value for NSW of around $977 billion,” Valuer-General Philip Western says.
“The 48 councils are those that will review their rates this year based upon the new land values. The valuations are one of the factors councils will use to determine each landowner’s rating liability.
“While it is difficult to generalise across the state, overall land values for the whole of NSW have increased 1.7 % in the 12 months to 30th June 2011.
“This compares with a 5.4% increase for the 12 months to 30th June 2010,” Western notes.

ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

An 1880s timber cottage that has survived Kangaroo Point's transformation from riverside suburb to high-density apartment precinct is set to become the centrepiece of <a href="https://www.apartments.com.au/developers/zephyr">Zephyr Group</a>'s proposed Banksia development.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Designed by <a href="https://www.apartments.com.au/architects/joe-adsett-architects">Joe Adsett Architects</a>, the proposal carefully weaves the retained heritage cottage into a contemporary residential scheme, with the tower elevated above the historic building to preserve its presence within the Lambert Street streetscape.

Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. The site also benefits from direct access to active transport infrastructure and sits within an area earmarked for continued higher-density residential growth.
