There's a less optimistic property industry outlook for the September quarter on heightened global economic uncertainty, the Property Council of Australia-ANZ Property Industry Confidence Survey shows.
The survey polled more than 3,100 professionals from the property and construction sector in all states and territories for their forward-looking views.
The weakened confidence was weighed down by heightened concerns about the outlook for the economy and the impact on construction activity.
The survey also revealed increased concerns about the availability of debt finance to fund activity over the next year, reflecting the impact of increased financial market volatility on the cost and availability of debt finance.
The property industry confidence index decreased byseven points in the September quarter (106 compared to 113 in the June quarter).
 The ACT recorded the biggest shift in sentiment, dropping by 16 points on the index – and at 85 on the index the ACT has the lowest confidence of any state or territory (100 is considered neutral).
Tasmania has the second-lowest score, at 86 on the index, but it increased by 13 points over the quarter.
SA and ACT were the states or territories to shift from positive to negative over the period.
 The Property Council chief executive, Peter Verwer noted there had been a sudden, downward shift in sentiment in the sector following three consecutive periods of increasing sentiment nationally.
The biggest loser in the September quarter was the office sector, which dropped from 111 to 104 on the index. However, this sector retains the second-highest score of any asset class. He noted every property asset class had recorded a downward trend in sentiment for price growth, a sharp turn-around from the previous quarter in which sentiment for price growth expectation was positive for all asset classes except for shopping centres.
 However the  ANZ chief economist, Warren Hogan, says market fundamentals suggest the broader commercial property sector may be at the early stages of a multi-year cyclical upswing.

Property industry confidence index declines everywhere but already bleak Tasmania

The freehold price of the 141 strata apartments at Rydges Mount Panorama hotel has emerged as $8.35 million.
The hotel, which overlooks the Bathurst race track, <a target="_blank" href="https://www.propertyobserver.com.au/leisure/bathursts-citigate-mount-panorama-sold-to-avi-rubinstein-andrew-schwartz-consortium/2012020953315">sold earlier this year to Avi Rubinstein from St Ives in Sydney and Andrew Schwartz from Hawthorn in Melbourne, heading the sydnicate assembled by property investment bank Qualitas.</a>
Rubinstein is a former managing director of FAI Property Services Ltd and has been active for many years in the accommodation industry in Australia and New Zealand.
Andrew Schwartz is the former Babcock &amp; Brown Australian property head.
The four directors of the purchasing company are listed as Rubinstein, Andrew Schwartz, Alan Schwartz from Toorak and the Abacus head, Frank Woolf from Cammeray in Sydney. Andrew, Alan and Alan’s wife, Carole, are all on the board of the private equity Qualitas Property Partners.
The hotel was listed for sale in May last year by the court-appointed receivers The Royal Bank of Scotland subsidiary BOS International (Australia) Ltd, which held the first of three registered mortgages. Babcock &amp; Brown held the third registered mortgage.
The hotel, positioned to give motoring fans a prime view of the famed Bathurst 1000 race in the western NSW city, was developed for more than $50 million but its owner went into receivership in 2007 when it was 90%. The offering included commercial splace plus 135 apartments consisting of 65 studios, 59 x 1 bedroom, 2 x 2 bedroom, 9 x 3 bedroom units; plus a 2 bedroom manager’s residence.
A creditors’ report showed the company owed $30.7 million when it fell into receivership. By August last year that had risen to $49.3 million.
Set on a 1.6 hectare holding the hotel opened in September 2009 and its revenue for 10 month period of July 2010 - April 2011 was $4.2 million, reflecting a steady growth trajectory.
Operating with 118 rooms, the accounts illustrated the hotel achieved an average room rate of $145.74 on average occupancy of 53.3% – both above the regional average.
Occupancy for the local market has operated in the low to mid 50% range for the last 10 years.
Bathurst councillor Ross Thompson told the Western Advocate in November last year that the hotel was available for a “steal”.
The four-star hotel, which features 135 residential apartments over seven levels, has been in receivership since opening its doors to the public in September 2009, “a period marred by the economic downturn,” according to the investment report.
The accommodation was entirely sold out for last year’s Bathurst 1,000.
Rydges has taken over as managers of the resort and is promoting it as the “new Rydges Mount Panorama Bathurst”.
Mirvac Hotels previously managed the hotel as the Citigate Mount Panorama and initially Best Western held the management rights when billed as the most prestigious and largest tourism boon to the Bathurst region by RFMedia who introduced the legendary Peter Brock as the project's ambassador.
"Brock's untimely death saw Best Western exit," according to the then publicist Rae Francis.
It had been listed through CRBE after court appointed receivers.

Mount Panorama, Bathurst hotel sale price comes through as $8.35 million

The 1825 colonial Tasmanian homestead, The Hermitage, with Liffey River frontage at Bracknell has been listed for sale.
The 77-hectare holding dates back to when the Cressy Land Company built the house as part of its extensive agricultural land on the Norfolk Plains.
The Cressy Company was a private partnership of seven members, formed in London in 1825. It was initiated by Bartholomew Thomas whose brother was the Colonial Treasurer of Van Diemen's Land. The company failed to secure a land grant in New South Wales, but secured a 20,000-acre grant in the Cressy district.
The sandstone, brick and bluestone Georgian era house, set among giant conifers, has undergone major renovations in the past two decades.
There's also a three-bedroom farm cottage, cattle yards, six bay machinery and shearing sheds.
The agricultural land is subdivided internally by electric fencing to support a herd of pedigree Angus cattle.
It has in the past run flocks of British bred ewes for lamb production.
Tenders close July 27 through agents Peter Stackhouse and Martin O'Byrne at Roberts Limited Western Junction.
It last sold for $400,000 in 1989. A $1.5 million plus price indication has been given to Property Observer, based on a recent $1.6 million Longford sale. The highest sale in the Bracknell district was $1.73 million for a 250 hectare grazing holding in 2005. Since then a 179 hectare holding sold in 2006 for $800,000 and a 134 hectare holding sold in 2010 for $740,000.
Bracknell featured in the Tasmanian Mercury's top 10 towns list in 2004 in 10th place.

The leader of the pack for decades. Still sniffily superior – and why not? History, good looks, locals who are passionate about their town and great shopping.
Bothwell
The gateway to the Central Highlands and all that fishing. Got that spread-out, old-town, seen-better-days mossy charm and is tops for hospitality.
Bracknell
Wonderful Northern Midlands village just a tad off the beaten track. Just like Deloraine, there are Tiers in your eyes. A real sense of community and even has a decent footy team.

The Hermitage, a colonial Bracknell, Tasmanian homestead listed

The infamous ultra-modern “Pamela Anderson” house in St Kilda West has been relisted at a reduced $1,350 weekly rental, down on the $1,500 being sought earlier this year.
Its executive leasing agent suggests its been caught in the weakening executive rental market after changes to the Federal Government's Living Away From Home Allowance which will take effect from October 1.
Overseas and corporate executives and their companies will lose their current lucrative tax breaks on accommodation expenditure.
The Assistant Treasurer, Bill Shorten, said the concessions were being "widely exploited". The tax break meant the Government was often paying half the corporate's rent when the accommodation was part of salary packages.
The Government is reforming the tax concession for Living Away From Home allowances and benefits, by better targeting it at people who are are legitimately living away from their actual home in Australia. The reforms are not expected to affect the tax concession for "fly-in fly-out" arrangements.
Leasing agents expect the upper end of rental housing markets in Melbourne and Sydney to weaken.
The three-storey, three-bedroom St Kilda West house comes with a gourmet kitchen, a north-facing terrace with lap pool, a private courtyard with pond and a two-car garage.
Recent tenants behind the internationally renowned façade in St Kilda West have included Hollywood glitterati, according to its last leasing agent.
Now it's available for rent through <a href="https://www.realestateview.com.au/Real-Estate/270-canterbury-road-st-kilda-west/Property-Details-rent-residential-4240233">Capri Property</a> leasing agent Judith Simpson, who is confident it will rent at its new pricing.
The Marshall White agency <a href="https://www.propertyobserver.com.au/victoria/pamela-anderson-house-built-for-sam-newman-on-the-market/2011103052125">had listed the property last November</a> for sale, but it appears no sale has eventuated at its desired $1.62 million asking price.
Designed by architect Cassandra Fahey in 2000, it won a Royal Australian Institute of Architects award, making news around the world given the Baywatch beauty’s appearance on the façade.
The former Geelong footballer and football commentator Sam Newman built the house at the height of his playboy notoriety, but never lived in it before he sold it for $1.1 million in mid-2002 to financial adviser Sean Patrick Taylor through a company called Canterbury Park Pty Ltd.
Dividing locals on its merits, the large glass mural façade on noisy Canterbury Road has been a source of controversy ever since it was unveiled a decade ago.

Pamela Anderson rental house gets squeezed in Living Away From Home clampdown

Construction giant Grocon, in partnership with Markham Corporation, have unveiled its $500 million Darling Harbour office tower and entertainment complex plans.

It's to be known as The Ribbon, replacing the Sydney IMAX complex set between two expressways. But a new Imax will be a key part of the as yet unapproved complex which has a mooted 38,000 square metres of net lettable office space and 7,000 square metres of retail and entertainment space.

The 18 floor tower proposal has been designed by the Adelaide architects, Hassell. 

The project name seemingly comes from its unique form, although the Daily Telegraph suggested it was because it was gift to Sydney.
The Sydney Morning Herald have immediately attacked the proposal for being 50 metres taller than the incumbent building. The existing building is 37 metres.

The developers notified NSW Planning and Infrastructure of their intention to lodge plans for the state significant site.
Prospective office tenants names are already being thrown around, including Google.

Norma House, one of the first sandstone homes on Sydney’s Palm Beach peninsula, has sold for a reputed $2.75 million.
It has been modernised but still retains its classic Palm Beach style.
It’s a popular holiday rental ensuring substantial rental returns all year round. Its Christmas peak season rental is <a href="https://www.normahouse.com">$9,000</a> weekly.
It sold through Peter Robinson at LJ Hooker Palm Beach who'd listed it with $3 million-plus hopes.
The Norma Road house last sold in 2006 to Hong Kong-based futures trader Rob Goldsmith and his diamond-dealer wife, Jane, for $2,525,000.
Title Tattle recalls that Janne and Rob weren’t really in the market for a house when visiting the northern beaches in December 2006.
But before flying back they drove past the property and decided to take a look inside despite it being in terrible shape, with rotting water-damaged walls, rusted pipes coming through walls, a crumbling roof and major Hawkesbury sandstone foundation issues.
With the 180-degree water views along with sandy beaches, they made a same-day offer, and signed the contract that day.
Builder/manager James Davidson of Jaylo Property oversaw the project, according to writer Katy Scott in a feature by Country Homes Ideas magazine.

Norma House, the classic Palm Beach sandstone house, sells

Hotspot suburbs are the Holy Grail for property investors, but they oughtn’t be.
By the time of common knowledge or publication in national property magazines on newstands, locations with a red-hot reputation have most likely passed their invest-by date.
Picking and purchasing gems before they have got their shine is the wisest strategy.
The Residex forecaster John Edwards says this involves buying at the right price, in the right place and at the right time. Not an easy trifecta. 
Investors shouldn’t totally ignore the tipsters’ industry that surrounds the spruiking of hotspots, but sensibly should be seeking out individual property that represents good buying value, where ever it’s located. The much published hot spot lists are a terrific resource, but I'd suggest they be more a reference book, and template for individual suburb research, rather than a call to action. 
Much of the current hotspots buzz centres on mining towns.
And there’s no better example of the hotspotting herd getting it wrong that Zeehan, the picturesque small west coast Tasmanian town with a population of around 850.
It saw significant speculative investment from 2003 to 2008, largely driven by mainlanders seeking dwellings with good rental returns at the cheapest end of the national market.
The investor demand had been driven by a number of exposés of the town promoting it as a hotspot.
Things really took off after a 2006 segment on Channel 9’s A Current Affair that highlighted the town as the cheapest for housing in Australia.
Prices that were around $10,000 in the early 2000s, jumped to $80,000 post the ACA story and then typically went as high as $150,000 at the time of the Avebury nickel mine opening. They’re now back to $100,000 according to a recent Australian Housing and Urban Research Institute (AHURI) study by Professor Andrew Beer.
While the June 2008 opening of the mine assisted prices along, the mothballing of the mine in December 2008 – and the loss of almost 200 jobs – has since caused house prices to plummet dramatically.
In its wake there’s been a procession of residential investors defaulting on their mortgages and business closures are all too common.
These have continued into 2012, with the worst case found by Property Observer reselling at $55,000 – its 2004 sale price – after having peaked in 2008 at $190,000.
Currently, Zeehan’s housing market is described as depressed by Beer and unlikely to recover from this position until the Avebury mine reopens. Property Observer has noted however a few very small upticks since 2011, suggesting it might be bouncing along the bottom.
But with poorly maintained stock, lack of services and funding for local infrastructure, along with the poor overall Tasmanian economy, it’s very much a case study of a town in decline.
Professor Andrew Beer wrote in June 2012 that Zeehan was emblematic of the mining industry generating a whole new housing dynamic with great volatility.
Of course, the mere term “hotspots” implies volatility – investors getting in and out of a market in quick succession. None of the wise "property is for the long haul" strategy embedded in this approach.
Boom/bust markets ought to be treated with utmost caution – and are not necessary within the sustainable portfolio of the savviest of investors.
It is true that sometimes the greater the risk, the greater the reward, so for some it represents an engaging endeavour.
Property Observer has the advantage of cherry-picking some of the good ideas of many experts with national profiles.
But do your homework on what's suitable for your individual investment strategy.

Not only when it comes to the property and its location, but also its promotion.
Investors ought to bear in mind who is making the recommendation, what interest they may have in the hotspot and whether they will earn income from the sale of real estate in this area. By all means proceed with a good deal purchase, so long as you are happy with the transaction transparency.
Investors need to arm themselves with sufficient research to make a considered investment.
The due diligence should include a thorough investigation of the local rental market, vacancy rates in the area and zoning issues. Investors should also do a study incorporating a cashflow analysis, looking at return on investment and depreciation.
And endeavour to bounce off any investment ideas with a team of advisors. Start with an estate agent or two and add an accountant. Try to touch base with the local valuer. Ensure you have a good solicitor. Then maybe extend it to include an architect, or town planner, if there’s the possibility for improving its value beyond its current state.

Why hotspot suburbs should not be the Holy Grail for property investors

With all the sales results now in, a three-level modern Strathfield residence topped the week's sales at $2,525,000, according to RP Data.
It has five huge bedrooms and two ensuites, and basement parking for eight cars. Set in one of the busiest auction suburbs of Sydney's inner west, it was third time lucky for the property that had previously failed to sell last September when listed with $2.75 million hopes and passed in at $2.73 million. It had also been listed without success in August 2010 when passed in at $2.72 million. It sold through Richard Matthews Real Estate. The 770 square metre block cost $655,000 in 2000.
The Strathfield sale pipped a Little Bay sale, which was the highest declared sale as at last Saturday night. All sales bar one in Queensland were in NSW.

Strathfield sneaks in to secure highest sale in the Top 10 RP Data weekly sales list

Historic Westham, the 1830 Bathurst district property meticulously restored by the well known pioneering environmentalist Ian Kiernan, has been listed for sale at $990,000.
Currently a farmstay accommodation property, the main four bedroom homestead sits on 2.43 hectares.
<a href="https://www.westhamfarmhouse.com.au/index">The property</a> also comes with other accomodation. Its barn is a modern two storey three bedroom house. The restored dairy accommodates a couple with modern kitchen, bathroom and laundry facilities.
Its joinery is a 12 bay facility.
“This is a truly unique opportunity to own a part of local history,” says the Raine &amp; Horne Bathurst agent Lynda Ireland.
The O'Connell Road property built for wheat farmer Thomas West is set between Bathurst and Oberon, an hour's drive west of the Blue Mountains.
Ian Kiernan, best known as the founder of Clean Up Australia, is a builder by trade.
Title Tattle knows Kiernan is very passionate about domestic colonial architecture, starting out with the derelict terraces of the inner Sydney suburb of Darlinghurst around 1971.
The former Australian of the Year bought the rundown property in 2004 and spent 14 months restoring it.
It earnt the award for best rural conservation project under $1 million at the recent 2006 Australia National Trust Heritage Awards.
Kiernan told hospitality industry writer Mark Chipperfield that at first sight in 2004 he doubted that the derelict old house, with its cob walls, deep verandas and tall chimneys, could be saved. 
"What I saw," he recalled, "was a wonderful colonial building that was close to collapse." 
But rather than demolish and rebuild (the sensible option), Kiernan and a team of artisan tradesman bolstered, patched and teased the old building back to life – adding a modern kitchen, bathroom and laundry facilities.
Title Tattle recalls that in 2006 Kiernan toyed with the notion of seeking investors to buy into the property offering a 50% stake through Meares &amp; Associates at $450,000 which did not eventuate to conclusion.
John West and his brother Thomas settled on the Macquarie Plains taking up a land grant, they called Westham and it remains as part of the Westham Farmhouse to this day. The house measured 30 feet by 15 feet, with 6 yellow box timbers, each one foot square, as framework for the earth walls facing North and South. Hardwood slab walls were built on the east and west facades. The West family proved to be successful grain growers and descendant Joseph West was described as “the most extensive wheat grower in the Bathurst district”.

Historic Westham, Ian Kiernan's 1830 Bathurst district farmstay, listed

Ashmead, the landmark six bedroom 1932 Greensborough home of the Cordner family for the past eight decades, has been listed for August 11 auction.
It’s the family whose name is synonymous with the Melbourne Football Club.
Pillars of the local community, the majestic English Revival manor house was built for Dr Edward Cordner and wife, Margaret, who raised their family of four boys at the 1834 square metre property.
Dr Cordner and all four sons, Don, Denis, Ted and John, played for the Melbourne Football Club in the 1940s, producing two captains voted in the Team of the Century and one Brownlow medallist.
From 1953, the eldest son Dr Ted Cordner and his wife Anne raised their family of six children there, one of whom became a third generation player for Melbourne. Ted died in 1996 and his widow, Elizabeth, (nee Baillieu) who was Australian director of the UNESCO-affiliated International Social Service, assisting migrants and refugees, died in 2009.
From its steep rooflines, rough sand-rendered outer walls, medieval doors and archways, tiled balcony, polished hardwood floors, handsome kauri pine staircase, open fire places and leadlight, its Jellis Craig Ivanhoe agent Liz Walker says <a href="https://www.jelliscraig.com.au/property/GREENSBOROUGH-43-Grimshaw-Street/4202037/">the home</a> presents true to the style and era.
“Authentic to the day it was built,” she says.
There’s a library/study in the former surgery. The Grimshaw Street grounds feature a tennis court, a separate cellar, wood shed and store rooms.
The home is heritage overlay protected along with its imposing cypress hedge.

The Cordner clan list their 1932 Greensborough home after 80 seasons

ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

An 1880s timber cottage that has survived Kangaroo Point's transformation from riverside suburb to high-density apartment precinct is set to become the centrepiece of <a href="https://www.apartments.com.au/developers/zephyr">Zephyr Group</a>'s proposed Banksia development.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Designed by <a href="https://www.apartments.com.au/architects/joe-adsett-architects">Joe Adsett Architects</a>, the proposal carefully weaves the retained heritage cottage into a contemporary residential scheme, with the tower elevated above the historic building to preserve its presence within the Lambert Street streetscape.

Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. The site also benefits from direct access to active transport infrastructure and sits within an area earmarked for continued higher-density residential growth.

Architectus Principal Marko Damic said the design sought to create a tower that contributes to the public realm as much as the skyline.

"We wanted to design a tower that doesn't just sit in the skyline but actively participates and contributes to city life," Damic said.
