The east and city and Inner South (79.4 per cent), and North Sydney and Hornsby (78.2 per cent) also recorded strong clearance rates.

Turramurra, Sydney's top weekend seller as clearance rates hover in low 70s

There was just the one reported sale at $500,000 or less at Sydney on the long weekend.
It was a $500,000 sale in Strathfield South.
The 11/1-3 Therry Street offering (below) was sold pre-auction through Richard Baini at Richard Matthews Real Estate.

It last sold at $243,000 in 2007, so doubled in price over the eight year period.
The most affordable property reported sold at the weekend on the outskirts of Sydney was a two-bedroom 72 sqm, 1980 built, strata home at 4/40-42 Ocean View Road, Gorokan, sold for $300,000 by Raine and Horne Charmhaven.
It didn't double in the past 13 years pricewise, having last traded at $160,000 in 2002.

Sydney's cheapest at $500,000 in Strathfield South amid long weekend auction offerings

There were just the 44 Victorian auctions reported to the REIV on the AFL grand final weekend, with 28 selling. 
Sales ranged between $300,000 at Sunbury to $1.96 million at Mount Waverley.
The cheapest at Sunbury, was a two bedroom house (below) last sold at $274,500 in April 2013.
Its sale price reflected 3.6% annual price growth over the two plus years. The REIV had regional Victoria annual growth at 6.3% almost double over the year to June.
The Barry Plant agency was giving $285,000 to $315,000 price guidance. 
The house had been up for rent at $290 a week recently, reflecting a 5% gross rental yield, slightly down on the $300 weekly asking rent in 2013.

The Mount Waverley top weekend seller was a new house offering, with the nearby three-bedroom home at 52 Lechte Road, Mount Waverley sold for $1,600,000 by Fletchers as second highest price.
Despite the local sporting attraction, it was a weekend when the Chinese were out happy to snap up property. Like all things golden, the Golden Week holiday in China – in the first week of October – is considered a lucky time to buy a property.
This wasn't to deny September didn't see strong sale with a host of top prices paid across Mount Waverley.
A four-bedroom house on 4097-square-metre at 35-37 Regent Street sold at an undisclosed $6 million plus price record for the City of Monash.
The property had passed in at $5.55 million and sold to a developer soon after the auction.

The REIV advised top three auction sales suburbs in the month of September were Reservoir (55 sales), South Yarra (46 sales) and Richmond (42 sales).

Slow growth Sunbury, Victoria's cheapest weekend sale

Across the nation home prices are starting to look healthier with the gains more wide spread across the states, rather than being just Sydney or Melbourne based. In fact Sydney prices only lifted by 0.1% while capital city home prices rose by a much more robust 0.9%. Even more encouraging five of the eight capital cities recorded growth.
In fact if you take out the capital cities and look at the “Rest of State” index, home prices lifted by 0.6%. Granted it is still early days for the regional cities with home prices up just 2.8% over the past year, but the signs are more encouraging. We would expect to see the lift in capital city house prices eventually filters out across the regional towns over the next 12-24 months. Strength in home prices across the nation will be more supportive of a lift in activity levels over the medium term.
Sydney house prices are up almost 17 per cent on a year ago with total returns lifting by a staggering 21 per cent over the past year. Although in the Sydney housing market there are signs that price growth will be more circumspect going forward. The tighter lending policies being adopted by the banks, coupled with new housing supply should ensure much more sedate property price growth. 
The manufacturing sector expanded for the third consecutive month. Clearly a function of the lower Australian dollar.
The job market continues to improve with job vacancies at the highest levels in almost three-year highs. With population growth slower than in past years, unemployment has more chance of falling over the coming year.

What do the figures show?
Home prices
The CoreLogic RP Data Hedonic Australian Home Value index of capital city home prices rose by 0.9 per cent in September to stand 11 per cent higher than a year ago.
House prices rose by 0.9 per cent in September while apartments rose by 0.6 per cent. House prices were up 11.6 per cent on a year ago and apartments were up by 7.3 per cent.
The average Australian capital city house price (median price based on settled sales over quarter) was $613,000 and the average unit price was $515,000. The average Sydney house price was $920,000 – still well short of a $1 million. 
Dwelling prices rose in five of the eight capital cities in September: Melbourne (up 2.4 per cent), Brisbane (up 1.4 per cent), Canberra (up 1.0 per cent), Perth (up 0.5 per cent) and Sydney (up 0.1 per cent). Prices fell in, Hobart (down 1.9 per cent), Adelaide (down 1.2 per cent), and Darwin (down 0.3 per cent).
Home prices were higher than a year ago in four of the eight capital cities. Prices rose most in Sydney (up 16.7 per cent), followed by Melbourne (up 14.2 per cent), Brisbane (up 4.6 per cent), and Canberra (up 0.6 per cent). Price fell in Darwin (down 3.9 per cent), Perth (down 0.9 per cent) Adelaide (down 0.3 per cent), and Hobart (down 0.2 per cent).
Total returns on capital city dwellings in the year to August rose by 14.4 per cent with houses up 14.7 per cent on a year earlier and units up 12.3 per cent.
Job vacancies:
Job vacancies rose by 2.7 per cent to 160,900 in seasonally adjusted terms in the three months to August. It was the highest number of vacancies in almost 3 years (since November 2012).
Over the year vacancies lifted 18.6 per cent in Victoria in original terms over the year but fell 34.2 per cent in Northern Territory and fell by 11.3 per cent Western Australia. Over the past year, job vacancies rose by 15,100 or 10.2 per cent in original terms.
Over the past year, vacancies rose the most in Administrative and Support Services and Accommodation, Cafes and Restaurants (both up 5,100). Vacancies fell most in Manufacturing (down 3,300), Mining and Transport and storage (both down 1,000) and Communication services (down 1,000).
Performance of Manufacturing
The Performance of Manufacturing index rose by 0.4 points to 52.1 in September. A reading above 50.0 indicates that the sector is expanding. Production, orders, exports, sales, and capacity use rose in September but employment, selling prices eased, while wages fell.

The CoreLogic RP Data Hedonic Australian Home Value Index is based on Australia’s biggest property database. Unlike the ABS Index, which excludes terraces, semi-detached homes and apartments, the CoreLogic- RP Data Hedonic Index includes all properties. Home prices are an important driver of wealth and spending. The Australian Bureau of Statistics releases Job Vacancies data each quarter. The data is useful in gauging the strength of the job marketThe Australian Industry Group and PricewaterhouseCoopers compile the Performance of Manufacturing Index (PMI) each month. The Australian PMI is the Australian equivalent of the US ISM manufacturing gauge. The PMI is one of the timeliest economic indicators released in Australia. The PMI is useful not just in showing how the manufacturing sector is performing but in providing some sense about where it is heading. The key ‘forward looking’ components are orders and employment.
What are the implications for interest rates and investors?
The Reserve Bank won’t be lifting or cutting interest rates any time soon. A couple more months of sedate growth in Sydney home prices will be welcomed by policymakers – there is just no fundamental reason to change interest rate settings at present.

House price growth eased in September, led by the key Sydney market, which posted its weakest monthly result in two and a half years. Overall, the data are consistent with our view that the housing market is beginning to soften. 
House prices were unchanged in Sydney in September in seasonally adjusted terms, ending a run of 1-2% monthly growth over the past year. This result is in line with the sharp fall in auction clearance rates in Sydney (Figure 1) as demand has eased somewhat and housing supply risen sharply.

<div class="column">This easing demand is supported by yesterday’s private credit data, which showed a further slowing in growth in investor housing credit. This suggests that APRA’s macro prudential measures (which have seen tighter borrowing conditions and higher interest rates for investors) are having the desired effect of containing investor borrowing and taking some heat out of the market.</div>

 Meanwhile, Melbourne house prices posted strong growth in September, up 1.2% m/m (seasonally adjusted). It appears that lower auction clearance rates have been slower to impact on house price growth in Melbourne compared with Sydney. But as this trend continues to unfold, we expect to see price growth in Melbourne ease over coming months.

Sydney house price growth eases: ANZ Research

Heritage Bank has appointed senior banking executive Peter Lock to take over as the chief executive officer from the retiring John Minz. 
Chairman Kerry Betros announced today that Mr Lock would take up the new role on Monday, 23 November. 
Mr Lock has more than 30 years’ experience in the financial services sector, including previously the chief operating officer for the Bank of Melbourne. 
From November 2013, he was managing director of Parkside Partners, his own corporate advisory firm based in Melbourne. 
The outgoing CEO John Minz announced his intention to retire, after 22 years at Heritage, including 12 as CEO.

Australian capital city auction markets have weakened over September, according to the Domain Australian Home Auction Report for September 2015. 
The report, compiled by property website Domain.com.au, suggests that clearance rates have fallen in most capitals under the impact of record numbers of early spring listings. “The first month of spring has provided mixed results, with all major capital cities except Adelaide reporting decreases in clearance rates over the month. September home auction activity is now generally tracking below last year’s September levels,” Domain senior economist Dr Andrew Wilson said. “While clearance rates may be down, auction prices have either risen or remained steady across the cities, reflecting the seasonal effects of higher-priced auction sales. “Record-high volumes of auctions will continue to test capital city markets for the remainder of the year, providing greater competition amongst sellers and more choice for buyers. This is likely to continue putting downward pressure on clearance rates – particularly in Sydney, and to a lesser degree Melbourne.” SYDNEY  Sydney’s September auction clearance rates dropped to 69.8 per cent, from 73.9 per cent in August. They are now sitting clearly below the 76.9 per cent recorded in September 2014.  At 69.9 per cent, Sydney’s September result is the lowest for the year so far and the lowest September result since 2012.  According to Domain’s Dr Andrew Wilson, Sydney’s auction clearance rates have fallen sharply since the all-time record of 83.3 per cent was recorded in May this year. “The high volume of listings will continue to test the Sydney market. September alone recorded a record average of 859 weekend auctions. This is well ahead of the August average of 738 weekend auctions and the 590 conducted over September 2014,” Dr Wilson said.

<li>Sydney’s September median auction price increased from $1,090,000 to $1,151,000 year-on year. This reflects the typical early spring impact of increased volumes of higher priced properties engaging the market. </li>
<li>Sydney auction prices have now increased by 15.8 per cent over the past year but the year-on-year growth rate comparisons have now fallen solidly over the past four months.</li>
</ul>
MELBOURNE Melbourne’s September auction clearance rate dropped slightly to 73.2 per cent, from 75.2 per cent recorded in August 2015. The result is slightly below the 73.7 per cent which recorded in September last year. This September clearance rate result is the lowest rate recorded by the local market for the year so far.  According to Dr Wilson, the lower clearance rates may reflect the influence of a record surge in early spring listings. “With a remarkable number of auctions – nearly 1,000 per weekend over the month of September – Melbourne’s auction market is well ahead of where it was last year. The city averaged 977 auction listings every weekend over September, up from the average of 830 over August and significantly higher than the average of 640 over September last year.”

<li>Melbourne’s median auction price increased by an incredible 13.1 per cent year-on-year to reach a September average of $820,000.</li>
<li>The rising numbers of higher-priced, inner suburban homes offered for sale over September can account for the strong increase in the average September median auction price.</li>

BRISBANE Just like the majority of other capital cities, Brisbane’s auction clearance rate fell sharply over September, reversing the rising trend of recent months. The local auction clearance rate fell from 57.4 per cent in August 2015 to just 46.2 per cent. This is just slightly below the average auction clearance rate of 46.3 per cent recorded in September last year. Dr Andrew Wilson said that rising auction volumes have been a characteristic of the Brisbane market for most of this year and September clearly continued the trend.  “Brisbane averaged 123 auctions per weekend over September - a significant increase from the average of 106 auctions per weekend in August. This was well ahead of the 99 averaged over September last year.”

<li>Brisbane’s median auction price remained steady over September, sitting at an average of $700,000. This is a slight (1.1 per cent) decrease from the average median auction price of $708,000 recorded over September last year. </li>
<li>Brisbane is the only capital to record a fall in auction prices over the past year. </li>
</ul>
ADELAIDE  It was good news for property sellers in Adelaide, with the city’s auction market bucking the downward trend of other capital cities. Adelaide recorded a stronger month for auction activity, with the September clearance rate reaching 65.3 per cent. This result is slightly ahead of the 65.2 per cent recorded in August and sits just below the 66 per cent auction clearance rate recorded in September 2014.    Domain’s Dr Andrew Wilson said that the Adelaide’s September clearance rate is the highest recorded for the city this year and is reflective of a steady revival of market confidence over the past year. “Not only was there an increase in Adelaide’s clearance rates over September, but there was also a significant increase in auction volumes. This reflects the growing confidence of sellers in the local market conditions. “Adelaide saw an average of 69 auctions each weekend over September. This is an increase from ans average of 57 auctions per weekend over August and well ahead of the 49 averaged over September last year. Sharply higher volumes are however proving no barrier to higher clearance rates.”

<li>Adelaide’s median auction prices continue to increase steadily, reflecting the increasing strength of the local market – second now only to Sydney. </li>
<li>Adelaide’s September auction median price of $597,500 was well ahead of the $531,000 median reported over August. The result was 14.9 per cent higher than the $520,000 reported a year ago. </li>
</ul>
CANBERRA  Canberra’s auction market tracked backwards over September, following the strong clearance rate result recorded in August. September’s auction clearance rate of 64.3 per cent was down from the 70.7 per cent recorded the previous month. The result, however, remains well ahead of the 56.3 per cent recorded in September last year. Dr Wilson said that the despite the decrease in clearance rate from August, the September result was positive outcome. “The rate recorded over August was the highest monthly result for over five years. The underlying growth trend for the auction market remains encouraging and indicates the consolidation of solid housing market activity generally in Canberra this year.”

<li>Auction volumes continue to rise in Canberra with 47 listings averaged each weekend over September – up from the 40 average over August and ahead of the 42 averaged over September last year.</li>
<li>Canberra’s media auction prices fell marginally over September – down from $685,000 over August to $675,000. Auction prices however remain 3.5 per cent higher than the $652,000 recorded over September last year.</li>

September's supply weakened capital city auction success: Dr Andrew Wilson

The ANZ today announced that Shayne Elliott will become its chief executive officer on 1 January 2016 succeeding Mike Smith.
Mr Elliott, 51, is currently ANZ’s chief financial officer, originally from New Zealand.
Mr Elliott has over 30 years’ experience in international banking including in Australia, New Zealand, Asia Pacific and the Middle East. He joined ANZ as CEO Institutional in June 2009.
Mr Smith will step down after eight years as chief executive officer and as a Director on 31 December 2015. 
ANZ Chairman David Gonski said Mr Smith had transformed ANZ into Australia’s only international bank with a focus on Asia Pacific.  
"He has transformed ANZ into one of Asia Pacific’s leading banks with operations in 34 countries, delivering strong outcomes for our customers and for our shareholders."
Mr Smith, who has an invaluable understanding of and connections in Asia, will be retained as a non-executive advisor to the Board, initially for one year.

The 7-Eleven billionaire chairman Russ Withers has resigned from the board of the convenience store chain, along with chief executive Warren Wilmot, its 32 year veteran.
It is in the wake of a worker exploitation scandal that has rocked the company revealed by Fairfax Media and Four Corners.
7-Eleven has appointed Michael Smith as its new chairman of the chain's 620 stores. Smith is the managing director of Black House Pty Ltd, a Perth based strategy consultancy which consults to a number of leading Australian companies.

<div class="column">Dwelling approvals may have eased in August but it was largely driven by the volatility in apartment approvals. More encouragingly house approvals lifted by healthy 4.4 per cent August. From a longer term sense the lift in home building over the past couple of years has been extraordinary. </div>

<div class="column">Over the past year a record 225,406 new homes were approved – a boom that will continue to support economic activity over the next 12-18 months. Interestingly with the tightening in bank lending standards and news of another bank pulling back from investor loans in the last day, it is pretty clear that the lift in supply should result in a much more balanced housing sector.</div>

<div class="column">
There is no housing bubble, rather an imbalance between supply and demand in key markets like Sydney and Melbourne. When demand exceeds supply, prices can soar at an unsustainable rate. But the homes are being built to meet demand, it just takes time. Investors clearly must tread warily. Private sector credit remains healthy with lending lifting by 0.6 per cent in August. From an annual sense, credit growth is holding at the best levels in over six years. The key driver remains housing and in that context it is investor housing in particular that has driven the strength.
Investor finance is up 10.7% on a year ago. However it is likely that investor demand eases over the coming year.
More encouraging was the lift in business credit. There is no doubt that businesses are still rather tentative but the lift in borrowings is certainly encouraging and resonates with the lift in business confidence and conditions. The key driver of future lending will be an ongoing improvement in labour market conditions, rise in business hiring intentions and lift in consumer confidence. The disappointment in the latest result lies with the consumer borrowings which have been weak for the most part of this year. Interestingly the consumer credit figures may not be painting a true picture with some home owners likely to dipping into home equity to borrow at cheaper rates, rather than tapping personal loans.

Building Approvals:
Dwelling approvals fell by 6.9% in August after rising by 7.9% in July. In trend terms, approvals fell by 0.7% in August.
House approvals rose by 4.4% in August (private sector rose 4.9%). Meanwhile ‘lumpy’ apartment approvals fell by 16.9% in August after rising by 20% in July. Private sector apartment approvals fell by 11.4% in August.
Dwelling approvals are up 5.1% on a year ago with house approvals up by 2.2% while apartments are up by 8.4%.
Across states and territories in August: NSW approvals rose by 27.1%; Victoria rose by 8.3%; Queensland fell by 17.2%; South Australia fell by 8.1%; Western Australia fell by 1.1%; Tasmania fell by 24.7%. In trend terms, approvals rose by 7.3% in the Northern Territory and rose 4.4% in the ACT.
The value of all commercial and residential building approvals fell by 5.6% in August after rising by 9.2% in July. Residential approvals fell by 3.5% with new building down by 3% while alterations &amp; additions fell by 7.9%. Commercial building fell by 10.1% in August but was still up by 6.6% over the year (up 10.6% over the year in trend terms).
Private sector credit
Private sector credit (lending) rose by 0.6% in August after a 0.6% gain in July. Annual credit growth rose from 6.1% to 6.3% – a 61⁄2-year high.
Housing credit grew by 0.6% in August after a similar rise in July. Housing credit is up 7.5% on a year ago – the strongest annual growth since September 2010.
Owner occupier housing credit rose by 0.6% in August to stand 5.6% higher than a year ago – the fastest annual growth since January 2012. Investor housing finance lifted 0.7% in August. Investor housing credit was up by 10.7% over the year.
Personal credit rose by 0.1% in August after a flat result in July. Personal credit was up 0.7% over the year.
Business credit rose by 0.5% in August. Business credit is 5.3% higher than a year ago.
Term deposits held with banks fell by $2.2 billion in August to $509.9 billion. Term deposits are down 5.7% on a year ago – the sharpest decline in 12 years. Term deposits have been regularly falling in annual terms for 21 months – the longest period in records going back almost 30 years.
What is the importance of the economic data?
Private sector credit figures are released by the Reserve Bank on the last working day of the month. Credit is separated into three categories – housing, other personal and business. 
Private sector credit is effectively the amount of loans outstanding in the economy. If growth in lending is strong then it suggests that credit from financial institutions is freely available, underlying demand for assets such as cars and houses is firm and that the price of credit (interest rates) is attractive.
The Bureau of Statistics' monthly Building Approvals release contains figures on local council approvals to build residential structures such as homes and units as well as commercial premises such as offices and shops. Approval is one of the first stages of the construction ‘pipeline’ and is thus a key leading indicator of future activity. An increase in approvals would point to stronger future activity for construction-related companies.
What are the implications for interest rates and investors? The home building boom will support the economy over the next 12-18 months, and the benefits will last longer in Sydney given that high rise apartments take longer to build.
The Reserve Bank is unlikely to shift interest rates in any direction. Rather an extended period of time on the sidelines is the most likely outcome.

The Gold Coast economy has grown by 25 per cent since 2020/21 to surpass $55 billion, but perhaps the more significant story is what sits behind the headline number.

For decades, the Gold Coast has been viewed through the lens of tourism, lifestyle and population growth. The latest State of the City Report suggests that perception is increasingly out of step with reality.

Released by Invest Gold Coast, the report ranks the Gold Coast as Australia's largest non-capital city economy and, perhaps more notably, second nationally behind Sydney for Economic Complexity, a measure that assesses the diversity and sophistication of an economy.

It's a result that places the Gold Coast ahead of Melbourne, Brisbane, Perth and Adelaide, highlighting the extent to which the city's economic base has broadened beyond its traditional industries.

Today, the Gold Coast supports more than 350,000 jobs, is home to over 83,000 businesses and generates $19 billion in annual exports. Manufacturing now accounts for 62 per cent of international export growth, while sectors including health, education, advanced manufacturing, technology and professional services are becoming increasingly important contributors to the local economy.

Gold Coast Mayor Tom Tate said the report confirmed the city's evolution into one of Australia's most significant economies.

"The Gold Coast economy continues to grow at an incredible pace. This is no surprise to those of us who have watched the evolution up close," Mayor Tate said.

"As one of the most entrepreneurial, investment driven and opportunity focused economies in the country our ambition has been realised and possibilities are endless.

"The Gold Coast has built a reputation as the city that says yes. We say yes to investment, yes to opportunity and yes to people who want to build something.

"It's this mindset helping us drive major growth across health, advanced manufacturing, screen production, marine, technology and the knowledge economy."

While population growth has been one of the defining stories of the past decade, the report points to a broader economic transformation taking place.

The city's knowledge economy now contributes $7.9 billion annually and supports around 31,000 jobs, while the health and wellbeing sector contributes $5.2 billion and employs more than 42,000 people. Together, the six priority sectors identified in the report account for almost $24 billion in economic output and more than 145,000 jobs.

One of the strongest examples is the Gold Coast Health and Knowledge Precinct at Southport. The 200-hectare precinct now contains more than $5 billion worth of health, education, research and innovation infrastructure and supports over 16,000 jobs.

The report also highlights the growing role of advanced manufacturing, particularly in aerospace, defence and modular construction.

Gold Coast-based Gilmour Space Technologies recently became the first Australian commercial company to attempt an orbital launch, while companies including Modscape and ModnPods are helping establish the Yatala-Stapylton corridor as one of Australia's fastest-growing advanced manufacturing hubs.

The city's entrepreneurial culture is also translating into business growth.

Since 2019/20, the number of businesses operating on the Gold Coast has increased by 22 per cent, while firms employing more than 200 people have grown by 80 per cent. The report suggests the next challenge is converting more local start-ups and medium-sized businesses into nationally significant companies.

Development activity remains another key indicator of confidence.

There are currently more than $23 billion worth of major projects underway across the Gold Coast, supported by a record 75 active cranes, a figure that now exceeds Brisbane and represents a 150 per cent increase since 2016.

Importantly, the report notes the next phase of investment will need to extend beyond residential development.

While 93 per cent of crane activity is currently tied to housing, Invest Gold Coast argues future investment will increasingly need to focus on cultural, civic, infrastructure and industry-enabling projects that strengthen the city's long-term economic resilience.

Invest Gold Coast Chair Will Hodgman said the city was now benefiting from years of economic diversification.

"What is happening on the Gold Coast is the result of the city's economic base broadening, fuelled by industries with long-term, high-growth potential," Mr Hodgman said.

"This is no longer a secondary Australian economy, the Gold Coast is becoming a globally connected city with deeper capability across health, knowledge and creative industries, advanced manufacturing, technology and exports."

Looking ahead, the Gold Coast's population is projected to exceed one million residents by 2046.

For a city that was once largely defined by tourism and lifestyle, the latest figures suggest the Gold Coast is becoming something more significant, one of Australia's most diverse and economically sophisticated urban economies, and increasingly one that national and international investors can no longer afford to overlook.

Buyers rush to Homecorp's Florence Residences as Gold Coast wellness trend gains momentum

The NSW Government has expanded its $1 billion Pre-sale Finance Guarantee program, broadening access for affordable housing providers and smaller residential developments as it seeks to accelerate housing delivery across the state.

The Minns Government says the program has already helped bring forward more than 600 homes across Sydney and regional NSW since launching in September 2025, with similar models now adopted in South Australia and Western Australia.

The latest changes, announced by Treasurer Daniel Mookhey and Minister for Planning and Public Spaces Paul Scully, are designed to improve access to finance for projects that have planning approval but are struggling to secure funding.

Among the key changes is an expansion of support for community housing providers. The program will now support up to 100 per cent affordable housing projects valued at up to $30 million when delivered by not-for-profit providers, while support for larger affordable housing developments will increase for projects worth up to $80 million.

The government says the changes will help accelerate the delivery of housing for low-income workers, older people, people living with disability, and those at risk of homelessness, while reducing reliance on direct grants or subsidised loans to bridge funding gaps.

The eligibility criteria for smaller residential developments have also been broadened. The previous $5 million minimum project value threshold has been removed and replaced with a requirement that projects deliver at least four homes.

Support has also increased for projects delivering fewer than 20 homes, with the guarantee now able to cover up to 75 per cent of dwellings in a development, capped at $30 million per project.

The changes are expected to particularly benefit smaller-scale and regional developments, which often face greater challenges meeting pre-sale requirements imposed by lenders.

Treasurer Daniel Mookhey said the scheme demonstrates how government can use its balance sheet to stimulate housing supply without relying solely on taxpayer-funded grants.

"The Pre-sale Finance Guarantee shows how this Government is using its balance sheet to reduce risk and unlock private investment, enabling new homes to move from design to construction faster," Mookhey said.

"This landmark reform allows us to deliver homes for working families at a lower cost to taxpayers, while also maintaining strong financial discipline."

Planning Minister Paul Scully said the program had already proven effective in bringing stalled projects to market.

"The Pre-sale Finance Guarantee has already proven it can unlock stalled projects and accelerate housing delivery by giving lenders the confidence they need to back good developments," Scully said.

"These changes will allow more affordable housing and smaller developments to access support so more homes can be built faster where communities need them most."

Housing Minister Rose Jackson said the expansion would help community housing providers overcome financing barriers that often delay projects.

"We know community housing providers are ready to build more homes, too often they're held back by barriers to finance," Jackson said.

"Expanding the Pre-sale Finance Guarantee helps remove those barriers so more affordable homes can get off the ground sooner."

The announcement was welcomed by the Property Council of Australia, which has long advocated for measures aimed at improving project feasibility and access to finance.

Property Council NSW Executive Director Katie Stevenson described the expansion as a practical intervention that addresses one of the most immediate constraints on housing delivery.

"This is exactly the kind of practical intervention we need right now, focused on getting projects out of the ground, not just approved," Stevenson said.

"It builds on a model the Property Council has worked closely with government to develop following calls for such a scheme ahead of last year's NSW Budget, so it's great to see it being expanded."

Stevenson said the reforms would help unlock projects that are ready to proceed but have been delayed by financing challenges. However, she noted that broader feasibility issues remain a significant barrier to increasing housing supply.

"The biggest challenge in NSW housing today is delivery. Too many projects have planning approval but are simply not financially viable to proceed under current settings," she said.

Speaking at the Property Council's NSW Housing Summit, Housing Minister Rose Jackson acknowledged that feasibility and financing pressures continue to constrain housing delivery, while reaffirming the government's commitment to work with industry on solutions.

Stevenson said the government's recognition of those challenges was encouraging ahead of next week's state budget.

"It's positive to see the government clearly recognising that feasibility pressures are now a binding constraint on supply," she said.

"With the Budget just days away, the focus must be on backing delivery, making sure projects stack up, finance can flow, and more homes can move from approval to construction."

The expanded Pre-sale Finance Guarantee forms part of the NSW Government's broader housing agenda, which also includes planning reforms, the NSW Housing Pattern Book, and a series of rezonings intended to increase housing capacity across the state.

A separate four-storey amenity building known as The Pavilion expands the residential offering beyond the apartments themselves. Positioned alongside the tower, the building consolidates wellness, recreation, and social spaces into a dedicated resident retreat. Facilities include a 20-metre rooftop pool and sundeck, sauna, spa, ice bath, wellness studio, gymnasium, concierge service, wine cellar, residents’ lounge, private dining spaces, and dedicated co-working areas with meeting rooms and boardroom facilities.
