Joint venture partners, Frasers Property Australia and Sekisui House Australia, have received approval to develop a pair of buildings located on the corner of Broadway and Abercrombie Streets at its award-winning Central Park development in Chippendale.
To be known as DUO, it is a $520 million, two tower, mixed-use project.
Designed by one the world’s most awarded architecture practices, Foster + Partners, DUO will be Foster + Partners’ second residential building in Australia.
The residential component of DUO will include a total of 313 residential apartments, offering a mix of one-bedroom suites, one bedroom + study apartments, two-bedroom apartments and three-bedroom dual-key apartments, the majority of which will be located in the eastern tower of DUO.
The limited range of 48 residential apartments located on levels 11-16 of the western tower will be DUO’s premium offering – DUO Limited Edition.
DUO will also include a 300-room hotel, ground floor retail, 5,500 square metres of commercial space, a large childcare centre to accommodate up to 90 children and the refurbished Australian Hotel.
$520 million is the estimated end value of DUO, comprising $350 million in residential apartments, $120 million 300-room hotel and $50 million in retail, commercial and child care uses.
Central Park's project director, Mick Caddey, said the $520 million project brings the completion of the Central Park development into the near horizon.
DUO is set to be launched to the market in late November with registrations of interest currently being taken.

$3 million plus hopes for St Andrews beach home

Caydon Property Group has welcomed the City of Banyule’s decision to agree to a Victorian Civil and Administrative Tribunal (VCAT) consent order on its Ivanhoe development site.
It will enable a $150 million, 14-storey residential, office and retail development at 443 Upper Heidelberg Road, Ivanhoe to proceed.
Banyule councillors this week supported the council officer’s recommendation to agree to the consent order for development at the 3360 square metre Burgundy Hill site, one of Melbourne’s highest points.
It followed collaboration between Caydon, council officers, residents and the community at a compulsory conference at VCAT in August which led to Caydon resolving key height, built form and mass, and vehicle access concerns through an amended proposal.
Caydon principal Joe Russo said the conference provided constructive feedback that "helped us land on a design that is a better fit with the surrounding area in terms of the height, appearance and amenity of the proposed building.” 
The approved plans will see the construction of 211 one, two and three bedroom apartments, as well as 48 serviced apartments and 1590 square metres of office and retail space. These will be serviced by 296 car parks and storage for up to 156 bicycles.
The Burgundy Hill site is earmarked as a strategic redevelopment site in the Heidelberg Precinct Structure Plan.

With advances in technology and shifts in the demographics of people attending university, the campus experience is changing. We’re taking a look at how students have traditionally experienced university across the globe, and how that’s evolving in each region.
<h2>In the UK: not all living away from home</h2>

The dominant image of the UK campus experience is of students in their late teens or early 20s living and socialising on the campus of a long-established university.
However, figures from the Higher Education Statistics Agency (HESA) paint a different picture. In 2013-14, around one-third of full-time students lived at their own or their parents’ home and one-third of all students were aged 25 or over. Around 15% of the student population were distance learners, with around one-third of these based wholly overseas.
HESA do not collect figures on the number of students studying in private institutions, but a survey in 2012 suggested there were around 100,000 students at private institutions. This represented around 4% of the 2011-12 student body.
Part of the reason the dominant image remains unchallenged is that these different kinds of students and experiences tend to be located at different kinds of universities.
The researchers in the Social and Organisational Mediation of University Learning (SOMUL) project identified three different kinds of student experience based on the levels of student diversity at an institution and the extent to which students' experiences were shared or individualised.
The danger of the dominant image of the young student living away from home, as the SOMUL project recognised, is that higher education experiences that fit with it are often assumed to be higher quality than those that do not. Our research in the quality and inequality of teaching in undergraduate first degrees clearly showed this is not the case.
While technological developments have changed the experiences of students studying at a distance, for other students it seems that it has been integrated into their experiences without changing them fundamentally.
This is similar to what happened with television in the 1970s, which was thought to have signalled the end of the traditional lecture. While it did offer higher education in a new form to students engaging with the programs made by the Open University, the experience of most students did not greatly change.
<h2>In the US: the digital age isn’t necessarily bringing us closer</h2>

Just outside the main student activity centre, information tables line collegiate quads featuring everything from ceramics classes to geology clubs. However, while on the surface this sociable scene still plays out in one form or another across the country, the campus experience is changing.
According to the National Center for Education Statistics, as of 2012, approximately 12.5% of the 21 million or so enrolled undergraduates attended online classes exclusively – meaning they missed a “real-life” campus experience altogether.
However, for the 75% or so reportedly attending traditional classes entirely, technological tethers are also impacting campus life on the ground one way or another.
The increased use of web-based lecture technologies like Echo 360, for example, is designed to enhance students’ learning experience. Research shows it is perceived to be highly beneficial by those who cannot attend class – providing them with flexibility and multiple learning options when emergencies and other life circumstances prevent them from being there “live”.
On the flip side, an unintended consequence is that some students see web-based lecture technologies as a way to justify surfing the web while in class because they can always go back to the “replay”. However, while this often leads to a negative impact on grades, it can also change the trajectory of social interactions inside and outside the classroom – fuelling a sense of being “alone together”.
For example studies show that depression and anxiety among college students is rising significantly, creating what the American Psychological Association calls a mental health crisis on campuses across the nation.
On the one hand, social media can benefit student sufferers by keeping them regularly connected to family and friends – easing worries and providing comfort. On the other hand, social media can contribute to the psyche’s catastrophic thinking by creating an increased sense of isolation called virtual distance. Whether the student is walking down a crowded campus thoroughfare staring at a screen or curled up in their dorm room looking at Facebook friends’ “highlight reels” making them feel more lonely than ever.
The bottom line – technology is impacting campus life on both sides of the ledger in ways that can enrich as well as detract from precious encounters with new knowledge and friends.
The lesson for our youth is that even if you spend a lot of time with your computer companion try to also throw some clay on a wheel, slip down a watery bouncy slide or mine minerals from shoe boxes with like-minded collectors for as Carly Simon sang a long time ago, it is still the case for your generation that “these are the good old days”.
<h2>In Australia: spending less time on campus</h2>

University students in Australia usually stay close to home to go to university. Rural students predominantly stay in rural areas to study and city dwellers tend to stay in cities.
Australian domestic students are less likely to live in dorms or on campus than students in other parts of the world. They instead tend to live with their parents or partners.
While the situation is different for international students studying in Australia, the living arrangements and mobility of Australian domestic students has remained relatively stable. The same may not be said about their actual attendance on campus though.
A recent report from the Melbourne Centre for the Study of Higher Education highlights some changing trends. Students appear to be spending around the same amount of time studying overall but are spending less of that time on campus. 
Students also indicated they were less engaged with their peers than students in the past have been. Instead they appear to spend much more time on the internet or studying alone.
Data in the same report also indicate that students are increasingly using technology to study. However, the notion that these technologies mean they can spend less time on campus was not shared by a third of the sample.
These data challenge the argument that Australian students devalue campus life in favour of online content. The available evidence instead suggests that a complex set of factors drive student decisions about where and when they study.
This is perhaps not surprising given that the student body in Australian higher education is far <a href="https://grattan.edu.au/wp-content/uploads/2014/10/816-mapping-higher-education-2014.pdf">l</a>arger and more diverse than it traditionally has been.
Australian university students also have increasing commitments outside of study including work, family and carer responsibilities. These obligations force them to make strategic decisions about their study habits. This includes deciding whether it is worth making the trip to campus despite whatever value they see in being there.

The campus experience is changing all over the world

Today’s decision to leave the cash rate unchanged came as no surprise to either economists or market participants. As such, the focus was on the Governor’s accompanying Statement which turned out to be basically a carbon copy of last month’s wtatement.
With concerns around the outlook in China weighing on global markets we thought that the Statement might contain something new on China, but the Governor simply repeated last month’s comment that there has been, “some further softening in conditions in China and east Asia of late”.
The Governor’s comments on the Australian labour market are unchanged which means that their forecasts for a flat unemployment rate over the next year remain intact.
There were only two material changes from last month’s statement. The Governor notes that dwelling prices “continue to rise strongly in Sydney and Melbourne” (last month only Sydney was cited). And Steven’s stated that “the available information suggest that moderate expansion in the economy continues” (last month he stated that “most of the available information.....”)
The Governor again refrained from making any comments around the AUD needing to move lower. In our view, the AUD is currently trading in the RBA’s ‘comfort zone’. It’s has fallen enough to help the Australian economy rebalance without posing a risk to the near term inflation outlook. We see the AUD falling further over the next few months.
The outlook
Markets are assigning a 50% probability that the RBA eases policy again in 2015 (a 29% chance of a November rate cut is priced). In our view, the case to leave rates unchanged is stronger than the case for a near term rate cut so we have the RBA on hold at 2.0%. The forward looking indicators of the labour market are consistent with a flat unemployment while the lower AUD is helping the economy to rebalance. The RBA would need to downgrade their growth forecasts in the November Statement on Monetary Policy to justify a rate cut and in our view that looks unlikely.
The focus for RBA enthusiasts turns to a run of speeches by RBA officials (Assistant Gov. Debelle [7 Oct.], Head of Economic Research Simon [8 October] and Deputy Gov. Lowe [13 Oct]. On the data front, QIII inflation data towards the end of the month and the jobs report next week are the most important pieces of economic information ahead of the November meeting. A decent employment report next week would probably see market pricing for a November rate cut recede. But a poor print and a low CPI outcome would mean that the November meeting would be seen as ‘live’.

Melbourne gets added to the strong as October RBA issues a carbon copy of last month’s statement: Gareth Aird

McGrath Limited has reached agreement to acquire the largest franchise group within its network.
The acquisition will result in 10 McGrath franchise offices across Sydney’s mid to upper North Shore, North-West and Northern Beaches region, becoming McGrath company owned offices.
The 10 McGrath offices, under the leadership of Shane Smollen, was one of the largest real estate agency groups in Australia.
They have 65 sales agents, including 12 of the highest performing sales agents in McGrath’s current top 25 agents over the past 12 months.
They also have over 2,200 properties under management across these regions.
The acquisition will result in McGrath’s company owned division having one of the largest property management portfolios in Australia with over 7,200 properties.
McGrath chief John McGrath said this was a "strategic step" in the company’s growth plans.
“Our model is a hybrid of both company owned offices as well as franchises and we are equally passionate about both sides of our business.
"We are continuing to rapidly grow our franchise network organically into other high value high volume markets whilst never losing focus on McGrath’s most important stakeholders, being our team and our customers.
"Scale will be a key differentiator in this new world where innovation and continued significant investment in technology will be critical.”
The McGrath offices acquired are located in Crows Nest, Epping, Ryde, Lane Cove, Pymble, Hunters Hill, Castle Hill, Lindfield and the Northern Beaches.
McGrath Limited has been tipped as undertaking a public float.

Statement by Glenn Stevens, Governor: Monetary Policy Decision
At its meeting today, the Board decided to leave the cash rate unchanged at 2.0 per cent.
The global economy is expanding at a moderate pace, with some further softening in conditions in China and east Asia of late, but stronger US growth. Key commodity prices are much lower than a year ago, in part reflecting increased supply, including from Australia. Australia's terms of trade are falling.
The Federal Reserve is expected to start increasing its policy rate over the period ahead, but some other major central banks are continuing to ease policy. Equity market volatility has continued, but the functioning of financial markets generally has not, to date, been impaired. Long-term borrowing rates for most sovereigns and creditworthy private borrowers remain remarkably low. Overall, global financial conditions remain very accommodative.
In Australia, the available information suggests that moderate expansion in the economy continues. While growth has been somewhat below longer-term averages for some time, it has been accompanied with somewhat stronger growth of employment and a steady rate of unemployment over the past year. Overall, the economy is likely to be operating with a degree of spare capacity for some time yet, with domestic inflationary pressures contained. Inflation is thus forecast to remain consistent with the target over the next one to two years, even with a lower exchange rate.
In such circumstances, monetary policy needs to be accommodative. Low interest rates are acting to support borrowing and spending. Credit is recording moderate growth overall, with growth in lending to the housing market broadly steady over recent months. Dwelling prices continue to rise strongly in Sydney and Melbourne, though trends have been more varied in a number of other cities. Regulatory measures are helping to contain risks that may arise from the housing market. In other asset markets, prices for commercial property have been supported by lower long-term interest rates, while equity prices have moved lower and been more volatile recently, in parallel with developments in global markets. The Australian dollar is adjusting to the significant declines in key commodity prices.
The Board today judged that leaving the cash rate unchanged was appropriate at this meeting. Further information on economic and financial conditions to be received over the period ahead will inform the Board's ongoing assessment of the outlook and hence whether the current stance of policy will most effectively foster sustainable growth and inflation consistent with the target.

Varied housing prices noted with Melbourne stronger: RBA Governor Glenn Stevens' October 2015 meeting statement

The Gold Coast economy has grown by 25 per cent since 2020/21 to surpass $55 billion, but perhaps the more significant story is what sits behind the headline number.

For decades, the Gold Coast has been viewed through the lens of tourism, lifestyle and population growth. The latest State of the City Report suggests that perception is increasingly out of step with reality.

Released by Invest Gold Coast, the report ranks the Gold Coast as Australia's largest non-capital city economy and, perhaps more notably, second nationally behind Sydney for Economic Complexity, a measure that assesses the diversity and sophistication of an economy.

It's a result that places the Gold Coast ahead of Melbourne, Brisbane, Perth and Adelaide, highlighting the extent to which the city's economic base has broadened beyond its traditional industries.

Today, the Gold Coast supports more than 350,000 jobs, is home to over 83,000 businesses and generates $19 billion in annual exports. Manufacturing now accounts for 62 per cent of international export growth, while sectors including health, education, advanced manufacturing, technology and professional services are becoming increasingly important contributors to the local economy.

Gold Coast Mayor Tom Tate said the report confirmed the city's evolution into one of Australia's most significant economies.

"The Gold Coast economy continues to grow at an incredible pace. This is no surprise to those of us who have watched the evolution up close," Mayor Tate said.

"As one of the most entrepreneurial, investment driven and opportunity focused economies in the country our ambition has been realised and possibilities are endless.

"The Gold Coast has built a reputation as the city that says yes. We say yes to investment, yes to opportunity and yes to people who want to build something.

"It's this mindset helping us drive major growth across health, advanced manufacturing, screen production, marine, technology and the knowledge economy."

While population growth has been one of the defining stories of the past decade, the report points to a broader economic transformation taking place.

The city's knowledge economy now contributes $7.9 billion annually and supports around 31,000 jobs, while the health and wellbeing sector contributes $5.2 billion and employs more than 42,000 people. Together, the six priority sectors identified in the report account for almost $24 billion in economic output and more than 145,000 jobs.

One of the strongest examples is the Gold Coast Health and Knowledge Precinct at Southport. The 200-hectare precinct now contains more than $5 billion worth of health, education, research and innovation infrastructure and supports over 16,000 jobs.

The report also highlights the growing role of advanced manufacturing, particularly in aerospace, defence and modular construction.

Gold Coast-based Gilmour Space Technologies recently became the first Australian commercial company to attempt an orbital launch, while companies including Modscape and ModnPods are helping establish the Yatala-Stapylton corridor as one of Australia's fastest-growing advanced manufacturing hubs.

The city's entrepreneurial culture is also translating into business growth.

Since 2019/20, the number of businesses operating on the Gold Coast has increased by 22 per cent, while firms employing more than 200 people have grown by 80 per cent. The report suggests the next challenge is converting more local start-ups and medium-sized businesses into nationally significant companies.

Development activity remains another key indicator of confidence.

There are currently more than $23 billion worth of major projects underway across the Gold Coast, supported by a record 75 active cranes, a figure that now exceeds Brisbane and represents a 150 per cent increase since 2016.

Importantly, the report notes the next phase of investment will need to extend beyond residential development.

While 93 per cent of crane activity is currently tied to housing, Invest Gold Coast argues future investment will increasingly need to focus on cultural, civic, infrastructure and industry-enabling projects that strengthen the city's long-term economic resilience.

Invest Gold Coast Chair Will Hodgman said the city was now benefiting from years of economic diversification.

"What is happening on the Gold Coast is the result of the city's economic base broadening, fuelled by industries with long-term, high-growth potential," Mr Hodgman said.

"This is no longer a secondary Australian economy, the Gold Coast is becoming a globally connected city with deeper capability across health, knowledge and creative industries, advanced manufacturing, technology and exports."

Looking ahead, the Gold Coast's population is projected to exceed one million residents by 2046.

For a city that was once largely defined by tourism and lifestyle, the latest figures suggest the Gold Coast is becoming something more significant, one of Australia's most diverse and economically sophisticated urban economies, and increasingly one that national and international investors can no longer afford to overlook.

The NSW Government has expanded its $1 billion Pre-sale Finance Guarantee program, broadening access for affordable housing providers and smaller residential developments as it seeks to accelerate housing delivery across the state.

The Minns Government says the program has already helped bring forward more than 600 homes across Sydney and regional NSW since launching in September 2025, with similar models now adopted in South Australia and Western Australia.

The latest changes, announced by Treasurer Daniel Mookhey and Minister for Planning and Public Spaces Paul Scully, are designed to improve access to finance for projects that have planning approval but are struggling to secure funding.

Among the key changes is an expansion of support for community housing providers. The program will now support up to 100 per cent affordable housing projects valued at up to $30 million when delivered by not-for-profit providers, while support for larger affordable housing developments will increase for projects worth up to $80 million.

The government says the changes will help accelerate the delivery of housing for low-income workers, older people, people living with disability, and those at risk of homelessness, while reducing reliance on direct grants or subsidised loans to bridge funding gaps.

The eligibility criteria for smaller residential developments have also been broadened. The previous $5 million minimum project value threshold has been removed and replaced with a requirement that projects deliver at least four homes.

Support has also increased for projects delivering fewer than 20 homes, with the guarantee now able to cover up to 75 per cent of dwellings in a development, capped at $30 million per project.

The changes are expected to particularly benefit smaller-scale and regional developments, which often face greater challenges meeting pre-sale requirements imposed by lenders.

Treasurer Daniel Mookhey said the scheme demonstrates how government can use its balance sheet to stimulate housing supply without relying solely on taxpayer-funded grants.

"The Pre-sale Finance Guarantee shows how this Government is using its balance sheet to reduce risk and unlock private investment, enabling new homes to move from design to construction faster," Mookhey said.

"This landmark reform allows us to deliver homes for working families at a lower cost to taxpayers, while also maintaining strong financial discipline."

Planning Minister Paul Scully said the program had already proven effective in bringing stalled projects to market.

"The Pre-sale Finance Guarantee has already proven it can unlock stalled projects and accelerate housing delivery by giving lenders the confidence they need to back good developments," Scully said.

"These changes will allow more affordable housing and smaller developments to access support so more homes can be built faster where communities need them most."

Housing Minister Rose Jackson said the expansion would help community housing providers overcome financing barriers that often delay projects.

"We know community housing providers are ready to build more homes, too often they're held back by barriers to finance," Jackson said.

"Expanding the Pre-sale Finance Guarantee helps remove those barriers so more affordable homes can get off the ground sooner."

The announcement was welcomed by the Property Council of Australia, which has long advocated for measures aimed at improving project feasibility and access to finance.

Property Council NSW Executive Director Katie Stevenson described the expansion as a practical intervention that addresses one of the most immediate constraints on housing delivery.

"This is exactly the kind of practical intervention we need right now, focused on getting projects out of the ground, not just approved," Stevenson said.

"It builds on a model the Property Council has worked closely with government to develop following calls for such a scheme ahead of last year's NSW Budget, so it's great to see it being expanded."

Stevenson said the reforms would help unlock projects that are ready to proceed but have been delayed by financing challenges. However, she noted that broader feasibility issues remain a significant barrier to increasing housing supply.

"The biggest challenge in NSW housing today is delivery. Too many projects have planning approval but are simply not financially viable to proceed under current settings," she said.

Speaking at the Property Council's NSW Housing Summit, Housing Minister Rose Jackson acknowledged that feasibility and financing pressures continue to constrain housing delivery, while reaffirming the government's commitment to work with industry on solutions.

Stevenson said the government's recognition of those challenges was encouraging ahead of next week's state budget.

"It's positive to see the government clearly recognising that feasibility pressures are now a binding constraint on supply," she said.

"With the Budget just days away, the focus must be on backing delivery, making sure projects stack up, finance can flow, and more homes can move from approval to construction."

The expanded Pre-sale Finance Guarantee forms part of the NSW Government's broader housing agenda, which also includes planning reforms, the NSW Housing Pattern Book, and a series of rezonings intended to increase housing capacity across the state.

Designed by Tristan Wong Architects, with interiors by Hecker Guthrie and landscaping by Acre, the development takes inspiration from the Art Deco architecture that remains a defining feature of many of Camberwell's established streets.

A curved facade, arched openings, textured brickwork and sculpted forms reference the suburb's architectural heritage, while extensive landscaping softens the building's presence and creates a strong connection to the surrounding tree-lined streetscape.

The project will be set behind a secure gated entrance, with residents arriving through landscaped gardens designed to create a transition between the public realm and private residences.

Inside, the residences feature natural stone and timber finishes, full-height glazing, Miele appliances and generous open-plan living areas designed for long-term owner occupation.

Rothelowman says the site itself shaped much of the architectural response.

“The site has a long history in terms of its inevitable transformation and when we came in, we took inspiration from the idea of reestablishing a sense of the site’s natural terrain and fall. Our scheme aims to integrate with the terrain and the landscape, using the undulating site to slowly reveal glimpses and views of the harbour. The rotation of the tower off grid means every apartment has a view and is naturally cross ventilated. The building's colour palette is quintessentially Sydney, with bronze and sandstone and a luminescent green colour in the glass, making it very earthy and grounded in its location.”

Inside the residences, the emphasis moves toward larger-format living typically associated with standalone homes. A separate four-storey amenity building known as The Pavilion expands the residential offering beyond the apartments themselves. Positioned alongside the tower, the building consolidates wellness, recreation, and social spaces into a dedicated resident retreat. Facilities include a 20-metre rooftop pool and sundeck, sauna, spa, ice bath, wellness studio, gymnasium, concierge service, wine cellar, residents’ lounge, private dining spaces, and dedicated co-working areas with meeting rooms and boardroom facilities.

The amenity mix reflects the buyer profile emerging in North Sydney, where owner-occupiers and downsizers are increasingly prioritising convenience, apartment scale, and long-term usability over purely investment-driven decisions.

The Walden also represents a significant milestone for ALAND, marking the company’s first major move into Sydney’s inner-city luxury apartment market after more than two decades delivering large-scale residential communities across Greater Sydney. ALAND has commenced construction, and is expecting a completion date in 2028.
